  2. Fluid dynamic studies for a simulated Melton Valley Storage Tank slurry

    The Melton Valley Storage Tanks (MVSTs), are used for the collection and storage of remote-handled radioactive liquid wastes. These wastes, which were typically acidic when generated, were neutralized with the addition of sodium hydroxide to protect the storage tanks from corrosion, but this caused the transuranic and heavy metals to precipitate. These wastes will eventually need to be removed from the tanks for ultimate disposal. The objective of the research activities discussed in this report is to support the design of a pipeline transport system between the MVSTs and a treatment facility. Since the wastes in the MVSTs are highly radioactive, a surrogate slurry was developed for this study. Rheological properties of the simulated slurry were determined in a test loop in which the slurry was circulated through three pipeline viscometers of different diameters. Pressure drop data at varying flow rates were used to obtain shear stress and shear rate data. The data were analyzed, and the slurry rheological properties were analyzed by the Power Law model and the Bingham plastic model. The plastic viscosity and yield stress data obtained from the rheological tests were used as inputs for a piping design software package, and the pressure drops predicted by the software compared well with the pressure drop data obtained from the test loop. The minimum transport velocity was determine for the slurry by adding known nominal sizes of glass spheres to the slurry. However, it was shown that the surrogate slurry exhibited hindered settling, which may substantially decrease the minimum transport velocity. Therefore, it may be desired to perform additional tests with a surrogate with a lower concentration of suspended solids to determine the minimum transport velocity.

  3. Melton Valley liquid low-level radioactive waste storage tanks evaluation

    The Melton Valley Liquid Low-Level Radioactive Waste Storage Tanks (MVSTs) store the evaporator concentrates from the Liquid Low-Level Radioactive Waste (LLLW) System at the Oak Ridge National Laboratory (ORNL). The eight stainless steel tanks contain approximately 375,000 gallons of liquid and sludge waste. These are some of the newer, better-designed tanks in the LLLW System. They have been evaluated and found by the US Environmental Protection Agency (EPA) and the Tennessee Department of Environment and Conservation to comply with all Federal Facility Agreement requirements for double containment. The operations and maintenance aspects of the tanks were also reviewed by the Defense Nuclear Facilities Safety Board (DNFSB) in September 1994. This document also contains an assessment of the risk to the public and ORNL workers from a leak in one of the MVSTs. Two primary scenarios were investigated: (1) exposure of the public to radiation from drinking Clinch River water contaminated by leaked LLLW, and (2) exposure of on-site workers to radiation by inhaling air contaminated by leaked LLLW. The estimated frequency of a leak from one of the MVSTs is about 8 {times} 10{sup {minus}4} events per year, or about once in 1200 years (with a 95% confidence level). If a leak were to occur, the dose to a worker from inhalation would be about 2.3 {times} 10{sup {minus}1} mrem (with a 95% confidence level). The dose to a member of the public through the drinking water pathway is estimated to be about 7 {times} 10{sup {minus}1} mrem (with a 95% confidence level). By comparison with EPA Safe Drinking Water regulations, the allowable lifetime radiation dose is about 300 mrem. Thus, a postulated LLLW leak from the MVSTs would not add appreciably to an individual`s lifetime radiation dose.

    The Melton Valley watershed presents a multifaceted management and decision-making challenge because of the very heterogeneous conditions that exist with respect to contaminant type, disposal unit age, mode of disposal, release mechanism, and potential risk-producing pathways. The investigation presented here has assembled relevant site data in the geographic context with the intent of enabling program managers and decision-makers to understand site conditions and evaluate the necessity, relative priority, and scope of potential remedial actions. The industrial and recreational exposure scenarios are used to provide a risk assessment reference context to evaluate levels of contamination in surface water, groundwater, soil, and sediment within each subbasin of the Melton Valley watershed. All available analytical results for the media of interest that could be qualified for use in the risk assessment were screened to determine carcinogenic risk values and noncarcinogenic hazard indexes and to identify the chemicals of concern (COCs) for each evaluated media in each subbasin.

    This report provides details on the baseline ecological risk assessment conducted in support of the Remedial Investigation (RI) Report for the Melton Valley areas of the White Oak Creek watershed (WOCW). The RI presents an analysis meant to enable the US Department of Energy (DOE) to pursue a series of remedial actions resulting in site cleanup and stabilization. The ecological risk assessment builds off of the WOCW screening ecological risk assessment. All information available for contaminated sites under the jurisdiction of the US Department of Energy`s Comprehensive Environmental Response, Compensation, and Liability Act Federal Facilities Agreement within the White Oak Creek (WOC) RI area has been used to identify areas of potential concern with respect to the presence of contamination posing a potential risk to ecological receptors within the Melton Valley area of the White Oak Creek watershed. The risk assessment report evaluates the potential risks to receptors within each subbasin of the watershed as well as at a watershed-wide scale. The WOC system has been exposed to contaminant releases from Oak Ridge National Laboratory and associated operations since 1943 and continues to receive contaminants from adjacent waste area groupings.

    The purpose of this Remedial Investigation (RI) report is to present an analysis of the Melton Valley portion of the White Oak Creek (WOC) watershed, which will enable the US Department of Energy (DOE) to pursue a series of cost-effective remedial actions resulting in site cleanup and stabilization. In this RI existing levels of contamination and radiological exposure are compared to levels acceptable for future industrial and potential recreational use levels at the site. This comparison provides a perspective for the magnitude of remedial actions required to achieve a site condition compatible with relaxed access restrictions over existing conditions. Ecological risk will be assessed to evaluate measures required for ecological receptor protection. For each subbasin, this report will provide site-specific analyses of the physical setting including identification of contaminant source areas, description of contaminant transport pathways, identification of release mechanisms, analysis of contaminant source interactions with groundwater, identification of secondary contaminated media associated with the source and seepage pathways, assessment of potential human health and ecological risks from exposure to contaminants, ranking of each source area within the subwatershed, and outline the conditions that remedial technologies must address to stop present and future contaminant releases, prevent the spread of contamination and achieve the goal of limiting environmental contamination to be consistent with a potential recreational use of the site.

    This report includes an evaluation of deep rock formations with the objective of providing practical maps, data, and some of the issues considered for carbon dioxide (CO{sub 2}) storage projects in the Ohio River Valley. Injection and storage of CO{sub 2} into deep rock formations represents a feasible option for reducing greenhouse gas emissions from coal-burning power plants concentrated along the Ohio River Valley area. This study is sponsored by the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL), American Electric Power (AEP), BP, Ohio Coal Development Office, Schlumberger, and Battelle along with its Pacific Northwest Division. An extensive program of drilling, sampling, and testing of a deep well combined with a seismic survey was used to characterize the local and regional geologic features at AEP's 1300-megawatt (MW) Mountaineer Power Plant. Site characterization information has been used as part of a systematic design feasibility assessment for a first-of-a-kind integrated capture and storage facility at an existing coal-fired power plant in the Ohio River Valley region--an area with a large concentration of power plants and other emission sources. Subsurface characterization data have been used for reservoir simulations and to support the review of the issues relating to injection, monitoring, strategy, risk assessment, and regulatory permitting. The high-sulfur coal samples from the region have been tested in a capture test facility to evaluate and optimize basic design for a small-scale capture system and eventually to prepare a detailed design for a capture, local transport, and injection facility. The Ohio River Valley CO{sub 2} Storage Project was conducted in phases with the ultimate objectives of demonstrating both the technical aspects of CO{sub 2} storage and the testing, logistical, regulatory, and outreach issues related to conducting such a project at a large point source under realistic constraints. The site characterization phase was completed, laying the groundwork for moving the project towards a potential injection phase. Feasibility and design assessment activities included an assessment of the CO{sub 2} source options (a slip-stream capture system or transported CO{sub 2}); development of the injection and monitoring system design; preparation of regulatory permits; and continued stakeholder outreach.

    As part of the Department of Energy's (DOE) initiation on developing new technologies for storage of carbon dioxide in geologic reservoir, Battelle has been awarded a project to investigate the feasibility of CO{sub 2} sequestration in the deep saline reservoirs in the Ohio River Valley region. This project is the Phase III of Battelle's work under the Novel Concepts in Greenhouse Gas Management grant. The main objective of the project is to demonstrate that CO{sub 2} sequestration in deep formations is feasible from engineering and economic perspectives, as well as being an inherently safe practice and one that will be acceptable to the public. In addition, the project is designed to evaluate the geology of deep formations in the Ohio River Valley region in general and in the vicinity of AEP's Mountaineer Power Plant in particular, in order to determine their potential use for conducting a long-term test of CO{sub 2} disposal in deep saline formations and potentially in nearby deep coal seams. The current technical progress report summarizes activities completed for the January through March 2005 period of the project. As discussed in the report, the technical activities focused on development of injection well design, preparing a Class V Underground Injection Control permit, assessment of monitoring technologies, analysis of coal samples for testing the capture system by Mitsubishi Heavy Industry, and presentation of project progress at several venues. In addition, related work has progressed on a collaborative risk assessment project with Japan research institute CREIPI and technical application for the Midwest Regional Carbon Sequestration Partnership.

  15. THE OHIO RIVER VALLEY CO2 STORAGE PROJECT - PRELIMINARY ASSESSMENT OF DEEP SALINE RESERVOIRS AND COAL SEAMS

    This report describes the geologic setting for the Deep Saline Reservoirs and Coal Seams in the Ohio River Valley CO{sub 2} Storage Project area. The object of the current project is to site and design a CO{sub 2} injection facility. A location near New Haven, WV, has been selected for the project. To assess geologic storage reservoirs at the site, regional and site-specific geology were reviewed. Geologic reports, deep well logs, hydraulic tests, and geologic maps were reviewed for the area. Only one well within 25 miles of the site penetrates the deeper sedimentary rocks, so there is a large amount of uncertainty regarding the deep geology at the site. New Haven is located along the Ohio River on the border of West Virginia and Ohio. Topography in the area is flat in the river valley but rugged away from the Ohio River floodplain. The Ohio River Valley incises 50-100 ft into bedrock in the area. The area of interest lies within the Appalachian Plateau, on the western edge of the Appalachian Mountain chain. Within the Appalachian Basin, sedimentary rocks are 3,000 to 20,000 ft deep and slope toward the southeast. The rock formations consist of alternating layers of shale, limestone, dolomite, and sandstone overlying dense metamorphic continental shield rocks. The Rome Trough is the major structural feature in the area, and there may be some faults associated with the trough in the Ohio-West Virginia Hinge Zone. The area has a low earthquake hazard with few historical earthquakes. Target injection reservoirs include the basal sandstone/Lower Maryville and the Rose Run Sandstone. The basal sandstone is an informal name for sandstones that overlie metamorphic shield rock. Regional geology indicates that the unit is at a depth of approximately 9,100 ft below the surface at the project site and associated with the Maryville Formation. Overall thickness appears to be 50-100 ft. The Rose Run Sandstone is another potential reservoir. The unit is located approximately 1,100 ft above the basal sandstone and is 100-200 ft thick. The storage capacity estimates for a 20-mile radius from the injection well ranged from 39-78 million tons (Mt) for each formation. Several other oil and gas plays have hydraulic properties conducive for injection, but the formations are generally only 5-50 ft thick in the study area. Overlying the injection reservoirs are thick sequences of dense, impermeable dolomite, limestone, and shale. These layers provide containment above the potential injection reservoirs. In general, it appears that the containment layers are much thicker and extensive than the injection intervals. Other physical parameters for the study area appear to be typical for the region. Anticipated pressures at maximum depths are approximately 4,100 psi based on a 0.45 psi/ft pressure gradient. Temperatures are likely to be 150 F. Groundwater flow is slow and complex in deep formations. Regional flow directions appear to be toward the west-northwest at less than 1 ft per year within the basal sandstone. Vertical gradients are downward in the study area. A review of brine geochemistry indicates that formation fluids have high salinity and dissolved solids. Total dissolved solids ranges from 200,000-325,000 mg/L in the deep reservoirs. Brine chemistry is similar throughout the different formations, suggesting extensive mixing in a mature basin. Unconsolidated sediments in the Ohio River Valley are the primary source of drinking water in the study area.

  16. Hydrology of the Melton Valley radioactive-waste burial grounds at Oak Ridge National Laboratory, Tennessee

    Burial grounds 4, 5, and 6 were used sequentially from 1951 to the present for the disposal of solid, low-level radioactive waste by burial in shallow trenches and auger holes. Abundant rainfall, a generally thin unsaturated zone, geologic media of inherently low permeability, and the operational practices employed have contributed to partial saturation of the buried waste, leaching of radionuclides, and transport of dissolved matter from the burial areas. Two primary methods of transport from these sites are by dissolution in circulating ground water, and the overflow of fluids in trenches and subsequent flow across land surface. The waste-disposal areas are underlain by the Conasauga Group (Cambrian age), a complex sequence of mudstone, siltstone, and limestone interbeds grading from one lithotype to the other, both laterally and vertically. Compressional forces that caused regional thrust faulting also caused much internal deformation of the beds. Folds, bedding-plane faults, and joints are widespread. Small solution openings have developed in some areas where the structurally-related openings have provided ingress to ground water.

  17. The Ohio River Valley CO2 Storage Project AEP Mountaineer Plant, West Virginia Numerical Simulation and Risk Assessment Report

    A series of numerical simulations of carbon dioxide (CO{sub 2}) injection were conducted as part of a program to assess the potential for geologic sequestration in deep geologic reservoirs (the Rose Run and Copper Ridge formations), at the American Electric Power (AEP) Mountaineer Power Plant outside of New Haven, West Virginia. The simulations were executed using the H{sub 2}O-CO{sub 2}-NaCl operational mode of the Subsurface Transport Over Multiple Phases (STOMP) simulator (White and Oostrom, 2006). The objective of the Rose Run formation modeling was to predict CO{sub 2} injection rates using data from the core analysis conducted on the samples. A systematic screening procedure was applied to the Ohio River Valley CO{sub 2} storage site utilizing the Features, Elements, and Processes (FEP) database for geological storage of CO{sub 2} (Savage et al., 2004). The objective of the screening was to identify potential risk categories for the long-term geological storage of CO{sub 2} at the Mountaineer Power Plant in New Haven, West Virginia. Over 130 FEPs in seven main classes were assessed for the project based on site characterization information gathered in a geological background study, testing in a deep well drilled on the site, and general site conditions. In evaluating the database, it was apparent that many of the items were not applicable to the Mountaineer site based its geologic framework and environmental setting. Nine FEPs were identified for further consideration for the site. These FEPs generally fell into categories related to variations in subsurface geology, well completion materials, and the behavior of CO{sub 2} in the subsurface. Results from the screening were used to provide guidance on injection system design, developing a monitoring program, performing reservoir simulations, and other risk assessment efforts. Initial work indicates that the significant FEPs may be accounted for by focusing the storage program on these potential issues. The screening method was also useful in identifying unnecessary items that were not significant given the site-specific geology and proposed scale of the Ohio River Valley CO{sub 2} Storage Project. Overall, the FEP database approach provides a comprehensive methodology for assessing potential risk for a practical CO{sub 2} storage application. An integrated numerical fate and transport model was developed to enable risk and consequence assessment at field scale. Results show that such an integrated modeling effort would be helpful in meeting the project objectives (such as site characterization, engineering, permitting, monitoring and closure) during different stages. A reservoir-scale numerical model was extended further to develop an integrated assessment framework which can address the risk and consequence assessment, monitoring network design and permitting guidance needs. The method was used to simulate sequestration of CO{sub 2} in moderate quantities at the Mountaineer Power Plant. Results indicate that at the relatively low injection volumes planned for pilot scale demonstration at this site, the risks involved are minor to negligible, owing to a thick, low permeability caprock and overburden zones. Such integrated modeling approaches coupled with risk and consequence assessment modeling are valuable to project implementation, permitting, monitoring as well as site closure.

    This report documents are transport of contaminants from SWSA 5 along two principle pathways: the saturated groundwater system and the intermittently saturated stormflow system. The results of a baseflow sampling effort and a dye tracer study, indicated that much of the transport through the saturated groundwater system occurs along discrete geologic features. These features appear to be related to the contact between the Maryville and Nolichucky members of the Conasauga shale. Three discrete sources of tritium to Melton Branch Stream (MBS) were identified and traced to SWSA 5 by measuring soil moisture and evapotranspiration along transects between MBS and SWSA 5.

    Suspected water quality contamination in Watts Bar Reservoir as a result of activities in past decades at the Department of Energy`s (DOE) Oak Ridge facility is of public concern. DOE, the Tennessee Valley Authority (TVA), the State of Tennessee, and other agencies and officials have received many inquiries from the public in recent years concerning this suspected pollution, especially how this potential contamination may affect the health and safety of those persons who use beaches in the area for swimming or other water-body-contact sports. As a result of these concerns, TVA conducted a study in May and June 1991 to obtain data on potential contaminants of concern in the water and sediment of Watts Bar Reservoir. TVA collected water and sediment samples at a total of 29 sites, including 18 recreation areas and 11 water intake locations, located throughout Norris, Melton Hill, and Watts Bar Reservoirs. The samples were analyzed for radionuclides, metals, and organic compounds which could pose a threat to human health.

    A team from ORAU's Independent Environmental Assessment and Verification Program performed verification survey activities on the South Test Tower and four Hazardous Waste Storage Lockers. Scan data collected by ORAU determined that both the alpha and alpha-plus-beta activity was representative of radiological background conditions. The count rate distribution showed no outliers that would be indicative of alpha or alpha-plus-beta count rates in excess of background. It is the opinion of ORAU that independent verification data collected support the site?s conclusions that the South Tower and Lockers sufficiently meet the site criteria for release to recycle and reuse.

    The spent nuclear fuel removal program at the West Valley Demonstration Project (WVDP) consisted of removing the spent nuclear fuel (SNF) assemblies from the storage pool in the plant, loading them in shielded casks, and preparing the casks for transportation. So far, four fuel removal campaigns have been completed with the return of 625 spent nuclear fuel assemblies to their four utility owners. A fifth campaign, which is not yet completed, will transfer the remaining 125 fuel assemblies to a government site in Idaho. A spent fuel rod consolidation demonstration has been completed, and the storage canisters and their racks are being removed from the fuel receiving and storage pool to make way for installation of the size reduction equipment. A brief history of the West Valley reprocessing plant and the events leading to the storage and ownership of the spent nuclear fuel assemblies and their subsequent removal from West Valley are also recorded as background information. 3 refs., 16 figs., 9 tabs.

    Energy storage technology is critical if the U.S. is to achieve more than 25% penetration of renewable electrical energy, given the intermittency of wind and solar. Energy density is a critical parameter in the economic viability of any energy storage system with liquid fuels being 10 to 100 times better than batteries. However, the economical conversion of electricity to fuel still presents significant technical challenges. This project addressed these challenges by focusing on a specific approach: efficient processes to convert electricity, water and nitrogen to ammonia. Ammonia has many attributes that make it the ideal energy storage compound. The feed stocks are plentiful, ammonia is easily liquefied and routinely stored in large volumes in cheap containers, and it has exceptional energy density for grid scale electrical energy storage. Ammonia can be oxidized efficiently in fuel cells or advanced Carnot cycle engines yielding water and nitrogen as end products. Because of the high energy density and low reactivity of ammonia, the capital cost for grid storage will be lower than any other storage application. This project developed the theoretical foundations of N2 catalysis on specific catalysts and provided for the first time experimental evidence for activation of Mo 2N based catalysts. Theory also revealed that the N atom adsorbed in the bridging position between two metal atoms is the critical step for catalysis. Simple electrochemical ammonia production reactors were designed and built in this project using two novel electrolyte systems. The first one demonstrated the use of ionic liquid electrolytes at room temperature and the second the use of pyrophosphate based electrolytes at intermediate temperatures (200 – 300 ºC). The mechanism of high proton conduction in the pyrophosphate materials was found to be associated with a polyphosphate second phase contrary to literature claims and ammonia production rates as high as 5X 10-8 mol/s/cm2 were achieved.

The Act allows the DOE to provide a total of 1900 metric tons (MT) of additional spent fuel storage capacity to utilities that cannot reasonably provide such capacity for themselves. Topics considered include the implementation of the Act (DOE away-from reactor storage), the Act's impact on storage needs, and an economic evaluation. The Waste Act mandates schedules for the determination of several sites, the licensing and construction of a high-level waste repository, and the study of a monitored retrievable storage facility. It is determined that a small wet pool storage facility offers a conservative and cost-effective approach for many stations, in comparison to dry cask storage.

    Both the amount and duration of heat storage in massive elements of a passive building are investigated. Data taken for one full winter in the Balcomb solar home are analyzed with the aid of sub-system simulation models. Heat storage duration is tallied into one-day intervals. Heat storage location is discussed and related to overall energy flows. The results are interpreted and conclusions drawn.

    Ford, Bacon and Davis Utah Inc. has reevalated the Monument Valley site in order to revise the March 1977 engineering assessment of the problems resulting from the existence of radioactive uranium mill tailings at Monument Valley, Arizona. This engineering assessment has included the preparation of topographic maps, the performance of core drillings and radiometric measurements sufficient to determine areas and volumes of tailings and radiation exposure of individuals and nearby populations, the investigations of site hydrology and meteorology, and the evaluation and costing of alternative corrective actions. Radon gas released from the 1.1 million tons of tailings at the Monument Valley site constitutes the most significant environmental impact, although windblown tailings and external gamma radiation also are factors. The four alternative actions presented in this engineering assessment range from millsite decontamination with the addition of 3 m of stabilization cover material (Option I), to removal of the tailings to remote disposal sites and decontamination of the tailings site (Options II through IV). Cost estimates for the four options range from about $6,600,000 for stabilization in-place, to about $15,900,000 for disposal at a distance of about 15 mi. Three principal alternatives for reprocessing the Monument Valley tailings were examined: heap leaching; Treatment at an existing mill; and reprocessing at a new conventional mill constructed for tailings reprocessing. The cost of the uranium recovery is economically unattractive.

    This study considered assessing the feasibility of developing small scale hydro-electric power from seven major tributaries within the Hoopa Valley Indian Reservation of Northern California (http://www.hoopa-nsn.gov/). This study pursued the assessment of seven major tributaries of the Reservation that flow into the Trinity River. The feasibility of hydropower on the Hoopa Valley Indian Reservation has real potential for development and many alternative options for project locations, designs, operations and financing. In order to realize this opportunity further will require at least 2-3 years of intense data collection focusing on stream flow measurements at multiple locations in order to quantify real power potential. This also includes on the ground stream gradient surveys, road access planning and grid connectivity to PG&E for sale of electricity. Imperative to this effort is the need for negotiations between the Hoopa Tribal Council and PG&E to take place in order to finalize the power rate the Tribe will receive through any wholesale agreement that utilizes the alternative energy generated on the Reservation.

    The third international workshop on ice storage for cooling applications which was informal and interactive in nature, was open to persons interested in all ice-growing technologies and in ice storage, both seasonal and diurnal. Presentations were made on some 20 topics, ranging from freezers in Alaska to ice cooling of commercial jet aircraft. Workshop tours included visits to ice-storage systems at Commonwealth Edison's facilities in Bolingbrook and Des Plaines Valley, the A.C. Neilsen builing in Northbrook, and the new State of Illinois Center in Chicago. The first workshop in the present series considered the future of ice storage and predicted applications in the agricultural sector, desalinization, and commercial ice production. Progress has been rapid in the intervening two years, and an important topic at the third workshop was the possible use of ''warm ices'' (clathrate hydrates) for energy storage. This report consists primarily of abstracts of presentations made at the workshop.     The increasing use of renewable energy technologies for electricity generation, many of which have an unpredictably intermittent nature, will inevitably lead to a greater demand for large-scale electricity storage schemes. For example, the expanding fraction of electricity produced by wind turbines will require either backup or storage capacity to cover extended periods of wind lull. This paper describes a recently proposed storage scheme, referred to here as Pumped Thermal Storage (PTS), and which is based on sensible heat storage in large thermal reservoirs. During the charging phase, the system effectively operates as a high temperature-ratio heat pump, extracting heat from a cold reservoir and delivering heat to a hot one. In the discharge phase the processes are reversed and it operates as a heat engine. The round-trip efficiency is limited only by process irreversibilities (as opposed to Second Law limitations on the coefficient of performance and the thermal efficiency of the heat pump and heat engine respectively). PTS is currently being developed in both France and England. In both cases, the schemes operate on the Joule-Brayton (gas turbine) cycle, using argon as the working fluid. However, the French scheme proposes the use of turbomachinery for compression and expansion, whereas for that being developed in England reciprocating devices are proposed. The current paper focuses on the impact of the various process irreversibilities on the thermodynamic round-trip efficiency of the scheme. Consideration is given to compression and expansion losses and pressure losses (in pipe-work, valves and thermal reservoirs); heat transfer related irreversibility in the thermal reservoirs is discussed but not included in the analysis. Results are presented demonstrating how the various loss parameters and operating conditions influence the overall performance.

    A method of making hydrogen storage powder resistant to fracture in service involves forming a melt having the appropriate composition for the hydrogen storage material, such, for example, LaNi.sub.5 and other AB.sub.5 type materials and AB.sub.5+x materials, where x is from about -2.5 to about +2.5, including x=0, and the melt is gas atomized under conditions of melt temperature and atomizing gas pressure to form generally spherical powder particles. The hydrogen storage powder exhibits improved chemcial homogeneity as a result of rapid solidfication from the melt and small particle size that is more resistant to microcracking during hydrogen absorption/desorption cycling. A hydrogen storage component, such as an electrode for a battery or electrochemical fuel cell, made from the gas atomized hydrogen storage material is resistant to hydrogen degradation upon hydrogen absorption/desorption that occurs for example, during charging/discharging of a battery. Such hydrogen storage components can be made by consolidating and optionally sintering the gas atomized hydrogen storage powder or alternately by shaping the gas atomized powder and a suitable binder to a desired configuration in a mold or die.

    Gas storage is a critical element in the natural gas industry. Producers, transmission and distribution companies, marketers, and end users all benefit directly from the load balancing function of storage. The unbundling process has fundamentally changed the way storage is used and valued. As an unbundled service, the value of storage is being recovered at rates that reflect its value. Moreover, the marketplace has differentiated between various types of storage services and has increasingly rewarded flexibility, safety, and reliability. The size of the natural gas market has increased and is projected to continue to increase towards 30 trillion cubic feet over the next 10 to 15 years. Much of this increase is projected to come from electric generation, particularly peaking units. Gas storage, particularly the flexible services that are most suited to electric loads, is crucial in meeting the needs of these new markets. To address the gas storage needs of the natural gas industry, an industry-driven consortium was created--the Gas Storage Technology Consortium (GSTC). The objective of the GSTC is to provide a means to accomplish industry-driven research and development designed to enhance the operational flexibility and deliverability of the nation's gas storage system, and provide a cost-effective, safe, and reliable supply of natural gas to meet domestic demand. This report addresses the activities for the quarterly period of April 1, 2007 through June 30, 2007.     This report provides a summary of operational experiences, component and system performance, and lessons learned associated with the operation of the Vitrification Facility (VF) at the West Valley Demonstration Project (WVDP). The VF was designed to convert stored high-level radioactive waste (HLW) into a stable waste form (borosilicate glass) suitable for disposal in a federal repository. Following successful completion on nonradioactive test, HLW processing began in July 1995. Completion of Phase 1 of HLW processing was reached on 10 June 1998 and represented the processing of 9.32 million curies of cesium-137 (Cs-137) and strontium-90 (Sr-90) to fill 211 canisters with over 436,000 kilograms of glass. With approximately 85% of the total estimated curie content removed from underground waste storage tanks during Phase 1, subsequent operations will focus on removal of tank heel wastes.

    Compositions for hydrogen storage and methods of making such compositions employ an alloy that exhibits reversible formation/deformation of BH.sub.4.sup.- anions. The composition includes a ternary alloy including magnesium, boron and a metal and a metal hydride. The ternary alloy and the metal hydride are present in an amount sufficient to render the composition capable of hydrogen storage. The molar ratio of the metal to magnesium and boron in the alloy is such that the alloy exhibits reversible formation/deformation of BH.sub.4.sup.- anions. The hydrogen storage composition is prepared by combining magnesium, boron and a metal to prepare a ternary alloy and combining the ternary alloy with a metal hydride to form the hydrogen storage composition.

    The purpose of this report is to clarify the challenges associated with storage for secure enclaves. The major focus areas for the report are: - review of relevant parallel filesystem technologies to identify assets and gaps; - review of filesystem isolation/protection mechanisms, to include native filesystem capabilities and auxiliary/layered techniques; - definition of storage architectures that can be used for customizable compute enclaves (i.e., clarification of use-cases that must be supported for shared storage scenarios); - investigate vendor products related to secure storage. This study provides technical details on the storage and filesystem used for HPC with particular attention on elements that contribute to creating secure storage. We outline the pieces for a a shared storage architecture that balances protection and performance by leveraging the isolation capabilities available in filesystems and virtualization technologies to maintain the integrity of the data. Key Points: There are a few existing and in-progress protection features in Lustre related to secure storage, which are discussed in (Chapter 3.1). These include authentication capabilities like GSSAPI/Kerberos and the in-progress work for GSSAPI/Host-keys. The GPFS filesystem provides native support for encryption, which is not directly available in Lustre. Additionally, GPFS includes authentication/authorization mechanisms for inter-cluster sharing of filesystems (Chapter 3.2). The limitations of key importance for secure storage/filesystems are: (i) restricting sub-tree mounts for parallel filesystem (which is not directly supported in Lustre or GPFS), and (ii) segregation of hosts on the storage network and practical complications with dynamic additions to the storage network, e.g., LNET. A challenge for VM based use cases will be to provide efficient IO forwarding of the parallel filessytem from the host to the guest (VM). There are promising options like para-virtualized filesystems to help with this issue, which are a particular instances of the more general challenge of efficient host/guest IO that is the focus of interfaces like virtio. A collection of bridging technologies have been identified in Chapter 4, which can be helpful to overcome the limitations and challenges of supporting efficient storage for secure enclaves. The synthesis of native filesystem security mechanisms and bridging technologies led to an isolation-centric storage architecture that is proposed in Chapter 5, which leverages isolation mechanisms from different layers to facilitate secure storage for an enclave. Recommendations: The following highlights recommendations from the investigations done thus far. - The Lustre filesystem offers excellent performance but does not support some security related features, e.g., encryption, that are included in GPFS. If encryption is of paramount importance, then GPFS may be a more suitable choice. - There are several possible Lustre related enhancements that may provide functionality of use for secure-enclaves. However, since these features are not currently integrated, the use of Lustre as a secure storage system may require more direct involvement (support). (*The network that connects the storage subsystem and users, e.g., Lustre s LNET.) - The use of OpenStack with GPFS will be more streamlined than with Lustre, as there are available drivers for GPFS. - The Manilla project offers Filesystem as a Service for OpenStack and is worth further investigation. Manilla has some support for GPFS. - The proposed Lustre enhancement of Dynamic-LNET should be further investigated to provide more dynamic changes to the storage network which could be used to isolate hosts and their tenants. - The Linux namespaces offer a good solution for creating efficient restrictions to shared HPC filesystems. However, we still need to conduct a thorough round of storage/filesystem benchmarks. - Vendor products should be more closely reviewed, possibly to include evaluation of performance/protection of select products. (Note, we are investigation the option of evaluating equipment from Seagate/Xyratex.) Outline: The remainder of this report is structured as follows: - Section 1: Describes the growing importance of secure storage architectures and highlights some challenges for HPC. - Section 2: Provides background information on HPC storage architectures, relevant supporting technologies for secure storage and details on OpenStack components related to storage. Note, that background material on HPC storage architectures in this chapter can be skipped if the reader is already familiar with Lustre and GPFS. - Section 3: A review of protection mechanisms in two HPC filesystems; details about available isolation, authentication/authorization and performance capabilities are discussed. - Section 4: Describe technologies that can be used to bridge gaps in HPC storage and filesystems to facilitate...

    This annual environmental monitoring report for the West Valley Demonstration Project (WVDP or Project) is published to inform those with interest about environmental conditions at the WVDP. In accordance with U.S. Department of Energy (DOE) Order 231.1, Environment, Safety, and Health Reporting, the report summarizes calendar year (CY) 2002 environmental monitoring data so as to describe the performance of the WVDP's environmental management system, confirm compliance with standards and regulations, and highlight important programs. In 2002, the West Valley Demonstration Project, the site of a DOE environmental cleanup activity operated by West Valley Nuclear Services Co. (WVNSCO), was in the final stages of stabilizing high-level radioactive waste (HLW) that remained at the site after commercial nuclear fuel reprocessing had been discontinued in the early 1970s. The Project is located in western New York State, about 30 miles south of Buffalo, within the New York State-owned Western New York Nuclear Service Center (WNYNSC). The WVDP is being conducted in cooperation with the New York State Energy Research and Development Authority (NYSERDA). Ongoing work activities at the WVDP during 2002 included: (1) completing HLW solidification and melter shutdown; (2) shipping low-level radioactive waste off-site for disposal; (3) constructing a facility where large high-activity components can be safely packaged for disposal; (4) packaging and removing spent materials from the vitrification facility; (5) preparing environmental impact statements for future activities; (6) removing as much of the waste left behind in waste tanks 8D-1 and 8D-2 as was reasonably possible; (7) removing storage racks, canisters, and debris from the fuel receiving and storage pool, decontaminating pool walls, and beginning shipment of debris for disposal; (8) ongoing decontamination in the general purpose cell and the process mechanical cell (also referred to as the head end cells); (9) planning for cleanup of waste in the plutonium purification cell (south) and extraction cell number 2 in the main plant; (10) ongoing characterization of facilities such as the waste tank farm and process cells; (11) monitoring the environment and managing contaminated areas within the Project facility premises; and (12) flushing and rinsing HLW solidification facilities.
