    We present the design of an instrument capable of measuring the high energy ($>$60 MeV) muon-induced neutron flux deep underground. The instrument is based on applying the Gd-loaded liquid-scintillator technique to measure the rate of high-energy neutrons underground based on the neutron multiplicity induced in a Pb target. We present design studies based on Monte Carlo simulations that show that an apparatus consisting of a Pb target of 200 cm by 200 cm area by 60 cm thickness covered by a 60 cm thick Gd-loaded liquid scintillator (0.5% Gd content) detector could measure, at a depth of 2000 meters of water equivalent, a rate of $70\\pm8$ (stat) events/year. Based on these studies, we also discuss the benefits of using a neutron multiplicity meter as a component of active shielding in such experiments.

One plate has a planar surface area, and the other a recessed surface area defined by periphery and central lips. When the two plates are positioned in adjacent contacting relationship, a valve chamber is formed between the planar surface area and the recessed surface area. Fluid is introduced into the chamber and exits therefrom when a deformation occurs at positions where they no longer form a valve seat. This permits the metering of fluids at high pressures and at slow variable rates. Fluid then exits from the chamber until an applied external force becomes large enough to bring the valve seats back into contact.

    Deep-sea corals are found on hard substrates on seamounts and continental margins world-wide at depths of 300 to {approx}3000 meters. Deep-sea coral communities are hotspots of deep ocean biomass and biodiversity, providing critical habitat for fish and invertebrates. Newly applied radiocarbon age date from the deep water proteinaceous corals Gerardia sp. and Leiopathes glaberrima show that radial growth rates are as low as 4 to 35 {micro}m yr{sup -1} and that individual colony longevities are on the order of thousands of years. The management and conservation of deep sea coral communities is challenged by their commercial harvest for the jewelry trade and damage caused by deep water fishing practices. In light of their unusual longevity, a better understanding of deep sea coral ecology and their interrelationships with associated benthic communities is needed to inform coherent international conservation strategies for these important deep-sea ecosystems.

    Research was completed at Savannah River National Laboratory (SRNL) to investigate processes related to the blending of radioactive, liquid waste, salt solutions in 4920 cubic meter, 25.9 meter diameter storage tanks. One process was the blending of large salt solution batches (up to 1135 - 3028 cubic meters), using submerged centrifugal pumps. A second process was the disturbance of a settled layer of solids, or sludge, on the tank bottom. And a third investigated process was the settling rate of sludge solids if suspended into slurries by the blending pump. To investigate these processes, experiments, CFD models (computational fluid dynamics), and theory were applied. Experiments were performed using simulated, non-radioactive, salt solutions referred to as supernates, and a layer of settled solids referred to as sludge. Blending experiments were performed in a 2.44 meter diameter pilot scale tank, and flow rate measurements and settling tests were performed at both pilot scale and full scale. A summary of the research is presented here to demonstrate the adage that, 'One good experiment fixes a lot of good theory'. Experimental testing was required to benchmark CFD models, or the models would have been incorrectly used. In fact, CFD safety factors were established by this research to predict full-scale blending performance. CFD models were used to determine pump design requirements, predict blending times, and cut costs several million dollars by reducing the number of required blending pumps. This research contributed to DOE missions to permanently close the remaining 47 of 51 SRS waste storage tanks. (authors)

    In Einstein's general relativity theory the metric component gxx in the direction of motion (x-direction) of the sun deviates from unity due to a tensor potential caused by the black hole existing around the center of the galaxy. Because the solar system is orbiting around the galactic center at 200 km/s, the theory shows that the Newtonian gravitational potential due to the sun is not quite radial. At the present time, the ecliptic plane is almost perpendicular to the galactic plane, consistent with this modification of the Newtonian gravitational force. The ecliptic plane is assumed to maintain this orientation in the galactic space as it orbits around the galactic center, but the rotational angular momentum of the earth around its own axis can be assumed to be conserved. The earth is between the sun and the galactic center at the summer solstice all the time. As a consequence, the rotational axis of the earth would be parallel to the axis of the orbital rotation of the earth 15 million years ago, if the solar system has been orbiting around the galactic center at 200 km/s. The present theory concludes that the earth did not have seasons 15 million years ago. Therefore, the water on the earth was accumulated near the poles as ice and the sea level was very low. Geological evidence exists that confirms this effect. The resulting global ice-melting started 15 million years ago and is ending now.

    Savannah River National Laboratory (SRNL) found that the dispersion numbers for the six combinations of CSSX:Next Generation Solvent (NGS) ďblendĒ and pure NGS versus salt solution, caustic wash, and strip aqueous solutions are all good. The dispersion numbers are indications of processability with centrifugal contactors. A comparison of solvent physical and thermal properties shows that the Intekô solvent flow meter in the plant has a reading biased high versus calibrated flow when NGS is used, versus the standard CSSX solvent. The flow meter, calibrated for CSSX solvent, is predicted to read 2.8 gpm of NGS in a case where the true flow of NGS is 2.16 gpm.

    Stellar occultations observed by the Cassini Ultraviolet Imaging Spectrograph reveal the presence of transparent holes a few meters to a few tens of meters in radial extent in otherwise optically thick regions of the C ring and the Cassini Division. We attribute the holes to gravitational disturbances generated by a population of {approx}10 m boulders in the rings that is intermediate in size between the background ring particle size distribution and the previously observed {approx}100 m propeller moonlets in the A ring. The size distribution of these boulders is described by a shallower power-law than the one that describes the ring particle size distribution. The number and size distribution of these boulders could be explained by limited accretion processes deep within Saturn's Roche zone.

We highlight, in particular, the meaning of the imaginary part of the weak values, and show how it can be measured directly on equal footing with the real part of the weak value. We present compact expressions for the weak value of single qubit observables and of product observables on qubit pairs. Experimental studies of the results are suggested with cold trapped ions.

    The Long Island Power Authority (LIPA) Smart Meter Pilots provided invaluable information and experience for future deployments of Advanced Metering Infrastructure (AMI), including the deployment planned as part of LIPA‚??s Smart Grid Demonstration Project (DE-OE0000220). LIPA will incorporate lessons learned from this pilot in future deployments, including lessons relating to equipment performance specifications and testing, as well as equipment deployment and tracking issues. LIPA ultimately deployed three AMI technologies instead of the two that were originally contemplated. This enabled LIPA to evaluate multiple systems in field conditions with a relatively small number of meter installations. LIPA experienced a number of equipment and software issues that it did not anticipate, including issues relating to equipment integration, ability to upgrade firmware and software ‚??over the air‚?Ě (as opposed to physically interacting with every meter), and logistical challenges associated with tracking inventory and upgrade status of deployed meters. In addition to evaluating the technology, LIPA also piloted new Time-of-Use (TOU) rates to assess customer acceptance of time-differentiated pricing and to evaluate whether customers would respond by adjusting their activities from peak to non-peak periods. LIPA developed a marketing program to educate customers who received AMI in the pilot areas and to seek voluntary participation in TOU pricing. LIPA also guaranteed participating customers that, for their initial year on the rates, their electricity costs under the TOU rate would not exceed the amount they would have paid under the flat rates they would otherwise enjoy. 62 residential customers chose to participate in the TOU rates, and every one of them saved money during the first year. 61 of them also elected to stay on the TOU rate ‚?? without the cost guarantee ‚?? at the end of that year. The customer who chose not to continue on the rate was also the one who achieved the greatest savings. However, after the first year, the customer in question installed equipment that would have made TOU rates a more costly option than the residential flat rate. During the second year, all but one customer saved money. That customer increased usage during peak hours, and as a result saw an increase in annual costs (as compared to the flat rate) of $24.17. The results were less clear for commercial customers, which LIPA attributes to rate design issues that it will take into account for future deployments. LIPA views this pilot as a complete success. Not only is LIPA better prepared for a larger deployment of AMI, but it is confident that residential customers will accept AMI and TOU rates and shift their energy consumption from peak to non-peak periods in response to pricing. On a larger scale, this will benefit LIPA and all of its customers by potentially lowering peak demand when energy costs are highest.

One or more meters are imaged by a video camera and the video signal is digitized. Then, each region of the digital image which corresponds to the indicator of the meter is calibrated and the video signal is analyzed to determine the value indicated by each meter indicator. Finally, from the value indicated by each meter indicator in the calibrated region, a meter reading is generated. The method and system offer the advantages of automatic data collection in a relatively non-intrusive manner without making any complicated or expensive electronic connections, and without requiring intensive manpower.

    Orifice meter measurement with a chart recorder has been a standard in the petroleum industry for years. The meter consists of the plate/tube and recorder, requires minimal maintenance and can accurately measure a wide range of flow rates. It must be routinely tested to ensure sustained accuracy. The orifice meter measures differential pressure, static pressure, and temperature. However, the accuracy of the measurement is only as good as the calibration devices used in the test. A typical meter test consists of meter calibration, orifice plate inspection, quality of gas tests, and documentation (test report) to verify the data. Detailed descriptions of the 2-meter survey method and equipment design can be found in Coolbaugh et al. (2007) and Sladek et al. (2007), and are summarized here. The survey method was devised to measure temperature as far below the zone of solar influence as possible, have minimal equilibration time, and yet be portable enough to fit on the back of an all-terrain vehicle (ATV); Figure 2). This method utilizes a direct push technology (DPT) technique where 2.3 m long, 0.54Ē outer diameter hollow steel rods are pounded into the ground using a demolition hammer. Resistance temperature devices (RTD) are then inserted into the rods at 2-meter depths, and allowed to equilibrate for one hour. The temperatures are then measured and recorded, the rods pulled out of the ground, and re-used at future sites. Usually multiple rods are planted over the course of an hour, and then the sampler returns back to the first station, measures the temperatures, pulls the rods, and so on, to eliminate waiting time. At Wagon Wheel Gap, 32 rods were planted around the hot springs between June 20 and July 1, 2012. The purpose was to determine the direction of a possible upflow fault or other structure. Temperatures at 1.5m and 2m depths were measured and recorded in the attribute table of this point shapefile. Several anomalous temperatures suggest that outflow is coming from a ~N60W striking fault or shear zone that contains the quartz-fluorite-barite veins of the adjacent patented mining claims. It should be noted that temperatures at 2m depth vary according to the amount of solar heating from above, as well as possible geothermal heating from below.     We investigated the accuracy limitation of a wavelength meter installed in a vacuum chamber to enable us to develop a highly accurate meter based on a Michelson interferometer in 1550 nm optical communication bands. We found that an error of parts per million order could not be avoided using famous wavelength compensation equations. Chromatic dispersion of the refractive index in air can almost be disregarded when a 1560 nm wavelength produced by a rubidium (Rb) stabilized distributed feedback (DFB) diode laser is used as a reference wavelength. We describe a novel dual-wavelength self-calibration scheme that maintains high accuracy of the wavelength meter. The method uses the fundamental and second-harmonic wavelengths of an Rb-stabilized DFB diode laser. Consequently, a highly accurate Michelson type wavelength meter with an absolute accuracy of 5x10{sup -8} (10 MHz, 0.08 pm) over a wide wavelength range including optical communication bands was achieved without the need for a vacuum chamber.

    In 1969 concerns were raised regarding the validity of the orifice meter`s coefficient of discharge uncertainty. An effort to resolve these concerns resulted in an internationally supported research project which produced a new sharp-edged concentric orifice meter empirical database and coefficient of discharge equation. However, the new empirical database and coefficient of discharge equation did not account for all of the differences being encountered in orifice metering. And in 1986, as a derivative of the coefficient of discharge equation research, questions were raised regarding the influences of installation effects on the orifice meter`s coefficient of discharge. The 1986 EC research data indicated that the flow conditioner and straight pipe installation requirements of the flow measurement standards were inadequate to prevent biasing of the orifice meter`s coefficient of discharge by flow disturbances generated from upstream piping elements. Data generated from 1990 through 1993 by GRI sponsored SWRI and NIST research confirmed the original EC biasing and further identified differential pressure tap radial position sensitivity and velocity profile and swirl angle theory deficiencies. Current research is continuing to define installation effects influences and identify possible solutions.

    Many construction methods have been developed to create hydraulic barriers to depths of 30 to 50 meters, but few have been proposed for depths on the order of 500 meters. For these deep hydraulic barriers, most methods are potentially feasible for soil but not for hard rock. In the course of researching methods of isolating large subterranean blocks of oil shale, the authors have developed a wax thermal permeation method for constructing hydraulic barriers in rock to depths of over 500 meters in competent or even fractured rock as well as soil. The technology is similar to freeze wall methods, but produces a permanent barrier; and is potentially applicable in both dry and water saturated formations. Like freeze wall barriers, the wax thermal permeation method utilizes a large number of vertical or horizontal boreholes around the perimeter to be contained. However, instead of cooling the boreholes, they are heated. After heating these boreholes, a specially formulated molten wax based grout is pumped into the boreholes where it seals fractures and also permeates radially outward to form a series of columns of wax-impregnated rock. Rows of overlapping columns can then form a durable hydraulic barrier. These barriers can also be angled above a geologic repository to help prevent influx of water due to atypical rainfall events. Applications of the technique to constructing containment structures around existing shallow waste burial sites and water shutoff for mining are also described. (authors)

    Compromises attributable to the Advanced Persistent Threat (APT) highlight the necessity for constant vigilance. The APT provides a new perspective on security metrics (e.g., statistics based cyber security) and quantitative risk assessments. We consider design principals and models/tools that provide high assurance for energy delivery systems (EDS) operations regardless of the state of compromise. Cryptographic keys must be securely exchanged, then held and protected on either end of a communications link. This is challenging for a utility with numerous substations that must secure the intelligent electronic devices (IEDs) that may comprise complex control system of systems. For example, distribution and management of keys among the millions of intelligent meters within the Advanced Metering Infrastructure (AMI) is being implemented as part of the National Smart Grid initiative. Without a means for a secure cryptographic key management system (CKMS) no cryptographic solution can be widely deployed to protect the EDS infrastructure from cyber-attack. We consider 1) how security modeling is applied to key management and cyber security concerns on a continuous basis from design through operation, 2) how trusted models and key management architectures greatly impact failure scenarios, and 3) how hardware-enabled trust is a critical element to detecting, surviving, and recovering from attack.

    We propose a realization of a charge parity meter based on two double quantum dots alongside a quantum point contact. Such a device is a specific example of the general class of mesoscopic quadratic quantum measurement detectors previously investigated by Mao et al. [Phys. Rev. Lett. 93, 056803 (2004)]. Our setup accomplishes entangled state preparation by a current measurement alone, and allows the qubits to be effectively decoupled by pinching off the parity meter. Two applications of the parity meter are discussed: the measurement of Bell's inequality in charge qubits and the realization of a controlled NOT gate.

The research further yielded more accurate orifice-meter discharge coefficient equations (at Reynolds numbers greater than 4,000,000) than current equations of the International Standards Organization (ISO) and the American Petroleum Institute (API). These are partial findings of a major study conducted by Chevron Oil Field Research Co. at its Venice, La., calibration facility.

    A count-rate compensating circuit is provided which may be used in a portable Geiger-Mueller (G-M) survey meter to ideally compensate for counting loss errors in the G-M tube detector. In a G-M survey meter, wherein the pulse rate from the G-M tube is converted into a pulse rate current applied to a current meter calibrated to indicate dose rate, the compensated circuit generates and controls a reference voltage in response to the rate of pulses from the detector. This reference voltage is gated to the current-generating circuit at a rate identical to the rate of pulses coming from the detector so that the current flowing through the meter is varied in accordance with both the frequency and amplitude of the reference voltage pulses applied thereto so that the count rate is compensated ideally to indicate a true count rate within 1% up to a 50% duty cycle for the detector. A positive feedback circuit is used to control the reference voltage so that the meter output tracks true count rate indicative of the radiation dose rate.

    Smart Metering is a concept that allows to collect fine-grained consumption profiles from customers by replacing traditional electricity meters with Smart Meters in customers' households. The recorded consumption profile is the basis for the calculation of time-dependent tariffs but also allows deduction of the inhabitant's personal schedules and habits. The current reporting of such consumption profiles only protects this data from 3rd parties but falls short to protect the customer's privacy from illegitimate abuse by the supplier itself. We propose a privacy-preserving profile reporting protocol that enables billing for time-dependent tariffs without disclosing the actual data of the consumption profile to the supplier. Our approach relies on a zero-knowledge proof based on Pedersen Commitments performed by a plug-in privacy component that is put into the communication link between Smart Meter and supplier's back-end systems and requires no change to Smart Meter hardware and only little change to the softw...

    State utility commissions and utilities themselves are actively developing and revising their procedures for the interconnection and net metering of distributed generation. However, the procedures most often used by regulators and utilities as models have not been updated in the past three years, in which time most of the distributed solar facilities in the United States have been installed. In that period, the Interstate Renewable Energy Council (IREC) has been a participant in more than thirty state utility commission rulemakings regarding interconnection and net metering of distributed generation. With the knowledge gained from this experience, IREC has updated its model procedures to incorporate current best practices. This paper presents the most significant changes made to IREC√?¬?√?¬Ę√?¬?√?¬?√?¬?√?¬?s model interconnection and net metering procedures.

    Federal mandate (EPACT 2005) requires that federal buildings install advanced electrical meters-meters capable of providing data at least daily and measuring the consumption of electricity at least hourly. This work presents selected advanced metering implementations to understand some of the existing practices related to data capture and to understand how the data is being translated into information and knowledge that can be used to improve building energy and operational performance to meet federal energy reduction mandates. This study highlights case studies to represent some of the various actions that are being taken based on the data that are being collected to improve overall energy performance of these buildings. Some of these actions include- individualized tenant billing and energy forecasting, benchmarking, identifying energy conservation measures, measurement and verification.

    In our derivation of the second law of thermodynamics from the relation of adiabatic accessibility of equilibrium states we stressed the importance of being able to scale a system's size without changing its intrinsic properties. This leaves open the question of defining the entropy of macroscopic, but unscalable systems, such as gravitating bodies or systems where surface effects are important. We show here how the problem can be overcome, in principle, with the aid of an `entropy meter'. An entropy meter can also be used to determine entropy functions for non-equilibrium states and mesoscopic systems.

    We discuss issues related to calibration of optical fiber power meters. The power readings may vary when using various types of fiber connectors, or even the same type of connectors made by different vendors. We study the connector effects by calibrating four types of optical fiber power meters using six different fiber connectors from four vendors at three wavelengths. We found variations of as much as 12% due to the different reflection properties of the detector windows, connectors, and detectors. We also compared connector measurement results with the data obtained by using open beams.

    This paper presents and discusses results from a series of computational fluid dynamics (CFD) simulations of fluid flow phenomena associated with orifice meters. These simulations were performed using a new, state-of-the-art CFD code developed at Southwest Research Institute. This code is based on new techniques designed to take advantage of parallel computers to increase computational performance and fidelity of simulation results. This algorithm uses a domain decomposition strategy to create grid systems for very complex geometries composed of simpler geometric subregions, allowing for the accurate representation of the fluid flow domain. The domain decomposition technique maps naturally to parallel computer architectures. Here, the concept of message-passing is used to create a parallel algorithm, using the Parallel Virtual Machine (PVM) library. This code is then used to simulate the flow through an orifice meter run consisting of an orifice with a beta ratio of 0.5 and air flowing at a Reynolds number of 91,100. The work discussed in this paper is but the first step in developing a Virtual Metering Research Facility to support research, analysis, and formulation of new standards for metering.

    A distribution of the meter-wave luminous objects, which are bright at frequency 74 MHz (a wavelength of 4 m) but not detectable at 1.4 GHz (21 cm) in the VLA surveys, shows a notable concentration in a scale of a few degrees toward Monoceros [(l, b)=(225, 4)]. We argue that it is a part of giant radio relics associated with a nearby cluster of galaxies with cz~2400$ km s^{-1} centered on the spiral galaxy NGC 2377. The angular separation of these objects from the clustering center is consistent with the separation of distant relics to the cluster center if scaled by distance. This fact implies that the concentrations of meter-wave luminous objects can be used as a tracer of the structure of the Local Supercluster and it's vicinity.

    End-user privacy in smart meter measurements is a well-known challenge in the smart grid. The solutions offered thus far have been tied to specific technologies such as batteries or assumptions on data usage. Existing solutions have also not quantified the loss of benefit (utility) that results from any such privacy-preserving approach. Using tools from information theory, a new framework is presented that abstracts both the privacy and the utility requirements of smart meter data. This leads to a novel privacy-utility tradeoff problem with minimal assumptions that is tractable. Specifically for a stationary Gaussian Markov model of the electricity load, it is shown that the optimal utility-and-privacy preserving solution requires filtering out frequency components that are low in power, and this approach appears to encompass most of the proposed privacy approaches.
