    Critical infrastructures, such as electrical power plants and oil refineries, rely on programmable logic controllers (PLCs) to control essential processes. State of the art security cannot detect attacks on PLCs at the hardware or firmware level. This renders critical infrastructure control systems vulnerable to costly and dangerous attacks. WeaselBoard is a PLC backplane analysis system that connects directly to the PLC backplane to capture backplane communications between modules. WeaselBoard forwards inter-module traffic to an external analysis system that detects changes to process control settings, sensor values, module configuration information, firmware updates, and process control program (logic) updates. WeaselBoard provides zero-day exploit detection for PLCs by detecting changes in the PLC and the process. This approach to PLC monitoring is protected under U.S. Patent Application 13/947,887.

    The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. In 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. The wealth of experience and knowledge the Assistant Secretary can leverage through utilization of the Board continues to support fulfillment of EM's mission. In commemoration of EMAB's 20. anniversary, this paper will provide further context for the evolution of the Board, the role FACA plays in its administration, and a look at the members' current objectives and EM's expectations for the future.     We report the results of an experimental comparison of different airplane boarding methods. This test was conducted in a mock 757 fuselage, located on a Southern California soundstage, with 12 rows of six seats and a single aisle. Five methods were tested using 72 passengers of various ages. We found a significant reduction in the boarding times of optimized methods over traditional methods. These improved methods, if properly implemented, could result in a significant savings to airline companies. The process of boarding an airplane is of interest to a variety of groups. The public is interested both as a curiosity,more »as it is something that they may regularly experience, and as a consumer, as their experiences good or bad can affect their loyalties. Airline companies and their employees also have a stake in an efficient boarding procedure as time saved in the boarding process may result is monetary savings, in the quality of interactions with passengers, and in the application of human resources to the general process of preparing an airplane for departure. A recent study (Nyquist and McFadden, 2008) indicates that the average cost to an airline company for each minute of time spent at the terminal is roughly $30. Thus, each minute saved in the turn-around time of a flight has the potential to generate over $16,000,000 in annual savings (assuming an average of 1500 flights per day). While the boarding process may not be the primary source of delay in returning an airplane to the skies, reducing the boarding time may effectively eliminate passenger boarding as a contributor in any meaningful measure. Consequently, subsequent efforts to streamline the other necessary tasks, such as refueling and maintenance, would be rewarded with a material reduction in time at the gate for each flight.« less

    A study was made to determine the feasibility of recover and reuse of low level heat from the exhausts of multi-deck dryers used to dry boards in the building materials industry. There are approximately 1000 dryers of this type in the USA, with no heat recovery equipment. These dryers are used in the manufacture of: roof insulation board, ceiling tile and panel stock, wood fiber sheathing, gypsum board, and veneer plywood. Pilot scale tests and analyses show that heat recovery designs utilizing several types of heat exchange equipment are feasible. These include the following: indirect contact air-to-air heat exchangers for preheating combustion air for the dryer furnaces; direct contact air-to-water heat exchangers using water sprays to heat process water; and indirect contact air-to-liquid heat exchangers to heat recirculating liquid in a plant building heating system. The systems recommended for design and installation at the Rockdale plant include all three of the types of heat exchangers. The preliminary estimate for the installed cost for these systems at the Rockdale plant is $565,000 (1979 dllars). Annual heat recovery of 186,000 million Btu is projected with a value of $545,000 using gas costs of $3.00 per million Btu. Payback based on a discounted cash flow analysis using ten year depreciation is about two years.

    An advanced control room complex for a nuclear power plant, including a discrete indicator and alarm system (72) which is nuclear qualified for rapid response to changes in plant parameters and a component control system (64) which together provide a discrete monitoring and control capability at a panel (14-22, 26, 28) in the control room (10). A separate data processing system (70), which need not be nuclear qualified, provides integrated and overview information to the control room and to each panel, through CRTs (84) and a large, overhead integrated process status overview board (24). The discrete indicator and alarm system (72) and the data processing system (70) receive inputs from common plant sensors and validate the sensor outputs to arrive at a representative value of the parameter for use by the operator during both normal and accident conditions, thereby avoiding the need for him to assimilate data from each sensor individually. The integrated process status board (24) is at the apex of an information hierarchy that extends through four levels and provides access at each panel to the full display hierarchy. The control room panels are preferably of a modular construction, permitting the definition of inputs and outputs, the man machine interface, and the plant specific algorithms, to proceed in parallel with the fabrication of the panels, the installation of the equipment and the generic testing thereof.

    A study to determine the feasibility of recovering and reusing heat from a large multi-deck dryer used in the manufacture of roof insulation board is described. Pilot scale tests and analyses show that heat recovery designs utilizing several types of heat exchange equipment are feasible. These include: indirect contact air-to-air heat exchangers for preheating combustion air for the dryer furnaces; direct contact air-to-water heat exchangers using water sprays to heat process water; and indirect contact air-to-liquid heat exchangers to heat recirculating liquid in a plant building heating system.     Using extensive Monte Carlo simulations we study numerically and analytically a photogalvanic effect, or ratchet, of directed electron transport induced by a microwave radiation on a semidisk Galton board of antidots in graphene. A comparison between usual two-dimensional electron gas (2DEG) and electrons in graphene shows that ratchet currents are comparable at very low temperatures. However, a large mean free path in graphene should allow to have a strong ratchet transport at room temperatures. Also in graphene the ratchet transport emerges even for unpolarized radiation. These properties open promising possibilities for room temperature graphene based sensitive photogalvanic detectors of microwave and terahertz radiation.

    Lockheed Martin Idaho Technologies Company (LMITCO) used a systems engineering approach to take the first step toward defining a requirements baseline for all indirect work at the Idaho National Engineering Laboratory. The intent of this effort was to define the requirements for indirect work, identify the activities necessary to meet the requirements, and to produce defensible cost estimates for the work. The result of this effort is a scrubbed-down, defensible budget for all indirect work in FY 1997. Buying power for each dollar of direct work was increased by $.02. Recommendations are identified for improvements to this process in FY 1998. The purpose of this report is twofold. First is to report the final results of the 1996 ICRB process, and second is to document the process used such that incremental improvements may be made in future years. Objectives, processes, and approaches are described to provide a trail for future boards. Appendices contain copies of board composition, documentation of the process, as well as the actual training materials.

    An advanced control room complex for a nuclear power plant, including a discrete indicator and alarm system (72) which is nuclear qualified for rapid response to changes in plant parameters and a component control system (64) which together provide a discrete monitoring and control capability at a panel (14-22, 26, 28) in the control room (10). A separate data processing system (70), which need not be nuclear qualified, provides integrated and overview information to the control room and to each panel, through CRTs (84) and a large, overhead integrated process status overview board (24). The discrete indicator and alarm system (72) and the data processing system (70) receive inputs from common plant sensors and validate the sensor outputs to arrive at a representative value of the parameter for use by the operator during both normal and accident conditions, thereby avoiding the need for him to assimilate data from each sensor individually. The integrated process status board (24) is at the apex of an information hierarchy that extends through four levels and provides access at each panel to the full display hierarchy. The control room panels are preferably of a modular construction, permitting the definition of inputs and outputs, the man machine interface, and the plant specific algorithms, to proceed in parallel with the fabrication of the panels, the installation of the equipment and the generic testing thereof.

    The Advanced Telecommunications Computing Architecture (ATCA) standard describes an efficient and powerful platform, implementation of which was adopted to be used as a base for control systems in high energy physics. The ATCA platform is considered to be applied for the X-ray Free Electron Laser (X-FEL), being built at Deutsches Electronen- Synchrotron (DESY) in Hamburg, Germany. The Low Level Radio Frequency (LLRF) control system is composed of a few ATCA Carrier Boards. Carrier Board hosts Intelligent Platform Management Controller (IPMC), which is developed in compliance with the PICMG specifications. IPMC is responsible for management and monitoring of sub-modules installed on Carrier Boards and pluggable Advanced Mezzanine Card (AMC) modules.   12. Leaky insulating paint for preventing discharge anomalies on circuit boards

    This paper reports on a semi-insulating paint formulated and tested for preventing pulse discharges from causing damage to circuits on heavily irradiated circuit boards. The paint is tin oxide filled phenoxy resin with a bulk resistivity of 10{sup 8} ohm-cm. A typical coating is then 10{sup 10} ohms per square. It is applied over the finished, conformally coated circuit board and connected to ground where possible on the board. It works by minimizing the stored electric field energy prior to the discharge. With such high resistivity it can not load down most circuits. Tests were performed on circuit boards with and without the paint using energetic electron beams to simulate very high space exposure levels. Many potentially damaging pulses were seen without the paint, but application of the paint removed all large pulses and only a few small pulses were seen.

    A large MDF (medium density fiberboard) plant recently started industrial production at the headquarters of Fantoni, in Osoppo (UDINE) Italy. Providing electric power and thermal energy to the process is a cogeneration plant based on four large spark-ignited gas engines. The new Osoppo MDF plant processes 800 m{sup 3} of finished boards per day in a manufacturing line that combines the most advanced technologies available from several European equipment manufacturers. The cogeneration plant features four type 12VA32G spark-ignited gas engines from Fincantieri`s Diesel Engine Division, driving 50Hz, 6.3 kV, 5400 kVA Ansaldo generators at 750 r/min. The turbocharged and intercooled engines are a spark-ignited version of the company`s A32 diesel. They feature 12 Vee-arranged cylinders with 320 mm bore and 390 mm stroke. 5 figs.

    The nonlinear optical Galton board (NLOGB), a quantum walk like (but nonlinear) discrete time quantum automaton, is shown to admit a complex evolution leading to long time thermalized states. The continuous limit of the Galton Board is derived and shown to be a nonlinear Dirac equation (NLDE). The (Galerkin truncated) NLDE evolution is shown to thermalize toward states qualitatively similar to those of the NLOGB. The NLDE conserved quantities are derived and used to construct a stochastic differential equation converging to grand canonical distributions that are shown to reproduce the (micro canonical) NLDE thermalized statistics. Both the NLOGB and the Galerkin-truncated NLDE are thus demonstrated to exhibit spontaneous thermalization.

    The present invention is directed to an improved electrochemical energy storage device. The electrochemical energy storage device includes a number of solid-state, thin-film electrochemical cells which are selectively interconnected in series or parallel through use of an integrated interconnect board. The interconnect board is typically disposed within a sealed housing which also houses the electrochemical cells, and includes a first contact and a second contact respectively coupled to first and second power terminals of the energy storage device. The interconnect board advantageously provides for selective series or parallel connectivity with the electrochemical cells, irrespective of electrochemical cell position within the housing. In one embodiment, a sheet of conductive material is processed by employing a known milling, stamping, or chemical etching technique to include a connection pattern which provides for flexible and selective interconnecting of individual electrochemical cells within the housing, which may be a hermetically sealed housing. Fuses and various electrical and electro-mechanical devices, such as bypass, equalization, and communication devices for example, may also be mounted to the interconnect board and selectively connected to the electrochemical cells.

    Federal missions on the Oak Ridge Reservation began with the Manhattan Project, and continues today with major facilities supporting the Nation's Science and National Security missions. While most of the land area on the Oak Ridge Reservation is free of environmental impacts from these activities, significant legacy contamination is associated with specific facilities and past waste management areas. In 1989, the Oak Ridge Reservation (ORR) was placed on National Priorities List, and DOE established its Office of Environmental Management that same year. Three years later, in 1992, the Federal Facility Agreement for the reservation was signed. Three years afterward, the Oak Ridge Site Specific Advisory Board was established to augment ongoing public involvement activities related to Oak Ridge Reservation cleanup activities. One of the early and most impactful decisions the board made was to organize the End Use Working Group. This broad-based group of board members, DOE representatives, and members of the public was formed in 1997 to study future uses for contaminated areas of the reservation. The group was instrumental in building consensus in the Oak Ridge community regarding the long-term end state of reservation lands. The group's recommendations were a fundamental input into Record's of Decision subsequently developed to establish cleanup requirements across the ORR, and they continue to influence decisions being made today. In developing its recommendations on end states, the End Use Working Group came to the realization that long-term stewardship of contaminated areas of the reservation would be necessary, in some cases in perpetuity. It was from this concept that the Oak Ridge SSAB's 15-year involvement in stewardship would begin. A stewardship committee formed by the End Use Working Group wrote Volume 1 of the Stakeholder Report on Stewardship. This document-and its companion Volume 2, which was written a year later-form a crucial foundation for stewardship planning in Oak Ridge and have been referenced around the DOE complex as other sites consider stewardship planning. From these two broad-based initiatives, the board's focus has evolved to increasingly hone in on more specific, project-based recommendations and initiatives. The Oak Ridge Reservation Site Specific Advisory Board has been a highly effective forum for soliciting community input on Oak Ridge Reservation cleanup. Experience in Oak Ridge indicates that the utility of Board recommendations is far higher when the Board is asked to focus on broad programmatic issues, and less useful when the Board attempts to provide advice and recommendations on matters related to technical or project management issues. In Oak Ridge the Board has helped shape the program on many levels including definition of end-state cleanup objectives, budget development, program sequencing, waste management, and decisions concerning preservation of history related to missions implemented on the Oak Ridge Reservation. A lamination cycle and innerlayer copper surface treatment were developed that gave satisfactory delamination resistance at soldering temperatures. When compared to similar epoxy/glass multilayer PWBs, the polyimide PWBs had higher thermal stability, greater resistance to raised lands, fewer plating voids, less outgassing, and adhesion that was equivalent to urethane foam encapsulants.

    The Board on Earth Sciences and Resources (BESR) coordinates, the National Research Council`s advice to the federal government on solid-earth science issues. The board identifies opportunities for advancing basic research and understanding, reports on applications of earth sciences in such areas as disaster mitigation and resource utilization, and analyzes the scientific underpinnings and credibility of earth science information for resource, environmental and other applications and policy decision. Committees operating under the guidance of the Board conducts studies addressing specific issues within the earth sciences. The current committees are as follows: Committee on Geophysical and Environmental Data; Mapping Sciences Committee; Committee on Seismology; Committee on Geodesy; Rediscovering Geography Committee; Committee on Research Programs of the US Bureau of Mines. The following recent reports are briefly described: research programs of the US Bureau of Mines, first assessment 1994; Mount Rainier, active cascade volcano; the national geomagnetic initiative; reservoir class field demonstration program; solid-earth sciences and society; data foundation for the national spatial infrastructure; promoting the national spatial data infrastructure through partnerships; toward a coordinated spatial data infrastructure for the nation; and charting a course into the digital era; guidance to the NOAA`s nautical charting mission.

    This report is the final scientific report for the DOE Inventions and Innovations Project: Plant Phenotype Characterization System, DE-FG36-04GO14334. The period of performance was September 30, 2004 through July 15, 2005. The project objective is to demonstrate the viability of a new scientific instrument concept for the study of plant root systems. The root systems of plants are thought to be important in plant yield and thus important to DOE goals in renewable energy sources. The scientific study and understanding of plant root systems is hampered by the difficulty in observing root activity and the inadequacy of existing root study instrumentation options. We have demonstrated a high throughput, non-invasive, high resolution technique for visualizing plant root systems in-situ. Our approach is based upon low-energy x-ray radiography and the use of containers and substrates (artificial soil) which are virtually transparent to x-rays. The system allows us to germinate and grow plant specimens in our containers and substrates and to generate x-ray images of the developing root system over time. The same plant can be imaged at different times in its development. The system can be used for root studies in plant physiology, plant morphology, plant breeding, plant functional genomics and plant genotype screening.

    This invention relates to a flexible printed circuit board that is used in connection with an optical transmitter, receiver or transceiver module. In one embodiment, the flexible printed circuit board has flexible metal layers in between flexible insulating layers, and the circuit board comprises: (1) a main body region orientated in a first direction having at least one electrical or optoelectronic device; (2) a plurality of electrical contact pads integrated into the main body region, where the electrical contact pads function to connect the flexible printed circuit board to an external environment; (3) a buckle region extending from one end of the main body region; and (4) a head region extending from one end of the buckle region, and where the head region is orientated so that it is at an angle relative to the direction of the main body region. The electrical contact pads may be ball grid arrays, solder balls or land-grid arrays, and they function to connect the circuit board to an external environment. A driver or amplifier chip may be adapted to the head region of the flexible printed circuit board. In another embodiment, a heat spreader passes along a surface of the head region of the flexible printed circuit board, and a window is formed in the head region of the flexible printed circuit board. Optoelectronic devices are adapted to the head spreader in such a manner that they are accessible through the window in the flexible printed circuit board.

    Double-sided polyimide/glass printed wiring boards (PWBs) were evaluated for high temperature performance and compared to epoxy/glass PWBs (type GH). Test specimens, as well as sample PWBs, were manufactured from both materials and tested for thermal stability, moisture absorption, copper peel strength, and resistance to soldering damage. Although the polyimide laminate absorbed more than twice the amount of moisture as the epoxy laminate, the polyimide laminate had greater thermal stability, retained greater peel strength at elevated temperatures, and showed comparatively little damage during soldering processes.

    The objective of this project was to formulate the pulverized electronic waste (PEW) stream derived from grinding obsolete electronic assemblies and combine this material with thermoplastic or thermosetting polymers into useful, high-value commercial products materials. PEW consists primarily of various thermoset plastic materials and glass fibers from the printed wiring boards, along with ceramic pieces from chip carriers and other electronic components. Typically, the thermosetting materials have the same desirable properties as in the original electronic assembly, including relatively high temperature resistance, excellent chemical resistance, and flame retardancy. These properties combine to make PEW an inherently good inert filler material for plastic composites.

    The overall objective of this project is the three phase development of an Early Entrance Coproduction Plant (EECP) which uses petroleum coke to produce at least one product from at least two of the following three categories: (1) electric power (or heat), (2) fuels, and (3) chemicals using ChevronTexaco's proprietary gasification technology. The objective of Phase I is to determine the feasibility and define the concept for the EECP located at a specific site; develop a Research, Development, and Testing (RD&T) Plan to mitigate technical risks and barriers; and prepare a Preliminary Project Financing Plan. The objective of Phase II is to implement the work as outlined in the Phase I RD&T Plan to enhance the development and commercial acceptance of coproduction technology. The objective of Phase III is to develop an engineering design package and a financing and testing plan for an EECP located at a specific site. The project's intended result is to provide the necessary technical, economic, and environmental information needed by industry to move the EECP forward to detailed design, construction, and operation. The partners in this project are Texaco Energy Systems LLC or TES (a subsidiary of ChevronTexaco), General Electric (GE), Praxair, and Kellogg Brown & Root (KBR) in addition to the U.S. Department of Energy (DOE). TES is providing gasification technology and Fischer-Tropsch (F-T) technology developed by Rentech, GE is providing combustion turbine technology, Praxair is providing air separation technology, and KBR is providing engineering. Each of the EECP subsystems was assessed for technical risks and barriers. A plan was developed to mitigate the identified risks (Phase II RD&T Plan, October 2000). Phase II RD&T Task 2.6 identified as potential technical risks to the EECP the fuel/engine performance and emissions of the F-T diesel fuel products. Hydrotreating the neat F-T diesel product reduces potentially reactive olefins, oxygenates, and acids levels and alleviates corrosion and fuel stability concerns. Future coproduction plants can maximize valuable transportation diesel by hydrocracking the F-T Synthesis wax product to diesel and naphtha. The upgraded neat F-T diesel, hydrotreater F-T diesel, and hydrocracker F-T diesel products would be final blending components in transportation diesel fuel. Phase II RD&T Task 2.6 successfully carried out fuel lubricity property testing, fuel response to lubricity additives, and hot-start transient emission tests on a neat F-T diesel product, a hydrocracker F-T diesel product, a blend of hydrotreater and hydrocracker F-T diesel products, and a Tier II California Air Resources Board (CARB)-like diesel reference fuel. Only the neat F-T diesel passed lubricity inspection without additive while the remaining three fuel candidates passed with conventional additive treatment. Hot-start transient emission tests were conducted on the four fuels in accordance with the U.S. Environmental Protection Agency (EPA) Federal Test Procedure (FTP) specified in Code of Federal Regulations, Title 40, Part 86, and Subpart N on a rebuilt 1991 Detroit Diesel Corporation Series 60 heavy-duty diesel engine. Neat F-T diesel fuel reduced oxides of nitrogen (NO{sub x}), total particulate (PM), hydrocarbons (HC), carbon monoxide (CO), and the Soluble Organic Fraction (SOF) by 4.5%, 31%, 50%, 29%, and 35%, respectively, compared to the Tier II CARB-like diesel. The hydrocracker F-T diesel product and a blend of hydrocracker and hydrotreater F-T diesel products also reduced NO{sub x}, PM, HC, CO and SOF by 13%, 16% to 17%, 38% to 63%, 17% to 21% and 21% to 39% compared to the Tier II CARB-like diesel. The fuel/engine performance and emissions of the three F-T diesel fuels exceed the performance of a Tier II CARB-like diesel. Phase II RD&T Task 2.6 successfully met the lubricity property testing and F-T diesel fuel hot-start transient emissions test objectives. The results of the testing help mitigate potential economic risks on obtaining a premium price for the F-T diesel fuel

    Digital Pulse Processing (DPP) modules are being used to replace the analog electronics modular in modern physics experiments for processing the original signals from detectors. A new DPP modules based on domino ring sampler version 4 (DRS4) and multiple methods for processing arrival times are presented in this paper. In the experiments, the detectors were irradiated with 511keV gama ray from a 22Na source.The detectors consitsts of LaBr3 scintillators and XP20D0 Photomultiplier Tubes(PMTs), and the acquiring system was a 8+1 channels DRS4 board.Multiple DPP including (1)leading-edge discrimination, (2)constant-fraction zero-crossing discrimination and (3)digital constant fraction discrimination were inverstigated.     The Dark Matter Particle Explorer (DAMPE) is an upcoming scientific satellite mission for high energy gamma-ray, electron and cosmic rays detection. The silicon tracker (STK) is a sub detector of the DAMPE payload with an excellent position resolution (readout pitch of 242um), which measures the incident direction of particles, as well as charge. The STK consists 12 layers of Silicon Micro-strip Detector (SMD), equivalent to a total silicon area of 6.5m$^2$. The total readout channels of the STK are 73728, which leads to a huge amount of raw data to be dealt. In this paper, we focus on the on-board data compression algorithm and procedure in the STK, which was initially verified by cosmic-ray measurements.

    Rigid/flex multilayer printed wiring boards are more sensitive to thermal environmental changes than conventional printed wiring boards. This is manifested because of a composition of dissimilar materials used within the construction of this type of product. During fabrication and assembly, stresses can develop within the plated-through holes from differences in thermal properties of the rigid and flexible materials, primarily thermal coefficient of expansion. Thermal shock and thermal stress tests and rework simulation as defined in MIL-P-50884 have been performed in this study as indicators of processing quality to detect faults and to verify improvements in board reliability. 3 refs., 17 figs., 3 tabs.

A separate data processing system (70), which need not be nuclear qualified, provides integrated and overview information to the control room and to each panel, through CRTs (84) and a large, overhead integrated process status overview board (24). The discrete indicator and alarm system (72) and the data processing system (70) receive inputs from common plant sensors and validate the sensor outputs to arrive at a representative value of the parameter for use by the operator during both normal and accident conditions, thereby avoiding the need for him to assimilate data from each sensor individually. The integrated process status board (24) is at the apex of an information hierarchy that extends through four levels and provides access at each panel to the full display hierarchy. The control room panels are preferably of a modular construction, permitting the definition of inputs and outputs, the man machine interface, and the plant specific algorithms, to proceed in parallel with the fabrication of the panels, the installation of the equipment and the generic testing thereof.

    This grant supported the Second International Conference on Plant Vascular Biology (PVB 2010) held July 24-28, 2010 on the campus of Ohio State University, Columbus, Ohio. Biao Ding (Ohio State University; OSU) and David Hannapel (Iowa State University; ISU) served as co-chairs of this conference. Biao Ding served as the local organizer. PVB is defined broadly here to include studies on the biogenesis, structure and function of transport systems in plants, under conditions of normal plant growth and development as well as of plant interactions with pathogens. The transport systems cover broadly the xylem, phloem, plasmodesmata and vascular cell membranes.     Reliable and safe urban system conditions have to be a crucial goal of ordinary planning activities. Among planning goals, priority must be given to indications relating to the safety levels to be achieved and to the amount of resources to be directed towards reducing the vulnerability of urban systems and therefore of the measures to be taken. Uban vulnerability cannot in fact be reduced to the sum of the vulnerability of single buildings or to the physical vulnerability of its various components. This research work consists of identifying those urban sub-areas that are important for safety in relation to natural risks, ambits that should be highlighted by means of permanent emergency notice boards/billboards. What are the hazard notices relating to all natural hazards and related risks? Where are they located? Are they clear and straightforward so that all residents and visitors are able to understand them, as it is already the case for road signs (or at least it should be)? What urban sub-areas are worth highlighting in relation to natural risks, acting for example as escape routes or meeting points? How is information for the public managed in order that people are immediately, easily and regularly notified? What is the relation of such signals to ordinary traffic signals? Research into the state of the art of permanent notice boards/billboards of this type, currently distinguished only by sporadic and local initiatives, aims at carrying out a census of and recognizing urban elements already considered as important for reducing the vulnerability of the urban system to different natural calamities and at providing new highlights as regards the identification of new ones. The next step is to work out a decision and common-language strategy for planning these elements and for their adequate signposting, so as to be able to live in the urban environment with awareness, safety and confidence, including with respect to more remote and therefore often neglected natural risks. The paper deals with literature in the field and shows the results of the few relevant case studies at work.

    The Altcriss project aims to perform a long term survey of the radiation environment on board the International Space Station. Measurements are being performed with active and passive devices in different locations and orientations of the Russian segment of the station. The goal is to perform a detailed evaluation of the differences in particle fluence and nuclear composition due to different shielding material and attitude of the station. The Sileye-3/Alteino detector is used to identify nuclei up to Iron in the energy range above 60 MeV/n. Several passive dosimeters (TLDs, CR39) are also placed in the same location of Sileye-3 detector. Polyethylene shielding is periodically interposed in front of the detectors to evaluate the effectiveness of shielding on the nuclear component of the cosmic radiation. The project was submitted to ESA in reply to the AO in the Life and Physical Science of 2004 and data taking began in December 2005. Dosimeters and data cards are rotated every six months: up to now three launches of dosimeters and data cards have been performed and have been returned with the end of expedition 12 and 13.

    Oregon Institute of Technology (OIT) drilled a deep geothermal well on campus (to 5,300 feet deep) which produced 196oF resource as part of the 2008 OIT Congressionally Directed Project. OIT will construct a geothermal power plant (estimated at 1.75 MWe gross output). The plant would provide 50 to 75 percent of the electricity demand on campus. Technical support for construction and operations will be provided by OIT’s Geo-Heat Center. The power plant will be housed adjacent to the existing heat exchange building on the south east corner of campus near the existing geothermal production wells used for heating campus. Cooling water will be supplied from the nearby cold water wells to a cooling tower or air cooling may be used, depending upon the type of plant selected. Using the flow obtained from the deep well, not only can energy be generated from the power plant, but the “waste” water will also be used to supplement space heating on campus. A pipeline will be construction from the well to the heat exchanger building, and then a discharge line will be construction around the east and north side of campus for anticipated use of the “waste” water by facilities in an adjacent sustainable energy park. An injection well will need to be drilled to handle the flow, as the campus existing injection wells are limited in capacity.

    The capacity factors recently provided by the Energy Information Administration (EIA) indicated this plant performance metric had declined for geothermal power plants since 2008. Though capacity factor is a term commonly used by geothermal stakeholders to express the ability of a plant to produce power, it is a term frequently misunderstood and in some instances incorrectly used. In this paper we discuss how this capacity factor is defined and utilized by the EIA, including discussion on the information that the EIA requests from operations in their 923 and 860 forms that are submitted both monthly and annually by geothermal operators. A discussion is also provided regarding the entities utilizing the information in the EIA reports, and how those entities can misinterpret the data being supplied by the operators. The intent of the paper is to inform the facility operators as the importance of the accuracy of the data that they provide, and the implications of not providing the correct information.

    The U.S. Department of Energy’s Light Water Reactor Sustainability program has developed a control room simulator in support of control room modernization at nuclear power plants in the U.S. This report highlights the recent completion of this reconfigurable, full-scale, full-scope control room simulator buildout at the Idaho National Laboratory. The simulator is fully reconfigurable, meaning it supports multiple plant models developed by different simulator vendors. The simulator is full-scale, using glasstop virtual panels to display the analog control boards found at current plants. The present installation features 15 glasstop panels, uniquely achieving a complete control room representation. The simulator is also full-scope, meaning it uses the same plant models used for training simulators at actual plants. Unlike in the plant training simulators, the deployment on glasstop panels allows a high degree of customization of the panels, allowing the simulator to be used for research on the design of new digital control systems for control room modernization. This report includes separate sections discussing the glasstop panels, their layout to mimic control rooms at actual plants, technical details on creating a multi-plant and multi-vendor reconfigurable simulator, and current efforts to support control room modernization at U.S. utilities. The glasstop simulator provides an ideal testbed for prototyping and validating new control room concepts. Equally importantly, it is helping create a standardized and vetted human factors engineering process that can be used across the nuclear industry to ensure control room upgrades maintain and even improve current reliability and safety.

    The identification and cloning of the gene(s) for plant asparagine synthetase (AS), an important enzyme involved in the formation of asparagine, a major nitrogen transport compound of higher plants is described. Expression vectors constructed with the AS coding sequence may be utilized to produce plant AS; to engineer herbicide resistant plants, salt/drought tolerant plants or pathogen resistant plants; as a dominant selectable marker; or to select for novel herbicides or compounds useful as agents that synchronize plant cells in culture. The promoter for plant AS, which directs high levels of gene expression and is induced in an organ specific manner and by darkness, is also described. The AS promoter may be used to direct the expression of heterologous coding sequences in appropriate hosts.
