    2011-03-01

This paper summarizes the methodology and main results of two recently published Technical Support Documents. These reports explore the feasibility of designing general merchandise and grocery stores that use half the energy of a minimally code-compliant building, as measured on a whole-building basis. We used an optimization algorithm to trace out a minimum cost curve and identify designs that satisfy the 50% energy savings goal. We started from baseline building energy use and progressed to more energy-efficient designs by sequentially adding energy design measures (EDMs). Certain EDMs figured prominently in reaching the 50% energy savings goal for both building types: (1) reduced lighting power density; (2) optimized area fraction and construction of view glass or skylights, or both, as part of a daylighting system tuned to 46.5 fc (500 lux); (3) reduced infiltration with a main entrance vestibule or an envelope air barrier, or both; and (4) energy recovery ventilators, especially in humid and cold climates. In grocery stores, the most effective EDM, which was chosen for all climates, was replacing baseline medium-temperature refrigerated cases with high-efficiency models that have doors.

In this paper, we prove the blowup alternative for Gross-Pitaevskii hierarchies on $\\mathbb{R}^n$ and give the associated lower bounds on the blowup rate. In particular, we prove that any solution of density operators to the focusing Gross-Pitaevskii hierarchy blow up in finite time for $n \\ge 3$ if the energy per some $k$ particles in the initial condition is negative. All of these results hold without the assumption of factorized conditions for initial values as well as the admissible ones. Our analysis is based on use of a quasi-Banach space of sequences of marginal density matrices.

  2. Summary of coal export project

    SciTech Connect (OSTI)

    1987-01-01

Through the international coal project and related activities, SSEB has called attention to the problems and potential of the US coal industry. The program has provided an excellent format for frank discussions on the problems facing US coal exports. Every effort must be made to promote coal and its role in the southern economy. Coal is enjoying its best years in the domestic market. While the export market is holding its own, there is increased competition in the world market from Australia, Columbia, China and, to a lesser extent, Russia. This is coming at a time when the US has enacted legislation and plans are underway to deepen ports. In addition there is concern that increased US coal and electricity imports are having a negative impact on coal production. These limiting factors suggest the US will remain the swing supplier of coal on the world market in the near future. This presents a challenge to the US coal and related industry to maintain the present market and seek new markets as well as devote research to new ways to use coal more cleanly and efficiently.

This document presents a brief introduction and overview of the Department of Commerce's Export Administration Regulations which might affect potential US geothermal goods exporters. It is intended to make US geothermal firms officials aware of the existence of such regulations and to provide them with references, contacts and phone numbers where they can obtain specific and detailed information and assistance. It must be stressed however, that the ultimate responsibility for complying with the above mentioned regulations lies with the exporter who must consult the complete version of the regulations.

One approach to improving the competitiveness of photovoltaic systems is the development of designs specifically for export applications. In other words, where is it appropriate in a system design to incorporate components manufactured and/or assembled in the receiving country in order to improve the photovoltaic exports from the US? What appears to be needed is a systematic method of evaluating the potential for export from the US of PV systems for various application in different countries. Development of such a method was the goal of this project.

    Mendelowitz, A.I.; Watson, J.E.; Wood, S.E.; Logan, D.L.; Hinojosa, S.L.

    1991-09-01

The authors have reviewed U.S. Export-Import Bank (Eximbank) transactions involving chemicals exported to Iraq from January 1987 to August 1990. Specifically, the authors examined (1) whether there was any evidence that the Eximbank financed the export of dual-use chemicals to Iraq and (2) what the Eximbank`s role was in monitoring and controlling chemical exports. Results are based primarily on a review of documents provided to them by the Eximbank. They did not verify the Eximbank data or corroborate it with the records of the banks or exporters involved in the transactions. There was no evidence in the documents they reviewed to suggest that the Eximbank financed the export of dual-use chemicals (chemicals with both commercial and military applications that could be used for chemical weapons) -- as defined by the Department of Commerce -- to Iraq between January 1987 and August 1990. There were approximately 190 transactions between Iraq and the Eximbank during this period. They focused their review on the eight transactions involving pesticides and related products. The Eximbank has no responsibility or authority for monitoring or controlling the export of chemicals or any other commodities: the Departments of Commerce and State and the US Customs Service share those responsibilities. Nevertheless, the Eximbank has recently developed specific procedures to review applications for financing chemical exports. However, such procedures were not in place when the Eximbank approved the applications for seven of eight pesticide transactions that occurred between January 1987 and August 1990.

    1989-07-15

Two-dimensional fermionic theories, the SU(/ital N/) Gross-Neveu and themassive Thirring models, are analyzed in the covariant Gaussian approximation. In the Gross-Neveu model we find three phases (renormalizations). In one ofthem the results coincide with the leading order in 1//ital N/ expansion. Inthe other two phases the gap equation has no solution and there are nofermionic excitations in the spectrum of the theory. It is argued that thoserenormalizations are relevant for /ital N/=1,2. The massive Thirringmodel is found to possess a line of ultraviolet fixed points. In the limit/ital m//sub /ital b///r arrow/0 the axial symmetry is not broken. The 2/r arrow/2/ital S/-matrix element for the nonasymptotically free phase is calculated andit qualitatively agrees with the exact expression. We also find anasymptotically free phase with vanishing bare coupling.

  20. Developing the capabilities to make strategic export controls effective.

    SciTech Connect (OSTI)

Heine, P.; Perry, T.; Nuclear Engineering Division; NNSA Office of Global Engagement and Cooperation

    2008-12-01

The International Nonproliferation Export Control Program (INECP) of the U.S. Department of Energy has been focused for over 10 years on engaging partner countries to strengthen global efforts to prevent proliferation. This paper summarizes some of the key lessons learned regarding the development of the capabilities needed to make strategic export controls truly effective.

  1. Regional Seminars to Address Current Nuclear Export Control Issues

    SciTech Connect (OSTI)

    Killinger, Mark H.

    2002-07-01

The control of nuclear-related exports, a critical component of the nonproliferation regime, is facing several opportunities and challenges. As countries sign and ratify the International Atomic Energy Agency's (IAEA) safeguards Additional Protocol (AP), they will begin to report far more export information, including exports of a list of items similar to the Nuclear Supplier Group's Trigger List that existed when the AP was developed in the mid-1990s. This positive development contrasts with challenges such as globalization, transshipments, and tracking of end-uses. Pacific Northwest National Laboratory is proposing that the US Department of Energy (DOE) develop regional seminars that address these types of issues related to export/import controls. The DOE seminars would be designed to supplement regional seminars sponsored by the IAEA and member states on topics related to the Additional Protocol (referred to as "IAEA seminars"). The topic of nuclear export/import controls is not thoroughly addressed in the IAEA seminars. The proposed DOE seminars would therefore have two objectives: familiarizing countries with the export/import provisions of the Additional Protocol, and addressing challenges such as those noted above. The seminars would be directed particularly at countries that have not ratified the AP, and at regions where export-related problems are particularly prevalent. The intent is to encourage governments to implement more effective nuclear export control systems that meet the challenges of the 21st century.

Export responses to unanticipated price shocks can be a key contributing factor to the rapid mean reversion of electricity prices. Participation by US firms in the development of Clean Coal. Technology (CCT) projects in foreign countries will help the United States achieve multiple national objectives simultaneously--addressing critical goals related to energy, environmental technology, industrial competitiveness and international trade. US participation in these projects will result in an improved global environment, an improvement in the balance of payments and an increase in US jobs. Meanwhile, host countries will benefit from the development of economically- and environmentally-sound power facilities. The Clean Air Act Amendments of 1990 (Public Law 101-549, Section 409) as supplemented by a requirement in the Energy Policy Act of 1992 (Public Law 102-486, Section 1331(f)) requires that the Secretary of Energy, acting through the Trade Promotion Coordinating Committee Subgroup on Clean Coal Technologies, submit a report to Congress with information on the status of recommendations made in the US Department of Energy, Clean Coal Technology Export Programs, Report to the United States Congress, February 1992. Specific emphasis is placed on the adequacy of financial assistance for export of CCTS. This report fulfills the requirements of the Act. In addition, although this report focuses on CCT power projects, the issues it raises about the financing of these projects are also relevant to other CCT projects such as industrial applications or coal preparation, as well as to a much broader range of energy and environmental technology projects worldwide.

  8. Exporting Alaskan North Slope crude oil: Benefits and costs

The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

The incorporation of population health concepts and health determinants into Health Impact Assessments has created a number of challenges. The need for intersectoral collaboration has increased; the meaning of 'health' has become less clear; and the distinctions between health impacts, environmental impacts, social impacts and economic impacts have become increasingly blurred. The Bhutanese concept of Gross National Happiness may address these issues by providing an over-arching evidence-based framework which incorporates health, social, environmental and economic contributors as well as a number of other key contributors to wellbeing such as culture and governance. It has the potential to foster intersectoral collaboration by incorporating a more limited definition of health which places the health sector as one of a number of contributors to wellbeing. It also allows for the examination of the opportunity costs of health investments on wellbeing, is consistent with whole-of-government approaches to public policy and emerging models of social progress.

A key enzyme for leukotriene biosynthesis is 5-lipoxygenase (5-LO), which we found is exported from the nucleus when p38 MAPK is activated. CHO-K1 cells stably express green fluorescent protein-5-lipoxygenase fusion protein (GFP-5LO), which is located predominantly in the nucleus, and is exported by anisomycin, hydrogen peroxide, and sorbitol, with activation of p38 MAPK. SB203580, an inhibitor of p38 MAPK, and Leptomycin B, an inhibitor of the nuclear export, blocked the anisomycin-induced export of GFP-5LO. When HEK293 cells were transformed with plasmids for wild-type GFP-5LO, GFP-5LO-S271A or GFP-5LO-S271E mutants, most wild-type GFP-5LO and GFP-5LO-S271A localized in the nucleus, but GFP-5LO-S271E localized in the cytosol. Thus, phosphorylation at Ser-271 of 5-LO is important for its export. Endogenous 5-LO in RBL cells stimulated with anisomycin was also exported from the nucleus. These results suggest that the nuclear export of 5-LO depends on the stress-induced activation of the p38 MAPK pathway.

A tiny motor tasked with one of nature's biggest jobs is now better understood. The molecular machinery that helps export messenger RNA from a cell's nucleus has been structurally mapped at the Advanced Light Source, a synchrotron located at the U.S. Department of Energy's Lawrence Berkeley National Laboratory (Berkeley Lab). In this simulation, Gle1 (yellow) binds Dbp5 (green and blue-grey) causing Dbp5 to release RNA (orange). The movie begins with Dbp5 bound to RNA and then transitions to the Gle1-Dbp5 state, the step that jettisons RNA. The simulation then plays in reverse to mimic RNA and ATP dependent closing of Dbp5 and release of Gle1 (Movie courtesy of Karsten Weis's and James Berger's labs)

We present reduced-dimensional stochastic projected Gross-Pitaevskii equations describing regimes of confinement and temperature where a 1D or 2D superfluid is immersed in a 3D thermal cloud. The projection formalism provides both a formally rigorous and physically natural way to effect the dimensional reduction. The 3D form of the number-damping (growth) terms is unchanged by the dimensional reduction. Projection of the energy-damping (scattering) terms leads to modified stochastic equations of motion describing energy exchange with the thermal reservoir. The regime of validity of the dimensional reduction is investigated via variational analysis. Paying particular attention to 1D, we validate our variational treatment by comparing numerical simulations of a trapped oblate system in 3D with the 1D theory, and establish a consistent choice of cutoff for the 1D theory. We briefly discuss the scenario involving two-components with different degeneracy, suggesting that a wider regime of validity exists for syste...

International safeguards and export controls are central to ensuring international confidence in the peaceful uses of nuclear materials and technologies and to achieving adequate oversight on the transfer and use of nuclear materials, technology, and equipment required for the development of proliferation-sensitive parts of the nuclear fuel cycle. Although the independent strengths of international safeguards and export controls rely largely on universal adherence, there may be opportunities to exploit the shared strengths of these systems. This article provides background information on the separate evolution of export controls and international safeguards, considers how these two elements of the nonproliferation regime interact, and identifies some possible avenues that could, over time, lead to wholly integrated activities.
