  3. Emerging trends in environmental consultant liability

    SciTech Connect (OSTI)

    Witkin, J.B.

    1995-12-01

Two federal district judges have recently opened the door for negligence suits aimed specifically an environmental consultants. In William Levy and Harper Realty, Inc. v. Versar, Inc., the respective courts allowed negligence-based claims to survive motions to dismiss, suggesting environmental consultants who fail to discover and/or disclose contamination on the properties they are investigating may be liable for considerable damages, including remediation costs and the economic losses suffered as a result of a claimant`s reliance on the environmental consultant`s work product. These cases poses great concern for environmental consultants. This paper will review these cases in detail, and other legal issues of concern to environmental consultants. It will also review the steps consultants can take to limit their liability, including obtaining errors and omissions insurance, using properly drafted environmental services agreements, properly training their employees, effectively communicating about risks with their clients, and other risk management techniques. In light of the exorbitant costs of environmental clean up, and the expansive breadth of liability imposed by federal environmental laws, consultants need to understand the potential causes of action that can be brought against them. Two federal district judges from Illinois have recently opened the door for negligence suits aimed specifically at environmental consultants, in William Levy and Harper Realty, Inc. v. Versar Inc. This paper will analyze the versar and Mobil Oil cases in detail. It will also explore other issues on professional liability generally of concern to environmental consultants. Finally, suggestion are briefly offered to guide environmental consultants as they embark on clean up activities, to reduce their potential liability to third parties.

Trophallaxis between individual worker ants and the toxicant load in dead and live Argentine ants (Linepithema humile) in colonies exposed to fipronil and hydramethylnon experimental baits were examined using accelerator mass spectrometry (AMS). About 50% of the content of the crop containing trace levels of 14C-sucrose, 14C-hydramethylnon, and 14C-fipronil was shared between single donor and recipient ants. Dead workers and queens contained significantly more hydramethylnon (122.7 and 22.4 amol/μg ant, respectively) than did live workers and queens (96.3 and 10.4 amol/μg ant, respectively). Dead workers had significantly more fipronil (420.3 amol/μg ant) than did live workers (208.5 amol/μg ant), butmore » dead and live queens had equal fipronil levels (59.5 and 54.3 amol/μg ant, respectively). Moreover, the distribution of fipronil differed within the bodies of dead and live queens; the highest amounts of fipronil were recovered in the thorax of dead queens whereas live queens had the highest levels in the head. Resurgence of polygynous ant colonies treated with hydramethylnon baits may be explained by queen survival resulting from sublethal doses due to a slowing of trophallaxis throughout the colony. The bait strategies and dose levels for controlling insect pests need to be based on the specific toxicant properties and trophic strategies for targeting the entire colony.« less

Ecosystem health with its near infinite number of variables is difficult to measure, and there are many opinions as to which variables are most important, most easily measured, and most robust, Bioassessment avoids the controversy of choosing which physical and chemical parameters to measure because it uses responses of a community of organisms that integrate all aspects of the system in question. A variety of bioassessment methods have been successfully applied to aquatic ecosystems using fish and macroinvertebrate communities. Terrestrial biotic index methods are less developed than those for aquatic systems and we are seeking to address this problem here. This study had as its objective to examine the baseline differences in ant communities at different seral stages from clear cut back to mature pine plantation as a precursor to developing a bioassessment protocol. Comparative sampling was conducted at four seral stages; clearcut, 5 year, 15 year and mature pine plantation stands. Soil and vegetation data were collected at each site. All ants collected were preserved in 70% ethyl alcohol and identified to genus. Analysis of the ant data indicates that ants respond strongly to the habitat changes that accompany ecological succession in managed pine forests and that individual genera as well as ant community structure can be used as an indicator of successional change. Ants exhibited relatively high diversity in both early and mature seral stages. High ant diversity in the mature seral stages was likely related to conditions on the forest floor which favored litter dwelling and cool climate specialists.

Many common cyber defenses (like firewalls and IDS) are as static as trench warfare allowing the attacker freedom to probe them at will. The concept of Moving Target Defense (MTD) adds dynamism to the defender side, but puts the systems to be defended themselves in motion, potentially at great cost to the defender. An alternative approach is a mobile resilient defense that removes attackers ability to rely on prior experience without requiring motion in the protected infrastructure itself. The defensive technology absorbs most of the cost of motion, is resilient to attack, and is unpredictable to attackers. The Ant-Based Cyber Defense (ABCD) is a mobile resilient defense providing a set of roaming, bio-inspired, digital-ant agents working with stationary agents in a hierarchy headed by a human supervisor. The ABCD approach provides a resilient, extensible, and flexible defense that can scale to large, multi-enterprise infrastructures like the smart electric grid.

  20. Recolonization patterns of ants in a rehabilitated lignite mine in central Italy: Potential for the use of Mediterranean ants as indicators of restoration processes

    SciTech Connect (OSTI)

    Ottonetti, L.; Tucci, L.; Santini, G.

    2006-03-15

Ant (Hymenoptera: Formicidae) assemblages were sampled with pitfall traps in three different habitats associated with a rehabilitated mine district and in undisturbed forests in Tuscany, Italy. The four habitats were (1) open fields (3-4 years old); (2) a middle-age mixed plantation (10 years); (3) an old-age mixed plantation (20 years); and (4) an oak woodland (40 years) not directly affected by mining activities. The aim of the study was to analyze ant recolonization patterns in order to provide insights on the use of Mediterranean ant fauna as indicators of restoration processes. Species richness and diversity were not significantly different among the four habitats. However, multivariate analyses showed that the assemblages in the different habitats were clearly differentiated, with similarity relationships reflecting a successional gradient among rehabilitated sites. The observed patterns of functional group changes along the gradient broadly accord with those of previous studies in other biogeographic regions. These were (1) a decrease of dominant Dolichoderinae and opportunists; (2) an increase in the proportion of cold-climate specialists; and (3) the appearance of the Cryptic species in the oldest plantations, with a maximum of abundance in the woodland. In conclusion, the results of our study supported the use of Mediterranean ants as a suitable tool for biomonitoring of restoration processes, and in particular, the functional group approach proved a valuable framework to better interpret local trends in terms of global ecological patterns. Further research is, however, needed in order to obtain a reliable classification of Mediterranean ant functional groups.

Leaf-cutter ants are dominant herbivores in ecosystems throughout the Neotropics. Rather than directly consuming the fresh foliar biomass they harvest, these ants use it to cultivate specialized fungus gardens. Although recent investigations have shed light on how plant biomass is degraded in fungus gardens, the cycling of nutrients that takes place in these specialized microbial ecosystems is still not well understood. Here, using metametabolomics and metaproteomics techniques, we examine the dynamics of nutrient turnover and biosynthesis in these gardens. Our results reveal that numerous free amino acids and sugars are depleted throughout the process of biomass degradation, indicating that easily accessible nutrients from plant material are readily consumed by microbes in these ecosystems. Accumulation of cellobiose and lignin derivatives near the end of the degradation process is consistent with previous findings of cellulases and laccases produced by Leucoagaricus gongylophorus, the fungus cultivated by leaf-cutter ants. Our results also suggest that ureides may be an important source of nitrogen in fungus gardens, especially during nitrogen-limiting conditions. No free arginine was detected in our metametabolomics experiments despite evidence that the host ants cannot produce this amino acid, suggesting that biosynthesis of this metabolite may be tightly regulated in the fungus garden. These results provide new insights into the dynamics of nutrient cycling that underlie this important ant-fungus symbiosis.

  4. AntBot: Anti-pollution peer-to-peer botnets

    SciTech Connect (OSTI)

    2009-01-01

Botnets, which are responsible for many email sparnming and DDoS (Distributed Denial of Service) attacks in the current Internet, have emerged as one of most severe cyber-threats in recent years. To evade detection and improve resistance against countermeasures, botnets have evolved from the first generation that relies on IRC chat channels to deliver commands to the current generation that uses highly resilient P2P (Peer-to-Peer) protocols to spread their C&C (Command and Control) information. It is, however, revealed that P2P botnets, although relieved from the single point of failure that IRC botnets suffer, can be easily disrupted using pollution-based mitigation schemes [15]. In this paper, we play the devil's advocate and propose a new type of hypothetical botnets called AntBot, which aim to propagate their C&C information to individual bots even though there exists an adversary that persistently pollutes keys used by seized bots to search the command information. The key idea of AntBot is a tree-like structure that bots use to deliver the command so that captured bots reveal only limited information. To evaluate effectiveness of AntBot against pollution-based mitigation in a virtual environment, we develop a distributed P2P botnet simulator. Using extensive experiments, we demonstrate that AntBot operates resiliently against pollution-based mitigation. We further present a few potential defense schemes that could effectively disrupt AntBot operations.

Section 3116 of the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (NDAA) requires the U.S. Department of Energy (DOE) to consult with the U.S. Nuclear Regulatory Commission (NRC) for certain non-high level waste (HLW) determinations. The NDAA also requires NRC to monitor DOE's disposal actions related to those determinations to assess compliance with NRC regulations in 10 CFR Part 61, Subpart C. The NDAA applies to DOE activities that will remain within the States of South Carolina and Idaho. DOE has chosen to, under DOE Order 435.1, engage in consultation with NRC for similar activities in the State of Washington and New York, however, the NRC has no monitoring responsibilities. In 2007, the NRC developed a draft Final Report for Interim Use entitled, NUREG-1854: NRC Staff Guidance for Activities Related to U.S. Department of Energy Waste Determinations. Since the law was enacted, the DOE and NRC have consulted on three waste determinations within the affected States: (1) the Saltstone Disposal Facility at the Savannah River Site (SRS) within the State of South Carolina in 2005, (2) the INTEC Tank Farm at the Idaho National Laboratory within the State of Idaho in 2006, and (3) the F Tank Farm at SRS in 2011. After the end of consultation and issuance by DOE of the final waste determination, monitoring began at each of these sites, including the development of monitoring plans. In addition to the NDAA sites, DOE has requested NRC consultation support on both individual tanks and the entire C Tank Farm at the Hanford Nuclear Reservation in the State of Washington. DOE also requested consultation of waste determinations performed on the melter and related feed tanks at the West Valley site in New York that would be disposed offsite. In the next few years, NRC and DOE will consult on the last of the NDAA waste determinations for a while, the H Tank Farm waste determination at SRS. DOE may identify other activities in the future but largely

Herbivores gain access to nutrients stored in plant biomass largely by harnessing the metabolic activities of microbes. Leaf-cutter ants of the genus Atta are a hallmark example; these dominant Neotropical herbivores cultivate symbiotic fungus gardens on massive quantities of fresh plant forage. As the external digestive system of the ants, fungus gardens facilitate the production and sustenance of millions of workers in mature Atta colonies. Here we use metagenomic, and metaproteomic techniques to characterize the bacterial diversity and overall physiological potential of fungus gardens from two species of Atta. Our analysis of over 1.2 Gbp of community metagenomic sequence and three 16S pyrotag libraries reveals that, in addition to harboring the dominant fungal crop, these ecosystems contain abundant populations of Enterobacteriaceae, including the genera Enterobacter, Pantoea, Klebsiella, Citrobacter, and Escherichia. We show that these bacterial communities possess genes commonly associated with lignocellulose degradation, and likely participate in the processing of plant biomass. Additionally, we demonstrate that bacteria in these environments encode a diverse suite of biosynthetic pathways, and that they may enrich the nitrogen-poor forage of the ants with B-vitamins, amino acids, and proteins. These results are consistent with the hypothesis that fungus gardens are highly-specialized fungus-bacteria communities that efficiently convert plant material into usable energy for their ant hosts. Together with recent investigations into the microbial symbionts of vertebrates, our work underscores the importance of microbial communities to the ecology and evolution of herbivorous metazoans.

Here, the complexity of metabolic networks in microbial communities poses an unresolved visualization and interpretation challenge. We address this challenge in the newly expanded version of a software tool for the analysis of biological networks, VisANT 5.0. We focus in particular on facilitating the visual exploration of metabolic interaction between microbes in a community, e.g. as predicted by COMETS (Computation of Microbial Ecosystems in Time and Space), a dynamic stoichiometric modeling framework. Using VisANT's unique meta-graph implementation, we show how one can use VisANT 5.0 to explore different time-dependent ecosystem-level metabolic networks. In particular, we analyze the metabolic interaction networkmore » between two bacteria previously shown to display an obligate cross-feeding interdependency. In addition, we illustrate how a putative minimal gut microbiome community could be represented in our framework, making it possible to highlight interactions across multiple coexisting species. We envisage that the "symbiotic layout" of VisANT can be employed as a general tool for the analysis of metabolism in complex microbial communities as well as heterogeneous human tissues.« less

    1980-01-01

It is proposed that environmental professionals consider adding early community consultation to the other activities they engage in when making an environmental impact assessment. When all parties affected by a proposed project are involved in preliminary planning, problems can be defined and mutually acceptable alternatives developed that go a long way toward making a project politically as well as economically feasible. The Environmental Impact Review (EIR) that is then prepared for the modified project would be much less subject to pressures to slant the data to meet the demands of certain interest groups, freeing professionals to do their work as they know it ought to be done. Such a process would also greatly increase the chances that the recommendations of the EIR would be implemented, rather than overlooked. Ways to design an early community involvement process are illustrated by two case studies.

Leaf-cutter ants are prolific and conspicuous Neotropical herbivores that derive energy from specialized fungus gardens they cultivate using foliar biomass. The basidiomycetous cultivar of the ants, Leucoagaricus gongylophorus, produces specialized hyphal swellings called gongylidia that serve as the primary food source of ant colonies. Gongylidia also contain lignocellulases that become concentrated in ant digestive tracts and are deposited within fecal droplets onto fresh foliar material as it is foraged by the ants. Although the enzymes concentrated by L. gongylophorus within gongylidia are thought to be critical to the initial degradation of plant biomass, only a few enzymes present in these hyphal swellings have been identified. Here we use proteomic methods to identify proteins present in the gongylidia of three Atta cephalotes colonies. Our results demonstrate that a diverse but consistent set of enzymes is present in gongylidia, including numerous lignocellulases likely involved in the degradation of polysaccharides, plant toxins, and proteins. Overall, gongylidia contained over three-quarters of all lignocellulases identified in the L. gongylophorus genome, demonstrating that the majority of the enzymes produced by this fungus for biomass breakdown are ingested by the ants. We also identify a set of 23 lignocellulases enriched in gongylidia compared to whole fungus garden samples, suggesting that certain enzymes may be particularly important in the initial degradation of foliar material. Our work sheds light on the complex interplay between leaf-cutter ants and their fungal symbiont that allows for the host insects to occupy an herbivorous niche by indirectly deriving energy from plant biomass.

Modern heterogeneous embedded platforms, com- posed of several digital signal, application specific and general purpose processors, also include reconfigurable devices support- ing partial dynamic reconfiguration. These devices can change the behavior of some of their parts during execution, allowing hardware acceleration of more sections of the applications. Never- theless, partial dynamic reconfiguration imposes severe overheads in terms of latency. For such systems, a critical part of the design phase is deciding on which processing elements (mapping) and when (scheduling) executing a task, but also how to place them on the reconfigurable device to guarantee the most efficient reuse of the programmable logic. In this paper we propose an algorithm based on Ant Colony Optimization (ACO) that simultaneously executes the scheduling, the mapping and the linear placing of tasks, hiding reconfiguration overheads through prefetching. Our heuristic gradually constructs solutions and then searches around the best ones, cutting out non-promising areas of the design space. We show how to consider the partial dynamic reconfiguration constraints in the scheduling, placing and mapping problems and compare our formulation to other heuristics that address the same problems. We demonstrate that our proposal is more general and robust, and finds better solutions (16.5% in average) with respect to competing solutions.

In 2005 the U.S. Nuclear Regulatory Commission (NRC) began to implement a new set of responsibilities under the Ronald W. Reagan National Defense Authorization Act (NDAA) of Fiscal Year 2005. Section 3116 of the NDAA requires the U.S. Department of Energy (DOE) to consult with the NRC for certain non-high level waste determinations and also requires NRC to monitor DOE's disposal actions related to those determinations. In Fiscal Year 2005, the NRC staff began consulting with DOE and completed reviews of draft waste determinations for salt waste at the Savannah River Site. In 2006, a second review was completed on tank waste residuals including sodium-bearing waste at the Idaho Nuclear Technology and Engineering Center Tank Farm at the Idaho National Laboratory. Monitoring Plans were developed for these activities and the NRC is actively monitoring disposal actions at both sites. NRC is currently in consultation with DOE on the F-Area Tank Farm closure and anticipates entering consultation on the H-Area Tank Farm at the Savannah River Site. This paper presents, from the NRC perspective, an overview of how the consultation and monitoring process has evolved since its conception in 2005. It addresses changes in methods and procedures used to collect and develop information used by the NRC in developing the technical evaluation report and monitoring plan under consultation and the implementation the plan under monitoring. It will address lessons learned and best practices developed throughout the process. The NDAA has presented significant challenges for the NRC and DOE. Past and current successes demonstrate that the NDAA can achieve its intended goal of facilitating tank closure at DOE legacy defense waste sites. The NRC believes many of the challenges in performing the WD reviews have been identified and addressed. Lessons learned have been collected and documented throughout the review process. Future success will be contingent on each agencies commitment to

In consultation with the NRC, DOE issued a waste determination for the F-Area Tank Farm (FTF) facility in March 2012. The FTF consists of 22 underground tanks, each 2.8 to 4.9 million liters in capacity, used to store liquid high-level waste generated as a result of spent fuel reprocessing. The waste determination concluded stabilized waste residuals and associated tanks and auxiliary components at the time of closure are not high-level and can be disposed of as LLW. Prior to issuance of the final waste determination, during the consultation phase, NRC staff reviewed and provided comments on DOE's revision 0 and revision 1 FTF PAs that supported the waste determination and produced a technical evaluation report documenting the results of its multi-year review in October 2011. Following issuance of the waste determination, NRC began to monitor DOE disposal actions to assess compliance with the performance objectives in 10 CFR Part 61, Subpart C. To facilitate its monitoring responsibilities, NRC developed a plan to monitor DOE disposal actions. NRC staff was challenged in developing a focused monitoring plan to ensure limited resources are spent in the most cost-effective manner practical. To address this challenge, NRC prioritized monitoring areas and factors in terms of risk significance and timing. This prioritization was informed by NRC staff's review of DOE's PA documentation, independent probabilistic modeling conducted by NRC staff, and NRC-sponsored research conducted by the Center for Nuclear Waste Regulatory Analyses in San Antonio, TX. Deconstruction of the cellulose in plant cell walls is critical for carbon flow through ecosystems and for the production of sustainable cellulosic biofuels. Our understanding of cellulose deconstruction is largely limited to the study of microbes in isolation, but in nature, this process is driven by microbes within complex communities. In Neotropical forests, microbes in leaf-cutter ant refuse dumps are important for carbon turnover. These dumps consist of decaying plant material and a diverse bacterial community, as shown here by electron microscopy. To study the portion of the community capable of cellulose degradation, we performed enrichments on cellulose using materialmore » from five Atta colombica refuse dumps. The ability of enriched communities to degrade cellulose varied significantly across refuse dumps. 16S rRNA gene amplicon sequencing of enriched samples identified that the community structure correlated with refuse dump and with degradation ability. Overall, samples were dominated by Bacteroidetes, Gammaproteobacteria, and Betaproteobacteria. Half of abundant operational taxonomic units (OTUs) across samples were classified within general containing known cellulose degraders, including Acidovorax, the most abundant OTU detected across samples, which was positively correlated with cellulolytic ability. Lastly, a representative Acidovorax strain was isolated, but did not grow on cellulose alone. Phenotypic and compositional analyses of enrichment cultures, such as those presented here, help link community composition with cellulolytic ability and provide insight into the complexity of community-based cellulose degradation.« less

    2008-10-31

The purpose of the project was to assist U.S. Steel in the evaluation, selection, planning, design, and testing of potential approaches to help meet U.S. Steel's goal for low-particulate matter emissions and regulatory compliance. The energy-intensive process for producing iron pellets includes treating the pellets in high-temperature kilns in which the iron is converted from magnetite to hematite. The kilns can be fired with either natural gas or a combination of gas and coal or biomass fuel and are equipped with wet venturi scrubbers for particulate control. Particulate measurements at the inlet and outlet of the scrubbers and analysis of size-fractionated particulate samples led to an understanding of the effect of process variables on the measured emissions and an approach to meet regulatory compliance.

Skill-mix initiatives have provided opportunities for radiographers to develop roles and achieve their potential, thus contributing to radiographer retention rates and increased job satisfaction. This reflective article explores two radiographic roles within an interprofessional context including the implications for confidence, competence, and future sustainability. These were reporting roles which extended into two modalities, one into bone densitometry and another into ultrasound. This article discusses how successful skill mix can benefit the individual, their department, and NHS organization and that role expansion can develop a more dynamic and resourceful workforce with transferability of skills and attributes.

    SciTech Connect (OSTI)

    2004-12-01

The assets that Citizen Potawatomi Nation holds were evaluated to help define the strengths and weaknesses to be used in pursuing economic prosperity. With this baseline assessment, a Planning Team will create a vision for the tribe to integrate into long-term energy and business strategies. Identification of energy efficiency devices, systems and technologies was made, and an estimation of cost benefits of the more promising ideas is submitted for possible inclusion into the final energy plan. Multiple energy resources and sources were identified and their attributes were assessed to determine the appropriateness of each. Methods of saving energy were evaluated and reported on and potential revenue-generating sources that specifically fit the tribe were identified and reported. A primary goal is to create long-term energy strategies to explore development of tribal utility options and analyze renewable energy and energy efficiency options. Associated goals are to consider exploring energy efficiency and renewable economic development projects involving the following topics: (1) Home-scale projects may include construction of a home with energy efficiency or renewable energy features and retrofitting an existing home to add energy efficiency or renewable energy features. (2) Community-scale projects may include medium to large scale energy efficiency building construction, retrofit project, or installation of community renewable energy systems. (3) Small business development may include the creation of a tribal enterprise that would manufacture and distribute solar and wind powered equipment for ranches and farms or create a contracting business to include energy efficiency and renewable retrofits such as geothermal heat pumps. (4) Commercial-scale energy projects may include at a larger scale, the formation of a tribal utility formed to sell power to the commercial grid, or to transmit and distribute power throughout the tribal community, or hydrogen production, and propane and natural-gas distribution systems.

    1980-05-01

The California Energy Commission has funded the final phase of a four year project resulting in development of a successful system for burning cotton gin trash as a fuel providing the heat for ginning. The incinerator - air heater system installed in Corcoran, California operates continuously throughout the ginning season. Trash feeding and burning rate is automatically controlled from the combustion temperature, hot air temperature is controlled by the drying needs, and ashes are automatically removed from the system and pneumatically conveyed to the disposal site. The system complies with state and county air pollution codes by means of baghouse collectors. Savings in fossil fuel and trash disposal costs have demonstrated the equipment system is feasible for a four year payback at large, well utilized gins.

    1984-12-10

The Columbia River Basalts Underlying the Hanford Site in Washington State are being considered as a possible location for a geologic repository for high-level nuclear waste. To investigate the feasibility of a repository at this site, the hydrologic parameters of the site must be evaluated. Among hydrologic parameters of particular interest are the effective porosity of the Cohassett flow top and flow interior and the vertical-to-horizontal hydraulic conductivity, or anisotropy ratio, of the Cohassett flow interior. Site-specific data for these hydrologic parameters are currently inadequate. To obtain credible, auditable, and independently derived estimates of the specified hydrologic parameters for the purpose of preliminary assessment of candidate repository performance, a panel of five nationally recognized hydrologists was assembled. Their expert judgments were quantified during two rounds of Delphi process by means of a probability encoding method developed to estimate the probability distributions of the selected hydrologic variables. 210 refs., 12 figs., 5 tabs.

The Columbia River basalts underlying the Hanford Site in Washington State are being considered as a possible location for a geologic repository for high-level nuclear waste. To investigate the feasibility of a repository at this site, the hydrologic parameters of the site must be evaluated. Among hydrologic parameters of particular interest are the effective porosity of the Cohassett basalt flow top and flow interior and the vertical-to-horizontal hydraulic conductivity, or anisotropy ratio, of the Cohassett basalt flow interior. The Cohassett basalt flow is the prime candidate horizon for repository studies. Site-specific data for these hydrologic parameters are currently inadequate for the purpose of preliminary assessment of candidate repository performance. To obtain credible, auditable, and independently derived estimates of the specified hydrologic parameters, a panel of five nationally recognized hydrologists was assembled. Their expert judgments were quantified during two rounds of Delphi process by means of a probability encoding method developed to estimate the probability distributions of the selected hydrologic variables. The results indicate significant differences of expert opinion for cumulative probabilities of less than 10% and greater than 90%, but relatively close agreement in the middle ranges of values. The principal causes of the diversity of opinion are believed to be the lack of site-specific data and the absence of a single, widely accepted, conceptual or theoretical basis for analyzing these variables.

Chapter six describes the basis for facility design, the completed facility conceptual design, the completed analytical work relating to the resolution of design issues, and future design-related work. The basis for design and the conceptual design information presented in this chapter meet the requirements of the Nuclear Waste Policy Act of 1982, for a conceptual repository design that takes into account site-specific requirements. This information is presented to permit a critical evaluation of planned site characterization activities. Chapter seven describes waste package components, emplacement environment, design, and status of research and development that support the Nevada Nuclear Waste Storage Investigation (NNWSI) Project. The site characterization plan (SCP) discussion of waste package components is contained entirely within this chapter. The discussion of emplacement environment in this chapter is limited to considerations of the environment that influence, or which may influence, if perturbed, the waste packages and their performance (particularly hydrogeology, geochemistry, and borehole stability). The basis for conceptual waste package design as well as a description of the design is included in this chapter. The complete design will be reported in the advanced conceptual design (ACD) report and is not duplicated in the SCP. 367 refs., 173 figs., 68 tabs.

    1980-03-01

Four 1978 Honda CVCC vehicles have been in regular use by California Energy Commission staff in Sacramento for 12 months. Three of the unmodified vehicles were fueled with alcohol/gasoline blends (5% methanol, 10% methanol, and 10% ethanol) with the fourth remaining on gasoline as a control. The operators did not know which fuels were in the vehicles. At 90-day intervals the cars were returned to the Univerity of Santa Clara for servicing and for emissions and fuel economy testing in accordance with the Federal Test Procedures. The demonstration and testing have established the following: (1) the tested blends cause no significant degradation in exhaust emissions, fuel economy, and driveability; (2) the tested blends cause significant increases in evaporative emissions; (3) analysis of periodic oil samples shows no evidence of accelerated metal wear; and (4) higher than 10% alcohols will require substantial modification to most existing California motor vehicles for acceptable emissions, performance, and fuel economy. Many aspects of using methanol and ethanol fuels, both straight and in blends, in various engine technologies are discussed.

Data are the central focus of any research project. Their collection and analysis are crucial to meeting project goals, testing scientific hypotheses, and drawing relevant conclusions. Typical research projects often devote the majority of their resources to the collection, storage and analysis of data. Therefore, issues related to data quality should be of foremost concern. Data quality issues are even more important when conducting multifaceted studies involving several teams of researchers. Without the use of a standardized protocol, for example, independent data collection carried out by separate research efforts can lead to inconsistencies, confusion and errors throughout the larger project. A database management system can be utilized to help avoid all of the aforementioned problems. The centralization of data into a common relational unit, i.e. a relational database, shifts the responsibility for data quality and maintenance from multiple individuals to a single database manager, thus allowing data quality issues to be assessed and corrected in a timely manner. The database system also provides an easy mechanism for standardizing data components, such as variable names and values uniformly across all segments of a project. This is particularly an important issue when data are collected on a number of biological/physical response and explanatory variables from various locations and times. The database system can integrate all segments of a large study into one unit, while providing oversight and accessibility to the data collection process. The quality of all data collected is uniformly maintained and compatibility between research efforts ensured. While the physical database would exist in a central location, access will not be physically limited. Advanced database interfaces are created to operate over the internet utilizing a Web-based relational database, allowing project members to access their data from virtually anywhere. These interfaces provide users with the ability to upload, download, edit, and search data remotely, creating a dynamic system that is continually updated with the most recent information. At the same time, data are protected through user access restrictions, by implementing user profiles and password protected security. This accessibility could be set to any combination of read/write/edit abilities from an administrator capacity with full access to all data, to a highly restricted public access capability limited to general project information. Generation of customized summary reports and basic graphical routines could also be obtained through a Web-based interference. Using these types of features, users could produce summary tables, track trends of specified response variables over time or location, and compare results from various disciplines. Exploration of data in this manner can help users to better define and clarify their research goals and provide a means of integrating various aspects of a larger research project.

  4. Landscape corridors can increase invasion by an exotic species and reduce diversity of native species.

    2014-04-01

Abstract. Landscape corridors are commonly used to mitigate negative effects of habitat fragmentation, but concerns persist that they may facilitate the spread of invasive species. In a replicated landscape experiment of open habitat, we measured effects of corridors on the invasive fire ant, Solenopsis invicta, and native ants. Fire ants have two social forms: polygyne, which tend to disperse poorly but establish at high densities, and monogyne, which disperse widely but establish at lower densities. In landscapes dominated by polygyne fire ants, fire ant abundance was higher and native ant diversity was lower in habitat patches connected by corridors than in unconnected patches. Conversely, in landscapes dominated by monogyne fire ants, connectivity had no influence on fire ant abundance and native ant diversity. Polygyne fire ants dominated recently created landscapes, suggesting that these corridor effects may be transient. Our results suggest that corridors can facilitate invasion and they highlight the importance of considering species traits when assessing corridor utility.
