Measuring energy efficiency in the United States` economy: A beginning

SciTech Connect (OSTI)

Energy efficiency is a vital component of the Nation`s energy strategy. One of the Department of Energy`s missions are to promote energy efficiency to help the Nation manage its energy resources. The ability to define and measure energy efficiency is essential to this objective. In the absence of consistent defensible measures, energy efficiency is a vague, subjective concept that engenders directionless speculation and confusion rather than insightful analysis. The task of defining and measuring energy efficiency and creating statistical measures as descriptors is a daunting one. This publication is not a final product, but is EIA`s first attempt to define and measure energy efficiency in a systematic and robust manner for each of the sectors and the United States economy as a whole. In this process, EIA has relied on discussions, customer reviews, in-house reviews, and seminars that have focused on energy efficiency in each of the sectors. EIA solicits the continued participation of its customers in further refining this work.

Implementation and Rejection of Industrial Steam System Energy Efficiency Measures

SciTech Connect (OSTI)

Steam systems consume approximately one third of energy applied at U.S. industrial facilities. To reduce energy consumption, steam system energy assessments have been conducted on a wide range of industry types over the course of five years through the Energy Savings Assessment (ESA) program administered by the U.S. Department of Energy (U.S. DOE). ESA energy assessments result in energy efficiency measure recommendations that are given potential energy and energy cost savings and potential implementation cost values. Saving and cost metrics that measure the impact recommended measures will have at facilities, described as percentages of facility baseline energy and energy cost, are developed from ESA data and used in analyses. Developed savings and cost metrics are examined along with implementation and rejection rates of recommended steam system energy efficiency measures. Based on analyses, implementation of steam system energy efficiency measures is driven primarily by cost metrics: payback period and measure implementation cost as a percentage of facility baseline energy cost (implementation cost percentage). Stated reasons for rejecting recommended measures are primarily based upon economic concerns. Additionally, implementation rates of measures are not only functions of savings and cost metrics, but time as well.

A Framework for Comparative Assessments of Energy Efficiency Policy Measures

SciTech Connect (OSTI)

When policy makers propose new policies, there is a need to assess the costs and benefits of the proposed policy measures, to compare them to existing and alternative policies, and to rank them according to their effectiveness. In the case of equipment energy efficiency regulations, comparing the effects of a range of alternative policy measures requires evaluating their effects on consumers’ budgets, on national energy consumption and economics, and on the environment. Such an approach should be able to represent in a single framework the particularities of each policy measure and provide comparable results. This report presents an integrated methodological framework to assess prospectively the energy, economic, and environmental impacts of energy efficiency policy measures. The framework builds on the premise that the comparative assessment of energy efficiency policy measures should (a) rely on a common set of primary data and parameters, (b) follow a single functional approach to estimate the energy, economic, and emissions savings resulting from each assessed measure, and (c) present results through a set of comparable indicators. This framework elaborates on models that the U.S. Department of Energy (DOE) has used in support of its rulemakings on mandatory energy efficiency standards. In addition to a rigorous analysis of the impacts of mandatory standards, DOE compares the projected results of alternative policy measures to those projected to be achieved by the standards. The framework extends such an approach to provide a broad, generic methodology, with no geographic or sectoral limitations, that is useful for evaluating any type of equipment energy efficiency market intervention. The report concludes with a demonstration of how to use the framework to compare the impacts estimated for twelve policy measures focusing on increasing the energy efficiency of gas furnaces in the United States.

Energy Efficiency Measures to Incorporate into Remodeling Projects

SciTech Connect (OSTI)

Energy improvements in a home are often approached as one concerted effort, beginning with a simple walk-through assessment or more in-depth energy audit and followed by the installation of recommended energy measures. While this approach allows for systems thinking to guide the efforts, comprehensive energy improvements of this nature are undertaken by a relatively small number of the households in our nation compared to more piecemeal remodeling efforts. Even when programs like the Weatherization Assistance Program and Home Performance with ENERGY STAR are considered, homes that have had a comprehensive energy makeover still represent a small fraction of the 111.1 million households. In this report, the U.S Department of Energy Building America Retrofit Alliance research team looks at the improvement of a home's energy performance in an opportunistic way: it examines what can be done to incorporate energy efficiency measures into general remodeling work and home repair projects. This allows for the possibility for people who would not normally pursue energy efficiency but will remodel their kitchen or re-side their home to improve their home's performance at the same time. There are challenges to this approach, not the least of which being that the work will take place over time in potentially many separate projects. The opportunity to improve a home's energy efficiency at one time expands or contracts with the scope of the remodel. As such, guidance on how to do each piece thoughtfully and with consideration for potential future projects, is critical.

Predicted versus monitored performance of energy-efficiency measures in new commercial buildings from energy edge

SciTech Connect (OSTI)

Energy Edge is a research-oriented demonstration program involving 28 new commercial buildings in the Pacific Northwest. This paper discusses the energy savings and cost-effectiveness of energy-efficiency measures for the first 12 buildings evaluated using simulation models calibrated with measured end-use data. Average energy savings per building from the simulated code baseline building was 19%, less than the 30% target. The most important factor for the lower savings is that many of the installed measures differ from the measures specified in the design predictions. Only one of the first 12 buildings met the project objective of reducing energy use by more than 30% at a cost below the target of 56 mills/kWh (in 1991 dollars). Based on results from the first 12 calibrated simulation models, 29 of the 66 energy-efficiency measures, or 44%, met the levelized cost criterion. Despite the lower energy savings from individual measures, the energy-use intensities of the buildings are lower than other regional comparison data for new buildings. The authors review factors that contribute to the uncertainty regarding measured savings and suggest methods to improve future evaluations.

Uniform Methods Project: Methods for Determining Energy Efficiency Savings for Specific Measures; January 2012 - March 2013

SciTech Connect (OSTI)

Under the Uniform Methods Project, DOE is developing a framework and a set of protocols for determining the energy savings from specific energy efficiency measures and programs. The protocols provide a straightforward method for evaluating gross energy savings for common residential and commercial measures offered in ratepayer-funded initiatives in the United States. They represent a refinement of the body of knowledge supporting energy efficiency evaluation, measurement, and verification (EM&V) activities. This document deals with savings from the following measures: commercial and industrial lighting, commercial and industrial lighting controls, small commercial and residential unitary and split system HVAC cooling equipment, residential furnaces and boilers, residential lighting, refrigerator recycling, whole-building retrofit using billing analysis, metering, peak demand and time-differentiated energy savings, sample design, survey design and implementation, and assessing persistence and other evaluation issues.

Measuring and tuning energy efficiency on large scale high performance computing platforms.

SciTech Connect (OSTI)

Recognition of the importance of power in the field of High Performance Computing, whether it be as an obstacle, expense or design consideration, has never been greater and more pervasive. While research has been conducted on many related aspects, there is a stark absence of work focused on large scale High Performance Computing. Part of the reason is the lack of measurement capability currently available on small or large platforms. Typically, research is conducted using coarse methods of measurement such as inserting a power meter between the power source and the platform, or fine grained measurements using custom instrumented boards (with obvious limitations in scale). To collect the measurements necessary to analyze real scientific computing applications at large scale, an in-situ measurement capability must exist on a large scale capability class platform. In response to this challenge, we exploit the unique power measurement capabilities of the Cray XT architecture to gain an understanding of power use and the effects of tuning. We apply these capabilities at the operating system level by deterministically halting cores when idle. At the application level, we gain an understanding of the power requirements of a range of important DOE/NNSA production scientific computing applications running at large scale (thousands of nodes), while simultaneously collecting current and voltage measurements on the hosting nodes. We examine the effects of both CPU and network bandwidth tuning and demonstrate energy savings opportunities of up to 39% with little or no impact on run-time performance. Capturing scale effects in our experimental results was key. Our results provide strong evidence that next generation large-scale platforms should not only approach CPU frequency scaling differently, but could also benefit from the capability to tune other platform components, such as the network, to achieve energy efficient performance.

A Measurement Management Technology for Improving Energy Efficiency in Data Centers and Telecommunication Facilities

SciTech Connect (OSTI)

Data center (DC) electricity use is increasing at an annual rate of over 20% and presents a concern for the Information Technology (IT) industry, governments, and the society. A large fraction of the energy use is consumed by the compressor cooling to maintain the recommended operating conditions for IT equipment. The most common way to improve the DC efficiency is achieved by optimally provisioning the cooling power to match the global heat dissipation in the DC. However, at a more granular level, the large range of heat densities of today's IT equipment makes the task of provisioning cooling power optimized to the level of individual computer room air conditioning (CRAC) units much more challenging. Distributed sensing within a DC enables the development of new strategies to improve energy efficiency, such as hot spot elimination through targeted cooling, matching power consumption at rack level with workload schedule, and minimizing power losses. The scope of Measurement and Management Technologies (MMT) is to develop a software tool and the underlying sensing technology to provide critical decision support and control for DC and telecommunication facilities (TF) operations. A key aspect of MMT technology is integration of modeling tools to understand how changes in one operational parameter affect the overall DC response. It is demonstrated that reduced ordered models for DC can generate, in less than 2 seconds computational time, a three dimensional thermal model in a 50 kft{sup 2} DC. This rapid modeling enables real time visualization of the DC conditions and enables 'what if' scenarios simulations to characterize response to 'disturbances'. One such example is thermal zone modeling that matches the cooling power to the heat generated at a local level by identifying DC zones cooled by a specific CRAC. Turning off a CRAC unit can be simulated to understand how the other CRAC utilization changes and how server temperature responds. Several new sensing technologies were added to the existing MMT platform: (1) air contamination (corrosion) sensors, (2) power monitoring, and (3) a wireless environmental sensing network. All three technologies are built on cost effective sensing solutions that increase the density of sensing points and enable high resolution mapping of DCs. The wireless sensing solution enables Air Conditioning Unit (ACU) control while the corrosion sensor enables air side economization and can quantify the risk of IT equipment failure due to air contamination. Validation data for six test sites demonstrate that leveraging MMT energy efficiency solutions combined with industry best practices results in an average of 20% reduction in cooling energy, without major infrastructure upgrades. As an illustration of the unique MMT capabilities, a data center infrastructure efficiency (DCIE) of 87% (industry best operation) was achieved. The technology is commercialized through IBM System and Technology Lab Services that offers MMT as a solution to improve DC energy efficiency. Estimation indicates that deploying MMT in existing DCs can results in an 8 billion kWh savings and projection indicates that constant adoption of MMT can results in obtainable savings of 44 billion kWh in 2035. Negotiations are under way with business partners to commercialize/license the ACU control technology and the new sensor solutions (corrosion and power sensing) to enable third party vendors and developers to leverage the energy efficiency solutions.

Review of Evaluation, Measurement and Verification Approaches Used to Estimate the Load Impacts and Effectiveness of Energy Efficiency Programs

SciTech Connect (OSTI)

Public and private funding for end-use energy efficiency actions is expected to increase significantly in the United States over the next decade. For example, Barbose et al (2009) estimate that spending on ratepayer-funded energy efficiency programs in the U.S. could increase from $3.1 billion in 2008 to $7.5 and 12.4 billion by 2020 under their medium and high scenarios. This increase in spending could yield annual electric energy savings ranging from 0.58% - 0.93% of total U.S. retail sales in 2020, up from 0.34% of retail sales in 2008. Interest in and support for energy efficiency has broadened among national and state policymakers. Prominent examples include {approx}$18 billion in new funding for energy efficiency programs (e.g., State Energy Program, Weatherization, and Energy Efficiency and Conservation Block Grants) in the 2009 American Recovery and Reinvestment Act (ARRA). Increased funding for energy efficiency should result in more benefits as well as more scrutiny of these results. As energy efficiency becomes a more prominent component of the U.S. national energy strategy and policies, assessing the effectiveness and energy saving impacts of energy efficiency programs is likely to become increasingly important for policymakers and private and public funders of efficiency actions. Thus, it is critical that evaluation, measurement, and verification (EM&V) is carried out effectively and efficiently, which implies that: (1) Effective program evaluation, measurement, and verification (EM&V) methodologies and tools are available to key stakeholders (e.g., regulatory agencies, program administrators, consumers, and evaluation consultants); and (2) Capacity (people and infrastructure resources) is available to conduct EM&V activities and report results in ways that support program improvement and provide data that reliably compares achieved results against goals and similar programs in other jurisdictions (benchmarking). The National Action Plan for Energy Efficiency (2007) presented commonly used definitions for EM&V in the context of energy efficiency programs: (1) Evaluation (E) - The performance of studies and activities aimed at determining the effects and effectiveness of EE programs; (2) Measurement and Verification (M&V) - Data collection, monitoring, and analysis associated with the calculation of gross energy and demand savings from individual measures, sites or projects. M&V can be a subset of program evaluation; and (3) Evaluation, Measurement, and Verification (EM&V) - This term is frequently seen in evaluation literature. EM&V is a catchall acronym for determining both the effectiveness of program designs and estimates of load impacts at the portfolio, program and project level. This report is a scoping study that assesses current practices and methods in the evaluation, measurement and verification (EM&V) of ratepayer-funded energy efficiency programs, with a focus on methods and practices currently used for determining whether projected (ex-ante) energy and demand savings have been achieved (ex-post). M&V practices for privately-funded energy efficiency projects (e.g., ESCO projects) or programs where the primary focus is greenhouse gas reductions were not part of the scope of this study. We identify and discuss key purposes and uses of current evaluations of end-use energy efficiency programs, methods used to evaluate these programs, processes used to determine those methods; and key issues that need to be addressed now and in the future, based on discussions with regulatory agencies, policymakers, program administrators, and evaluation practitioners in 14 states and national experts in the evaluation field. We also explore how EM&V may evolve in a future in which efficiency funding increases significantly, innovative mechanisms for rewarding program performance are adopted, the role of efficiency in greenhouse gas mitigation is more closely linked, and programs are increasingly funded from multiple sources often with multiple program administrators and in

Certifying Industrial Energy Efficiency Performance: AligningManagement, Measurement, and Practice to Create Market Value

SciTech Connect (OSTI)

More than fifteen years after the launch of programs in theU.K. and U.S., industry still offers one of the largest opportunities forenergy savings worldwide. The International Energy Agency (IEA) estimatesthe savings potential from cost-optimization of industrial motor-drivensystems alone at 7 percent of global electricity use. The U.S. Departmentof Energy (USDOE) Industrial Technologies Program estimates 7 percentsavings potential in total US industrial energy use through theapplication of proven best practice. Simple paybacks for these types ofprojects are frequently two years or less. The technology required toachieve these savings is widely available; the technical skills requiredto identify energy saving opportunities are known and transferable.Although programs like USDOE's Best Practices have been highlysuccessful, most plants, as supported by 2002 MECS data, remain eitherunaware or unmotivated to improve their energy efficiency--as evidencedby the 98 percent of US industrial facilities reporting to MECS say thatthey lack a full-time energy manager. With the renewed interest in energyefficiency worldwide and the emergence of carbon trading and newfinancial instruments such as white certificates1, there is a need tointroduce greater transparency into the way that industrial facilitiesidentify, develop, and document energy efficiency projects. Historically, industrial energy efficiency projects have been developed by plantengineers, frequently with assistance from consultants and/or supplierswith highly specialized technical skills. Under this scenario, implementation of energy efficiency improvements is dependent onindividuals. These individuals typically include "champions" within anindustrial facility or corporation, working in cooperation withconsultants or suppliers who have substantial knowledge based on years ofexperience. This approach is not easily understood by others without thisspecialized technical knowledge, penetrates the market fairly slowly, andhas no assurance of persistence, since champions may leave the company orbe reassigned after project completion. This paper presents an alternatescenario that builds on the body of expert knowledge concerning energymanagement best practices and the experience of industrial champions toengage industry in continuous energy efficiency improvement at thefacility rather than the individual level. Under this scenario, standardized methodologies for applying and validating energy managementbest practices in industrial facilities will be developed through aconsensus process involving both plant personnel and specializedconsultants and suppliers. The resulting protocols will describe aprocess or framework for conducting an energy savings assessment andverifying the results that will be transparent to policymakers, managers, and the financial community, and validated by a third-party organization.Additionally, a global dialogue is being initiated by the United NationsIndustrial Development Organization (UNIDO) concerning the development ofan international industrial energy management standard that would be ISOcompatible. The proposed scenario will combine the resulting standardwith the best practice protocols for specific energy systems (i.e.,steam, process heating, compressed air, pumping systems, etc.) to formthe foundation of a third party, performance-based certification programfor the overall industrial facility that is compatible with existingmanagement systems, including ISO 9001:2000, 14001:2004 and 6 Sigma. Thelong term goal of this voluntary, industry designed certification programis to develop a transparent, globally accepted system for validatingenergy efficiency projects and management practices. This system wouldcreate a verified record of energy savings with potential market valuethat could be recognized among sectors and countries.

Scintillation efficiency measurement of Na recoils in NaI(Tl) below the DAMA/LIBRA energy threshold

E-Print Network [OSTI]

The dark matter interpretation of the DAMA modulation signal depends on the NaI(Tl) scintillation efficiency of nuclear recoils. Previous measurements for Na recoils have large discrepancies, especially in the DAMA/LIBRA modulation energy region. We report a quenching effect measurement of Na recoils in NaI(Tl) from 3keV$_{\\text{nr}}$ to 52keV$_{\\text{nr}}$, covering the whole DAMA/LIBRA energy region for light WIMP interpretations. By using a low-energy, pulsed neutron beam, a double time-of-flight technique, and pulse-shape discrimination methods, we obtained the most accurate measurement of this kind for NaI(Tl) to date. The results differ significantly from the DAMA reported values at low energies, but fall between the other previous measurements. We present the implications of the new quenching results for the dark matter interpretation of the DAMA modulation signal.

National Energy Efficiency Evaluation, Measurement and Verification (EM&V) Standard: Scoping Study of Issues and Implementation Requirements

SciTech Connect (OSTI)

This report is a scoping study that identifies issues associated with developing a national evaluation, measurement and verification (EM&V) standard for end-use, non-transportation, energy efficiency activities. The objectives of this study are to identify the scope of such a standard and define EM&V requirements and issues that will need to be addressed in a standard. To explore these issues, we provide and discuss: (1) a set of definitions applicable to an EM&V standard; (2) a literature review of existing guidelines, standards, and 'initiatives' relating to EM&V standards as well as a review of 'bottom-up' versus 'top-down' evaluation approaches; (3) a summary of EM&V related provisions of two recent federal legislative proposals (Congressman Waxman's and Markey's American Clean Energy and Security Act of 2009 and Senator Bingaman's American Clean Energy Leadership Act of 2009) that include national efficiency resource requirements; (4) an annotated list of issues that that are likely to be central to, and need to be considered when, developing a national EM&V standard; and (5) a discussion of the implications of such issues. There are three primary reasons for developing a national efficiency EM&V standard. First, some policy makers, regulators and practitioners believe that a national standard would streamline EM&V implementation, reduce costs and complexity, and improve comparability of results across jurisdictions; although there are benefits associated with each jurisdiction setting its own EM&V requirements based on their specific portfolio and evaluation budgets and objectives. Secondly, if energy efficiency is determined by the US Environmental Protection Agency to be a Best Available Control Technology (BACT) for avoiding criteria pollutant and/or greenhouse gas emissions, then a standard can be required for documenting the emission reductions resulting from efficiency actions. The third reason for a national EM&V standard is that such a standard is likely to be required as a result of future federal energy legislation that includes end-use energy efficiency, either as a stand-alone energy-efficiency resource standard (EERS) or as part of a clean energy or renewable energy standard. This study is focused primarily on this third reason and thus explores issues associated with a national EM&V standard if energy efficiency is a qualifying resource in federal clean energy legislation. Developing a national EM&V standard is likely to be a lengthy process; this study focuses on the critical first step of identifying the issues that must be addressed in a future standard. Perhaps the most fundamental of these issues is 'how good is good enough?' This has always been the fundamental issue of EM&V for energy efficiency and is a result of the counter-factual nature of efficiency. Counter-factual in that savings are not measured, but estimated to varying degrees of accuracy by comparing energy consumption after a project (program) is implemented with what is assumed to have been the consumption of energy in the absence of the project (program). Therefore, the how good is good enough question is a short version of asking how certain does one have to be of the energy savings estimate that results from EM&V activities and is that level of certainty properly balanced against the amount of effort (resources, time, money) that is utilized to obtain that level of certainty. The implication is that not only should energy efficiency investments be cost-effective, but EM&V investments should consider risk management principles and thus also balance the costs and value of information derived from EM&V (EM&V should also be cost-effective).

Energy efficient data centers

SciTech Connect (OSTI)

Data Center facilities, prevalent in many industries and institutions are essential to California's economy. Energy intensive data centers are crucial to California's industries, and many other institutions (such as universities) in the state, and they play an important role in the constantly evolving communications industry. To better understand the impact of the energy requirements and energy efficiency improvement potential in these facilities, the California Energy Commission's PIER Industrial Program initiated this project with two primary focus areas: First, to characterize current data center electricity use; and secondly, to develop a research ''roadmap'' defining and prioritizing possible future public interest research and deployment efforts that would improve energy efficiency. Although there are many opinions concerning the energy intensity of data centers and the aggregate effect on California's electrical power systems, there is very little publicly available information. Through this project, actual energy consumption at its end use was measured in a number of data centers. This benchmark data was documented in case study reports, along with site-specific energy efficiency recommendations. Additionally, other data center energy benchmarks were obtained through synergistic projects, prior PG&E studies, and industry contacts. In total, energy benchmarks for sixteen data centers were obtained. For this project, a broad definition of ''data center'' was adopted which included internet hosting, corporate, institutional, governmental, educational and other miscellaneous data centers. Typically these facilities require specialized infrastructure to provide high quality power and cooling for IT equipment. All of these data center types were considered in the development of an estimate of the total power consumption in California. Finally, a research ''roadmap'' was developed through extensive participation with data center professionals, examination of case study findings, and participation in data center industry meetings and workshops. Industry partners enthusiastically provided valuable insight into current practice, and helped to identify areas where additional public interest research could lead to significant efficiency improvement. This helped to define and prioritize the research agenda. The interaction involved industry representatives with expertise in all aspects of data center facilities, including specialized facility infrastructure systems and computing equipment. In addition to the input obtained through industry workshops, LBNL's participation in a three-day, comprehensive design ''charrette'' hosted by the Rocky Mountain Institute (RMI) yielded a number of innovative ideas for future research.

Measurements of Scintillation Efficiency and Pulse-Shape for Low Energy Recoils in Liquid Xenon

E-Print Network [OSTI]

Results of observations of low energy nuclear and electron recoil events in liquid xenon scintillator detectors are given. The relative scintillation efficiency for nuclear recoils is 0.22 +/- 0.01 in the recoil energy range 40 keV - 70 keV. Under the assumption of a single dominant decay component to the scintillation pulse-shape the log-normal mean parameter T0 of the maximum likelihood estimator of the decay time constant for 6 keV < Eee < 30 keV nuclear recoil events is equal to 21.0 ns +/- 0.5 ns. It is observed that for electron recoils T0 rises slowly with energy, having a value ~ 30 ns at Eee ~ 15 keV. Electron and nuclear recoil pulse-shapes are found to be well fitted by single exponential functions although some evidence is found for a double exponential form for the nuclear recoil pulse-shape.

Workload Classification & Software Energy Measurement for Efficient Scheduling on Private Cloud Platforms

E-Print Network [OSTI]

At present there are a number of barriers to creating an energy efficient workload scheduler for a Private Cloud based data center. Firstly, the relationship between different workloads and power consumption must be investigated. Secondly, current hardware-based solutions to providing energy usage statistics are unsuitable in warehouse scale data centers where low cost and scalability are desirable properties. In this paper we discuss the effect of different workloads on server power consumption in a Private Cloud platform. We display a noticeable difference in energy consumption when servers are given tasks that dominate various resources (CPU, Memory, Hard Disk and Network). We then use this insight to develop CloudMonitor, a software utility that is capable of >95% accurate power predictions from monitoring resource consumption of workloads, after a "training phase" in which a dynamic power model is developed.

Overview of existing residential energy-efficiency rating systems and measuring tools

SciTech Connect (OSTI)

Three categories of rating systems/tools were identified: prescriptive, calculational, and performance. Prescriptive systems include rating systems that assign points to various conservation features. Most systems that have been implemented to date have been prescriptive systems. The vast majority of these are investor-owned utility programs affiliated with the National Energy Watch program of the Edison Electric Institute. The calculational category includes computational tools that can be used to estimate energy consumption. This estimate could then be transformed, probably by indexing, into a rating. The available computational tools range from very simple to complex tools requiring use of a main-frame computer. Performance systems refer to residential energy-efficiency ratings that are based on past fuel consumption of a home. There are few of these systems. For each identified system/tool, the name, address, and telephone number of the developer is included. In addition, relevant publications discussing the system/tool are cited. The extent of field validation/verification of individual systems and tools is discussed. In general, there has been little validation/verification done. A bibliography of literature relevant to the use and implementation of a home energy rating system is also included.

PROGRESS IN ENERGY EFFICIENT BUILDINGS

SciTech Connect (OSTI)

Recent accomplishments in buildings energy research by the diverse groups in the Energy Efficient Buildings Program at Lawrence Berkeley Laboratory (LBL) are summarized. We review technological progress in the areas of ventilation and indoor air quality, buildings energy performance, computer modeling, windows, and artificial lighting. The need for actual consumption data to track accurately the improving energy efficiency of buildings is being addressed by the Buildings Energy Data (BED) Group at LBL. We summarize results to date from our Building Energy Use Compilation and Analysis (BECA) studies, which include time trends in the energy consumption of new commercial and new residential buildings, the measured savings being attained by both commercial and residential retrofits, and the cost-effectiveness of buildings energy conservation measures. We also examine recent comparisons of predicted vs. actual energy usage/savings, and present the case for building energy use labels.

Measure it, See it, Manage it: Using Real Time Data to Benchmark,Optimize, and Sustain System Energy Efficiency

SciTech Connect (OSTI)

Even after years of training and awareness building at thestate and national level, industrial cross-cutting systems (motor-driven,steam, process heating) continue to offer significant opportunities forenergy savings. The US Department of Energy estimates these remainingsavings at more than 7 percent of all industrial energy use. This paperpresents a different approach to promoting industrial system energyefficiency -- providing plant personnel with ready access to data uponwhich to base energy management decisions. In 2005, a Del Monte Foodsfruit processing plant in Modesto, California worked with LawrenceBerkeley National Laboratory (LBNL)to specify and purchase permanentinstrumentation for monitoring their compressed air system. This work, completed as part of a demonstration project under a State TechnologiesAdvancement Collaborative (STAC) grant, was designed to demonstrate theeffectiveness of enterprise energy management (EEM), which is predicatedon the assumption that the energy efficiency of existing, cross-cuttingindustrial systems (motor-driven, steam) can be improved by providingmanagement and operating personnel with real-time data on energy use. Theinitial STAC grant provided for the installation and some initialanalyses, but did not address the larger issue of integrating these newdata into an ongoing energy management program for the compressed airsystem. The California Energy Commission (CEC) decided to support furtheranalysis to identify potential for air system optimization. Through theCEC's Energy in Agriculture Program, a compressed air system audit wasperformed by Tom Taranto to: Measure and document the system's baselineand CASE Index of present operation; Establish methods to sustain anongoing CASE Index measure of performance; Use AIRMaster+ to analyzesupply side performance as compared to the CASE Index; Identify demandside opportunities for efficiency and performance improvement; Assesssupply / demand balance and energy reduction opportunities; Evaluate thepresent air compressor control strategy and potential improvement, andCollect data to benchmark parameters for compressed air systems atsimilar facilities. This paper addresses the benefits and limitations ofboth continuous and targeted measurement in benchmarking, optimizing, andsustaining an efficient compressed air system. Included are methods usedin applying both of these measurements to a complex industrial system.Further, this paper will describe the results of these additionalanalyses and the plant response to them.

Energy Efficiency Project Development

SciTech Connect (OSTI)

The International Utility Efficiency Partnerships, Inc. (IUEP) has been a leader among the industry groups that have supported voluntary initiatives to promote international energy efficiency projects and address global climate change. The IUEP maintains its leadership by both supporting international greenhouse gas (GHG) reduction projects under the auspices of the U.S. Department of Energy (DOE) and by partnering with U.S. and international organizations to develop and implement strategies and specific energy efficiency projects. The goals of the IUEP program are to (1) provide a way for U.S. industry to maintain a leadership role in international energy efficiency infrastructure projects; (2) identify international energy project development opportunities to continue its leadership in supporting voluntary market-based mechanisms to reduce GHG emissions; and (3) demonstrate private sector commitment to voluntary approaches to global climate issues. The IUEP is dedicated to identifying, promoting, managing, and assisting in the registration of international energy efficiency projects that result in demonstrated voluntary reductions of GHG emissions. This Final Technical Report summarizes the IUEP's work in identifying, promoting, managing, and assisting in development of these projects and IUEP's effort in creating international cooperative partnerships to support project development activities that develop and deploy technologies that (1) increase efficiency in the production, delivery and use of energy; (2) increase the use of cleaner, low-carbon fuels in processing products; and (3) capture/sequester carbon gases from energy systems. Through international cooperative efforts, the IUEP intends to strengthen partnerships for energy technology innovation and demonstration projects capable of providing cleaner energy in a cost-effective manner. As detailed in this report, the IUEP met program objectives and goals during the reporting period January 1, 2001 through December 31, 2002. At the request of the DOE, we have also included in this report additional activities during the reporting period January, 1999 through January, 2001. This additional information had been reported earlier in the Final Technical Reports that summarized activities undertaken in those earlier periods.

To derive model-independent constraints on dark energy, it is important to precisely measure the cosmic expansion history, H(z), in continuous redshift bins from z \\~ 0-2 (the redshift range in which dark energy is important). SNe Ia at z > 1 are not readily accessible from the ground because the bulk of their light has shifted into the near-infrared where the sky background is overwhelming; hence a space mission is required to probe dark energy using SNe. Because of its unique near-infrared wavelength coverage (0.8-4.2 microns), JEDI has the advantage of observing SNe Ia in the rest frame J band for the entire redshift range of 0 energy are discussed, with special emphasis on the improved precision afforded by the rest frame near-infrared data.

Energy Efficiency Upgrades

SciTech Connect (OSTI)

The energy efficiency upgrades project at Hardin County General Hospital did not include research nor was it a demonstration project. The project enabled the hospital to replace outdated systems with modern efficient models. Hardin County General Hospital is a 501c3, nonprofit hospital and the sole community provider for Hardin and Pope Counties of Illinois. This project provided much needed equipment and facility upgrades that would not have been possible through locally generated funding. Task 1 was a reroofing of the hospital. The hospital architect designed the replacement to increase the energy efficiency of the hospital roof/ceiling structure. Task 2 was replacement and installation of a new more efficient CT scanner for the hospital. Included in the project was replacement of HVAC equipment for the entire radiological suite. Task 5 was a replacement and installation of a new higher capacity diesel-fueled emergency generator for the hospital replacing a 50+ year old gas-fired generator. Task 7 was the replacement of 50+ year-old walk-in cooler/freezer with a newer, energy efficient model. Task 8 was the replacement of 10+ year-old washing machines in the hospital laundry with higher capacity, energy efficient models. Task 9 was replacement of 50-year old single pane curtain window system with double-pane insulated windows. Additionally, insulation was added around ventilation systems and the curtain wall system.

Chapter 20: Data Center IT Efficiency Measures

SciTech Connect (OSTI)

Data centers use about 2% of the electricity in the United States; a typical data center has 100 to 200 times the energy use intensity of a commercial building. Data centers present tremendous opportunities--energy use can be reduced as much as 80% between inefficient and efficient data centers. Data center efficiency measures generally fall into the following categories: power infrastructure (e.g., more efficient uninterruptible power supplies, power distribution units); cooling (e.g., free cooling, variable-speed drives, temperature and humidity set points); airflow management (e.g., hot aisle/cold aisle, containment, grommets); and information technology efficiency (e.g., server virtualization, efficient servers, efficient data storage).

No maintenance -- no energy efficiency

SciTech Connect (OSTI)

Field investigations illustrate that it is not realistic to expect new high-tech equipment to function for a full life expectancy at high efficiency without significant operations and maintenance (O&M). A simple walk through inspection of most buildings reveals extensive equipment that is being operated on manual override, is incorrectly adjusted and operating inefficiently, or is simply inoperative. This point is illustrated with two examples at Robins Air Force Base, Georgia. The first describes development of a comprehensive, base-wide, steam trap maintenance program. The second describes a measured evaluation from a typical office building. The objective of both examples was to assess the importance of proper O&M. The proposed ``O&M First`` philosophy will result in more efficient building HVAC operation, provide improved services to the building occupants, and reduce energy consumption and unscheduled equipment repair/replacement. Implementation of a comprehensive O&M program will result in a 15--25% energy savings. The O&M foundation that is established will allow other energy conservation activities such is demand side management or energy management and control systems, to achieve and maintain their expected energy savings.

Review of water, lighting, and cooling energy efficiency measures for low-income homes located in warm climates

SciTech Connect (OSTI)

In support of the U.S. Department of Energy`s Weatherization Assistance Program, Oak Ridge National Laboratory has performed a literature review of weatherization measures applicable for homes located in warm climate regions. Sources for this information included: (1) documented engineering estimates, (2) vendor information, (3) reported performance from research and field tests, and (4) direct discussions with researchers, vendors, and field reporters. Estimated savings are extrapolated from reported energy savings and applied to the end-use energy consumption for low-income homes reported by the Energy Information Administration. Additionally, installation costs, savings-to-investment ratios, and parameters indicating performance sensitivity to issues such as occupancy, construction, client education, and maintenance requirements are presented. The report is comprised of two sections: (1) an overview of measure performance, and (2) an appendix. The overview of measures is in a tabular format, which allows for quick reference. More detailed discussions and references for each measure are presented in the Appendix and it is highly recommended that these be reviewed prior to measure selection.

EVALUATION OF THE EFFECTIVENESS OF TRUCK EFFICIENCY TECHNOLOGIES IN CLASS 8 TRACTOR-TRAILERS BASED ON A TRACTIVE ENERGY ANALYSIS USING MEASURED DRIVE CYCLE DATA

SciTech Connect (OSTI)

Quantifying the fuel savings that can be achieved from different truck fuel efficiency technologies for a fleet s specific usage allows the fleet to select the combination of technologies that will yield the greatest operational efficiency and profitability. This paper presents an analysis of vehicle usage in a commercial vehicle fleet and an assessment of advanced efficiency technologies using an analysis of measured drive cycle data for a class 8 regional commercial shipping fleet. Drive cycle measurements during a period of a full year from six tractor-trailers in normal operations in a less-than-truckload (LTL) carrier were analyzed to develop a characteristic drive cycle that is highly representative of the fleet s usage. The vehicle mass was also estimated to account for the variation of loads that the fleet experienced. The drive cycle and mass data were analyzed using a tractive energy analysis to quantify the fuel efficiency and CO2 emissions benefits that can be achieved on class 8 tractor-trailers when using advanced efficiency technologies, either individually or in combination. Although differences exist among class 8 tractor-trailer fleets, this study provides valuable insight into the energy and emissions reduction potential that various technologies can bring in this important trucking application.

SciTech Connect (OSTI)

The purpose of this document is to provide guidance for developing a consistent approach to documenting efficiency credits generated from energy conservation measures in the Implementation Plan for boilers covered by the Boiler MACT rule (i.e., subpart DDDDD of CFR part 63). This document divides Boiler System conservation opportunities into four functional areas: 1) the boiler itself, 2) the condensate recovery system, 3) the distribution system, and 4) the end uses of the steam. This document provides technical information for documenting emissions credits proposed in the Implementation Plan for functional areas 2) though 4). This document does not include efficiency improvements related to the Boiler tune-ups.

Energy 101: Energy Efficient Data Centers

ScienceCinema (OSTI)

Data centers provide mission-critical computing functions vital to the daily operation of top U.S. economic, scientific, and technological organizations. These data centers consume large amounts of energy to run and maintain their computer systems, servers, and associated high-performance components?up to 3% of all U.S. electricity powers data centers. And as more information comes online, data centers will consume even more energy. Data centers can become more energy efficient by incorporating features like power-saving "stand-by" modes, energy monitoring software, and efficient cooling systems instead of energy-intensive air conditioners. These and other efficiency improvements to data centers can produce significant energy savings, reduce the load on the electric grid, and help protect the nation by increasing the reliability of critical computer operations.

Energy Efficiency Indicators Methodology Booklet

SciTech Connect (OSTI)

This Methodology Booklet provides a comprehensive review and methodology guiding principles for constructing energy efficiency indicators, with illustrative examples of application to individual countries. It reviews work done by international agencies and national government in constructing meaningful energy efficiency indicators that help policy makers to assess changes in energy efficiency over time. Building on past OECD experience and best practices, and the knowledge of these countries' institutions, relevant sources of information to construct an energy indicator database are identified. A framework based on levels of hierarchy of indicators -- spanning from aggregate, macro level to disaggregated end-use level metrics -- is presented to help shape the understanding of assessing energy efficiency. In each sector of activity: industry, commercial, residential, agriculture and transport, indicators are presented and recommendations to distinguish the different factors affecting energy use are highlighted. The methodology booklet addresses specifically issues that are relevant to developing indicators where activity is a major factor driving energy demand. A companion spreadsheet tool is available upon request.

High Energy Efficiency Air Conditioning

SciTech Connect (OSTI)

This project determined the performance of a new high efficiency refrigerant, Ikon B, in a residential air conditioner designed to use R-22. The refrigerant R-22, used in residential and small commercial air conditioners, is being phased out of production in developed countries beginning this year because of concerns regarding its ozone depletion potential. Although a replacement refrigerant, R-410A, is available, it operates at much higher pressure than R-22 and requires new equipment. R-22 air conditioners will continue to be in use for many years to come. Air conditioning is a large part of expensive summer peak power use in many parts of the U.S. Previous testing and computer simulations of Ikon B indicated that it would have 20 - 25% higher coefficient of performance (COP, the amount of cooling obtained per energy used) than R-22 in an air-cooled air conditioner. In this project, a typical new R-22 residential air conditioner was obtained, installed in a large environmental chamber, instrumented, and run both with its original charge of R-22 and then with Ikon B. In the environmental chamber, controlled temperature and humidity could be maintained to obtain repeatable and comparable energy use results. Tests with Ikon B included runs with and without a power controller, and an extended run for several months with subsequent analyses to check compatibility of Ikon B with the air conditioner materials and lubricant. Baseline energy use of the air conditioner with its original R-22 charge was measured at 90 deg F and 100 deg F. After changeover to Ikon B and a larger expansion orifice, energy use was measured at 90 deg F and 100 deg F. Ikon B proved to have about 19% higher COP at 90 deg F and about 26% higher COP at 100 deg F versus R-22. Ikon B had about 20% lower cooling capacity at 90 deg F and about 17% lower cooling capacity at 100 deg F versus R-22 in this system. All results over multiple runs were within 1% relative standard deviation (RSD). All of these values agree well with previous results and computer simulations of Ikon B performance versus R-22. The lower cooling capacity of Ikon B is not a concern unless a particular air conditioner is near its maximum cooling capacity in application. Typically, oversized A/C systems are installed by contractors to cover contingencies. In the extended run with Ikon B, which lasted about 4.5 months at 100 deg F ambient temperature and 68% compressor on time, the air conditioner performed well with no significant loss of energy efficiency. Post-run analysis of the refrigerant, compressor lubricant oil, compressor, compressor outlet tubing, and the filter/dryer showed minor effects but nothing that was considered significant. The project was very successful. All objectives were achieved, and the performance of Ikon B indicates that it can easily be retrofitted into R-22 air conditioners to give 15 - 20% energy savings and a 1 - 3 year payback of retrofit costs depending on location and use. Ikon B has the potential to be a successful commercial product.

Southern Energy Efficiency Center (SEEC)

SciTech Connect (OSTI)

The Southern Energy Efficiency Center (SEEC) builds collaborative partnerships with: state and local governments and their program support offices, the building delivery industry (designers, contractors, realtors and commissioning agents), product manufacturers and their supply chains, utilities and their program implementers, consumers and other stakeholders in order to forge a strong regional network of building energy efficiency allies. Through a project Steering Committee composed of the state energy offices and building industry stakeholders, the SEEC works to establish consensus-based goals, priorities and strategies at the regional, state and local levels that will materially advance the deployment of high-performance “beyond code” buildings. In its first Phase, SEEC will provide limited technical and policy support assistance, training, certification and education to a wide spectrum of the building construction, codes and standards, and the consumer marketplace.

SciTech Connect (OSTI)

The SEAD initiative aims to transform the global market by increasing the penetration of highly efficient equipment and appliances. SEAD is a government initiative whose activities and projects engage the private sector to realize the large global energy savings potential from improved appliance and equipment efficiency. SEAD seeks to enable high-level global action by informing the Clean Energy Ministerial dialogue as one of the initiatives in the Global Energy Efficiency Challenge. In keeping with its goal of achieving global energy savings through efficiency, SEAD was approved as a task within the International Partnership for Energy Efficiency Cooperation (IPEEC) in January 2010. SEAD partners work together in voluntary activities to: (1) ?raise the efficiency ceiling? by pulling super-efficient appliances and equipment into the market through cooperation on measures like incentives, procurement, awards, and research and development (R&D) investments; (2) ?raise the efficiency floor? by working together to bolster national or regional policies like minimum efficiency standards; and (3) ?strengthen the efficiency foundations? of programs by coordinating technical work to support these activities. Although not all SEAD partners may decide to participate in every SEAD activity, SEAD partners have agreed to engage actively in their particular areas of interest through commitment of financing, staff, consultant experts, and other resources. In addition, all SEAD partners are committed to share information, e.g., on implementation schedules for and the technical detail of minimum efficiency standards and other efficiency programs. Information collected and created through SEAD activities will be shared among all SEAD partners and, to the extent appropriate, with the global public. As of April 2011, the governments participating in SEAD are: Australia, Brazil, Canada, the European Commission, France, Germany, India, Japan, Korea, Mexico, Russia, South Africa, Sweden, the United Arab Emirates, the United Kingdom, and the United States. More information on SEAD is available from its website at http://www.superefficient.org/.

Energy Efficiency Through Lighting Upgrades

SciTech Connect (OSTI)

Lighting upgrades including neon to LED, incandescent to CFL's and T-12 to T-8 and T-5's were completed through this grant. A total of 16 Chickasaw nation facilities decreased their carbon footprint because of these grant funds. Calculations used were based on comparing the energy usage from the previous year¢s average and the current energy usage. For facilities without a full year's set of energy bills, the month after installation was compared to the same month from the previous year. Overall, the effect the lighting change-outs had for the gaming centers and casinos far exceeded expectations. For the Madill Gaming Center; both an interior and exterior upgrade was performed which resulted in a 31% decrease in energy consumption. This same reduction was seen in every facility that participated in the grant. Just by simply changing out light bulbs to newer energy efficient equivalents, a decrease in energy usage can be achieved and this was validated by the return on investment seen at Chickasaw Nation facilities. Along with the technical project tasks were awareness sessions presented at Chickasaw Head Starts. The positive message of environmental stewardship was passed down to head start students and passed along to Chickasaw employees. Excitement was created in those that learned what they could do to help reduce their energy bills and many followed through and took the idea home. For a fairy low cost, the general public can also use this technique to lower their energy consumption both at home and at work. Although the idea behind the project was somewhat simple, true benefits have been gained through environmental awareness and reductions of energy costs.

Energy efficient sensor network implementations

SciTech Connect (OSTI)

In this paper, we discuss a low power embedded sensor node architecture we are developing for distributed sensor network systems deployed in a natural environment. In particular, we examine the sensor node for energy efficient processing-at-the-sensor. We analyze the following modes of operation; event detection, sleep(wake-up), data acquisition, data processing modes using low power, high performance embedded technology such as specialized embedded DSP processors and a low power FPGAs at the sensing node. We use compute intensive sensor node applications: an acoustic vehicle classifier (frequency domain analysis) and a video license plate identification application (learning algorithm) as a case study. We report performance and total energy usage for our system implementations and discuss the system architecture design trade offs.
