  12. Meeting Residential Ventilation Standards Through Dynamic Control of Ventilation Systems

    Existing ventilation standards, including American Society of Heating, Refrigerating, and Air-conditioning Engineers (ASHRAE) Standard 62.2, specify continuous operation of a defined mechanical ventilation system to provide minimum ventilation, with time-based intermittent operation as an option. This requirement ignores several factors and concerns including: other equipment such as household exhaust fans that might incidentally provide ventilation, negative impacts of ventilation when outdoor pollutant levels are high, the importance of minimizing energy use particularly during times of peak electricity demand, and how the energy used to condition air as part of ventilation system operation changes with outdoor conditions. Dynamic control of ventilation systems can provide ventilation equivalent to or better than what is required by standards while minimizing energy costs and can also add value by shifting load during peak times and reducing intake of outdoor air contaminants. This article describes the logic that enables dynamic control of whole-house ventilation systems to meet the intent of ventilation standards and demonstrates the dynamic ventilation system control concept through simulations and field tests of the Residential Integrated Ventilation-Energy Controller (RIVEC).

    This report has examined the role of manufactured housing in the housing market, the energy impacts of three manufactured housing standards and three site-built standards in 13 cities, and the economic impacts of those standards in 6 cities. The three standards applied to manufactured housing are the HUD Title VI standard (Manufactured Housing Construction and Safety Standards, or MHCSS), the Hud Title II-E standard, and the existing FmHA Title V standard. Those applied to site-built homes are the HUD Minimum Property Standards (MPS), the ASHRAE 90A-80 standard, and the FmHA Title V standard. Based on energy consumption alone, these analyses show that the FmHA Title V standard is the most stringent standard for both housing types (a single-section menufactured home and a single-story detached ''ranch house''). The HUD Title VI standard is the least stringent for manufactured homes, while the HUD Minimum Property Standards are the least stringent for site-built homes. Cost-effectiveness comparisons required by the Act were made for the two prototypical homes. Results of this preliminary economic analysis indicate that none of the site-built standards reflect minimum life-cycle cost as a basic criterion of their development. For manufactured homes, both the FmHA standard and the HUD Title II-E standard reduce life-cycle cost and effect positive first-year cash flows in all cities analyzed when electric resistance heating is assumed. When natural gas heating is used, both standards pass the life-cycle cost test in all cities, but the FmHA standard fails the cash flow test in all but one city. However, in the worst case, net monthly expenditures in the first year are increased by less than $9.

    This study by the U.S. Department of Energy (DOE) estimates the worldwide potential to produce biofuels including biofuels for export. It was undertaken to improve our understanding of the potential for imported biofuels to satisfy the requirements of Title II of the 2007 Energy Independence and Security Act (EISA) in the coming decades. Many other countries biofuels production and policies are expanding as rapidly as ours. Therefore, we modeled a detailed and up-to-date representation of the amount of biofuel feedstocks that are being and can be grown, current and future biofuels production capacity, and other factors relevant to the economic competitiveness of worldwide biofuels production, use, and trade. The Oak Ridge National Laboratory (ORNL) identified and prepared feedstock data for countries that were likely to be significant exporters of biofuels to the U.S. The National Renewable Energy Laboratory (NREL) calculated conversion costs by conducting material flow analyses and technology assessments on biofuels technologies. Brookhaven National Laboratory (BNL) integrated the country specific feedstock estimates and conversion costs into the global Energy Technology Perspectives (ETP) MARKAL (MARKet ALlocation) model. The model uses least-cost optimization to project the future state of the global energy system in five year increments. World biofuels production was assessed over the 2010 to 2030 timeframe using scenarios covering a range U.S. policies (tax credits, tariffs, and regulations), as well as oil prices, feedstock availability, and a global CO{sub 2} price. All scenarios include the full implementation of existing U.S. and selected other countries biofuels policies (Table 4).     Oil shale is Estonia`s greatest mineral resource. In the 1930s, it was used as a source of gasoline and fuel oil, but now it is mined primarily for thermal generation of electricity. With the loss of its primary market for electricity in the early 1990s and in the absence of another domestic source of fuel Estonia once again is considering the use of a larger proportion of its shale for oil production. However, existing retorting operations in Estonia may not attain western European environmental standards and desired conversion efficiencies. As a reference point, the Estonian authorities have documented existing environmental impacts. It is evaluating technologies to reduce the impacts and is setting a direction for the industry that will serve domestic needs. This paper provides a description of the existing oil shale industry in Estonia and options for the future.

    The Clean Air Act Amendments of 1990 established a rigorous timetable for EPA to develop and implement an unprecedented number of regulatory and policy initiatives. EPA has made great progress in meeting these mandates; however, much remains to be done if the Act`s health and environmental goals are to be achieved. EPA must issue dozens of additional regulations, guidance documents, and studies and reports over the next several years. The largest group of remaining rulemakings will be those controlling air toxics emissions. Other significant actions will include final rulemakings on emission standards for non-road engines, emissions standards for municipal and medical waste combustion, enhanced emissions monitoring, Federal operating permits, and newsource review simplification. EPA also must accelerate and expand a host of activities to ensure that the Agency and the States are implementing and enforcing the Act effectively. For example, EPA must assess hundreds of SIP revisions, as well as 120 State and local permit programs, and provide technical assistance to States and sources. Ms. Nichols will present EPA`s will present EPA`s plans for implementing these activities over the next several years. She will present a summary of the Agency`s current achievements under the 1990 amendments and EPA`s framework for completing the challenging tasks that lie ahead.

    Biodiesel produced from soybean oil, canola oil, yellow grease, and beef tallow was tested in two heavy-duty engines. The biodiesels were tested neat and as 20% by volume blends with a 15 ppm sulfur petroleum-derived diesel fuel. The test engines were the following: 2002 Cummins ISB and 2003 DDC Series 60. Both engines met the 2004 U.S. emission standard of 2.5 g/bhp-h NO{sub x}+HC (3.35 g/kW-h) and utilized exhaust gas recirculation (EGR). All emission tests employed the heavy-duty transient procedure as specified in the U.S. Code of Federal Regulations. Reduction in PM emissions and increase in NO{sub x} emissions were observed for all biodiesels in all engines, confirming observations made in older engines. On average PM was reduced by 25% and NO{sub x} increased by 3% for the two engines tested for a variety of B20 blends. These changes are slightly larger in magnitude, but in the same range as observed in older engines. The cetane improver 2-ethyl hexyl nitrate was shown to have no measurable effect on NO{sub x} emissions from B20 in these engines, in contrast to observations reported for older engines. The effect of intake air humidity on NO{sub x} emissions from the Cummins ISB was quantified. The CFR NO{sub x}/humidity correction factor was shown to be valid for an engine equipped with EGR, operating at 1700 m above sea level, and operating on conventional or biodiesel.

    The U.S. Environmental Protection Agency (EPA) and state air quality control agencies are in the midst of developing regulations and programs to meet the ambitious goals of the Clean Air Act Amendment (CAAA) of 1990. The CAAA--which call for stricter air quality standards, a greater number of pollutants and sources to be regulated, new operating permits, and more stringent enforcement of air quality violations--are expected to have a significant impact on virtually every facility in the country. An important deadline in the implementation of the CAAA is November 1993. That is when individual states must submit their proposed operating permit programs to the EPA, as mandated by Title 5 of the Amendments. The EPA then has one year after receiving a state program to accept or reject it. Once a state's program is accepted, all major sources of air pollution in that state have one year to apply for an operating air permit. Although the initial deadlines for business and industry are up to two years away, sufficient information is now available to take the first steps toward compliance with the new air quality regulations. Even while the details of the new rules are being hammered out, plant engineering can and should begin laying the groundwork for their own permit applications. Time and effort spent preparing now for the provisions of the CAAA will pay off in the long run.

The lower reference value combined with increased repurposing of postindustrial lands are heightening concerns and driving interest in reducing soil Pb exposures. As a result, regulatory decision makers may lower residential soil screening levels (SSLs), used in setting Pb cleanup levels, to levels that may be difficult to achieve, especially in urban areas. This study discusses challenges in remediation and bioavailability assessments of Pb in urban soils in the context of lower SSLs and identifies research needs to better address those challenges. Although in situ remediation with phosphate amendments is a viable option, the scope of the problem and conditions in urban settings may necessitate that SSLs be based on bioavailable rather than total Pb concentrations. However, variability in soil composition can influence bioavailability testing and soil amendment effectiveness. Finally, more data are urgently needed to better understand this variability and increase confidence in using these approaches in risk-based decision making, particularly in urban areas.

    The Department of Energy (DOE) has developed this Standard to assist line managers in meeting their responsibilities for implementing occupational radiological control programs. DOE has established regulatory requirements for occupational radiation protection in Title 10 of the Code of Federal Regulations, Part 835 (10 CFR 835), ``Occupational Radiation Protection``. Failure to comply with these requirements may lead to appropriate enforcement actions as authorized under the Price Anderson Act Amendments (PAAA). While this Standard does not establish requirements, it does restate, paraphrase, or cite many (but not all) of the requirements of 10 CFR 835 and related documents (e.g., occupational safety and health, hazardous materials transportation, and environmental protection standards). Because of the wide range of activities undertaken by DOE and the varying requirements affecting these activities, DOE does not believe that it would be practical or useful to identify and reproduce the entire range of health and safety requirements in this Standard and therefore has not done so. In all cases, DOE cautions the user to review any underlying regulatory and contractual requirements and the primary guidance documents in their original context to ensure that the site program is adequate to ensure continuing compliance with the applicable requirements. To assist its operating entities in achieving and maintaining compliance with the requirements of 10 CFR 835, DOE has established its primary regulatory guidance in the DOE G 441.1 series of Guides. This Standard supplements the DOE G 441.1 series of Guides and serves as a secondary source of guidance for achieving compliance with 10 CFR 835.

    Section 304(b) of the Energy Conservation and Production Act (ECPA), as amended, requires the Secretary of Energy to make a determination each time a revised version of ASHRAE Standard 90.1 is published with respect to whether the revised standard would improve energy efficiency in commercial buildings. When the U.S. Department of Energy (DOE) issues an affirmative determination on Standard 90.1, states are statutorily required to certify within two years that they have reviewed and updated the commercial provisions of their building energy code, with respect to energy efficiency, to meet or exceed the revised standard. This report provides a preliminary qualitative analysis of all addenda to ANSI/ASHRAE/IES Standard 90.1-2010 (referred to as Standard 90.1-2010 or 2010 edition) that were included in ANSI/ASHRAE/IES Standard 90.1-2013 (referred to as Standard 90.1-2013 or 2013 edition).

    As overall US Advisor for ISO/TC-85, SC-5, Dr. Westfall met with (1) Work Group 1, ``Measurement Techniques for the Chemical and Physical Characterization of UF{sub 6}, UO{sub 2}, and Mixed Oxide,`` on Monday, March 21, (2) Work Group 5, ``Standardization of Measurement Methods for the Characterization of Solid and Solidified Waste Forms, and for the Corrosion of their Primary Containers,`` on Tuesday, March 22; and (3) the full Subcommittee-5 on Wednesday, March 23. The status of work by all seven work groups in SC-5 was reported. Those having to do with nuclear fuel transportation (WG-4: UF, Containers, WG-9: Cask Trunnions, and WG-10: Cask Confinement) either have approved standards or drafts at an advanced stage of development. These work group convenors were asked to maintain their membership and establish new work areas in the field of nuclear fuel packaging. Definition of scope for new work is to be done in coordination with the interested staff members of the International Atomic Energy Agency, Vienna, Austria. On Thursday, March 24, the Cogema-Marcoule Plant staff hosted the SC-5 members to technical tours of their nuclear fuel reprocessing and waste vitrification and storage facilities.

    This dissertation presents the development of an alternate compliance strategy (ACS) incorporating pollution prevention and flexibility to replace traditional end-of-pipe control strategy. The ACS was based on the Hazardous Organic National Emission Standards for Hazardous Air Pollutants (HON) rule which is the first major Title 3 regulation promulgated under the 1990 Clean Air Act Amendments (CAAA). The ACS is defined by converting language in the HON rule into a performance based standard permitting regulated facilities to design compliance programs to meet the required hazardous air pollutant (HAP) emission reduction. Three evaluation methods are developed to compare the ACS to the compliance methods in the HON rule. The methods include a qualitative Evaluation Matrix, an economic analysis, and a Risk Reduction Measurement Model. An example facility was characterized using information from engineering references and a Dow Chemical ethylene oxide, ethylene glycol plant. The ACS and the reference control technology (RCT) compliance programs were applied to the example facility and the ACS reduced HAP emissions to a greater extent. The three evaluation methods were used to compare the compliance programs developed for the example facility and all three demonstrated the ACS to be a favorable compliance alternative. The ACS should be incorporated into the HON rule and other similar 1990 CAAA regulations as an alternative method of compliance. The ACS provides a major step in the progression of moving regulations from the traditional end-of-pipe treatment philosophy to pollution prevention performance based standards. (AN).

    This is the Final Safety Analysis Report (FSAR) Amendment 82 for incorporation into the Fast Flux Test Facility (FFTF) FSAR set assigned to you. This page change amendment incorporates changes previously approved by the U.S. Department of Energy, Richland Operations Office. This amendment provides updates to the FSAR to facilitate FFTF shutdown and deactivation. Among the changes are the following: Chapter 11 is updated to describe upgrades to the Solid Waste Cask. Additional fuel handling accidents are added to Chapter 15. Appendix G is revised to clearly identify systems and their safety functions. Appendix H is revised to remove the discussion of material that has been removed from the Interim Storage Area. Appendix I is revised to provide a general description of liquid metal removal from FFTF. Other changes include minor technical updates from the FSAR annual review and editorial and procedure references.

    Pursuant to the Presidents announcement of a National Fuel Efficiency Policy, the National Highway Traffic Safety Administration (NHTSA) and the EPA have promulgated nationally coordinated standards for tailpipe Carbon Dioxide (CO2)-equivalent emissions and fuel economy for light-duty vehicles (LDVs), which includes both passenger cars and light-duty trucks. In the joint rulemaking, the Environmental Protection Agency is enacting CO2-equivalent emissions standards under the Clean Air Act (CAA), and NHTSA is enacting companion Corporate Average Fuel Economy standards under the Energy Policy and Conservation Act, as amended by the Energy Independence and Security Act of 2007.

    On February 24, 1992, OSHA published the final rule for its Process Safety Management Standard (PSM) mandated by the Clean Air Act Amendments of 1990. (see Federal Register 57 FR 6356-6417). This standard imposes several responsibilities upon employers whose processes can cause large accident releases that could result in processes can cause large accident releases that could result in catastrophes. In contrast to OSHA`s Hazard Communication standard which focuses on routine daily exposures to hazardous materials, the PSM Standard is concerned with processes whereby the use, storage, manufacturing, handling or on-site movement of highly hazardous chemicals which exceed threshold quantities, provides potential for a catastrophic release. The PSM Standard requires: a written program, plans, training, hazard analysis and compliance auditing. This paper outlines the provisions under this Standard pursuant to OSHA regulation 29 Code of Federal Regulation 1910.119.

    Terminological requirements in information management was but one of the principal themes of the 2nd Congress on Terminology and Knowledge Engineering. The traveler represented the American Society for Testing and Materials' Committee on Terminology, of which he is the Chair. The traveler's invited workshop emphasized terminology standardization requirements in databases of material properties as well as practical terminology standardizing methods. The congress included six workshops in addition to approximately 82 lectures and papers from terminologists, artificial intelligence practitioners, and subject specialists from 18 countries. There were approximately 292 registrants from 33 countries who participated in the congress. The congress topics were broad. Examples were the increasing use of International Standards Organization (ISO) Standards in legislated systems such as the USSR Automated Data Bank of Standardized Terminology, the enhanced Physics Training Program based on terminology standardization in Physics in the Chinese province of Inner Mongolia, and the technical concept dictionary being developed at the Japan Electronic Dictionary Research Institute, which is considered to be the key to advanced artificial intelligence applications. The more usual roles of terminology work in the areas of machine translation. indexing protocols, knowledge theory, and data transfer in several subject specialties were also addressed, along with numerous special language terminology areas.

    The enclosed pages are Amendment 21 of the N Reactor Updated Safety Analysis Report (NUSAR). NUSAR, formerly UNI-M-90, was revised by 18 amendments that were issued by UNC Nuclear Industries, the contractor previously responsible for N Reactor operations. As of June 1987, Westinghouse Hanford Company (WHC) acquired the operations and engineering contract for N Reactor and other facilities at Hanford. The document number for NUSAR then became WHC-SP-0297. The first revision was issued by WHC as Amendment 19, prepared originally by UNC.     Utilities are developing sulfur dioxide (SO{sub 2}) emission compliance plans to meet limitations of the Clean Air Act Amendments of 1990 (CAAA). Compliance plans will have long-term effects on resource selection, fuel choice, and system dispatch. Use of integrated resource planning (IRP) is necessary to ensure compliance plans are consistent with the overall societal goals. In particular, environmental externalities must be integrated with the compliance planning process. The focus of the CAAA is on air pollution reduction, specifically acid gases and toxics, and attainment of National Ambient Air Quality Standards (NAAQS) for criteria pollutants. Title IV specifically focuses on sulfur dioxide with a national allowance trading system, while further regulation of toxics and nitrogen oxides is slated for additional study. Yet, compliance planning based narrowly upon today`s environmental regulations could fail to meet the broad goals of IRP if a larger array of environmental externalities is excluded from the analysis. Compliance planning must consider a broad range of environmental effects from energy production and use to (1) protect society`s long-term stake in environmental quality, and (2) ensure that today`s plans are rich enough to accommodate potential changes in regulation and national environmental goals. The explicit recognition of environmental effects, such as those associated with CO{sub 2} release, will result in prudent compliance plans that take advantage of current opportunities for pollution avoidance and have long-term viability in the face of regulatory change. By including such considerations, the mix of resources acquired and operated (supply and demand, existing and new, conventional and renewable, fuel type and fuel quality, pollution control, and dispatch protocols) will be robust and truly least-cost.

    The U.S. Department of Energy’s Bioenergy Technologies Office Sustainability Technology Manager Kristen Johnson represented the Office at the Global Bioenergy Partnership (GBEP) Meetings in Rome, Italy.     The Clean Air Act Amendments of 1990 will not only require the production of reformulated gasoline but also have significant impact on other refinery-related construction. This must be considered when developing sound planning strategy. The three titles of the Clean Air Act Amendments that will have the greatest effect on refining are: Title I: Nonattainment; Title III: Air toxics; Title V: Permitting. To understand the ramifications of these amendments, it is necessary to review the interactions of new requirements with the permitting and construction schedule shown.

    On May 8, 2003, Senator Jeff Bingaman, the Ranking Minority Member of the Senate Committee on Energy and Natural Resources, requested an analysis of a nationwide Renewable Portfolio Standard (RPS) program proposed to be amended to energy legislation currently pending before the U.S. Senate. With his request Sen. Bingaman provided specific information on the program to be analyzed. This analysis was prepared in response to his request and projects the impact of the proposed program on energy supply, demand, prices, and emissions. The analysis is based on the Annual Energy Outlook 2003 (AEO2003) projections of energy supply, demand, and prices through 2025, as updated in May 2003.
