    The paper describes technical and functional surveys on COM buildings (Mixed Operative Centre). This activity started since 2005, with the contribution of both Italian Civil Protection Department and the Regions involved. The project aims to evaluate the efficiency of COM buildings, checking not only structural, architectonic and functional characteristics but also paying attention to surrounding real estate vulnerability, road network, railways, harbours, airports, area morphological and hydro-geological characteristics, hazardous activities, etc. The first survey was performed in eastern Sicily, before the European Civil Protection Exercise 'EUROSOT 2005'. Then, since 2006, a new survey campaign started in Abruzzo, Molise, Calabria and Puglia Regions. The more important issue of the activity was the vulnerability assessment. So this paper deals with a more refined vulnerability evaluation technique by means of the SAVE methodology, developed in the 1st task of SAVE project within the GNDT-DPC programme 2000-2002 (Zuccaro, 2005); the SAVE methodology has been already successfully employed in previous studies (i.e. school buildings intervention programme at national scale; list of strategic public buildings in Campania, Sicilia and Basilicata). In this paper, data elaborated by SAVE methodology are compared with expert evaluations derived from the direct inspections on COM buildings. This represents a useful exercise for the improvement either of the survey forms or of the methodology for the quick assessment of the vulnerability.

    Though many global aerosols models prognose surface deposition, only a few models have been used to directly simulate the radiative effect from black carbon (BC) deposition to snow and sea-ice. Here, we apply aerosol deposition fields from 25 models contributing to two phases of the Aerosol Comparisons between Observations and Models (AeroCom) project to simulate and evaluate within snow BC concentrations and radiative effect in the Arctic. We accomplish this by driving the offline land and sea-ice components of the Community Earth System Model with different deposition fields and meteorological conditions from 2004-2009, during which an extensive field campaign of BC measurements in Arctic snow occurred. We find that models generally underestimate BC concentrations in snow in northern Russia and Norway, while overestimating BC amounts elsewhere in the Arctic. Although simulated BC distributions in snow are poorly correlated with measurements, mean values are reasonable. The multi-model mean (range) bias in BC concentrations, sampled over the same grid cells, snow depths, and months of measurements, are -4.4 (-13.2 to +10.7) ng g?1 for an earlier Phase of AeroCom models (Phase I), and +4.1 (-13.0 to +21.4) ng g?1 for a more recent Phase of AeroCom models (Phase II), compared to the observational mean of 19.2 ng g?1. Factors determining model BC concentrations in Arctic snow include Arctic BC emissions, transport of extra-Arctic aerosols, precipitation, deposition efficiency of aerosols within the Arctic, and meltwater removal of particles in snow. Sensitivity studies show that the modelmeasurement evaluation is only weakly affected by meltwater scavenging efficiency because most measurements were conducted in non-melting snow. The Arctic (60-90?N) atmospheric residence time for BC in Phase II models ranges from 3.7 to 23.2 days, implying large inter-model variation in local BC deposition efficiency. Combined with the fact that most Arctic BC deposition originates from extra-Arctic emissions, these results suggest that aerosol removal processes are a leading source of variation in model performance. The multi-model mean (full range) of Arctic radiative effect from BC in snow is 0.15 (0.07-0.25) W m?2 and 0.18 (0.06-0.28) W m?2 in Phase I and Phase II models, respectively. After correcting for model biases relative to observed BC concentrations in different regions of the Arctic, we obtain a multi-model mean Arctic radiative effect of 0.17 W m?2 for the combined AeroCom ensembles. Finally, there is a high correlation between modeled BC concentrations sampled over the observational sites and the Arctic as a whole, indicating that the field campaign provided a reasonable sample of the Arctic.

    This paper evaluates the current status of global modeling of the organic aerosol (OA) occurrence in the troposphere and analyzes the differences calculated between models as well as between models and observations. Thirty-one global chemistry/transport and general circulation models have participated in this intercomparison, in the framework of AeroCom phase II. The simulation of OA varies greatly between models in terms of the magnitude of primary emissions, secondary OA (SOA) formation, the number of OA species used (2 to 62), the complexity of OA parameterizations (gas-particle partitioning, chemical aging, multiphase chemistry, aerosol microphysics), and the OA physical, chemical and optical properties. The diversity of the global OA simulation results has increased since earlier AeroCom experiments, mainly due to the increasing complexity of the SOA parameterization in models, and the implementation of new, highly uncertain, OA sources. Diversity of over an order of magnitude exists in the modeled vertical distribution of OA that deserves a dedicated future study. Furthermore, although the OA/OC ratio depends on OA sources and atmospheric processing and is important for model evaluation against OA and OC observations, it is resolved only by few global models. The median global primary OA source strength is 56 Tg a-1 (range 34 - 144 Tg a-1) and the median secondary OA source strength (natural and anthropogenic) is 19 Tg a-1 (range 13-121 Tg a-1). Among the models that take into account the semi-volatile SOA nature, the median source is calculated to be 51 Tg a-1 (range 16-121 Tg a-1), much larger than the median value of the models that calculate SOA in a more simplistic way (19 Tg a-1; range 13-20 Tg a-1, with one model at 37 Tg a-1). The median atmospheric burden of OA is 1.4 Tg (24 models in the range of 0.6-2.0 Tg and 4 between 2.4-3.8 Tg) with a median OA lifetime of 5.4 days (range 3.8-9.6 days). In models that reported both OA and sulfate burdens, the median value of the OA/sulfate burden ratio of is calculated to be 0.77; 13 models calculate a ratio lower than 1, and 9 models higher than 1. For 26 models that reported OA deposition fluxes, the median wet removal is 70 Tg a-1 (range 28-209 Tg a-1), which is on average 85% of the total OA deposition.

Fine aerosol organic carbon (OC) and OA observations from continuous monitoring networks and individual field campaigns have been used for model evaluation. At urban locations, the model–observation comparison indicates missing knowledge on anthropogenic OA sources, both strength and seasonality. The combined model–measurements analysis suggests the existence of increased OA levels during summer due to biogenic SOA formation over large areas of the USA that can be of the same order of magnitude as the POA, even at urban locations, and contribute to the measured urban seasonal pattern. Global models are able to simulate the high secondary character of OA observed in the atmosphere as a result of SOA formation and POA aging, although the amount of OA present in the atmosphere remains largely underestimated, with a mean normalized bias (MNB) equal to –0.62 (–0.51) based on the comparison against OC (OA) urban data of all models at the surface, –0.15 (+0.51) when compared with remote measurements, and –0.30 for marine locations with OC data. The mean temporal correlations across all stations are low when compared with OC (OA) measurements: 0.47 (0.52) for urban stations, 0.39 (0.37) for remote stations, and 0.25 for marine stations with OC data. The combination of high (negative) MNB and higher correlation at urban stations when compared with the low MNB and lower correlation at remote sites suggests that knowledge about the processes that govern aerosol processing, transport and removal, on top of their sources, is important at the remote stations. There is no clear change in model skill with increasing model complexity with regard to OC or OA mass concentration. As a result, the complexity is needed in models in order to distinguish between anthropogenic and natural OA as needed for climate mitigation, and to calculate the impact of OA on climate accurately.« less

    The displacement of micro-electro-mechanical-systems (MEMs) cantilevers is used to measure a variety of phe- nomena in devices ranging from force microscopes for single spin detection[1] to biochemical sensors[2] to un- cooled thermal imaging systems[3]. The displacement readout is often performed optically with segmented de- tectors or interference measurements. Until recently, var- ious noise sources have limited the minimum detectable displacement in MEMs systems, but it is now possible to minimize all other sources[4] so that the noise level of the coherent light eld, called the shot noise limit (SNL), becomes the dominant source. Light sources dis- playing quantum-enhanced statistics below this limit are available[5, 6], with applications in gravitational wave astronomy[7] and bioimaging[8], but direct displacement measurements of MEMS cantilevers below the SNL have been impossible until now. Here, we demonstrate the rst direct measurement of a MEMs cantilever displace- ment with sub-SNL sensitivity, thus enabling ultratrace sensing, imaging, and microscopy applications. By com- bining multi-spatial-mode quantum light sources with a simple dierential measurement, we show that sub-SNL MEMs displacement sensitivity is highly accessible com- pared to previous eorts that measured the displacement of macroscopic mirrors with very distinct spatial struc- tures crafted with multiple optical parametric ampliers and locking loops[9]. We apply this technique to a com- mercially available microcantilever in order to detect dis- placements 60% below the SNL at frequencies where the microcantilever is shot-noise-limited. These results sup- port a new class of quantum MEMS sensor whose ulti- mate signal to noise ratio is determined by the correla- tions possible in quantum optics systems.

    Black carbon (BC) aerosols absorb solar radiation, and are generally held to exacerbate global warming through exerting a positive radiative forcing1. However, the total contribution of BC to the ongoing changes in global climate is presently under debate2-8. Both anthropogenic BC emissions and the resulting spatial and temporal distribution of BC concentration are highly uncertain2,9. In particular, long range transport and processes affecting BC atmospheric lifetime are poorly understood, leading to large estimated uncertainty in BC concentration at high altitudes and far from emission sources10. These uncertainties limit our ability to quantify both the historical, present and future anthropogenic climate impact of BC. Here we compare vertical profiles of BC concentration from four recent aircraft measurement campaigns with 13 state of the art aerosol models, and show that recent assessments may have overestimated present day BC radiative forcing. Further, an atmospheric lifetime of BC of less than 5 days is shown to be essential for reproducing observations in transport dominated remote regions. Adjusting model results to measurements in remote regions, and at high altitudes, leads to a 25% reduction in the multi-model median direct BC forcing from fossil fuel and biofuel burning over the industrial era.

    Retrieval of waste from single-shell tank C-110 resumed in January making it the first waste retrieval operation for WRPS since taking over Hanford's Tank Operations Contract last October. Now, with approximately 90 percent of the waste removed, WRPS believes that modified sluicing has reached the limits of the technology to remove any further waste and is preparing documentation for use in decision making about any future retrieval actions. Tank C-110 is located in C Fann near the center of the Hanford Site. It is a 530,000 gallon tank, built in 1946, and held approximately 126,000 gallons of sludge and other radioactive and chemical waste materials when retrieval resumed. Modified sluicing technology uses liquid waste from a nearby double-shell tank to break up, dissolve and mobilize the solid material so it can be pumped. Because of the variety of waste fon11S, sluicing is often not able to remove all of the waste. The remaining waste will next be sampled for analysis, and results will be used to guide decisions regarding future actions. Work is moving rapidly in preparation to retrieve waste from a second single-shell tank this summer and transfer it to safer double-shell tank storage. Construction activities necessary to retrieve waste from Tank C-104, a 530,000 gallon tank built in 1943, are approximately 60 percent complete as WRPS maintains its focus on reducing the risk posed by Hanford's aging single-shell waste tanks. C-104 is one of Hanford's oldest radioactive and chemical waste storage tanks, containing approximately 263,000 gallons of wet sludge with a top layer that is dry and powdery. This will be the largest sludge volume retrieval ever attempted using modified sluicing technology. Modified sluicing uses high pressure water or liquid radioactive waste sprayed from nozzles above the waste. The liquid dissolves and/or mobilizes the waste so it can be pumped. In addition to other challenges, tank C-104 contains a significant amount of plutonium and uranium. It also contains a host of contaminated legacy equipment so the entire process is being managed carefully to protect workers and the environment.

    While there is no lack of performance counter tools for coarse-grained measurement of cache activity, there is a critical lack of tools for relating data layout to cache behavior to application performance. Generally, any nontrivial optimizations are either not done at all, or are done by hand requiring significant time and expertise. To the best of our knowledge no tool available to users measures the latency of memory reference instructions for partic- ular addresses and makes this information available to users in an easy-to-use and intuitive way. In this project, we worked to enable the Open|SpeedShop performance analysis tool to gather memory reference latency information for specific instructions and memory ad- dresses, and to gather and display this information in an easy-to-use and intuitive way to aid performance analysts in identifying problematic data structures in their codes. This tool was primarily designed for use in the supercomputer domain as well as grid, cluster, cloud-based parallel e-commerce, and engineering systems and middleware. Ultimately, we envision a tool to automate optimization of application cache layout and utilization in the Open|SpeedShop performance analysis tool. To commercialize this soft- ware, we worked to develop core capabilities for gathering enhanced memory usage per- formance data from applications and create and apply novel methods for automatic data structure layout optimizations, tailoring the overall approach to support existing supercom- puter and cluster programming models and constraints. In this Phase I project, we focused on infrastructure necessary to gather performance data and present it in an intuitive way to users. With the advent of enhanced Precise Event-Based Sampling (PEBS) counters on recent Intel processor architectures and equivalent technology on AMD processors, we are now in a position to access memory reference information for particular addresses. Prior to the introduction of PEBS counters, cache behavior could only be measured reliably in the ag- gregate across tens or hundreds of thousands of instructions. With the newest iteration of PEBS technology, cache events can be tied to a tuple of instruction pointer, target address (for both loads and stores), memory hierarchy, and observed latency. With this information we can now begin asking questions regarding the efficiency of not only regions of code, but how these regions interact with particular data structures and how these interactions evolve over time. In the short term, this information will be vital for performance analysts understanding and optimizing the behavior of their codes for the memory hierarchy. In the future, we can begin to ask how data layouts might be changed to improve performance and, for a particular application, what the theoretical optimal performance might be. The overall benefit to be produced by this effort was a commercial quality easy-to- use and scalable performance tool that will allow both beginner and experienced parallel programmers to automatically tune their applications for optimal cache usage. Effective use of such a tool can literally save weeks of performance tuning effort. Easy to use. With the proposed innovations, finding and fixing memory performance issues would be more automated and hide most to all of the performance engineer exper- tise under the hood of the Open|SpeedShop performance tool. One of the biggest public benefits from the proposed innovations is that it makes performance analysis more usable to a larger group of application developers. Intuitive reporting of results. The Open|SpeedShop performance analysis tool has a rich set of intuitive, yet detailed reports for presenting performance results to application developers. Our goal was to leverage this existing technology to present the results from our memory performance addition to Open|SpeedShop. Suitable for experts as well as novices.     Since the 2009 American Recovery and Reinvestment Act the U.S. Department of Energys Geothermal Technologies Office has funded $33.7 million for multiple data digitization and aggregation projects focused on making vast amounts of geothermal relevant data available to industry for advancing geothermal exploration. These projects are collectively part of the National Geothermal Data System (NGDS), a distributed, networked system for maintaining, sharing, and accessing data in an effort to lower the levelized cost of electricity (LCOE). Determining who owns and who maintains the NGDS and its data nodes (repositories in the distributed system) is yet to be determined. However, the invest- ment in building and populating the NGDS has been substantial, both in terms of dollars and time; it is critical that this investment be protected by ensuring sustainability of the data, the software and systems, and the accessibility of the data. Only then, will the benefits be fully realized. To keep this operational system sustainable will require four core elements: continued serving of data and applications; maintenance of system operations; a governance structure; and an effective business model. Each of these presents a number of challenges. Data being added to the NGDS are not strictly geothermal but data considered relevant to geothermal exploration and develop- ment, including vast amounts of oil and gas and groundwater wells, among other data. These are relevant to a broader base of users. By diversifying the client base to other users and other fields, the cost of maintaining core infrastructure can be spread across an array of stakeholders and clients. It is presumed that NGDS will continue to provide free and open access to its data resources. The next-phase NGDS operation should be structured to eventually pursue revenue streams to help off-set sustainability expenses as necessary and appropriate, potentially including income from: grants and contracts (agencies, foundations, pri- vate sector), membership, fees for services (consulting, training, customization, app development), repository services (data, services, apps, models, documents, multimedia), advertisements, fees for premier services or applications, subscriptions to value added services, licenses, contributions and donations, endow- ments, and sponsorships.

    Primordial nucleosynthesis remains as one of the pillars of modern cosmology. It is the test-ing ground upon which all cosmological models must ultimately rest. It is our only probe of the universe during the first few minutes of cosmic expansion and in particular during the important radiation-dominated epoch. These lectures review the basic equations of space-time, cosmology, and big bang nucleosynthesis. We will then review the current state of observational constraints on primordial abundances along with the key nuclear reactions and their uncertainties. We summarize which nuclear measure-ments are most crucial during the big bang. We also review various cosmological models and their constraints. In particular, we summarize the constraints that big bang nucleosynthesis places upon the possible time variation of fundamental constants, along with constraints on the nature and origin of dark matter and dark energy, long-lived supersymmetric particles, gravity waves, and the primordial magnetic field.

    In an increasingly complex technical environ-ment, failure is accepted as a way of maximizing potential, a way of growing up. Experience can be utilized to improve designs, advance product maturity, and at the same time, can increase teams training and education. It is not enough to understand the development tools to ensure a projects success. Understanding how to plan, measure, communicate, interact, and work in teams is mandatory to make a project successful. A manager cannot enforce a process of good communication between team members. Project teams have to work together in supporting each other and establish a constant communication environment. This paper presents lessons learned during the development process of operations research software. The team members have matured and learned during the process to plan successfully, adapt to changes, use Agile methodologies, and embrace a new attitude towards failures and communication.

    A core hole (C4998) and three boreholes (C4993, C4996, and C4997) were drilled to acquire stratigraphic and downhole seismic data to model potential seismic impacts and to refine design specifications and seismic criteria for the Waste Treatment Plant (WTP) under construction on the Hanford Site. Borehole C4993 was completed through the Saddle Mountains Basalt, the upper portion of the Wanapum Basalt, and associated sedimentary interbeds, to provide a continuous record of the rock penetrated by all four holes and to provide access to the subsurface for geophysical measurement. Presented and compiled in this report are field-generated records for the deep mud rotary borehole C4993 at the WTP site. Material for C4993 includes borehole logs, lithologic summary, and record of rock chip samples collected during drilling through the months of August through early October. The borehole summary report also includes documentation of the mud rotary drilling, borehole logging, and sample collection.
