    As interest in community solutions to renewable energy grows, more states are beginning to develop policies that encourage properties with more than one meter to install shared renewable energy systems. State net metering policies are evolving to allow the aggregation of multiple meters on a customer���¢��������s property and to dissolve conventional geographical boundaries. This trend means net metering is expanding out of its traditional function as an enabling incentive to offset onsite customer load at a single facility. This paper analyzes community net energy metering (CNEM) as an emerging vehicle by which farmers, neighborhoods, and municipalities may more easily finance and reap the benefits of renewable energy. Specifically, it aims to compare and contrast the definition of geographical boundaries among different CNEM models and examine the benefits and limitations of each approach. As state policies begin to stretch the geographic boundaries of net metering, they allow inventive solutions to encourage renewable energy investment. This paper attempts to initiate the conversation on this emerging policy mechanism and offers recommendations for further development of these policies.

    The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

    A portable, hand-held meter used to measure direct current (DC) attenuation in low impedance electrical signal cables and signal attenuators. A DC voltage is applied to the signal input of the cable and feedback to the control circuit through the signal cable and attenuators. The control circuit adjusts the applied voltage to the cable until the feedback voltage equals the reference voltage. The "units" of applied voltage required at the cable input is the system attenuation value of the cable and attenuators, which makes this meter unique. The meter may be used to calibrate data signal cables, attenuators, and cable-attenuator assemblies.

An outer shell overlies the middle shell and comprises polyethylene loaded with tungsten. The neutron dose equivalent meter defines a channel through the outer shell, the middle shell, and the inner sphere for accepting a neutron counter tube. The outer shell is loaded with tungsten to provide neutron generation, increasing the neutron dose equivalent meter's response sensitivity above 8 MeV.

    Federal mandate (EPACT 2005) requires that federal buildings install advanced electrical meters-meters capable of providing data at least daily and measuring the consumption of electricity at least hourly. This work presents selected advanced metering implementations to understand some of the existing practices related to data capture and to understand how the data is being translated into information and knowledge that can be used to improve building energy and operational performance to meet federal energy reduction mandates. This study highlights case studies to represent some of the various actions that are being taken based on the data that are being collected to improve overall energy performance of these buildings. Some of these actions include- individualized tenant billing and energy forecasting, benchmarking, identifying energy conservation measures, measurement and verification.

    The invention comprises a metering plate which is assembled to an impingement insert for use in the nozzle of a gas turbine. The metering plate can have one or more metering holes and is used to balance the cooling flow within the nozzle. A metering plate with multiple holes reduces static pressure variations which result from the cooling airflow through the metering plate. The metering plate can be assembled to the insert before or after the insert is inserted into the nozzle.

    Measuring the flow of liquid metal presents serious challenges. Current commercially-available flow meters use ultrasonic, electromagnetic, and other technologies to measure flow, but are inadequate for liquid metal flow measurement because of the high temperatures required by most liquid metals. As a result of the reactivity and high temperatures of most liquid metals, corrosion and leakage become very serious safety concerns. The purpose of this project is to develop a flow meter for Lockheed Martin that measures the flow rate of molten metal in a conduit.

    Savannah River National Laboratory (SRNL) found that the dispersion numbers for the six combinations of CSSX:Next Generation Solvent (NGS) “blend” and pure NGS versus salt solution, caustic wash, and strip aqueous solutions are all good. The dispersion numbers are indications of processability with centrifugal contactors. A comparison of solvent physical and thermal properties shows that the Intek™ solvent flow meter in the plant has a reading biased high versus calibrated flow when NGS is used, versus the standard CSSX solvent. The flow meter, calibrated for CSSX solvent, is predicted to read 2.8 gpm of NGS in a case where the true flow of NGS is 2.16 gpm.

    Miscellaneous and electronic devices consume about one-third of the primary energy used in U.S. buildings, and their energy use is increasing faster than other end-uses. Despite the success of policies, such as Energy Star, that promote more efficient miscellaneous and electronic products, much remains to be done to address the energy use of these devices if we are to achieve our energy and carbon reduction goals. Developing efficiency strategies for these products depends on better data about their actual usage, but very few studies have collected field data on the long-term energy used by a large sample of devices due to the difficulty and expense of collecting device-level energy data. This paper describes the development of an improved method for collecting device-level energy and power data using small, relatively inexpensive wireless power meters. These meters form a mesh network based on Internet standard protocols and can form networks of hundreds of metering points in a single building. Because the meters are relatively inexpensive and do not require manual data downloading, they can be left in the field for months or years to collect long time-series energy use data. In addition to the metering technology, we also describe a field protocol used to collect comprehensive, robust data on the miscellaneous and electronic devices in a building. The paper presents sample results from several case study buildings, in which all the plug-in devices for several homes were metered, and a representative sample of several hundred plug-in devices in a commercial office building were metered for several months.

    The Institute of Gas Technology (IGT) has constructed a multi-purpose meter evaluation facility capable of testing metering technologies for high flow rate and high pressure NGV dispenser applications. The objective of IGT`s meter evaluation program, sponsored by IGT`s Sustaining Membership Program and the Gas Research Institute, is to assist the industry in evaluating the performance and accuracy of currently available flowmeters that are being used or could be applied to CNG gas dispensing. These meters are tested at various flow rates and pressures to determine their performance under NGV fueling station operating conditions and to identify the performance characteristics and limitations for each meter. The metering technologies which are being evaluated under this program include Coriolis meter, sonic nozzle meter, and turbine meter designs.

    In the framework of General Relativity we develop a method for analysis of the operation of the optical position meters in their photodetectors proper reference frames. These frames are non-inertial in general due to the action of external fluctuative forces on meters test masses, including detectors. For comparison we also perform the calculations in the laboratory (globally inertial) reference frame and demonstrate that for certain optical schemes laboratory-based analysis results in unmeasurable quantities, in contrast to the detector-based analysis. We also calculate the response of the simplest optical meters to weak plane gravitational waves and fluctuative motions of their test masses. It is demonstrated that for the round-trip meter analysis in both the transverse-traceless (TT) and local Lorentz (LL) gauges produces equal results, while for the forward-trip meter corresponding results differ in accordance with different physical assumptions (e.g. procedure of clocks synchronization) implicitly underlying the construction of the TT and LL gauges.

  11. The Impact of Rate Design and Net Metering on the Bill Savings from Distributed PV for Residential Customers in California

    Net metering has become a widespread policy in the U.S. for supporting distributed photovoltaics (PV) adoption. Though specific design details vary, net metering allows customers with PV to reduce their electric bills by offsetting their consumption with PV generation, independent of the timing of the generation relative to consumption - in effect, compensating the PV generation at retail electricity rates (Rose et al. 2009). While net metering has played an important role in jump-starting the residential PV market in the U.S., challenges to net metering policies have emerged in a number of states and contexts, and alternative compensation methods are under consideration. Moreover, one inherent feature of net metering is that the value of the utility bill savings it provides to customers with PV depends heavily on the structure of the underlying retail electricity rate, as well as on the characteristics of the customer and PV system. Consequently, the value of net metering - and the impact of moving to alternative compensation mechanisms - can vary substantially from one customer to the next. For these reasons, it is important for policymakers and others that seek to support the development of distributed PV to understand both how the bill savings varies under net metering, and how the bill savings under net metering compares to other possible compensation mechanisms. To advance this understanding, we analyze the bill savings from PV for residential customers of California's two largest electric utilities, Pacific Gas and Electric (PG&E) and Southern California Edison (SCE). The analysis is based on hourly load data from a sample of 215 residential customers located in the service territories of the two utilities, matched with simulated hourly PV production for the same time period based on data from the nearest of 73 weather stations in the state.

    This Mitigation Action Plan (MAP) focuses on mitigation commitments stated in the Supplemental Environmental Impact Statement (SEIS) and the Record of Decision (ROD) for the Naval Petroleum Reserve No. 1 (NPR-1). Specific commitments and mitigation implementation actions are listed in Appendix A-Mitigation Actions, and form the central focus of this MAP. They will be updated as needed to allow for organizational, regulatory, or policy changes. It is the intent of DOE to comply with all applicable federal, state, and local environmental, safety, and health laws and regulations. Eighty-six specific commitments were identified in the SEIS and associated ROD which pertain to continued operation of NPR-1 with petroleum production at the Maximum Efficient Rate (MER).     The U.S. Department of Energy (DOE) is required by statute and Presidential Memorandum to establish guidelines for agencies to meter their Federal buildings for energy (electricity, natural gas, and steam) and water. See 42 U.S.C. § 8253(e). DOE issued guidance in February 2006 on the installation of electric meters in Federal buildings. A recent update to the 2006 guidance accounts for more current metering practices within the Federal Government. The updated metering guidance specifies that all Federal buildings shall be considered “appropriate” for energy or water metering unless identified for potential exclusion. In developing the updated guidance to carry out the statue, Congress also directed DOE to (among other things) establish exclusions from the metering requirements based on the de minimis quantity of energy use of a Federal building, industrial process, or structure. This paper discusses the method used to identify de minimis values.

    A method and system to enable acquisition of data about an environment from one or more meters using video images. One or more meters are imaged by a video camera and the video signal is digitized. Then, each region of the digital image which corresponds to the indicator of the meter is calibrated and the video signal is analyzed to determine the value indicated by each meter indicator. Finally, from the value indicated by each meter indicator in the calibrated region, a meter reading is generated. Detailed descriptions of the 2-meter survey method and equipment design can be found in Coolbaugh et al. (2007) and Sladek et al. (2007), and are summarized here. The survey method was devised to measure temperature as far below the zone of solar influence as possible, have minimal equilibration time, and yet be portable enough to fit on the back of an all-terrain vehicle (ATV); Figure 2). This method utilizes a direct push technology (DPT) technique where 2.3 m long, 0.54” outer diameter hollow steel rods are pounded into the ground using a demolition hammer. Resistance temperature devices (RTD) are then inserted into the rods at 2-meter depths, and allowed to equilibrate for one hour. The temperatures are then measured and recorded, the rods pulled out of the ground, and re-used at future sites. Usually multiple rods are planted over the course of an hour, and then the sampler returns back to the first station, measures the temperatures, pulls the rods, and so on, to eliminate waiting time. At Wagon Wheel Gap, 32 rods were planted around the hot springs between June 20 and July 1, 2012. The purpose was to determine the direction of a possible upflow fault or other structure. Temperatures at 1.5m and 2m depths were measured and recorded in the attribute table of this point shapefile. Several anomalous temperatures suggest that outflow is coming from a ~N60W striking fault or shear zone that contains the quartz-fluorite-barite veins of the adjacent patented mining claims. It should be noted that temperatures at 2m depth vary according to the amount of solar heating from above, as well as possible geothermal heating from below.     This study investigates how economically motivated customers will use energy storage for demand charge reduction, as well as how this changes in the presence of on-site photovoltaic power generation, to investigate the possible effects of incentivizing increased quantities of behind-the-meter storage. It finds that small, short-duration batteries are most cost effective regardless of solar power levels, serving to reduce short load spikes on the order of 2.5% of peak demand. While profitable to the customer, such action is unlikely to adequately benefit the utility as may be desired, thus highlighting the need for modified utility rate structures or properly structured incentives.

    One of the newest wrinkles in efficiency in BP`s Eastern Trough Area Project (ETAP) is the system for moving multiphase oil, water and gas fluids from the Machar satellite field to the Marnock Central Processing Facility (CPF). Using water-turbine-driven multiphase pumps and multiphase flow meters, the system moves fluid with no need for a production platform. In addition, BP has designed the installation so it reduces and controls water coning, thereby increasing recoverable reserves. Both subsea multiphase booster stations (SMUBS) and meters grew out of extensive development work and experience at Framo Engineering AS (Framo) in multiphase meters and multiphase pump systems for subsea installation. Multiphase meter development began in 1990 and the first subsea multiphase meters were installed in the East Spar Project in Australia in 1996. By September 1998, the meters had been operating successfully for more than 1 year. A single multiphase meter installed in Marathon`s West Brae Project has also successfully operated for more than 1 year. Subsea meters for ETAP were installed and began operating in July 1998.

    This release is an update and expansion of the information provided in Release 1.0 of the Metering Best Practice Guide that was issued in October 2007. This release, as was the previous release, was developed under the direction of the U.S. Department of Energy's Federal Energy Management Program (FEMP). The mission of FEMP is to facilitate the Federal Government's implementation of sound cost-effective energy management and investment practices to enhance the nation's energy security and environmental stewardship. Each of these activities is directly related to achieving requirements set forth in the Energy Policy Acts of 1992 and 2005, the Energy Independence and Security Act (EISA) of 2007, and the goals that have been established in Executive Orders 13423 and 13514 - and also those practices that are inherent in sound management of Federal financial and personnel resources.

    A new, dual-purpose device for turbine meters, which functions as a traditional signal preamplifier and accomplishes real-time performance diagnostics, is now available. This smart preamplifier (patent pending) utilizes high speed microprocessor technology to continuously monitor and analyze the rotation of a turbine meter rotor. Continuous monitoring allows the device to detect rotational anomalies that can lead to erroneous measurements as they occur. The smart preamplifier works on liquid or gas turbine meters that use a variable reluctance pickup coil for signal generation. This paper will discuss the technology and capabilities of the smart preamplifier. To simplify this discussion, it is assumed that the signal generated will be via a non-rimmed rotor. Thus, the term ``blade`` is used throughout. However, all discussions relevant to signal generation are also true for a rimmed rotor using either buttons or slots for signal generation.

  5. CHARACTERIZATION OF H CANYON CONDUCTIVITY METER INDICATIONS WITH ELEVATED URANIUM IN NITRIC ACID

    Solution conductivity data from the 1CU conductivity meter in H-Canyon shows that uranium concentration in the 0 to 30 gram per liter (g/L) range has no statistically significant effect on the calibration of free nitric acid measurement. Based on these results, no additional actions are needed on the 1CU Conductivity Meter prior to or during the processing of uranium solutions in the 0 to 30 g/L range. A model based only on free nitric acid concentration is shown to be appropriate for explaining the data. Data uncertainties for the free acid measurement of uranium-bearing solutions are 8.5% or less at 95% confidence. The analytical uncertainty for calibrating solutions is an order of magnitude smaller only when uranium is not present, allowing use of a more accurate analytical procedure. Literature work shows that at a free nitric acid level of 0.33 M, uranium concentration of 30 g/L and 25 C, solution conductivity is 96.4% of that of a uranium-free solution. The level of uncertainties in the literature data and its fitting equation do not justify calibration changes based on this small depression in solution conductivity. This work supports preparation of H-Canyon processing of Super Kukla fuel; however, the results will be applicable to the processing of any similar concentration uranium and nitric acid solution. Super Kukla fuel processing will increase the uranium concentration above the nominal zero to 10 g/L level, though not above 30 g/L. This work examined free nitric acid levels ranging from 0.18 to 0.52 molar. Temperature ranged from 27.9 to 28.3 C during conductivity testing. The data indicates that sequential order of measurement is not a significant factor. The conductivity meter was thus flushed effectively between measurements as desired.

    The results of tests evaluating the electric switching portion of the EDD-7 Electric Charge Point Meter (ECPM) are presented. The ECPM is a modified parking meter that allows the purchase of 120 or 240 volt electric power. The ECPM is designed to make electricity available at any vehicle parking location. The test results indicate that the ECPM operated without failure thru a series of over current and ground fault tests at three different test temperatures. The magnitude of current required to trip the over current protection circuitry varied with temperature while the performance of the ground fault interruption circuitry did not change significantly with the test temperature.

    A number of policies have been used historically in order to stimulate the growth of the renewable electricity sector. This paper examines four of these policy instruments: competitive tendering, sometimes called renewable electricity auctions, feed-in tariffs, net metering and net billing, and tradable renewable energy certificates. In recent years, however, a number of changes to both market circumstances and to policy priorities have resulted in numerous policy innovations, including the emergence of policy hybrids. With no common language for these evolving policy mechanisms, policymakers have generally continued to use the same traditional policy labels, occasionally generating confusion as many of these new policies no longer look, or act, like their traditional predecessors. In reviewing these changes, this paper makes two separate but related claims: first, policy labels themselves are breaking down and evolving. As a result, policy comparisons that rely on the conventional labels may no longer be appropriate, or advisable. Second, as policymakers continue to adapt, we are in effect witnessing the emergence of the next generation of renewable electricity policies, a change that could have significant impacts on investment, as well as on market growth in both developed and developing countries.

    In response to public interest in customer-sited distributed solar photovoltaics (PV), state and local policymakers have implemented policy initiatives with the goal of encouraging private investment and building a robust PV market. Policymakers face challenges, including limited budgets and incomplete information about the effectiveness of the various policy options in their specific situation, in crafting and executing policy that supports market development goals. Recent work investigated the effect of the order in which policies are implemented (referred to as 'policy stacking') and the presence of low-cost enabling policies, such as interconnection standards and net metering, can have on the success of states in promoting PV markets. Findings indicate that implementation of interconnection standards and policy related to the valuation of excess electricity (e.g., net metering), along with indicators of long term government support for a solar PV market (e.g., RPS) and a non-policy determinant (population), explain about 70% of the variation among states in new PV capacity. This paper builds on that research to determine the most effective policy strategies for different types of states, as determined by their physical, demographic and macroeconomic context. A number of researchers have investigated the effectiveness of state-level policy using various statistical methods to determine relationships between installed solar PV projects and policy initiatives. In this study, the grouping of states by non-policy factors adds dimension to these analyses by identifying how policies function in different non-policy environments.

    The development of contactless flow meters is an important issue for monitoring and controlling of processes in different application fields, like metallurgy, liquid metal casting, or cooling systems for nuclear reactors and transmutation machines. Shercliff described in his book “The Theory of Electromagnetic Flow Measurement, Cambridge University Press, 1962” a simple and robust device for contact-less measurements of liquid metal flow rates which is known as magnetic flywheel. The sensor consists of several permanent magnets attached on a rotatable soft iron plate. This arrangement will be placed closely to the liquid metal flow to be measured, so that the field of the permanent magnets penetrates into the fluid volume. The flywheel will be accelerated by a Lorentz force arising from the interaction between the magnetic field and the moving liquid. Steady rotation rates of the flywheel can be taken as a measure for the mean flow rate inside the fluid channel. The present paper provides a detailed theoretical description of the sensor in order to gain a better insight into the functional principle of the magnetic flywheel. Theoretical predictions are confirmed by corresponding laboratory experiments. For that purpose, a laboratory model of such a flow meter was built and tested on a GaInSn-loop under various test conditions.

    Periodic well flow testing is necessary to monitor well and reservoir performance over time to optimize decisions on well production rates and new well requirements through improved reservoir models, to determine the timing of well workovers, and to identify when wells become uneconomical to produce. A dedicated test separator' conventionally is used to meter individual wells. Fluids from a well are separated into the three component phases (oil, gas, and water) in a large vessel, and the flow rate of each phase is measured on the respective outlet lines from the vessel. The same method currently is used for subsea satellite developments by providing a dedicated test pipeline' from the subsea field to carry a selected well's production to a test separator for metering on the host platform. The capital cost of these systems rises rapidly with distance. Greater distances between the wellhead and flow test system increase the cost of the test pipeline and require larger and hence more expensive slug catchers and risers. Clearly, a subsea-based well-test system could result in large capital cost savings by eliminating the need for conventional test systems. This paper tracks the development of one subsea well test system from conception to field testing on the Tartan. A platform in the North Sea. This work defines the design requirements of the system, reviews system development and fabrication, describes modifications made as a result of initial field tests, and reports the results of topside tests completed through Dec. 1990.

    The present study concentrates on the identification of a parameters affecting the metering accuracy in Natural Gas Vehicle (NGV) fueling stations. The results of an on-site monitoring program designed to establish the effect of vibrations and pressure pulsations on the operation of mass flow and rotary positive displacement meters are presented. It is established that pressure fluctuations due to mean flow pulsations are weak in the immediate vicinity of the meters and, based on available experimental results, are not expected to have any impact on meter accuracy. However, vibrations in the operating environment of coriolis mass flow meters are shown to have potentially strong influence on their accuracy. Also, an analysis of available experimental data is performed to identify the source of instabilities observed in the output signal of coriolis mass flow meters. It is shown that such instabilities could be the result of hydrodynamic phenomena that need to be studied further.

    Well ER-12-3 was drilled for the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office, in support of the Nevada Environmental Restoration Project at the Nevada Test Site, Nye County, Nevada. The well was drilled in March and April 2005 as part of a hydrogeologic investigation program for the Rainier Mesa-Shoshone Mountain Corrective Action Unit. The overall purpose of the well was to gather subsurface data to better characterize the hydrogeology of central Rainier Mesa, especially in the older Tertiary volcanic rocks and Paleozoic sedimentary rocks. The main 47.0-centimeter hole was drilled to a depth of 799.2 meters and cased with 33.97-centimeter casing to 743.1 meters. The hole diameter was then decreased to 31.1 centimeters, and the well was drilled to a total depth of 1,496.0 meters. The completion string consisted of 13.97-centimeter stainless steel casing, with two slotted intervals open to the lower carbonate aquifer, suspended from 19.37-centimeter carbon steel casing. A piezometer string was installed outside the 33.97-centimeter casing to a depth of 467.1 meters to monitor a zone of perched water within the Tertiary volcanic section. Data gathered during and shortly after hole construction include composite drill cuttings samples collected every 3 meters (extra cuttings samples were collected from the Paleozoic rocks for paleontological analyses), sidewall core samples from 35 depths, various geophysical logs, and water level measurements. These data indicate that the well penetrated 674.2 meters of Tertiary volcanic rocks and 821.7 meters of Paleozoic dolomite and limestone. Forty-nine days after the well was completed, but prior to well development and testing, the water level inside the main hole was tagged at the depth of 949.1 meters, and the water level inside the piezometer string was tagged at 379.9 meters.

    It is conjectured that the world-volume action of a probe D3-brane in an $AdS_5 \\times S^5$ background of type IIB superstring theory, with one unit of flux, can be reinterpreted as the exact effective action (or highly effective action) for U(2), ${\\cal N} = 4$ super Yang-Mills theory on the Coulomb branch. An analogous conjecture for $U(2)_k \\times U(2)_{-k} $ ABJM theory is also presented. The main evidence supporting these conjectures is that the brane actions have all of the expected symmetries and dualities. Highly effective actions have general coordinate invariance, even though they describe nongravitational theories.

  14. Uncertainty Analysis for a Virtual Flow Meter Using an Air-Handling Unit Chilled Water Valve

    A virtual water flow meter is developed that uses the chilled water control valve on an air-handling unit as a measurement device. The flow rate of water through the valve is calculated using the differential pressure across the valve and its associated coil, the valve command, and an empirically determined valve characteristic curve. Thus, the probability of error in the measurements is significantly greater than for conventionally manufactured flow meters. In this paper, mathematical models are developed and used to conduct uncertainty analysis for the virtual flow meter, and the results from the virtual meter are compared to measurements made with an ultrasonic flow meter. Theoretical uncertainty analysis shows that the total uncertainty in flow rates from the virtual flow meter is 1.46% with 95% confidence; comparison of virtual flow meter results with measurements from an ultrasonic flow meter yielded anuncertainty of 1.46% with 99% confidence. The comparable results from the theoretical uncertainty analysis and empirical comparison with the ultrasonic flow meter corroborate each other, and tend to validate the approach to computationally estimating uncertainty for virtual sensors introduced in this study.

    With the rollout of smart metering infrastructure at scale, demand-response (DR) programs may now be tailored based on users' consumption patterns as mined from sensed data. For issuing DR events it is key to understand the inter-temporal consumption dynamics as to appropriately segment the user population. We propose to infer occupancy states from consumption time series data using a hidden Markov model framework. Occupancy is characterized in this model by 1) magnitude, 2) duration, and 3) variability. We show that users may be grouped according to their consumption patterns into groups that exhibit qualitatively different dynamics that may be exploited for program enrollment purposes. We investigate empirically the information that residential energy consumers' temporal energy demand patterns characterized by these three dimensions may convey about their demographic, household, and appliance stock characteristics. Our analysis shows that temporal patterns in the user's consumption data can predict with good accuracy certain user characteristics. We use this framework to argue that there is a large degree of individual predictability in user consumption at a population level.

    An ash level meter for a fixed-bed coal gasifier is provided which utilizes the known ash level temperature profile to monitor the ash bed level. A bed stirrer which travels up and down through the extent of the bed ash level is modified by installing thermocouples to measure the bed temperature as the stirrer travels through the stirring cycle. The temperature measurement signals are transmitted to an electronic signal process system by an FM/FM telemetry system. The processing system uses the temperature signals together with an analog stirrer position signal, taken from a position transducer disposed to measure the stirrer position to compute the vertical location of the ash zone upper boundary. The circuit determines the fraction of each total stirrer cycle time the stirrer-derived bed temperature is below a selected set point, multiplies this fraction by the average stirrer signal level, multiplies this result by an appropriate constant and adds another constant such that a 1 to 5 volt signal from the processor corresponds to a 0 to 30 inch span of the ash upper boundary level. Three individual counters in the processor store clock counts that are representative of: (1) the time the stirrer temperature is below the set point (500.degree. F.), (2) the time duration of the corresponding stirrer travel cycle, and (3) the corresponding average stirrer vertical position. The inputs to all three counters are disconnected during any period that the stirrer is stopped, eliminating corruption of the measurement by stirrer stoppage.

    The speed meter concept has been identified as a technique that can potentially provide laser-interferometric measurements at a sensitivity level which surpasses the Standard Quantum Limit (SQL) over a broad frequency range. As with other sub-SQL measurement techniques, losses play a central role in speed meter interferometers and they ultimately determine the quantum noise limited sensitivity that can be achieved. So far in the literature, the quantum noise limited sensitivity has only been derived for lossless or lossy cases using certain approximations (for instance that the arm cavity round trip loss is small compared to the arm cavity mirror transmission). In this article we present a generalised, analytical treatment of losses in speed meters that allows accurate calculation of the quantum noise limited sensitivity of Sagnac speed meters with arm cavities. In addition, our analysis allows us to take into account potential imperfections in the interferometer such as an asymmetric beam splitter or differences of the reflectivities of the two arm cavity input mirrors. Finally,we use the examples of the proof-of-concept Sagnac speed meter currently under construction in Glasgow and a potential implementation of a Sagnac speed meter in the Einstein Telescope (ET) to illustrate how our findings affect Sagnac speed meters with meter- and kilometre-long baselines.

    This Technical Annex documents the assumptions and parameters used in developing the supporting analysis for the Climate Change Action Plan (the Plan) issued by President Clinton on October 19, 1993. The Annex is intended to meet the needs of independent energy and environmental analysts who wish to better understand the Plan, its analytical underpinnings, and the events that need to transpire for the emissions reductions called for in the Plan to be realized. The Plan documented in this Annex reflects the outcome of a wide-ranging effort by Government agencies and interested members of the public to develop and implement actions that can reduce net greenhouse gas emissions in the year 2000 to their aggregate 1990 level. Based on agency and public input, the Climate Change Mitigation Group, chaired by the White House Office on Environmental Policy, developed the Plan`s content. Many of the actions called for in the Plan are now underway, while others are in advanced planning pending congressional action on the fiscal year 1995 budget. The analysis supporting the Plan represents the results of an interagency effort. The US Department of Energy (DOE) was responsible for the integrated analysis of energy-related options, based on the analysis of individual energy-related options by DOE, the US Environmental Protection Agency (EPA), and the US Department of Transportation (DOT). EPA led in providing analysis for actions related to methane, hydrofluorocarbons, and perfluorocarbons. The US Department of Agriculture (USDA) led the analysis of carbon sequestration actions and cooperated with EPA in the analysis of actions to reduce nitrous oxide emissions.

    The report presents a summary of international perceptions and beliefs about US nuclear policy, focusing on four countries--China, Iran, Pakistan and Germany--chosen because they span the spectrum of states with which the United States has relationships. A paradox is pointed out: that although the goal of US nuclear policy is to make the United States and its allies safer through a policy of deterrence, international perceptions of US nuclear policy may actually be making the US less safe by eroding its soft power and global leadership position. Broadly held perceptions include a pattern of US hypocrisy and double standards--one set for the US and its allies, and another set for all others. Importantly, the US nuclear posture is not seen in a vacuum, but as one piece of the United States behavior on the world stage. Because of this, the potential direct side effects of any negative international perceptions of US nuclear policy can be somewhat mitigated, dependent on other US policies and actions. The more indirect and long term relation of US nuclear policy to US international reputation and soft power, however, matters immensely to successful multilateral and proactive engagement on other pressing global issues.

    The cleanup of contaminated sites can be expedited by using interim response actions in accordance with the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended, and the National Oil and Hazardous Substances Pollution Contingency Plan (NCP). In fact, a major portion of some Superfund sites can be cleaned up using interim actions. For CERCLA sites being remediated by the US Department of Energy (DOE), such actions must also comply with the National Environmental Policy Act (NEPA) because the DOE has established a policy for integrating CERCLA and NEPA requirements. A strategy for the integrated documentation with implementation of interim actions has been applied successfully at the Weldon Spring site, and major cleanup projects are currently underway. This paper discusses some of the issues associated with integrating CERCLA and NEPA for interim actions and summarizes those actions that have been identified for the Weldon Spring site.

    This document contains planned actions to correct the deficiencies identified in the Pre-Tiger Team Self-Assessment (PTTSA), January 1991, of Sandia National Laboratories (SNL -- Albuquerque, New Mexico; Tonopah, Nevada; and Kauai, Hawaii). The Self-Assessment was conducted by a Self-Assessment Working Group consisting of 19 department managers, with support from Environment, Safety, and Health (ES H) professionals, from October through December 1990. Findings from other past audits, dating back to 1985, were reviewed and compared with the PTTSA findings to determine if additional findings, key findings, or root causes were warranted. The resulting ES H Action Plan and individual planned actions were prepared by the ES H Action Plan Project Group with assistance from the Program owners/authors during February and March 1991. The plan was reviewed by SNL Management in April 1991. This document serves as a planning instrument for the Laboratories to aid in the scoping and sizing of activities related to ES H compliance for the coming five years. It will be modified as required to ensure a workload/funding balance and to address the findings resulting from the Tiger Team assessment at SNL, Albuquerque. The process of producing this document has served well to prepare SNL, Albuquerque, for the coming task of producing the required post-Tiger Team action plan document. 8 tabs.

    Local level actions are crucial for achieving energy-saving and greenhouse gas emission reduction targets. Yet it is challenging to implement new policies and actions due to a lack of information, funding, and capacity. This is particularly the case in developing countries such as China. Even though national energy intensity and carbon intensity targets have been set, most local governments do not have the knowledge regarding actions to achieve the targets, the cost-effectiveness of policies, the possible impact of policies, or how to design and implement a climate action plan. This paper describes a guidebook that was developed to motivate and provide local governments in China with information to create an action plan to tackle climate change and increase energy efficiency. It provides a simple step-by-step description of how action plans can be established and essential elements to be included - from preparing a GHG emission inventory to implementation of the plan. The guidebook also provides a comprehensive list of successful policies and best practices found internationally and in China to encourage low carbon development in industry, buildings, transportation, electric power generation, agriculture and forestry. This paper also presents indicators that can be used to define low-carbon development, as well as to evaluate the effectiveness of actions taken at an aggregated (city) level, and at a sectoral or end use level. The guidebook can also be used for low carbon development by local governments in other developing countries.

    This Guide contains the regulatory and policy requirements governing remediation of ground water contaminated with hazardous waste [including radioactive mixed waste (RMW)], hazardous substances, or pollutants/contaminants that present (or may present) an imminent and substantial danger. It was prepared by the Office of Environmental Policy and Assistance, RCRA/CERCLA Division (EH-413), to assist Environmental Program Managers (ERPMs) who often encounter contaminated ground water during the performance of either response actions under CERCLA or corrective actions under Subtitle C of RCRA. The Guide begins with coverage of the regulatory and technical issues that are encountered by ERPM`s after a CERCLA Preliminary Assessment/Site Investigation (PA/SI) or the RCRA Facility Assessment (RFA) have been completed and releases into the environment have been confirmed. It is based on the assumption that ground water contamination is present at the site, operable unit, solid waste management unit, or facility. The Guide`s scope concludes with completion of the final RAs/corrective measures and a determination by the appropriate regulatory agencies that no further response action is necessary.

    With the passage of the Hazardous and Solid Waste Amendments of 1984 and the addition of expanded authorities to require corrective action for release of hazardous constituents from solid waste management units (SWMUs) at hazardous waste treatment, storage, and disposal facilities, the Solid Waste Disposal Act (hereafter referred to as the Resource Conservation and Recovery Act or RCRA) will dramatically influence the Superfund program under the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA). Not only will the RCRA corrective action program help prevent current RCRA sites from becoming Superfund sites, but it also offers EPA and the states an important alternative to address superfund sites that already exist. EPA recognized this and, hoping to conserve Superfund resources, developed a policy to defer listing of sites from the National Priority List if those sites can be addressed under RCRA's corrective action authorities. Private industry and federal agencies with problem sites that could qualify under either program need to compare the advantages and disadvantages of each program. EPA's deferral policy continues to evolve and appears to be ripe for expansion.

Previous studies have demonstrated that accumulation of moisture in ccc rounds, such as the M829, leads to softening of the case wall and weakening of the adhesive joint. Moisture in the ccc can lead to incomplete combustion of the case upon firing the round. Currently, there are no facile methods for measuring the moisture content. A prototype portable meter for non-destructive and rapid estimation of moisture in ccc has been developed. The Munitions Case Moisture Meter Model ORNL-1 demonstrates the feasibility of developing an instrument based on the moisture dependence of dielectric properties, to measure moisture in ccc munitions in storage and in the field. These instruments are simple, inexpensive, lightweight, portable, low-power battery operated, and intrinsically safe. They provide nondestructive, noninvasive, and rapid measurements. Calibration data for the prototype are not available at this time. Therefore, calibration of the meter and the development of a scale reading directly moisture content in munitions rounds could not be completed. These data will be supplied by the US Army from its tests of the meter with actual munitions. However, experimental results on empty cccs in laboratory conditions demonstrate satisfactory performance of the instrument. Additional work is needed to bring the prototype to its optimum usefulness and accuracy for field measurements. This includes: Calibration of the meter scale with full-up munitions; Data and evaluation procedures to adjust the performance of the meter for different environmental conditions such as temperature and humidity; and Studies of the dielectric properties of moist ccc materials, as a function of frequency and temperature, are needed for adjustment of the meter for optimal performance.

    We present a new general method to construct an action functional for a non-potential field theory. The key idea relies on representing the governing equations of the theory relative to a diffeomorphic flow of curvilinear coordinates which is assumed to be functionally dependent on the solution field. Such flow, which will be called the conjugate flow of the theory, evolves in space and time similarly to a physical fluid flow of classical mechanics and it can be selected in order to symmetrize the Gateaux derivative of the field equations with respect to suitable local bilinear forms. This is equivalent to requiring that the governing equations of the field theory can be derived from a principle of stationary action on a Lie group manifold. By using a general operator framework, we obtain the determining equations of such manifold and the corresponding conjugate flow action functional. In particular, we study scalar and vector field theories governed by second-order nonlinear partial differential equations. The identification of transformation groups leaving the conjugate flow action functional invariant could lead to the discovery of new conservation laws in fluid dynamics and other disciplines.

    The deployment of advanced metering infrastructure by the electric utilities poses unique communication challenges, particularly as the number of meters per aggregator increases. During a power outage, a smart meter tries to report it instantaneously to the electric utility. In a densely populated residential/industrial locality, it is possible that a large number of smart meters simultaneously try to get access to the communication network to report the power outage. If the number of smart meters is very high of the order of tens of thousands (metropolitan areas), the power outage data flooding can lead to Random Access CHannel (RACH) congestion. Several utilities are considering the use of cellular network for smart meter communications. In 3G/4G cellular networks, RACH congestion not only leads to collisions, retransmissions and increased RACH delays, but also has the potential to disrupt the dedicated traffic flow by increasing the interference levels (3G CDMA). In order to overcome this problem, in this paper we propose a Time Hierarchical Scheme (THS) that reduces the intensity of power outage data flooding and power outage reporting delay by 6/7th, and 17/18th when compared to their respective values without THS. Also, we propose an Optimum Transmission Rate Adaptive (OTRA) MAC to optimize the latency in power outage data collection. The analysis and simulation results presented in this paper show that both the OTRA and THS features of the proposed MAC results in a Power Outage Data Collection Latency (PODCL) that is 1/10th of the 4G LTE PODCL.

The project was accomplished by analyzing the governing equation in order to determine which areas within the system contributed most to the overall system uncertainty. Then, based upon this new analysis, new components were selected to replace the components identified in the analysis. Finally, the system was re-evaluated to determine the new systematic uncertainty for the system.

Many of the region's aging coal power facilities are planned for retirement within the next 20 years. However, estimates indicate that a 20% increase in capacity is needed over that time to meet the rapidly growing demand. The most common incentives for energy efficiency in the Southeast are loans and rebates; however, total public spending on energy efficiency is limited. The most common state-level policies to support renewable energy development are personal and corporate tax incentives and loans. The region produced 1.8% of the electricity from renewable resources other than conventional hydroelectricity in 2009, half of the national average. There is significant potential for development of a biomass market in the region, as well as use of local wind, solar, methane-to-energy, small hydro, and combined heat and power resources. Options are offered for expanding and strengthening state-level policies such as decoupling, integrated resource planning, building codes, net metering, and interconnection standards to support further clean energy development. Benefits would include energy security, job creation, insurance against price fluctuations, increased value of marginal lands, and local and global environmental paybacks.

  10. Design of a Net-Metering and PV Exhibit for the 2005 Solar Decathlon

    In the 2005 Solar Decathlon competition, 19 collegiate teams will design, build, and operate grid-independent homes powered by photovoltaic (PV) arrays on the National Mall. The prominence of grid-interconnected systems in the marketplace has provided the impetus for the development of a net-metering exhibit to be installed and operated during the competition. The exhibit will inform the visiting public about PV basics and appropriate alternatives to grid-independent systems. It will consist of four interactive components. One will be designed to educate people about the principles of net metering using a small PV array, a grid-interactive inverter, and a variable load. Additional components of the exhibit will demonstrate the effects of orientation, cloud cover, and nighttime on performance. The nighttime component will discuss appropriate storage options for different applications.

    In order to support the ongoing Maui Smart Grid demonstration project advanced metering has been deployed at the distribution transformer level in Maui Electric Company's Kihei Circuit on the Island of Maui. This equipment has been custom designed to provide accurately time-stamped Phasor and Power Quality data in real time. Additionally, irradiance sensors have been deployed at a few selected locations in proximity to photovoltaic (PV) installations. The received data is being used for validation of existing system models and for impact studies of future system hardware. Descriptions of the hardware and its installation, and some preliminary metering results are presented. Real-time circuit visualization applications for the data are also under development.

    An energy metering method and apparatus for liquid flow systems comprising first and second segments of one or more conduits through which a liquid flows, comprising: attaching a first temperature sensor for connection to an outside of the first conduit segment; attaching a second temperature sensor for connection to an outside of the second conduit segment; via a programmable control unit, receiving data from the sensors and calculating energy data therefrom; and communicating energy data from the meter; whereby the method and apparatus operate without need to temporarily disconnect or alter the first or second conduit segments. The invention operates with both variable and fixed flow systems, and is especially useful for both active and passive solar energy systems.

This document provides a description of the final carbon blade design, which is termed as SNL100-01. This report includes a summary of the design modifications applied to the baseline all-glass 100-meter design and a description of the NuMAD model files that are made publicly available. This document is intended primarily to be a companion document to the distribution of the NuMAD blade model files for SNL100-01.

    The thermodynamics of the SU(3) gauge theory has been analyzed with tree level and tadpole improved Symanzik actions. A comparison with the continuum extrapolated results for the standard Wilson action shows that improved actions lead to a drastic reduction of finite cut-off effects already on lattices with temporal extent $N_\\tau=4$. Results for the pressure, the critical temperature, surface tension and latent heat are presented. First results for the thermodynamics of four-flavour QCD with an improved staggered action are also presented. They indicate similarly large improvement factors for bulk thermodynamics.

    Microg-LaCoste (MGL) was contracted by Pacfic Northwest National Laboratories (PNNL) to record borehole gravity density data in 3 wells at the HanfordWaste Treatment Plant (WTP) site. The survey was designed to provide highly accurate density information for use in seismic modeling. The borehole gravity meter (BHGM) tool has a very large depth of investigation (hundreds of feet) compared to other density tools so it is not influenced by casing or near welbore effects, such as washouts.

    In this paper, we analyze the bill savings from PV for residential customers of the California's two largest electric utilities, under existing net metering tariffs as well as under several alternative compensation mechanisms. We find that economic value of PV to the customer is dependent on the structure of the underlying retail electricity rate and can vary quite significantly from one customer to another. In addition, we find that the value of the bill savings from PV generally declines with PV penetration level, as increased PV generation tends to offset lower-priced usage. Customers in our sample from both utilities are significantly better off with net metering than with a feed-in tariff where all PV generation is compensated at long-run avoided generation supply costs. Other compensation schemeswhich allow customers to displace their consumption with PV generation within each hour or each month, and are also based on the avoided costs, yield similar value to the customer as net metering.
