    Wide-field extreme-ultraviolet (EUV) telescopes imaging in spectral bands sensitive to 1 MK plasma on the Sun often observe extended, ray-like coronal structures stretching radially from active regions to distances of 1.5-2 R {sub ?}, which represent the EUV counterparts of white-light streamers. To explain this phenomenon, we investigated the properties of a streamer observed on 2010 October 20 and 21, by the PROBA2/SWAP EUV telescope together with the Hinode/EIS (HOP 165) and the Mauna Loa Mk4 white-light coronagraph. In the SWAP 174 band comprising the Fe IX-Fe XI lines, the streamer was detected to a distance of 2 R {sub ?}. We assume that the EUV emission is dominated by collisional excitation and resonant scattering of monochromatic radiation coming from the underlying corona. Below 1.2 R {sub ?}, the plasma density and temperature were derived from the Hinode/EIS data by a line-ratio method. Plasma conditions in the streamer and in the background corona above 1.2 R {sub ?} from the disk center were determined by forward-modeling the emission that best fit the observational data in both EUV and white light. It was found that the plasma in the streamer above 1.2 R {sub ?} is nearly isothermal, with a temperature of T = 1.43 0.08 MK. The hydrostatic scale-height temperature determined from the evaluated density distribution was significantly higher (1.72 0.08 MK), which suggests the existence of outward plasma flow along the streamer. We conclude that, inside the streamer, collisional excitation provided more than 90% of the observed EUV emission, whereas, in the background corona, the contribution of resonance scattering became comparable with that of collisions at R ? 2 R {sub ?}.

    A significant seismic hazard exists in south Hawaii from large tectonic earthquakes that can reach magnitude 8 and intensity XII. This paper quantifies the hazard by estimating the horizontal peak ground acceleration (PGA) in south Hawaii which occurs with a 90% probability of not being exceeded during exposure times from 10 to 250 years. The largest earthquakes occur beneath active, unbuttressed and mobile flanks of volcanoes in their shield building stage.

    We report measurements of the fluctuations in atmospheric emission (atmospheric noise) above Mauna Kea recorded with Bolocam at 143 and 268 GHz from the Caltech Submillimeter Observatory. The 143 GHz data were collected during a 40 night observing run in late 2003, and the 268 GHz observations were made in early 2004 and early 2005 over a total of 60 nights. Below approx =0.5 Hz, the data time-streams are dominated by atmospheric noise in all observing conditions. The atmospheric noise data are consistent with a Kolmogorov-Taylor turbulence model for a thin wind-driven screen, and the median amplitude of the fluctuations is 280 mK{sup 2} rad{sup -5/3} at 143 GHz and 4000 mK{sup 2} rad{sup -5/3} at 268 GHz. Comparing our results with previous ACBAR data, we find that the normalization of the power spectrum of the atmospheric noise fluctuations is a factor of approx =80 larger above Mauna Kea than above the South Pole at millimeter wavelengths. Most of this difference is due to the fact that the atmosphere above the South Pole is much drier than the atmosphere above Mauna Kea. However, the atmosphere above the South Pole is slightly more stable as well: the fractional fluctuations in the column depth of precipitable water vapor are a factor of approx =sq root2 smaller at the South Pole compared to Mauna Kea. Based on our atmospheric modeling, we developed several algorithms to remove the atmospheric noise, and the best results were achieved when we described the fluctuations using a low-order polynomial in detector position over the 8' field of view. However, even with these algorithms, we were not able to reach photon-background-limited instrument photometer performance at frequencies below approx =0.5 Hz in any observing conditions. We also observed an excess low-frequency noise that is highly correlated between detectors separated by approx<(f/number sign)lambda; this noise appears to be caused by atmospheric fluctuations, but we do not have an adequate model to

    The Southwest Partnership Region includes six whole states, including Arizona, Colorado, Kansas, New Mexico, Oklahoma, and Utah, roughly one-third of Texas, and significant portions of adjacent states. The Partnership comprises a large, diverse group of expert organizations and individuals specializing in carbon sequestration science and engineering, as well as public policy and outreach. The main objective of the Southwest Partnership project is to achieve an 18% reduction in carbon intensity by 2012. The Partnership made great progress in this first year. Action plans for possible Phase II carbon sequestration pilot tests in the region are almost finished, including both technical and non-technical aspects necessary for developing and carrying out these pilot tests. All partners in the Partnership are taking an active role in evaluating and ranking optimum sites and technologies for capture and storage of CO{sub 2} in the Southwest Region. We are identifying potential gaps in all aspects of potential sequestration deployment issues.

    The Southwest Partnership on Carbon Sequestration completed its Phase I program in December 2005. The main objective of the Southwest Partnership Phase I project was to evaluate and demonstrate the means for achieving an 18% reduction in carbon intensity by 2012. Many other goals were accomplished on the way to this objective, including (1) analysis of CO{sub 2} storage options in the region, including characterization of storage capacities and transportation options, (2) analysis and summary of CO{sub 2} sources, (3) analysis and summary of CO{sub 2} separation and capture technologies employed in the region, (4) evaluation and ranking of the most appropriate sequestration technologies for capture and storage of CO{sub 2} in the Southwest Region, (5) dissemination of existing regulatory/permitting requirements, and (6) assessing and initiating public knowledge and acceptance of possible sequestration approaches. Results of the Southwest Partnership's Phase I evaluation suggested that the most convenient and practical ''first opportunities'' for sequestration would lie along existing CO{sub 2} pipelines in the region. Action plans for six Phase II validation tests in the region were developed, with a portfolio that includes four geologic pilot tests distributed among Utah, New Mexico, and Texas. The Partnership will also conduct a regional terrestrial sequestration pilot program focusing on improved terrestrial MMV methods and reporting approaches specific for the Southwest region. The sixth and final validation test consists of a local-scale terrestrial pilot involving restoration of riparian lands for sequestration purposes. The validation test will use desalinated waters produced from one of the geologic pilot tests. The Southwest Regional Partnership comprises a large, diverse group of expert organizations and individuals specializing in carbon sequestration science and engineering, as well as public policy and outreach.     The Southwest Partnership Region includes five states (Arizona, Colorado, New Mexico, Oklahoma, Utah) and contiguous areas from three adjacent states (west Texas, south Wyoming, and west Kansas). This energy-rich region exhibits some of the largest growth rates in the nation, and it contains two major CO{sub 2} pipeline networks that presently tap natural subsurface CO{sub 2} reservoirs for enhanced oil recovery at a rate of 30 million tons per year. The ten largest coal-fired power plants in the region produce 50% (140 million tons CO{sub 2}/y) of the total CO{sub 2} from power-plant fossil fuel combustion, with power plant emissions close to half the total CO{sub 2} emissions. The Southwest Regional Partnership comprises a large, diverse group of expert organizations and individuals specializing in carbon sequestration science and engineering, as well as public policy and outreach. These partners include 21 state government agencies and universities, the five major electric utility industries, seven oil, gas and coal companies, three federal agencies, the Navajo Nation, several NGOs including the Western Governors Association, and data sharing agreements with four other surrounding states. The Partnership is developing action plans for possible Phase II carbon sequestration pilot tests in the region, as well as the non-technical aspects necessary for developing and carrying out these pilot tests. The establishment of a website network to facilitate data storage and information sharing, decision-making, and future management of carbon sequestration in the region is a priority. The Southwest Partnership's approach includes (1) dissemination of existing regulatory/permitting requirements, (2) assessing and initiating public acceptance of possible sequestration approaches, and (3) evaluation and ranking of the most appropriate sequestration technologies for capture and storage of CO{sub 2} in the Southwest Region.     The Southwest Partnership on Carbon Sequestration completed several more tasks during the period of April 1, 2005-September 30, 2005. The main objective of the Southwest Partnership project is to evaluate and demonstrate the means for achieving an 18% reduction in carbon intensity by 2012. While Phase 2 planning is well under way, the content of this report focuses exclusively on Phase 1 objectives completed during this reporting period. Progress during this period was focused in the three areas: geological carbon storage capacity in New Mexico, terrestrial sequestration capacity for the project area, and the Integrated Assessment Model efforts. The geologic storage capacity of New Mexico was analyzed and Blanco Mesaverde (which extends into Colorado) and Basin Dakota Pools were chosen as top two choices for the further analysis for CO{sub 2} sequestration in the system dynamics model preliminary analysis. Terrestrial sequestration capacity analysis showed that the four states analyzed thus far (Arizona, Colorado, New Mexico and Utah) have relatively limited potential to sequester carbon in terrestrial systems, mainly due to the aridity of these areas, but the large land area offered could make up for the limited capacity per hectare. Best opportunities were thought to be in eastern Colorado/New Mexico. The Integrated Assessment team expanded the initial test case model to include all New Mexico sinks and sources in a new, revised prototype model in 2005. The allocation mechanism, or ''String of Pearls'' concept, utilizes potential pipeline routes as the links between all combinations of the source to various sinks. This technique lays the groundwork for future, additional ''String of Pearls'' analyses throughout the SW Partnership and other regions as well.

    Southwest Technology Development Institute (SWTDI), an independent, university-based research institute, has been the operator of the Southwest Region Photovoltaic Experiment Station (SWRES) for almost 30 years. The overarching mission of SWTDI is to position PV systems and solar technologies to become cost-effective, major sources of energy for the United States. Embedded in SWTDI's general mission has been the more-focused mission of the SWRES: to provide value added technical support to the DOE Solar Energy Technologies Program (SETP) to effectively and efficiently meet the R&D needs and targets specified in the SETP Multi-Year Technical Plan. : The DOE/SETP goals of growing U.S. PV manufacturing into giga-watt capacities and seeing tera-watt-hours of solar energy production in the U.S. require an infrastructure that is under development. The staff of the SWRES has supported DOE/SETP through a coherent, integrated program to address infrastructural needs inhibiting wide-scale PV deployment in three major technical categories: specialized engineering services, workforce development, and deployment facilitation.     In 1985 the Los Alamos Conference on Optics, which has been held previously in Los Alamos and Santa Fe, New Mexico, expanded its coverage and moved to Albuquerque as the Southwest Conference on Optics. This was made possible by a broad increase in the Conference sponsorship, which this year included research and educational institutions throughout New Mexico, Colorado, Arizona, Utah, Texas, and old Mexico, as well as SPIE, OSA, and LIA. In that portion of the Conference represented by the present volume, about 115 papers were presented, of which the majority were contributed papers given in poster sessions. The texts of most of these papers, both invited and contributed, are included here. The organization of this volume generally follows that of the Conference, with the papers arranged by the various sessions: General Invited Papers; Optical Components, Materials, and Design; Lasers and Laser Systems; Spectroscopy and Spectroscopic Applications; Applications of Optics; and the Symposium on Optics Along the Rio Grande Research Corridor.     There is explicit need for characterization of the materials for possible commercialization as little characterization data exists. Pinyon-juniper woodlands are a major ecosystem type found in the Southwest and the Intermountain West regions of the United States including Nevada, Idaho and Oregon. These widespread ecosystems are characterized by the presence of several different species of pinyon and juniper as the dominant plant cover. Since the 1800s, pinyon-juniper woodlands have rapidly expanded their range at the expense of existing ecosystems. Additionally, existing woodlands have become denser, progressively creating potential fire hazards as seen in the Soda Fire, which burned more than 400 sq. miles. Land managers responsible for these areas often desire to reduce pinyon-juniper coverage on their lands for a variety of reasons, as stated in the Working Group objectives. However, the cost of clearing thinning pinyon-juniper stands can be prohibitive. One reason for this is the lack of utilization options for the resulting biomass that could help recover some of the cost of pinyon-juniper stand management. The goal of this TAP effort was to assess the feedstock characteristics of biomass from a juniper harvested from Owyhee County to evaluate possible fuel and conversion utilization options.

    In 2001, Lehigh Southwest Cement Company improved the compressed air system at its cement plant in Tehachapi, California. Consequently, the system was able to operate more efficiently with less compressor capacity and at a lower system pressure. The project yielded total annual savings of 895,000 kWh and $199,000. The initial project cost was $417,000, but Southern California Edison provided a $90,000 incentive payment to reduce the cost to $327,000. Simple payback was about 20 months.

    Late Quaternary, post-shield lavas from the Mauna Kea and Kohala volcanoes on the Big Island of Hawaii have been dated using the {sup 40}Ar/{sup 39}Ar and U-Th/He methods. The objective of the study is to compare the recently demonstrated U-Th/He age method, which uses basaltic olivine phenocrysts, with {sup 40}Ar/{sup 39}Ar ages measured on groundmass from the same samples. As a corollary, the age data also increase the precision of the chronology of volcanism on the Big Island. For the U-Th/He ages, U, Th and He concentrations and isotopes were measured to account for U-series disequilibrium and initial He. Single analyses U-Th/He ages for Hamakua lavas from Mauna Kea are 87 {+-} 40 ka to 119 {+-} 23 ka (2{sigma} uncertainties), which are in general equal to or younger than {sup 40}Ar/{sup 39}Ar ages. Basalt from the Polulu sequence on Kohala gives a U-Th/He age of 354 {+-} 54 ka and a {sup 40}Ar/{sup 39}Ar age of 450 {+-} 40 ka. All of the U-Th/He ages, and all but one spurious {sup 40}Ar/{sup 39}Ar ages conform to the previously proposed stratigraphy and published {sup 14}C and K-Ar ages. The ages also compare favorably to U-Th whole rock-olivine ages calculated from {sup 238}U - {sup 230}Th disequilibria. The U-Th/He and {sup 40}Ar/{sup 39}Ar results agree best where there is a relatively large amount of radiogenic {sup 40}Ar (>10%), and where the {sup 40}Ar/{sup 36}Ar intercept calculated from the Ar isochron diagram is close to the atmospheric value. In two cases, it is not clear why U-Th/He and {sup 40}Ar/{sup 39}Ar ages do not agree within uncertainty. U-Th/He and {sup 40}Ar/{sup 39}Ar results diverge the most on a low-K transitional tholeiitic basalt with abundant olivine. For the most alkalic basalts with negligible olivine phenocrysts, U-Th/He ages were unattainable while {sup 40}Ar/{sup 39}Ar results provide good precision even on ages as low as 19 {+-} 4 ka.     In 2007, the Southwest Power Pool (SPP) formed the Customer Response Task Force (CRTF) to identify barriers to deploying demand response (DR) resources in wholesale markets and develop policies to overcome these barriers. One of the initiatives of this Task Force was to develop more detailed information on existing retail DR programs and dynamic pricing tariffs, program rules, and utility operating practices. This report describes the results of a comprehensive survey conducted by LBNL in support of the Customer Response Task Force and discusses policy implications for integrating legacy retail DR programs and dynamic pricing tariffs into wholesale markets in the SPP region. LBNL conducted a detailed survey of existing DR programs and dynamic pricing tariffs administered by SPP's member utilities. Survey respondents were asked to provide information on advance notice requirements to customers, operational triggers used to call events (e.g. system emergencies, market conditions, local emergencies), use of these DR resources to meet planning reserves requirements, DR resource availability (e.g. seasonal, annual), participant incentive structures, and monitoring and verification (M&V) protocols. Nearly all of the 30 load-serving entities in SPP responded to the survey. Of this group, fourteen SPP member utilities administer 36 DR programs, five dynamic pricing tariffs, and six voluntary customer response initiatives. These existing DR programs and dynamic pricing tariffs have a peak demand reduction potential of 1,552 MW. Other major findings of this study are: o About 81percent of available DR is from interruptible rate tariffs offered to large commercial and industrial customers, while direct load control (DLC) programs account for ~;;14percent. o Arkansas accounts for ~;;50percent of the DR resources in the SPP footprint; these DR resources are primarily managed by cooperatives. o Publicly-owned cooperatives accounted for 54percent of the existing DR resources

    This report summarizes a project that was funded to the University of Nevada Las Vegas (UNLV), with subcontractors Pulte Homes and NV Energy. The project was motivated by the fact that locations in the Desert Southwest portion of the US demonstrate very high peak electrical demands, typically in the late afternoons in the summer. These high demands often require high priced power to supply the needs, and the large loads can cause grid supply problems. An approach was proposed through this contact that would reduce the peak electrical demands to an anticipated 65% of what code-built houses of the similar size would have. It was proposed to achieve energy reduction through four approaches applied to a development of 185 homes in northwest part of Las Vegas named Villa Trieste. First, the homes would all be highly energy efficient. Secondly, each house would have a PV array installed on it. Third, an advanced demand response technique would be developed to allow the resident to have some control over the energy used. Finally, some type of battery storage would be used in the project. Pulte Homes designed the houses. The company considered initial cost vs. long-term savings and chose options that had relatively short paybacks. HERS (Home Energy Rating Service) ratings for the homes are approximately 43 on this scale. On this scale, code-built homes rate at 100, zero energy homes rate a 0, and Energy Star homes are 85. In addition a 1.764 Wp (peak Watt) rated PV array was used on each house. This was made up of solar shakes that were in visual harmony with the roofing material used. A demand response tool was developed to control the amount of electricity used during times of peak demand. While demand response techniques have been used in the utility industry for some time, this particular approach is designed to allow the customer to decide the degree of participation in the response activity.     The Upper Jurassic Smackover Formation is found in an arcuate belt in the subsurface from south Texas to panhandle Florida. The Smackover is the most prolific hydrocarbon-producing formation in Alabama and is an important hydrocarbon reservoir from Florida to Texas. In this report Smackover hydrocarbon reservoirs in southwest Alabama are described. Also, the nine enhanced- and improved-recovery projects that have been undertaken in the Smackover of Alabama are evaluated. The report concludes with recommendations about potential future enhanced- and improved-recovery projects in Smackover reservoirs in Alabama and an estimate of the potential volume of liquid hydrocarbons recoverable by enhanced- and improved-recovery methods from the Smackover of Alabama.

    Local coastal onlap and paleobiobathymetric curves for 14 sections define three Cenozoic depositional onlap-offlap cycles separated by regionally significant unconformities. A paleoclimatic curve for western Oregon and Washington, based on paleoecologic data sets, demonstrates that the local transgressions are coincident with cool climates and the regressions with warm climates, and are therefore not driven by glacioeustatic cycles. Comparison of the local coastal onlap and paleobiobathymetric curves with the global Cenozoic Cycle Chart (modified Exxon Sea Level Chart - May, 1986) further demonstrates the uniqueness of the western Washington curves. The global Cenozoic cycle Chart curve represents coastal onlap and sea level curves based on integration of both climate and tectonic variations. The non-parallel cycle pattern for southwest Washington suggests a unique tectonically forced system. Evidence derived from stratigraphic sequences, igneous rock geochemistry, radiometric dating, remnant magnetic patterns, sandstone provenance studies, and paleogeographic reconstructions is used to identify the tectonic events controlling the local depositional cycles. The principal events are (1) middle Eocene accretion of a seamount chain; (2) early-late Eocene westward relocation of subduction; (3) late Eocene onset of Cascade arc volcanism; (4) late-early Miocene plate readjustment due to back-arc extension in the Columbia River Plateau and Great Basin; and (5) late Pliocene to early Pleistocene northeast compression forced by continued subduction of remnants of the Kula Plate beneath North America.

    The Southwest Regional Partnership (SWP) on Carbon Sequestration designed and deployed a medium-scale field pilot test of geologic carbon dioxide (CO2) sequestration in the Aneth oil field. Greater Aneth oil field, Utah's largest oil producer, was discovered in 1956 and has produced over 455 million barrels of oil (72 million m3). Located in the Paradox Basin of southeastern Utah, Greater Aneth is a stratigraphic trap producing from the Pennsylvanian Paradox Formation. Because it represents an archetype oil field of the western U.S., Greater Aneth was selected as one of three geologic pilots to demonstrate combined enhanced oil recovery (EOR) and CO2 sequestration under the auspices of the SWP on Carbon Sequestration, sponsored by the U.S. Department of Energy. The pilot demonstration focuced on the western portion of the Aneth Unit as this area of the field was converted from waterflood production to CO2 EOR starting in late 2007. The Aneth Unit is in the northwestern part of the field and has produced 149 million barrels (24 million m3) of the estimated 450 million barrels (71.5 million m3) of the original oil in place - a 33% recovery rate. The large amount of remaining oil makes the Aneth Unit ideal to demonstrate both CO2 storage capacity and EOR by CO2 flooding. This report summarizes the geologic characterization research, the various field monitoring tests, and the development of a geologic model and numerical simulations conducted for the Aneth demonstration project. The Utah Geological Survey (UGS), with contributions from other Partners, evaluated how the surface and subsurface geology of the Aneth Unit demonstration site will affect sequestration operations and engineering strategies.     The objectives of the study were to increase both primary and secondary hydrocarbon recovery through improved characterization (at the regional, unit, interwell, well, and microscopic scale) of fluvial-deltaic lacustrine reservoirs, thereby preventing premature abandonment of producing wells. The study will encourage exploration and establishment of additional water-flood units throughout the southwest region of the Uinta Basin, and other areas with production from fluvial-deltaic reservoirs.

    Concentrating solar power (CSP) systems utilize the sun's energy to create heat that is used to generate electrical power. CSP systems in the United States are installed primarily in the Southwest, with 92% of plants that are operational, under construction, or under development located in three western states--Arizona, California, and Nevada. This report provides an overview of CSP development in these states, or the 'Southwest' for the purposes of this discussion, with a particular focus on the water supply issues associated with CSP. The Western Governors' Association (WGA) commissioned staff from the Western States Water Council (WSWC) to collaborate with staff from the National Renewable Energy Laboratory (NREL) to prepare this report. The WGA has long supported the effective management of the West's water resources, as well as the development of a clean, diverse, reliable, and affordable energy supply consisting of traditional and renewable energy resources. This report is specifically intended to help inform these goals, especially as WGA continues to underwrite a Regional Transmission Expansion Planning project, undertaken by the WSWC and the Western Electricity Coordinating Council (WECC), to better understand energy development within the existing and future water resource constraints of the West. This report builds upon earlier research conducted by NREL, the University of Colorado-Boulder, and Stanford University that was supported through the Joint Institute for Strategic Energy Analysis (JISEA) and presents information gathered through extensive research and literature reviews, as well as interviews and outreach with state water administrators and energy regulators, WECC and other experts familiar with CSP development in the Southwest.

Kolevar today announced the Department's designation of two National Interest Electric Transmission Corridors (National Corridors) -- the Mid-Atlantic Area National Interest Electric Transmission Corridor, and the Southwest Area National Interest Electric Transmission Corridor. These corridors include areas in two of the Nation's most populous regions with growing electricity congestion problems. The Department based its designations on data and analysis showing that persistent transmission congestion exists in these two areas.

  7. Applications of salinity gradient solar technologies in the Southwest -- An overview

    This paper is an overview of recent applications of salinity gradient solar technologies (SGST) in the Southwest and especially in the State of Texas. SGST is a generic title for using a salinity gradient in a body of water to suppress convection and collect solar energy for a desired application, for example, salinity gradient solar ponds. Following initial work in the early 1980s at the El Paso Solar Pond project and funding of the Texas Solar Pond Consortium by the State of Texas and the Bureau of Reclamation, several applications involving the use of salinity gradient solar technologies have emerged. These applications include a biomass waste to energy project using heat from a solar pond at Bruce Foods Corporation; an industrial process heat application for sodium sulfate mining near Seagraves, Texas; overwintering thermal refuges for mariculture in Palacios, Texas; a potential salt management project on the Brazos River near Abilene, Texas; and use of solar ponds for brine disposal at a water desalting project in a small colonia east of El Paso. This paper discusses salinity gradient solar technology requirements and the abundance of resources available in Texas and the Southwest which makes this an attractive location for the commercial development of salinity gradient projects. Barriers to development as well as catalysts are discussed before a brief overview of the projects listed above is provided.

    The Upper Jurassic Smackover Formation is found in an arcuate belt in the subsurface from south Texas to panhandle Florida. The Smackover is the most prolific hydrocarbon-producing formation in Alabama and is an important hydrocarbon reservoir from Florida to Texas. In this report Smackover hydrocarbon reservoirs in southwest Alabama are described. Also, the nine enhanced- and improved-recovery projects that have been undertaken in the Smackover of Alabama are evaluated. The report concludes with recommendations about potential future enhanced- and improved-recovery projects in Smackover reservoirs in Alabama and an estimate of the potential volume of liquid hydrocarbons recoverable by enhanced- and improved-recovery methods from the Smackover of Alabama.

    Climate change can induce changes in the frequency of severe weather events representing a threat to socio-economic development. It is thus of uttermost importance to understand how the vulnerability to the weather of local communities is determined and how adaptation public policies can be effectively put in place. We focused our empirical analysis on the American Southwest. Results show that, consistently with the predictions of an investment model, economic characteristics signaling local economic growth in the near future decrease the level of vulnerability. We also show that federal governments transfers and grants neither work to support recovery from and adaptation to weather events nor to distribute their costs over a broader tax base. Finally, we show that communities relying on municipal bonds to finance adaptation and recovery policies can benefit from local acknowledgment of the need for such policies and that they do not have to pay lenders a premium for the risk induced by weather events. In conclusion, our findings suggest that determinants of economic growth support lower vulnerability to the weather and increase options for financing adaptation and recovery policies, but also that only some communities are likely to benefit from those processes.

  12. Carbon Sequestration Atlas and Interactive Maps from the Southwest Regional Partnership on Carbon Sequestration

    In November of 2002, DOE announced a global climate change initiative involving joint government-industry partnerships working together to find sensible, low cost solutions for reducing GHG emissions. As a result, seven regional partnerships were formed; the Southwest Regional Partnership on Carbon Sequestration (SWP) is one of those. These groups are utilizing their expertise to assess sequestration technologies to capture carbon emissions, identify and evaluate appropriate storage locations, and engage a variety of stakeholders in order to increase awareness of carbon sequestration. Stakeholders in this project are made up of private industry, NGOs, the general public, and government entities. There are a total of 44 current organizations represented in the partnership including electric utilities, oil and gas companies, state governments, universities, NGOs, and tribal nations. The SWP is coordinated by New Mexico Tech and encompasses New Mexico, Arizona, Colorado, Oklahoma, Utah, and portions of Kansas, Nevada, Texas, and Wyoming.     Wind power development in the United States is outpacing previous estimates for many regions, particularly those with good wind resources. The pace of wind power deployment may soon outstrip regional capabilities to provide transmission and integration services to achieve the most economic power system operation. Conversely, regions such as the Southeastern United States do not have good wind resources and will have difficulty meeting proposed federal Renewable Portfolio Standards with local supply. There is a growing need to explore innovative solutions for collaborating between regions to achieve the least cost solution for meeting such a renewable energy mandate. The DOE-funded project 'Integrating Southwest Power Pool Wind Energy into Southeast Electricity Markets' aims to evaluate the benefits of coordination of scheduling and balancing for Southwest Power Pool (SPP) wind transfers to Southeastern Electric Reliability Council (SERC) Balancing Authorities (BAs). The primary objective of this project is to analyze the benefits of different balancing approaches with increasing levels of inter-regional cooperation. Scenarios were defined, modeled and investigated to address production variability and uncertainty and the associated balancing of large quantities of wind power in SPP and delivery to energy markets in the southern regions of the SERC. The primary analysis of the project is based on unit commitment (UC) and economic dispatch (ED) simulations of the SPP-SERC regions as modeled for the year 2022. The UC/ED models utilized for the project were developed through extensive consultation with the project utility partners, to ensure the various regions and operational practices are represented as accurately as possible realizing that all such future scenario models are quite uncertain. SPP, Entergy, Oglethorpe Power Company (OPC), Southern Company, and the Tennessee Valley Authority (TVA) actively participated in the project providing input data for the models

  14. Multipurpose bedrock surficial, and environmental geologic maps, New River valley, southwest Virginia

    Multipurpose bedrock, surficial, and environmental geologic maps have recently been completed for portions of the Valley and Ridge province of southwest VA. The maps, at both 1:100,000 and 1:24,000 scales, show generalized and detailed bedrock geology grouped by lithology and environmental hazard associations. Also shown are a variety of alluvial, colluvial, debris flow, and landslide deposits, as well as karst features. Multidisciplinary research topics addressed during the mapping included slope evolution and geomorphology, drainage history and terrace distribution, ancient large-scale landsliding, and sinkhole development. The maps have been used by land-use planners and engineering firms in an evaluation of Appalachian paleoseismicity and to assess potential groundwater contamination and subsidence in karst areas. The maps are being used for environmental hazard assessment and site selection of a proposed large electric powerline that crosses the Jefferson National Forest. Also, the maps are proving useful in planning for a public access interpretive geologic enter focused on large-scale slope failures. Some of the largest known landslides in eastern North America took place within the map area. Field comparisons and detailed structure mapping of similar features along the Front Range of the Colorado Rockies indicate that the landslides were probably emplaced during a single catastrophic event of short duration. Although the giles County seismic zone is nearby, stability analyses of slopes in the map area have shown that failure need not have been initiated by a seismic event. Several distinct colluvial units mapped within the area of landslides document a period of extensive weathering that postdates slide emplacement. Radiocarbon dates from landslide sag ponds indicate a minimum age of 9,860 B.P. for emplacement of some of the landslides. These results indicate that pre-slide colluvial and debris flow deposits are at least Pleistocene in age.

  15. Material unaccounted for at the Southwest Experimental Fast Oxide Reactor: The SEFOR MUF

    The U.S. Atomic Energy Commission contracted with the General Electric Company to design, construct, and operate the Southwest Experimental Fast Oxide Reactor (SEFOR) to measure the Doppler effect for fast neutron breeder reactors. It contracted with Nuclear Fuel Services to fabricate the fuel rods for the reactor. When the reactor went critical in May, 1969, it appeared that some of the mixed uranium-plutonium oxide (MOX) fuel rods did not contain the specified quantity of plutonium. The SEFOR operators soon found several fuel rods which appeared to be low in plutonium. The safeguards group at Brookhaven was asked to look into the problem and, if possible, determine how much plutonium was missing from the unirradiated rods and from the larger number which had been slightly irradiated in the reactor. It was decided that the plutonium content of the unirradiated and irradiated rods could be measured relative to a reference rod using a high resolution gamma-ray detector and also by neutron measurements using an auto-correlation circuit recently developed at the Naval Research Laboratory (NRL). During the next two years, Brookhaven personnel and C.V. Strain of NRL made several trips to the SEFOR reactor. About 250 of the 775 rods were measured by two or more methods, using a sodium-iodide detector, a high-resolution germanium detector, a neutron detector, or the reactor (to measure reactivity). The research team concluded that 4.6 {+-} 0.46 kg of plutonium was missing out of the 433 kg that the rods should have contained. This report describes the SEFOR experiment and the procedures used to determine the material unaccounted for, or MUF.

    This species profile summarizes taxonomy, morphology, distribution, abundance, life history, and environmental requirements of coho salmon in the Pacific Southwest (California). Coho salmon are anadromous and enter freshwater in fall to spawn, after liver in the ocean for two growing seasons. Spawning peaks in November to January. The fry hatch in spring and migrate to the ocean in about a year. Juvenile coho require a mixture of pools and riffles, abundant instream and bank cover, water temperatures of 10 to 15/sup 0/C in summer, dissolved oxygen near saturation, and riffles with relatively little sediment and with abundant aquatic and terrestrial insects for food. Coho salmon support an extensive commercial and sport fishery. Habitats that support coho salmon are continually being destroyed or degraded; state, federal, and private agencies are working to restore and enhance these habitats.

To allow power generated in Wyoming to be delivered to Southwest Oregon and to facilitate the exchange of electric power between the Pacific Northwest and the Middle Snake region, two basic plans of service, each with two corridor routing options, have been identified to meet system requirements.     Aralia stratosa H. Zhu, Y.J. Huang et Z.K. Zhou sp. nov. is described based on fossil endocarps from the upper Pliocene of northwest Yunnan in southwest China. The endocarps are characterized by a semicircular to elliptic outline in the lateral view, an apical beak-like structure bending towards the ventral side, and a transversely wrinkled surface, collectively indicating taxonomical inclusion in the genus Aralia (Araliaceae). The new fossil taxon is compared with nine extant species of Aralia based on endocarp morphology and anatomy, showing the carpological resemblance to A. echinocaulis. Aralia stratosa sp. nov. represents the first confirmed fossil record frommore » lower latitudes in the Northern Hemisphere. This implies a southerly biogeographical range for this genus than was previously interpreted. The fossil record of Aralia suggests a Cretaceous origin in North America and an Eocene dispersal to eastern Asia, likely via the Bering land bridge, followed by Miocene establishment in Europe. The genus likely began to inhabit lower latitudes in eastern Asia no later than the late Pliocene, which is in line with results from molecular analyses. As a result, all these may suggest a southward distributional change probably associated with the global cooling and northern acidification.« less

  20. Validation and Comparison of Carbon Sequestration Project Cost Models with Project Cost Data Obtained from the Southwest Partnership

    Obtaining formal quotes and engineering conceptual designs for carbon dioxide (CO{sub 2}) sequestration sites and facilities is costly and time-consuming. Frequently, when looking at potential locations, managers, engineers and scientists are confronted with multiple options, but do not have the expertise or the information required to quickly obtain a general estimate of what the costs will be without employing an engineering firm. Several models for carbon compression, transport and/or injection have been published that are designed to aid in determining the cost of sequestration projects. A number of these models are used in this study, including models by J. Ogden, MIT's Carbon Capture and Sequestration Technologies Program Model, the Environmental Protection Agency and others. This report uses the information and data available from several projects either completed, in progress, or conceptualized by the Southwest Regional Carbon Sequestration Partnership on Carbon Sequestration (SWP) to determine the best approach to estimate a project's cost. The data presented highlights calculated versus actual costs. This data is compared to the results obtained by applying several models for each of the individual projects with actual cost. It also offers methods to systematically apply the models to future projects of a similar scale. Last, the cost risks associated with a project of this scope are discussed, along with ways that have been and could be used to mitigate these risks.

  1. Reservoir characterization of the Ordovician Red River Formation in southwest Williston Basin Bowman County, ND and Harding County, SD

    This topical report is a compilation of characterizations by different disciplines of the Red River Formation in the southwest portion of the Williston Basin and the oil reservoirs which it contains in an area which straddles the state line between North Dakota and South Dakota. Goals of the report are to increase understanding of the reservoir rocks, oil-in-place, heterogeneity, and methods for improved recovery. The report is divided by discipline into five major sections: (1) geology, (2) petrography-petrophysical, (3) engineering, (4) case studies and (5) geophysical. Interwoven in these sections are results from demonstration wells which were drilled or selected for special testing to evaluate important concepts for field development and enhanced recovery. The Red River study area has been successfully explored with two-dimensional (2D) seismic. Improved reservoir characterization utilizing 3-dimensional (3D) and has been investigated for identification of structural and stratigraphic reservoir compartments. These seismic characterization tools are integrated with geological and engineering studies. Targeted drilling from predictions using 3D seismic for porosity development were successful in developing significant reserves at close distances to old wells. Short-lateral and horizontal drilling technologies were tested for improved completion efficiency. Lateral completions should improve economics for both primary and secondary recovery where low permeability is a problem and higher density drilling is limited by drilling cost. Low water injectivity and widely spaced wells have restricted the application of waterflooding in the past. Water injection tests were performed in both a vertical and a horizontal well. Data from these tests were used to predict long-term injection and oil recovery.

    This is the draft topical report on Subtasks 2 and 3 of DOE contract number DE-FG22-89BC14425, entitled ``Establishment of an oil and gas database for increased recovery and characterization of oil and gas carbonate reservoir heterogeneity.`` This volume constitutes the final report on Subtask 3, which had as its primary goal the geological modeling of reservoir heterogeneity in Smackover reservoirs of southwest Alabama. This goal was interpreted to include a thorough analysis of Smackover reservoirs, which was required for an understanding of Smackover reservoir heterogeneity. This report is divided into six sections (including this brief introduction). Section two, entitled ``Geologic setting,`` presents a concise summary of Jurassic paleogeography, structural setting, and stratigraphy in southwest Alabama. This section also includes a brief review of sedimentologic characteristics and stratigraphic framework of the Smackover, and a summary of the diagenetic processes that strongly affected Smackover reservoirs in Alabama. Section three, entitled ``Analytical methods,`` summarizes all nonroutine aspects of the analytical procedures used in this project. The major topics are thin-section description, analysis of commercial porosity and permeability data, capillary-pressure analysis, and field characterization. ``Smackover reservoir characteristics`` are described in section four, which begins with a general summary of the petrographic characteristics of porous and permeable Smackover strata. This is followed by a more-detailed petrophysical description of Smackover reservoirs.

    In the Southwest and Southern Rocky Mountains (SWSRM), energy production, energy resource extraction, and other high volume uses depend on water supply from systems that are highly vulnerable to extreme, coupled hydro-ecosystem-climate events including prolonged drought, flooding, degrading snow cover, forest die off, and wildfire. These vulnerabilities, which increase under climate change, present a challenge for energy and resource planners in the region with the highest population growth rate in the nation. Currently, analytical tools are designed to address individual aspects of these regional energy and water vulnerabilities. Further, these tools are not linked, severely limiting the effectiveness of each individual tool. Linking established tools, which have varying degrees of spatial and temporal resolution as well as modeling objectives, and developing next-generation capabilities where needed would provide a unique and replicable platform for regional analyses of climate-water-ecosystem-energy interactions, while leveraging prior investments and current expertise (both within DOE and across other Federal agencies).

    Lower Strawn (Desmoinesian Goen Limestone) reservoirs at Paint Rock and Southwest Paint Rock fields are a complex of carbonate and associated facies interpreted as having been deposited in various environments on and around large, emergent islands on shallow carbonate shelves. The origin and geometries of the component lithofacies in these fields, and their reservoir diagenetic histories, are similar to those presently accumulating on Ambergris Cay, a linear island complex on the northern shelf of Belize. Paint Rock field originated as a narrow, elongate Chaetetes reef trend that formed the foundation on which the overlying island facies were deposited. As on Ambergris Cay, these reef limestones developed extensive porosity during postdepositional subaerial exposure due to meteoric leaching. In contrast, Southwest Paint Rock field is cored by older island deposits rather than reef limestones. With ensuing stillstand or subsequent sea level rise, beach grainstones were deposited along the windward and leeward margins of the foundation highs in these fields. Tight lagoonal micrites and coals (peat-swamp facies) comprise the inner island facies, and are locally associated with porous supratidal dolomites. These island complexes are transected locally by tidal channels that are filled with nonporous micrites. Repeated sea level fluctuations during the history of these fields resulted in a characteristic cyclic stratigraphy of stacked island facies and reservoirs. The reservoirs in the field are developed in the bedrock or older island cores, as well as in the overlying beach facies and supratidal dolomites. These fields are mappable as linear stratigraphic traps with low-relief closure, and are readily identified by subsurface geologic and facies analyses. Similar shelf island-type fields analogous to these strawn and Holocene Belizean examples are found throughout the Midland basin and Eastern shelf.

    The southwestern United States experienced an extended drought from 1999-2002 which led to widespread coniferous tree mortality. Piñon-juniper (PJ) woodlands, which occupy 24 million ha throughout the Southwest, were extremely vulnerable to this drought. An abrupt die-off of 40 to 95% of piñon pine (Pinus edulis) and 2-25% of juniper (Juniperus monosperma) across 1.5 million ha triggered rapid and extensive changes in the structure of PJ woodlands with potentially large, yet unknown, consequences for ecosystem services and feedbacks between the carbon cycle and climate system. Given the spatial extent of PJ woodlands (3rd largest biome in the US) and climatic predictions of increased frequency and intensity of drought in the region, it is crucial to understand the consequences of these disturbances on regional carbon and energy dynamics, biogeochemical processes and atmospheric CO2. The overall objective of our research was to quantify what impact widespread mortality of piñon trees has for carbon and water cycling in PJ woodlands. Our specific objectives for this proposal were: 1) Quantify the carbon, water and energy exchange trajectory after mortality in PJ woodlands; 2) Determine the mechanisms controlling the response and recovery of ecosystem production and respiration processes following large-scale piñon mortality; 3) Use the relationships we measure between ecosystem structure and function PJ woodlands recover from mortality to scale the results of our study up to the regional scale.

    Aralia stratosa H. Zhu, Y.J. Huang et Z.K. Zhou sp. nov. is described based on fossil endocarps from the upper Pliocene of northwest Yunnan in southwest China. The endocarps are characterized by a semicircular to elliptic outline in the lateral view, an apical beak-like structure bending towards the ventral side, and a transversely wrinkled surface, collectively indicating taxonomical inclusion in the genus Aralia (Araliaceae). The new fossil taxon is compared with nine extant species of Aralia based on endocarp morphology and anatomy, showing the carpological resemblance to A. echinocaulis. Aralia stratosa sp. nov. represents the first confirmed fossil record from lower latitudes in the Northern Hemisphere. This implies a southerly biogeographical range for this genus than was previously interpreted. The fossil record of Aralia suggests a Cretaceous origin in North America and an Eocene dispersal to eastern Asia, likely via the Bering land bridge, followed by Miocene establishment in Europe. The genus likely began to inhabit lower latitudes in eastern Asia no later than the late Pliocene, which is in line with results from molecular analyses. As a result, all these may suggest a southward distributional change probably associated with the global cooling and northern acidification.

    The U. S. Department of Energy (DOE) is currently developing a Proposed Plan (PP) for remediation of designated sources of chlorinated solvents that contribute contamination to the Southwest (SW) Groundwater Plume at the Paducah Gaseous Diffusion Plant (PGDP), in Paducah, KY. The principal contaminants in the SW Plume are trichloroethene (TCE) and other volatile organic compounds (VOCs); these industrial solvents were used and disposed in various facilities and locations at PGDP. In the SW plume area, residual TCE sources are primarily in the fine-grained sediments of the Upper Continental Recharge System (UCRS), a partially saturated zone that delivers contaminants downward into the coarse-grained Regional Gravel Aquifer (RGA). The RGA serves as the significant lateral groundwater transport pathway for the plume. In the SW Plume area, the four main contributing TCE source units are: (1) Solid Waste Management Unit (SWMU) 1 / Oil Landfarm; (2) C-720 Building TCE Northeast Spill Site (SWMU 211A); (3) C-720 Building TCE Southeast Spill Site (SWMU 211B); and (4) C-747 Contaminated Burial Yard (SWMU 4). The PP presents the Preferred Alternatives for remediation of VOCs in the UCRS at the Oil Landfarm and the C-720 Building spill sites. The basis for the PP is documented in a Focused Feasibility Study (FFS) (DOE, 2011) and a Site Investigation Report (SI) (DOE, 2007). The SW plume is currently within the boundaries of PGDP (i.e., does not extend off-site). Nonetheless, reasonable mitigation of the multiple contaminant sources contributing to the SW plume is one of the necessary components identified in the PGDP End State Vision (DOE, 2005). Because of the importance of the proposed actions DOE assembled an Independent Technical Review (ITR) team to provide input and assistance in finalizing the PP.

    In New Zealand, new incentives by the government have greatly stimulated interest in exploration. On land, four wells were completed during 1980 at a total depth of 10,120 m. One well was a commercial oil and gas discovery. Offshore, the first exploratory well since 1978 was spudded shortly before the end of 1980. Offshore concession areas have increased over ten-fold, to 107,044 km/sup 2/; on-land licenses, which are all owned by the government company Petrocorp, decreased to 11,591 km/sup 2/. During 1980, the combined output of Kapuni and Maui gas was 1,069,049 x 10/sup 6/m/sup 3/, a decrease of 18.23%. This reflects the new gas-recycling operation at the Kapuni field, which started in April. Combined condensate production was down only 12.15%, amounting to 418,941 m/sup 3/. Natural gasoline was down 17.44%, to 7093 m/sup 3/, whereas LPG production went up 39.44%, to 27,301 m/sup 3/. In Tonga, 925 km of offshore multichannel seismic, gravity, and magnetic surveys run in 1979 have been processed and interpreted. In Fiji, the first two exploratory wells ever drilled were dry. In Vanuatu, the newly independent republic of the former New Hebrides Condominium, no petroleum legislation has so far been introduced. CCOP/SOPAC and ORSTOM jointly ran a 4000-km single-channel reflection seismic survey between the northern islands. Several sedimentary basins with over 2500 m of slightly deformed sediments of Miocene-Pliocene age have been delineated. In the Solomon Islands, there is still no petroleum legislation, but the draft of the Petroleum (Exploration and Development) Act has been completed and will go before Parliament during 1981. In Papua New Guinea, one well was drilled to 3027 m and abandoned as dry. It confirmed the regional stratigraphic interpretation and had encouraging hydrocarbon indications in the Mesozoic part of the sequence. 6 figures, 5 tables.

    The village of Elim, Alaska is 96 miles west of Nome, on the Seward Peninsula. The Darby Mountains north of the village are rich with hydrothermal systems associated with the Darby granitic pluton(s). In addition to the hot springs that have been recorded and studied over the last 100 years, additional hot springs exist. They are known through a rich oral history of the region, though they are not labeled on geothermal maps. This research primarily focused on Kwiniuk Hot Springs, Clear Creek Hot Springs and Molly’s Hot Springs. The highest recorded surface temperatures of these resources exist at Clear Creek Hot Springs (67°C). Repeated water sampling of the resources shows that maximum temperatures at all of the systems are below boiling.

    We report photometric observations for comet C/2012 S1 (ISON) obtained during the time period immediately after discovery (r = 6.28 AU) until it moved into solar conjunction in mid-2013 June using the UH2.2 m, and Gemini North 8 m telescopes on Mauna Kea, the Lowell 1.8 m in Flagstaff, the Calar Alto 1.2 m telescope in Spain, the VYSOS-5 telescopes on Mauna Loa Hawaii and data from the CARA network. Additional pre-discovery data from the Pan STARRS1 survey extends the light curve back to 2011 September 30 (r = 9.4 AU). The images showed a similar tail morphology due to small micron sized particles throughout 2013. Observations at submillimeter wavelengths using the James Clerk Maxwell Telescope on 15 nights between 2013 March 9 (r = 4.52 AU) and June 16 (r = 3.35 AU) were used to search for CO and HCN rotation lines. No gas was detected, with upper limits for CO ranging between 3.5-4.5 10{sup 27} molecules s{sup 1}. Combined with published water production rate estimates we have generated ice sublimation models consistent with the photometric light curve. The inbound light curve is likely controlled by sublimation of CO{sub 2}. At these distances water is not a strong contributor to the outgassing. We also infer that there was a long slow outburst of activity beginning in late 2011 peaking in mid-2013 January (r ? 5 AU) at which point the activity decreased again through 2013 June. We suggest that this outburst was driven by CO injecting large water ice grains into the coma. Observations as the comet came out of solar conjunction seem to confirm our models.

    Seasonal results from a study which evaluated the effects of sulfur oxides (SO/sub x/) emitted from 11 copper smelters on atmospheric visibility in 14 national parks and wilderness areas are presented. In addition two alternative strategies for controlling SO/sub x/ are compared. They are supplementary control systems (SCS) and continuous emission controls (CEC). The objective of each strategy is not to improve visibility but is to meet the National Ambient Air Quality Standards for sulfur dioxide (SO/sub 2/). SCS is a strategy that has been used by almost all of the 11 copper smelters. It reduces SO/sub x/ emissions during adverse meteorological conditions through production curtailment. SCS has not been successful at eliminating NAAQS violations. The emissions used for the SCS control alternative are based upon actual copper smelter SO/sub x/ emissions and operating conditions during 1979. The year 1979 was selected because it is fairly representative of production levels, though highly variable, from 1965 to 1978 and copper smelter SO/sub x/ emissions during the latter half of the 1970s. In more recent years, the copper industry has been economically depressed and copper smelter production and SO/sub x/ emissions have been lower. The southwestern states are implementing the CEC strategy to control SO/sub x/ emissions from copper smelters as part of their state implementation plans. For production levels typical of 1979, the CEC regulations would require about a two-thirds reduction in SO/sub x/ emissions from that allowed under SCS. The study estimates the effect of this reduction upon the improvement of visibility in southwestern national parks and wilderness areas.

The results of the wind energy assessments for each state are assembled into an overview and summary of the various features of the regional wind energy resource. An introduction and outline to the descriptions of the wind resource given for each state are given. Assessments for individual states are presented as separate chapters. The state wind energy resources are described in greater detail than is the regional wind energy resource, and features of selected stations are discussed.

    The main objective of this project was to continue research to develop carbon cycle relationships related to the land biosphere based on remote measurements of atmospheric CO2 concentration and its isotopic ratios 13C/12C, 18O/16O, and 14C/12C. The project continued time-series observations of atmospheric carbon dioxide and isotopic composition begun by Charles D. Keeling at remote sites, including Mauna Loa, the South Pole, and eight other sites. Using models of varying complexity, the concentration and isotopic measurements were used to study long-term change in the interhemispheric gradients in CO2 and 13C/12C to assess the magnitude and evolution of the northern terrestrial carbon sink, to study the increase in amplitude of the seasonal cycle of CO2, to use isotopic data to refine constraints on large scale changes in isotopic fractionation which may be related to changes in stomatal conductance, and to motivate improvements in terrestrial carbon cycle models. The original proposal called for a continuation of the new time series of 14C measurements but subsequent descoping to meet budgetary constraints required termination of measurements in 2007.

  17. Communal spaces: aggregation and integration in the Mogollon Region of the United States Southwest

    Aggregation and integration are processes that occur in human societies throughout the globe. An informative example of population aggregation and social integration can be observed in the North American desert borderlands from A.D. 250 to 1450 in the area known as the Mogollon region. In fact, Mogollon communities oscillated from smaller social groups into larger ones and dispersed into smaller groups only to form larger ones again. For this reason, examining the groups of people living in the Mogollon region provides a magnified view of social change over a substantial period. Understanding patterns of aggregation and integration provides researchers with the promise for research into the nature of these phenomena. In general, the Mogollon region is characterized by limited water supplies and low average annual precipitation. However, pockets of the Mogollon area, including the Mimbres valley and the Gila River valley, represent oases, where permanent rivers and their associated tributaries allowed for the pursuit of agricultural endeavors and access to a wide variety of wild plant and animal resources. The areas with these kinds of potential became population centers for previously dispersed groups of people living in the region. These people exploited natural resources and practiced agriculture in areas surrounding their communities. Over time, more organized aggregated and socially integrated communities were established throughout the region. Using ancient Mogollon communal architecture, commonly called kivas, this study examines issues of, and evidence for, population aggregation and social integration.

  18. Substantial Contribution of Anthropogenic Air Pollution to Catastrophic Floods in Southwest China

    Extreme events such as heat waves, floods, and droughts, have become more frequent since the 1950s1-2. This is likely caused through changes in greenhouse gases and aerosols that perturb the radiative balance and alter cloud processes3-8. On 8-9 July, 2013 a catastrophic flood devastated several metropolitan areas at the foothills of the Sichuan Basin. Using a high-resolution coupled atmosphere-chemistry model, we show that this disaster was not entirely natural. Ensemble simulations robustly show that the severe anthropogenic pollution in the Sichuan Basin significantly enhanced rainfall intensity over the mountainous area northwest of the basin. The heavy air pollution (mainly black carbon) absorbs solar radiation in the lower atmosphere at the expense of surface cooling, which stabilizes the atmosphere and suppresses convection and precipitation over the basin. The enhanced moisture and moist static energy over the basin are then transported by the prevailing winds towards the mountains during daytime. As the excessive moist air that reaches the foothills at night is orographically lifted, very strong convection develops and produces extremely heavy precipitation. Reducing black carbon (BC) emissions in the basin can effectively mitigate the extreme precipitation in the mountains. Unfortunately, BC emissions have been increasing in many developing countries including China9, making them more vulnerable to enhanced disasters as reported here.

    In New Zealand, 5 new licenses were granted in offshore Taranaki and 4 licenses were relinquished in other parts of the country. Seismic survey activity increased, partly due to a dense survey over Maui field. Sniffer surveys were used for the first time in New Zealand in 5 licensees. Onshore seismic totaled 717 line-km, and offshore seismic totaled 3693 line-km. Drilling continued at a high level for New Zealand with 12 onshore and 5 offshore wells totaling 57,147 m. Two gas and condensate discoveries, Tariki-1A and Ahuroa-2A, were made in the overthrust play of eastern Taranaki, and a gas and condensate (possible oil) discovery was made off the south Taranaki coast at Kupe South-1. Total petroleum production increased to 4546 million m/sup 3/ of gas, 1208 thousand m/sup 3/ of condensate, 186.7 thousand m/sup 3/ of LPG, and 501 thousand m/sup 3/ of oil. Early depletion of the D-sand reservoir in Maui-A field led Shell BP Todd to shoot 1598 km of seismic over the field and to drill 3 appraisal wells. Tonga has released a new license map with 119 blocks offered. Significant changes in legislation include increased royalties, a reduction of exploration license duration to 11 years (but 25 years for development of a discovery), and replacement of expenditure commitments by license work programs. In Papua New Guinea, Iagifu-2X discovery was confirmed with the drilling of Iagifu-3X, which established 4 oil pay zones in the field. The Papuan foldbelt is now considered a very attractive oil province, and most of the basin is under license. 4 figures, 6 tables.

    Exploration in New Zealand in 1979 reached one of the lowest levels recorded. Offshore, there was no drilling or seismic work, and the remaining concession area amounts to a mere 9088 sq km. Onland concession areas, all owned by the government company Petrocorp, are 14,771.4 sq km; 2 important areas were relinquished and others were enlarged. One rig was drilling throughout the year, totaling 6230 m. Seismic surveys amounted to 7 party-months and 554.55 km, which is 66% of 1978. Platform A of the Maui field started production in June. Despite this, the combined production of the Kapuni and Maui fields decreased to 61.5% for gas and 64.3% for condensate - or 1,307.464 x 10/sup 6/ cu m of gas and 476,893 cu m of condensate. LPG was obtained at some higher rates, that is, 19,577.93 cu m or 128.8% of last year's production, and natural gasoline at 8,591.61 cu m or 102.1%. In Tonga, last year's unsuccessful drilling of 3 dry holes was followed by marine seismic surveys north and east of Tongatapu Island. In Fiji, offshore seismic surveys of 6000 line-km were completed, as well as geochemical surveys looking for sea-bottom anomalies. With the farm-in of Chevron Overseas Inc., drilling is planned for at least 2 offshore wells early in 1980. In the New Hebrides, draft legislation is now underway for a petroleum act. Also, in the Solomon Islands, draft legislation was put before parliament near year end, and final arrangements are to be completed in 1980. In Papua New Guinea no seismic or geologic field surveys were conducted. No drilling was undertaken, but access and site preparations were carried out for Kiunga 1 well to be drilled by Niugini Gulf Oil Pty. Ltd. early in 1980. Minor concession changes have been made.

    In New Zealand, a moratorium on petroleum exploration licensing was in effect throughout 1985. Seismic surveying activity was greatly reduced, with 960 km shot offshore and 780 km shot onshore. Drilling continued at a high rate, with 25 wells drilled, 5 offshore and 20 onshore. Total meterage exceeded 41,000 m. Although there were good indications of hydrocarbons, no major discoveries were made. At the end of 1985, the government lifted the licensing moratorium with the announcement of an offer of 50 blocks in the offshore Taranaki basin. Total petroleum production figures for New Zealand were 3802 million m/sup 3/ of gas, 1095 thousand m/sup 3/ of condensate, and 452 thousand m/sup 3/ of oil. The entire production is from fields in the Taranaki basin. In 1985, production of synthetic gasoline began at the Motunui synfuels plant using Maui and Kapuni gas and condensate as feedstock. Tonga introduced new petroleum legislation and is offering license blocks for exploration. No activity was reported from Fiji, Vanuatu, and Solomon Islands. License holdings in Papua New Guinea increased 78.3% to 16 petroleum prospecting licenses with a total of 1894 blocks. Seismic surveys amounts to 1500 km on land and 500 km offshore in 1985, after virtually no seismic in 1984. Drilling was up 23.9%. 3 figures, 6 tables.

    New Zealand has experienced a strong increase in exploration activity. Offshore license holdings are up to 164,015 km/sup 2/, an increase of 53%. Onshore licences are 20,467 km/sup 2/, an increase of 77%. Four offshore wells were drilled to a total depth of 13,690 m; they were all dry. Onshore drilling amounted to 8548 m and was concentrated around last year's oil discovery of McKee-2A. Onland seismic surveys covered 484 line-km, while marine seismic work amounted to 6561 km. Because of increased re-injection of gas in the Kapuni field, the saleable production slightly went down, but condensate production rose by nearly 50,000 m/sup 3/; 21% more than last year. With the strongly increased output from the offshore Maui field, total gas production for sale was 1286 x 10/sup 6/ m/sup 3/, up 20.2%, while the total production of condensate was 550,101 m/sup 3/, up 31.3%. LPG production rose to 41,179 m/sup 3/, up 50.8%. In Papua New Guinea, the total concession areas increased to 72,600 km/sup 2/. Oil companies recorded 550 km of seismic lines onshore, and 1716 km offshore; aeromagnetic surveys covered 9779 line-km. Outside concession areas, CCOP/SOPAC conducted single-channel seismic surveys in the New Ireland basin between Bougainville and Manus Island, for a total length of 4964 km. Interpretation of these surveys has been completed and prepared for publication. An appraisal well, Barikewa-2, was spudded shortly before year-end; initial reserve estimates for this large anticline had run as high as 10 tcf of gas in place. Drilling depth will be about 2120 m.     In New Zealand, 14 new licenses were granted: 6 in the East Coast region, 6 offshore Taranaki, and 2 in the South Island. Two licenses were relinquished, and the onshore Taranaki license held by petrocorp expired. Onshore seismic activity totaled 525 km; offshore seismic activity totaled 3,221 km (reconnaissance seismic surveys by TCPL accounted for much of the offshore activity). Drilling decreased slightly, with 18 wells drilled (13 onshore and 5 offshore) total 55,203 m. The drilling of Kora-1 on a volcanic structure in the North Taranaki basin has led to speculation about a possible oil discovery. Total petroleum production remained steady at 4,360 million m/sup 3/ of gas, 1,127 thousand m/sup 3/ of condensate, 190 thousand m/sup 3/ of LPG, and 509 thousand m/sup 3/ of oil. In Papua New Guinea, further discoveries in the overthrust belt of the Papuan basin have confirmed the highly prospective nature of this area. A major gas and condensate field with 4 pay zones was established in the Hides structure east of Juha field, and early in 1988 gas, condensate, and oil were found in the Hedinia structure south of the Iagifu oil field discovered in 1986. Total drilling amounted to 15,725.55 m during 1987. Seismic surveys covered 858 km onshore and 4,747 km offshore. There are 36 active Petroleum Prospecting Licenses: 32 in the Papuan basin and 4 in the North New Guinea basin. No new developments were reported in Solomon Islands, Tonga, and Vanuatu. 2 figs., 6 tabs.

The combined McKee and Pouri fields, which came on line in November, are producing oil at about 5,200 b/d (830 m/sup 3//day). All licenses in Tonga have been relinquished, and all company data are on open file. New petroleum legislation will be in force in 1985. Fiji had no exploration activities. Three license blocks have been renewed at reduced acreage. Vanuatu and the Solomon Islands are still awaiting legislation for petroleum exploration. A second stage of a CCOP/SOPAC-sponsored tripartite project (S. P. Lee cruise) was carried out in both countries, and also in Tonga and the New Ireland basin of Papua New Guinea. On the mainland of Papua New Guinea, 5 wells were drilled to a combined depth of 10,158 m (up 10.9%). All were dry. Concession areas comprise 11 Petroleum Prospecting Licences with a total of 1,062 blocks (at 5-min graticules).

    New Zealand had an increase in exploration activity, particularly drilling. 30,876 m were drilled onshore (up 62%) and 14,034 m offshore. Concession holdings slightly increased offshore (to 230,665 km), but dropped to nearly half onshore (to 34,353 km). Seismic surveys decreased to 477.5 line-km onshore and 1128 km offshore, down 56% and 93%, respectively. Oil, gas, and condensate were found in several wells on small structures close to the recently discovered McKee field. Regular production from McKee began in April 1984, at an initial rate of 1000 BOPD. Production from Kapuni and Maui fields combined was 2,381.313 x 10/sup 6/ m/sup 3/ of gas (up 9.4%) and 845,286 m/sup 3/ of condensate (down 2.3%). Construction of a 1200-MT/day methanol plant, which uses natural gas from these fields, was completed. No exploration was carried out in Tonga, Fiji, Vanuatu, and the Solomon Islands. In Fiji, all prospecting licenses expired, but renewal terms on areas reduced by 50% were agreed on in principle. Papua New Guinea had 4 wells drilled to a combined depth of 9158 m (up 23.2%). The Juha-2X appraisal well confirmed the discovery of gas and condensate in the Juha anticline. In the Gulf of Papua, the offshore appraisal well, Pasca-A3, blew out and was abandoned. The total area of petroleum prospecting licenses slightly increased to 74,715 km. 4 figures, 5 tables.

  8. Site selection and licensing issues: Southwest Compact low-level radioactive waste disposal site

    The low-level radioactive waste disposal site in California is being selected through a three-phase program. Phase 1 is a systematic statewide, regional, and local screening study. This program was conducted during 1986 and 1987, and culminated in the selection of three candidate sites fur further study. The candidate sites are identified as the Panamint, Silurian, and Ward Valley sites. Phase 2 comprises site characterization and environmental and socio-economic impact study activities at the three candidate sites. Based upon the site characterization studies, the candidate sites are ranked according to the desirability and conformance with regulatory requirements. Phase 3 comprises preparation of a license application for the selected candidate site. The license application will include a detailed characterization of the site, detailed design and operations plans for the proposed facility, and assessments of potential impacts of the site upon the environment and the local communities. Five types of siting criteria were developed to govern the site selection process. These types are: technical suitability exclusionary criteria, high-avoidance criteria beyond technical suitability requirements, discretionary criteria, public acceptance, and schedule requirements of the LLWR Policy Act Amendments. This paper discusses the application of the hydrological and geotechnical criteria during the siting and licensing studies in California. These criteria address site location and performance, and the degree to which present and future site behavior can be predicted. Primary regulatory requirements governing the suitability of a site are that the site must be hydrologically and geologically simple enough for the confident prediction of future behavior, and that the site must be stable enough that frequent or intensive maintenance of the closed site will not be required. This paper addresses the methods to measure site suitability at each stage of the process, methods to gather data to address the criteria, and tradeoffs necessary to locate sites which conform to sometimes inconsistent requirements.

  9. Financial Analysis of Incentive Mechanisms to Promote Energy Efficiency: Case Study of a Prototypical Southwest Utility

    Many state regulatory commissions and policymakers want utilities to aggressively pursue energy efficiency as a strategy to mitigate demand and energy growth, diversify the resource mix, and provide an alternative to building new, costly generation. However, as the National Action Plan for Energy Efficiency (NAPEE 2007) points out, many utilities continue to shy away from aggressively expanding their energy efficiency efforts when their shareholder's fundamental financial interests are placed at risk by doing so. Thus, there is increased interest in developing effective ratemaking and policy approaches that address utility disincentives to pursue energy efficiency or lack of incentives for more aggressive energy efficiency efforts. New regulatory initiatives to promote increased utility energy efficiency efforts also affect the interests of consumers. Ratepayers and their advocates are concerned with issues of fairness, impacts on rates, and total consumer costs. From the perspective of energy efficiency advocates, the quid pro quo for utility shareholder incentives is the obligation to acquire all, or nearly all, achievable cost-effective energy efficiency. A key issue for state regulators and policymakers is how to maximize the cost-effective energy efficiency savings attained while achieving an equitable sharing of benefits, costs and risks among the various stakeholders. In this study, we modeled a prototypical vertically-integrated electric investor-owned utility in the southwestern US that is considering implementing several energy efficiency portfolios. We analyze the impact of these energy efficiency portfolios on utility shareholders and ratepayers as well as the incremental effect on each party when lost fixed cost recovery and/or utility shareholder incentive mechanisms are implemented. A primary goal of our quantitative modeling is to provide regulators and policymakers with an analytic framework and tools that assess the financial impacts of alternative incentive approaches on utility shareholders and customers if energy efficiency is implemented under various utility operating, cost, and supply conditions.We used and adapted a spreadsheet-based financial model (the Benefits Calculator) which was developed originally as a tool to support the National Action Plan for Energy Efficiency (NAPEE). The major steps in our analysis are displayed graphically in Figure ES- 1. Two main inputs are required: (1) characterization of the utility which includes its initial financial and physical market position, a forecast of the utility?s future sales, peak demand, and resource strategy to meet projected growth; and (2) characterization of the Demand-Side Resource (DSR) portfolio ? projected electricity and demand savings, costs and economic lifetime of a portfolio of energy efficiency (and/or demand response) programs that the utility is planning or considering implementing during the analysis period. The Benefits Calculator also estimates total resource costs and benefits of the DSR portfolio using a forecast of avoided capacity and energy costs. The Benefits Calculator then uses inputs provided in the Utility Characterization to produce a ?business-as usual? base case as well as alternative scenarios that include energy efficiency resources, including the corresponding utility financial budgets required in each case. If a decoupling and/or a shareholder incentive mechanism are instituted, the Benefits Calculator model readjusts the utility?s revenue requirement and retail rates accordingly. Finally, for each scenario, the Benefits Calculator produces several metrics that provides insights on how energy efficiency resources, decoupling and/or a shareholder incentive mechanism impacts utility shareholders (e.g. overall earnings, return on equity), ratepayers (e.g., average customer bills and rates) and society (e.g. net resource benefits).

  12. Prediction of long-term erosion from landfill covers in the southwest

    Erosion is a primary stressor of landfill covers, especially for climates with high intensity storms and low native plant density. Rills and gullies formed by discrete events can damage barrier layers and induce failure. Geomorphologic, empirical and physical modeling procedures are available to provide estimates of surface erosion, but numerical modeling requires accurate representation of the severe rainfall events that generate erosion. The National Weather Service precipitation frequency data and estimates of 5, 10, 15, 30 and 60-minute intensity can be statistically combined in a numerical model to obtain long-term erosion estimates. Physically based numerical models using the KINEROS and AHYMO programs have been utilized to predict the erosion from a southwestern landfill or waste containment site with 0.03, 0.05 and 0.08 meter per meter surface slopes. Results of AHYMO modeling were within 15 percent of average annual values computed with the empirical Universal Soil Loss Equation. However, the estimation of rill and gully formation that primarily degrades cover systems requires quantifying single events. For Southwestern conditions, a single 10-year storm can produce erosion quantifies equal to three times the average annual erosion and a 100-year storm can produce five times the average annual erosion.

  13. PLUTONIUM UPTAKE AND BEHAVIOR IN PLANTS OF THE DESERT SOUTHWEST: A PRELIMINARY ASSESSMENT

    Eight species of desert vegetation and associated soils were collected from the Nevada National Security Site (N2S2) and analyzed for 238Pu and 239+240Pu concentrations. Amongst the plant species sampled were: atmospheric elemental accumulators (moss and lichen), the very slow growing, long-lived creosote bush and the rapidly growing, short-lived cheatgrass brome. The diversity of growth strategies provided insight into the geochemical behavior and bio-availability of Pu at the N2S2. The highest concentrations of Pu were measured in the onion moss (24.27 Bq kg-1 238Pu and 52.78 Bq kg-1 239+240Pu) followed by the rimmed navel lichen (8.18 Bq kg-1 and 18.4 Bq kg-1 respectively), pointing to the importance of eolian transport of Pu. Brome and desert globemallow accumulated between 3 and 9 times higher concentrations of Pu than creosote and sage brush species. These results support the importance of species specific elemental accumulation strategies rather than exposure duration as the dominant variable influencing Pu concentrations in these plants. Total vegetation elemental concentrations of Ce, Fe, Al, Sm and others were also analyzed. Strong correlations were observed between Fe and Pu. This supports the conclusion that Pu was accumulated as a consequence of the active accumulation of Fe and other plant required nutrients. Cerium and Pu are considered to be chemical analogs. Strong correlations observed in plants support the conclusion that these elements displayed similar geochemical behavior in the environment as it related to the biochemical uptake process of vegetation. Soils were also sampled in association with vegetation samples. This allowed for the calculation of a concentration ratio (CR). The CR values for Pu in plants were highly influenced by the heterogeneity of Pu distribution among sites. Results from the naturally occurring elements of concern were more evenly distributed between sample sites. This allowed for the development of a pattern of plant species that accumulated Ce, Sm, Fe and Al. The highest accumulators of these elements were onion moss, lichen flowed by brome. The lowest accumulators were creosote bush and fourwing saltbush. This ranked order corresponds to plant accumulations of Pu.

    Anastamosing, low gradient distributary channels produce {approx}30 gravity, paraffinic oils from the Middle Member of the lacustrine Eocene Green River Formation in the south-central portion of the Uinta Basin. This localized depocenter was situated along the fluctuating southern shoreline of Lake Uinta, where complex deposits of marginal-lacustrine to lower delta plain accumulations are especially characteristic. The Middle Member contains several fining-upward parasequences that can be recognized in outcrop, core, and downhole logs. Each parasequence is about 60 to 120 feet thick and consists of strata deposited during multiple lake level fluctuations that approach 30 to 35 feet in individual thickness. Such parasequences represent 300,000-year cycles based on limited absolute age dating. The subaerial to subaqueous channels commonly possess an erosional base and exhibit a fining upward character. Accordingly, bedding features commonly range from large-scale trough and planar cross bedding or lamination at the base, to a nonreservoir, climbing ripple assemblage near the uppermost reservoir boundary. The best reservoir quality occurs within the laminated to cross-stratified portions, and the climbing ripple phase usually possesses more deleterious micas and/or detrital clays. Diagenesis also exerts a major control on reservoir quality. Certain sandstones were cemented by an early, iron-poor calcite cement, which can be subsequently leached. Secondary intergranular porosity (up to 20%) is largely responsible for the 10 -100 millidarcy rock, which represents petrophysical objectives for both primary and secondary production. Otherwise, intense compaction, silicic and iron-rich carbonate cements, and authigenic clays serve to reduce reservoir quality to marginal economic levels.

    Reservoir simulations of different fields in the Green River Formation are reported. Most extensive simulations were performed on the Monument Butte Northeast unit. Log data were used to construct detailed geostatistical models, which were upscaled to obtain reasonable number of grid blocks for reservoir simulation. Porosities, permeabilities, and water saturations required for reservoir simulation were thus generated. Comparison of the production results with the field data revealed that there was a phenomenological deficiency in the model. This was addressed by incorporating hydraulic fractures into the models. With this change, much better agreement between simulation results and field data was obtained. Two other fields, Brundage Canyon and Uteland Butte, were simulated in primary production. Only preliminary simulations were undertaken since a number of critical data elements were missing and could not be obtained from the operators. These studies revealed that the production performance of the Brundage Canyon field is much better than what can be predicted from simulations of a typical non-fractured, undersaturated reservoir. Uteland Butte field performance was that of a typical undersaturated reservoir.

    The strength of feedbacks between a changing climate and future CO2 concentrations are uncertain and difficult to predict using Earth System Models (ESMs). We analyzed emission-driven simulations--in which atmospheric CO2 levels were computed prognostically--for historical (1850-2005) and future periods (RCP 8.5 for 2006-2100) produced by 15 ESMs for the Fifth Phase of the Coupled Model Intercomparison Project (CMIP5). Comparison of ESM prognostic atmospheric CO2 over the historical period with observations indicated that ESMs, on average, had a small positive bias in predictions of contemporary atmospheric CO2. Weak ocean carbon uptake in many ESMs contributed to this bias, based on comparisons with observations of ocean and atmospheric anthropogenic carbon inventories. We found a significant linear relationship between contemporary atmospheric CO2 biases and future CO2 levels for the multi-model ensemble. We used this relationship to create a contemporary CO2 tuned model (CCTM) estimate of the atmospheric CO2 trajectory for the 21st century. The CCTM yielded CO2 estimates of 600 {plus minus} 14 ppm at 2060 and 947 {plus minus} 35 ppm at 2100, which were 21 ppm and 32 ppm below the multi-model mean during these two time periods. Using this emergent constraint approach, the likely ranges of future atmospheric CO2, CO2-induced radiative forcing, and CO2-induced temperature increases for the RCP 8.5 scenario were considerably narrowed compared to estimates from the full ESM ensemble. Our analysis provided evidence that much of the model-to-model variation in projected CO2 during the 21st century was tied to biases that existed during the observational era, and that model differences in the representation of concentration-carbon feedbacks and other slowly changing carbon cycle processes appear to be the primary driver of this variability.     The chinook salmon (Oncorhynchus tshawytscha) is a valuable sport and commercial fish species and accounted for over 69% of the salmon caught off the California coast from 1971 through 1983. Chinook salmon runs in the Sacramento River, the major producer of chinook salmon in California, are devided into fall, late fall, winter, and spring runs. Other coatal rivers have fall and spring runs of chinook or only a fall run. After hatching, the sac-fry live in the gravel for a month or longer before they emerge as fry. Some fry migrate immediately to saltwater, other remain 2 to 12 months in freshwater before migrating. They remain in the ocean from 1 to 7 years; most females mature and return to freshwater to spawn after 2 to 4 years at sea. Some males return to spawn after only 1 year in the ocean, but most return after 2 to 4 years. All chinook salmon die after they reenter freshwater, whether they spawn or not.

    Greenhouse theory suggests global climatic variation will exceed the historical records as the lower atmosphere warms in response to a rise in the concentrations of carbon dioxide, methane, and other gases. The sharp contrast between the large predicted future change and the small climatic changes recorded during the last century indicates that this later period may offer an insufficient basis for appreciating the projected future climate and vegetation changes. Examination of larger-than-historic climatic changes that have occurred in the past (such as those in the Dolores River region) provide a context for evaluating possible future changes and their implications for environmental restoration and land use planning. The zenith of Anasazi Pueblo Indian occupation in the northern Colorado Plateau region coincides with the Little Climatic Optimum (AD 900-1300), and its demise coincides with the Little Ice Age (AD 1250-1300 to AD 1850-1890). Pollen and tree-ring derived indexes of winter and summerprecipitation and growing season length were developed for the La Plata Mountains region of southwestern Colorado. The results show during the height of the Little Climatic Optimum (AD 1000-1100) the region was characterized by a relatively long growing season and by a potential dry farming zone or elevational belt twice as wide as present and supporting Anasazi upland dry farming down to at least 1600 m, an elevation impossible to dry farm today. Between AD 1100 and 1300 the potential dry-farm belt narrowed and finally disappeared with the onset of a period of markedly colder and drier conditions than current. When the Little Ice Age ended in the mid-1800s, another group of farmers (modern Anglos) were able to dry farm. If previous conditions were to return in the near future due to the effects of greenhouse warming, such conditions would be very beneficial to dry farmers.

Eleven Smackover fields in Alabama have been unitized. Three fields were unitized specifically to allow the drilling of a strategically placed well to recover uncontacted oil. Two fields in Alabama are undergoing waterflood projects. Five fields are undergoing gas-injection programs to increase the ultimate recovery of hydrocarbons. Silas and Choctaw Ridge fields were unitized but no enhanced-recovery operations have been implemented.

    New Zealand experienced a marked increase in activity. Concession holdings went up 205% onshore to 62,429 km/sup 2/, and 31% offshore to 215,439 km/sup 2/. Seismic coverage more than doubled both onshore and offshore, to 1,075 and 15,321 line-km, respectively. Several new targets have been delineated offshore, and 2 drillships are scheduled to arrive in the country and start drilling during 1983. Onshore, the total depth drilled more than doubled to 18,993 m. Drilling was concentrated in the recently discovered McKee field, where 2 additional oil producers were completed, and on 3 other structures nearby, where 1 well tested gas and condensate. Production of gas and condensate from the Kapuni and Maui fields combined was 2,177.122 X 10/sup 6/ m/sup 3/ (up 69.3%) and 865,454 m/sup 3/ (up 57.3%), respectively. Expansion of the only refinery in New Zealand and the realization of large petrochemical projects using natural gas are well under way. These projects include an ammonia-urea plant, which was completed by year end, a methanol plant, and a methanol-to-synthetic petrol plant now under construction.

    AMEC was contacted by a company that managed commercial office space in 2010. High Rn- 222 measurements had been observed throughout the facility and the landlord had been advised to commission a radiological survey of the site. The site had been purchased by the client in the 1990's. Initial desk studies found that the building had operated for around 50 years as a compass factory. Non-intrusive investigation identified widespread Ra-226 contamination. Ra-226 was found in the fabric of the building, in attic spaces, buried under floor boards and underlying car parks. Intrusive investigation was undertaken to estimate volume(s) of waste, waste categories, activity concentrations and the total inventory of radioactive materials on site. This work identified the presence of 180 GBq of Ra-226 on site. A programme of work is currently underway to remediate the site tackling areas posing the greatest risk to site occupants as a priority. We have worked closely with Regulators, our client, and tenants, to decontaminate the fabric of the building whilst areas of the building remain occupied. The radiological risk, from irradiation, ingestion and inhalation (of Ra-226 and Rn- 222) has been assessed before, during and after intervention to minimise the risks to site occupants. Tenants were moved from areas of unacceptable radiological risk to areas unaffected by the presence of radioactive materials. Rn-222 mitigation measures were installed during the remedial operations to minimise the hazard from Rn-222 that was liberated as a result of decontamination activities. Decontamination techniques were required to be sympathetic to the building as the ageing structure was in danger of collapse during several phases of work. The first phase of remediation is now complete and the decontaminated building is being returned for use as office space. The radiological risks have been significantly reduced and, in areas where decontamination was not possible (e.g. due to concerns over the structural integrity of the building), mitigation measures have been installed. Collection of data at a series of hydrographic stations along longitude 170{degrees} W during austral autumn of 1990 was designed to enhance understanding of the increase in the column burden of chlorofluorocarbons and carbon dioxide in the thermocline waters since the last expedition in 1984. This document presents the procedures and methods used to obtain total carbon dioxide (TCO{sub 2}), hydrographic, and nitrate data during the NOAA/PMEL research vessel (R/V) Malcolm Baldrige CGC-90 Cruise. Data were collected along two legs; sampling for Leg 1 began along 170{degrees} W from 15{degrees} S to 60{degrees} S, then angled northwest toward New Zealand across the Western Boundary Current. Leg 2 included a reoccupation of some stations between 30{degrees} S and 15{degrees} S on 170{degrees} W and measurements from 15{degrees} S to 5{degrees} N along 170{degrees} W. The following data report summarizes the TCO{sub 2}, salinity, temperature, and nitrate measurements from 63 stations. The TCO, concentration in seawater samples was measured using a coulometric/extraction system (Models 5011 and 5030, respectively) originated by Ken Johnson. The NOAA/PMEL R/V Malcolm Baldrige CGC-90 Cruise data set is available without charge as a numeric data package (NDP) from the Carbon Dioxide Information Analysis Center. The NDP consists of two oceanographic data files, two FORTRAN 77 data retrieval routine files, a {open_quotes}readme{close_quotes} file, and this printed documentation, which describes the contents and format of all files as well as the procedures and methods used to obtain the data.

    The current impact of Salt Cedar on the riparian areas of the southwestern US are recognized as being negative. If atmospheric levels of CO{sub 2} continue to rise--as seems likely--the results of this study indicate that the Salt Cedar--Cottonwood competitive interaction maybe moved further in the direction of favoring Salt Cedar. Further study confirming these results and elucidating the basis for competitive resource use by Salt Cedar and other riparian species would be prudent.

    Under this project, a multidisciplinary team of researchers at the University of Wyoming combined state-of-the-art experimental studies, numerical pore- and reservoir-scale modeling, and high performance computing to investigate trapping mechanisms relevant to geologic storage of mixed scCO{sub 2} in deep saline aquifers. The research included investigations in three fundamental areas: (i) the experimental determination of two-­‐phase flow relative permeability functions, relative permeability hysteresis, and residual trapping under reservoir conditions for mixed scCO{sub 2}-­‐brine systems; (ii) improved understanding of permanent trapping mechanisms; (iii) scientifically correct, fine grid numerical simulations of CO{sub 2} storage in deep saline aquifers taking into account the underlying rock heterogeneity. The specific activities included: (1) Measurement of reservoir-­‐conditions drainage and imbibition relative permeabilities, irreducible brine and residual mixed scCO{sub 2} saturations, and relative permeability scanning curves (hysteresis) in rock samples from RSU; (2) Characterization of wettability through measurements of contact angles and interfacial tensions under reservoir conditions; (3) Development of physically-­‐based dynamic core-­‐scale pore network model; (4) Development of new, improved high-­‐ performance modules for the UW-­‐team simulator to provide new capabilities to the existing model to include hysteresis in the relative permeability functions, geomechanical deformation and an equilibrium calculation (Both pore-­‐ and core-­‐scale models were rigorously validated against well-­‐characterized core-­‐ flooding experiments); and (5) An analysis of long term permanent trapping of mixed scCO{sub 2} through high-­‐resolution numerical experiments and analytical solutions. The analysis takes into account formation heterogeneity, capillary trapping, and relative permeability hysteresis.
