The awards were presented in Washington, D.C., by Energy Secretary Steven Chu. ORAU's team was honored alongside National Nuclear Security Administration employees and contractors who made up the Nuclear Incident Team that was activated as the Fukushima reactor crisis began. Integrated Safety Management (ISM) Integrated Safety Management (ISM) Oak Ridge Associated Universities (ORAU) is committed to performing work safely as it operates the Oak Ridge Institute for Science and Education (ORISE). ORAU supports the U.S. Department of Energy (DOE) policy of using management systems to integrate safety into work practices at all levels. ORAU defines "safety" as encompassing environment, safety and health, and also includes waste minimization and pollution prevention. All ORAU programs and departments actively pursue continuous improvement, and the addition of Integrated Safety Management (ISM) concepts further strengthens safety as a standard in ORISE's culture. ORAU has accepted the ISM concept by contract under DOE Acquisition Regulations Clause 970.5204-2 and DOE Policy 450.4, Safety Management System Policy.

Scan data collected by ORAU determined that both the alpha and alpha-plus-beta activity was representative of radiological background conditions. The count rate distribution showed no outliers that would be indicative of alpha or alpha-plus-beta count rates in excess of background. It is the opinion of ORAU that independent verification data collected support the site?s conclusions that the South Tower and Lockers sufficiently meet the site criteria for release to recycle and reuse.

Hard copies of reports for ORAU survey activities of NFSS and NFSS Vicinity Properties are available at the South Campus Site of ORAU (these reports are not available in electronic form). COMPARISON OF RESULTS FOR QUARTER 1 SURFACE WATER SPLIT SAMPLES COLLECTED AT THE NUCLEAR FUEL SERVICES SITE ERWIN, TENNESSEE  

Science Conference Proceedings (OSTI)

Oak Ridge Associated Universities (ORAU), under the Oak Ridge Institute for Science and Education (ORISE) contract, collected split surface water samples with Nuclear Fuel Services (NFS) representatives on August 22, 2012. Representatives from the U.S. Nuclear Regulatory Commission and Tennessee Department of Environment and Conservation were also in attendance. Samples were collected at four surface water stations, as required in the approved Request for Technical Assistance number 11-018. These stations included Nolichucky River upstream (NRU), Nolichucky River downstream (NRD), Martin Creek upstream (MCU), and Martin Creek downstream (MCD). Both ORAU and NFS performed gross alpha and gross beta analyses. The comparison of results using the duplicate error ratio (DER), also known as the normalized absolute difference. A DER ? 3 indicates that, at a 99% confidence interval, split sample results do not differ significantly when compared to their respective one standard deviation (sigma) uncertainty. The NFS split sample report does not specify the confidence level of reported uncertainties. Therefore, standard two sigma reporting is assumed and uncertainty values were divided by 1.96. A comparison of split sample results, using the DER equation, indicates one set with a DER greater than 3. A DER of 3.1 is calculated for gross alpha results from ORAU sample 5198W0003 and NFS sample MCU-310212003. The ORAU result is 0.98 0.30 pCi/L (value 2 sigma) compared to the NFS result of -0.08 0.60 pCi/L. Relatively high DER values are not unexpected for low (e.g., background) analyte concentrations analyzed by separate laboratories, as is the case here. It is noted, however, NFS uncertainties are at least twice the ORAU uncertainties, which contributes to the elevated DER value. Differences in ORAU and NFS minimum detectable activities are even more pronounced. comparison of ORAU and NFS split samples produces reasonably consistent results for low (e.g., background) concentrations.

ORAU conducted confirmatory survey activities within the NRL at the University during the week of May 7, 2012. The survey activities included visual inspections/ assessments, surface activity measurements, and volumetric concrete sampling activities. During the course of the confirmatory activities, ORAU noted several issues with the survey-for-release activities performed at the University. Issues included inconsistencies with: survey unit classifications were not designated according to Multi-Agency Radiation Survey and Site Investigation Manual guidance; survey instrument calibrations were not representative of the radionuclides of concern; calculations for instrumentation detection capabilities did not align with the release criteria discussed in the licensees survey guidance documents; total surface activity measurements were in excess of the release criteria; and Co-60 and Eu-152 concentrations in the confirmatory concrete samples were above their respective guidelines. Based on the significant programmatic issues identified, ORAU cannot independently conclude that the NRL satisfied the requirements and limits for release of materials without radiological restrictions.

At DOEs request, ORAU conducted confirmatory surveys of the K-33 sub-slab soil during the period of August 2011 through May 2012. The survey activities included visual inspections and measurement and sampling activities. LSRS was forthcoming with information relating to surface scan results. Scans performed by the contractor were of adequate coverage and overall data appear to represent actual site conditions. However, the LSRS technicians failed to identify several areas of elevated direct gamma radiation. Most of the samples taken by ORAU at locations of elevated instrument response were above the remediation concentration for one or more radionuclides of concern (ROC). The contractor was, however, quick to perform additional remediation of areas identified to have contamination above the guidelines. Further investigation by ORAU was not requested once additional remediation was completed. It is presumed the remediation contractors future PCCR will present detailed and conclusive evidence that K-33 sub-slab soils either comply or do not comply with record of decision (ROD) criteria. However, ORAU concludes, based on both independent verification (IV) data and data provided by LSRS, that the remediation contractor followed appropriate and applicable procedures and that the associated data adequately represent site conditions.

ORAU conducted confirmatory surveys of the Hematite site during the period of June 12 through June 13, 2012. The survey activities included in-process inspections, document review, walkover surveys, sampling activities, and laboratory analysis of split samples. WEC was forthcoming with information relating to practices, procedures, and surface scan results. Scans performed by the WEC technician were extremely thorough and methodical. The WEC and ORAU technicians identified the same areas of elevated activity with comparable detector responses. WEC sampling of re-use soils, waste soils, sediments, and groundwater were conducted under ORAU observation. The sampling efforts observed by ORAU were performed in accordance with site-specific procedures and in a manner sufficient to provide quality supporting data. Three observations were made during groundwater sampling activities. First, the water level indicator was re-used without submitting rinse blank. Second, bubbles created during tubing extraction could indicate the presence of volatilized organic compounds. Third, samplers did not use a photo ionization detector prior to sample collection to indicate the presence of volatile organic vapors. Results of split samples indicated a high level of comparability between the WEC and ORAU/ORISE radiological laboratories. Analytical practices and procedures appear to be sufficient in providing quality radiochemical data. All concentrations from the Soil Re-Use Area and sediment samples are below Uniform radionuclide-specific derived concentration guideline level (DCGL{sub W}) limits; thus, comparisons to the less conservative stratified geometry were not required. Results were compared to individual DCGLs and using the sum of fractions approach. Both composite soil samples collected from the Waste Handling Area (Bins 1 and 4) were well below the prescribed USEI waste acceptance criteria.

Dr. Hubner was selected for this interview because of his participation in the Oak Ridge Institute of Nuclear Studies(ORINS)/Oak Ridge Associated Universities(ORAU) Medical Division cancer therapy research program involving total body irradiation. After a short biographical sketch Dr. Hubner discusses his research in Bone Marrow Transplants, his participation in the development of Nuclear Medicine in Oak Ridge, use of the total body irradiation machine at the University of Tennessee School of Agriculture Animal Research Laboratory (later the Comparative Animal Research Laboratory or CARL) to deliver a high enough dose rate to destroy a patients immune system, the operation of a sterile environment for recovery of patients following bone- marrow transplantation, and the closing of the ORAU Medical Division`s Clinical Program following a negative review. Finally, Dr. Hubner describes his later research using PET.

This summary report presents analytical results, radiological survey data, and other data/information for disposition planning of the five tanks located west of the Old Salvage Yard (OSY) at the Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee. Field personnel from Oak Ridge Associated Universities (ORAU) and URS?CH2M Oak Ridge LLC completed data collection in May 2012 per the project-specific plan (PSP) (ORAU 2012). Deviations from the PSP are addressed in the body of this report. Characterization activities included three data collection modes: visual inspection, radiological survey, and volumetric sampling/analysis. This report includes the final validated dataset and updates associated with the Tank 2 residues originally thought to be a biological bloom (e.g., slime mold) but ultimately identified as iron sulfate crystals.

At the NRC?s request, ORAU conducted confirmatory surveys of the FNR during the period of December 4 through 6, 2012. The survey activities included visual inspections and measurement and sampling activities. Confirmatory activities also included the review and assessment of UM?s project documentation and methodologies. Surface scans identified elevated activity in two areas. The first area was on a wall outside of Room 3103 and the second area was in the southwest section on the first floor. The first area was remediated to background levels. However, the second area was due to gamma shine from a neighboring source storage area. A retrospective analysis of UM?s FSS data shows that for the SUs investigated by the ORAU survey team, UM met the survey requirements set forth in the FSSP. The total mean surface activity values were directly compared with the mean total surface activity reported by UM. Mean surface activity values determined by UM were within two standard deviations of the mean determined by ORAU. Additionally, all surface activity values were less than the corresponding gross beta DCGL{sub W}. Laboratory analysis of the soil showed that COC concentrations were less than the respective DCGL{sub W} values. For the inter-lab comparison, the DER was above 3 for only one sample. However, since the sum of fractions for each of the soil samples was below 1, thus none of the samples would fail to meet release guidelines. Based on the findings of the side-by-side direct measurements, and after discussion with the NRC and ORAU, UM decided to use a more appropriate source efficiency in their direct measurement calculations and changed their source efficiency from 0.37 to 0.25.

The U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management selected Oak Ridge Associated Universities (ORAU), through the Oak Ridge Institute for Science and Education (ORISE) contract, to perform independent verification (IV) at Zone 2 of the East Tennessee Technology Park (ETTP) in Oak Ridge, Tennessee. ORAU has concluded IV surveys, per the project-specific plan (PSP) (ORAU 2013a) covering exposure units (EUs) Z2-24, -31, -32, and -36. The objective of this effort was to verify the following. Target EUs comply with requirements in the Zone 2 Record of Decision (ROD) (DOE 2005), as implemented by using the dynamic verification strategy presented in the dynamic work plan (DWP) (BJC 2007) Commitments in the DWP were adequately implemented, as verified via IV surveys and soil sampling The Zone 2 ROD establishes maximum remediation level (RLmax) values and average RL (RLavg) values for the primary contaminants of concern (COCs) U-234, U-235, U-238, Cs-137, Np-237, Ra-226, Th-232, arsenic, mercury, and polychlorinated biphenyls (PCBs). Table 1.1 lists Zone 2 COCs with associated RLs. Additional radiological and chemical contaminants were also identified during past characterization and monitoring actions, though the ROD does not present RLs for these potential contaminants. In March 2011, the USNS Bridge was deployed off northeastern Honshu, Japan with the carrier USS Ronald Reagan to assist with relief efforts after the 2011 T?hoku earthquake and tsunami. During that time, the Bridge was exposed to air-borne radioactive materials leaking from the damaged Fukushima I Nuclear Power Plant. The proximity of the Bridge to the air-borne impacted area resulted in the contamination of the ships air-handling systems and the associated components, as well as potential contamination of other ship surfaces due to either direct intake/deposition or inadvertent spread from crew/operational activities. Preliminary surveys in the weeks after the event confirmed low-level contamination within the heating, ventilation, and air conditioning (HVAC) ductwork and systems, and engine and other auxiliary air intake systems. Some partial decontamination was performed at that time. In response to the airborne contamination event, Military Sealift Fleet Support Command (MSFSC) contracted Oak Ridge Associated Universities (ORAU), under provisions of the Oak Ridge Institute for Science and Education (ORISE) contract, to assess the radiological condition of the Bridge. Phase I identified contamination within the CPS filters, ventilation systems, miscellaneous equipment, and other suspect locations that could not accessed at that time (ORAU 2011b). Because the Bridge was underway during the characterization, all the potentially impacted systems/spaces could not be investigated. As a result, MSFSC contracted with ORAU to perform Phase II of the characterization, specifically to survey systems/spaces previously inaccessible. During Phase II of the characterization, the ship was in port to perform routine maintenance operations, allowing access to the previously inaccessible systems/spaces.

During August 10, 2011 through August 19, 2011, and October 23, 2011 through November 4, 2011, ORAU/ORISE conducted verification survey activities at the Separations Process Research Unit (SPRU) site that included in-process inspections, surface scans, and soil sampling of the Lower Level Hillside Area. According to the Type-B Investigation Report, Sr-90 was the primary contributor to the majority of the activity (60 times greater than the Cs-137 activity). The evaluation of the scan data and sample results obtained during verification activities determined that the primary radionuclide of concern, Sr-90, was well below the agreed upon soil cleanup objective (SCO) of 30 pCi/g for the site. However, the concentration of Cs-137 in the four judgmental samples collected in final status survey (FSS) Units A and B was greater than the SCO. Both ORAU and aRc surveys identified higher Cs-137 concentrations in FSS Units A and B; the greatest concentrations were indentified in FSS Unit A.

The U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management (EM-OR) requested that Oak Ridge Associated Universities (ORAU), working under the Oak Ridge Institute for Science and Education (ORISE) contract, provide technical and independent waste management planning support using funds provided by the American Recovery and Reinvestment Act (ARRA). Specifically, DOE EM-OR requested ORAU to plan and implement a survey approach, focused on characterizing the Isotope Row Facilities located at the Oak Ridge National Laboratory (ORNL) for future determination of an appropriate disposition pathway for building debris and systems, should the buildings be demolished. The characterization effort was designed to identify and quantify radiological and chemical contamination associated with building structures and process systems. The Isotope Row Facilities discussed in this report include Bldgs. 3030, 3031, 3032, 3033, 3033A, 3034, 3036, 3093, and 3118, and are located in the northeast quadrant of the main ORNL campus area, between Hillside and Central Avenues. Construction of the isotope production facilities was initiated in the late 1940s, with the exception of Bldgs. 3033A and 3118, which were enclosed in the early 1960s. The Isotope Row facilities were intended for the purpose of light industrial use for the processing, assemblage, and storage of radionuclides used for a variety of applications (ORNL 1952 and ORAU 2013). The Isotope Row Facilities provided laboratory and support services as part of the Isotopes Production and Distribution Program until 1989 when DOE mandated their shutdown (ORNL 1990). These facilities performed diverse research and developmental experiments in support of isotopes production. As a result of the many years of operations, various projects, and final cessation of operations, production was followed by inclusion into the surveillance and maintenance (S&M) project for eventual decontamination and decommissioning (D&D). The process for D&D and final dismantlement of facilities requires that the known contaminants of concern (COCs) be evaluated and quantified and to identify and quantify any additional contaminants in order to satisfy the waste acceptance criteria requirements for the desired disposal pathway. Known facility contaminants include, but are not limited to, asbestos-containing material (ACM), radiological contaminants, and chemical contaminants including polychlorinated biphenyls (PCBs) and metals.

Analysis of a US Department of Energy Emergent Technologies Cohort

As a major user of engineered nanoparticles, the U.S. Department of Energy (DOE) uses various methods to monitor the health of emergent technologies workers (ETW) who handle or could potentially be exposed to unbound engineered nanoparticles (UNP). Using data from DOEs Illness and Injury Surveillance Program (IISP), Oak Ridge Associated Universities (ORAU) created a registry of ETWs. IISP currently tracks 125,000 workers at 14 DOE facilities. Workers in IISP, who were classified as ETWs, were placed in a separate database using Microsoft Access. Using SAS (Version 9.2; Cary, NC), the health status of this cohort was analyzed by a variety of different variables such as age, gender, occupation, years of employment, number of years classified as an ETW, and site.

At the request of the Department with the consent of the Lutheran Medical Center, Oak Ridge Associated Universities (ORAU) visited the Center for the purpose of brief monitoring. The visit included radiological monitoring and soil 55th Street, where available records indicate that metals were machined. The monitoring did not radioactivity from the prior operations.

Appendix A contains the Monte Carlo Data Set. The data sheets give the distribution for input variables used in Monte Carlo analysis of the IEA/ORAU Global Energy, CO{sub 2} Model. The data sheets include a discussion of data sources, bibliographic sources, and other considerations used in developing the particular data format and values for distributions. As much detail as possible about how distributions are related to published estimates is given but in most cases it was necessary to make a significant leap from available data to the quantified distribution. The distributions are meant to be roughly accurate and to the degree that uncertainty exists about the form and value of distributions, the authors have tended to opt for wider bounds. Appendix B contains The IEA/ORAU Long-Term Global Energy-CO{sub 2} Model, Version A.84 -- Model Improvements. The model was originally developed in 1982 in support of work conducted for the US Department of Energy Carbon Dioxide Research Division in the area of future global fossil fuel related CO emissions research. The uncertainty analysis, documented in this report, made demands on the model that had not previously been made, and in the process of operating the model much was learned about areas in which simplification or elaboration was justified, or in which a different approach was warranted. As a consequence of these criticisms, demands, and learning numerous model modifications were undertaken. Since two versions of the model now exist, version specifications have been adopted. The 1984 version is designated A.84, while the version completed in 1982 is designated B.82. Model changes fall into three categories: those which affect the theoretical structure of the model, those which affect the computational processes of the model, and those which affect only the model by which model inputs are entered.

Data Sharing Report for the Quantification of Removable Activity in Various Surveillance and Maintenance Facilities at the Oak Ridge National Laboratory Oak Ridge TN

The U.S. Department of Energy (DOE) Oak Ridge Office of Environmental Management (OR-EM) requested that Oak Ridge Associated Universities (ORAU), working under the Oak Ridge Institute for Science and Education (ORISE) contract, provide technical and independent waste management planning support using American Recovery and Reinvestment Act (ARRA) funds. Specifically, DOE OR-EM requested that ORAU plan and implement a sampling and analysis campaign targeting potential removable radiological contamination that may be transferrable to future personal protective equipment (PPE) and contamination control materialscollectively referred to as PPE throughout the remainder of this reportused in certain URS|CH2M Oak Ridge, LLC (UCOR) Surveillance and Maintenance (S&M) Project facilities at the Oak Ridge National Laboratory (ORNL). Routine surveys in Bldgs. 3001, 3005, 3010, 3028, 3029, 3038, 3042, 3517, 4507, and 7500 continuously generate PPE. The waste is comprised of Tyvek coveralls, gloves, booties, Herculite, and other materials used to prevent worker exposure or the spread of contamination during routine maintenance and monitoring activities. This report describes the effort to collect and quantify removable activity that may be used by the ORNL S&M Project team to develop radiation instrumentation screening criteria. Material potentially containing removable activity was collected on smears, including both masselin large-area wipes (LAWs) and standard paper smears, and analyzed for site-related constituents (SRCs) in an analytical laboratory. The screening criteria, if approved, may be used to expedite waste disposition of relatively clean PPE. The ultimate objectives of this effort were to: 1) determine whether screening criteria can be developed for these facilities, and 2) provide process knowledge information for future site planners. The screening criteria, if calculated, must be formally approved by Federal Facility Agreement parties prior to use for ORNL S&M Project PPE disposal at the Environmental Management Waste Management Facility (EMWMF). ORAU executed the approved sampling and analysis plan (SAP) (DOE 2013) while closely coordinating with ORNL S&M Project personnel and using guidelines outlined in the Waste Handling Plan for Surveillance and Maintenance Activities at the Oak Ridge National Laboratory, DOE/OR/01-2565&D2 (WHP) (DOE 2012). WHP guidelines were followed because the PPE waste targeted by this SAP is consistent with that addressed under the approved Waste Lot (WL) 108.1 profile for disposal at EMWMFthis PPE is a future waste stream as defined in the WHP. The SAP presents sampling strategy and methodology, sample selection guidelines, and analytical guidelines and requirements necessary for characterizing future ORNL S&M Project PPE waste. This report presents a review of the sample and analysis methods including data quality objectives (DQOs), required deviations from the original design, summary of field activities, radiation measurement data, analytical laboratory results, a brief presentation of results, and process knowledge summaries.

THE FINAL DEMISE OF EAST TENNESSEE TECHNOLOGY PARK BUILDING K-33 Health Physics Society Annual Meeting West Palm Beach, Florida June 27, 2011

Building K-33 was constructed in 1954 as the final section of the five-stage uranium enrichment cascade at the Oak Ridge Gaseous Diffusion Plant (ORGDP). The two original building (K-25 and K-27) were used to produce weapons grade highly enriched uranium (HEU). Building K-29, K-31, and K-33 were added to produce low enriched uranium (LEU) for nuclear power plant fuel. During ORGDP operations K-33 produced a peak enrichment of 2.5%. Thousands of tons of reactor tails fed into gaseous diffusion plants in the 1950s and early 1960s introducing some fission products and transuranics. Building K-33 was a two-story, 25-meters (82-feet) tall structure with approximately 30 hectare (64 acres) of floor space. The Operations (first) Floor contained offices, change houses, feed vaporization rooms, and auxiliary equipment to support enrichment operations. The Cell (second) Floor contained the enrichment process equipment and was divided into eight process units (designated K-902-1 through K-902-8). Each unit contained ten cells, and each cell contained eight process stages (diffusers) for a total of 640 enrichment stages. 1985: LEU buildings were taken off-line after the anticipated demand for uranium enrichment failed to materialize. 1987: LEU buildings were placed in permanent shutdown. Process equipment were maintained in a shutdown state. 1997: DOE signed an Action Memorandum for equipment removal and decontamination of Buildings K-29, K-31, K-33; BNFL awarded contract to reindustrialize the buildings under the Three Buildings D&D and Recycle Project. 2002: Equipment removal complete and effort shifts to vacuuming, chemical cleaning, scabbling, etc. 2005: Decontamination efforts in K-33 cease. Building left with significant {sup 99}Tc contamination on metal structures and PCB contamination in concrete. Uranium, transuranics, and fission products also present on building shell. 2009: DOE targets Building K-33 for demolition. 2010: ORAU contracted to characterize Building K-33 for final disposition at the Environmental Management Waste Management Facility (EMWMF) in Oak Ridge. ORAU collected 439 samples from May and June. LATA Sharp started removing transite panels in September. 2011: LATA Sharp began demolition in January and expects the last waste shipment to EMWMF in September. Approximately 237,000 m{sup 3} (310,000 yd{sup 3}, bulked) of waste taken to EMWMF in 23,000 truckloads expected by project completion.

Summary of recent ORAU decommissioning activities at the Oak Ridge National Laboratory (ORNL) and the East Tennessee Technology Park (ETTP). Project objective was to generate approved Waste Lot Profiles for legacy facilities scheduled for demolition and shipment to the Environmental Management Waste Management Facility (EMWMF) or appropriate alternate facility. The form and content of process knowledge (PK) reports were developed with input from the EMWMF Waste Acceptance Criteria (WAC) Attainment Team and regulators. PK may be defined as the knowledge of the design and the history of operations that occurs during the life cycle of a facility (paraphrased from SRNL guidance) - similar to the MARSSIM historical site assessment. Some types of PK data used to decommission ORNL and ETTP facilities include: (1) Design drawings; (2) Historical documents [e.g., History of the Oak Ridge National Laboratory by Thomas (1963) and A Brief History of the Chemical Technical Division (ORNL/M-2733)]; (3) Historical photographs; (4) Radiological survey reports; (5) Facility-specific databases - (a) Spill history, (b) Waste Information Tracking System (WITS), and (c) Hazardous Materials Management Information System (HMMIS); (6) Facility walkdown summary reports; and (7) Living memory data. Facility walkdowns are critical for worker safety planning and to assure on-the-ground-conditions match historical descriptions. For Oak Ridge operations, investigators also document the nature and number of items requiring special handling or disposition planning, such as the following: (1) Items containing polychlorinated biphenyls, asbestos, lead, or refrigerants; (2) Items with physical WAC restriction (e.g., large items, pipes, and concrete); and (3) Too 'hot' for EMWMF. Special emphasis was made to interview facility managers, scientists, technicians, or anyone with direct knowledge of process-related activities. Interviews often led to more contact names and reports but also offered anecdotal accounts of releases, process-related operations, maintenance activities, and other relevant information not addressed in the written record. 'Fun' part of PK data gathering. Often got not-so-useful information such as, 'The operations manager was a jerk and we all hated him.' PK data are used to indicate the presence or absence of contaminants. Multiple lines of investigation are necessary for characterization planning and to help determine which disposal facility is best suited for targeted wastes. The model used by ORAU assisted remediation contractors and EMWMF managers by identifying anomalous waste and items requiring special handling.

A TECHNICAL ASSESSMENT OF THE CURRENT WATER POLICY BOUNDARY AT U.S. DEPARTMENT OF ENERGY, PADUCAH GASEOUS DIFFUSION PLANT, PADUCAH, KENTUCKY

In 1988, groundwater contaminated with trichloroethene (TCE) and technetium-99 (Tc-99) was identified in samples collected from residential water wells withdrawing groundwater from the Regional Gravel Aquifer (RGA) north of the Paducah Gaseous Diffusion Plant (PGDP) facility. In response, the U.S. Department of Energy (DOE) provided temporary drinking water supplies to approximately 100 potentially affected residents by initially supplying bottled water, water tanks, and water-treatment systems, and then by extending municipal water lines, all at no cost, to those persons whose wells could be affected by contaminated groundwater. The Water Policy boundary was established in 1993. In the Policy, DOE agreed to pay the reasonable monthly cost of water for homes and businesses and, in exchange, many of the land owners signed license agreements committing to cease using the groundwater via rural water wells. In 2012, DOE requested that Oak Ridge Associated Universities (ORAU), managing contractor of Oak Ridge Institute for Science and Education (ORISE), provide an independent assessment of the quality and quantity of the existing groundwater monitoring data and determine if there is sufficient information to support a modification to the boundary of the current Water Policy. As a result of the assessment, ORAU concludes that sufficient groundwater monitoring data exists to determine that a shrinkage and/or shift of the plume(s) responsible for the initial development of this policy has occurred. Specifically, there is compelling evidence that the TCE plume is undergoing shrinkage due to natural attenuation and associated degradation. The plume shrinkage (and migration) has also been augmented in local areas where large volumes of groundwater were recovered by pump-and treat remedial systems along the eastern and western boundaries of the Northwest Plume, and in other areas where pump-and-treat systems have been deployed by DOE to remove source contaminants. The available evidence supports adjusting the western and northwestern Water Policy boundary. Based on the historical and modeled hydrogeological data reflecting past flow and plume attenuation, along with associated plume migration toward the northeast, the establishment of a new boundary along the westernmost margin of the earliest indication of the TCE plume is proposed and justified on hydrogeological grounds. Approximately 30% of the original area would remain within the adjusted Water Policy area west and northwest of the PGDP facility. This modification would release about 70% of the area, although individual properties would overlap the new boundary.

This report summarizes the results of a survey conducted by Oak Ridge Associated Universities (ORAU) to obtain current salary data from employers of health physicists and nuclear engineers. The questionnaires were distributed to 52 utilities and 139 non-utilities in October 1991. The non-utilities include private sector organizations and Department of Energy laboratories and production facilities operated by contractors. Excluded from the survey are government agencies, educational institutions, and medical/health facilities. The employers were asked to provide data on average salaries for BS, MS, and PhD degree level health physicists and nuclear engineers with zero, one, and three years of professional work experience. Responses from individual employers are kept confidential, and the list of respondents provided at the back of this report includes only those organizations authorizing the release of their names. ADDENDUM TO THE SURVEY REPORT FOR THE CHARACTERIZATION OF THE FIVE TANKS LOCATED NEAR THE OLD SALVAGE YARD AT THE Y-12 NATIONAL SECURITY COMPLEX, OAK RIDGE, TENNESSEE

The purpose if this addendum is to provide clarifying information related to two issues delaying disposal of Tank 2, located west of the Old Salvage Yard at the Y-12 National Security Complex. The two issues are as follows: 1. The discovery and documentation of apparent elevated results on the external rusty surface of Tank 2; 2. The proper interpretation and use of scan data. Oak Ridge Associated Universities (ORAU) health physics technicians (HPTs), operating under the Oak Ridge Institute for Science and Education contract, performed 100% scans over accessible interior and exterior surfaces of the five tanks located near the Old Salvage Yard, per the stakeholder-approved project-specific plan. Three types of measurements were collected, including gamma radiation measurements using a Ludlum model 44-10 gamma scintillation detector connected to a Ludlum model 2221 ratemeter/scaler; alpha radiation measurements using a Ludlum model 43-68 gas proportional detector connected to a 2221 ratemeter/scaler; and alpha-plus-beta radiation measurements also using a Ludlum model 43-68 connected to a 2221 ratermeter/scaler. The alpha-plus-beta characterization data is the primary subject of this addendum.

Learning experiences at Oak Ridge

The Oak Ridge Operations (ORO) of DOE has organized an Environmental Restoration Program to handle environmental cleanup activitis for the Oak Ridge Reservation (ORR) following General Watkins' reorganization at DOE Headquarters. Based on the major facilities and locations of contamination sites, the Environmental Restoration Program is divided into five subprograms: Oak Ridge, National Laboatory (ORNL) sites, y-12 Plant sites, Oak Ridge Gaseous Diffusion Plant (ORGDP) sites, Oak Ridge Associated Universities (ORAU) sites and off-site areas. The Office of Risk Analysis at ORNL was established under the auspices of the Environmental Restoration Program to implement Superfun legislation in the five subprograms of DOE-ORO. Risk assessment must examine protetial human health and ecological impacts from contaminant sources that range from highly radioactive materials to toxic chemicals and mixed wastes. The remedial alternatives we are evaluating need to reach acceptable levels of risk effectively while also being cost-efficient. The purpose of this paper is to highlight areas of particular interest and concern at Oak Ridge and to discuss, where possible, solutions implemented by the Oak Ridge Environmental Restoation Program.

The southeast is a highly suitable environment for establishing a series of nuclear safety, security and safeguards 'professional development' courses. Oak Ridge National Laboratory (ORNL) provides expertise in the research component of these subjects while the Y-12 Nuclear Security Complex handles safeguards/security and safety applications. Several universities (i.e., University of Tennessee, Knoxville (UTK), North Carolina State University, University of Michigan, and Georgia Technology Institute) in the region, which offer nuclear engineering and public policy administration programs, and the Howard Baker Center for Public Policy make this an ideal environment for learning. More recently, the Institute for Nuclear Security (INS) was established between ORNL, Y-12, UTK and Oak Ridge Associate Universities (ORAU), with a focus on five principal areas. These areas include policy, law, and diplomacy; education and training; science and technology; operational and intelligence capability building; and real-world missions and applications. This is a new approach that includes professional development within the graduate research assistant program addressing global needs in nuclear security, safety and safeguards.

Results for the Independent Sampling and Analysis of Used Oil Drums at the Impact Services Facility in Oak Ridge, TN

The U.S. Department of Energy (DOE) requested that Oak Ridge Associated Universities (ORAU), via the Oak Ridge Institute for Science and Education (ORISE) contract, perform independent sampling and analysis of used oils contained within eight 55 gallon drums stored at the former IMPACT Services facility, located at the East Tennessee Technology Park in Oak Ridge, Tennessee. These drums were originally delivered by LATA Sharp Remediation Services (LSRS) to IMPACT Services on January 11, 2011 as part of the Bldg. K-33 demolition project, and the drums plus contents should have been processed as non-hazardous non-radiological waste by IMPACT Services. LSRS received a certificate of destruction on August 29, 2012 (LSRS 2012a). However, IMPACT Services declared bankruptcy and abandoned the site later in 2012, and eight of the original eleven K-33 drums are currently stored at the facility. The content of these drums is the subject of this investigation. The original drum contents were sampled by LSRS in 2010 and analyzed for gross alpha, gross beta, and polychlorinated biphenyls (PCBs), using both compositing and grab sampling techniques. The objective of this 2013 sample and analysis effort was to duplicate, to the extent possible, the 2010 sampling and analysis event to support final disposition decisions. Part of that decision process includes either verifying or refuting the assertion that oils that are currently stored in drums at the IMPACT Services facility originated from Bldg. K-33 equipment.

GAMMA DETECTOR RESPONSE/SOIL CONCENTRATION CORRELATION STUDY AT THE AAR MANUFACTURING, INC. SITE, LIVONIA, MICHIGAN

At the NRC?s request, ORAU conducted surveys of the AAR Manufacturing site during the period of September 25 through September 27, 2012. The survey activities included walkover surveys and sampling activities. Once the survey team was onsite, the NRC personnel decided to forgo survey activities in the ?New Addition? and the pickling area. Areas of the planned study boundary were inaccessible due to overgrowth/large pieces of concrete covering the soil surface; therefore, the study boundary was redefined. Gamma walkover scans of the site boundary and ?front yard? identified multiple areas of elevated gamma radiation. As a result, two judgmental samples were collected. Sample results were above thorium background levels The answer to the PSQ relating to the relationship between thorium concentration in soil and NaI instrument response is ?Yes.? NaI instrument response can be used as a predictor of Th-232 concentration in the 0 to 1 m layer. An R2 value of 0.79 was determined for the surface soil relationship, thus satisfying the DQOs. Moreover, the regression was cross-checked by comparing the predicted Th-232 soil core concentration to the average Th-232 concentration (Section 5.3.2). Based on the cross-check, the regression equation provides a reasonable estimate for the Th-232 concentration at the judgmental locations. Consideration must be given when applying this equation to other soil areas of the site. If the contamination was heterogeneously distributed, and not distributed in a discrete layer as it was in the study area, then using the regression equation to predict Th-232 concentration would not be applicable.

Bechtel Jacobs Company LLC Sampling and Analysis Plan for the Water Resources Restoration Program for Fiscal Year 2009, Oak Ridge Reservation, Oak Ridge, Tennessee

The Oak Ridge Reservation (ORR) Water Resources Restoration Program (WRRP) was established by the U. S. Department of Energy (DOE) in 1996 to implement a consistent approach to long-term environmental monitoring across the ORR. The WRRP has four principal objectives: (1) to provide the data and technical analysis necessary to assess the performance of completed Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) actions on the ORR; (2) to perform monitoring to establish a baseline against which the performance of future actions will be gauged and to support watershed management decisions; (3) to perform interim-status and post-closure permit monitoring and reporting to comply with Resource Conservation and Recovery Act of 1976 (RCRA) requirements; and (4) to support ongoing waste management activities associated with WRRP activities. Water quality projects were established for each of the major facilities on the ORR: East Tennessee Technology Park (ETTP); Oak Ridge National Laboratory (ORNL), including Bethel Valley and Melton Valley; and the Y-12 National Security Complex (Y-12 Complex or Y-12), including Bear Creek Valley (BCV), Upper East Fork Poplar Creek (UEFPC), and Chestnut Ridge. Off-site (i.e., located beyond the ORR boundary) sampling requirements are also managed as part of the Y-12 Water Quality Project (YWQP). Offsite locations include those at Lower East Fork Poplar Creek (LEFPC), the Clinch River/Poplar Creek (CR/PC), and Lower Watts Bar Reservoir (LWBR). The Oak Ridge Associated Universities (ORAU) South Campus Facility (SCF) is also included as an 'off-site' location, although it is actually situated on property owned by DOE. The administrative watersheds are shown in Fig. A.l (Appendix A). The WRRP provides a central administrative and reporting function that integrates and coordinates the activities of the water quality projects, including preparation and administration of the WRRP Sampling and Analysis Plan (SAP). A brief summary is given of the organization of the SAP appendices, which provide the monitoring specifics and details of sampling and analytical requirements for each of the water quality programs on the ORR. Section 2 of this SAP provides a brief overview and monitoring strategy for the ETTP. Section 3 discusses monitoring strategy for Bethel Valley, and Melton Valley background information and monitoring strategy is provided in Section 4. BCV and UEFPC monitoring strategies are presented in Sect. 5 and 6, respectively. Section 7 provides background information and monitoring strategy for all off-site locations.

Current status of bioassay procedures to detect and quantify previous exposures to radioactive materials. Bioassay Procedures Working Group

This report was prepared by a working group established by the Oak Ridge Associated Universities (ORAU) for the purpose of assessing the current capabilities of bioassay methods that can be used to determine the occurrence and magnitude of a previous internal deposition of one or more radionuclides. The first five sections discuss general features of the use of in-vitro bioassay samples to achieve this purpose. The remainder of the report is focused on the possible use of urine bioassay procedures to detect and quantify internal depositions of radionuclides that may have occurred in United States occupation troops in Hiroshima or Nagasaki, Japan, prior to 1 July 1946, or to personnel who participated in atmospheric nuclear weapons tests conducted between 1945 and 1962. Theoretical calculations were made to estimate the quantities of various radionuclides produced in a 20-kiloton (kt) nuclear detonation that might still be present in measurable quantities in people today if they were exposed 25 to 40 y ago. Two radionuclides that emerged as good choices for this type of bioassay analysis were 90Sr, which emits beta particles, and 239,240Pu, which emits alpha particles. The current status and future prospects of chemical procedures for analyzing in-vitro urine bioassay samples for these two radionuclides were examined to determine the minimum amounts that could be detected with current methods and how much one might expect the sensitivity of detection to improve in the near future. Most routine 239,240Pu bioassay analyses involve detection by alpha spectrometry. The current minimum detectable amount (MDA) is about 0.74 mBq L-1 (20 fCi L-1), but this could be lowered to 74 muBq L-1 (2 fCi L-1). An MDA of 0.74 mBq L-1 (20 fCi L-1) is adequate for routine bioassay analyses but is too high to detect most uptakes of 239,240Pu that may have occurred 25 to 40 y ago.
