The Solar Energy Research Institute (SERI) sponsored the Denver Metro Solar Homebuilders Program in cooperation with the Department of Energy and Western SUN. The auxiliary heating requirements for 11 of the passive solar homes were calculated using SLR or SUNCAT-2.4 with a standard set of basic assumptions. The analysis shows that seven of the homes should use less than half as much heating fuel as typical houses recently built in the area; two should use about half; and two should use about two-thirds or more. Comparing these results with performance estimates provided by design consultants shows numerous large discrepancies. These differences can be attributed largely to specific differences in assumptions in every case but one.

The Woodlands Metro Center energy study. Case studies of project planning and design for energy conservation

The Woodlands is a HUD Title VII New Town located near Houston, including 22,000 acres; the plan for the new town consists of 6 residential villages, a town center (Metro), and a Trade Center for larger-scale industrial use. Included within the program for each village are schools and commercial activities, as well as employment activities. The Woodlands is planned to be developed over a 26-year period (commenced in 1972) with an ultimate population of 150,000. Following a summary chapter, Chapter II presents background material on The Woodlands and results of the study are summarized. Chapter III describes the project team and its organizational structure. Chapter IV outlines and documents the methodology that was employed in developing, analyzing, and evaluating the case study. The next chapter describes and analyzes the conventional plan, documents the process by which energy-conserving methods were selected, and evaluates the application of these methods to the Metro Center Study area. Chapter VI discusses constraints to implementation and is followed by a final chapter that presents the general conclusions from the case study and suggests directions for further investigation.

Orc is a theory of orchestration of services that allows structured programming of distributed and timed computations. Several formal semantics have been proposed for Orc, including a rewriting logic semantics developed by the authors. Orc also has a fully fledged implementation in Java with functional programming features. However, as with descriptions of most distributed languages, there exists a fairly substantial gap between Orc's formal semantics and its implementation, in that: (i) programs in Orc are not easily deployable in a distributed implementation just by using Orc's formal semantics, and (ii) they are not readily formally analyzable at the level of a distributed Orc implementation. In this work, we overcome problems (i) and (ii) for Orc. Specifically, we describe an implementation technique based on rewriting logic and Maude that narrows this gap considerably. We investigate performance characteristics for the LU factorization of large matrices with various sparsity patterns. We consider supernodal right-looking parallel factorization on a bi-dimensional grid of processors, making use of static pivoting. We develop a performance model and we validate it using the implementation in SuperLU-DIST, the real matrices and the IBM Power3 machine at NERSC. We use this model to obtain performance bounds on parallel computers, to perform scalability analysis and to identify performance bottlenecks. We also discuss the role of load balance and data distribution in this approach.

PAMELA's Measurements of Magnetospheric Effects on High Energy Solar Particles

The nature of particle acceleration at the Sun, whether through flare reconnection processes or through shocks driven by coronal mass ejections (CMEs), is still under scrutiny despite decades of research. The measured properties of solar energetic particles (SEPs) have long been modeled in different particle-acceleration scenarios. The challenge has been to disentangle to the effects of transport from those of acceleration. The Payload for Antimatter Matter Exploration and Light-nuclei Astrophysics (PAMELA) instrument, enables unique observations of SEPs including composition and the angular distribution of the particles about the magnetic field, i.e. pitch angle distribution, over a broad energy range (>80 MeV) -- bridging a critical gap between space-based measurements and ground-based. We present high-energy SEP data from PAMELA acquired during the 2012 May 17 SEP event. These data exhibit differential anisotropies and thus transport features over the instrument rigidity range. Thermophoresis of Brownian particles driven by coloured noise

The Brownian motion of microscopic particles is driven by the collisions with the molecules of the surrounding fluid. The noise associated with these collisions is not white, but coloured due, e.g., to the presence of hydrodynamic memory. The noise characteristic time scale is typically of the same order as the time over which the particle's kinetic energy is lost due to friction (inertial time scale). We demonstrate theoretically that, in the presence of a temperature gradient, the interplay between these two characteristic time scales can have measurable consequences on the particle long-time behaviour. Using homogenization theory, we analyse the infinitesimal generator of the stochastic differential equation describing the system in the limit where the two characteristic times are taken to zero; from this generator, we derive the thermophoretic transport coefficient, which, we find, can vary in both magnitude and sign, as observed in experiments. Abstract — Positive train control (PTC) is a modern system of monitoring and controlling train movements to provide advanced safety. This system uses the latest technology in mobile wireless communication. In Sept 2008, the US Congress considered a new rail safety law that sets a deadline of 2015 for implementation of positive train control (PTC) technology across most of the U.S. rail network. The bill was developed in response to the collision of a Metro link passenger train and a Union Pacific freight train Sept. 12 in California, which resulted in the deaths of 25 and injuries to more than 135 Metrolink passengers.

Foster Wheeler Power Group, Inc. is working under US Department of Energy contract No. DE-FC26-00NT40972 to develop a partial gasification module (PGM) that represents a critical element of several potential coal-fired Vision 21 plants. When utilized for electrical power generation, these plants will operate with efficiencies greater than 60% and produce near zero emissions of traditional stack gas pollutants. The new process partially gasifies coal at elevated pressure producing a coal-derived syngas and a char residue. The syngas can be used to fuel the most advanced power producing equipment such as solid oxide fuel cells or gas turbines, or processed to produce clean liquid fuels or chemicals for industrial users. The char residue is not wasted; it can also be used to generate electricity by fueling boilers that drive the most advanced ultra-supercritical pressure steam turbines. The amount of syngas and char produced by the PGM can be tailored to fit the production objectives of the overall plant, i.e., power generation, clean liquid fuel production, chemicals production, etc. Hence, PGM is a robust building bock that offers all the advantages of coal gasification but in a more user-friendly form; it is also fuel flexible in that it can use alternative fuels such as biomass, sewerage sludge, etc. This report describes the work performed during the October 1--December 31, 2002 time period.

The Transportation Energy and Carbon Footprints of the 100 Largest U.S. Metropolitan Areas

We present estimates of the automobile and truck travel based energy and carbon footprints of the largest 100 U.S. metropolitan areas. The footprints are based on the estimated vehicle miles traveled and the transportation fuels consumed. Results are presented on an annual basis and represent end use emissions only. Total carbon emissions, emissions per capita, and emissions per dollar of gross metropolitan product are reported. Two years of annual data were examined, 2000 and 2005, with most of the in-depth analysis focused on the 2005 results. In section 2 we provide background data on the national picture and derive some carbon and energy consumption figures for the nation as a whole. In section 3 of the paper we examine the metropolitan area-wide results based on the sums and averages across all 100 metro areas, and compare these with the national totals and averages. In section 4 we present metropolitan area specific footprints and examine the considerable variation that is found to exist across individual metro areas. In doing so we pay particular attention to the effects that urban form might have on these differences. Finally, section 5 provides a summary of major findings, and a list of caveats that need to be borne in mind when using the results due to known limitations in the data sources used.

New York State 2009 NHTS Comparison Report

The U.S. Department of Transportation (USDOT) initiated an effort in 1969 to collect detailed data on personal travel, with the most recent surveys being the 1995 Nationwide Personal Transportation Survey (NPTS) and the 2001 and 2009 National Household Travel Surveys (NHTS). The primary objective of these surveys is to collect trip-based data on the nature and characteristics of personal travel so that the relationships between the characteristics of personal travel and the socio-economic and demographic characteristics of the traveler and his/her household can be established. In addition to the number of sample households that the national NPTS/NHTS survey allotted to New York State, NYDOT procured an additional sample of households in the 1995, 2001, and 2009 surveys. The comparisons drawn in this report compare the results from these NYS sampled households to the results from households drawn for the rest of the nation. Many of the differences between NYC counties and others in the state result from the striking differences in private vehicle ownership levels, with less than one in two NYC drivers and only 64% of NYC households owning a vehicle in 2009: versus 9 out of 10 drivers owning a vehicle, and between 1.5 and 2 vehicles owned per household, on the average, in the state's other metro areas. And this situation has changed very little over the past fourteen years covered by the three latest NPTS/NHTS surveys. While households in metro areas outside NYC do not own a vehicle largely due to income constraints, many households in NYC/Manhattan do not own a vehicle by choice. However, the statistics suggest that the mobility of zero-vehicle households in NYC/Manhattan is by no means deterred by the lack of a vehicle. While the private vehicle tripmaking rate of NYC residents was between one half and one third that in the state's other metro areas, and their daily VMT about half that of other metro areas, most of their daily travel needs were met by walking or by public transit. As a result, their daily trip-making rates remain consistent with those of vehicle-owning households when all modes of travel are considered. This again indicates that owning a vehicle or being a driver in NYC was less important for meeting a household's mobility needs than anywhere else in NYS. The high levels of public transit usage within NYC replace a great deal of automobile use, and this plus greater use of walk trips results in significantly lower travel generated carbon dioxide emissions per household in NYC than elsewhere in the state. In contrast, the comparatively limited level of public transit ridership in the state's smaller and medium sized metro areas places a much greater reliance on the privately owned vehicle, be it an automobile or the increasingly popular SUV.

The Nanoscale Ordered MAterials Diffractometer NOMAD at the Spallation Neutron Source SNS

The Nanoscale Ordered Materials Diffractometer (NOMAD) is neutron time-of-flight diffractometer designed to determine pair dist ribution functions of a wide range of materials ranging from short range ordered liquids to long range ordered crystals. Due to a large neutron flux provided by the Spallation Neutron Source SNS and a large detector coverage neutron count-rates exceed comparable instruments by one to two orders of magnitude. This is achieved while maintaining a relatively high momentum transfer resolution of a $\\delta Q/Q \\sim 0.8\\%$ FWHM (typical), and an achievable $\\delta Q/Q$ of 0.24\\% FWHM (best). The real space resolution is related to the maximum momentum transfer; A maximum momentum transfer of 50\\AA$^{-1}$ can be achieved routinely and the maximum momentum transfer given by the detector configuration and the incident neutron spectrum is 125 \\AA$^{-1}$. High stability of the source and the detector allow small contrast isotope experiments to be performed. A detailed description of the instrument is given and the results of experiments with standard samples are discussed.

The isotropy problem of Sub-ankle Ultra-high energy cosmic rays

We study the time dependent propagation of sub-ankle ultra-high energy cosmic rays (UHECRs) originating from point-like Galactic sources. We show that drift in the Galactic magnetic field (GMF) may play an important role in the propagation of UHECRs and their measured anisotropy, particularly when the transport is anisotropic. To fully account for the discreteness of UHECR sources in space and time, a Monte Carlo method is used to randomly place sources in the Galaxy. The low anisotropy measured by Auger is not generally characteristic of the theoretical models, given that the sources are distributed in proportion to the star formation rate, but it can possibly be understood as a) intermittency effects due to the discrete nature of the sources or, with extreme parameters, b) a cancellation of drift current along a current sheet with the outward radial diffusive flux. We conclude that it is possible to interpret the Galactic sub-ankle CR flux as being due entirely to intermittent discrete Galactic sources dist...

Radio Continuum Observations of the Galactic Center: Photoevaporative Proplyd-like Objects near Sgr A*

We present radio images within 30$''$ of Sgr A* based on recent VLA observations at 34 GHz with 7.8 microJy sensitivity and resolution $\\sim88\\times46$ milliarcseconds (mas). We report 44 partially resolved compact sources clustered in two regions in the E arm of ionized gas that orbits Sgr A*. These sources have size scales ranging between ~50 and 200 mas (400 to 1600 AUs), and a bow-shock appearance facing the direction of Sgr A*. Unlike the bow-shock sources previously identified in the near-IR but associated with massive stars, these 34 GHz sources do not appear to have near-IR counterparts at 3.8 $\\mu$m. We interpret these sources as a candidate population of photoevaporative protoplanetary disks (proplyds) that are associated with newly formed low mass stars with mass loss rates ~10^{-7} - 10^{-6} solar mass per year and are located at the edge of a molecular cloud outlined by ionized gas. The syngas can be used to fuel the most advanced power producing equipment such as solid oxide fuel cells or gas turbines, or processed to produce clean liquid fuels or chemicals for industrial users. The char residue is not wasted; it can also be used to generate electricity by fueling boilers that drive the most advanced ultra-supercritical pressure steam turbines. The amount of syngas and char produced by the PGM can be tailored to fit the production objectives of the overall plant, i.e., power generation, clean liquid fuel production, chemicals production, etc. Hence, PGM is a robust building bock that offers all the advantages of coal gasification but in a more user-friendly form; it is also fuel flexible in that it can use alternative fuels such as biomass, sewerage sludge, etc. Under this contract a series of pilot plant tests are being conducted to ascertain PGM performance with a variety of fuels. The performance and economics of a PGM based plant designed for the co-production of hydrogen and electricity will also be determined. This report describes the work performed during the April-June 30, 2004 time period.

NREL/Habitat for Humanity Zero Energy Home: A Cold-Climate Case Study for Affordable Zero Energy Homes

The design of this 1,280-square-foot, three-bedroom Habitat for Humanity of Metro Denver zero energy home carefully combines envelope efficiency, efficient equipment, appliances and lighting, and passive and active solar features to reach the zero energy goal. The home was designed with an early version (July 22, 2004) of the BEOpt building optimization software; DOE2 and TRNSYS were used to perform additional analysis. This engineering approach was tempered by regular discussions with Habitat construction staff and volunteers. These discussions weighed the applicability of the optimized solutions to the special needs and economics of a Habitat house--moving the design toward simple, easily maintained mechanical systems and volunteer-friendly construction techniques. A data acquisition system was installed in the completed home to monitor its performance.

Maximization of revenues for power sales from a solid waste resources recovery facility

The report discusses the actual implementation of the best alternative in selling electrical power generated by an existing waste-to-energy facility, the Metro-Dade County Resources Recovery Plant. After the plant processes and extracts various products out of the municipal solid waste, it burns it to produce electrical power. The price for buying power to satisfy the internal needs of our Resources Recovery Facility (RRF) is substantially higher than the power price for selling electricity to any other entity. Therefore, without any further analysis, it was decided to first satisfy those internal needs and then export the excess power. Various alternatives were thoroughly explored as to what to do with the excess power. Selling power to the power utilities or utilizing the power in other facilities were the primary options.

Compact cladding-pumped planar waveguide amplifier and fabrication method

A low-cost, high performance cladding-pumped planar waveguide amplifier and fabrication method, for deployment in metro and access networks. The waveguide amplifier has a compact monolithic slab architecture preferably formed by first sandwich bonding an erbium-doped core glass slab between two cladding glass slabs to form a multi-layer planar construction, and then slicing the construction into multiple unit constructions. Using lithographic techniques, a silver stripe is deposited and formed at a top or bottom surface of each unit construction and over a cross section of the bonds. By heating the unit construction in an oven and applying an electric field, the silver stripe is then ion diffused to increase the refractive indices of the core and cladding regions, with the diffusion region of the core forming a single mode waveguide, and the silver diffusion cladding region forming a second larger waveguide amenable to cladding pumping with broad area diodes.

Lethal or protective effects of prolonged treatment with hypoxic cell sensitizers

AK-2123 [N-(2-methoxyethyl)-2-(3-nitro-1-triazolyl)acetamide] is a hypoxic cell radiosensitizer which is currently being tested in several oncology clinics and which has a lower toxicity than misonidazole (MISO) in vivo. The positive experiences reported recently certainly warrant further clinical evaluations. The experimental observations reported so far need further experimental studies to clarify the sensitization mechanism, especially as recent intratumoral strategies used in the clinical administration of the sensitizers can result in a large local concentration of the drug that may persist for a prolonged period of time between and after radiation exposures. Model experiments in vitro using V79 cells were performed with AK-2123 under these conditions. Misonidazole (MISO) and metronidazole (METRO), well known hypoxic cell radiosensitizers, were used for comparison of the effects. Clonogenic survival and induction and repair of DNA damage were used as end-points.

Recovery Act – Transportation Electrification

ChargePoint America demonstrated the viability, economic and environmental benefits of an electric vehicle-charging infrastructure. Electric vehicles (EVs) and plug-in electric vehicles (PHEVs) arrived in late 2010, there was a substantial lack of infrastructure to support these vehicles. ChargePoint America deployed charging infrastructure in ten (10) metropolitan regions in coordination with vehicle deliveries targeting those same regions by our OEM partners: General Motors, Nissan, Fisker Automotive, Ford, smart USA, and BMW. The metropolitan regions include Central Texas (Austin/San Antonio), Bellevue/Redmond (WA), Southern Michigan, Los Angeles area (CA), New York Metro (NY), Central Florida (Orlando/Tampa), Sacramento (CA), San Francisco/San Jose (CA), Washington DC and Boston (MA). ChargePoint America installed more than 4,600 Level 2 (220v) SAE J1772™ UL listed networked charging ports in home, public and commercial locations to support approximately 2000 program vehicles. ChargePoint collected data to analyze how individuals, businesses and local governments used their vehicles. Understanding driver charging behavior patterns will provide the DoE with critical information as EV adoption increases in the United States.

Supporting Dynamic Spectrum Access in Heterogeneous LTE+ Networks

As early as 2014, mobile network operators’ spectral capac- ity is expected to be overwhelmed by the demand brought on by new devices and applications. With Long Term Evo- lution Advanced (LTE+) networks likely as the future one world 4G standard, network operators may need to deploy a Dynamic Spectrum Access (DSA) overlay in Heterogeneous Networks (HetNets) to extend coverage, increase spectrum efficiency, and increase the capacity of these networks. In this paper, we propose three new management frameworks for DSA in an LTE+ HetNet: Spectrum Accountability Client, Cell Spectrum Management, and Domain Spectrum Man- agement. For these spectrum management frameworks, we define protocol interfaces and operational signaling scenar- ios to support cooperative sensing, spectrum lease manage- ment, and alarm scenarios for rule adjustment. We also quan- tify, through integer programs, the benefits of using DSA in an LTE+ HetNet, that can opportunistically reuse vacant TV and GSM spectrum. Using integer programs, we consider a topology using Geographic Information System data from the Blacksburg, VA metro area to assess the realistic benefits of DSA in an LTE+ HetNet.

Weathering rates of marble in laboratory and outdoor conditions

In the modern urban atmosphere SO{sub 2} and NO{sub 2} attack calcite (CaCO{sub 3}) in marble exposed at rain-sheltered surfaces creating largely gypsum (CaSO{sub 4}{center_dot}2H{sub 2}O) crusts that eventually exfoliate. In combination with CO{sub 2} these gases erode the marble at unsheltered surfaces. the authors report the development of mathematical models to predict the rate of growth of crust and the rate of surface recession. To determine the rate of growth of crust the kinetic rate constant, diffusion rate, and the order of reaction were determined by the application of the shrinking-core model applied to data generated in laboratory experiments. Based on these parameters /and average ambient levels of 10 parts per billion (ppb) SO{sub 2} and 25 ppb NO{sub 2} in Louisville, Ky., the rate of crust formation for this metro area was calculated to be 1.8 {micro}m in the first year. However, the rate of recession was modeled from data obtained by exposing marble slabs to rainfalls. A surface recession of 15 {micro}m/yr was calculated. The models predicted well the rate of growth of crust observed at several sites in Louisville and the predicted surface recession compared well with values reported in the literature.

Validating the role of AFVs in voluntary mobile source emission reduction programs.

Late in 1997, EPA announced new allowances for voluntary emission control programs. As a result, the US Department of Energy's (DOE) Clean Cities and other metro areas that have made an ongoing commitment to increasing participation by alternative fuel vehicles (AFVs) in local fleets have the opportunity to estimate the magnitude and obtain emission reduction credit for following through on that commitment. Unexpectedly large reductions in key ozone precursor emissions in key locations and times of the day can be achieved per vehicle-mile by selecting specific light duty AFV offerings from original equipment manufacturers (OEMs) in lieu of their gasoline-fueled counterparts. Additional benefit accrues from the fact that evaporative emissions of non-methane hydrocarbons (generated in the case of CNG, LNG, and LPG by closed fuel-system AFV technology) can be essentially negligible. Upstream emissions from fuel storage and distribution with the airshed of interest are also reduced. This paper provides a justification and outlines a method for including AFVs in the mix of strategies to achieve local and regional improvements in ozone air quality, and for quantifying emission reduction credits. At the time of submission of this paper, the method was still under review by the US EPA Office of Mobile Sources, pending mutually satisfactory resolution of several of its key points. Some of these issues are discussed in the paper.

Detroit Commuter Hydrogen Project

This project was undertaken to demonstrate the viability of using hydrogen as a fuel in an internal combustion engine vehicle for use as a part of a mass transit system. The advantages of hydrogen as a fuel include renew-ability, minimal environmental impact on air quality and the environment, and potential to reduce dependence on foreign energy sources for the transportation sector. Recognizing the potential for the hydrogen fuel concept, the Southeast Michigan Congress of Governments (SEMCOG) determined to consider it in the study of a proposed regional mass transit rail system for southeast Michigan. SEMCOG wanted to evaluate the feasibility of using hydrogen fueled internal combustion engine (H2ICE) vehicles in shuttle buses to connect the Detroit Metro Airport to a proposed, nearby rail station. Shuttle buses are in current use on the airport for passenger parking and inter-terminal transport. This duty cycle is well suited to the application of hydrogen fuel at this time because of the ability to re-fuel vehicles at a single nearby facility, overcoming the challenge of restricted fuel availability in the undeveloped hydrogen fuel infrastructure. A cooperative agreement between SEMCOG and the DOE was initiated and two H2ICE buses were placed in regular passenger service on March 29, 2009 and operated for six months in regular passenger service. The buses were developed and built by the Ford Motor Company. Wayne County Airport Authority provided the location for the demonstration with the airport transportation contractor, Metro Cars Inc. operating the buses. The buses were built on Ford E450 chassis and incorporated a modified a 6.8L V-10 engine with specially designed supercharger, fuel rails and injectors among other sophisticated control systems. Up to 30 kg of on-board gaseous hydrogen were stored in a modular six tank, 350 bar (5000 psi) system to provide a 150 mile driving range. The bus chassis and body were configured to carry nine passengers with luggage. By collecting fuel use data for the two H2ICE buses, with both written driver logs and onboard telemetry devices, and for two conventional propane-gasoline powered buses in the same service, comparisons of operating efficiency and maintenance requirements were completed. Public opinion about the concept of hydrogen fuel was sampled with a rider survey throughout the demonstration. The demonstration was very effective in adding to the understanding of the application of hydrogen as a transportation fuel. The two 9 passenger H2ICE buses accumulated nearly 50,000 miles and carried 14,285 passengers. Data indicated the H2ICE bus fuel economy to be 9.4 miles/ gallon of gasoline equivalent (m/GGE) compared to the 10 passenger propane-gasoline bus average of 9.8 m/GGE over 32,400 miles. The 23- passenger bus averaged 7.4 m/GGE over 40,700 miles. Rider feedback from 1050 on-board survey cards was overwhelmingly positive with 99.6% indicating they would ride again on a hydrogen powered vehicle. Minimal maintenance was required for theses buses during the demonstration project, but a longer duration demonstration would be required to more adequately assess this aspect of the concept.

Colorado Better Buildings Project Final Report

The Colorado Better Buildings project intended to bring new and existing energy efficiency model programs to market with regional collaboration and funding partnerships. The goals for Boulder County and its program partners were to advance energy efficiency investments, stimulate economic growth in Colorado and advance the state’s energy independence. Collectively, three counties set out to complete 9,025 energy efficiency upgrades in 2.5 years and they succeeded in doing so. Energy efficiency upgrades have been completed in more than 11,000 homes and businesses in these communities. Boulder County and its partners received a $25 million BetterBuildings grant from the U.S. Department of Energy under the American Recovery and Reinvestment Act in the summer of 2010. This was also known as the Energy Efficiency and Conservation Block Grants program. With this funding, Boulder County, the City and County of Denver, and Garfield County set out to design programs for the residential and commercial sectors to overcome key barriers in the energy upgrade process. Since January 2011, these communities have paired homeowners and business owners with an Energy Advisor – an expert to help move from assessment to upgrade with minimal hassle. Pairing this step-by-step assistance with financing incentives has effectively addressed many key barriers, resulting in energy efficiency improvements and happy customers. An expert energy advisor guides the building owner through every step of the process, coordinating the energy assessment, interpreting results for a customized action plan, providing a list of contractors, and finding and applying for all available rebates and low-interest loans. In addition to the expert advising and financial incentives, the programs also included elements of social marketing, technical assistance, workforce development and contractor trainings, project monitoring and verification, and a cloud-based customer data system to coordinate among field advisors and across local governments and local service vendors. A portion of the BetterBuildings grant went to the Metro Mayors Caucus (MMC) who worked in partnership with the Denver Regional Council of Governments (DRCOG) to conduct a series of 10 energy efficiency workshops for local government officials and other interested parties. The workshops helped showcase lessons learned on energy efficiency and helped guide other local governments in the establishment of similar programs. The workshops covered a wide range of energy efficiency and renewable energy topics such as clean energy finance, social mobilization and communications, specific case studies of Colorado towns, energy efficiency codes, net zero buildings and solar power. Since the programs launched in January 2011, these communities have collectively spurred economic investments in energy efficiency, achieved greater than 5:1 leveraging of grant funds, saved energy and reduced greenhouse gas emissions, provided trainings for a robust local energy contractor network, and proved out viable and replicable program models that local utilities and other communities are adopting, with long lasting market transformation.

Final Report - Dynamic Path Scheduling through Extensions to Generalized Multiprotocol Label Switching (GMPLS)

The major accomplishments of the project are the successful software implementation of the Phase I scheduling algorithms for GMPLS Label Switched Paths (LSPs) and the extension of the IETF Path Computation Element (PCE) Protocol to support scheduling extensions. In performing this work, we have demonstrated the theoretical work of Phase I, analyzed key issues, and made relevant extensions. Regarding the software implementation, we developed a proof of concept prototype as part of our Algorithm Evaluation System (AES). This implementation uses the Linux operating system to provide software portability and will be the foundation for our commercial software. To demonstrate proof of concept, we have implemented LSP scheduling algorithms to support two of the key GMPLS switching technologies (Lambda and Packet) and support both Fixed Path (FP) and Switched Path (SP) routing. We chose Lambda and Packet because we felt it was essential to include both circuit and packet switching technologies as well as to address all-optical switching in the study. As conceptualized in Phase I, the FP algorithms use a traditional approach where the LSP uses the same physical path for the entire service duration while the innovative SP algorithms allow the physical path to vary during the service duration. As part of this study, we have used the AES to conduct a performance analysis using metro size networks (up to 32 nodes) that showed that these algorithms are suitable for commercial implementation. Our results showed that the CPU time required to compute an LSP schedule was small compared to expected inter-arrival time between LSP requests. Also, when the network size increased from 7 to 15 to 32 nodes with 10, 26, and 56 TE links, the CPU processing time showed excellent scaling properties. When Fixed Path and Switched Path routing were compared, SP provided only modestly better performance with respect to LSP completion rate, service duration, path length, and start time deviation. In addition, the SP routing required somewhat more CPU time than the FP routing. However, when the allowable range for the start time is increased, the CPU time for SP increased less rapidly than FP such that the CPU processing times became comparable. Therefore, SP routing may scale better than FP routing. The Path Computation Element Working Group is a complementary working group to the GMPLS working group (CCAMP) in the IETF and is developing standards to discover, manage, and access elements that compute routes for GMPLS for LSPs. The algorithms used to compute the routes are not subject to standardization. Since the PCE supports only standard GMPLS LSPs, it does not support scheduled LSPs. Therefore, it is a natural extension of our Phase I work to introduce this enhancement into the PCE. In addition, the PCE adds another dimension to our product line because the PCE by itself may be a product with a standard interface.

Texas Hydrogen Highway Fuel Cell Hybrid Bus and Fueling Infrastructure Technology Showcase - Final Scientific/Technical Report

The Texas Hydrogen Highway project has showcased a hydrogen fuel cell transit bus and hydrogen fueling infrastructure that was designed and built through previous support from various public and private sector entities. The aim of this project has been to increase awareness among transit agencies and other public entities on these transportation technologies, and to place such technologies into commercial applications, such as a public transit agency. The initial project concept developed in 2004 was to show that a skid-mounted, fully-integrated, factory-built and tested hydrogen fueling station could be used to simplify the design, and lower the cost of fueling infrastructure for fuel cell vehicles. The approach was to design, engineer, build, and test the integrated fueling station at the factory then install it at a site that offered educational and technical resources and provide an opportunity to showcase both the fueling station and advanced hydrogen vehicles. The two primary technology components include: Hydrogen Fueling Station: The hydrogen fueling infrastructure was designed and built by Gas Technology Institute primarily through a funding grant from the Texas Commission on Environmental Quality. It includes hydrogen production, clean-up, compression, storage, and dispensing. The station consists of a steam methane reformer, gas clean-up system, gas compressor and 48 kilograms of hydrogen storage capacity for dispensing at 5000 psig. The station is skid-mounted for easy installation and can be relocated if needed. It includes a dispenser that is designed to provide temperaturecompensated fills using a control algorithm. The total station daily capacity is approximately 50 kilograms. Fuel Cell Bus: The transit passenger bus built by Ebus, a company located in Downey, CA, was commissioned and acquired by GTI prior to this project. It is a fuel cell plug-in hybrid electric vehicle which is ADA compliant, has air conditioning sufficient for Texas operations, and regenerative braking for battery charging. It uses a 19.3 kW Ballard PEM fuel cell, will store 12.6 kg of hydrogen at 350 Bar, and includes a 60 kWh battery storage system. The objectives of the project included the following: (a) To advance commercialization of hydrogen-powered transit buses and supporting infrastructure; (b) To provide public outreach and education by showcasing the operation of a 22-foot fuel cell hybrid shuttle bus and Texas first hydrogen fueling infrastructure; and (c) To showcase operation of zero-emissions vehicle for potential transit applications. As mentioned above, the project successfully demonstrated an early vehicle technology, the Ebus plug-in hybrid fuel cell bus, and that success has led to the acquisition of a more advanced vehicle that can take advantage of the same fueling infrastructure. Needed hydrogen station improvements have been identified that will enhance the capabilities of the fueling infrastructure to serve the new bus and to meet the transit agency needs. Over the course of this project, public officials, local government staff, and transit operators were engaged in outreach and education activities that acquainted them with the real world operation of a fuel cell bus and fueling infrastructure. Transit staff members in the Dallas/Ft. Worth region were invited to a workshop in Arlington, Texas at the North Central Texas Council of Governments to participate in a workshop on hydrogen and fuel cells, and to see the fuel cell bus in operation. The bus was trucked to the meeting for this purpose so that participants could see and ride the bus. Austin area transit staff members visited the fueling site in Austin to be briefed on the bus and to participate in a fueling demonstration. This led to further meetings to determine how a fuel cell bus and fueling station could be deployed at Capital Metro Transit. Target urban regions that expressed additional interest during the project in response to the outreach meetings and showcase events include San Antonio and Austin, Texas.
