    With the objective of increasing energy efficiencies in a flash furnace, an Arizona-based 500 ton-per-day oxygen plant was disassembled and relocated to the Phelps Dodge Hidalgo smelter in New Mexico. As projected by computer modeling, the expected effects of oxygen enrichment on the furnace heat balance were realized and improvements to boiler operation attained.

    Many of the basic elements of passive solar design are reviewed. The unique design constraints presented in passive homes are introduced and many of the salient issues influencing design decisions are described briefly. Passive solar construction is described for each passive system type: direct gain, thermal storage wall, attached sunspace, thermal storage roof, and convective loop. For each system type, important design and construction issues are discussed and case studies illustrating designed and built examples of the system type are presented. Construction details are given and construction and thermal performance information is given for the materials used in collector components, storage components, and control components. Included are glazing materials, framing systems, caulking and sealants, concrete masonry, concrete, brick, shading, reflectors, and insulators. The Load Collector Ratio method for estimating passive system performance is appended, and other analysis methods are briefly summarized. (LEW)

    The Rocky Mountain Oilfield Testing Center (RMOTC) has recently completed construction of an inclined wellbore with seven (7) inch, twenty-three (23) pound casing at a total depth of 1296 feet. The inclined wellbore is near vertical to 180 feet with a build angle of approximately 4.5 degrees per hundred feet thereafter. The inclined wellbore was utilized for further proprietary testing after construction and validation. The wellbore is available to other companies requiring a cased hole environment with known deviation out to fifty degrees (50) from vertical. The wellbore may also be used by RMOTC for further deepening into the fractured shales of the Steele and Niobrara formation.

    The Mega Amp Spherical Tokamak (MAST) is the centre piece of the UK fusion research programme. In 2010, a MAST Upgrade programme was initiated with three primary objectives, to contribute to: 1) Testing reactor concepts (in particular exhaust solutions via a flexible divertor allowing Super-X and other extended leg configurations); 2) Adding to the knowledge base for ITER (by addressing important plasma physics questions and developing predictive models to help optimise ITER performance of ITER) and 3) Exploring the feasibility of using a spherical tokamak as the basis for a fusion Component Test Facility.     The purpose of this study is to respond to U.S. Department of Energy (DOE) Technical Direction Letter (TDL) 02-003 (Waisley 2001), which directs Bechtel SAIC Company, LLC (BSC) to complete a design study to recommend repository design options to support receipt and/or emplacement of any or all of the following: commercial spent nuclear fuel (CSNF), high-level radioactive waste (HLW), DOE-managed spent nuclear fuel (DSNF) (including naval spent nuclear fuel [SNF]), and immobilized plutonium (if available), as soon as practicable, but no later than 2010. From the possible design options, a recommended approach will be determined for further evaluation to support the preliminary design of the repository. This study integrates the results of the repository Design Evolution Study (Rowe 2002) with supporting studies concerning national transportation options (BSC 2002b) and Nevada transportation options (Gehner 2002). The repository Design Evolution Study documents the processes used to reevaluate the design, construction, operation, and cost of the repository in response to TDL 02-003 (Waisley 2001), and to determine possible repository conceptual design options. The transportation studies evaluate the national and Nevada transportation options that support the repository conceptual design options. An evaluation methodology was established, based on Program-level requirements developed for the study in reference BSC 2001a, to allow the repository and system design options to be evaluated on a consistent basis. The transportation options and the design components were integrated into system design implementation options, which were evaluated using receipt and emplacement scenarios. The scenarios tested the ability of the design concept to adapt to changes in funding, waste receipt rate, and Nevada rail transportation availability. The results of the evaluation (in terms of system throughput, cost, and schedule) were then compared to the Program-level requirements, and recommendations for design alternatives, requirements changes, or further evaluation were developed.

    Silver/glass mirrors have excellent optical properties but need a method of support in order to be used in concentrating solar thermal systems. In collaboration with the Cummins dish/Stirling development program, they started investigating sandwich construction as a way to integrate silver/glass mirrors into solar optical elements. In sandwich construction, membranes such as sheet metal or plastic are bonded to the front and back of a core (like a sandwich). For solar optical elements, a glass mirror is bonded to one of the membranes. This type of construction has the advantages of a high strength-to-weight ratio, and reasonable material and manufacturing cost. The inherent stiffness of sandwich construction mirror panels also facilitates large panels. This can have cost advantages for both the amount of hardware required as well as reduced installation and alignment costs. In addition, by incorporating the panels into the support structure reductions in the amount of structural support required are potentially possible.

    In a continuation of our previous work, we outline a theory which should lead to the construction of a universal pre-building and versal building with a $\\phi$-harmonic map from a Riemann surface, in the case of two-dimensional buildings for the group $SL_3$. This will provide a generalization of the space of leaves of the foliation defined by a quadratic differential in the classical theory for $SL_2$. Our conjectural construction would determine the exponents for $SL_3$ WKB problems, and it can be put into practice on examples.

    For two-black-hole time-symmetric initial data we consider the Corvino construction of gluing an exact Schwarzschild end. We propose to do this by using Brill waves. We address the question of whether this method can be used to reduce the overall energy, which seems to relate to the question of whether it can reduce the amount of `spurious' gravitational radiation. We find a positive answer at first order in the inverse gluing radius.

    The construction industry accounts for over 11.14% of the total energy consumed in the US annually. This represents the equivalent energy value of 1 1/4 billion barrels of oil. Within the construction industry, new building construction accounts for 5.19% of national annual energy consumption. The remaining 5.95% is distributed among new nonbuilding construction (highways, ralroads, dams, bridges, etc.), building maintenance construction, and nonbuilding maintenance construction. The handbook focuses on new building construction; however, some information for the other parts of the construction industry is also included. The handbook provides building designers with information to determine the energy required for buildings construction and evaluates the energy required for alternative materials, assemblies, and methods. The handbook is also applicable to large-scale planning and policy determination in that it provides the means to estimate the energy required to carry out major building programs.

    The civil engineering works of the Linac4 linear accelerator at CERN started in October 2008 and regular machine operation is foreseen for 2013. Linac4 will accelerate H?ions to an energy of 160 MeV for injection into the PS Booster (PSB). It will thus replace the ageing Linac2, which presently injects at 50 MeV into the PSB, and it will also represents the first step in the injector upgrade for the LHC aiming at increasing its luminosity.     The NIO1 (Negative Ion Optimization phase 1) project consists of a multiaperture negative ion source mounted on a 60 kV accelerating column; up to 9 beamlets (15 mA H{sup -} each one) arranged in 3x3 matrix with 14 mm spacing can be extracted. The moderate size and the modular concept make some relative rotation of the source magnetic filter and the electrodes possible, so that the effect of crossed and aligned field can be easily compared. Other goals of source experimental program are emittance (and beam profile) measurement at several distances (for simulation code validation), testing of diagnostic components and of radiofrequency coupling. A full set of construction drawing was completed; also the Fast Emittance Scanner (FES) and its vacuum chambers were built (four mounting positions are reserved to FES). Some low power rf matching boxes were developed for a test plasma, approximately half the source size. A cesium oven compatible with NIO1 is being also developed; by using some industrial standard 100 W heaters (with a proper driver) a careful control of temperature is planned.

The demonstration is intended to evaluate the various cover designs based on their respective water balance performance, ease and reliability of construction, and cost.     In polarized proton operation the RHIC performance is limited by the head-on beam-beam effect. To overcome this limitation two electron lenses are under construction. We give an overview of the construction progress. Guns, collectors and the warm electron beam transport solenoids with their power supplies have been constructed. The superconducting solenoids that guide the electron beam during the interaction with the proton beam are near completion. A test stand has been set up to verify the performance of the gun, collector and some of the instrumentation. The infrastructure is being prepared for installation, and simulations continue to optimize the performance.

    One of the key issues in cosmology is to establish the nature of dark energy, and to determine whether the equation of state evolves with time. When estimating this from distance measurements there is a degeneracy with the matter density. We show that there exists a simple function of the dark energy equation of state and its first derivative which is independent of this degeneracy at all redshifts, and so is a much more robust determinant of the evolution of dark energy than just its derivative. We show that this function can be well determined at low redshift from supernovae using Gaussian Processes, and that this method is far superior to a variety of parameterisations which are also subject to priors on the matter density. This shows that parametrised models give very biased constraints on the evolution of dark energy.

    One of the main problems in all-optical packet-switched networks is the lack of optical buffers, and one feasible technology for the constructions of optical buffers is to use optical crossbar Switches and fiber Delay Lines (SDL). In this two-part paper, we consider SDL constructions of optical queues with a limited number of recirculations through the optical switches and the fiber delay lines. Such a problem arises from practical feasibility considerations. In Part I, we have proposed a class of greedy constructions for certain types of optical queues, including linear compressors, linear decompressors, and 2-to-1 FIFO multiplexers, and have shown that every optimal construction among our previous constructions of these types of optical queues under the constraint of a limited number of recirculations must be a greedy construction.     The objective of this report is to present the results of a statistical analysis of nuclear power plant construction costs and lead-times (where lead-time is defined as the duration of the construction period), using a sample of units that entered construction during the 1966-1977 period. For more than a decade, analysts have been attempting to understand the reasons for the divergence between predicted and actual construction costs and lead-times. More importantly, it is rapidly being recognized that the future of the nuclear power industry rests precariously on an improvement in the cost and lead-time situation. Thus, it is important to study the historical information on completed plants, not only to understand what has occurred to also to improve the ability to evaluate the economics of future plants.     Local pseudopotential (LPP) is an important component of the orbital free density functional theory (OF-DFT), which is a promising large scale simulation method that can still maintain information of electron state in materials. Up to date, LPP is usually extracted from the solid state DFT calculations. It is unclear how to assess its transferability while applying to a much different chemical environment. Here we reveal a fundamental relation between the first principles norm-conserving PP (NCPP) and the LPP. Using the optimized effective potential method developed for exchange functional, we demonstrate that the LPP can be constructed optimally from the NCPP for a large number of elements. Our theory also reveals that the existence of an LPP is intrinsic to the elements, irrespective to the parameters used for the construction. Our method provides a unified method in constructing and assessing LPP in the framework of first principles pseudopotentials.

    The existence of universal soft limits for gauge-theory and gravity amplitudes has been known for a long time. The properties of the soft limits have been exploited in numerous ways; in particular for relating an n-point amplitude to an (n-1)-point amplitude by removing a soft particle. Recently, a procedure called inverse soft was developed by which 'soft' particles can be systematically added to an amplitude to construct a higher-point amplitude for generic kinematics. We review this procedure and relate it to Britto-Cachazo-Feng-Witten recursion. We show that all tree-level amplitudes in gauge theory and gravity up through seven points can be constructed in this way, as well as certain classes of NMHV gauge-theory amplitudes with any number of external legs. This provides us with a systematic procedure for constructing amplitudes solely from their soft limits.

These products will help affordable housing providers take the first steps toward a whole-house approach to the design and implementation of energy-efficient construction practices. The checklist presents simple and clear guidance on energy improvements that can be readily addressed now by most affordable housing providers. The information sheets complement the checklist by providing installation instructions and material specifications that are accompanied by detailed graphics. The information sheets also identify benefits of recommended energy-efficiency measures and procedures including cost savings and impacts on health and comfort. This paper presents details on the checklist and information sheets and discusses their use in two affordable housing projects.

    In this paper a new class of lattices called turbo lattices is introduced and established. We use the lattice Construction $D$ to produce turbo lattices. This method needs a set of nested linear codes as its underlying structure. We benefit from turbo codes as our basis codes. Therefore, a set of nested turbo codes based on nested interleavers and nested convolutional codes is built. To this end, we employ both tail-biting and zero-tail convolutional codes. Using these codes, along with construction $D$, turbo lattices are created. Several properties of Construction $D$ lattices and fundamental characteristics of turbo lattices including the minimum distance, coding gain, kissing number and an upper bound on the probability of error under a maximum likelihood decoder over AWGN channel are investigated. Furthermore, a multi-stage turbo lattice decoding algorithm based on iterative turbo decoding algorithm is given.     Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business constructioin subcontractors while performing high hazard work in a safe and productive manner. Previous to the WRPS contract, construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper descirbes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method (John E Schaufelberger, Len Holm, "Management of Construction Projects, A Constructor's Perspective", University of Washington, Prentice Hall 2002). This method was implemented in the first quarter of Fiscal Year 2009 (FY2009), where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project. Construction execution contracts are subcontracted directly by WRPS to small or disadvantaged contractors that are mentored and supported by URS personnel. Each small contractor is mentored and supported utilizing the principles of the Construction Industry Institute (CII) Partnering process. Some of the key mentoring and partnering areas that are explored in this paper are, internal and external safety professional support, subcontractor safety teams and the interface with project and site safety teams, quality assurance program support to facilitate compliance with NQA-1, construction, team roles and responsibilities, work definition for successful fixed price contracts, scheduling and interface with project schedules and cost projection/accruals. The practical application of the CII Partnering principles, with the Construction Management expertise of URS, has led to a highly successful construction model that also meets small business contracting goals.

    We often observe that waves on the surface of shallow water form complex web-like patterns. They are examples of nonlinear waves, and these patterns are generated by nonlinear interactions among several obliquely propagating waves. In this note, we discuss how to construct an exact soliton solution of the KP equation from such web-pattern of shallow water wave. This can be regarded as an "inverse problem" in the sense that by measuring certain metric data of the solitary waves in the given pattern, it is possible to construct an exact KP soliton solution which can describe the non-stationary dynamics of the pattern.

To do this, starting with these trivializations, we construct a cocycle in the adelic complex associated with the sheaf K{sub 2}(O{sub X}).     We prove that the K-theory of an exact quasicategory can be computed via a higher categorical variant of the Q construction. This construction yields a quasicategory whose weak homotopy type is a delooping of the K-theory space. We show that the direct sum endows this homotopy type with the structure of a infinite loop space, which agrees with the canonical one. Finally, we prove a proto-devissage result, which gives a necessary and sufficient condition for a "nilimmersion" of stable quasicategories to be a K-theory equivalence. In particular, we prove that a well-known conjecture of Ausoni and Rognes is equivalent to the weak contractibility of a particular quasicategory.

    An effective hybrid Monte Carlo-deterministic implementation typically requires the approximation of a continuous geometry description with a discretized piecewise-constant material field. The inherent geometry discretization error can be reduced somewhat by using material mixing, where multiple materials inside a discrete mesh voxel are homogenized. Material mixing requires the construction of a 'mix table,' which stores the volume fractions in every mixture so that multiple voxels with similar compositions can reference the same mixture. Mix table construction is a potentially expensive serial operation for large problems with many materials and voxels. We formulate an efficient algorithm to construct a sparse mix table in O(number of voxels x log number of mixtures) time. The new algorithm is implemented in ADVANTG and used to discretize continuous geometries onto a structured Cartesian grid. When applied to an end-of-life MCNP model of the High Flux Isotope Reactor with 270 distinct materials, the new method improves the material mixing time by a factor of 100 compared to a naive mix table implementation.     Many construction methods have been developed to create hydraulic barriers to depths of 30 to 50 meters, but few have been proposed for depths on the order of 500 meters. For these deep hydraulic barriers, most methods are potentially feasible for soil but not for hard rock. In the course of researching methods of isolating large subterranean blocks of oil shale, the authors have developed a wax thermal permeation method for constructing hydraulic barriers in rock to depths of over 500 meters in competent or even fractured rock as well as soil. The technology is similar to freeze wall methods, but produces a permanent barrier; and is potentially applicable in both dry and water saturated formations. Like freeze wall barriers, the wax thermal permeation method utilizes a large number of vertical or horizontal boreholes around the perimeter to be contained. However, instead of cooling the boreholes, they are heated. After heating these boreholes, a specially formulated molten wax based grout is pumped into the boreholes where it seals fractures and also permeates radially outward to form a series of columns of wax-impregnated rock. Rows of overlapping columns can then form a durable hydraulic barrier. These barriers can also be angled above a geologic repository to help prevent influx of water due to atypical rainfall events. Applications of the technique to constructing containment structures around existing shallow waste burial sites and water shutoff for mining are also described. (authors)

First we construct fractal interpolation curves using a recurrent iterated functions system(RIFS) with function scaling factors and estimate their box-counting dimension. Then we present a method of construction of wider class of fractal surfaces by fractal curves and Lipschitz functions and calculate the box-counting dimension of the constructed surfaces. Finally, we combine both methods to have more flexible constructions of fractal surfaces.

Particularly, an increasing amount of construction and demolition (C and D) waste is being disposed at landfill sites. In order to reduce waste generation and encourage reuse and recycling, the Hong Kong Government has implemented the Construction Waste Disposal Charging Scheme (CWDCS) to levy charges on C and D waste disposal to landfills. In order to provide information on the changes in reducing waste generation practice among construction participants in various work trades, a study was conducted after 3 years of implementation of the CWDCS via a structured questionnaire survey in the building industry in Hong Kong. The study result has revealed changes with work flows of the major trades as well as differentiating the levels of waste reduced. Three building projects in the public and private sectors were selected as case studies to demonstrate the changes in work flows and the reduction of waste achieved. The research findings reveal that a significant reduction of construction waste was achieved at the first 3 years (2006-2008) of CWDCS implementation. However, the reduction cannot be sustained. The major trades have been influenced to a certain extent by the implementation of the CWDCS. Slight improvement in waste management practices was observed, but reduction of construction waste in the wet-finishing and dry-finishing trades has undergone little improvement. Implementation of the CWDCS has not yet motivated subcontractors to change their methods of construction so as to reduce C and D waste.

    Optimization of a positron crystal undulator (CU) is addressed. The ways to assure both the maximum intensity and minimum spectral width of positron CU radiation are outlined. We claim that the minimum CU spectrum width of 3 -- 4% is reached at the positron energies of a few GeV and that the optimal bending radius of crystals planes in CU ranges from 3 to 5 critical bending radii for channeled particles. Following suggested approach a benchmark positron CU construction is devised and its functioning is illustrated using the simulation method widely tested by experimental data.

    Manual library construction is a limiting factor in Illumina sequencing. Constructing libraries by hand is costly, time-consuming, low-throughput, and ergonomically hazardous, and constructing multiple libraries introduces risk of library failure due to pipetting errors. The ability to construct multiple libraries simultaneously in automated fashion represents significant cost and time savings. Here we present a strategy to construct up to 96 unamplified indexed libraries using Illumina TruSeq reagents and a Biomek FX robotic platform. We also present data to indicate that this library construction method has little or no risk of cross-contamination between samples.

    This report reviews the U.S. Department of Housing and Urban Development construction code for (HUD-code) manufactured homes, Part 3280: Manufactured Home Construction and Safety Standards (the HUD Code), to identify sections that might be relevant in determining if insulated foam core panels (or structural insulated panels, SIPs) meet the requirements of Part 3280 for use in manufactured home construction. The U.S. Department of Energy and other parties are interested in the use of SIPs in residential construction, including HUD-Code manufactured homes, because the foam panels can have a higher effective insulation value than standard stud-framed construction and use less dimensional lumber. Although SIPs have not been used in manufactured housing, they may be well suited to the factory production process used to manufacture HUD-Code homes and the fact that they require less virgin timber may reduce the effect of volatile and increasing timber prices. Part 3280 requirements for fire resistance, wind resistance, structural load strength, ventilation, transportation shock, and thermal protection are reviewed. A brief comparison is made between the HUD Code requirements and data collected from foam panel manufacturers. 8 refs.

    We consider a model of half-filled bilayer graphene, in which the three dominant Slonczewski-Weiss-McClure hopping parameters are retained, in the presence of short range interactions. Under a smallness assumption on the interaction strength $U$ as well as on the inter-layer hopping $\\epsilon$, we construct the ground state in the thermodynamic limit, and prove its analyticity in $U$, uniformly in $\\epsilon$. The interacting Fermi surface is degenerate, and consists of eight Fermi points, two of which are protected by symmetries, while the locations of the other six are renormalized by the interaction, and the effective dispersion relation at the Fermi points is conical. The construction reveals the presence of different energy regimes, where the effective behavior of correlation functions changes qualitatively. The analysis of the crossover between regimes plays an important role in the proof of analyticity and in the uniform control of the radius of convergence. The proof is based on a rigorous implementation of fermionic renormalization group methods, including determinant estimates for the renormalized expansion.

We show that the constructions of certain types of optical queues, including linear compressors, linear decompressors, and 2-to-1 FIFO multiplexers, under a simple packet routing scheme and under the constraint of a limited number of recirculations can be transformed into equivalent integer representation problems under a corresponding constraint.     This article is aimed at improving the description of lepton-nucleus interactions in the sub-GeV energy range. Approximate spectral functions for oxygen, calcium, and argon are constructed and used to obtain the electron cross sections in a given scattering angle. Comparison with a sample of available experimental data shows satisfactory agreement. Discrepancy between the presented model and the systematic computations available for oxygen [O. Benhar et al., Phys. Rev. D 72, 053005 (2005)] is also found to be very small. Analysis of appropriate kinematical regions leads to the conclusion that the obtained argon spectral function should describe well neutrino scattering in the 800-MeV energy region. Several approximations used in the model are critically reviewed. All the details needed to implement the presented approach in Monte Carlo simulations are given.

    Two different strategies of the relativistic quantum theory construction are considered and evaluated. The first strategy is the conventional strategy, based on application of the quantum mechanics technique to relativistic systems. This approach cannot solve the problem of pair production. The apparent success of QFT at solution of this problem is conditioned by the inconsistency of QFT, when the commutation relations are incompatible with the dynamic equations. (The inconsistent theory "can solve" practically any problem, including the problem of pair production). The second strategy is based on application of fundamental principles of classical dynamics and those of statistical description to relativistic dynamic systems. It seems to be more reliable, because this strategy does not use quantum principles, and the main problem of QFT (join of nonrelativistic quantum principles with the principles of relativity) appears to be eliminated.

    This protocol is intended to describe the recommended method when evaluating the whole-building performance of new construction projects in the commercial sector. The protocol focuses on energy conservation measures (ECMs) measures (or packages of measures) where evaluators can best analyze impacts using building simulation. These ECMs typically require the use of calibrated building simulations under Option D of the International Performance Measurement and Verification Protocol. Examples of such measures include Leadership in Energy and Environmental Design building certification, novel and/or efficient heating, ventilation, and air conditioning system designs, and extensive building controls systems. In general, it is best to evaluate any ECM (or set of measures) expected to significantly interact with other systems within the building and with savings sensitive to seasonal variations in weather.

    Washington River Protection Solutions, LLC (WRPS) has faced significant project management challenges in managing Davis-Bacon construction work that meets contractually required small business goals. The unique challenge is to provide contracting opportunities to multiple small business construction subcontractors while performing high hazard work in a safe and productive manner. Previous to the Washington River Protection Solutions, LLC contract, Construction work at the Hanford Tank Farms was contracted to large companies, while current Department of Energy (DOE) Contracts typically emphasize small business awards. As an integral part of Nuclear Project Management at Hanford Tank Farms, construction involves removal of old equipment and structures and installation of new infrastructure to support waste retrieval and waste feed delivery to the Waste Treatment Plant. Utilizing the optimum construction approach ensures that the contractors responsible for this work are successful in meeting safety, quality, cost and schedule objectives while working in a very hazardous environment. This paper describes the successful transition from a traditional project delivery method that utilized a large business general contractor and subcontractors to a new project construction management model that is more oriented to small businesses. Construction has selected the Agency Construction Management Method. This method was implemented in the first quarter of Fiscal Year (FY) 2009, where Construction Management is performed by substantially home office resources from the URS Northwest Office in Richland, Washington. The Agency Method has allowed WRPS to provide proven Construction Managers and Field Leads to mentor and direct small business contractors, thus providing expertise and assurance of a successful project. Construction execution contracts are subcontracted directly by WRPS to small or disadvantaged contractors that are mentored and supported by DRS personnel. Each small contractor is mentored and supported utilizing the principles of the Construction Industry Institute (CII) Partnering process. Some of the key mentoring and partnering areas that are explored in this paper are, internal and external safety professional support, subcontractor safety teams and the interface with project and site safety teams, quality assurance program support to facilitate compliance with NQA-1, construction, team roles and responsibilities, work definition for successful fixed price contracts, scheduling and interface with project schedules and cost projection/accruals. The practical application of the CII Partnering principles, with the Construction Management expertise of URS, has led to a highly successful construction model that also meets small business contracting goals.

    This report summarizes the research findings of a long-term monitoring plan to evaluate the performance of an energy-efficient home constructed in 2010 in San Antonio, Texas. Monitoring of the energy use, energy generation, and temperature conditions for this project occurred between July 2010 and October 2011. The heating, ventilation, and air conditioning system effectively maintained acceptable temperatures and humidity levels in peak cooling and heating and non-peak operating periods. Discrepancies were found between modeled and actual energy use values, with actual space cooling energy use closest to the corresponding modeled value. Energy consumption predicted for lighting, appliances, and miscellaneous electrical loads was significantly higher than measured amounts, and energy consumption predicted for cooling was significantly lower than measured amounts. A high amount of the 1,600 kWh of PV-generated electricity produced annually was sent to the electric grid every month. The solar thermal DHW system was the main source of hot water for most of the year and performed well; during summer, electrical use by the backup system was rare.

    We construct a universal quantum computer following Deutsch's original proposal of a universal quantum Turing machine (UQTM). Like Deutsch's UQTM, our machine can emulate any classical Turing machine and can execute any algorithm that can be implemented in the quantum gate array framework but under the control of a quantum program, and hence is universal. We present the architecture of the machine, which consists of a memory tape and a processor and describe the observables that comprise the registers of the processor and the instruction set, which includes a set of operations that can approximate any unitary operation to any desired accuracy and hence is quantum computationally universal. We present the unitary evolution operators that act on the machine to achieve universal computation and discuss each of them in detail and specify and discuss explicit program halting and concatenation schemes. We define and describe a set of primitive programs in order to demonstrate the universal nature of the machine. These primitive programs facilitate the implementation of more complex algorithms and we demonstrate their use by presenting a program that computes the NAND function, thereby also showing that the machine can compute any classically computable function.

    A team composed of individuals representing research and development (R and D) divisions, infrastructure support organizations, and Department of Energy (DOE)-Oak Ridge Operations was chartered to reengineer the engineering, design, and construction (ED and C) process at Oak Ridge National Laboratory (ORNL). The team recognized that ED and C needs of both R and D customers and the ORNL infrastructure program have to be met to maintain a viable and competitive national laboratory. Their goal was to identify and recommend implementable best-in-class ED and C processes that will efficiently and cost-effectively support the ORNL R and D staff by being responsive to their programmatic and infrastructure needs. The team conducted process mapping of current and potential ED and C approaches, developed idealized versions of ED and C processes, and identified potential barriers to an efficient ED and C process. Eight subteams were assigned to gather information and to evaluate the significance of potential barriers through benchmarking, surveys, interviews, and reviews of key topical areas in order to determine whether the perceived barriers were real and important and whether they resulted from laws or regulations over which ORNL has no control.

    A superconducting magnet designed to produce magnetic flux densities of the order of 4 to 5 Webers per square meter is constructed by first forming a cable of a plurality of matrixed superconductor wires with each wire of the plurality insulated from each other one. The cable is shaped into a rectangular cross-section and is wound with tape in an open spiral to create cooling channels. Coils are wound in a calculated pattern in saddle shapes to produce desired fields, such as dipoles, quadrupoles, and the like. Wedges are inserted between adjacent cables as needed to maintain substantially radial placement of the long dimensions of cross sections of the cables. After winding, individual strands in each of the cables are brought out to terminals and are interconnected to place all of the strands in series and to maximize the propagation of a quench by alternating conduction from an inner layer to an outer layer and from top half to bottom half as often as possible. Individual layers are separated from others by spiraled aluminum spacers to facilitate cooling. The wound coil is wrapped with an epoxy tape that is cured by heat and then machined to an interference fit with an outer aluminum pipe which is then affixed securely to the assembled coil by heating it to make a shrink fit. In an alternate embodiment, one wire of the cable is made of copper or the like to be heated externally to propagate a quench.

    Cost growth and construction delays are problems that plague many large construction projects including the construction of new Department of Energy (DOE) nuclear facilities. A study was conducted to evaluate cost growth of large DOE construction projects. The purpose of the study was to compile relevant data, consider the possible causes of cost growth, and recommend measures that could be used to avoid extreme cost growth in the future. Both large DOE and non-DOE construction projects were considered in this study. With the exception of Chemical and Metallurgical Research Building Replacement Project (CMRR) and the Mixed Oxide Fuel Fabrication Facility (MFFF), cost growth for DOE Nuclear facilities is comparable to the growth experienced in other mega construction projects. The largest increase in estimated cost was found to occur between early cost estimates and establishing the project baseline during detailed design. Once the project baseline was established, cost growth for DOE nuclear facilities was modest compared to non-DOE mega projects.

    By exploiting a symmetric scheme for coupling $N$ spin-1/2 constituents (the physical qubits) to states with total angular momentum $N/2-1$, we construct rotationally invariant logical qudits of dimension $d=N-1$. One can encode all qudit states, and realize all qudit measurements, by this construction. The rotational invariance of all relevant objects enables one to transmit quantum information without having aligned reference frames between the parties that exchange the qudits. We illustrate the method by explicit constructions of reference-frame-free qubits and qutrits and, for the qubit case, comment on possible experimental implementations.

The full discrete measure is chosen so that it would result in canonical quantization one whatever coordinate is made continuous. This strategy is followed in 3D case where full discrete measure is determined in such the way practically uniquely (in fact, family of similar measures is obtained). Averaging with the help of the constructed measure gives finite expectation values for links.
