    In this work we apply Thompson's method (of the dimensions) to study the quantum electrodynamics (QED). This method can be considered as a simple and alternative way to the renormalisation group (R.G) approach and when applied to QED lagrangian is able to obtain the running coupling constant behavior $\\alpha (\\mu)$, namely the dependence of $\\alpha$ on the energy scale. We also obtain the dependence of the mass on the energy scale. The calculations are evaluated just at $d_c=4$, where $d_c$ is the upper critical dimension of the problem, so that we obtain logarithmic behavior both for the coupling $\\alpha$ and the mass $m$ on the energy scale $\\mu$.

    In this paper the applicability of the Lattice Boltzmann Method to neutron transport is investigated. One of the main features of the Lattice Boltzmann method is the simultaneous discretization of the phase space of the problem, whereby particles are restricted to move on a lattice. An iterative solution of the operator form of the neutron transport equation is presented here, with the first collision source as the starting point of the iteration scheme. A full description of the discretization scheme is given, along with the quadrature set used for the angular discretization. An angular refinement scheme is introduced to increase the angular coverage of the problem phase space and to mitigate lattice ray effects. The method is applied to a model problem to investigate its applicability to neutron transport and the results are compared to a reference solution calculated, using MCNP. (authors)

    This report summarizes the result of a NEAMS project focused on the use of reliability methods within the RAVEN and RELAP-7 software framework for assessing failure probabilities as part of probabilistic risk assessment for nuclear power plants. RAVEN is a software tool under development at the Idaho National Laboratory that acts as the control logic driver and post-processing tool for the newly developed Thermal-Hydraulic code RELAP-7. Dakota is a software tool developed at Sandia National Laboratories containing optimization, sensitivity analysis, and uncertainty quantification algorithms. Reliability methods are algorithms which transform the uncertainty problem to an optimization problem to solve for the failure probability, given uncertainty on problem inputs and a failure threshold on an output response. The goal of this work is to demonstrate the use of reliability methods in Dakota with RAVEN/RELAP-7. These capabilities are demonstrated on a demonstration of a Station Blackout analysis of a simplified Pressurized Water Reactor (PWR).

    Computerized procedures (CPs) are an emerging technology within nuclear power plant control rooms. While CPs have been implemented internationally in advanced control rooms, to date no US nuclear power plant has implemented CPs in its main control room (Fink et al., 2009). Yet, CPs are a reality of new plant builds and are an area of considerable interest to existing plants, which see advantages in terms of enhanced ease of use and easier records management by omitting the need for updating hardcopy procedures. The overall intent of this paper is to provide a characterization of human reliability analysis (HRA) issues for computerized procedures. It is beyond the scope of this document to propose a new HRA approach or to recommend specific methods or refinements to those methods. Rather, this paper serves as a review of current HRA as it may be used for the analysis and review of computerized procedures.

    With increasing operational hours of power plants, many utilities may find it necessary to replace turbine components, i.e., low pressure turbines. In order to decide between different technical and economic solutions, the utility often takes the opportunity to choose between an OEM or non-OEM supplier. This paper will deal with the retrofitting of LP turbines. Depending on the scope of supply the contract must define the amount of improvement and specifically how to verify this improvement. Unfortunately, today`s Test Codes, such as ASME PTC 6 and 6.1, do not satisfactorily cover these cases. The methods used by Florida Power and Light (FP and L) and its supplier to verify the improvement of the low pressure turbine retrofit at the Martin No. 1 and Sanford No. 4 units will be discussed and the experience gained will be presented. While all technologies sound promising, which will perform the best over time? All this has to be considered within the cost and schedule of the project. The amount of information available on the topic can be overwhelming. We seek to examine if Systems Engineering methods can be used to help people choose and prioritize technologies that fit within their project and budget. Several methods are used to gain perspective into how to select the green technologies, such as the Analytic Hierarchy Process (AHP) and Kepner-Tregoe. In our study, subjects applied these methods to analyze cost, schedule, and trade-offs. Results will document whether the experimental approach is applicable to defining system priorities for green technologies.

    A method of applying a cerium diffusion coating to a preferred nickel base alloy substrate has been discovered. A cerium oxide paste containing a halide activator is applied to the polished substrate and then dried. The workpiece is heated in a non-oxidizing atmosphere to diffuse cerium into the substrate. After cooling, any remaining cerium oxide is removed. The resulting cerium diffusion coating on the nickel base substrate demonstrates improved resistance to oxidation. Cerium coated alloys are particularly useful as components in a solid oxide fuel cell (SOFC).

    It is shown that the known method to solve the Dirac equation by means of the squaring method, when relying on the scalar function of the form \\Phi = e^{-i\\epsilon t} e^{ik_{1} x} e^{ik_{2} y} \\sin (kz + \\alpha) leads to a 4-dimensional space of the Dirac solutions. It is shown that so constructed basis is equivalent to the space of the Dirac states relied on the use of quantum numbers k_{1}, k_{2}, \\pm k and helicity operator; linear transformations relating these two spaces are found. Application of the squaring method substantially depends on the choice of representation for the Dirac matrices, some features of this are considered. Peculiarities of applying the squaring method in Majorana representation are investigated as well. The constructed bases are relevant to describe the Casimir effect for Dirac and Weyl fields in the domain restricted by two planes.

    This paper presents a preconditioner for non-overlapping Schwarz methods applied to the Helmholtz problem. Starting from a simple analytic example, we show how such a preconditioner can be designed by approximating the inverse of the iteration operator for a layered partitioning of the domain. The preconditioner works by propagating information globally by concurrently sweeping in both directions over the subdomains, and can be interpreted as a coarse grid for the domain decomposition method. The resulting algorithm is shown to converge very fast, independently of the number of subdomains and frequency. The preconditioner has the advantage that, like the original Schwarz algorithm, it can be implemented as a matrix-free routine, with no additional preprocessing.

This is a further development of the publicly available code SMILE; its main improvements include a new efficient representation of an arbitrary gravitational potential using two-dimensional spline interpolation of Fourier coefficients in the meridional plane, as well as the ability to deal with rotation of the density profile and with multicomponent mass models.     The need to unravel modulations hidden in noisy time series of experimental data is a well known problem, traditionally attacked through a variety of methods, among which a popular tool is the so called Lomb-Scargle periodogram. Recently, for a class of problems in the solar neutrino field, it has been proposed an alternative maximum likelihood based approach, intended to overcome some intrinsic limitations affecting the Lomb-Scargle implementation. This work is focused to highlight the features of the likelihood methodology, introducing in particular an analytical approach to assess the quantitative significance of the potential modulation signals. As an example, the proposed method is applied to the time series of the measured values of the 8B neutrino flux released by the Super-Kamiokande collaboration, and the results compared with those of previous analysis performed on the same data sets. It is also examined in detail the comparison between the Lomb-Scargle and the likelihood methods, giving in the appendix the complete demonstration of their close relationship.

    The behavior of large induction motors during transient as well as steady state running conditions is of significant interest to the power industry. A variety of analytical predictive tools are employed to aid the design and predict their operation under transient and steady state conditions. One of the most powerful method for investigating the transient behavior of induction machines is a coupled time stepping finite element analysis which can combine electromagnetic fields, circuits and mechanical systems. Due to the complexity of the finite element induction machine model and the resulting large number of describing equations, the computation time required for such programs to solve practical problems becomes a major limitation. This becomes even more of a concern when different design options or operating scenarios are evaluated. This paper presents a strategy to reduce the required running time in order to make a parametric study of induction machines such as the assessment of different design options feasible. This is accomplished by reducing the number of finite element equations that must be solved while maintaining the same level of accuracy of solutions. This method is based on Kron`s network reduction work for linear systems and has successfully been applied to large lumped parameter model of transformers. This paper illustrates the reduction method by comparing the flux density in the air gap for a complete FEM model of an induction machine to that of the reduced model. The results are essentially identical with a reduction in computational time of approximately 71%.

    We study the second-order quantum phase-transition of massive real scalar field theory with a quartic interaction ($\\phi^4$ theory) in (1+1) dimensions on an infinite spatial lattice using matrix product states (MPS). We introduce and apply a naive variational conjugate gradient method, based on the time-dependent variational principle (TDVP) for imaginary time, to obtain approximate ground states, using a related ansatz for excitations to calculate the particle and soliton masses and to obtain the spectral density. We also estimate the central charge using finite-entanglement scaling. Our value for the critical parameter agrees well with recent Monte Carlo results, improving on an earlier study which used the related DMRG method, verifying that these techniques are well-suited to studying critical field systems. We also obtain critical exponents that agree, as expected, with those of the transverse Ising model. Additionally, we treat the special case of uniform product states (mean field theory) separately, showing that they may be used to investigate non-critical quantum field theories under certain conditions.

    A boundary element implementation of the regularised Stokeslet method of Cortez is applied to cilia and flagella-driven flows in biology. Previously-published approaches implicitly combine the force discretisation and the numerical quadrature used to evaluate boundary integrals. By contrast, a boundary element method can be implemented by discretising the force using basis functions, and calculating integrals using accurate numerical or analytic integration. This substantially weakens the coupling of the mesh size for the force and the regularisation parameter, and greatly reduces the number of degrees of freedom required. When modelling a cilium or flagellum as a one-dimensional filament, the regularisation parameter can be considered a proxy for the body radius, as opposed to being a parameter used to minimise numerical errors. Modelling a patch of cilia, it is found that: (1) For a fixed number of cilia, reducing cilia spacing reduces transport. (2) For fixed patch dimension, increasing cilia number increases the transport, up to a plateau at $9\\times 9$ cilia. Modelling a choanoflagellate cell it is found that the presence of a lorica structure significantly affects transport and flow outside the lorica, but does not significantly alter the force experienced by the flagellum.

    This paper describes the improved version of the general two-dimensional, multiphase flow code ESE. The ESE code has been developed to model the mixing process and interaction of molten core debris with water. In case of a steam explosion, a trigger may produce locally enhanced heat transfer and pressurization and may evolve into a shock propagating through the coarse mixture. The propagation phase of the interaction is not modeled by the code; however, the ESE provides for initial condition evolution in time. The indication of the amount of well-mixed melt at the time of the trigger occurrence can be deduced based on the code`s results. The objective of this work is to present the advantages of the high-resolution method applied to a particular set of partial differential equations and to incorporate these advantages into a code that was conceived using less traveled paths, namely, ensemble averaging and use of available data in probabilistic density functions describing momentum and energy cofluctuation tensors.

    We use a renormalization group method to treat QCD-vacuum behavior specially closer to the regime of asymptotic freedom. QCD-vacuum behaves effectively like a "paramagnetic system" of a classical theory in the sense that virtual color charges (gluons) emerges in it as a spin effect of a paramagnetic material when a magnetic field aligns their microscopic magnetic dipoles. Due to that strong classical analogy with the paramagnetism of Landau's theory,we will be able to use a certain Landau effective action without temperature and phase transition for just representing QCD-vacuum behavior at higher energies as being magnetization of a paramagnetic material in the presence of a magnetic field $H$. This reasoning will allow us to apply Thompson's approach to such an action in order to extract an "effective susceptibility" ($\\chi>0$) of QCD-vacuum. It depends on logarithmic of energy scale $u$ to investigate hadronic matter. Consequently we are able to get an ``effective magnetic permeability" ($\\mu>1$) of such a "paramagnetic vacuum". Actually,as QCD-vacuum must obey Lorentz invariance,the attainment of $\\mu>1$ must simply require that the "effective electrical permissivity" is $\\epsilon<1$ in such a way that $\\mu\\epsilon=1$ ($c^2=1$). This leads to the anti-screening effect where the asymptotic freedom takes place. We will also be able to extend our investigation to include both the diamagnetic fermionic properties of QED-vacuum (screening) and the paramagnetic bosonic properties of QCD-vacuum (anti-screening) into the same formalism by obtaining a $\\beta$-function at 1 loop,where both the bosonic and fermionic contributions are considered.

    This report summarizes the results of a NEAMS project focused on the use of uncertainty and sensitivity analysis methods within the NEK-5000 and Dakota software framework for assessing failure probabilities as part of probabilistic risk assessment. NEK-5000 is a software tool under development at Argonne National Laboratory to perform computational fluid dynamics calculations for applications such as thermohydraulics of nuclear reactor cores. Dakota is a software tool developed at Sandia National Laboratories containing optimization, sensitivity analysis, and uncertainty quantification algorithms.     Sensor data validity is extremely important in a number of applications, particularly building technologies where collected data are used to determine performance. An example of this is Oak Ridge National Laboratory s ZEBRAlliance research project, which consists of four single-family homes located in Oak Ridge, TN. The homes are outfitted with a total of 1,218 sensors to determine the performance of a variety of different technologies integrated within each home. Issues arise with such a large amount of sensors, such as missing or corrupt data. This paper aims to eliminate these problems using: (1) Kalman filtering and (2) linear prediction filtering techniques. Five types of data are the focus of this paper: (1) temperature; (2) humidity; (3) energy consumption; (4) pressure; and (5) airflow. Simulations show the Kalman filtering method performed best in predicting temperature, humidity, pressure, and airflow data, while the linear prediction filtering method performed best with energy consumption data.

    Surface finish is one of the most common measures of surface quality of ground ceramics and metal parts and a wide variety of methods and parameters have been developed to measure it. The purpose of this investigation was to compare the surface roughness parameters obtained on the same two specimens from three different types of measuring instruments: a traditional mechanical stylus system, a non-contact laser scanning system, and the atomic force microscope (two different AFM systems were compared). The same surface-ground silicon nitride and Inconel 625 alloy specimens were used for all measurements in this investigation. Significant differences in arithmetic average roughness, root-mean-square roughness, and peak-to-valley roughness were obtained when comparing data from the various topography measuring instruments. Non-contact methods agreed better with the others on the metal specimen than on the ceramic specimen. Reasons for these differences include the effective dimensions and geometry of the probe with respect to the surface topography; the reflectivity of the surface, and the type of filtering scheme Results of this investigation emphasize the importance of rigorously specifying the manner of surface roughness measurement when either reporting roughness data or when requesting that roughness data be provided.

    An effort to validate seismic PRA methods is in progress. The work concentrates on the validation of plant response and fragility estimates through the use of test data and information from actual earthquake experience. Validation needs have been identified in the areas of soil-structure interaction, structural response and capacity, and equipment fragility. Of particular concern is the adequacy of linear methodology to predict nonlinear behavior. While many questions can be resolved through the judicious use of dynamic test data, other aspects can only be validated by means of input and response measurements during actual earthquakes. A number of past, ongoing, and planned testing programs which can provide useful validation data have been identified, and validation approaches for specific problems are being formulated.

    This paper describes a new technique for determining the pin power in heterogeneous core calculations. It is based on a domain decomposition with overlapping sub-domains and a component mode synthesis technique for the global flux determination. Local basis functions are used to span a discrete space that allows fundamental global mode approximation through a Galerkin technique. Two approaches are given to obtain these local basis functions: in the first one (Component Mode Synthesis method), the first few spatial eigenfunctions are computed on each sub-domain, using periodic boundary conditions. In the second one (Factorized Component Mode Synthesis method), only the fundamental mode is computed, and we use a factorization principle for the flux in order to replace the higher order Eigenmodes. These different local spatial functions are extended to the global domain by defining them as zero outside the sub-domain. These methods are well-fitted for heterogeneous core calculations because the spatial interface modes are taken into account in the domain decomposition. Although these methods could be applied to higher order angular approximations - particularly easily to a SPN approximation - the numerical results we provide are obtained using a diffusion model. We show the methods' accuracy for reactor cores loaded with UOX and MOX assemblies, for which standard reconstruction techniques are known to perform poorly. Furthermore, we show that our methods are highly and easily parallelizable. (authors)

    This volume consists of eight separate reports. We present them as background to the Ecosystem Diagnosis and Treatment (EDT) methodology. They are a selection from publications, white papers, and presentations prepared over the past two years. Some of the papers are previously published, others are currently being prepared for publication. In the early to mid 1980`s the concern for failure of both natural and hatchery production of Columbia river salmon populations was widespread. The concept of supplementation was proposed as an alternative solution that would integrate artificial propagation with natural production. In response to the growing expectations placed upon the supplementation tool, a project called Regional Assessment of Supplementation Project (RASP) was initiated in 1990. The charge of RASP was to define supplementation and to develop guidelines for when, where and how it would be the appropriate solution to salmon enhancement in the Columbia basin. The RASP developed a definition of supplementation and a set of guidelines for planning salmon enhancement efforts which required consideration of all factors affecting salmon populations, including environmental, genetic, and ecological variables. The results of RASP led to a conclusion that salmon issues needed to be addressed in a manner that was consistent with an ecosystem approach. If the limitations and potentials of supplementation or any other management tool were to be fully understood it would have to be within the context of a broadly integrated approach - thus the Ecosystem Diagnosis and Treatment (EDT) method was born.

  6. Review of Methods of Power-Spectrum Analysis as Applied to Super-Kamiokande Solar Neutrino Data

    To help understand why different published analyses of the Super-Kamiokande solar neutrino data arrive at different conclusions, we have applied six different methods to a standardized problem. The key difference between the various methods rests in the amount of information that each processes. A Lomb-Scargle analysis that uses the mid times of the time bins and ignores experimental error estimates uses the least information. A likelihood analysis that uses the start times, end times, and mean live times, and takes account of the experimental error estimates, makes the greatest use of the available information. We carry out power-spectrum analyses of the Super-Kamiokande 5-day solar neutrino data, using each method in turn, for a standard search band (0 to 50 yr-1). For each method, we also carry out a fixed number (10,000) of Monte-Carlo simulations for the purpose of estimating the significance of the leading peak in each power spectrum. We find that, with one exception, the results of these calculations are compatible with those of previously published analyses. (We are unable to replicate Koshio's recent results.) We find that the significance of the peaks at 9.43 yr-1 and at 43.72 yr-1 increases progressively as one incorporates more information into the analysis procedure.

    The thermal wave method is applied for thermal properties measurement in fast endodontic cement (CER). This new formula is developed upon using Portland cement in gel and it was successfully tested in mice with good biocompatibility and stimulated mineralization. Recently, thermal expansion and setting time were measured, conferring to this material twice faster hardening than the well known Angelus Mineral trioxide aggregate (MTA) the feature of fast hardening (?7?min) and with similar thermal expansion (?12??strain/?°C). Therefore, it is important the knowledge of thermal properties like thermal diffusivity, conductivity, effusivity in order to match thermally the tissue environment upon its application in filling cavities of teeth. Photothermal radiometry technique based on Xe illumination was applied in CER disks 600 ?m thick for heating, with prepared in four particle sizes (25, 38, 45, and 53) ?m, which were added microemulsion gel with variation volumes (140, 150, 160, and 170) ?l. The behavior of the thermal diffusivity CER disks shows linear decay for increase emulsion volume, and in contrast, thermal diffusivity increases with particles sizes. Aiming to compare to MTA, thermal properties of CER were averaged to get the figure of merit for thermal diffusivity as (44.2 ± 3.6) × 10{sup ?3} cm{sup 2}/s, for thermal conductivity (228 ± 32) mW/cm K, the thermal effusivity (1.09 ± 0.06) W s{sup 0.5}/cm{sup 2} K and volume heat capacity (5.2 ± 0.7) J/cm{sup 3} K, which are in excellent agreement with results of a disk prepared from commercial MTA-Angelus (grain size < 10 ?m using 57 ?l of distilled water)

    Strategic environmental assessment (SEA) has become an increasingly important decision-support tool for providing information on the environmental implications of a policy, plan, or program. The goal is to safeguard the environment and promote sustainable development at the strategic level. Despite major progress in implementing SEA practices internationally, developing countries, such as China, often lag behind in applying SEA methodology. Lack of available data and time constraints arising from tight schedules create problems. The rapid impact assessment matrix (RIAM) is a potential resource for breaking through such difficulties. Our analysis of RIAM applications suggested that it could become a tool for evaluating strategic alternatives because of its applicability in interdisciplinary settings, its transparency, and its short implementation timeframe. To make it more suitable for the SEA context, we have developed two major improvements to the conventional RIAM process: assignment of weights to assessment indicators and the development of an integrated environmental assessment score (IES). The improved RIAM process was employed in an SEA of the development plan for the Nansha District in Guangzhou, the capital city of Guangdong Province in China. It was used to assess five alternatives for development in Wanqingsha (WQS), a subunit of Nansha, where important ecological resources are located and where industrial development could impact the air quality in the neighboring Hong Kong Special Administrative Region (HKSAR). The evaluation identified WQS-A04 as the preferred alternative. This alternative involved a minimal amount of industrial development – 10% compared with the most intense development alternative – and included important wetland preservation plans. The assessment results have been incorporated into the officially approved development plan for Nansha. The improved RIAM methodology is well adapted to the technical aims of SEA and decision-making structures in China. It offers the potential for delivering timely and quality results to decision-making processes. To achieve the desired efficiency, it is recommended that an SEA procedure take into account findings acquired from an improved RIAM application at an early stage, then, at a later stage, results from more comprehensive assessments conducted using more sophisticated methods should be added, if time and data are available. - Highlights: • RIAM is a potential SEA tool due to its multidisciplinary setting and rapid process. • Weighting index and computing IES are raised for improving RIAM when applied to SEAs. • The improved RIAM boosts SEA effectiveness by timely responding to decision-making. • The improved RIAM is more suitable to an SEA bothered by tight time or data shortage. • The improved RIAM adapts to the technical aims of SEA and decision features in China.

The QA measurements were performed with a 3D diode array, using variable passing criteria: 3%/3 mm, 2%/2 mm, 1%/1 mm, each with both local and global normalization.Methods: The authors analyzed the pretreatment QA results for 73 verifications; 37 were prostate cancer plans, 16 were head and neck plans, and 20 were other clinical sites. All plans were treated using the Tomotherapy Hi-Art System. Pretreatment QA plans were performed with the commercially available 3D diode array ArcCHECK™. This device has 1386 diodes arranged in a helical geometry spaced 1 cm apart. The dose measurements were acquired on the ArcCHECK™ and then compared with the calculated dose using the standard gamma analysis method. The gamma passing rate (%GP), defined as the percentage of points satisfying the condition GI < 1, was calculated for different criteria (3%/3 mm, 2%/2 mm, 1%/1 mm) and for both global and local normalization. In the case of local normalization method, the authors set three dose difference threshold (DDT) values of 2, 3, and 5 cGy. Dose difference threshold is defined as the minimum absolute dose error considered in the analysis when using local normalization. Low-dose thresholds (TH) of 5% and 10% were also applied and analyzed.Results: Performing a paired-t-test, the authors determined that the gamma passing rate is independent of the threshold values for all of the adopted criteria (5%TH vs 10%TH, p > 0.1). Our findings showed that mean %GPs for local (or global) normalization for the entire study group were 93% (98%), 84% (92%), and 66% (61%) for 3%/3 mm, 2%/2 mm, and 1%/1 mm criteria, respectively. DDT was equal to 2 cGy for the local normalization analysis cases. The authors observed great variability in the resulting %GP. With 3%/3 mm gamma criteria, the overall passing rate with local normalization was 4.6% less on the average than with global one, as expected. The wide difference between %GP calculated with global or local approach is also confirmed by an unpaired t-test statistical analysis.Conclusions: The variability of %GP obtained confirmed the necessity to establish defined agreement criteria that could be universal and comparable between institutions. In particular, while the gamma passing rate does not depend on the choice of threshold, the choice of DDT strongly influences the gamma passing rate for local calculations. The difference between global and local %GP was statistically significant for prostate and other treatment sites when DDT was changed from 2 to 3 cGy.

It discusses various factors -- the atmospheric transformations, relationship of point-source emissions to ambient air quality, dose-response relationships, applicable cause-and-effect principles, and risk and valuation research -- that are considered by a number of state utilities when they apply the environmental externality concept to energy resource planning.     Applying basic systems engineering (SE) tools to the mission analysis phases of a 2.5-million dollar biomass pre-processing project for the U.S. Department of Energy directly assisted the project principal investigator understand the complexity and identify the gaps of a moving-target project and capture the undefined technical/functional requirements and deliverables from the project team and industrial partners. A creative application of various SE tools by non-aerospace systems engineers developed an innovative “big picture” product that combined aspects of mission analysis with a project functional flow block diagram, providing immediate understanding of the depth and breath of the biomass preprocessing effort for all team members, customers, and industrial partners. The “big picture” diagram became the blue print to write the project test plan, and provided direction to bring the project back on track and achieve project success.

    In order to provide comfort in a low energy consumption building, it is preferable to use natural ventilation rather than HVAC systems. To achieve this, engineers need tools that predict the heat and mass transfers between the building's interior and exterior. This article presents a method implemented in some building software, and the results are compared to CFD. The results show that the knowledge model is not sufficiently well-described to identify all the physical phenomena and the relationships between them. A model is developed which introduces a new building-dependent coefficient allowing the use of Walton's model, as extended by Roldan to large external openings, and which better represents the turbulent phenomena near large external openings. The formulation of the mass flow rates is inversed to identify modeling problems.     We present upper critical field data for {kappa}-(BEDT-TTF){sub 2}Cu(NCS){sub 2} with the magnetic field close to parallel and parallel to the conducting layers. We show that we can eliminate the effect of vortex dynamics in these layered materials if the layers are oriented within 0.3-inch of parallel to the applied magnetic field. Eliminating vortex effects leaves one remaining feature in the data that corresponds to the Pauli paramagnetic limit (H{sub p}). We propose a semiempirical method to calculate the H{sub p} in quasi-2D superconductors. This method takes into account the energy gap of each of the quasi-2D superconductors, which is calculated from specific-heat data, and the influence of many-body effects. The calculated Pauli paramagnetic limits are then compared to critical field data for the title compound and other organic conductors. Many of the examined quasi-2D superconductors, including the above organic superconductors and CeCoIn{sub 5}, exhibit upper critical fields that exceed their calculated H{sub p} suggesting unconventional superconductivity. We show that the high-field low-temperature state in {kappa}-(BEDT-TTF){sub 2}Cu(NCS){sub 2} is consistent with the Fulde-Ferrell-Larkin-Ovchinnikov state.

    The presentation focuses on some of the time-proven and new technologies being used to accomplish radiological work. These techniques can be applied at nuclear facilities to reduce radiation doses and protect the environment. The last reactor plants and processing facilities were shutdown and Hanford was given a new mission to put the facilities in a safe condition, decontaminate, and prepare them for decommissioning. The skills that were necessary to operate these facilities were different than the skills needed today to clean up Hanford. Workers were not familiar with many of the tools, equipment, and materials needed to accomplish:the new mission, which includes clean up of contaminated areas in and around all the facilities, recovery of reactor fuel from spent fuel pools, and the removal of millions of gallons of highly radioactive waste from 177 underground tanks. In addition, this work has to be done with a reduced number of workers and a smaller budget. At Hanford, facilities contain a myriad of radioactive isotopes that are 2048 located inside plant systems, underground tanks, and the soil. As cleanup work at Hanford began, it became obvious early that in order to get workers to apply ALARA and use hew tools and equipment to accomplish the radiological work it was necessary to plan the work in advance and get radiological control and/or ALARA committee personnel involved early in the planning process. Emphasis was placed on applying,ALARA techniques to reduce dose, limit contamination spread and minimize the amount of radioactive waste generated. Progress on the cleanup has,b6en steady and Hanford workers have learned to use different types of engineered controls and ALARA techniques to perform radiological work. The purpose of this presentation is to share the lessons learned on how Hanford is accomplishing radiological work.

Other sessions in this course address the destructive and nondestructive measurement of nuclear material, together with the inherent limitations in those measurements. The bottom line is that measurement errors are a fact of life and, since we can`t eliminate them, we have to find a rational way to deal with them. Which leads to the world of statistics. Beyond dealing with measurement errors, another area of statistical application involves the sampling of items for verification. Inspectors from the IAEA and domestic regulatory agencies periodically visit operating facilities and make measurements of selected items. By comparing their own measured values to those declared by the facilities, increased confidence is obtained. If verification measurements were not expensive, time consuming, and disruptive to operations, perhaps verification of 100% of the inventories would be desirable. In reality, many constraints lead to inspection of only a portion of those inventories. Drawing inferences about a larger ``population`` of declared items in a facility based on verification information obtained from a sample of those items is a statistical problem. There are few texts on statistics in safeguards. The lengthy exposition ``IAEA Safeguards: Statistical Concepts and Techniques`` and the US NRC book edited by Bowen and Bennet are two good sources of general information. In the next section, the subject of measurement quality is addressed. The third section covers the evaluation of MUFs, and discusses the related subjects of error propagation and sequential analysis. The final section covers verification, inspection sample size calculations, and the D statistic. The text is written at an elementary level, with references to the safeguards literature for more detailed treatment.
