    Sandia National Laboratories (SNL) is conducting pilot scale evaluations of the performance and cost of innovative water treatment technologies aimed at meeting the recently revised arsenic maximum contaminant level (MCL) for drinking water. The standard of 10 {micro}g/L (10 ppb) is effective as of January 2006. The first pilot tests have been conducted in New Mexico where over 90 sites that exceed the new MCL have been identified by the New Mexico Environment Department. The pilot test described in this report was conducted in Socorro New Mexico between January 2005 and July 2005. The pilot demonstration is a project of the Arsenic Water Technology Partnership program, a partnership between the American Water Works Association Research Foundation (AwwaRF), SNL and WERC (A Consortium for Environmental Education and Technology Development). The Sandia National Laboratories pilot demonstration at the Socorro Springs site obtained arsenic removal performance data for five different adsorptive media under constant ambient flow conditions. Well water at Socorro Springs has approximately 42 ppb arsenic in the oxidized (arsenate-As(V)) redox state with moderate amounts of silica, low concentrations of iron and manganese and a slightly alkaline pH (8). The study provides estimates of the capacity (bed volumes until breakthrough at 10 ppb arsenic) of adsorptive media in the same chlorinated water. Near the end of the test the feedwater pH was lowered to assess the affect on bed capacity and as a prelude to a controlled pH study (Socorro Springs Phase 2).

    Breeding bird abundance, species richness, evenness, diversity, composition, productivity, and survivorship were determined near a high-explosive detonation site at Los Alamos National Laboratory, New Mexico, USA, during pre-operation (1997-1999) and operation (2000-2014) periods. The operation periods consisted of detonations (<23 kg in yield and <3 per breeding season) in open air (2000-2002), within foam containment (2003-2006) and within steel vessel containment (2007-2014) systems; the latter two were employed to reduce noise and dispersal of high-explosives residues. A total of 2952 bird captures, representing 80 species, was recorded during 18 years of mist net operations using the Monitoring Avian Productivity andmore » Survivorship protocol. Individuals captured were identified to species, aged, sexed, and banded during May through August of each year. There were no significant differences (p > 0.05) in mean avian abundance and species evenness in any of the operation periods as compared with the pre-operation period. Species richness and diversity were significantly higher (p < 0.05) during the vessel containment period (2007-2014) than the pre-operation period. The time period of this study coincided with a wildfire (2000), a bark beetle infestation (2002), and two periods of drought (Nov 1999-Mar 2004 and Dec 2005-Dec 2014) that affected the study area. Furthermore, analysis of aerial photos determined that the average percent canopy cover of mature ponderosa pines (Pinus ponderosa) within 100 feet of mist net sites declined from 12% to 3% between 1991 and 2014 and the percent cover of shrubs slightly increased.« less

    NEPA requires Federal agency officials to consider the environmental consequences of their proposed actions before decisions are made. In complying with NEPA, the U.S. DOE, NNSA, follows the Council on Environmental Quality regulations (40 Code of Federal Regulations [CFR] 1500-1508) and DOE's NEPA implementing procedures (10 CFR 1021). The purpose of an environmental assessment (EA) is to provide Federal decision makers with sufficient evidence and analysis to determine whether to prepare an environmental impact statement (EIS) or issue a Finding of No Significant Impact (FONSI). At this time, the NNSA must make a decision regarding installing, operating and maintaining two approximately 20 Megawatt (MW) combustion turbine generators (CTGs) within the Technical Area (TA)-3 Co-generation Complex (Building 3-22) at Los Alamos National Laboratory (LANL). LANL is a Federal facility located at Los Alamos, New Mexico, that comprises 43 square miles (111 square kilometers) of buildings, structures, and forested land (Figure 1). LANL is administered by NNSA for the Federal government and managed and operated under contract by the University of California (UC). This EA has been prepared to assess the potential environmental consequences of the Proposed Action--installing and operating two CTGs--and of the No Action Alternative. The objectives of this EA are to (1) describe the underlying purpose and need for DOE action; (2) describe the Proposed Action and identify and describe any reasonable alternatives that satisfy the purpose and need for Agency Action; (3) describe baseline environmental conditions at LANL; (4) analyze the potential indirect, direct, and cumulative effects to the existing environment from implementation of the Proposed Action; and (5) compare the effects of the Proposed Action with the effects of the No Action Alternative and other reasonable alternatives.     Continental Shelf Associates, Inc. (CSA) was contracted to conduct a three-year study of the environmental and health related impacts of produced water and sand discharges from oil and gas operations. Data on naturally occurring radioactive materials (NORM), heavy metals, and hydrocarbons in water, sediment, and biota will be collected and evaluated. Health related impacts will be studied through field collections and analyses of commercially- and recreationally-important fish and shellfish tissues. Additionally, information on seafood catch, consumption, and use patterns for the Gulf of Mexico will be gathered and analyzed. The facilities to be studied will include both offshore and coastal facilities in the Gulf of Mexico. Coastal sites will be additionally studied to determine ecological recovery of impacted wetland and open bay areas. The economic impact of existing and proposed effluent federal and state regulations will also be evaluated. This report represents the thirteenth quarterly technical summary for the study ``Environmental and Economic Assessment of Discharges from Gulf of Mexico Region Oil and Gas Operations.`` Activities associated with Tasks 3 through 8 are discussed in this report.

    The high potential costs of compliance associated with new effluent guidelines for offshore and coastal oil and gas operations could significantly affect the economics of finding, developing, and producing oil and gas in the Gulf of Mexico. This report characterizes the potential economic impacts of alternative treatment and discharge regulations for produced water on reserves and production in Gulf of Mexico coastal, territorial and outer continental shelf (OCS) waters, quantifying the impacts of both recent regulatory changes and possible more stringent requirements. The treatment technologies capable of meeting these requirements are characterized in terms of cost, performance, and applicability to coastal and offshore situations. As part of this analysis, an extensive database was constructed that includes oil and gas production forecasts by field, data on existing platforms, and the current treatment methods in place for produced water treatment and disposal on offshore facilities. This work provides the first comprehensive evaluation of the impacts of alternative regulatory requirements for produced water management and disposal in coastal and offshore areas of the Gulf of Mexico.

A proposed revised schedule has been prepared for Tasks 3 and 4.     Tasks 3 (Environmental Field Sampling and Analysis of naturally occurring radioactive materials (NORM), Heavy Metals, and Organics) and 4 (Monitoring of the Recovery of Impacted Wetland and Open Bay Produced Water Discharge Sites in Coastal Louisiana and Texas) activities have included the narrowing of the list of potential offshore platforms for study off Louisiana and Texas and a preliminary selection of three coastal sites in Louisiana. After an extensive search effort, it was concluded that no coastal sites are available in Texas. A meeting was held between the contractor, Department of Energy (DOE), and Brookhaven National Laboratory (BNL) personnel to discuss potential sites and sampling designs. A letter was sent to the Scientific Review Committee (SRC) providing a general description of the revised site selection process and sampling designs. Task 5 (Assessment of Economic Impacts of Offshore and Coastal Discharge Requirements on Present and Future Operations in the Gulf of Mexico Region) activities included continued evaluation of data types available for the economic analysis. Historical field basis data were acquired. The identification of permitted discharge points was also initiated. Task 6 (Synthesis of Gulf of Mexico Seafood Consumption and Use Patterns) activities have involved the completion of the literature review. Drafts of the fisherman and wholesaler surveys were prepared. It was determined with DOE and BNL personnel that the retailer survey would be eliminated and a subsistence fisherman survey would be added. Task 7 (Technology Transfer Plan) work has been delayed due to the Tasks 3 and 4 delay and cancellation of the annual US Minerals Management Service (MMS) Gulf of Mexico Region Information Transfer Meeting. Task 8 (Project Management and Deliverables) activities have involved the submission of the necessary reports and routine management.

  9. 3-dimensional telepresence system for a robotic environment

    A telepresence system includes a camera pair remotely controlled by a control module affixed to an operator. The camera pair provides for three dimensional viewing and the control module, affixed to the operator, affords hands-free operation of the camera pair. In one embodiment, the control module is affixed to the head of the operator and an initial position is established. A triangulating device is provided to track the head movement of the operator relative to the initial position. A processor module receives input from the triangulating device to determine where the operator has moved relative to the initial position and moves the camera pair in response thereto. The movement of the camera pair is predetermined by a software map having a plurality of operation zones. Each zone therein corresponds to unique camera movement parameters such as speed of movement. Speed parameters include constant speed, or increasing or decreasing. Other parameters include pan, tilt, slide, raise or lowering of the cameras. Other user interface devices are provided to improve the three dimensional control capabilities of an operator in a local operating environment. Such other devices include a pair of visual display glasses, a microphone and a remote actuator. The pair of visual display glasses are provided to facilitate three dimensional viewing, hence depth perception. The microphone affords hands-free camera movement by utilizing voice commands. The actuator allows the operator to remotely control various robotic mechanisms in the remote operating environment.

The primary objectives of the project are to increase the base of scientific knowledge concerning (1) the fate and environmental effects of organics, trace metals, and NORM in water, sediment, and biota near several offshore oil and gas facilities; (2) the characteristics of produced water and produced sand discharges as they pertain to organics, trace metals, and NORM variably found in association with the discharges; (3) the recovery of four terminated produced water discharge sites located in wetland and high-energy open bay sites of coastal Louisiana and Texas; (4) the economic and energy supply impacts of existing and anticipated federal and state offshore and coastal discharge regulations; and (5) the catch, consumption and human use patterns of seafood species collected from coastal and offshore waters. Accomplishments for this period are described.

Electrochemical operations for this group are scheduled to transition from Sandia Building 894 to a new Building located in Sandia TA-II referred to as Building 1012. This report also provides background on select design considerations and identifies the Safety Goals, Stakeholder Objectives, and Design Objectives required by the Sandia Design Team to develop the Performance Criteria necessary to the design of Building 1012. This document recognizes the Architecture-Engineering (A-E) Team as the primary design entity.     Broadly tunable photonic crystals in the near- to mid-infrared region could find use in spectroscopy, non-invasive medical diagnosis, chemical and biological sensing, and military applications, but so far have not been widely realized. We report the fabrication and characterization of three-dimensional tunable photonic crystals composed of polymer nanolattices with an octahedron unit-cell geometry. These photonic crystals exhibit a strong peak in reflection in the mid-infrared that shifts substantially and reversibly with application of compressive uniaxial strain. A strain of ∼40% results in a 2.2 μm wavelength shift in the pseudo-stop band, from 7.3 μm for the as-fabricated nanolattice to 5.1 μm when strained. We found a linear relationship between the overall compressive strain in the photonic crystal and the resulting stopband shift, with a ∼50 nm blueshift in the reflection peak position per percent increase in strain. These results suggest that architected nanolattices can serve as efficient three-dimensional mechanically tunable photonic crystals, providing a foundation for new opto-mechanical components and devices across infrared and possibly visible frequencies.

    The Department of Energy (DOE), in conjunction with the Bureau of Land Management (BLM), has prepared an Environmental Assessment (DOE/EA-1124) to identify and evaluate the potential environmental impacts of the proposed geophysical seismic survey on and adjacent to the Naval Petroleum Reserve No.1 (NPR-1), located approximately 35 miles west of Bakersfield, California. NPR-1 is jointly owned and operated by the federal government and Chevron U.S.A. Production Company. The federal government owns about 78 percent of NPR-1, while Chevron owns the remaining 22 percent. The government`s interest is under the jurisdiction of DOE, which has contracted with Bechtel Petroleum Operations, Inc. (BPOI) for the operation and management of the reserve. The 3-dimensional seismic survey would take place on NPR-1 lands and on public and private lands adjacent to NPR-1. This project would involve lands owned by BLM, California Department of Fish and Game (CDFG), California Energy Commission (CEC), The Nature Conservancy, the Center for Natural Lands Management, oil companies (Chevron, Texaco, and Mobil), and several private individuals. The proposed action is designed to provide seismic data for the analysis of the subsurface geology extant in western NPR-1 with the goal of better defining the commercial limits of a currently producing reservoir (Northwest Stevens) and three prospective hydrocarbon bearing zones: the {open_quotes}A Fan{close_quotes} in Section 7R, the 19R Structure in Section 19R, and the 13Z Structure in Section 13Z. Interpreting the data is expected to provide NPR-1 owners with more accurate locations of structural highs, faults, and pinchouts to maximize the recovery of the available hydrocarbon resources in western NPR-1. Completion of this project is expected to increase NPR-1 recoverable reserves, and reduce the risks and costs associated with further exploration and development in the area.

    Water fluxes in unsaturated, fractured rock involve the physical processes occurring at fracture-matrix interfaces within fracture networks. Modeling these water fluxes using a discrete fracture network model is a complicated effort. Existing preprocessors for TOUGH2 are not suitable to generate grids for fracture networks with various orientations and inclinations. There are several 3-D discrete-fracture-network simulators for flow and transport, but most of them do not capture fracture-matrix interaction. We have developed a new 3-D discrete-fracture-network mesh generator, FRACMESH, to provide TOUGH2 with information about the fracture network configuration and fracture-matrix interactions. FRACMESH transforms a discrete fracture network into a 3 dimensional uniform mesh, in which fractures are considered as elements with unique rock material properties and connected to surrounding matrix elements. Using FRACMESH, individual fractures may have uniform or random aperture distributions to consider heterogeneity. Fracture element volumes and interfacial areas are calculated from fracture geometry within individual elements. By using FRACMESH and TOUGH2, fractures with various inclinations and orientations, and fracture-matrix interaction, can be incorporated. In this paper, results of flow and transport simulations in a fractured rock block utilizing FRACMESH are presented.

    Purpose: The aim of this study was to develop a new 3 dimensional dosimetry system to verify the dosimetric accuracy of Leksell Gamma Knife-Perfexion™ (LGK) (Elekta, Norcross, GA). Methods: We designed and manufactured a lightweight dosimetry instrument to be equipped with the head frame to LGK. It consists of a head phantom, a scintillator, a CCD camera and a step motor. The 10×10 cm2 sheet of Gd2O3;Tb phosphor or Gafchromic EBT3 film was located at the center of the 16 cm diameter hemispherical PMMA, the head phantom. The additional backscatter compensating material of 1 cm thick PMMA plate was placed downstream of the phosphor sheet. The backscatter plate was transparent for scintillation lights to reach the CCD camera with 1200×1200 pixels by 5.2 um pitch. With This equipment, 300 images with 0.2 mm of slice gap were acquired under three collimator setups (4mm, 8mm and 16mm), respectively. The 2D projected doses from 3D distributions were compared with the exposured film dose. Results: As all doses normalized by the maximum dose value in 16 mm setup, the relative differences between the equipment dose and film dose were 0.2% for 4mm collimator and 0.5% for 8mm. The acquisition of 300 images by the equipment took less than 3 minutes. Conclusion: The new equipment was verified to be a good substitute to radiochromic film, with which required more time and resources. Especially, the new methods was considered to provide much convenient and faster solution in the 3D dose acquisition for LGK.

    The ''National Environmental Policy Act of 1969'' (NEPA) requires Federal agency officials to consider the environmental consequences of their proposed actions before decisions are made. In complying with NEPA, the United States (U.S.) Department of Energy (DOE), National Nuclear Security Administration (NNSA) follows the Council on Environmental Quality regulations (40 ''Code of Federal Regulations'' [CFR] 1500-1508) and DOE's own NEPA implementing procedures (10 CFR 1021). The purpose of an environmental assessment (EA) is to provide Federal decision-makers with sufficient evidence and analysis to determine whether to prepare an Environmental impact statement (EIS) or issue a Finding of No Significant Impact. This EA has been prepared to assess environmental consequences resulting from the construction and operation of a Biosafety Level 3 (BSL-3) laboratory facility within the boundaries of the Los Alamos National Laboratory (LANL). LANL is one of the national security laboratories under the authority of the Under Secretary for Nuclear Security of the NNSA who serves as the Administrator for Nuclear Security and Head of the NNSA (50 USC Chapter 41, Section 2402(b)). The objectives of this EA are to (1) describe the underlying purpose and need for NNSA action; (2) describe the Proposed Action and identify and describe any reasonable alternatives that satisfy the purpose and need for NNSA action; (3) describe baseline environmental conditions at LANL; (4) analyze the potential indirect, direct, and cumulative effects to the existing environment from implementation of the Proposed Action and other reasonable alternatives; and (5) compare the effects of the Proposed Action with the No Action Alternative and other reasonable alternatives. For the purposes of compliance with NEPA, reasonable alternatives are identified as being those that meet NNSA's purpose and need for action by virtue of timeliness, appropriate technology, and applicability to LANL.     This study introduces a quasi-3-dimensional (Q3D) viscoelastic model and software tool for use in atomic force microscopy (AFM) simulations.     Purpose: To compare the cost-effectiveness of intensity modulated radiation therapy (IMRT) and 3-dimensional conformal radiation therapy (3D-CRT) for anal cancer and determine disease, patient, and treatment parameters that influence the result. Methods and Materials: A Markov decision model was designed with the various disease states for the base case of a 65-year-old patient with anal cancer treated with either IMRT or 3D-CRT and concurrent chemotherapy. Health states accounting for rates of local failure, colostomy failure, treatment breaks, patient prognosis, acute and late toxicities, and the utility of toxicities were informed by existing literature and analyzed with deterministic and probabilistic sensitivity analysis. Results: In the base case, mean costs and quality-adjusted life expectancy in years (QALY) for IMRT and 3D-CRT were $32,291 (4.81) and $28,444 (4.78), respectively, resulting in an incremental cost-effectiveness ratio of $128,233/QALY for IMRT compared with 3D-CRT. Probabilistic sensitivity analysis found that IMRT was cost-effective in 22%, 47%, and 65% of iterations at willingness-to-pay thresholds of $50,000, $100,000, and $150,000 per QALY, respectively. Conclusions: In our base model, IMRT was a cost-ineffective strategy despite the reduced acute treatment toxicities and their associated costs of management. The model outcome was sensitive to variations in local and colostomy failure rates, as well as patient-reported utilities relating to acute toxicities.

    Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

    Optical Coherence Tomography is often used in medical image acquisition to diagnose that change due easy to use and low price. Unfortunately, this type of examination produces a two-dimensional retinal image of the point of acquisition. Therefore, this study developed a method that combines and reconstruct 2-dimensional retinal images into three-dimensional images to display volumetric macular accurately. The system is built with three main stages: data acquisition, data extraction and 3-dimensional reconstruction. At data acquisition step, Optical Coherence Tomography produced six *.jpg images of each patient were further extracted with MATLAB 2010a software into six one-dimensional arrays. The six arrays are combined into a 3-dimensional matrix using a kriging interpolation method with SURFER9 resulting 3-dimensional graphics of macula. Finally, system provides three-dimensional color graphs based on the data distribution normal macula. The reconstruction system which has been designed produces three-dimensional images with size of 481 × 481 × h (retinal thickness) pixels.

    This report presents the design, construction highlights, and performance of the New Mexico State University Campus Geothermal Demonstration Project at Las Cruces, New Mexico. Construction started in July 1981, first system use was January 1982, and the system was dedicated on April 21, 1982. Included herein are summary observations after two years of use. The geothermal hot water from New Mexico State University wells is used to heat potable water, which in turn provides 83 percent of the domestic hot water on the New Mexico State University campus, as well as space heat to two buildings, and for two heated swimming pools. The original system is providing service to 30 total buildings, with two additional buildings (150,000 square feet) in process of geothermal conversion.) The system overall performance has been excellent, except for geothermal well pump problems. In terms of operating efficiency, the system has exceeded the design parameters. In spite of abnormally high costs for well and pump repairs, the system has shown a positive cost avoidance of more than $118,000 for the first year of operation. For the first two full years of operation, the system has produced a net positive cost avoidance of more than $200,000. Payback on the total investment of $1,670,000 is projected to be 6 to 10 years, depending on the future prices of natural gas and electricity.

    To understand how hierarchically structured functional materials operate, analytical tools are needed that can reveal small structural and chemical details in large sample volumes. Often, a single method alone is not sufficient to get a complete picture of processes happening at multiple length scales. Here we present a correlative approach combining three-dimensional X-ray imaging techniques at different length scales for the analysis of metal poisoning of an individual catalyst particle. The correlative nature of the data allowed establishing a macro-pore network model that interprets metal accumulations as a resistance to mass transport and can, by tuning the effect of metalmore » deposition, simulate the response of the network to a virtual ageing of the catalyst particle. In conclusion, the developed approach is generally applicable and provides an unprecedented view on dynamic changes in a material’s pore space, which is an essential factor in the rational design of functional porous materials.« less

  15. Opportunity for America: Mexico`s coal future

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    This paper describes a program directed by the US Agency for International Development and Sandia National Laboratory which installed sustainable energy sources in the form of photovoltaic modules and wind energy systems in rural Mexico to pump water and provide solar distillation services. The paper describes the guidelines which appeared most responsible for success as: promote an integrated development program; install quality systems that develop confidence; instill local project ownership; train local industry and project developers; develop a local maintenance infrastructure; provide users training and operations guide; develop clear lines of responsibilities for system upkeep. The paper emphasizes the importance of training. It also presents much collected data as to the characteristics and performance of the installed systems.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

    Pipeline construction for Gulf of Mexico federal waters is following drilling and production operations into deeper waters, according to U.S. Department of Interior (DOI) Minerals Management Service (MMS) records. Review of MMS 5-year data for three water depth categories (0-300 ft, 300-600 ft, and deeper than 600 ft) reveals this trend in Gulf of Mexico pipeline construction. Comparisons are shown between pipeline construction applications that were approved by the MMS during this period and projects that have been reported to the MMS as completed. This article is the first of annual updates of MMS gulf pipeline data. Future installments will track construction patterns in water depths, diameter classifications, and mileage. These figures will also be evaluated in terms of pipeline-construction cost data.

    This 1994 report contains data from routine radiological and nonradiological environmental monitoring activities. Summaries of significant environmental compliance programs in progress, such as National Environmental Policy Act documentation, environmental permits, environmental restoration, and various waste management programs for Sandia National Laboratories in Albuquerque, New Mexico, are included. The maximum off-site dose impact from air emissions was calculated to be 1.5 x 10{sup -4} millirem. The total population within a 50-mile radius of Sandia National Laboratories/New Mexico received an estimated collective dose of 0.012 person-rem during 1994 from the laboratories` operations. This report is prepared for the U.S. Department of Energy in compliance with DOE Order 5400.1.
