    Timely analysis of cyber-security information necessitates automated information extraction from unstructured text. While state-of-the-art extraction methods produce extremely accurate results, they require ample training data, which is generally unavailable for specialized applications, such as detecting security related entities; moreover, manual annotation of corpora is very costly and often not a viable solution. In response, we develop a very precise method to automatically label text from several data sources by leveraging related, domain-specific, structured data and provide public access to a corpus annotated with cyber-security entities. Next, we implement a Maximum Entropy Model trained with the average perceptron on a portion of our corpus (~750,000 words) and achieve near perfect precision, recall, and accuracy, with training times under 17 seconds.

    Just as regulation is an ever-present and crucial factor in most of the day-to-day operating decisions of regulated natural gas transmission and distribution companies, it is also an important factor to consider in assessing the application of the antitrust laws to the conduct of these regulated entities. The legal guidelines are far from clear and are evolving. However, as regulated entities find themselves in an ever more competitive environment, it becomes necessary for their legal counsel to monitor closely the developments in the law concerning immunities from the antitrust laws by virtue of regulation imposed by government. The author hopes that this article will provide a useful starting point for that analysis.

    There has long been interest in variable resolution modeling to support military analysis for a broad range of interest areas. Despite the ever-present desire for models of greater fidelity at the expense of analysis and computation resources, models of moderate to low fidelity are still required at many levels of decision-making. Problems can arise due to the issue of consistency among the family of models used for analysis. To address this and other problems, models of variable resolution have been suggested. However, such variable resolution architectures inherently carry their own set of issues which must be resolved in order to be useful. First, what are the structural requirements for a variable resolution model; and second, how are interactions between entities governed, especially when the entities have different resolutions? This paper addresses these issues and discusses key mechanisms needed to develop a variable resolution combat simulation that meets several core requirements for such models: seamless aggregation/disaggregation, appropriate interactions between entities of differing resolution, and control of the aggregation/disaggregation process.

  10. Sub-micrometer fluidic channel for measuring photon emitting entities

    A nanofluidic channel fabricated in fused silica with an approximately 500 nm square cross section was used to isolate, detect and identify individual quantum dot conjugates. The channel enables the rapid detection of every fluorescent entity in solution. A laser of selected wavelength was used to excite multiple species of quantum dots and organic molecules, and the emission spectra were resolved without significant signal rejection. Quantum dots were then conjugated with organic molecules and detected to demonstrate efficient multicolor detection. PCH was used to analyze coincident detection and to characterize the degree of binding. The use of a small fluidic channel to detect quantum dots as fluorescent labels was shown to be an efficient technique for multiplexed single molecule studies. Detection of single molecule binding events has a variety of applications including high throughput immunoassays.

    This SAND report summarizes the activities and outcomes of the Network and Ensemble Enabled Entity Extraction in Informal Text (NEEEEIT) LDRD project, which addressed improving the accuracy of conditional random fields for named entity recognition through the use of ensemble methods. Conditional random fields (CRFs) are powerful, flexible probabilistic graphical models often used in supervised machine learning prediction tasks associated with sequence data. Specifically, they are currently the best known option for named entity recognition (NER) in text. NER is the process of labeling words in sentences with semantic identifiers such as %E2%80%9Cperson%E2%80%9D, %E2%80%9Cdate%E2%80%9D, or %E2%80%9Corganization%E2%80%9D. Ensembles are a powerful statistical inference meta-method that can make most supervised machine learning methods more accurate, faster, or both. Ensemble methods are normally best suited to %E2%80%9Cunstable%E2%80%9D classification methods with high variance error. CRFs applied to NER are very stable classifiers, and as such, would initially seem to be resistant to the benefits of ensembles. The NEEEEIT project nonetheless worked out how to generalize ensemble methods to CRFs, demonstrated that accuracy can indeed be improved by proper use of ensemble techniques, and generated a new CRF code, %E2%80%9CpyCrust%E2%80%9D and a surrounding application environment, %E2%80%9CNEEEEIT%E2%80%9D, which implement those improvements. The summary practical advice that results from this work, then, is: When making use of CRFs for label prediction tasks in machine learning, use the pyCrust CRF base classifier with NEEEEIT's bagging ensemble implementation. (If those codes are not available, then de-stablize your CRF code via every means available, and generate the bagged training sets by hand.) If you have ample pre-processing computational time, do %E2%80%9Cforward feature selection%E2%80%9D to find and remove counter-productive feature classes. Conversely, if

    This study outlines the development of an economic data base and techniques utilized in identifying noncompetitive practices in the sealed bid market for liquid asphalt products purchased by public entities in the State of Alabama. It describes the organization of data and methods for displaying salient characteristics of market conduct and performance. Likely areas of anticompetitive activity are identified from an examination of conditional factors influencing collusion in a market and of circumstantial evidence of collusive behavior of the vendors. Methods of detecting and analyzing suspicious behavior are indicated and applied to selected data. The conclusion reached was that collusion was present in the Alabama liquid asphalt market during 1971-1978. An antitrust action was initiated by the State. Damages were calculated from the data base using a GLM regression model. An out-of-court settlement was negotiated by the defendant vendors.

    Prediction of human response to potential therapeutic drugs is through conventional methods of in vitro cell culture assays and expensive in vivo animal testing. Alternatives to animal testing require sophisticated in vitro model systems that must replicate in vivo like function for reliable testing applications. Advancements in biomaterials have enabled the development of three-dimensional (3D) cell encapsulated hydrogels as in vitro drug screening tissue model systems. In this study, we have developed an in vitro platform to enable high density 3D culture of liver cells combined with a monolayer growth of target breast cancer cell line (MCF-7) in a static environment as a representative example of screening drug compounds for hepatotoxicity and drug efficacy. Alginate hydrogels encapsulated with serial cell densities of HepG2 cells (10{sup 5}-10{sup 8} cells/ml) are supported by a porous poly-carbonate disc platform and co-cultured with MCF-7 cells within standard cell culture plates during a 3 day study period. The clearance rates of drug transformation by HepG2 cells are measured using a coumarin based pro-drug. The platform was used to test for HepG2 cytotoxicity 50% (CT{sub 50}) using commercially available drugs which further correlated well with published in vivo LD{sub 50} values. The developed test platform allowed us to evaluate drug dose concentrations to predict hepatotoxicity and its effect on the target cells.     A tornado type wind turbine has a vertically disposed wind collecting tower with spaced apart inner and outer walls and a central bore. The upper end of the tower is open while the lower end of the structure is in communication with a wind intake chamber. An opening in the wind chamber is positioned over a turbine which is in driving communication with an electrical generator. An opening between the inner and outer walls at the lower end of the tower permits radially flowing air to enter the space between the inner and outer walls while a vertically disposed opening in the wind collecting tower permits tangentially flowing air to enter the central bore. A porous portion of the inner wall permits the radially flowing air to interact with the tangentially flowing air so as to create an intensified vortex flow which exits out of the top opening of the tower so as to create a low pressure core and thus draw air through the opening of the wind intake chamber so as to drive the turbine.

    The purpose of this report is to present the current design and implementation of the DIORAMA location type object (LocationType) and to provide examples and use cases. The LocationType object is included in the diorama-app package in the diorama::types namespace. Abstractly, the object is intended to capture the full time history of the location of an object or reference point. For example, a location may be speci ed as a near-Earth orbit in terms of a two-line element set, in which case the location type is capable of propagating the orbit both forward and backward in time to provide a location for any given time. Alternatively, the location may be speci ed as a xed set of geodetic coordinates (latitude, longitude, and altitude), in which case the geodetic location of the object is expected to remain constant for all time. From an implementation perspective, the location type is de ned as a union of multiple independent objects defi ned in the DIORAMA tle library. Types presently included in the union are listed and described in subsections below, and all conversions or transformation between these location types are handled by utilities provided by the tle library with the exception of the \\special-values" location type.

    The purpose of this directory is to provide a listing of available U.S. coal and coal related resources to potential purchasers of those resources abroad. The directory lists business entities within the US which offer coal related resources, products and services for sale on the international market. Each listing is intended to describe the particular business niche or range of product and/or services offered by a particular company. The listing provides addresses, telephones, and telex/fax for key staff in each company committed to the facilitation of international trade. The content of each listing has been formulated especially for this directory and reflects data current as of the date of this edition. The directory listings are divided into four primary classifications: coal resources; technology resources; support services; and financing and resource packaging. The first three of which are subdivided as follows: Coal Resources -- coal derivatives, coal exporters, and coal mining; Technology Resources -- advanced utilization, architects and engineers, boiler equipment, emissions control and waste disposal systems, facility construction, mining equipment, power generation systems, technical publications, and transport equipment; Support Services -- coal transport, facility operations, freight forwarders, sampling services and equipment, and technical consultants.     Wind Generation Feasibility Warm Springs Power and Water Enterprises (WSPWE) is a corporate entity owned by the Confederated Tribes of the Warm Springs Reservation, located in central Oregon. The organization is responsible for managing electrical power generation facilities on tribal lands and, as part of its charter, has the responsibility to evaluate and develop renewable energy resources for the Confederated Tribes of Warm Springs. WSPWE recently completed a multi-year-year wind resource assessment of tribal lands, beginning with the installation of wind monitoring towers on the Mutton Mountains site in 2003, and collection of on-site wind data is ongoing. The study identified the Mutton Mountain site on the northeastern edge of the reservation as a site with sufficient wind resources to support a commercial power project estimated to generate over 226,000 MWh per year. Initial estimates indicate that the first phase of the project would be approximately 79.5 MW of installed capacity. This Phase 2 study expands and builds on the previously conducted Phase 1 Wind Resource Assessment, dated June 30, 2007. In order to fully assess the economic benefits that may accrue to the Tribes through wind energy development at Mutton Mountain, a planning-level opinion of probable cost was performed to define the costs associated with key design and construction aspects of the proposed project. This report defines the Mutton Mountain project costs and economics in sufficient detail to allow the Tribes to either build the project themselves or contract with a developer under the most favorable terms possible for the Tribes.

    We compare the host galaxies of 902 supernovae (SNe), including SNe Ia, SNe II, and SNe Ibc, which are selected by cross-matching the Asiago Supernova Catalog with the Sloan Digital Sky Survey (SDSS) Data Release 7. We selected an additional 213 galaxies by requiring the light fraction of spectral observations to be >15%, which could represent well the global properties of the galaxies. Among these 213 galaxies, 135 appear on the Baldwin-Phillips-Terlevich diagram, which allows us to compare the hosts in terms of whether they are star-forming (SF) galaxies, active galactic nuclei (AGNs; including composites, LINERs, and Seyfert 2s) or absorption-line galaxies (Absorps; i.e., their related emission lines are weak or non-existent). The diagrams related to the parameters D{sub n}(4000), H?{sub A}, stellar masses, star formation rates (SFRs), and specific SFRs for the SNe hosts show that almost all SNe II and most of the SNe Ibc occur in SF galaxies, which have a wide range of stellar masses and low D{sub n}(4000). The SNe Ia hosts as SF galaxies following similar trends. A significant fraction of SNe Ia occurs in AGNs and absorption-line galaxies, which are massive and have high D{sub n}(4000). The stellar population analysis from spectral synthesis fitting shows that the hosts of SNe II have a younger stellar population than hosts of SNe Ia. These results are compared with those of the 689 comparison galaxies where the SDSS fiber captures less than 15% of the total light. These comparison galaxies appear biased toward higher 12+log(O/H) (?0.1 dex) at a given stellar mass. Therefore, we believe the aperture effect should be kept in mind when the properties of the hosts for different types of SNe are discussed.

    We present a new photometric identification technique for SN 1991bg-like type Ia supernovae (SNe Ia), i.e., objects with light curve characteristics such as later primary maxima and the absence of a secondary peak in redder filters. This method is capable of selecting this sub-group from the normal type Ia population. Furthermore, we find that recently identified peculiar sub-types such as SNe Iax and super-Chandrasekhar SNe Ia have photometric characteristics similar to 91bg-like SNe Ia, namely, the absence of secondary maxima and shoulders at longer wavelengths, and can also be classified with our technique. The similarity of these different SN Ia sub-groups perhaps suggests common physical conditions. This typing methodology permits the photometric identification of peculiar SNe Ia in large upcoming wide-field surveys either to study them further or to obtain a pure sample of normal SNe Ia for cosmological studies.

    Osaka Gas Co. has been developing a planar type SOFC (OG type SOFC) which has a suitable structure for stacking. Murata Mfg. Co. has begun to develop the OG type SOFC stack through joint program since 1993. Figure 1 shows OG type cell structure. Because each cell is sustained by cell holders acting air manifold, the load of upper cell is not put on the lower cells. Single cell is composed of 3-layered membrane and LaCrO{sub 3} separator. 5 single cells are mounted on the cell holder, connected with Ni felt electrically, and bonded by glassy material sealant. We call the 5-cell stack a unit. Stacking 13 units, we succeeded 870 W generation in 1993. But the power density was low, 0.11 Wcm{sup -2} because of crack in the electrolyte and gas leakage at some cells.

    For the past 6 years, the US Department of Energy (DOE) Office of Facility Safety Analysis (EH-32) has contracted Westinghouse Hanford Company (WHC) to conduct compliance testing on DOE Type A packagings. The packagings are tested for compliance with the U.S. Department of Transportation (DOT) Specification 7A, general packaging, Type A requirements. The DOE has shared the Type A packaging information throughout the nuclear materials transportation community. During testing, there have been recurring areas of packaging design that resulted in testing delays and/or initial failure. The lessons learned during the testing are considered a valuable resource. DOE requested that WHC share this resource. By sharing what is and can be encountered during packaging testing, individuals will hopefully avoid past mistakes.

    To use type Ia supernovae as standard candles for cosmologywe need accurate broadband magnitudes. In practice the observed magnitudemay differ from the ideal magnitude-redshift relationship either throughintrinsic inhomogeneities in the type Ia supernova population or throughobservational error. Here we investigate how we can choose filterbandpasses to reduce the error caused by both these effects. We find thatbandpasses with large integral fluxes and sloping wings are best able tominimise several sources of observational error, and are also leastsensitive to intrinsic differences in type Ia supernovae. The mostimportant feature of a complete filter set for type Ia supernovacosmology is that each bandpass be a redshifted copy of the first. Wedesign practical sets of redshifted bandpasses that are matched totypical high resistivity CCD and HgCdTe infra-red detector sensitivities.These are designed to minimise systematic error in well observedsupernovae, final designs for specific missions should also considersignal-to-noise requirements and observing strategy. In addition wecalculate how accurately filters need to be calibrated in order toachieve the required photometric accuracy of future supernova cosmologyexperiments such as the SuperNova-Acceleration-Probe (SNAP), which is onepossible realisation of the Joint Dark-Energy mission (JDEM). We considerthe effect of possible periodic miscalibrations that may arise from theconstruction of an interference filter.

    A compact fast analyzer of the rotary cuvette type is provided for simultaneously determining concentrations in a multiplicity of discrete samples using either absorbance or fluorescence measurement techniques. A rigid, generally rectangular frame defines optical passageways for the absorbance and fluorescence measurement systems. The frame also serves as a mounting structure for various optical components as well as for the cuvette rotor mount and drive system. A single light source and photodetector are used in making both absorbance and fluorescence measurements. Rotor removal and insertion are facilitated by a swing-out drive motor and rotor mount. BACKGROUND OF THE INVENTION The invention relates generally to concentration measuring instruments and more specifically to a compact fast analyzer of the rotary cuvette type which is suitable for making either absorbance or fluorescence measurements. It was made in the course of, or under, a contract with the U.S. Atomic Energy Commission.

    The nature of eolian-dune reservoirs is strongly influenced by stratification types (in decreasing order of quality: grain-flow, grain-fall, wind-ripple deposits) and their packaging by internal bounding surfaces. These are, in turn, a function of dune surface processes and migration behavior, allowing for predictive models of reservoir behavior. Migrating, simple crescentic dunes produce tabular bodies consisting mainly of grain-flow cross-strata, and form the best, most predictable reservoirs. Reservoir character improves as both original dune height and preserved set thickness increase, because fewer grain-fall deposits and a lower percentage of dune-apron deposits occur in the cross-strata, respectively. It is probable that many linear and star dunes migrate laterally, leaving a blanket of packages of wind ripple laminae reflecting deposition of broad, shifting aprons. This is distinct from models generated by freezing large portions of these dunes in place. Trailing margins of linear and star dunes are prone to reworking by sand-sheet processes that decrease potential reservoir quality. The occurrence of parabolic dunes isolated on vegetated sand sheets results in a core of grain-flow and grain-fall deposits surrounded by less permeable and porous deposits. Compound crescentic dunes, perhaps the most preservable dune type, may yield laterally (1) single sets of cross-strate, (2) compound sets derived from superimposed simple dunes, or (3) a complex of diverse sets derived from superimposed transverse and linear elements.

    We present the first large-scale effort of creating composite spectra of high-redshift type Ia supernovae (SNe Ia) and comparing them to low-redshift counterparts. Through the ESSENCE project, we have obtained 107 spectra of 88 high-redshift SNe Ia with excellent light-curve information. In addition, we have obtained 397 spectra of low-redshift SNe through a multiple-decade effort at Lick and Keck Observatories, and we have used 45 ultraviolet spectra obtained by HST/IUE. The low-redshift spectra act as a control sample when comparing to the ESSENCE spectra. In all instances, the ESSENCE and Lick composite spectra appear very similar. The addition of galaxy light to the Lick composite spectra allows a nearly perfect match of the overall spectral-energy distribution with the ESSENCE composite spectra, indicating that the high-redshift SNe are more contaminated with host-galaxy light than their low-redshift counterparts. This is caused by observing objects at all redshifts with similar slit widths, which corresponds to different projected distances. After correcting for the galaxy-light contamination, subtle differences in the spectra remain. We have estimated the systematic errors when using current spectral templates for K-corrections to be {approx}0.02 mag.     Dermal fibroblasts from most individuals with osteogenesis imperfecta (OI) type I produce about half the normal amount of type I procollagen, as a result of decreased synthesis of one of its constituent chains, pro[alpha](I). To test the hypothesis that decreased synthesis of pro[alpha](I) chains results from mutations in the COL1A1 gene, the authors used primer extension with nucleotide-specific chain termination to measure the contribution of individual COL1A1 alleles to the mRNA pool in fibroblasts from affected individuals. A polymorphic Mn/I restriction endonuclease site in the 3'-untranslated region of COL1A1 was used to distinguish the transcripts of the two alleles in heterozygous individuals. Twenty-three individuals from 21 unrelated families were studied. In each case there was marked diminution in steady-state mRNA levels from one COL1A2 allele. Loss of an allele through deletion or rearrangement was not the cause of the diminished COL1A1 mRNA levels. Primer extension with nucleotide-specific chain termination allows identification of the mutant COL1A1 allele in cell strains that are heterozygous for an expressed polymorphism. It is applicable to sporadic cases, to small families, and to large families in whom key individuals are uninformative at the polymorphic sites used in linkage analysis, making it a useful adjunct to the biochemical screening of collagenous proteins for OI. 40 refs., 3 figs., 1 tab.

    A new n-type semiconducting diamond is disclosed, which is doped with n-type dopant atoms. Such diamond is advantageously formed by chemical vapor deposition from a source gas mixture comprising a carbon source compound for the diamond, and a volatile hot wire filament for the n-type impurity species, so that the n-type impurity atoms are doped in the diamond during its formation. A corresponding chemical vapor deposition method of forming the n-type semiconducting diamond is disclosed. The n-type semiconducting diamond of the invention may be usefully employed in the formation of diamond-based transistor devices comprising pn diamond junctions, and in other microelectronic device applications.
