    As part of its initiative to fulfill its responsibilities to provide support for the incorporated County of Los Alamos (the County) as an Atomic Energy Community, while simultaneously fulfilling its obligations to enhance the self-sufficiency of the County under authority of the Atomic Energy Community Act of 1955 and the Defense Authorization Act, the U.S. Department of Energy (DOE) proposes to lease undeveloped land in Los Alamos, New Mexico, to the County for private sector use as a research park. The Proposed Action is intended to accelerate economic development activities within the County by creating regional employment opportunities through offering federal land for private sector lease and use. As a result of the proposed land lease, any government expenditures for providing infrastructure to the property would be somewhat supplemented by tenant purchase of Los Alamos National Laboratory (LANL) expertise in research and development activities. The presence of a research park within LANL boundaries is expected to allow private sector tenants of the park to be able to quickly and efficiently call upon LANL scientific expertise and facility and equipment capabilities as part of their own research operations and LANL research personnel, in turn, would be challenged in areas complementary to their federally funded research. In this way a symbiotic relationship would be enjoyed by both parties while simultaneously promoting economic development for the County through new job opportunities at the Research Park and at LANL, new indirect support opportunities for the community at large, and through payment of the basic building space leases. A ''sliding-scale'' approach (DOE 1993) is the basis for the analysis of effects in this Environmental Assessment (EA). That is, certain aspects of the Proposed Action have a greater potential for creating adverse environmental effects than others; therefore, they are discussed in greater detail in this EA than those aspects of the action that have little potential for effect. The Proposed Action would result in an increase of as many as 1,500 new direct jobs and, as many as 2,565 indirect jobs could be created from the development of a research park. Lease of the tract would not reduce the size of LANL or change its site boundary. However, approximately 30 ac (12 ha) of a 60-ac (24-ha) tract would be changed from an undeveloped to a developed status. Under the No Action Alternative, no transfer or lease of Federal lands would occur. LANL would not have the benefit of its research personnel working on a variety of complementary research efforts beyond their federally funded responsibilities. No new jobs would be created from proposed development activities. Undeveloped lands would remain in their current condition. Two hypothetical accidents were analyzed that evaluated a potential chemical release and radiological doses to the public from hypothetical accidents at the proposed Research Park. Neither accident scenario resulted in potentially serious health effects for workers or the public at the proposed Research Park. The cumulative effects of the Proposed Action as well as reasonably foreseeable related actions could result in potential adverse health effects. Environmental effects would be limited to the loss of a small amount of wildlife habitat. Additional economic development would be expected to occur.

    This report presents the results of the Gulf of Mexico Regional Collaborative (GoMRC), a year-long project funded by NASA. The GoMRC project was organized around end user outreach activities, a science applications team, and a team for information technology (IT) development. Key outcomes are summarized below for each of these areas. End User Outreach; Successfully engaged federal and state end users in project planning and feedback; With end user input, defined needs and system functional requirements; Conducted demonstration to End User Advisory Committee on July 9, 2007 and presented at Gulf of Mexico Alliance (GOMA) meeting of Habitat Identification committee; Conducted significant engagement of other end user groups, such as the National Estuary Programs (NEP), in the Fall of 2007; Established partnership with SERVIR and Harmful Algal Blooms Observing System (HABSOS) programs and initiated plan to extend HABs monitoring and prediction capabilities to the southern Gulf; Established a science and technology working group with Mexican institutions centered in the State of Veracruz. Key team members include the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS), the Ecological Institute (INECOL) a unit of the National Council for science and technology (CONACYT), the Veracruz Aquarium (NOAA’s first international Coastal Ecology Learning Center) and the State of Veracruz. The Mexican Navy (critical to coastal studies in the Southern Gulf) and other national and regional entities have also been engaged; and Training on use of SERVIR portal planned for Fall 2007 in Veracruz, Mexico Science Applications; Worked with regional scientists to produce conceptual models of submerged aquatic vegetation (SAV) ecosystems; Built a logical framework and tool for ontological modeling of SAV and HABs; Created online guidance for SAV restoration planning; Created model runs which link potential future land use trends, runoff and SAV viability; Analyzed SAV cover change at five other bays in the Gulf of Mexico to demonstrate extensibility of the analytical tools; and Initiated development of a conceptual model for understanding the causes and effects of HABs in the Gulf of Mexico IT Tool Development; Established a website with the GoMRC web-based tools at www.gomrc.org; Completed development of an ArcGIS-based decision support tool for SAV restoration prioritization decisions, and demonstrated its use in Mobile Bay; Developed a web-based application, called Conceptual Model Explorer (CME), that enables non-GIS users to employ the prioritization model for SAV restoration; Created CME tool enabling scientists to view existing, and create new, ecosystem conceptual models which can be used to document cause-effect relationships within coastal ecosystems, and offer guidance on management solutions; Adapted the science-driven advanced web search engine, Noesis, to focus on an initial set of coastal and marine resource issues, including SAV and HABs; Incorporated map visualization tools with initial data layers related to coastal wetlands and SAVs; and Supported development of a SERVIR portal for data management and visualization in the southern Gulf of Mexico, as well as training of end users in Mexican Gulf States.

The research program was administered by the New Mexico Research and Development Institute and was conducted by professional staff members at New Mexico State University and Lightning Dock Geothermal, Inc. The report is divided into four chapters, which correspond to the principal tasks delineated in the above grant.     The purpose of the Revenue Requirement Study (Study) is to establish the level of revenues needed from rates for Bonneville Power Administration's (BPA's) transmission and ancillary services to recover, in accordance with sound business principles, costs associated with the transmission of electric power over the Federal Columbia River Transmission System (FCRTS). The FCRTS is part of the larger Federal Columbia River Power System (FCRPS) which also includes the hydroelectric, multipurpose facilities constructed and operated by the U.S. Army Corps of Engineers and the Bureau of Reclamation in the Pacific Northwest. The FCRPS costs that are not included in the FCRTS costs are funded and repaid through BPA power rates. The transmission revenue requirements herein include: recovery of the Federal investment in transmission and transmission-related assets; the operations and maintenance (O&M) and other annual expenses associated with the provision of transmission and ancillary services; the cost of generation inputs for ancillary services and other between business-line services necessary for the transmission of power; and all other transmission-related costs incurred by the Administrator. The cost evaluation period for this rate proposal includes Fiscal Years (FYs) 2005-2007, the period extending from the last year for which historical information is available through the proposed rate test period. The Study includes the transmission revenue requirements for the rate test period, FYs 2006-2007 (Rate Period) and the results of transmission repayment studies. This Study outlines the policies, forecasts, assumptions, and calculations used to determine BPA's transmission revenue requirements. Legal requirements are summarized in Chapter 5 of this Study. The Revenue Requirement Study Documentation (Documentation), TR-06-FS-BPA-01A, contains key technical assumptions and calculations, the results of the transmission repayment studies, and a further explanation of the repayment inputs and its outputs.

    Title 1 of the UMTRCA authorized the DOE to undertake remedial actions at these designed sites and associated vicinity properties (VP), which contain uranium mill tailings and other residual radioactive materials (RRM) derived from the processing sites. Title 2 of the UMTRCA addresses uranium mill sites that were licensed at the time the UMTRCA was enacted. Cleanup of these Title 2 sites is the responsibility of the licensees. The cleanup of the Title 1 sites has been split into two separate projects: the Surface Project, which deals with the mill buildings, tailings, and contaminated soils at the sites and VPs; and the Ground Water Project, which is limited to the contaminated ground water at the sites. This management action process (MAP) document discusses the Uranium Mill Tailings Remedial Action (UMTRA) Surface Project. Since its inception through March 1996, the Surface Project (hereinafter called the Project) has cleaned up 16 of the 24 designated processing sites and approximately 5,000 VPs, reducing the risk to human health and the environment posed by the uranium mill tailings. Two of the 24 sites, Belfield and Bowman, North Dakota, will not be remediated at the request of the state, reducing the total number of sites to 22. By the start of FY1998, the remaining 6 processing sites and associated VPs will be cleaned up. The remedial action activities to be funded in FY1998 by the FY1998 budget request are remediation of the remaining Grand Junction, Colorado, VPs; closure of the Cheney disposal cell in Grand Junction, Colorado; and preparation of the completion reports for 4 completed sites.

    Los Alamos and Sandia National Laboratories are partners in an effort to survey the super-cooled liquid water in clouds over the state of New Mexico in a project sponsored by the New Mexico Small Business Assistance Program. This report summarizes the scientific work performed at Sandia National Laboratories during the 2009. In this second year of the project a practical methodology for estimating cloud super-cooled liquid water was created. This was accomplished through the analysis of certain MODIS sensor satellite derived cloud products and vetted parameterizations techniques. A software code was developed to analyze multiple cases automatically. The eighty-one storm events identified in the previous year effort from 2006-2007 were again the focus. Six derived MODIS products were obtained first through careful MODIS image evaluation. Both cloud and clear-sky properties from this dataset were determined over New Mexico. Sensitivity studies were performed that identified the parameters which most influenced the estimation of cloud super-cooled liquid water. Limited validation was undertaken to ensure the soundness of the cloud super-cooled estimates. Finally, a path forward was formulized to insure the successful completion of the initial scientific goals which include analyzing different of annual datasets, validation of the developed algorithm, and the creation of a user-friendly and interactive tool for estimating cloud super-cooled liquid water.

    This volume and its appendixes supplement the Advisory Committee`s final report by reporting how we went about looking for information concerning human radiation experiments and intentional releases, a description of what we found and where we found it, and a finding aid for the information that we collected. This volume begins with an overview of federal records, including general descriptions of the types of records that have been useful and how the federal government handles these records. This is followed by an agency-by-agency account of the discovery process and descriptions of the records reviewed, together with instructions on how to obtain further information from those agencies. There is also a description of other sources of information that have been important, including institutional records, print resources, and nonprint media and interviews. The third part contains brief accounts of ACHRE`s two major contemporary survey projects (these are described in greater detail in the final report and another supplemental volume) and other research activities. The final section describes how the ACHRE information-nation collections were managed and the records that ACHRE created in the course of its work; this constitutes a general finding aid for the materials deposited with the National Archives. The appendices provide brief references to federal records reviewed, descriptions of the accessions that comprise the ACHRE Research Document Collection, and descriptions of the documents selected for individual treatment. Also included are an account of the documentation available for ACHRE meetings, brief abstracts of the almost 4,000 experiments individually described by ACHRE staff, a full bibliography of secondary sources used, and other information.

Included in these appendices are the approaches, techniques, conditions and assumptions used in the development of the analytical models plus the detailed results of the analyses. Also included in these appendices are summaries of the accidents and their associated probabilities and environment models taken from the Shuttle Data Book (NSTS-08116), plus summaries of the several segments of the recent GPHS safety test program. The information presented in these appendices is used in Section 3.0 of the AMD to develop the Failure/Abort Sequence Trees (FASTs) and to determine the fuel releases (source terms) resulting from the potential Space Shuttle/IUS accidents throughout the missions.

    This report contains the comprehensive summary of the work performed on the SBIR Phase II project (Distributed Relevance Ranking in Heterogeneous Document Collections) at Deep Web Technologies (http://www.deepwebtech.com). We have successfully completed all of the tasks defined in our SBIR Proposal work plan (See Table 1 - Phase II Tasks Status). The project was completed on schedule and we have successfully deployed an initial production release of the software architecture at DOE-OSTI for the Science.gov Alliance's search portal (http://www.science.gov). We have implemented a set of grid services that supports the extraction, filtering, aggregation, and presentation of search results from numerous heterogeneous document collections. Illustration 3 depicts the services required to perform QuickRank filtering of content as defined in our architecture documentation. Functionality that has been implemented is indicated by the services highlighted in green. We have successfully tested our implementation in a multi-node grid deployment both within the Deep Web Technologies offices, and in a heterogeneous geographically distributed grid environment. We have performed a series of load tests in which we successfully simulated 100 concurrent users submitting search requests to the system. This testing was performed on deployments of one, two, and three node grids with services distributed in a number of different configurations. The preliminary results from these tests indicate that our architecture will scale well across multi-node grid deployments, but more work will be needed, beyond the scope of this project, to perform testing and experimentation to determine scalability and resiliency requirements. We are pleased to report that a production quality version (1.4) of the science.gov Alliance's search portal based on our grid architecture was released in June of 2006. This demonstration portal is currently available at http://science.gov/search30 . The portal allows the user to select from a number of collections grouped by category and enter a query expression (See Illustration 1 - Science.gov 3.0 Search Page). After the user clicks search a results page is displayed that provides a list of results from the selected collections ordered by relevance based on the query expression the user provided. Our grid based solution to deep web search and document ranking has already gained attention within DOE, other Government Agencies and a fortune 50 company. We are committed to the continued development of grid based solutions to large scale data access, filtering, and presentation problems within the domain of Information Retrieval and the more general categories of content management, data mining and data analysis.

    The Galileo mission uses nuclear power sources called Radioisotope Thermoelectric Generators (RTGs) to provide the spacecraft's primary electrical power. Because these generators contain nuclear material, a Safety Analysis Report (SAR) is required. A preliminary SAR and an updated SAR were previously issued that provided an evolving status report on the safety analysis. As a result of the Challenger accident, the launch dates for both Galileo and Ulysses missions were later rescheduled for November 1989 and October 1990, respectively. The decision was made by agreement between the DOE and the NASA to have a revised safety evaluation and report (FSAR) prepared on the basis of these revised vehicle accidents and environments. The results of this latest revised safety evaluation are presented in this document (Galileo FSAR). Volume I, this document, provides the background design information required to understand the analyses presented in Volumes II and III. It contains descriptions of the RTGs, the Galileo spacecraft, the Space Shuttle, the Inertial Upper Stage (IUS), the trajectory and flight characteristics including flight contingency modes, and the launch site. There are two appendices in Volume I which provide detailed material properties for the RTG.

    A critical mission of the US Department of Energy (DOE) is the planning, implementation, and completion of environmental restoration (ER) programs at facilities that were operated by or in support of the former Atomic Energy Commission (AEC) from the late 1940s into the 1970s. Among these facilities are the 24 former uranium mill sites designed in the Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978 (42 USC {section} 7901 et seq.) Title 1 of the UMTRCA authorized the DOE to undertake remedial actions at these designated sites and associated vicinity properties (VP), which contain uranium mill tailings and other residual radioactive materials (RRM) derived from the processing sites. Title 2 of the UMTRCA addresses uranium mill sites that were licensed at the time the UMTRCA was enacted. Cleanup of these Title 2 sites is the responsibility of the licensees. The cleanup of the Title 1 sites has been split into two separate projects: the Surface Project, which deals with the mill buildings, tailings, and contaminated soils at the sites and VPs; and the Ground Water Project, which is limited to the contaminated ground water at the sites. This management action process (MAP) document discusses the Uranium Mill Tailings Remedial Action (UMTRA) Surface Project only; a separate MAP document has been prepared for the UMTRA Ground Water Project.

    This report is a summary of the accomplishments of the 'Scalable Solutions for Processing and Searching Very Large Document Collections' LDRD, which ran from FY08 through FY10. Our goal was to investigate scalable text analysis; specifically, methods for information retrieval and visualization that could scale to extremely large document collections. Towards that end, we designed, implemented, and demonstrated a scalable framework for text analysis - ParaText - as a major project deliverable. Further, we demonstrated the benefits of using visual analysis in text analysis algorithm development, improved performance of heterogeneous ensemble models in data classification problems, and the advantages of information theoretic methods in user analysis and interpretation in cross language information retrieval. The project involved 5 members of the technical staff and 3 summer interns (including one who worked two summers). It resulted in a total of 14 publications, 3 new software libraries (2 open source and 1 internal to Sandia), several new end-user software applications, and over 20 presentations. Several follow-on projects have already begun or will start in FY11, with additional projects currently in proposal.

A summary of the geothermal technologies planned or in operation within New Mexico geothermal areas is provided.     This Environmental Assessment documents the analysis of alternative corridors for development and operation of a proposed 115 kilovolt transmission line using private lands and transporting power to the US-Mexico international border. The project will require (1) an amendment to El Paso Electric Company`s existing export authorization to transfer power across this border, and (2) a Presidential Permit for construction of the transmission line. The project would be located in Dona Ana county in southern New Mexico, approximately five miles west of El Paso, Texas. The alternative corridors, specific locations within those corridors, and structure types are identified and analyzed in the environmental studies.

    A demonstration project to heat the Senior Citizens Center at Truth or Consequences, New Mexico with geothermal waters is described. There were three phases to the project: Phase I - design and permitting; Phase II - installation of the heating system and well drilling; and Phase III - operation of the system. All three phases went well and there was only one major problem encountered. This was that the well which was drilled to serve as the geothermal source was dry. This could not have been anticipated and there was, as a contingency plan, the option of using an existing sump in the Teen Center adjacent to the Senior Citizens Center as the geothermal source. The system was made operational in August of 1981 and has virtually supplied all of the heat to the Senior Citizens Center during this winter.

    In order to maintain its ability to continue to conduct uninterrupted radioactive and metallurgical research in a safe, secure, and environmentally sound manner, the US Department of Energy (DOE) proposes to upgrade the Los Alamos National Laboratory (LANL) Chemistry and Metallurgy Research (CMR) Building. The building was built in the early 1950s to provide a research and experimental facility for analytical chemistry, plutonium and uranium chemistry, and metallurgy. Today, research and development activities are performed involving nuclear materials. A variety of radioactive and chemical hazards are present. The CMR Building is nearing the end of its original design life and does not meet many of today`s design codes and standards. The Proposed Action for this Environmental Assessment (EA) includes structural modifications to some portions of the CMR Building which do not meet current seismic criteria for a Hazard Category 2 Facility. Also included are upgrades and improvements in building ventilation, communications, monitoring, and fire protection systems. This EA analyzes the environmental effects of construction of the proposed upgrades. The Proposed Action will have no adverse effects upon agricultural and cultural resources, wetlands and floodplains, endangered and threatened species, recreational resources, or water resources. The Proposed Action would have negligible effects on human health and transportation, and would not pose a disproportionate adverse health or environmental impact on minority or low-income populations within an 80 kilometer (50 mile) radius of the CMR Building.

    The US Department of Energy (DOE) has prepared an environmental assessment (EA) on the proposed construction and operation of a new Gamma Irradiation Facility (GIF) at Sandia National Laboratories/New Mexico (SNL/NM). This facility is needed to: enhance capabilities to assure technical excellence in nuclear weapon radiation environments testing, component development, and certification; comply with all applicable ES and H safeguards, standards, policies, and regulations; reduce personnel radiological exposure to comply with ALARA limits in accordance with DOE orders and standards; consolidate major gamma ray sources into a central, secured area; and reduce operational risks associated with operation of the GIF and LICA in their present locations. This proposed action provides for the design, construction, and operation of a new GIF located within TA V and the removal of the existing GIF and Low Intensity Cobalt Array (LICA). The proposed action includes potential demolition of the gamma shield walls and removal of equipment in the existing GIF and LICA. The shielding pool used by the existing GIF will remain as part of the ACRR facility. Transportation of the existing {sup 60}Co sources from the existing LICA and GIF to the new facility is also included in the proposed action. Relocation of the gamma sources to the new GIF will be accomplished by similar techniques to those used to install the sources originally.

    A review of what is known about avian physiology and the biological effects of DDE suggests that some benefit to peregrine falcon egg condition could be attained by artificially feeding DDE free prey to the female from the time of her arrival on the nesting grounds until completion of egg laying; the magnitude of potential benefit is unknown. Sporadic efforts in the past demonstrated the need for precision methods of prey delivery. Two methods were developed and tried; providing dead prey items by dropping them in a day perch, and delivery of live prey by remotely controlled release from compartments positioned at the top of the cliff occupied by the falcons. Maintaining quail in the day perch for 21 days resulted in at least one and probably two meals for the female peregrine. Of 16 live birds released (mostly pigeons) 13 were pursued and three caught. Blinding the pigeons with tape proved to be necessary to enable capture. Also, some reluctance of the male peregrine to attack pigeons was observed, and problems with equipment, visibility, and the proximity of the falcons to the release box were encountered. Manpower was the most significant resource requirement. Baiting of great-horned owls, possibly leading to owl attack on the falcons, is judged to be the largest detrimental effect of supplemental feeding. It is recommended that supplemental feeding be reserved for falcons or eyries where complete reproductive failure is expected. Plumage documentation photography was successfully conducted by a remotely controlled camera as an aid to identification of individual falcons. American robin, red-winged blackbird, starling, white-throated swift, bluebird, and mourning dove were among natural prey consumed by the peregrines before completion of egg laying. All activities in close proximity to the cliff were conducted at night to preclude direct disturbance of the falcons.

    The purpose of an Environmental Assessment (EA) is to provide the DOE with sufficient evidence and analysis to determine whether to prepare an Environmental Impact Statement (EIS) or a Finding of No Significant Impact (FONSI). Additional considerations (such as costs, timing, or non-environmental legal issues) that influence DOE decisions are not analyzed in this EA. As part of its initiative to fulfill its responsibilities to provide support for the County of Los Alamos (the County), in northern New Mexico, the US Department of Energy (DOE) proposes to transfer ownership of the undeveloped, so called, DP Road property to the County. Transfer of this tract would permanently reduce the size of Los Alamos National Laboratory (LANL) by approximately 0.1%. Approximately 12 hectares (28 acres) would be changed from an undeveloped to a developed status. This would result in an equivalent loss of wildlife habitat. A hypothetical accident was analyzed that evaluated potential radiological dose to the public at the DP Road tract from LANL operations. The dose to the hypothetical worker population of 450 new employees could result in an increase of approximately three latent cancer fatalities in the population. The DOE finds that there would be no significant impact from proceeding with the transfer of the 28-acre tract for development and use as a business park or for light industrial purposes.

    Based on the record in these final investigations, we determine that an industry in the United States is materially injured by reason of imports of oil country tubular goods excluding drill pipe (also referred to herein as `casing and tubing`) from Argentina, Italy, Japan, Korea, and Mexico that are sold in the United States is materially injured by (`LTFV`). We also determine that an industry in the United States is materially injured by reason of subsidized imports of casing and tubing from Italy. We find that an industry in the United States is not materially injured or threatened with material injury by reason of imports of casing and tubing from Austria and Spain that are sold at LTFV or subsidized. We further determine that an industry in the United States is threatened with material injury by reason of imports of drill pipe from Argentina, Japan, and Mexico that are sold at LTFV. We determine that we would not have made an affirmative material injury determination but for the suspension of liquidation. Finally, we unanimously determine that an industry in the United States is neither materially injured nor threatened with material injury by reason of LFTV or subsidized imports of drill pipe from Austria, Italy, Korea, or Spain.

    The National Radon Database has been developed by the U.S. Environmental Protection Agency (EPA) to distribute information collected in two recently completed radon surveys: the EPA/State Residential Radon Surveys, Years 1 to 6; and The National Residential Radon Survey. The goals of the state radon surveys were twofold. Some measure of the distribution of radon levels among residences was desired for major geographic areas within each state and for each state as a whole. In addition, it was desired that each state survey would be able to identify areas of potentially high residential radon concentrations (hot spots) in the state, enabling the state to focus its attention on areas where indoor radon concentrations might pose a greater health threat. The document discusses year 4, 1989-90. The areas surveyed are: California; Hawaii; Idaho; Louisiana; Nebraska; Billings, MT IHS Area; Nevada; North Carolina; Oklahoma; South Carolina; and Navajo Nation.

  11. Final report for "Characterization of Fine Particulate Matter (PM) and secondary PM Precursor Gases in the Mexico City Metropolitan Area"

    The objectives of this funded project were (a) to further analyze the data collected by our group and collaborators in Mexico City during the MCMA-2003 field campaign, with the goal of further our understanding of aerosol sources and processes; and (b) to deploy several advanced instruments, including the newly developed high-resolution time-of-flight aerosol mass spectrometer (HR-ToF-AMS) and thermal-denuder (TD), during the MILAGRO/MAX-Mex/MCMA-2006 field campaign, and to analyze those data (together with the 2003 data) to provide additional insights on the formation and transformation of aerosols in the Mexico City area. These goals were addressed in collaboration with our project partners, MIT/Molina Center, and Aerodyne Research. Overall this project was very successful, resulting on 22+ journal papers including six highly cited papers and three papers that are the most cited in their respective journals (out of several thousand papers) since the year in which they were published. Multiple discoveries, such as the the underestimation of SOA in urban areas even for short photochemical ages, the demonstration that urban POA is of similar or higher volatility than urban SOA, and the first analysis of organic aerosol elemental composition in real-time have been recently published. Several dozen presentations at major US and international conferences and seminars also acknowledged this grant.

    An alternative cover design consisting of a monolithic layer of native soil is proposed as the closure path for the Mixed Waste Landfill at Sandia National Laboratories, New Mexico. The proposed design would rely upon soil thickness and evapotranspiration to provide long-term performance and stability, and would be inexpensive to build and maintain. The proposed design is a 3-ft-thick, vegetated soil cover. The alternative cover meets the intent of RCRA Subtitle C regulations in that: (a) water migration through the cover is minimized; (b) maintenance is minimized by using a monolithic soil layer; (c) cover erosion is minimized by using erosion control measures; (d) subsidence is accommodated by using a ''soft'' design; and (e) the permeability of the cover is less than or equal to that of natural subsurface soil present. Performance of the proposed cover is integrated with natural site conditions, producing a ''system performance'' that will ensure that the cover is protective of human health and the environment. Natural site conditions that will produce a system performance include: (a) extremely low precipitation and high potential evapotranspiration; (b) negligible recharge to groundwater; (c) an extensive vadose zone; (d) groundwater approximately 500 ft below the surface; and (e) a versatile, native flora that will persist indefinitely as a climax ecological community with little or no maintenance.

  3. Documenting the Effectiveness of Cosorption of Airborne Contaminants by a Field-Installed Active Desiccant System: Final Report - Phase 2D

    The final report for Phase 1 of this research effort (ORNL/SUB/94-SV004/1) concluded that a significant market opportunity would exist for active desiccant systems if it could be demonstrated that they can remove a significant proportion of common airborne contaminants while simultaneously performing the primary function of dehumidifying a stream of outdoor air or recirculated building air. If the engineering community begins to follow the intent of ASHRAE Standard 62, now part of all major building codes, the outdoor air in many major cities may need to be pre-cleaned before it is introduced into occupied spaces. Common air contaminant cosorption capability would provide a solution to three important aspects of the ASHRAE 62-89 standard that have yet to be effectively addressed by heating, ventilation, and air-conditioning (HVAC) equipment manufacturers: (1) The ASHRAE standard defines acceptable outdoor air quality. If the outdoor air contains unacceptable levels of certain common outdoor air contaminants (e.g., sulfur dioxide, ozone), then the standard requires that these contaminants be removed from the outdoor air stream to reach compliance with the acceptable outdoor air quality guidelines. (2) Some engineers prefer to apply a filtration or prescriptive approach rather than a ventilation approach to solving indoor air quality problems. The ASHRAE standard recognizes this approach provided that the filtration technology exists to remove the gaseous contaminants encountered. The performance of current gaseous filtration technologies is not well documented, and they can be costly to maintain because the life of the filter is limited and the cost is high. Moreover, it is not easy to determine when the filters need changing. In such applications, an additional advantage provided by the active desiccant system would be that the same piece of equipment could control space humidity and provide filtration, even during unoccupied periods, if the active desiccant system were operated in a recirculation mode. (3) Almost all major medical, university, and research facilities face the dilemma that the air exhausted from a building exits near the intake of another building. As a result, contaminants exhausted outdoors are pulled back into the same or an adjacent building. The removal of contaminants from outdoor air that an active desiccant system offers would be attractive to applications in such cases. The primary objective of this research project was to quantify the ability of the SEMCO composite desiccant dehumidification wheel to purify outdoor and recirculated air streams by removing gaseous contaminants commonly encountered in actual applications. This contaminant removal is provided simultaneously with dehumidification (removing the latent load) of these air streams at conditions encountered in HVAC applications. This research builds upon initial seed work completed by the Georgia Tech Research Institute (GTRI) during 1993 (Bayer and Downing 1993).

    Significant innovations have been made in seismic processing and reservoir simulation. In addition, significant advances have been made in deviated and horizontal drilling technologies. Effective application of these technologies along with improved integrated resource management methods offer opportunities to significantly increase Gulf of Mexico production, delay platform abandonments, and preserve access to a substantial remaining oil target for both exploratory drilling and advanced recovery processes. In an effort to illustrate the impact that these new technologies and sources of information can have upon the estimates of recoverable oil in the Gulf of Mexico, additional and detailed data was collected for two previously studied reservoirs: a South March Island reservoir operated by Taylor Energy and Gulf of Mexico reservoir operated by Mobil, whose exact location has been blind-coded at their request, and an additional third representative reservoir in the Gulf of Mexico, the KEKF-1 reservoir in West Delta Block 84 Field. The new data includes reprocessed 2-D seismic data, newly acquired 3-D data, fluid data, fluid samples, pressure data, well test data, well logs, and core data/samples. The new data was used to refine reservoir and geologic characterization of these reservoirs. Further laboratory investigation also provided additional simulation input data in the form of PVT properties, relative permeabilities, capillary pressures, and water compatibility. Geologic investigations were also conducted to refine the models of mud-rich submarine fan architectures used by seismic analysts and reservoir engineers. These results were also used, in part, to assist in the recharacterization of these reservoirs.

    A detailed engineering construction cost estimate and economic evaluation of low temperature geothermal energy application for the New Mexico State University Campus are provided. Included are results from controlled experiments to acquire design data, design calculations and parameters, detailed cost estimates, and a comprehensive cost and benefit analysis. Detailed designs are given for a system using 140 to 145{sup 0}F geothermal water to displace 79 billion Btu per year of natural gas now being burned to generate steam. This savings represents a displacement of 44 to 46 percent of NMSU central plant natural gas consumption, or 32 to 35 percent of total NMSU natural gas consumption. The report forms the basis for the system construction phase with work scheduled to commence in July 1981, and target on-stream data of February 1982.

    The United States Strategic Petroleum Reserve (SPR) maintains an underground storage system consisting of caverns that were leached or solution mined in four salt domes located near the Gulf of Mexico in Texas and Louisiana. The SPR comprises more than 60 active caverns containing approximately 700 million barrels of crude oil. Sandia National Labo- ratories (SNL) is the geotechnical advisor to the SPR. As the most pressing need at the inception of the SPR was to create and fill storage volume with oil, the decision was made to leach the caverns and fill them simultaneously (leach-fill). Therefore, A.J. Russo developed SANSMIC in the early 1980s which allows for a transient oil-brine interface (OBI) making it possible to model leach-fill and withdrawal operations. As the majority of caverns are currently filled to storage capacity, the primary uses of SANSMIC at this time are related to the effects of small and large withdrawals, expansion of existing caverns, and projecting future pillar to diameter ratios. SANSMIC was identified by SNL as a priority candidate for qualification. This report continues the quality assurance (QA) process by documenting the "as built" mathematical and numerical models that comprise this document. The pro- gram flow is outlined and the models are discussed in detail. Code features that were added later or were not documented previously have been expounded. No changes in the code's physics have occurred since the original documentation (Russo, 1981, 1983) although recent experiments may yield improvements to the temperature and plume methods in the future.

    A study was made of the geological, geochemical and geophysical characteristics of potential geothermal areas in the Rio Grande rift and Basin and Range province of New Mexico. Both regional and site-specific information is presented. Data was collected by: (1) reconnaissance and detailed geologic mapping, emphasizing Neogene stratigraphy and structure; (2) petrologic studies of Neogene igneous rocks; (3) radiometric age-dating; (4) geochemical surveying, including regional and site-specific water chemistry, stable isotopic analyses of thermal waters, whole-rock and mineral isotopic studies, and whole-rock chemical analyses; and (5) detailed geophysical surveys, using electrical, gravity and magnetic techniques, with electrical resistivity playing a major role. Regional geochemical water studies were conducted for the whole state. Integrated site-specific studies included the Animas Valley, Las Cruces area (Radium Springs and Las Alturas Estates), Truth or Consequences region, the Albuquerque basin, the San Ysidro area, and the Abiquiu-Ojo Caliente region. The Animas Valley and Las Cruces areas have the most significant geothermal potential of the areas studied. The Truth or Consequences and Albuquerque areas need further study. The San Ysidro and Abiquiu-Ojo Caliente regions have less significant geothermal potential. 78 figs., 16 tabs.

    This report presents the results of a rock mechanics instrumentation program designed to determine the rock mass response due to longwall mining a thick coal seam utilizing shield-type supports at the York Canyon Mine near Raton, New Mexico. The data collected during this study is unique in that it represents the results from mining three adjacent longwall panels varying from sub-critical to super-critical in a known geologic environment with cross- and along-panel topographic variations. Data from the program indicated the following: (1) Topography significantly influenced the magnitude and distribution of surface movements. (2) The study failed to substantiate the theory that the angle of draw decreased as the depth of overburden increased. (3) Subsidence started when the face was an average of 0.33h (h = overburden depth) from a given surface point and was essentially completed when the face was 0.9h beyond the surface point. (4) Underground mining activity produced almost instantaneous surface movement and major surface subsidence ceased almost as soon as mining ceased. (5) Topography influenced shield loading patterns only where the overburden depth was thin. (6) The width of the pressure abutment was apparently related to the depth of overburden. (7) The type of roof rock controlled the amount of roof-sag. (8) With longwall face advance, the roof tended to move away from surface topographic highs and towards the caved area. (9) Roof-floor convergence at the mining face was approximately one percent of extracted seam height. (10) The magnitude of roof-floor convergence out ahead of the mining face could be related to the face distance with a logarithmic curve function.

    The National Environmental Policy Act of 1969 (NEPA) requires Federal agency officials to consider the environmental consequences of their proposed actions before decisions are made. In complying with NEPA, the United States (U.S.) Department of Energy (DOE), National Nuclear Security Administration (NNSA), follows the Council on Environmental Quality regulations (40 CFR 1500-1508) and DOE's NEPA implementing procedures (10 CFR 1021). The purpose of an environmental assessment (EA) is to provide Federal decision makers with sufficient evidence and analysis to determine whether to prepare an environmental impact statement (EIS) or issue a Finding of No Significant Impact. Los Alamos National Laboratory (LANL) is a national security laboratory located at Los Alamos, New Mexico, that comprises about 40 square miles (mi{sup 2}) (103.6 square kilometers [km{sup 2}]) of buildings, structures, and forested land (Figure 1). It is administered by NNSA for the Federal government and is managed and operated under contract by the University of California (UC). The NNSA must make a decision whether to consolidate and construct new facilities for the Dynamic Experimentation Division (DX) to create a central core area of facilities, including offices, laboratories, and other support structures, at LANL's Two-Mile Mesa Complex, which comprises portions of Technical Area (TA) 6, TA-22, and TA-40. This Proposed Action would involve constructing new buildings; consolidating existing operations and offices; enhancing utilities, roads, and security infrastructure; and demolishing or removing older buildings, structures, and transportables at various technical areas used by DX (Figure 2). This EA has been prepared to assess the potential environmental consequences of this proposed construction, operational consolidation, and demolition project. The objectives of this EA are to (1) describe the underlying purpose and need for NNSA action; (2) describe the Proposed Action and identify and describe any reasonable alternatives that satisfy the purpose and need for agency action; (3) describe baseline environmental conditions at LANL; (4) analyze the potential indirect, direct, and cumulative effects to the existing environment from implementation of the Proposed Action, and (5) compare the effects of the Proposed Action with the No Action Alternative and other reasonable alternatives. For the purposes of compliance with NEPA, reasonable alternatives are identified as being those that meet NNSA's purpose and need for action by virtue of timeliness, appropriate technology, and applicability to LANL. The EA process provides NNSA with environmental information that can be used in developing mitigative actions, if necessary, to minimize or avoid adverse effects to the quality of the human environment and natural ecosystems should NNSA decide to proceed with implementing the Proposed Action at LANL. Ultimately, the goal of NEPA, and this EA, is to aid NNSA officials in making decisions based on an understanding of environmental consequences and in taking actions that protect, restore, and enhance the environment.

    This document constitutes the final report under DOE grant DE-FG-08ER64649. The organization of this document is as follows: first, I will review the original scope of the proposed research. Second, I will present the current draft of a paper nearing submission to Nature Climate Change on the initial results of this funded effort. Finally, I will present the last phase of the research under this grant which has supported a Ph.D. student. To that end, I will present the graduate student’s proposed research, a portion of which is completed and reflected in the paper nearing submission. This final work phase will be completed in the next 12 months. This final workphase will likely result in 1-2 additional publications and we consider the results (as exemplified by the current paper) high quality. The continuing results will acknowledge the funding provided by DOE grant DE-FG-08ER64649.

    This is the final report for research on white sturgeon Acipenser transmontanus from 1986--92 and conducted by the National Marine Fisheries Service (NMFS), Oregon Department of Fish and Wildlife (ODFW), US Fish and Wildlife Service (USFWS), and Washington Department of Fisheries (WDF). Findings are presented as a series of papers, each detailing objectives, methods, results, and conclusions for a portion of this research. This volume includes supplemental papers which provide background information needed to support results of the primary investigations addressed in Volume 1. This study addresses measure 903(e)(1) of the Northwest Power Planning Council's 1987 Fish and Wildlife Program that calls for ''research to determine the impact of development and operation of the hydropower system on sturgeon in the Columbia River Basin.'' Study objectives correspond to those of the ''White Sturgeon Research Program Implementation Plan'' developed by BPA and approved by the Northwest Power Planning Council in 1985. Work was conducted on the Columbia River from McNary Dam to the estuary.

It provides a road map to the safety and health hazard identification and control requirements contained in the Department`s orders and provides EM guidance on the applicability and integration of these requirements. This includes a definition of four classes of facilities (nuclear, non-nuclear, radiological, and other industrial); the thresholds for facility hazard classification; and applicable safety and health hazard identification, controls, and documentation. The standard applies to the classification, development, review, and approval of hazard identification and control documentation for EM facilities.

    At present, most companies in the hazardous materials process industries are knowledgeable in the requirements of the OSHA Process Safety Management (PSM) standard (29 CFR 1910.119), issued in May of 1992. The current question facing many of these companies is no longer ``How does one comply?`` but rather, ``What does one do with all the documentation generated from the OSHA PSM Standard?``. Using an Electronic Performance Support System (EPSS) for delivering and controlling OSHA PSM documentation will be discussed. This paper will address the important components of an EPSS and successful case studies.

    This 1993 report contains monitoring data from routine radiological and nonradiological environmental surveillance activities. Summaries of significant environmental compliance programs in progress, such as National Environmental Policy Act documentation, environmental permits, environmental restoration, and various waste management programs for Sandia National Laboratories in Albuquerque, New Mexico, are included. The maximum offsite dose impact was calculated to be 0.0016 millirem. The total population within a 50-mile (80 kilometer) radius of Sandia National Laboratories/New Mexico received an estimated collective dose of 0.027 person-rem during 1993 from the laboratories operations, As in the previous year, the 1993 operations at Sandia National Laboratories/New Mexico had no discernible impact on the general public or on the environment. This report is prepared for the U.S. Department of Energy in compliance with DOE Order 5400.1.

    The Revenue Requirements Model (RRM) is designed to estimate the impact of various regulatory and economic policy variables on the total revenue requirements of electric utilities. The RRM is built to utilize financial data extracted from the Standard and Poor's (S and P) Compustat II Utility data base (a proprietary data base). The RRM uses a simplified regulatory accounting framework to estimate the cost of service of the electric operations of utilities. The RRM is written in SAS, a proprietary software system. The RRM produces a series of reports including a summary of key data utilized therein, an income statement, revenue requirements, and selected key financial measures. Each report includes estimates for a base case and a hypothetical case. 4 figures, 6 tables.

SBV’s upcoming $20 million investment in small business assistance and collaborative research has the potential to increase and enhance laboratory-private sector relationships, increase and streamline access to national laboratory capabilities, and demonstrate the value of lab-developed science and technology. The past March, EERE’s Lab Impact team released the SBV Lab Call to invite DOE’s national labs to participate in the pilot. And in May, EERE selected 5 national labs- Oak Ridge National Laboratory, Pacific Northwest National Laboratory, Lawrence Berkeley National Laboratory, National Renewable Energy Laboratory, and the Sandia National Laboratories- as the leads to further structure the pilot and to open it to small businesses. Other DOE National Laboratories may also provide technology assistance and collaborative research and development to small businesses for the pilot. In September, the Department of Energy and lead laboratories unveiled the small business online platform - www.sbv.org - which will enable small businesses from across the country to request assistance from DOE labs on cutting-edge research and commercialization challenges.     This 1994 report contains data from routine radiological and nonradiological environmental monitoring activities. Summaries of significant environmental compliance programs in progress, such as National Environmental Policy Act documentation, environmental permits, environmental restoration, and various waste management programs for Sandia National Laboratories in Albuquerque, New Mexico, are included. The maximum off-site dose impact from air emissions was calculated to be 1.5 x 10{sup -4} millirem. The total population within a 50-mile radius of Sandia National Laboratories/New Mexico received an estimated collective dose of 0.012 person-rem during 1994 from the laboratories` operations. This report is prepared for the U.S. Department of Energy in compliance with DOE Order 5400.1.
