    Dear QER Review Task Force & DOE Analysis Team: My name is Larry Goodman. I am a resident of Hebron NH and I am very aware of the significant energy issues facing New England. First of all, thank you for this well timed and necessary conference. The points raised in your 11 page "energy constraints" document are basically identical to the points raised by ISO-NE in their comprehensive January, 17th 2014 letter to Secretary Bose of FERC. Clearly the issues of reliability, affordability and the ability to perform during scarcity conditions are critical to NE'S energy future. As ISO-NE's document to FERC stated: "a structural bias in the FCM to clear less reliable resources is eroding reliability over time." I am particularly concerned with non-dispatchable "renewable" generation sources that require huge transmission resources and are unable to ever replace baseload power generation anywhere in the IS0-NE footprint. You are undoubtedly very familiar with the New England Wind Integration Study { NEWIS }. As you know this very comprehensive document looked at wind's potential role in New England and it was authored by three companies directly involved, financially, with industrial scale wind. Now that both you and ISO-NE have focused on performance metrics as they impact dispatchable and predictable reliability, allow me to highlight the following from the NEWIS: "The capacity value of wind is dominated by the wind performance during just a few hours of the year when load demand is high." "Wind delivers minimum production in peak load months." "No conventional generation is eliminated as wind is added." And, since natural gas is clearly the baseload source that NE relies on most, please consider the following: "Although displacement of fossil fuel generation might be one of the objectives of regional energy policies, a consequence is that it { wind } may radically change the market economics for all resources on the system but especially for the natural gas fired resources that are displaced." "Capacity prices from these {gas} plants will likely need to increase if they are to remain economically viable. Higher onpeak/offpeak price differential is created." The impact of more emphasis on a non-dispatchable "renewable" that can only displace gas, not coal or oil in NE, is expected to result in higher prices for gas and/or gas plant closings. {NEWIS} You know better than I do obviously that we can't afford higher prices or to lose any natural gas capacity. ISO-NE's letter to FERC was clear in its purpose and intent. There are plenty of renewable options in New England that can deliver dispatchable baseload power. " Increased wind generation will displace {minimally} other supply side resources {gas} and reduce the flexibility of the dispatchable generation mix." This is exactly what we don't need in New England! Wind is, apparently, the most expensive and least effective way to reduce carbon in New England. There are more effective and efficient renewable options that can deliver during scarcity conditions and do not play havoc with the reliability and affordability of the Grid. Industrial scale wind in NE is a dinosaur. Please do not allow it to continue to receive preferential treatment at the expense of the ratepayers in NE and at the expense of the safety and reliability of the grid itself. Thank you.     Information is provided on the solar energy system installed at the Huntsville Senior Citizen Center. The solar space heating and hot water facility and the project involved in its construction are described in considerable detail and detailed drawings of the complete system and discussions of the planning, the hardware, recommendations, and other pertinent information are included. The facility was designed to provide 85 percent of the hot water and 85 percent of the space heating requirements. Two important factors concerning this project for commercial demonstration are the successful use of silicon oil as a heat transfer fluid and the architecturally aesthetic impact of a large solar energy system as a visual centerpoint. There is no overheat or freeze protection due to the characteristics of the silicon oil and the design of the system. Construction proceeded on schedule with no cost overruns. It is designed to be relatively free of scheduled maintenance, and has experienced practically no problems.

    This report summarizes the initial dimensional changes for loaded and unloaded AGC-1 samples. The dimensional change for all samples is presented as a function of dose. The data is further presented by graphite type and applied load levels to illustrate the differences between graphite forming processes and stress levels within the graphite components. While the three different loads placed on the samples have been verified [ ref: Larry Hulls report] verification of the AGC-1 sample temperatures and dose levels are expected in the summer of 2012. Only estimated dose and temperature values for the samples are presented in this report to allow a partial analysis of the results.

    A system and method is disclosed for chromatography and electrophoresis using circular optical scanning. One or more rectangular microchannel plates or radial microchannel plates has a set of analysis channels for insertion of molecular samples. One or more scanning devices repeatedly pass over the analysis channels in one direction at a predetermined rotational velocity and with a predetermined rotational radius. The rotational radius may be dynamically varied so as to monitor the molecular sample at various positions along a analysis channel. Sample loading robots may also be used to input molecular samples into the analysis channels. Radial microchannel plates are built from a substrate whose analysis channels are disposed at a non-parallel angle with respect to each other. A first step in the method accesses either a rectangular or radial microchannel plate, having a set of analysis channels, and second step passes a scanning device repeatedly in one direction over the analysis channels. As a third step, the scanning device is passed over the analysis channels at dynamically varying distances from a centerpoint of the scanning device. As a fourth step, molecular samples are loaded into the analysis channels with a robot.

    All 20 U.S. Army Yakima Training Center (YTC) sites evaluated were given a `low` relative risk. At Solid Waste Management Unit (SWMU) 22, a `minimum` soils contaminant hazard factor was assigned even though 6,700 mg/kg TPH-diesel was found in surface soil. SWMU 22 is physically located on top of and with the fence surrounding Area of Concern (AOC) 4. Because the diesel is most likely associated with AOC 4, and plans are to clean up AOC 4, any further actions regarding these contaminated soils should be addressed as part of the planned actions for AOC 4. Contaminant hazard factors of `moderate` were assigned to the soil pathway for SWMUs 4 and 7 because dieldrin and arsenic, respectively, were found in surface soil samples at concentrations exceeding standards. A `moderate` contaminant hazard factor was also assigned to the sediment pathway for AOC 1 because arsenic detected in sediments in `Larry`s Swimming Pool` exceeded the standard. All other contaminant hazard factors were rated as minimal. The receptor factor for all sites and pathways was rated `limited,` except for SWMU 54 in which the groundwater receptor factor was rated `potential.` A `potential` rating was assigned to the groundwater pathway at this site to be conservative. The site is located on the south side of the syncline axis where the unconfined aquifer may be present and there are no monitoring wells at the site to confirm or deny the presence of groundwater contamination.

    This letter report describes some past experiences on the drying and calcination of radioactive materials or corresponding simulants; and the information needed from testing. The report also includes an assessment of informational needs including possible impacts to a full-scale plant. This includes reliability, maintenance, and overall size versus throughput. Much of the material was previously compiled and reported by Mike Elliott of PNL {open_quotes}Melter Performance Assessment{close_quotes} and Larry Eisenstatt of SEG on contract to WHC in a letter to Rod Powell. Also, an annotated bibliography was prepared by Reagan Seymour of WHC. Instead of automatically repairing or replacing that chiller, NutraSweet engineers Larry Aubry and Gerald Schwartz began to look at other alternatives. What they discovered was that a natural gas absorption chiller was a cost-effective, environmentally safe alternative effective, environmentally safe alternative perfectly suited for their application. The benefits for NutraSweet are straightforward: energy bills have been cut by more than [dollar sign]70,000 annually, existing boiler capacity is better utilized, existing electrical cooling system life is extended, maintenance costs are reduced, and no-ozone-depleting CFCs are utilized by the natural gas chiller. Simple payback on the unit, originally expected to be almost four years, has been reduced to closer to three.

    The City of Houston is committed to achieving a sustainable solar infrastructure. In 2008, Houston was named a United States Department of Energy (DOE) Solar America City. As a Solar America City, Houston teamed with the Houston Advanced Research Center (HARC), Sandia National Laboratory (Sandia), industry, and academia, to implement the Solar Houston Initiative and prepare the Solar Houston Plan. The Solar Houston initiative was focused on identifying and overcoming barriers associated with establishing a solar infrastructure that is incorporated into the City of Houston’s overall energy plan. A broad group of Houston area stakeholders, facilitated by HARC, came together to develop a comprehensive solar plan that went beyond technology to address barriers and establish demonstrations, public outreach, education programs and other activities. The plan included proposed scopes of work in four program areas: policies, solar integration, public outreach, and education. Through the support of the DOE SunShot Rooftop Solar Challenge (RSC) grant to the Texas Collaboration (San Antonio, Austin, and Hosuton), Houston has been able to implement several of the recommendations of the Solar Houston Plan. Specific recommendations that this project was able to support include; Working with the other Texas Solar America Cities (San Antonio and Austin), to harmonize permitting and inspection processes to simplify for installers and lower soft costs of installation; Participating in state level solar policy groups such as the Texas Renewable Energy Industries Association (TRIEA); Continued coordination with the local transmission and distribution utility (CenterPoint) and retail electric providers (REP); Identification of opportunities to improve permitting and interconnection; Providing training on PV systems to City inspectors; Educating the public by continuing outreach, training, and workshops, particularly using the the Green Building Resources Center; Evaluating methods of addressing financial barriers to residential solar; Maintaining www.solarhoustontx.org; and Continuing meetings with stakeholders to get ongoing feedback from the solar community on their needs. The following sections provide a brief summary of the activities completed under each of the nine tasks specifically related to the RSC grant. Reports and other backup information are included in the appendices.

  19. Experimental Design for Hanford Low-Activity Waste Glasses with High Waste Loading

    This report discusses the development of an experimental design for the initial phase of the Hanford low-activity waste (LAW) enhanced glass study. This report is based on a manuscript written for an applied statistics journal. Appendices A, B, and E include additional information relevant to the LAW enhanced glass experimental design that is not included in the journal manuscript. The glass composition experimental region is defined by single-component constraints (SCCs), linear multiple-component constraints (MCCs), and a nonlinear MCC involving 15 LAW glass components. Traditional methods and software for designing constrained mixture experiments with SCCs and linear MCCs are not directly applicable because of the nonlinear MCC. A modification of existing methodology to account for the nonlinear MCC was developed and is described in this report. One of the glass components, SO3, has a solubility limit in glass that depends on the composition of the balance of the glass. A goal was to design the experiment so that SO3 would not exceed its predicted solubility limit for any of the experimental glasses. The SO3 solubility limit had previously been modeled by a partial quadratic mixture model expressed in the relative proportions of the 14 other components. The partial quadratic mixture model was used to construct a nonlinear MCC in terms of all 15 components. In addition, there were SCCs and linear MCCs. This report describes how a layered design was generated to (i) account for the SCCs, linear MCCs, and nonlinear MCC and (ii) meet the goals of the study. A layered design consists of points on an outer layer, and inner layer, and a center point. There were 18 outer-layer glasses chosen using optimal experimental design software to augment 147 existing glass compositions that were within the LAW glass composition experimental region. Then 13 inner-layer glasses were chosen with the software to augment the existing and outer-layer glasses. The experimental design was completed by a center-point glass, a Vitreous State Laboratory glass, and replicates of the center point and Vitreous State Laboratory glasses.

    Twenty years ago, W. Lawrence (Larry) Gates approached the U.S. Department of Energy (DOE) Office of Energy Research (now the Office of Science) with a plan to coordinate the comparison and documentation of climate model differences. This effort would help improve our understanding of climate change through a systematic approach to model intercomparison. Early attempts at comparing results showed a surprisingly large range in control climate from such parameters as cloud cover, precipitation, and even atmospheric temperature. The DOE agreed to fund the effort at the Lawrence Livermore National Laboratory (LLNL), in part because of the existing computing environment and because of a preexisting atmospheric science group that contained a wide variety of expertise. The project was named the Program for Climate Model Diagnosis and Intercomparison (PCMDI), and it has changed the international landscape of climate modeling over the past 20 years. In spring 2009 the DOE hosted a 1-day symposium to celebrate the twentieth anniversary of PCMDI and to honor its founder, Larry Gates. Through their personal experiences, the morning presenters painted an image of climate science in the 1970s and 1980s, that generated early support from the international community for model intercomparison, thereby bringing PCMDI into existence. Four talks covered Gates???¢????????s early contributions to climate research at the University of California, Los Angeles (UCLA), the RAND Corporation, and Oregon State University through the founding of PCMDI to coordinate the Atmospheric Model Intercomparison Project (AMIP). The speakers were, in order of presentation, Warren Washington [National Center for Atmospheric Research (NCAR)], Kelly Redmond (Western Regional Climate Center), George Boer (Canadian Centre for Climate Modelling and Analysis), and Lennart Bengtsson [University of Reading, former director of the European Centre for Medium-Range Weather Forecasts (ECMWF)]. The afternoon session emphasized the scientific ideas that are the basis of PCMDI???¢????????s success, summarizing their evolution and impact. Four speakers followed the various PCMDI-supported climate model intercomparison projects, beginning with early work on cloud representations in models, presented by Robert D. Cess (Distinguished Professor Emeritus, Stony Brook University), and then the latest Cloud Feedback Model Intercomparison Projects (CFMIPs) led by Sandrine Bony (Laboratoire de M???????©t???????©orologie Dynamique). Benjamin Santer (LLNL) presented a review of the climate change detection and attribution (D & A) work pioneered at PCMDI, and Gerald A. Meehl (NCAR) ended the day with a look toward the future of climate change research.

    The 2009 SEG Summer Research Workshop on CO2 Sequestration Geophysics was held August 23-27, 2009 in Banff, Canada. The event was attended by over 100 scientists from around the world, which proved to be a remarkably successful turnout in the midst of the current global financial crisis and severe corporate travel restrictions. Attendees included SEG President Larry Lines (U. Calgary), and CSEG President John Downton (CGG Veritas), who joined SRW Chairman David Lumley (UWA) in giving the opening welcome remarks at the Sunday Icebreaker. The workshop was organized by an expert technical committee (see side bar) representing a good mix of industry, academic, and government research organizations. The format consisted of four days of technical sessions with over 60 talks and posters, plus an optional pre-workshop field trip to the Columbia Ice Fields to view firsthand the effects of global warming on the Athabasca glacier (Figures 1-2). Group technical discussion was encouraged by requiring each presenter to limit themselves to 15 minutes of presentation followed by a 15 minute open discussion period. Technical contributions focused on the current and future role of geophysics in CO2 sequestration, highlighting new research and field-test results with regard to site selection and characterization, monitoring and surveillance, using a wide array of geophysical techniques. While there are too many excellent contributions to mention all individually here, in this paper we summarize some of the key workshop highlights in order to propagate new developments to the SEG community at large.

  8. Unmanned operation of the coke guides at Hoogovens IJmuiden Coke Plant 1

    Due to the bad condition of batteries and many ovens under repair, Hoogovens was forced to partially repair and rebuild the Coke plant No. 1. The production of coke at Coke plant No. 1 is realized in 3 production blocks subdivided in 6 batteries. Besides a renovated installation, all coke oven machines were renewed. A total of five identical machine sets are available. Each consists of a pusher machine, larry car, coke guide and quench car with diesel locomotive. A complete automated control system was implemented. The main objectives were a highly regular coking and pushing process, automated traveling and positioning and a centrally coordinated interlocking of machine functions. On each operational machine however an operator performed the supervisory control of the automated machine functions. After years of good experience with the automated system, economical reasons urged further personnel reduction from 1994 on. Totally 375 people were involved, including the maintenance department. To reduce the occupation at coke plant No. 1, the coke guide was the first machine to be fully automated because of the isolated and uncomfortable working place.

    This project was a molecular dynamics study of the relevant issues associated with the structure and transport of lithium in polymer electrolytes such as polyethylene oxide(PEO). In close collaboration with quantum chemist Larry Curtiss and neutron scatterers David Lee Price and Marie-Louise Saboungi at Argonne, we used molecular dynamics to study the local structure and dynamics and ion transport in the polymer. The studies elucidated the mechanism of Li transport in PEO, revealing that the rate limiting step is extremely sensitive to the magnitude of the torsion forces in the backbone of the polymer. Because the torsion forces are difficult to manipulate chemically, this makes it easier to understand why improving the conductivity of PEO based electrolytes has proven to be very difficult. We studied the transport properties of cations in ionic liquids as possible additives to polymer membranes for batteries and fuel cells and found preliminary indications that the transport is enhanced near phase separation in acid-ionic liquid mixtures.

  11. Review of Monitoring Plans for Gas Bubble Disease Signs and Gas Supersaturation Levels on the Columbia and Snake Rivers.

    Montgomery Watson was retained by the Bonneville Power Administration to evaluate the monitoring program for gas bubble disease signs and dissolved gas supersaturation levels on the Columbia and Snake rivers. The results of this evaluation will provide the basis for improving protocols and procedures for future monitoring efforts. Key study team members were Dr. John Colt, Dr. Larry Fidler, and Dr. Ralph Elston. On the week of June 6 through 10, 1994 the study team visited eight monitoring sites (smolt, adult, and resident fish) on the Columbia and Snake rivers. Additional protocol evaluations were conducted at the Willard Field Station (National Biological Survey) and Pacific Northwest Laboratories at Richland (Battelle). On June 13 and 14, 1994, the study team visited the North Pacific Division office of the U.S. Corps of Engineers and the Fish Passage Center to collect additional information and data on the monitoring programs. Considering the speed at which the Gas Bubble Trauma Monitoring Program was implemented this year, the Fish Passage Center and cooperating Federal, State, and Tribal Agencies have been doing an incredible job. Thirty-one specific recommendations are presented in this report and are summarized in Section 14.

  12. Los Alamos Shows Airport Security Technology at Work

    Los Alamos scientists have advanced a Magnetic Resonance Imaging (MRI) technology that may provide a breakthrough for screening liquids at airport security. They've added low-power X-ray data to the mix, and as a result have unlocked a new detection technology. Funded in part by the Department of Homeland Security's Science and Technology Directorate, the new system is named MagRay. The goal is to quickly and accurately distinguish between liquids that visually appear identical. For example, what appears to be a bottle of white wine could potentially be nitromethane, a liquid that could be used to make an explosive. Both are clear liquids, one would be perfectly safe on a commercial aircraft, the other would be strictly prohibited. How to tell them apart quickly without error at an airport security area is the focus of Michelle Espy, Larry Schultz and their team. In this video, Espy and the MagRay team explain how the new technology works, how they've developed an easy operator interface, and what the next steps might be in transitioning this technology to the private sector.

  13. Geographical Distribution of Biomass Carbon in Tropical Southeast Asian Forests: A Database

    A database was generated of estimates of geographically referenced carbon densities of forest vegetation in tropical Southeast Asia for 1980. A geographic information system (GIS) was used to incorporate spatial databases of climatic, edaphic, and geomorphological indices and vegetation to estimate potential (i.e., in the absence of human intervention and natural disturbance) carbon densities of forests. The resulting map was then modified to estimate actual 1980 carbon density as a function of population density and climatic zone. The database covers the following 13 countries: Bangladesh, Brunei, Cambodia (Campuchea), India, Indonesia, Laos, Malaysia, Myanmar (Burma), Nepal, the Philippines, Sri Lanka, Thailand, and Vietnam. The data sets within this database are provided in three file formats: ARC/INFOTM exported integer grids, ASCII (American Standard Code for Information Interchange) files formatted for raster-based GIS software packages, and generic ASCII files with x, y coordinates for use with non-GIS software packages. This database includes ten ARC/INFO exported integer grid files (five with the pixel size 3.75 km x 3.75 km and five with the pixel size 0.25 degree longitude x 0.25 degree latitude) and 27 ASCII files. The first ASCII file contains the documentation associated with this database. Twenty-four of the ASCII files were generated by means of the ARC/INFO GRIDASCII command and can be used by most raster-based GIS software packages. The 24 files can be subdivided into two groups of 12 files each. These files contain real data values representing actual carbon and potential carbon density in Mg C/ha (1 megagram = 10{sup 6} grams) and integer-coded values for country name, Weck's Climatic Index, ecofloristic zone, elevation, forest or non-forest designation, population density, mean annual precipitation, slope, soil texture, and vegetation classification. One set of 12 files contains these data at a spatial resolution of 3.75 km, whereas the other set of 12 files has a spatial resolution of 0.25 degree. The remaining two ASCII data files combine all of the data from the 24 ASCII data files into 2 single generic data files. The first file has a spatial resolution of 3.75 km, and the second has a resolution of 0.25 degree. Both files also provide a grid-cell identification number and the longitude and latitude of the center-point of each grid cell. The 3.75-km data in this numeric data package yield an actual total carbon estimate of 42.1 Pg (1 petagram = 10{sup 15} grams) and a potential carbon estimate of 73.6 Pg; whereas the 0.25-degree data produced an actual total carbon estimate of 41.8 Pg and a total potential carbon estimate of 73.9 Pg. Fortran and SAS{trademark} access codes are provided to read the ASCII data files, and ARC/INFO and ARCVIEW command syntax are provided to import the ARC/INFO exported integer grid files. The data files and this documentation are available without charge on a variety of media and via the Internet from the Carbon Dioxide Information Analysis Center (CDIAC).

The database covers the following 13 countries: Bangladesh, Brunei, Cambodia (Campuchea), India, Indonesia, Laos, Malaysia, Myanmar (Burma), Nepal, the Philippines, Sri Lanka, Thailand, and Vietnam. The data sets within this database are provided in three file formats: ARC/INFO{trademark} exported integer grids, ASCII (American Standard Code for Information Interchange) files formatted for raster-based GIS software packages, and generic ASCII files with x, y coordinates for use with non-GIS software packages. This database includes ten ARC/INFO exported integer grid files (five with the pixel size 3.75 km x 3.75 km and five with the pixel size 0.25 degree longitude x 0.25 degree latitude) and 27 ASCII files. The first ASCII file contains the documentation associated with this database. Twenty-four of the ASCII files were generated by means of the ARC/INFO GRIDASCII command and can be used by most raster-based GIS software packages. The 24 files can be subdivided into two groups of 12 files each. These files contain real data values representing actual carbon and potential carbon density in Mg C/ha (1 megagram = 10{sup 6} grams) and integer- coded values for country name, Weck's Climatic Index, ecofloristic zone, elevation, forest or non-forest designation, population density, mean annual precipitation, slope, soil texture, and vegetation classification. One set of 12 files contains these data at a spatial resolution of 3.75 km, whereas the other set of 12 files has a spatial resolution of 0.25 degree. The remaining two ASCII data files combine all of the data from the 24 ASCII data files into 2 single generic data files. The first file has a spatial resolution of 3.75 km, and the second has a resolution of 0.25 degree. Both files also provide a grid-cell identification number and the longitude and latitude of the centerpoint of each grid cell. The 3.75-km data in this numeric data package yield an actual total carbon estimate of 42.1 Pg (1 petagram = 10{sup 15} grams) and a potential carbon estimate of 73.6 Pg; whereas the 0.25-degree data produced an actual total carbon estimate of 41.8 Pg and a total potential carbon estimate of 73.9 Pg. Fortran and SASTM access codes are provided to read the ASCII data files, and ARC/INFO and ARCVIEW command syntax are provided to import the ARC/INFO exported integer grid files. The data files and this documentation are available without charge on a variety of media and via the Internet from the Carbon Dioxide Information Analysis Center (CDIAC).

  16. Comprehensive Renewable Energy Feasibility Study for the Makah Indian Tribe

    The purpose of this project was to determine the technical feasibility, economic viability, and potential impacts of installing and operating a wind power station and/or small hydroelectric generation plants on the Makah reservation. The long-term objective is to supply all or a portion of Tribe's electricity from local, renewable energy sources in order to reduce costs, provide local employment, and reduce power outages. An additional objective was for the Tribe to gain an understanding of the requirements, costs, and benefits of developing and operating such plants on the reservation. The Makah Indian Reservation, with a total land area of forty-seven square miles, is located on the northwestern tip of the Olympic Peninsula in Washington State. Four major watersheds drain the main Reservation areas and the average rainfall is over one hundred inches per year. The reservation's west side borders the Pacific Ocean, but mostly consists of rugged mountainous terrain between 500 and 1,900 feet in elevation. Approximately 1,200 tribal members live on the Reservation and there is an additional non-Indian residential population of about 300. Electric power is provided by the Clallam County PUD. The annual usage on the reservation is approximately 16,700 mWh. Project Work Wind Energy--Two anemometer suites of equipment were installed on the reservation and operated for a more than a year. An off-site reference station was identified and used to project long-term wind resource characteristics at the two stations. Transmission resources were identified and analyzed. A preliminary financial analysis of a hypothetical wind power station was prepared and used to gauge the economic viability of installation of a multi-megawatt wind power station. Small Hydroelectric--Two potential sites for micro/small-hydro were identified by analysis of previous water resource studies, topographical maps, and conversations with knowledgeable Makah personnel. Field trips were conducted to collect preliminary site data. A report was prepared by Alaska Power & Telephone (Larry Coupe) including preliminary layouts, capacities, potential environmental issues, and projected costs. Findings and Conclusions Wind Energy The average wind resources measured at both sites were marginal, with annual average wind speeds of 13.6-14.0 mph at a 65-meter hub height, and wind shears of 0.08-0.13. Using GE 1.5 MW wind turbines with a hub height of 65 meters, yields a net capacity factor of approximately 0.19. The cost-of-energy for a commercial project is estimated at approximately 9.6 cents per kWh using current costs for capital and equipment prices. Economic viability for a commercial wind power station would require a subsidy of 40-50% of the project capital cost, loans provided at approximately 2% rate of interest, or a combination of grants and loans at substantially below market rates. Recommendations: Because the cost-of-energy from wind power is decreasing, and because there may be small pockets of higher winds on the reservation, our recommendation is to: (1) Leave one of the two anemometer towers, preferably the 50-meter southern unit MCC, in place and continue to collect data from this site. This site would serve as an excellent reference anemometer for the Olympic Peninsula, and, (2) If funds permit, relocate the northern tower (MCB) to a promising small site closer to the transmission line with the hope of finding a more energetic site that is easier to develop. Small Hydroelectric There are a very limited number of sites on the reservation that have potential for economical hydroelectric development, even in conjunction with water supply development. Two sites emerged as the most promising and were evaluated: (1) One utilizing four creeks draining the north side of the Cape Flattery peninsula (Cape Creeks), and (2) One on the Waatch River to the south of Neah Bay. The Cape Creeks site would be a combination water supply and 512 kW power generation facility and would cost a approximately $11,100,000. Annual power generation would be approximately 1,300,000 kWh and the plant would have a cost-of-energy of approximately 65 cents per kWh, substantially above market rates. The Waatch site would also be a combination water supply and power generation facility. It would have a rated capacity of 935 kW and would cost approximately $16,400,000. Annual power generation would be approximately 3,260,000 kWh and the plant would have a cost-of-energy of approximately 38 cents per kWh, also substantially above market rates. Recommendation: Stand-alone hydroelectric development is not commercially viable. The Tribal Council should not pursue development of hydroelectric facilities on the Makah Reservation unless they are an adjunct to a water supply development, and the water supply systems absorbs almost all the capital cost of the project.
