    The National Academies' Board on Mathematical Sciences and their Applications (BMSA) is a primary interface between the research enterprise and federal agencies that rely on the mathematical sciences. The Board provides objective and authoritative advice on how best to apply the tools of mathematics, statistics, operations research, financial engineering, computational modeling, computational science, information analysis, and decision analysis to practical problems of national importance. In so doing, the Board strengthens the policy-making process and increases the visibility of, and appreciation for, the mathematical sciences while also identifying growth areas for the discipline.     In February 2006, the National Academy of Sciences (NAS) published the results of a 3 1/2-year study, titled Going the Distance, that examined the safety of transporting spent nuclear fuel (SNF) and high level waste (HLW) in the United States. NAS initiated this study to address what it perceived to be a national need for an independent, objective, and authoritative analysis of SNF and HLW transport in the United States. The study was co-sponsored by the U.S. Nuclear Regulatory Commission (NRC), the U.S. Department of Energy (DOE), the U.S. Department of Transportation (DOT), the Electric Power Research Institute and the National Cooperative Highway Research Program. This paper addresses some of the recommendations made in the NAS study related to the performance of SNF transportation casks in long duration fires, the use of full-scale package testing, and the need for an independent review of transportation security prior to the commencement of large scale shipping campaigns to an interim storage site or geologic repository. In conclusion: The NRC believes that the current regulations in 10 CFR Part 71 for the design of SNF and HLW transportation packages provide a very high level of protection to the public for very severe accidents and credible threat scenarios. As recommended by the NAS study, additional studies of accidents involving severe fires have been completed. These studies have confirmed that spent fuel casks would be expected to withstand very severe fires without the release of any fission products from the spent fuel. Additionally, changes in rail operating procedures such as the use of dedicated trains and prohibition on the co-location of SNF and flammable liquids in rail tunnels can further reduce the already low probability of severe rail accident fires involving SNF and HLW.     The National Geothermal Academy (NGA) is an intensive 8-week overview of the different aspects involved in developing a geothermal project, hosted at University of Nevada, Reno. The class of 2012 was the second graduating class from the academy and included 21 students from nine states, as well as Saudi Arabia, Dominica, India, Trinidad, Mexico. The class consisted of people from a wide range of scholastic abilities from students pursuing a Bachelor’s or Master’s degrees, to entrepreneurs and professionals looking to improve their knowledge in the geothermal field. Students earned 6 credits, either undergraduate or graduate, in engineering or geology. Overall, the students of the NGA, although having diverse backgrounds in engineering, geology, finance, and other sciences, came together with a common passion to learn more about geothermal.

While the American Safeguards Academy would be useful in preparing and pre-training American inspectors for the IAEA, it would also be useful for preparing Americans for domestic safeguards duties in the U.S. Department of Energy (DOE), U.S. DOE National Laboratories, and the U.S. Nuclear Regulatory Commission (NRC). It is envisioned that such an academy would train graduate and post-graduate university students, DOE National Laboratory interns, and nuclear safeguards professionals in the modern equipment, safeguards measures, and approaches currently used by the IAEA. It is also envisioned that the Academy would involve the domestic nuclear industry, which could provide use of commercial nuclear facilities for tours and demonstrations of the safeguards tools and methods in actual nuclear facilities. This would be in support of the U.S. DOE National Nuclear Security Administration’s Next Generation Safeguards Initiative (NGSI). This training would also help American nuclear safeguards and non-proliferation professionals better understand the potential limitations of the current tools used by the IAEA and give them a foundation from which to consider even more effective and efficient safeguards measures and approaches.

    During fiscal years 2007 through 2009, in accordance with Performance Based Incentives with DOE/NNSA Los Alamos Site Office, Los Alamos National Security (LANS) implemented and operated a Safety Basis Academy (SBA) to facilitate uniformity in technical qualifications of safety basis professionals across the nuclear weapons complex. The implementation phase of the Safety Basis Academy required development, delivery, and finalizing a set of 23 courses. The courses developed are capable of supporting qualification efforts for both federal and contractor personnel throughout the DOE/NNSA Complex. The LANS Associate Director for Nuclear and High Hazard Operations (AD-NHHO) delegated project responsibillity to the Safety Basis Division. The project was assigned to the Safety Basis Technical Services (SB-TS) Group at Los Alamos National Laboratory (LANL). The main tasks were project needs analysis, design, development, implementation of instructional delivery, and evaluation of SBA courses. DOE/NNSA responsibility for oversight of the SBA project was assigned to the Chief of Defense for Nuclear Safety, and delegated to the Authorization Basis Senior Advisor, Continuous Learning Chair (CDNS-ABSA/CLC). NNSA developed a memorandum of agreement with LANS AD-NHHO. Through a memorandum of agreement initiated by NNSA, the DOE National Training Center (NTC) will maintain the set of Safety Basis Academy courses and is able to facilitate course delivery throughout the DOE Complex.

    From 1975 to 1991 the Hanford Patrol Academy Demolition Sites (HPADS) were used for demolition events. These demolition events were a form of thermal treatment for spent or abandoned chemical waste. Because the HPADS will no longer be used for this thermal activity, the sites will be closed. Closure will be conducted pursuant to the requirements of the Washington State Department of Ecology (Ecology) Dangerous Waste Regulations, Washington Administrative Code (WAC) 173-303-610 and 40 CFR 270.1. Closure also will satisfy closure requirements of WAC 173-303-680 and for the thermal treatment closure requirements of 40 CFR 265.381. This closure plan presents a description of the HPADS, the history of the waste treated, and the approach that will be followed to close the HPADS. Because dangerous waste does not include the source, special nuclear, and by-product material components of mixed waste, radionuclides are not within the scope of WAC 173-303 or of this closure plan. The information on radionuclides is provided only for general knowledge where appropriate. Only dangerous constituents derived from HPADS operations will be addressed in this closure plan in accordance with WAC 173-303-610(2)(b)(i). The HPADS are actually two distinct soil closure areas within the Hanford Patrol Academy training area.

    Geothermal Academy: A Pathway for Confirmation of Ground-Source Heat Pumps in the United States. In 2008, Oak Ridge National Laboratory issued a report on geothermal heats pumps (GHPs) focused on the market status, barriers to adoption, and actions to overcome these barriers (Hughes 2008). Of the barriers raised in this report, of the most pressing is the lack of performance and energy usage data for GHPs. Further, an associated barrier is a lack of a fair comparison of the energy usage of conventional heating and cooling systems for the same building. Because of these barriers, we are not able to say how much energy is used by well-designed GHP systems on a long-term basis, nor are we able to say how better their energy usage is compared to conventional systems. The need for a fair comparison with conventional systems is particularly relevant as modern versions of conventional air conditioners, gas furnaces, and boilers have also incorporated energy saving technologies. As a first step to address this barrier, the Geothermal Academy has developed a framework for data collection. This framework has already been applied to several geothermal installations in Colorado (Nakagawa etal. 2010). The framework classifies data into different categories based on the relevance of the dat to understanding the energy consumption of a GHP system. The categories are: direct energy consumption data, heat exchange performance data, and GHP design parameter data. The main recommendation of this project is to include a minimal data collection system on each heat pump installed in the U.S., capable of measuring the electrical energy consumed, the entering/exiting fluid temperatures, and circulation rates. This is a viable and cost effective solution which will provide performance data, as data collection systems are only a fraction of the cost of a GHP unit and modern GHP units already incorporate sensors to monitor energy usage and the entering and exiting fluid temperatures. Specifically, these sensors are used to control the GHP unit to provide the heat exchange required to provide a desired temperature within a building. Accordingly, it is straightforward for this operational data to be collected to start building a database of GHP performance such that can provide statistically relevant comparison with other heating and cooling systems. In addition to collecting the data, such a system could be easily implemented with a wireless transmitter so that data could be sent to a home PC where it could be transmitted to a central database. Display of the data on a user's PC would provide feedback on the performance of their system which could perhaps refine their use of the system to reach their personal energy goals. Although a system such as that described above has yet to be incorporated directly into commercial GHP systems, it is straightforward and inexpensive to outfit a GHP with a data acquisition system and supplemental sensors. A secondary recommendation is to consider funding a pilot effort that will collect the energy and performance time series data from a representative sample of installations. A preliminary pilot effort was undertaken by the Geothermal Academy at a middle school in Ft. Collins, Colorado, which demonstrated the feasibility and ease of such an effort. A full-scale pilot effort would be most suited to evaluate the performance of GHP installations in different climate settings, preferably focusing on residential, commercial, and public buildings. If a full-scale pilot effort were to be undertaken, it is recommended to also identify large buildings which may incorporate a back-up conventional heating and cooling system in order to provide statistically relevant comparison data to assess the improvement in GHP energy usage over other heating and cooling technologies. Such a data collection system would provide several benefits to the different sectors of society (consumers, installers, policy makers, researchers, utility companies, government regulators) which are concerned with GHP technology and implementation.

    A nuclear medicine imaging system having two large field of view scintillation cameras mounted on a rotatable gantry and being movable diametrically toward or away from each other is disclosed. In addition, each camera may be rotated about an axis perpendicular to the diameter of the gantry. The movement of the cameras allows the system to be used for a variety of studies, including positron annihilation, and conventional single photon emission, as well as static orthogonal dual multi-pinhole tomography. In orthogonal dual multi-pinhole tomography, each camera is fitted with a seven pinhole collimator to provide seven views from slightly different perspectives. By using two cameras at an angle to each other, improved sensitivity and depth resolution is achieved. The computer system and interface acquires and stores a broad range of information in list mode, including patient physiological data, energy data over the full range detected by the cameras, and the camera position. The list mode acquisition permits the study of attenuation as a result of Compton scatter, as well as studies involving the isolation and correlation of energy with a range of physiological conditions.

For 50 years the Division has pioneered in the application of radioisotopes and charged particles to biology and medicine. There is a growing emphasis on cellular and molecular applications in the work of all the Division's research groups. The powerful tools of genetic engineering, the use of recombinant products, the analytical application of DNA probes, and the use of restriction fragment length polymorphic DNA are described and proposed for increasing use in the future.

    This report documents the Tiger Team Assessment of Sandia National Laboratories (SNL), Albuquerque, located in Albuquerque, New Mexico. SNL, Albuquerque, is operated by the Sandia Corporation (a wholly owned subsidiary of the American Telephone and Telegraph Company) for the US Department of Energy (DOE). The environmental assessment also included DOE tenant facilities at Ross Aviation, Albuquerque Microelectronics Operation, and the Central Training Academy. The assessment was conducted from April 15 to May 24, 1991, under the auspices of DOE's Office of Special Projects under the Assistant Secretary for Environment, Safety and Health (ES H). The assessment was comprehensive, encompassing ES H disciplines, management, self-assessments, and quality assurance; transportation; and waste management operations. Compliance with applicable federal, state, and local regulations; applicable DOE Orders; best management practices; and internal SNL, Albuquerque, requirements were assessed. In addition, an evaluation of the adequacy and effectiveness of DOE and SNL, Albuquerque management of ES H programs was conducted.

    This book briefly describes the activities of the Biology and Medicine Division of the Lawrence Berkeley Laboratory. During the past year the Donner Pavilion program on the treatment of arteriovenous malformations in the brain has chalked up very significant successes. The disease control rate has been high and objective measures of success using cerebral angiography have been established. The new high resolution positron emitting tomographic imager has been demonstrated to operate successfully. In the Radiation Biophysics program, the availability of higher mass ions up to uranium has allowed us cell and tissue studies in a radiation domain that is entirely new. Using uranium beams, investigators have already made new and exciting findings that are described in the body of the report.

    The California Academy of Sciences (CAS) Morrison Planetarium is producing a 'full-dome' planetarium show on earthquakes and asked LLNL to produce content for the show. Specifically the show features numerical ground motion simulations of the M 7.9 1906 San Francisco and a possible future M 7.05 Hayward fault scenario earthquake. The show also features concepts of plate tectonics and mantle convection using images from LLNL's G3D global seismic tomography. This document describes the data that was provided to the CAS in support of production of the 'Earthquake' show. The CAS is located in Golden Gate Park, San Francisco and hosts over 1.6 million visitors. The Morrison Planetarium, within the CAS, is the largest all digital planetarium in the world. It features a 75-foot diameter spherical section projection screen tilted at a 30-degree angle. Six projectors cover the entire field of view and give a three-dimensional immersive experience. CAS shows strive to use scientifically accurate digital data in their productions. The show, entitled simply 'Earthquake', will debut on 26 May 2012. They are working on graphics and animations based on the same data sets for display on LLNL powerwalls and flat-screens as well as for public release.

With respect to speakers, 29 were established faculty members and 13 were graduate students or postdoctoral fellows. With respect to gender representation, among speakers, 13 were female and 28 were male, and among all participants 43 were female and 58 were male. Program these included the following topics: Cancer Pathways and Networks (Day 1), Metabolic Disease Networks (Day 2), Day 3 ? Organs, Pathways and Stem Cells (Day 3), and Day 4 ? Inflammation, Immunity, Microbes and the Environment (Day 4). Proceedings of the Conference were not published.

    Medicine at the crossroads (a.k.a. The Future of Medicine) is an 8-part series of one-hour documentaries which examines the scientific and social forces that have shaped the practice of medicine around the world. The series was developed and produced over a five-year period and in eleven countries. Among the major issues examined in the series are the education of medical practitioners and the communication of medical issues. The series also considers the dilemmas of modern medicine, including the treatment of the elderly and the dying, the myth of the quick fix in the face of chronic and incurable diseases such as HIV, and the far-reaching implications of genetic treatments. Finally, the series examines the global progress made in medical research and application, as well as the questions remaining to be answered. These include not only scientific treatment, but accessibility and other critical topics affecting the overall success of medical advances. Medicine at the crossroads is a co-production of Thirteen/WNET and BBC-TV in association with Television Espafiola SA (RTVE) and the Australian Broadcasting Corporation. Stefan Moore of Thirteen/WNET and Martin Freeth of BBC-TV are series producers. George Page is executive in charge of medicine at the crossroads. A list of scholarly advisors and a program synopses is attached.

    The National Environmental Research Parks are outdoor laboratories that provide opportunities for environmental studies on protected lands that act as buffers around Department of Energy (DOE) facilities. The research parks are used to evaluate the environmental consequences of energy use and development as well as the strategies to mitigate these effects. They are also used to demonstrate possible environmental and land-use options. The seven parks are: Fermilab National Environmental Research Park; Hanford National Environmental Research Park; Idaho National Environmental Research Park; Los Alamos National Environmental Research Park; Nevada National Environmental Research Park; Oak Ridge National Environmental Research Park; and Savannah River National Environmental Research Park. This document gives an overview of the events that led to the creation of the research parks. Its main purpose is to summarize key points about each park, including ecological research, geological characteristics, facilities, and available databases.
