    This poster seeks to demonstrate the importance and application of an existing but unused approach that ultimately reduces the uncertainty of radiometric measurements. Current radiometric data is based on a single responsivity value that introduces significant uncertainty to the data, however, through using responsivity as a function of solar zenith angle, the uncertainty could be decreased by 50%.

  4. Atmospheric Radiation Measurement (ARM) Data from the ARM Specific Measurement Categories

    The ARM Program gathers a wide variety of measurements from many different sources. Each day, the Data Archive stores and distributes large quantities of data collected from these sources. Scientists then use these data to research atmospheric radiation balance and cloud feedback processes, which are critical elements of global climate change. The huge archive of ARM data can be organized by measurement categories into six "collections:" Aerosols, Atmospheric Carbon, Atmospheric State, Cloud Properties, Radiometric, and Surface Properties. Clicking on one of the measurement categories leads to a page that breaks that category down into sub-categories. For example, "Aerosols" is broken down into Microphysical and Chemical Properties (with 9 subsets) and Optical and Radiative Properties (with 7 subsets). Each of the subset links, in turn, leads to detailed information pages and links to specific data streams. Users will be requested to create a password, but the data files are free for viewing and downloading. The ARM Archive physically resides at the Oak Ridge National Laboratory.

    Evaluating the performance of photovoltaic cells, modules, and arrays that form large solar deployments relies on accurate measurements of the available solar resource. Therefore, determining the accuracy of these solar radiation measurements provides a better understanding of investment risks. This paper provides guidelines and recommended procedures for estimating the uncertainty in calibrations and measurements by radiometers using methods that follow the International Bureau of Weights and Measures Guide to the Expression of Uncertainty (GUM). Standardized analysis based on these procedures ensures that the uncertainty quoted is well documented.

  7. Estimation of the cloud transmittance from radiometric measurements at the ground level

    The extinction of solar radiation due to the clouds is more significant than due to any other atmospheric constituent, but it is always difficult to be modeled because of the random distribution of clouds on the sky. Moreover, the transmittance of a layer of clouds is in a very complex relation with their type and depth. A method for estimating cloud transmittance was proposed in Paulescu et al. (Energ. Convers. Manage, 75 690–697, 2014). The approach is based on the hypothesis that the structure of the cloud covering the sun at a time moment does not change significantly in a short time interval (several minutes). Thus, the cloud transmittance can be calculated as the estimated coefficient of a simple linear regression for the computed versus measured solar irradiance in a time interval ?t. The aim of this paper is to optimize the length of the time interval ?t. Radiometric data measured on the Solar Platform of the West University of Timisoara during 2010 at a frequency of 1/15 seconds are used in this study.

    The Inorganic Elemental Analysis Group of LANL has prepared several different sets of working reference materials (WRMs). These WRMs are prepared by blending quantities of nuclear materials (plutonium, americium, and enriched uranium) with diatomaceous earth. The blends are encapsulated in stainless steel cylinders. These WRMs are being measured as blind controls in neutron and gamma based non-destructive assay (NDA) instruments. Radiometric measurements on the blending homogeneity and verification on a set of sixty three plutonium based WRMs are discussed in this paper.

    Radiometric data with known and traceable uncertainty is essential for climate change studies to better understand cloud radiation interactions and the earth radiation budget. Further, adopting a known and traceable method of estimating uncertainty with respect to SI ensures that the uncertainty quoted for radiometric measurements can be compared based on documented methods of derivation.Therefore, statements about the overall measurement uncertainty can only be made on an individual basis, taking all relevant factors into account. This poster provides guidelines and recommended procedures for estimating the uncertainty in calibrations and measurements from radiometers.   11. High temperature millimeter wave radiometric and interferometric measurements of slag-refractory interaction for application to coal gasifiers

    Millimeter wave (MMW) radiometry can be used for simultaneous measurement of emissivity and temperature of materials under extreme environments (high temperature, pressure, and corrosive environments) such as in slagging coal gasifiers, where sensors have been identified as a key enabling technology need for process optimization. We present a state-of-the-art dual-channel MMW heterodyne radiometer with active interferometric capability that allows simultaneous radiometric measurements of sample temperature, emissivity, and flow dynamics to over 1873 K. Interferometric capability is supplied via a probe signal originating from the 137 GHz radiometer local oscillator (LO). The interferometric 'video' channels allow measurement of additional parameters simultaneously, such as volume expansion, thickness change, and slag viscosity along with temperature or emissivity. This capability has been used to demonstrate measurement of temperature and simulated coal slag infiltration into a chromia refractory brick sample as well as slag flow down a vertically placed refractory brick. Observed phenomena include slag melting and slumping, slag reboil and foam with oxygen evolution, and eventual failure of the alumina crucible through corrosion by the molten slag. These results show the promise of the MMW system for extracting quantitative and qualitative process parameters from operating slagging coal gasifiers, providing valuable information for process efficiency, control, and increased productivity.

    Solar radiation is the driving force for the earth's weather and climate. Understanding the elements of this dynamic energy balance requires accurate measurements of broadband solar irradiance. Since the mid-1990's the ARM Program has deployed pyrheliometers and pyranometers for the measurement of direct normal irradiance (DNI), global horizontal irradiance (GHI), diffuse horizontal irradiance (DHI), and upwelling shortwave (US) radiation at permanent and mobile field research sites. This poster summarizes the basis for assessing the broadband solar radiation data available from the SIRS, SKYRAD, and GNDRAD measurement systems and provides examples of data inspections.

    A network of multiple phasor measurement units (PMU) was created, set up, and maintained at the University of Texas at Austin to obtain actual power system measurements for power system analysis. Power system analysis in this report covers a variety of time ranges, such as short- term analysis for power system disturbances and their effects on power system behavior and long- term power system behavior using modal analysis. The first objective of this report is to screen the PMU data for events. The second objective of the report is to identify and describe common characteristics extracted from power system events as measured by PMUs. The numerical characteristics for each category and how these characteristics are used to create selection rules for the algorithm are also described. Trends in PMU data related to different levels and fluctuations in wind power output are also examined.

    The importance of accurate measurements of column amounts of water vapor and cloud liquid has been well documented by scientists within the Atmospheric Radiation Measurement (ARM) Program. At the North Slope of Alaska (NSA), both microwave radiometers (MWR) and the MWRProfiler (MWRP), been used operationally by ARM for passive retrievals of the quantities: Precipitable Water Vapor (PWV) and Liquid Water Path (LWP). However, it has been convincingly shown that these instruments are inadequate to measure low amounts of PWV and LWP. In the case of water vapor, this is especially important during the Arctic winter, when PWV is frequently less than 2 mm. For low amounts of LWP (< 50 g/m{sup 2}), the MWR and MWRP retrievals have an accuracy that is also not acceptable. To address some of these needs, in March-April 2004, NOAA and ARM conducted the NSA Arctic Winter Radiometric Experiment - Water Vapor Intensive Operational Period at the ARM NSA/Adjacent Arctic Ocean (NSA/AAO) site. After this experiment, the radiometer group at NOAA moved to the Center for Environmental Technology (CET) of the Department of Electrical and Computer Engineering of the University of Colorado at Boulder. During this 2004 experiment, a total of 220 radiosondes were launched, and radiometric data from 22.235 to 380 GHz were obtained. Primary instruments included the ARM MWR and MWRP, a Global Positioning System (GPS), as well as the CET Ground-based Scanning Radiometer (GSR). We have analyzed data from these instruments to answer several questions of importance to ARM, including: (a) techniques for improved water vapor measurements; (b) improved calibration techniques during cloudy conditions; (c) the spectral response of radiometers to a variety of conditions: clear, liquid, ice, and mixed phase clouds; and (d) forward modeling of microwave and millimeter wave brightness temperatures from 22 to 380 GHz. Many of these results have been published in the open literature. During the third year of this contract, we participated in another ARM-sponsored experiment at the NSA during February-March 2007. This experiment is called the Radiative Heating in Underexplored Bands Campaign (RHUBC) and the GSR was operated successfully for the duration of the campaign. One of the principal goals of the experiment was to provide retrievals of water vapor during PWV amounts less than 2 mm and to compare GSR data with ARM radiometers and radiosondes. A secondary goal was to compare the radiometric response of the microwave and millimeter wavelength radiometers to water and ice clouds. In this final report, we will include the separate progress reports for each of the three years of the project and follow with a section on major accomplishments of the project.

    A novel radiometric all-sky infrared camera [RASICAM] has been constructed to allow automated real-time quantitative assessment of night sky conditions for the Dark Energy Camera [DECam] located on the Blanco Telescope at the Cerro Tololo Inter-American Observatory in Chile. The camera is optimized to detect the position, motion and optical depth of thin, high (8-10km) cirrus clouds and contrails by measuring their apparent temperature above the night sky background. The camera system utilizes a novel wide-field equiresolution catadioptic mirror system that provides sky coverage of 2{pi} azimuth and 14-90{sup o} from zenith. Several new technological and design innovations allow the RASICAM system to provide unprecedented cloud detection and IR-based photometricity quantification. The design of the RASICAM system is presented.

    A Radiometric Calibration Station (RCS) is being assembled at the Los Alamos National Laboratories (LANL) which will allow for calibration of sensors with detector arrays having spectral capability from about 0.4-15 {mu}m. The configuration of the LANL RCS. Two blackbody sources have been designed to cover the spectral range from about 3-15 {mu}m, operating at temperatures ranging from about 180-350 K within a vacuum environment. The sources are designed to present a uniform spectral radiance over a large area to the sensor unit under test. The thermal uniformity requirement of the blackbody cavities has been one of the key factors of the design, requiring less than 50 mK variation over the entire blackbody surface to attain effective emissivity values of about 0.999. Once the two units are built and verified to the level of about 100 mK at LANL, they will be sent to the National Institute of Standards and Technology (NIST), where at least a factor of two improvement will be calibrated into the blackbody control system. The physical size of these assemblies will require modifications of the existing NIST Low Background Infrared (LBIR) Facility. LANL has constructed a bolt-on addition to the LBIR facility that will allow calibration of our large aperture sources. Methodology for attaining the two blackbody sources at calibrated levels of performance equivalent to present state of the art will be explained in the following.

    Environmental and occupational health effects associated with exposures to various chemicals are a subject of increasing concern. One recently developed methodology for assessing the health impacts of various chemical compounds involves the classification of similar chemicals into risk-assessment categories (RACs). This report reviews documented human health effects for a broad range of pollutants, classified by RACs. It complements other studies that have estimated human health effects by RAC based on analysis and extrapolation of data from animal research.

    During the summer of 2010, an Unmanned Aerial Vehicle (UAV) hyperspectral in-flight calibration and characterization experiment of the Resonon PIKA II imaging spectrometer was conducted at the U.S. Department of Energy’s Idaho National Laboratory (INL) UAV Research Park. The purpose of the experiment was to validate the radiometric calibration of the spectrometer and determine the georegistration accuracy achievable from the on-board global positioning system (GPS) and inertial navigation sensors (INS) under operational conditions. In order for low-cost hyperspectral systems to compete with larger systems flown on manned aircraft, they must be able to collect data suitable for quantitative scientific analysis. The results of the in-flight calibration experiment indicate an absolute average agreement of 96.3%, 93.7% and 85.7% for calibration tarps of 56%, 24%, and 2.5% reflectivity, respectively. The achieved planimetric accuracy was 4.6 meters (based on RMSE).

    During the summer of 2010, an Unmanned Aerial Vehicle (UAV) hyperspectral in-flight calibration and characterization experiment of the Resonon PIKA II imaging spectrometer was conducted at the U.S. Department of Energy’s Idaho National Laboratory (INL) UAV Research Park. The purpose of the experiment was to validate the radiometric calibration of the spectrometer and determine the georegistration accuracy achievable from the on-board global positioning system (GPS) and inertial navigation sensors (INS) under operational conditions. In order for low-cost hyperspectral systems to compete with larger systems flown on manned aircraft, they must be able to collect data suitable for quantitative scientific analysis.more » The results of the in-flight calibration experiment indicate an absolute average agreement of 96.3%, 93.7% and 85.7% for calibration tarps of 56%, 24%, and 2.5% reflectivity, respectively.     The Liquid Effluent Retention Facility was designed to store 242-A Evaporator process condensate and other liquid waste streams for treatment at the 200 East Area Effluent Treatment Facility. The Liquid Effluent Retention Facility has been previously classified as a Category 3 Nonreactor Nuclear Facility. As defined in Hazard Categorization and Accident Analysis Techniques for Compliance with DOE Order 5480.23, Nuclear Safety Analysis Reports (DOE 1992, DOE 1997), Category 3 Nuclear Facilities have the potential for significant localized (radiological) consequences. However, based on current facility design, operations, and radioactive constituent concentrations, the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences and is categorized as a Radiological Facility. This report documents the final hazard categorization process performed in accordance with DOE Order 5480.23, Nuclear Safety Analysis Reports. This report describes the current configuration and operations of the Liquid Effluent Retention Facility. Also included is a preliminary hazard categorization, which is based on current and proposed radioactive and hazardous material inventories, a preliminary hazards and accident analysis, and a final hazard category determination. The results of the hazards and accident analysis, based on the current configuration and operations of the Liquid Effluent Retention Facility and the current and proposed radioactive and hazardous material inventories, demonstrate that the Liquid Effluent Retention Facility does not have the potential for significant localized (radiological) consequences. Based on the final hazard category analysis, the Liquid Effluent Retention Facility is a Radiological Facility. The final hazard category determination is based on a comparative evaluation of the consequence basis for the Category 3 threshold quantities to the calculated consequences for credible releases The basis for the Category 3 threshold quantities is 10 rem-equivalent man at 30 meters (98 feet) (DOE 1992, DOE 1997). The calculated 12 hour consequences to an individual located at 30 meters (98 feet) for two credible scenarios, spray release and a pool release, are 3.50 rem and 1.32 rem, respectively, which based upon the original hazard categorization criteria (DOE 1992) classified the Liquid Effluent Retention Facility as a Radiological Facility. Comparison of the calculated 24 hour consequences to an individual located at 30 meters (98 feet) for two credible scenarios, spray release and a pool release, 7.00 rem and 2.64 rem respectively, confirmed the Liquid Effluent Retention Facility classification as a Radiological Facility under the current hazard categorization criteria (DOE 1997). Both result in dose consequence values less than the allowable, 10 rem, meeting the requirements for categorizing the Liquid Effluent Retention Facility as a Radiological Facility.

    Today’s categories for responding to targeted violence are motive-based and tend to drive policies, practices, training, media coverage, and research. These categories are based on the assumption that there are significant differences between ideological and non-ideological actors and between domestic and international actors. We question the reliance on these categories and offer an alternative way to frame the response to multiple forms of targeted violence. We propose adopting a community-based multidisciplinary approach to assess risk and provide interventions that are focused on the pre-criminal space. We describe four capabilities that should be implemented locally by establishing and maintaining multidisciplinary response teams that combine community and law-enforcement components: (1) community members are educated, making them better able to identify and report patterns associated with elevated risk for violence; (2) community-based professionals are trained to assess the risks for violent behavior posed by individuals; (3) community-based professionals learn to implement strategies that directly intervene in causal factors for those individuals who are at elevated risk; and (4) community-based professionals learn to monitor and assess an individual’s risk for violent behaviors on an ongoing basis. Community-based multidisciplinary response teams have the potential to identify and help persons in the pre-criminal space and to reduce barriers that have traditionally impeded community/law-enforcement collaboration.

    At the Physikalisch-Technische Bundesanstalt the radiance temperature in the range from 962 °C to 3000 °C is disseminated by applying a high temperature blackbody (HTBB) with a directly heated pyrolytic graphite cavity. The thermodynamic radiance temperature of the HTBB was measured in the temperature range from 1000 °C to 3000 °C by applying almost simultaneously absolutely calibrated silicon photodiode based filter radiometers with centre wavelengths at 476 nm, 676 nm, 800 nm, 900 nm and 1000 nm and InGaAs photodiode based filter radiometers with centre wavelengths at 1300 nm, 1550 nm and 1595 nm. The results demonstrate that, expressed in terms of irradiance, within an uncertainty of 0.1 % (k=1) in a broad wavelength range the thermodynamic radiance temperature of the HTBB is wavelength independent in the investigated temperature interval.

    Results of surveys conducted between 1991 and 1995 were used to document the distribution and habitat of 11 Category 2 candidate plant species known to occur on or near the Nevada Test Site (NTS). Approximately 200 areas encompassing about 13,000 ha were surveyed. Distributions of all species except Frasera-pahutensis and Phaceliaparishii were increased, and the ranges of Camissonia megalantha, Galium hilendiae ssp. kingstonense, Penstemon albomarginatus, and Penstemon pahutensis were expanded. The status of each species was assessed based on current distribution population trends, and potential threats. Recommendations were made to reclassi& the following five species to Category 3C: Arctomecon merriamii, F. pahutensis, P. pahutensis, Phacelia beatleyae, and Phaceliaparishii. Two species, C. megalantha and Cymopterus ripIeyi var. saniculoides, were recommended for reclassification to Category 3B status. No recommendation was made to reclassify Astragalus funereus, G. hilendiae ssp. kingstonense, P. albomarginatus, or Penstemon fruticiformis var. amargosae from their current Category 2 status. Populations of these four species are not threatened on NTS, but the NTS populations represent only a.small portion of each species’ range and the potential threats of mining or grazing activities off NTS on these species was notassessed. Conservation measures recommended included the development of an NTS ecosystem conservation plan, continued conduct of preactivity and plant surveys on NTS, and protection of plant type localities on NTS.

    ARM is known for its comprehensive set of world-class, and in some cases, unique, instruments available for use by the global scientific community. In addition to the ARM instruments, the ARM Climate Research Facility identifies and acquires a wide variety of data including model, satellite, and surface data, from "external instruments," to augment the data being generated within the program. External instruments belong to organizations that are outside of the ARM Program. Field campaign instruments are another source of data used to augment routine observations. The huge archive of ARM data can be organized by instrument categories into twelve "collections:" Aerosols, Airborne Observations, Atmospheric Carbon, Atmospheric Profiling, Cloud Properties, Derived Quantities and Models, Ocean Observations, Radiometric, Satellite Observations, Surface Meteorology, Surface/Subsurface Properties, and Other. Clicking on one of the instrument categories leads to a page that breaks that category down into sub-categories. For example, "Atmospheric Profiling" is broken down into ARM instruments (with 11 subsets), External Instruments (with 6 subsets), and Field Campaign Instruments (with 42 subsets).     Nuclear facilities sometimes use hand-held plastic scintillator detectors to detect attempts to divert special nuclear material in situations where portal monitors are impractical. MCNP calculations have been performed to determine the neutron and gamma radiation field arising from a Category I quantity of weapons-grade plutonium in various shielding configurations. The shields considered were composed of combinations of lead and high-density polyethylene such that the mass of the plutonium plus shield was 22.7 kilograms. Monte-Carlo techniques were also used to determine the detector response to each of the shielding configurations. The detector response calculations were verified using field measurements of high-, medium-, and low- energy gamma-ray sources as well as a Cf-252 neutron source.

    Numerous measurements have been conducted at TRNS-II in order to map the neutron field for materials irradiations, to measure activation cross sections, and to measure helium production cross sections. Experiments of up to two weeks duration irradiated large numbers of activation dosimetry and helium samples both close to the source and throughout the target room. Many other samples have been irradiated in piggy-back positions over periods lasting many months. All of these experiments fall into four main classes, namely, fluence-mapping, activation dosimetry, the production of long-lived isotopes, and helium generation measurements. Radiometric dosimetry and activation cross section measurements were performed at Argonne National Laboratory; helium production was measured at Rockwell International Corporation. This paper briefly summarizes the principal results of our measurements at RTNS-II; references are given for more detailed publications. 14 refs., 4 figs.

    Automatic scene categorization can benefit various aerial video processing applications. This paper addresses the problem of predicting the scene category from aerial video frames using a prior model learned from satellite imagery. We show that local and global features in the form of line statistics and 2-D power spectrum parameters respectively can characterize the aerial scene well. The line feature statistics and spatial frequency parameters are useful cues to distinguish between different urban scene categories. We learn the scene prediction model from highresolution satellite imagery to test the model on the Columbus Surrogate Unmanned Aerial Vehicle (CSUAV) dataset ollected by high-altitude wide area UAV sensor platform. e compare the proposed features with the popular Scale nvariant Feature Transform (SIFT) features. Our experimental results show that proposed approach outperforms te SIFT model when the training and testing are conducted n disparate data sources.

    In 2002, the EPA amended 40 CFR 61 Subpart H and 40 CFR 61 Appendix B Method 114 to include requirements from ANSI/HPS N13.1-1999 Sampling and Monitoring Releases of Airborne Radioactive Substances from the Stack and Ducts of Nuclear Facilities for major emission points. Additionally, the WDOH amended the Washington Administrative Code (WAC) 246-247 Radiation protection-air emissions to include ANSI/HPS N13.1-1999 requirements for major and minor emission points when new permitting actions are approved. A result of the amended regulations is the requirement to prepare a written technical basis for the radiological air emission sampling and monitoring program. A key component of the technical basis is the Potential Impact Category (PIC) assigned to an emission point. This paper discusses the PIC assignments for the Pacific Northwest National Laboratory (PNNL) Integrated Laboratory emission units; this revision includes five PIC categories.

The summaries were prepared in order to allow EPA to respond to the mandate of Section 304(m) of the Clean Water Act. Summaries for categories already subject to rulemaking were developed for comparison purposes, and contain only the minimum amount of data needed to provide some perspective on the relative magnitude of the pollution problems created across the categories. The study provides technical, economic, and environmental bases to determine whether additional effluent limitation guidelines and standards to control the discharge of toxic and hazardous pollutants are necessary for the pharmaceutical manufacturing industry and serves as a source of information to be used by permit writers and publicly owned treatment works (POTWs) in controlling hazardous wastes until final rules are published.

    This literature review was motivated by discussions that took place during a review of contamination control technologies proposed for INEL (buried waste). It should be a useful tool in identifying non-radiation measurement techniques for Pu and Am such as ICP-MS, which should fulfill the following criteria: apparatus must be field deployable; up to 100 samples per day; and lower levels of detection and required time must be listed. The sensitivity of ICP and RIMS is compared against that needed for contamination monitoring at INEL. Only Pu-241, with a required detection limit of 400 ppt, would challenge the sensitivity of ICP-MS; Pu-238 would be easily determined. The need to determine Pu-238 and Am-241 in the presence of U-238 and Pu-241 seems to preclude the possibility of using laser ablation ICP-MS for Pu monitoring. ICP-AES and -LEAFS methods may not have enough sensitivity to determine Pu-238 at 2 ppb level with confidence, but RIMS (resonance ionization mass spectroscopy) should be adequate. 47 refs, figs.

    Highlights: Black-Right-Pointing-Pointer We calculated hazardous medical waste generation rates (HMWGR) from 132 hospitals. Black-Right-Pointing-Pointer Based on a 22-month study period, HMWGR were highly skewed to the right. Black-Right-Pointing-Pointer The HMWGR varied from 0.00124 to 0.718 kg bed{sup -1} d{sup -1}. Black-Right-Pointing-Pointer A positive correlation existed between the HMWGR and the number of hospital beds. Black-Right-Pointing-Pointer We used non-parametric statistics to compare rates among hospital categories. - Abstract: Goal of this work was to calculate the hazardous medical waste unit generation rates (HMWUGR), in kg bed{sup -1} d{sup -1}, using data from 132 health-care facilities in Greece. The calculations were based on the weights of the hazardous medical wastes that were regularly transferred to the sole medical waste incinerator in Athens over a 22-month period during years 2009 and 2010. The 132 health-care facilities were grouped into public and private ones, and, also, into seven sub-categories, namely: birth, cancer treatment, general, military, pediatric, psychiatric and university hospitals. Results showed that there is a large variability in the HMWUGR, even among hospitals of the same category. Average total HMWUGR varied from 0.012 kg bed{sup -1} d{sup -1}, for the public psychiatric hospitals, to up to 0.72 kg bed{sup -1} d{sup -1}, for the public university hospitals. Within the private hospitals, average HMWUGR ranged from 0.0012 kg bed{sup -1} d{sup -1}, for the psychiatric clinics, to up to 0.49 kg bed{sup -1} d{sup -1}, for the birth clinics. Based on non-parametric statistics, HMWUGR were statistically similar for the birth and general hospitals, in both the public and private sector. The private birth and general hospitals generated statistically more wastes compared to the corresponding public hospitals. The infectious/toxic and toxic medical wastes appear to be 10% and 50% of the total hazardous medical wastes generated by the public cancer treatment and university hospitals, respectively.

    The summaries contain data about industrial facilities in various industries discharging pollutants in their wastewaters and considers whether the EPA should pursue regulations to control such discharges. The summaries were prepared in order to allow EPA to respond to the mandate of Section 304(m) of the Clean Water Act. Summaries for categories already subject to rulemaking were developed for comparison purposes. The paint formulating industry is one of 12 industries identified in the DSS as a potential source of hazardous waste discharges to POTWs. The study gathered information to assist the Agency in deciding whether to develop national effluent limitations guidelines and standards for the industry. The document comprises three independent studies: a technical support study, an economic impact study, and an environmental impact study.

  19. Diffusion and Leaching Behavior of Radionuclides in Category 3 Waste Encasement Concrete and Soil Fill Material – Summary Report

    One of the methods being considered for safely disposing of Category 3 low-level radioactive wastes is to encase the waste in concrete. Such concrete encasement would contain and isolate the waste packages from the hydrologic environment and would act as an intrusion barrier. The current plan for waste isolation consists of stacking low-level waste packages on a trench floor, surrounding the stacks with reinforced steel, and encasing these packages in concrete. These concrete-encased waste stacks are expected to vary in size with maximum dimensions of 6.4 m long, 2.7 m wide, and 4 m high. The waste stacks are expected to have a surrounding minimum thickness of 15 cm of concrete encasement. These concrete-encased waste packages are expected to withstand environmental exposure (solar radiation, temperature variations, and precipitation) until an interim soil cover or permanent closure cover is installed, and to remain largely intact thereafter. Any failure of concrete encasement may result in water intrusion and consequent mobilization of radionuclides from the waste packages. The mobilized radionuclides may escape from the encased concrete by mass flow and/or diffusion and move into the surrounding subsurface environment. Therefore, it is necessary to assess the performance of the concrete encasement structure and the ability of the surrounding soil to retard radionuclide migration. The retardation factors for radionuclides contained in the waste packages can be determined from measurements of diffusion coefficients for these contaminants through concrete and fill material. Some of the mobilization scenarios include (1) potential leaching of waste form before permanent closure cover is installed; (2) after the cover installation, long-term diffusion of radionuclides from concrete waste form into surrounding fill material; (3) diffusion of radionuclides from contaminated soils into adjoining concrete encasement and clean fill material. Additionally, the rate of diffusion of radionuclides may be affected by the formation of structural cracks in concrete, the carbonation of the buried waste form, and any potential effect of metallic iron (in the form of rebars) on the mobility of radionuclides. The radionuclides iodine-129 ({sup 129}I), technetium-99 ({sup 99}Tc), and uranium-238 ({sup 238}U) are identified as long-term dose contributors in Category 3 waste (Mann et al. 2001; Wood et al. 1995). Because of their anionic nature in aqueous solutions, {sup 129}I, {sup 99}Tc, and carbonate-complexed {sup 238}U may readily leach into the subsurface environment (Serne et al. 1989, 1992a, b, 1993, and 1995). The leachability and/or diffusion of radionuclide species must be measured to assess the long-term performance of waste grouts when contacted with vadose-zone pore water or groundwater. Although significant research has been conducted on the design and performance of cementitious waste forms, the current protocol conducted to assess radionuclide stability within these waste forms has been limited to the Toxicity Characteristic Leaching Procedure, Method 1311 Federal Registry (EPA 1992) and ANSI/ANS-16.1 leach test (ANSI 1986). These tests evaluate the performance under water-saturated conditions and do not evaluate the performance of cementitious waste forms within the context of waste repositories which are located within water-deficient vadose zones. Moreover, these tests assess only the diffusion of radionuclides from concrete waste forms and neglect evaluating the mechanisms of retention, stability of the waste form, and formation of secondary phases during weathering, which may serve as long-term secondary hosts for immobilization of radionuclides. The results of recent investigations conducted under arid and semi-arid conditions (Al-Khayat et al. 2002; Garrabrants et al. 2002; Garrabrants and Kosson 2003; Garrabrants et al. 2004; Gervais et al. 2004; Sanchez et al. 2002; Sanchez et al. 2003) provide valuable information suggesting structural and chemical changes to concrete waste forms which may affect contaminant containm

    An approach for estimating the permissible dimensions of technological defects in butt welded joints in category III and IV pipelines is described. The allowable size of a welding defect is determined from the condition of compliance with the specifications on strength for a reference cross section (damaged joint) of the pipeline taking into account its weakening by a given defect.With regard to the fairly widespread discovery of technological defects in butt welded joints during diagnostics of auxiliary pipelines for thermal electric power plants, the proposed approach can be used in practice by repair and consulting organizations.

    The Department of Energy's (DOE's) Sandia National Laboratories-New Mexico (Sandia) develops science-based technologies in support of national security in areas such as nuclear weapons, nonproliferation, military technologies, and homeland security. Sandia's primary mission is ensuring that the U.S. nuclear arsenal is safe, secure, and reliable and can fully support the Nation's deterrence policy. Part of this mission includes systems engineering of nuclear weapons; research, design, and development of non-nuclear components; manufacturing of non-nuclear weapons components; the provision of safety, security, and reliability assessments of stockpile weapons; and the conduct of high-explosives research and development and environmental testing. Sandia Corporation, a subsidiary of Lockheed Martin Corporation, operates Sandia for the National Nuclear Security Administration (NNSA). On May 7, 2004, the Secretary announced that the Department would evaluate missions at DOE sites to consolidate Special Nuclear Material (SNM) in the most secure environments possible. The Administrator of the NNSA said that this effort was a key part of an overall plan to transform the nuclear weapons complex into a smaller, safer, more secure, and more efficient national security enterprise. In February 2008, Sandia was the first site to report it had reduced its on-site inventory of nuclear material below 'Categories I and II' levels, which require the highest level of security to protect material such as plutonium and highly enriched uranium. The Office of Inspector General initiated an inspection to determine if Sandia made appropriate adjustments to its security posture in response to the removal of the Categories I and II SNM. We found that Sandia adjusted its security posture in response to the removal of Categories I and II SNM. For example, security posts were closed; unneeded protective force weapons and equipment were excessed from the site; and, Sandia's Site Safeguards and Security Plan was modified. We also found that some highly enriched uranium in a complex material configuration was not removed from Sandia. This material was designated as Category III material using a methodology for assessing the attractiveness of complex materials that was not specifically addressed in any current DOE directive. Although DOE and NNSA officials believed that this designation was appropriate, the methodology used to support this designation had not, as of the time of our review, been incorporated into the DOE directives system. Historically, the Department has considered the categorization of SNM to be an important national security and public policy issue. Consequently, we believe that expedited action should be taken to formalize this methodology in the DOE directives system and that it be disseminated throughout the Department of Energy complex.
