    This Proceedings Volume includes the technical papers that were presented during the Sixteenth Symposium on Energy Engineering Sciences on May 13--15, 1998, at Argonne National Laboratory, Argonne, Illinois. The Symposium was structured into eight technical sessions, which included 30 individual presentations followed by discussion and interaction with the audience. A list of participants is appended to this volume. The DOE Office of Basic Energy Sciences (BES), of which Engineering Research is a component program, is responsible for the long-term, mission-oriented research in the Department. The Office has prime responsibility for establishing the basic scientific foundation upon which the Nation's future energy options will be identified, developed, and built. BES is committed to the generation of new knowledge necessary to solve present and future problems regarding energy exploration, production, conversion, and utilization, while maintaining respect for the environment. Consistent with the DOE/BES mission, the Engineering Research Program is charged with the identification, initiation, and management of fundamental research on broad, generic topics addressing energy-related engineering problems. Its stated goals are to improve and extend the body of knowledge underlying current engineering practice so as to create new options for enhancing energy savings and production, prolonging the useful life of energy-related structures and equipment, and developing advanced manufacturing technologies and materials processing. The program emphasis is on reducing costs through improved industrial production and performance and expanding the nation's store of fundamental knowledge for solving anticipated and unforeseen engineering problems in energy technologies. To achieve these goals, the Engineering Research Program supports approximately 130 research projects covering a broad spectrum of topics that cut across traditional engineering disciplines. The program focuses on three areas: (1) mechanical sciences, (2) control systems and instrumentation, and (3) engineering data and analysis. The Sixteenth Symposium involved approximately one-fourth of the research projects currently sponsored by the DOE/BES Engineering Research Program.

    In recognition of the ongoing advances and challenges of climate change research, DOE's Office of Biological and Environmental Research (BER) organized a workshop asking the scientific community to identify the current state of climate science. The goal of the workshop was to determine the research challenges important for developing a predictive understanding of global climate. Participants were asked to focus on interdisciplinary research that capitalized on BER's scientific strengths in Atmospheric System Research, Terrestrial Ecosystem Science, and Climate and Earth System Modeling. Approximately 50 scientists representing these three areas were asked to identify desired outcomes for the next 10 years. Goals were identified for the near (1--3 years), mid (4--7 years), and long term (8--10 years). Discussions were focused by discipline (atmospheric, terrestrial, and modeling) and by latitude (high, temperate, and tropical). In addition, opportunities and needs for integration across disciplines and latitudes were identified with a specific focus on crosscutting challenges and outcomes. BER will use this workshop output to update its strategic plan for climate research.

    Numerous topics of interest for measurements and modeling of radiation in the atmosphere are discussed, with emphasis on satellite remote sensing capabilities, data analysis techniques and climatological impact. Attention is devoted to aerosols at all levels of the atmosphere, the current understanding of potential nuclear winter scenarios, and to instruments which are used for sensing radiance in the atmosphere. Consideration is also given to spectroscopy and band models, radiative transfer calculations, earth radiation budget (ERB) models and their interaction with GCMs, and to climate models. In-depth analyses are performed of data from the ERB instruments on the Nimbus-7 spacecraft and to validation procedures being developed for data collected by the ERB satellite.

Develop an experimental technique for measuring non-Darcy flow coefficients under multiphase flow at insitu reservoir conditions.     The continuous decay of electron drift mobility in intrinsic a-Si:H and a-SiC:H upon light soaking was investigated by the photomixing technique. The photoconductivity, lifetime and drift mobility in intrinsic hydrogenated amorphous silicon (a-Si:H) and hydrogenated amorphous silicon carbide (a-SiC:H) while light-soaking were determined using a photomixing technique. In addition to the decay of the photoconductivity and electron lifetime, continuous decay of the electron drift mobility was found during the light soaking process, which reveals a new phenomenon associated with the Staebler-Wronski effect. The drift mobility decreased by a factor of 2 for 20 hour light soaking at 2.5 sun intensity. Experimental data were fitted to a stretched exponential law. Different stretched-exponential parameters for photoconductivity, lifetime and drift mobility were obtained, which indicates the production of defects with different generation kinetics upon light soaking.

For a hectorite layer-silicate clay, refluxing a gel of silica sol, magnesium hydroxide sol and lithium fluoride for two days in the presence of an organic or organometallic intercalate or template results in crystalline products containing either (a) organic dye molecules such as ethyl violet and methyl green, (b) dye molecules such as alcian blue that are based on a Cu(II)-phthalocyannine complex, or (c) transition metal complexes such as Ru(II)phenanthroline and Co(III)sepulchrate or (d) water-soluble porphyrins and metalloporphyrins. Montmorillonite-type clays are made by the method taught by U.S. Pat. No. 3,887,454 issued to Hickson, Jun. 13, 1975; however, a variety of intercalates or templates may be introduced. The intercalates or templates should have (i) water-solubility, (ii) positive charge, and (iii) thermal stability under moderately basic (pH 9-10) aqueous reflux conditions or hydrothermal pressurized conditions for the montmorillonite-type clays. 22 figures.

  2. Electrical shock accident investigation

    This report documents results of the accident investigation of an electrical shock received by two subcontractor employees on May 13, 1994, at the Pinellas Plant. The direct cause of the electrical shock was worker contact with a cut ``hot`` wire and a grounded panelboard (PPA) enclosure. Workers presumed that all wires in the enclosure were dead at the time of the accident and did not perform thorough Lockout/Tagout (LO/TO). Three contributing causes were identified. First, lack of guidance in the drawing for the modification performed in 1987 allowed the PPA panel to be used as a junction box. The second contributing cause is that Environmental, Safety and Health (ES&H) procedures do not address multiple electrical sources in an enclosure. Finally, the workers did not consider the possibility of multiple electrical sources. The root cause of the electrical shock was the inadequacy of administrative controls, including construction requirement and LO/TO requirements, and subcontractor awareness regarding multiple electrical sources. Recommendations to prevent further reoccurrence of this type of accident include revision of ES&H Standard 2.00, Electrical Safety Program Manual, to document requirements for multiple electrical sources in a single enclosure to specify a thorough visual inspection as part of the voltage check process. In addition, the formality of LO/TO awareness training for subcontractor electricians should be increased.

    The main role of the Benthic Acoustic Stress Sensor (BASS) tripods within the Ocean Margins Program experiments was to detect and quantify organic carbon rich particle transport off the shelf. This requires measures of the turbulent boundary layer flow and bed stress, the physical forcing of the particle transport, as well as the concentration and type of particles which are being transported. The BASS tripods were deployed at sites 17 and 26. Data from site 26 were recovered spanning three periods: Feb. 2--April 6, May 13--June 27, June 28--Aug. 18. Site 17 was occupied Feb. 12--april 11. The BASS tripods were arrayed with five BASS sensors measuring detailed velocity parameters within four meters of the seabed. Velocity time series indicate a usually weak tidal flow which produces small bed stress by itself. On the occasions when a strong flow, probably the Gulf Stream, crosses the area, the bed shear stress increases dramatically to as much as 10 dyne cm{sup {minus}2}. This is competent to move unconsolidated sediments in the area. Other instruments from the tripods include: two conductivity/temperature sensor pairs, five WetStar fluorometers, thermistors, transmissometer, optical backscatterence sensors and a pressure sensor.

    The Strategic Petroleum Reserve was established in 1975 as an emergency response to the 1973 Arab oil embargo. It is authorized by the Energy Policy and Conservation Act (EPCA), and by the comprehensive energy plans of all Administrations since 1975, in recognition of the long-term dependence of the US on imported crude oil and petroleum products. Section 165 of EPCA requires the Secretary of Energy to submit an Annual Report to the President and the Congress. On May 13, 1998, the Department published a Statement of Administration Policy which reaffirmed its commitment to maintain a Government-owned and controlled, centrally located Strategic Petroleum Reserve of crude oil. The Reserve is to be used solely for responding to the types of severe oil supply interruptions presently contemplated in EPCA. Over the past twenty years, the Reserve has grown as large as 592 million barrels--a peak reached in 1994. From 1994 to 1996, nearly 28 million barrels were sold to raise revenues for the U S Treasury. As of December 31, 1998, the crude oil inventory was 561,108,127 barrels which equated to 60 days of net oil imports during 1998. The US now relies on a combination of both the Reserve and private stocks to meet its oil storage obligations to the International Energy Agency.

    This Proceedings Volume includes the technical papers that were presented during the Seventeenth Symposium on Energy Engineering Sciences on May 13-14, 1999, at Argonne National Laboratory, Argonne, Illinois. The Symposium was structured into seven technical sessions, which included 25 individual presentations followed by discussion and interaction with the audience. A list of participants is appended to this volume. The DOE Office of Basic Energy Sciences (BES), of which Engineering Research is a component program, is responsible for the long-term, mission-oriented research in the Department. The Office has prime responsibility for establishing the basic scientific foundation upon which the Nation's future energy options will be identified, developed, and built. BES is committed to the generation of new knowledge necessary to solve present and future problems regarding energy exploration, production, conversion, and utilization, while maintaining respect for the environment. Consistent with DOE/BES mission, the Engineering Research Program is charged with the identification, initiation, and management of fundamental research on broad, generic topics addressing energy-related engineering problems. Its stated goals are to improve and extend the body of knowledge underlying current engineering practice so as to create new options for enhancing energy savings and production, prolonging the useful life of energy-related structures and equipment, and developing advanced manufacturing technologies and materials processing. The program emphasis is on reducing costs through improved industrial production and performance and expanding the nation's store of fundamental knowledge for solving anticipated and unforeseen engineering problems in energy technologies. To achieve these goals, the Engineering Research Program supports approximately 130 research projects covering a broad spectrum of topics that cut across traditional engineering disciplines. The program focuses on three areas: (1) mechanical sciences, (2) control systems and instrumentation, and (3) engineering data and analysis. The Seventeenth Symposium involved approximately one-fourth of the research projects currently sponsored by DOE/BES Engineering Research Program.

  6. Study of plutonium disposition using the GE Advanced Boiling Water Reactor (ABWR)

    The end of the cold war and the resulting dismantlement of nuclear weapons has resulted in the need for the U.S. to disposition 50 to 100 metric tons of excess of plutonium in parallel with a similar program in Russia. A number of studies, including the recently released National Academy of Sciences (NAS) study, have recommended conversion of plutonium into spent nuclear fuel with its high radiation barrier as the best means of providing long-term diversion resistance to this material. The NAS study {open_quotes}Management and Disposition of Excess Weapons Plutonium{close_quotes} identified light water reactor spent fuel as the most readily achievable and proven form for the disposition of excess weapons plutonium. The study also stressed the need for a U.S. disposition program which would enhance the prospects for a timely reciprocal program agreement with Russia. This summary provides the key findings of a GE study where plutonium is converted into Mixed Oxide (MOX) fuel and a 1350 MWe GE Advanced Boiling Water Reactor (ABWR) is utilized to convert the plutonium to spent fuel. The ABWR represents the integration of over 30 years of experience gained worldwide in the design, construction and operation of BWRs. It incorporates advanced features to enhance reliability and safety, minimize waste and reduce worker exposure. For example, the core is never uncovered nor is any operator action required for 72 hours after any design basis accident. Phase 1 of this study was documented in a GE report dated May 13, 1993. DOE`s Phase 1 evaluations cited the ABWR as a proven technical approach for the disposition of plutonium. This Phase 2 study addresses specific areas which the DOE authorized as appropriate for more in-depth evaluations. A separate report addresses the findings relative to the use of existing BWRs to achieve the same goal.

  7. Nonproliferation impacts assessment for the management of the Savannah River Site aluminum-based spent nuclear fuel

    On May 13, 1996, the US established a new, 10-year policy to accept and manage foreign research reactor spent nuclear fuel containing uranium enriched in the US. The goal of this policy is to reduce civilian commerce in weapons-usable highly enriched uranium (HEU), thereby reducing the risk of nuclear weapons proliferation. Two key disposition options under consideration for managing this fuel include conventional reprocessing and new treatment and packaging technologies. The Record of Decision specified that, while evaluating the reprocessing option, ``DOE will commission or conduct an independent study of the nonproliferation and other (e.g., cost and timing) implications of chemical separation of spent nuclear fuel from foreign research reactors.`` DOE`s Office of Arms Control and Nonproliferation conducted this study consistent with the aforementioned Record of Decision. This report addresses the nonproliferation implications of the technologies under consideration for managing aluminum-based spent nuclear fuel at the Savannah River Site. Because the same technology options are being considered for the foreign research reactor and the other aluminum-based spent nuclear fuels discussed in Section ES.1, this report addresses the nonproliferation implications of managing all the Savannah River Site aluminum-based spent nuclear fuel, not just the foreign research reactor spent nuclear fuel. The combination of the environmental impact information contained in the draft EIS, public comment in response to the draft EIS, and the nonproliferation information contained in this report will enable the Department to make a sound decision regarding how to manage all aluminum-based spent nuclear fuel at the Savannah River Site.

  8. The US Geological Survey-Bureau of Land Management cultural resources program in the National Petroleum Reserve in Alaska, 1977-1981

    Utilization of northern Alaska's riches long predates the recent oil exploration program in the National Petroleum Reserve in Alaska (NPRA). Though the earliest known archaeological site in the reserve dates back only 7600 yr, most archaeologists believe human groups first occupied the area at least 4000 yr earlier. The as-yet-undiscovered physical remains left behind by these first inhabitants of the area, as well as the known and unknown traces of the peoples who succeeded them through time, constitute the cultural resources of the NPRA. First among the laws protecting cultural resources is the Antiquities Act of 1906, which provides for the establishment of national monuments by Presidential proclamation, sets up a permit system for the scientific investigation of cultural resources on Federal land, and details penalities for unauthorized disturbance of archaeological remains. The Archaeological and Historic Preservation Act of 1974, which extended the earlier Reservoir Salvage Act of 1960, authorizes funds for the preservation of historical and archaeological data that otherwise might be lost through any Federal construction project or federally licensed or assisted activity or program. The National Historic Preservation Act of 1966 established the National Register of Historic Places and a National Advisory Council to assist all Federal agencies in evaluating the effects of their actions on properties included, or eligible for inclusion, in the National Register. Finally, Executive Order 11593 of May 13, 1971, requires all Federal agencies to inventory cultural resources on lands they manage or affect in order to determine eligibility for the National Register, and to use due caution in regard to those resources until the inventory, evaluation, and nomination processes are completed. The oil exploration program in the NPRA is subject to this body of law for cultural resource protection.

  9. Monitoring and Evaluation of Yearling Fall Chinook Salmon (Oncorhynchus tshawytscha) Released from Acclimation Facilities Upstream of Lower Granite Dam; 2001 Annual Report.

    The Nez Perce Tribe, in cooperation with the U.S. Fish and Wildlife Service and Washington Department of Fish and Wildlife, conducted monitoring and evaluation studies on Lyons Ferry Hatchery reared yearling fall Chinook salmon Oncorhynchus tshawytscha that were acclimated and released at three Fall Chinook Acclimation Project sites upstream of Lower Granite Dam along with yearlings released on-station from Lyons Ferry Hatchery in 2001. This was the sixth year of a long-term project to supplement natural spawning populations of Snake River stock fall Chinook salmon upstream of Lower Granite Dam. The 318,932 yearlings released from the Fall Chinook Acclimation Project facilities were short of the 450,000 fish quota. We use Passive Integrated Transponder (PIT) tag technology to monitor the primary performance measures of survival to mainstem dams and migration timing. We also monitor size, condition and tag/mark retention at release. We released 7,503 PIT tagged yearlings from Pittsburg Landing, 7,499 from Big Canyon and 2,518 from Captain John Rapids. The Washington Department of Fish and Wildlife released 991 PIT tagged yearlings from Lyons Ferry Hatchery. Fish health sampling indicated that, overall, bacterial kidney disease levels could be considered relatively low. Compared to prior years, Quantitative Health Assessment Indices were relatively low at Big Canyon and Captain John Rapids and about average at Pittsburg Landing and Lyons Ferry Hatchery. Mean fork lengths (95% confidence interval) of the PIT tagged groups ranged from 155.4 mm (154.7-156.1 mm) at Captain John Rapids to 171.6 mm (170.7-172.5 mm) at Lyons Ferry Hatchery. Mean condition factors ranged from 1.02 at Lyons Ferry Hatchery to 1.16 at Big Canyon and Captain John Rapids. Estimated survival (95% confidence interval) of PIT tagged yearlings from release to Lower Granite Dam ranged from 74.4% (73.2-75.5%) for Big Canyon to 85.2% (83.5-87.0%) for Captain John Rapids. Estimated survival from release to McNary Dam ranged from 37.9% (36.0-40.0%) for Pittsburg Landing to 57.9% (53.0-62.8%) for Lyons Ferry Hatchery. Median migration rates to Lower Granite Dam, based on all observations of PIT tagged yearlings from the FCAP facilities, ranged from 6.3 river kilometers per day (rkm/d) for Big Canyon to 10.8 rkm/d for Pittsburg Landing. Median migration rates to McNary Dam ranged from 5.2 rkm/d for Lyons Ferry Hatchery to 10.9 rkm/d for Pittsburg Landing. Median travel times from the FCAP facilities were about 13-17 days to Lower Granite Dam and 31-37 days to McNary Dam. Median arrival dates at Lower Granite Dam, based on all observations of PIT tagged yearling groups from Pittsburg Landing, Big Canyon and Captain John Rapids, were all from April 26-27. Median arrival dates at McNary Dam for Pittsburg Landing, Big Canyon and Captain John Rapids groups were all from May 14-18. The median arrival date at McNary Dam was May 13 for Lyons Ferry Hatchery yearlings.

  10. Annual Hanford Seismic Report for Fiscal Year 2009

    The Hanford Seismic Assessment Program (HSAP) provides an uninterrupted collection of high-quality raw and processed seismic data from the Hanford Seismic Network for the U.S. Department of Energy and its contractors. The HSAP is responsible for locating and identifying sources of seismic activity and monitoring changes in the historical pattern of seismic activity at the Hanford Site. The data are compiled, archived, and published for use by the Hanford Site for waste management, natural phenomena hazards assessments, and engineering design and construction. In addition, the HSAP works with the Hanford Site Emergency Services Organization to provide assistance in the event of a significant earthquake on the Hanford Site. The Hanford Seismic Network and the Eastern Washington Regional Network consist of 44 individual sensor sites and 15 radio relay sites maintained by the Hanford Seismic Assessment Team. During FY 2009, the Hanford Seismic Network recorded nearly 3000 triggers on the seismometer system, which included over 1700 seismic events in the southeast Washington area and an additional 370 regional and teleseismic events. There were 1648 events determined to be local earthquakes relevant to the Hanford Site. Nearly all of these earthquakes were detected in the vicinity of Wooded Island, located about eight miles north of Richland just west of the Columbia River. Recording of the Wooded Island events began in January with over 250 events per month through June 2009. The frequency of events decreased starting in July 2009 to approximately 10-15 events per month through September 2009. Most of the events were considered minor (coda-length magnitude [Mc] less than 1.0) with 47 events in the 2.0-3.0 range. The estimated depths of the Wooded Island events are shallow (averaging less than 1.0 km deep) with a maximum depth estimated at 2.3 km. This places the Wooded Island events within the Columbia River Basalt Group (CRBG). The highest-magnitude event (3.0Mc) occurred on May 13, 2009 within the Wooded Island swarm at depth 1.8 km. With regard to the depth distribution, 1613 earthquakes were located at shallow depths (less than 4 km, most likely in the Columbia River basalts), 18 earthquakes were located at intermediate depths (between 4 and 9 km, most likely in the pre-basalt sediments), and 17 earthquakes were located at depths greater than 9 km, within the crystalline basement. Geographically, 1630 earthquakes were located in swarm areas and 18 earthquakes were classified as random events. The low magnitude of the Wooded Island events has made them undetectable to all but local area residents. However, some Hanford employees working within a few miles of the area of highest activity and individuals living in homes directly across the Columbia River from the swarm center have reported feeling many of the larger magnitude events. The Hanford Strong Motion Accelerometer (SMA) network was triggered numerous times by the Wooded Island swarm events. The maximum acceleration value recorded by the SMA network was approximately 3 times lower than the reportable action level for Hanford facilities (2% g) and no action was required. The swarming is likely due to pressure that has built up, cracking the brittle basalt layers within the Columbia River Basalt Formation (CRBG). Similar earthquake “swarms” have been recorded near this same location in 1970, 1975 and 1988. Prior to the 1970s, swarming may have occurred, but equipment was not in place to record those events. Quakes of this limited magnitude do not pose a risk to Hanford cleanup efforts or waste storage facilities. Since swarms of the past did not intensify in magnitude, seismologists do not expect that these events will increase in intensity. However, Pacific Northwest National Laboratory (PNNL) will continue to monitor the activity.
