    Wide-field extreme-ultraviolet (EUV) telescopes imaging in spectral bands sensitive to 1 MK plasma on the Sun often observe extended, ray-like coronal structures stretching radially from active regions to distances of 1.5-2 R {sub ?}, which represent the EUV counterparts of white-light streamers. To explain this phenomenon, we investigated the properties of a streamer observed on 2010 October 20 and 21, by the PROBA2/SWAP EUV telescope together with the Hinode/EIS (HOP 165) and the Mauna Loa Mk4 white-light coronagraph. In the SWAP 174 band comprising the Fe IX-Fe XI lines, the streamer was detected to a distance of 2 R {sub ?}. We assume that the EUV emission is dominated by collisional excitation and resonant scattering of monochromatic radiation coming from the underlying corona. Below 1.2 R {sub ?}, the plasma density and temperature were derived from the Hinode/EIS data by a line-ratio method. Plasma conditions in the streamer and in the background corona above 1.2 R {sub ?} from the disk center were determined by forward-modeling the emission that best fit the observational data in both EUV and white light. It was found that the plasma in the streamer above 1.2 R {sub ?} is nearly isothermal, with a temperature of T = 1.43 0.08 MK. The hydrostatic scale-height temperature determined from the evaluated density distribution was significantly higher (1.72 0.08 MK), which suggests the existence of outward plasma flow along the streamer. We conclude that, inside the streamer, collisional excitation provided more than 90% of the observed EUV emission, whereas, in the background corona, the contribution of resonance scattering became comparable with that of collisions at R ? 2 R {sub ?}.

    A significant seismic hazard exists in south Hawaii from large tectonic earthquakes that can reach magnitude 8 and intensity XII. This paper quantifies the hazard by estimating the horizontal peak ground acceleration (PGA) in south Hawaii which occurs with a 90% probability of not being exceeded during exposure times from 10 to 250 years. The largest earthquakes occur beneath active, unbuttressed and mobile flanks of volcanoes in their shield building stage.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    Twenty-five years ago, on November 9, 1965, the electric utility industry - and the nation - experienced the biggest power failure in history. While major power outages did happen before and after this unique event, none of them came even close to the Great Northeast Blackout of 1965 - not in terms of the size of the area or the number of people affected, not in terms of the trauma inflicted on the society at large, and not in terms of its impact on the electric utility industry. With our institution memory - as a society - being as short as it is, many of the lessons that were learned by the industry, by the regulators, and by the nation at large in the wake of the Northeast Blackout have been, by now, mostly forgotten. The 25th anniversary of this event offers a unique opportunity, therefore, to refresh our institutional memory in this regard and, by doing so, bring to bear our past experience to the problems of today. This article has been written with this objective in mind and from the perspective of an individual who experienced firsthand - as an active electric utility industry participant - the Northeast Blackout itself, its aftermath, and the subsequent evolution of the industry to the present day.

    From October 1, 2009 through September 30, 2013 (“contract period”), the Northeast Clean Energy Application Center (“NE-CEAC”) worked in New York and New England (Connecticut, Rhode Island, Vermont, Massachusetts, New Hampshire, and Maine) to create a more robust market for the deployment of clean energy technologies (CETs) including combined heat and power (CHP), district energy systems (DES), and waste heat recovery (WHR) systems through the provision of technical assistance, education and outreach, and strategic market analysis and support for decision-makers. CHP, DES, and WHR can help reduce greenhouse gas emissions, reduce electrical and thermal energy costs, and provide more reliable energy for users throughout the United States. The NE-CEAC’s efforts in the provision of technical assistance, education and outreach, and strategic market analysis and support for decision-makers helped advance the market for CETs in the Northeast thereby helping the region move towards the following outcomes: • Reduction of greenhouse gas emissions and criteria pollutants • Improvements in energy efficiency resulting in lower costs of doing business • Productivity gains in industry and efficiency gains in buildings • Lower regional energy costs • Strengthened energy security • Enhanced consumer choice • Reduced price risks for end-users • Economic development effects keeping more jobs and more income in our regional economy Over the contract period, NE-CEAC provided technical assistance to approximately 56 different potential end-users that were interested in CHP and other CETs for their facility or facilities. Of these 56 potential end-users, five new CHP projects totaling over 60 MW of install capacity became operational during the contract period. The NE-CEAC helped host numerous target market workshops, trainings, and webinars; and NE-CEAC staff delivered presentations at many other workshops and conferences. In total, over 60 different workshops, conferences, webinars, and presentation were hosted or delivered during the contract period. The NE-CEAC also produced publically available educational materials such as CHP project profiles. Finally, the NE-CEAC worked closely with the relevant state agencies involved with CHP development. In New York, the NE-CEAC played an important role in securing and maintaining funding for CHP incentive programs administered by the New York State Energy Research Development Authority. NE-CEAC was also involved in the NYC Mayor's Office DG Collaborative. The NECEAC was also named a strategic resource for the Connecticut Department of Energy and Environmental Protection’s innovative Microgrid Pilot Program.

    In 2012, Superstorm Sandy made landfall in the northeastern United States and caused heavy damage to two refineries and left more than 40 terminals in New York Harbor closed due to water damage and loss of power. This left some New York gas stations without fuel for as long as 30 days. As part of the Obama Administration’s ongoing response to the storm, the Department of Energy created the first federal regional refined product reserve, the Northeast Gasoline Supply Reserve.

    Ten years ago today, large portions of the Midwest and Northeast United States and into Canada went dark. The cascading event, which started shortly after 4:00 PM on August 14, 2003, ended up affecting an estimated 50 million people. For some customers, power was not restored for nearly four days. The Department of Energy and Natural Resources Canada jointly commissioned a task force that examined the underlying causes of the blackout and recommended forty-six actions to enhance the reliability of the North American power system. A number of the recommendations were incorporated into law passed by Congress and enacted in the Energy Policy Act of 2005 and the Energy Infrastructure Security Act of 2007.

    Late Quaternary, post-shield lavas from the Mauna Kea and Kohala volcanoes on the Big Island of Hawaii have been dated using the {sup 40}Ar/{sup 39}Ar and U-Th/He methods. The objective of the study is to compare the recently demonstrated U-Th/He age method, which uses basaltic olivine phenocrysts, with {sup 40}Ar/{sup 39}Ar ages measured on groundmass from the same samples. As a corollary, the age data also increase the precision of the chronology of volcanism on the Big Island. For the U-Th/He ages, U, Th and He concentrations and isotopes were measured to account for U-series disequilibrium and initial He. Single analyses U-Th/He ages for Hamakua lavas from Mauna Kea are 87 {+-} 40 ka to 119 {+-} 23 ka (2{sigma} uncertainties), which are in general equal to or younger than {sup 40}Ar/{sup 39}Ar ages. Basalt from the Polulu sequence on Kohala gives a U-Th/He age of 354 {+-} 54 ka and a {sup 40}Ar/{sup 39}Ar age of 450 {+-} 40 ka. All of the U-Th/He ages, and all but one spurious {sup 40}Ar/{sup 39}Ar ages conform to the previously proposed stratigraphy and published {sup 14}C and K-Ar ages. The ages also compare favorably to U-Th whole rock-olivine ages calculated from {sup 238}U - {sup 230}Th disequilibria. The U-Th/He and {sup 40}Ar/{sup 39}Ar results agree best where there is a relatively large amount of radiogenic {sup 40}Ar (>10%), and where the {sup 40}Ar/{sup 36}Ar intercept calculated from the Ar isochron diagram is close to the atmospheric value. In two cases, it is not clear why U-Th/He and {sup 40}Ar/{sup 39}Ar ages do not agree within uncertainty. U-Th/He and {sup 40}Ar/{sup 39}Ar results diverge the most on a low-K transitional tholeiitic basalt with abundant olivine. For the most alkalic basalts with negligible olivine phenocrysts, U-Th/He ages were unattainable while {sup 40}Ar/{sup 39}Ar results provide good precision even on ages as low as 19 {+-} 4 ka. Hence, the strengths and weaknesses of the U-Th/He and {sup 40}Ar/{sup 39}Ar methods are complimentary for basalts with ages of order 100-500 ka.

    The Northeast Waste Management Enterprise was created in response to Dr. Clyde Frank`s vision of a new partnership between research, industrial, and financial sectors, with the goal of speeding development and use (particularly at U.S. Department of Energy [DOE] facilities) of environmental remediation technologies. It was anticipated that this partnership would also strengthen the international competitiveness of the U.S. environmental industry. Brookhaven National Laboratory`s (BNL) response to Dr. Frank was a proposal to create the Northeast Waste Management Alliance, later renamed the Northeast Waste Management Enterprise (NEWME). Recognizing the need to supplement its own technical expertise with acumen in business, financial management, and venture capital development, BNL joined forces with the Long Island Research Institute (LIRI). Since its inception at the end of FY 1993, NEWME has achieved several significant accomplishments in pursuing its original business and strategic plans. However, its successes have been constrained by a fundamental mismatch between the time scales required for technology commercialization, and the immediate need for available environmental technologies of those involved with ongoing environmental remediations at DOE facilities.

    Ten years ago, when Congress initiated the Regional Biomass Energy Program, biomass fuel use in the Northeast was limited primarily to the forest products industry and residential wood stoves. An enduring form of energy as old as settlement in the region, residential wood-burning now takes its place beside modern biomass combustion systems in schools and other institutions, industrial cogeneration facilities, and utility-scale power plants. Biomass today represents more than 95 percent of all renewable energy consumed in the Northeast: a little more than one-half quadrillion BTUs yearly, or five percent of the region`s total energy demand. Yet given the region`s abundance of overstocked forests, municipal solid waste and processed wood residues, this represents just a fraction of the energy potential the biomass resource has to offer.This report provides an account of the work of the Northeast Regional Biomass Program (NRBP) over it`s first ten years. The NRBP has undertaken projects to promote the use of biomass energy and technologies.

    Funding was provided to Brookhaven National Laboratory in the fourth quarter of FY93 to establish a regional alliance as defined by Dr. Clyde Frank during his visit to BNL on March 7, 1993. In collaboration with the Long Island Research Institute (LIRI), BNL developed a business plan for the Northeast Waste Management Alliance (NEWMA). Concurrently, informal discussions were initiated with representatives of the waste management industry, and meetings were held with local and state regulatory and governmental personnel to obtain their enthusiasm and involvement. A subcontract to LIRI was written to enable it to formalize interactions with companies offering new waste management technologies selected for their dual value to the DOE and local governments in the Northeast. LIRI was founded to develop and coordinate economic growth via introduction of new technologies. As a not-for-profit institution it is in an ideal position to manage the development of NEWMA through ready access to venture capital and strong interactions with the business community, universities, and BNL. Another subcontract was written with a professor at SUNY/Stony Brook to perform an evaluation of new pyrolitic processes, some of which may be appropriate for development by NEWMA. Independent endorsement of the business plan recently by another organization, GETF, with broad knowledge of DOE/EM-50 objectives, provides a further incentive for moving rapidly to implement the NEWMA strategy. This report describes progress made during the last quarter of FY93.

    The Northeast Regional Biomass Program has been in operation for a period of nine years. During this time, state managed programs and technical programs have been conducted covering a wide range of activities primarily aim at the use and applications of wood as a fuel. These activities include: assessments of available biomass resources; surveys to determine what industries, businesses, institutions, and utility companies use wood and wood waste for fuel; and workshops, seminars, and demonstrations to provide technical assistance. In the Northeast, an estimated 6.2 million tons of wood are used in the commercial and industrial sector, where 12.5 million cords are used for residential heating annually. Of this useage, 1504.7 mw of power has been generated from biomass. The use of wood energy products has had substantial employment and income benefits in the region. Although wood and woodwaste have received primary emphasis in the regional program, the use of municipal solid waste has received increased emphasis as an energy source. The energy contribution of biomass will increase as potentia users become more familiar with existing feedstocks, technologies, and applications. The Northeast Regional Biomass Program is designed to support region-specific to overcome near-term barriers to biomass energy use.

    As one of the premier research laboratories operated by the Department of Energy, Brookhaven National Laboratory (BNL) is pursuing an energy research agenda that focuses on renewable energy systems and will help to secure the nation's energy security. A key element of the BNL research is the advancement of grid-connected utility-scale solar photovoltaic (PV) plants, particularly in the northeastern part of the country where BNL is located. While a great deal of information has been generated regarding solar PV systems located in mostly sunny, hot, arid climates of the southwest US, very little data is available to characterize the performance of these systems in the cool, humid, frequently overcast climates experienced in the northeastern portion of the country. Recognizing that there is both a need and a market for solar PV generation in the northeast, BNL is pursuing research that will advance the deployment of this important renewable energy resource. BNL's research will leverage access to unique time-resolved data sets from the 37MWp solar array recently developed on its campus. In addition, BNL is developing a separate 1MWp solar research array on its campus that will allow field testing of new PV system technologies, including solar modules and balance of plant equipment, such as inverters, energy storage devices, and control platforms. These research capabilities will form the cornerstone of the new Northeast Solar Energy Research Center (NSERC) being developed at BNL. In this paper, an overview of BNL's energy research agenda is given, along with a description of the 37MWp solar array and the NSERC.

    The U.S. Department of Energy (DOE) has prepared an Environmental Assessment (EA) (DOE/EA-0976) of the proposed corrective action for the Northeast Site at the Pinellas Plant in Largo, Florida. The Northeast Site contains contaminated groundwater that would be removed, treated, and discharged to the Pinellas County Sewer System. Based on the analyses in the EA, the DOE has determined that the proposed action is not a major Federal action significantly affecting the quality of the human environment, within the meaning of the National Environmental Policy Act of 1969 (NEPA), 42 U.S.C.4321 et.seq. Therefore, the preparation of an environmental impact statement is not required and the DOE is issuing this Finding of No Significant Impact (FONSI).

    This study, for the Northeast Regional Biomass Program (NRBP) of the Coalition of Northeast Governors (CONEG), evaluates the potential for local, state and regional biomass policies to contribute to an overall energy/biomass strategy for the reduction of greenhouse gas releases in the Northeastern United States. Biomass is a conditionally renewable resource that can play a dual role: by reducing emissions of greenhouse gases in meeting our energy needs; and by removing carbon from the atmosphere and sequestering it in standing biomass stocks and long-lived products. In this study we examine the contribution of biomass to the energy system in the Northeast and to the region`s net releases of carbon dioxide and methane, and project these releases over three decades, given a continuation of current trends and policies. We then compare this Reference Case with three alternative scenarios, assuming successively more aggressive efforts to reduce greenhouse gas emissions through strategic implementation of energy efficiency and biomass resources. Finally, we identify and examine policy options for expanding the role of biomass in the region`s energy and greenhouse gas mitigation strategies.

    Atmospheric and dissolved carbonyl sulfide (COS) concentrations were measured on 473 samples during three cruises into the northeast Atlantic Ocean. The cruises took place in April/May 1992, January 1994, and September 1994, covering three seasons. In January 1994, persistent undersaturation of COS in seawater with respect to the atmosphere was observed. This is the first data set to show a strong and persistent undersaturation with the mean saturation ratio (SR) being 46% and the standard deviation 13%. In April 1992. the seawater was slightly supersaturated, with a SR of 126{plus_minus}58%. Only in September 1994, strong supersaturation of 214{plus_minus}86% was observed. The measured air concentrations were relatively uniform, averaging 410{plus_minus}67 pptv in January 1994, 466{plus_minus}42 pptv in April 1992, and 396{plus_minus}18 pptv in September 1994. Sea-to-air fluxes of COS were estimated using three different exchange models. We obtained moderate to low COS emissions in September (19 to 33 nmol m{sup -2} d{sup -1}) and April/May (5 to 10 nmol m{sup -2} d{sup -1}), in contrast to a significant flux from the atmosphere into the ocean in January (-76 to -31 nmol m{sup -2} d{sup -1}). The strong seasonal variation of COS emissions with the possibility of reversed fluxes into the ocean during winter must be considered in future oceanic source estimates. The possible effect of an open ocean winter sink on global marine emissions of COS could be a reduction by some 10-15%. 23 refs., 3 figs., 1 tab.

  16. Crisis prevention centers as confidence building measures: Suggestions for Northeast Asia

    Relationships between countries generally exist somewhere in the grey area between war and peace. Crisis prevention activities are particularly important and should have two goals: stabilizing tense situations that could push countries toward war, and supporting or reinforcing efforts to move countries toward peace. A Crisis Prevention Center (CPC) should facilitate efforts to achieve these goals. Its functions can be grouped into three broad, inter-related categories: establishing and facilitating communication among participating countries; supporting negotiations and consensus-building on regional security issues; and supporting implementation of agreed confidence and security building measures. Technology will play a critical role in a CPC. First, technology is required to establishing communication systems and to provide the means for organizing and analyzing this information. Second, technically-based cooperative monitoring can provide an objective source of information on mutually agreed issues. In addition, technology can be a neutral subject of interaction and collaboration between technical communities from different countries. Establishing a CPC in Northeast Asia does not require the existence of an Asian security regime. Potential first steps for such a CPC should include establishing communication channels and a dedicated communications center in each country, together with an agreement to use the system as a {open_quotes}Hot Line{close_quotes} in bilateral and multilateral emergency situations. A central CPC could also be established as a regional communications hub. The central CPC could coordinate a number of functions aimed at stabilizing regional tensions and supporting confidence building activities, perhaps initially in an unofficial capacity. Specific recommendations for confidence building measures are discussed.

    The Northeast Water Polynya (NEW) off the northeast coast of Greenland was the focus of two cruises aboard the USCGC Polar Sea during the summers of 1992 and 1993. The cruises were supported by the National Science Foundation Arctic Systems Science (ARCSS) program and were part of the Arctic Ocean Science Board`s International Arctic Polynya Program. The Polar Sea cruises were designed as multidisciplinary studies to test hypotheses about the mechanisms of heat, water and carbon flow within and beyond the boundaries of the polynya. Preliminary results of the 1992 study have been described elsewhere. A collection of papers arising from the 1992 cruise have been published in a Special Section of the Journal of Geophysical Research. This data report presents the hydrographic and basic chemical observations made from CTD/Rosette casts during the 1992 cruise. The station positions cruise are plotted in Figure 1. Also included in the report are selected section plots and vertical profiles. A total of 130 CTD casts were made during the cruise, measuring pressure, temperature, conductivity, dissolved oxygen, fluorescence and light transmission. Discrete samples were collected in 10-liter, rosette-mounted, Niskin bottles and analyzed, from most casts, for: salinity, dissolved nutrients, dissolved oxygen, anthropogenic halocarbons (e.g., Freon gases), pigments, particulate organic carbon and nitrogen. Suspended particulate matter was analyzed at selected stations and these data were used to calibrate the CTD-transmissometer. Samples were collected from selected stations and depths for tritium and helium analyses, carbonate chemistry, as well as for measurements of bacterial abundance.

    Fluvial sandstones constitute one of the major clastic petroleum reservoir types in many sedimentary basins around the world. This study is based on the analysis of high-resolution, shallow (seabed to 500 m depth) 3D seismic data which generated three-dimensional (3D) time slices that provide exceptional imaging of the geometry, dimension and temporal and spatial distribution of fluvial channels. The study area is in the northeast of Malay Basin about 280 km to the east of Terengganu offshore. The Malay Basin comprises a thick (> 8 km), rift to post-rift Oligo-Miocene to Pliocene basin-fill. The youngest (Miocene to Pliocene), post-rift succession is dominated by a thick (15 km), cyclic succession of coastal plain and coastal deposits, which accumulated in a humid-tropical climatic setting. This study focuses on the Pleistocene to Recent (500 m thick) succession, which comprises a range of seismic facies analysis of the two-dimensional (2D) seismic sections, mainly reflecting changes in fluvial channel style and river architecture. The succession has been divided into four seismic units (Unit S1-S4), bounded by basin-wide strata surfaces. Two types of boundaries have been identified: 1) a boundary that is defined by a regionally-extensive erosion surface at the base of a prominent incised valley (S3 and S4); 2) a sequence boundary that is defined by more weakly-incised, straight and low-sinuosity channels which is interpreted as low-stand alluvial bypass channel systems (S1 and S2). Each unit displays a predictable vertical change of the channel pattern and scale, with wide low-sinuosity channels at the base passing gradationally upwards into narrow high-sinuosity channels at the top. The wide variation in channel style and size is interpreted to be controlled mainly by the sea-level fluctuations on the widely flat Sunda land Platform.

    The quality and quantity of toxic materials adsorbed onto Asian sand dust (ASD) are different based on dust source regions and passage routes. The aggravating effects of two ASDs (ASD1 and ASD2) transported from the source regions of Inner Mongolia and northeast China on lung eosinophilia were compared to clarify the role of toxic materials in ASD. The ASDs contained different amounts of lipopolysaccharides (LPS) and ?-glucan (ASD1 < ASD2) and SiO{sub 2} (ASD1 > ASD2). CD-1 mice were instilled intratracheally with ASD1, ASD2 and/or ovalbumin (OVA) four times at 2-week intervals. ASD1 and ASD2 enhanced eosinophil recruitment induced by OVA in the submucosa of the airway, with goblet cell proliferation in the bronchial epithelium. ASD1 and ASD2 synergistically increased OVA-induced eosinophil-relevant cytokines interleukin-5 (IL-5), IL-13 (ASD1 < ASD2) and chemokine eotaxin (ASD1 > ASD2) in bronchoalveolar lavage fluid. ASD2 aggravating effects on lung eosinophilia were greater than ASD1. The role of LPS and ?-glucan in ASD2 on the production of pro-inflammatory mediators was assessed using in vitro bone marrow-derived macrophages (BMDMs) from wild type, Toll-like receptor 2-deficient (TLR2 ?/?), TLR4 ?/?, and MyD88 ?/? mice (on Balb/c background). ASD2-stimulated TLR2 ?/? BMDMs enhanced IL-6, IL-12, TNF-?, MCP-1 and MIP-1? secretion compared with ASD2-stimulated TLR4 ?/? BMDMs. Protein expression from ASD2-stimulated MyD88 ?/? BMDM were very low or undetectable. The in vitro results indicate that lung eosinophilia caused by ASD is TLR4 dependent. Therefore, the aggravation of OVA-related lung eosinophilia by ASD may be dependent on toxic substances derived from microbes, such as LPS, rather than SiO{sub 2}. - Highlights: Asian sand dust (ASD) from the deserts of China causes serious respiratory problems. The aggravating effects of two ASDs on lung eosinophilia were compared. The ASDs contained different LPS and ?-glucan (ASD1 < ASD2) and SiO{sub 2} (ASD1 > ASD2). The ASD2 aggravating effects on lung eosinophilia were greater than ASD1. The aggravation of lung eosinophilia may be dependent on LPS in ASD, rather than SiO{sub 2}.

    NA processes such as biodegradation, sorption, dilution dispersion, advection, and possibly sorption and diffusion are occurring in the Northeast and Northwest plumes. However, the overall biological attenuation rate for TCE within the plumes is not sufficiently rapid to utilize as remedial option. The mobility and toxicity of {sup 99}Tc is not being reduced by attenuating processes within the Northwest Plume. The current EPA position is that NA is not a viable remedial approach unless destructive processes are present or processes are active which reduce the toxicity and mobility of a contaminant. Therefore, active remediation of the dissolved phase plumes will be necessary to reduce contaminant concentrations before an NA approach could be justified at PGDP for either plume. Possible treatment methods for the reduction of dissolved phase concentrations within the plumes are pump-and-treat bioaugmentation, biostimulation, or multiple reactive barriers. Another possibility is the use of a regulatory instrument such as an Alternate Concentration Limit (ACL) petition. Biodegradation of TCE is occurring in both plumes and several hypothesis are possible to explain the apparent conflicts with some of the geochemical data. The first hypothesis is active intrinsic bioremediation is negligible or so slow to be nonmeasurable. In this scenario, the D.O., chloride, TCE, and isotopic results are indicative of past microbiological reactions. It is surmised in this scenario, that when the initial TCE release occurred, sufficient energy sources were available for microorganisms to drive aerobic reduction of TCE, but these energy sources were rapidly depleted. The initial degraded TCE has since migrated to downgradient locations. In the second scenario, TCE anaerobic degradation occurs in organic-rich micro-environments within a generally aerobic aquifer. TCE maybe strongly absorbed to organic-rich materials in the aquifer matrix and degraded by local Immunities of microbes, perhaps even under anaerobic conditions. Chloride, generated by degradation in such microenvironment is released rapidly into the water, as is CO{sub 2}, from respiration of the microorganisms. TCE and its organic degradation products are retained on the aquifer matrix by sorption, and released more slowly into the groundwater. In this process, chloride produced from the microbial reaction may become separated in the plume from the residual TCE. This may explain why the chloride isotope ratio and dissolved TCE do not correlate with the DIC isotope ratio. The relationship between the {delta}{sup 37}Cl values of TCE and dissolved inorganic chloride is consistent with what would be expected from the degradation of TCE, but is complicated by the elevated levels of background chloride, presumably due to agriculture practice, and complex behavior of TCE in the aquifer.

    With limited low-load options in the HVAC market, many new-construction housing units are being fitted with oversized equipment - thus facing penalties in system efficiency, comfort, and cost. To bridge the gap between currently available HVAC equipment and the rising demand for low-load HVAC equipment in the marketplace, HVAC equipment manufacturers need to be fully aware of multifamily buildings and single-family homes market needs. Over the past decade, Steven Winter Associates, Inc. (SWA) has provided certification and consulting services on hundreds of housing projects and has accrued a large pool of data. CARB compiled and analyzed these data to see what the thermal load ranges are in various multifamily apartments and attached single-family home types (duplex and townhouse). In total, design loads from 941 dwellings from SWA's recent multifamily and attached single-family work across the Northeast and Mid-Atlantic were analyzed. Information on the dwelling characteristics, design loads, and the specifications of installed mechanical equipment were analyzed to determine any trends that exist within the dataset. Of the 941 dwellings, CARB found that only 1% had right-sized heating equipment and 6% of the dwellings had right-sized cooling equipment (within 25% or less of design load).

    We report photometric observations for comet C/2012 S1 (ISON) obtained during the time period immediately after discovery (r = 6.28 AU) until it moved into solar conjunction in mid-2013 June using the UH2.2 m, and Gemini North 8 m telescopes on Mauna Kea, the Lowell 1.8 m in Flagstaff, the Calar Alto 1.2 m telescope in Spain, the VYSOS-5 telescopes on Mauna Loa Hawaii and data from the CARA network. Additional pre-discovery data from the Pan STARRS1 survey extends the light curve back to 2011 September 30 (r = 9.4 AU). The images showed a similar tail morphology due to small micron sized particles throughout 2013. Observations at submillimeter wavelengths using the James Clerk Maxwell Telescope on 15 nights between 2013 March 9 (r = 4.52 AU) and June 16 (r = 3.35 AU) were used to search for CO and HCN rotation lines. No gas was detected, with upper limits for CO ranging between 3.5-4.5 10{sup 27} molecules s{sup 1}. Combined with published water production rate estimates we have generated ice sublimation models consistent with the photometric light curve. The inbound light curve is likely controlled by sublimation of CO{sub 2}. At these distances water is not a strong contributor to the outgassing. We also infer that there was a long slow outburst of activity beginning in late 2011 peaking in mid-2013 January (r ? 5 AU) at which point the activity decreased again through 2013 June. We suggest that this outburst was driven by CO injecting large water ice grains into the coma. Observations as the comet came out of solar conjunction seem to confirm our models.

    The main objective of this project was to continue research to develop carbon cycle relationships related to the land biosphere based on remote measurements of atmospheric CO2 concentration and its isotopic ratios 13C/12C, 18O/16O, and 14C/12C. The project continued time-series observations of atmospheric carbon dioxide and isotopic composition begun by Charles D. Keeling at remote sites, including Mauna Loa, the South Pole, and eight other sites. Using models of varying complexity, the concentration and isotopic measurements were used to study long-term change in the interhemispheric gradients in CO2 and 13C/12C to assess the magnitude and evolution of the northern terrestrial carbon sink, to study the increase in amplitude of the seasonal cycle of CO2, to use isotopic data to refine constraints on large scale changes in isotopic fractionation which may be related to changes in stomatal conductance, and to motivate improvements in terrestrial carbon cycle models. The original proposal called for a continuation of the new time series of 14C measurements but subsequent descoping to meet budgetary constraints required termination of measurements in 2007.

  20. Hot spot-ridge crest convergence in the northeast Pacific

    Evolution of the Juan de Fuca Ridge during the past 7 m.y. has been reconstructed taking into account both the propagating rift history and migration of the spreading center in the 'absolute' (fixed hot spot) reference frame. Northwestward migration of the spreading center (at a rate of 30 km/m.y.) has resulted in progressive encroachment of the ridge axis on the Cobb Hot Spot and westward jumping of the central third of the ridge axis more recently than 0.5 Ma. Seamounts in the Cobb-Eickelberg chain are predicted to display systematic variations in morphology and petrology, and a reduction in the age contrast between the edifice and underlying crust, as a result of the ridge axis approach. Relative seamount volumes also indicate that magmatic output of the hot spot varied during this interval, with a reduction in activity between 2.5 and 4.5 Ma, compared with relatively more robust activity before and after this period. Spatial relationships determined in this reconstruction allow hypotheses relating hot spot activity and rift propagation to be evaluated. In most cases, rift propagation has been directed away from the hot spot during the time period considered. Individual propagators show some reduction in propagation rate as separation between the propagating rift tip and hot spot increases, but cross comparison of multiple propagators does not uniformly display the same relationship. No obvious correlation exists between propagation rate and increasing proximity of the hot spot to the ridge axis or increasing hot spot output. Taken together, these observations do not offer compelling support for the concept of hot spot driven rift propagation. However, short-term reversals in propagation direction at the Cobb Offset coincide with activity of the Heckle melting anomaly, suggesting that local propagation effects may be related to excess magma supply at the ridge axis.

    Spring chinook salmon populations in the Imnaha and Grande Ronde rivers are listed as threatened under the Endangered Species Act (ESA) and are at high risk of extirpation. The Nez Perce Tribe, the Confederated Tribes of the Umatilla Indian Reservation, and Oregon Department of Fish and Wildlife, are co-managers of conservation/restoration programs for Imnaha and Grande Ronde spring chinook salmon that use hatchery supplementation and conventional and captive broodstock techniques. The immediate goal of these programs is to prevent extirpation and provide the potential for restoration once factors limiting production are addressed. These programs redirect production occurring under the Lower Snake River Compensation Plan (LSRCP) from mitigation to conservation and restoration. Both the Imnaha and Grande Ronde conservation/restoration programs are described in ESA Section 10 permit applications and the co-managers refer to the fish production from these programs as the Currently Permitted Program (CPP). Recently, co-managers have determined that it is impossible to produce the CPP at Lookingglass Hatchery, the LSRCP facility intended for production, and that without additional facilities, production must be cut from these conservation programs. Development of new facilities for these programs through the Columbia Basin Fish and Wildlife Program is considered a new production initiative by the Northwest Power Planning Council (NPPC) and requires a master plan. The master plan provides the NPPC, program proponents and others with the information they need to make sound decisions about whether the proposed facilities to restore salmon populations should move forward to design. This master plan describes alternatives considered to meet the facility needs of the CPP so the conservation program can be fully implemented. Co-managers considered three alternatives: modify Lookingglass Hatchery; use existing facilities elsewhere in the Basin; and use new facilities in conjunct ion with a modified Lookingglass Hatchery. Each alternative was evaluated based on criteria developed for rearing fish for a conservation program. After this review, the Nez Perce Tribe determined the only alternative that meets the needs of the program is the alternative to use new facilities in conjunction with a modified Lookingglass Hatchery. This is the Proposed Alternative. The Proposed Alternative would require: Construction of a new incubation and rearing facility in the Imnaha River and modifications of the existing Gumboot facility to accommodate the Imnaha component of the Lookingglass Hatchery production; Construction of a new incubation and rearing facility in the Lostine River to accommodate the Lostine component of the Lookingglass Hatchery production; and Modifications at Lookingglass Hatchery to accommodate the Upper Grande Ronde and Catherine Creek components of the Lookingglass Hatchery production. After an extensive screening process of potential sites, the Nez Perce Tribe proposes the Marks Ranch site on the Imnaha River and the Lundquist site on the Lostine River for new facilities. Conceptual design and cost estimates of the proposed facilities are contained in this master plan. The proposed facilities on the Imnaha and Lostine rivers would be managed in conjunction with the existing adult collection and juvenile acclimation/release facilities. Because this master plan has evolved into an endeavor undertaken primarily by the Nez Perce Tribe, the focus of the document is on actions within the Imnaha and Lostine watersheds where the Nez Perce Tribe have specific co-management responsibilities. Nevertheless, modifications at Lookingglass Hatchery could make it possible to provide a quality rearing environment for the remainder of the CPP. The Nez Perce Tribe will assist co-managers in further evaluating facility needs and providing other components of the NPPC master planning process to develop a solution for the entire CPP.     Nonmarine to paralic detrital deposits accumulated in six large basins between Algeria and the Arabo-Nubian shield during major regression in latest Jurassic and Early Cretaceous time. The Ghadames Sirte (north-central Libya), and Northern (Egypt) basins lay along the cratonic margin of northeastern Africa. The Murzuk, Kufra, and Southern (Egypt) basins lay in the south within the craton. Data for reconstructing distribution, facies, and thickness of relevant sequences are adequate for the three northern basins only. High detrital influx near the end of Jurassic time and in mid-Cretaceous time produced regressive nubian facies composed largely of low-sinuosity stream and fahdelta deposits. In the west and southwest the Ghadames, Murzuk, and Kufra basins were filled with a few hundred meters of detritus after long-continued earlier Mesozoic aggradation. In northern Egypt the regressive sequence succeeded earlier Mesozoic marine sedimentation; in the Sirte and Southern basins correlative deposits accumulated on Precambrian and Variscan terranes after earlier Mesozoic uplift and erosion. Waning of detrital influx into southern Tunisia and adjacent Libya in the west and into Israel in the east initiated an Albian to early Cenomanian transgression of Tethys. By late Cenomanian time it had flooded the entire cratonic margin, and spread southward into the Murzuk and Southern basins, as well as onto the Arabo-Nubian shield. Latest Jurassic-earliest Cretaceous, mid-Cretaceous, and Late Cretaceous transgressions across northeastern Africa recorded in these sequences may reflect worldwide eustatic sea-level rises. In contrast, renewed large supply of detritus during each regression and a comparable subsidence history of intracratonic and marginal basins imply regional tectonic control. 6 figures.

  1. Oceanic Control of Northeast Pacific Hurricane Activity at Interannual Timescales

    Despite the strong dependence of the Power Dissipation Index (PDI), which is a measure of the intensity of Tropical Cyclone (TC) activity, on tropical sea-surface temperatures (SSTs), the variations in PDI are not completely explained by SST. Here we show, using an analysis of a string of observational data sets, that the variability of the thermocline depth (TD) in the east Pacific exerts a significant degree of control on the variability of PDI in that region. On average, a deep thermocline with a larger reservoir of heat favors TC intensification by reducing SST cooling while a shallow thermocline with a smaller heat reservoir promotes enhanced SST cooling that contributes to TC decay. At interannual time scales, the variability of basin-mean TD accounts for nearly 30% of the variability in the PDI during the TC season. Also, about 20% of the interannual variability in the east Pacific basin-mean TD is due to the El Nio and the Southern Oscillation (ENSO), a dominant climate signal in this region. This study suggests that a better understanding of the factors governing the interannual variability of the TD conditions in the east Pacific and how they may change over time, may lead to an improved projection of future east Pacific TC activity.

  2. Field Performance of Heat Pump Water Heaters in the Northeast

    Heat pump water heaters (HPWHs) are finally entering the mainstream residential water heater market. Potential catalysts are increased consumer demand for higher energy efficiency electric water heating and a new Federal water heating standard that effectively mandates use of HPWHs for electric storage water heaters with nominal capacities greater than 55 gallons. When compared to electric resistance water heating, the energy and cost savings potential of HPWHs is tremendous. Converting all electric resistance water heaters to HPWHs could save American consumers 7.8 billion dollars annually ($182 per household) in water heating operating costs and cut annual residential source energy consumption for water heating by 0.70 quads. Steven Winter Associates, Inc. embarked on one of the first in situ studies of these newly released HPWH products through a partnership with two sponsoring electric utility companies, National Grid and NSTAR, and one sponsoring energy efficiency service program administrator, Cape Light Compact. Recent laboratory studies have measured performance of HPWHs under various operating conditions, but publicly available field studies have not been as available. This evaluation attempts to provide publicly available field data on new HPWHs by monitoring the performance of three recently released products (General Electric GeoSpring(tm), A.O. Smith Voltex(r), and Stiebel Eltron Accelera(r)300). Fourteen HPWHs were installed in Massachusetts and Rhode Island and monitored for over a year. Of the 14 units, ten were General Electric models (50 gallon units), two were Stiebel Eltron models (80 gallon units), and two were A.O. Smith models (one 60-gallon and one 80-gallon unit).

    The goals of NECWGDN were to establish integrated geospatial databases that interfaced with existing open-source (water.html) environmental data server technologies (e.g., HydroDesktop) and included ecological and human data to enable evaluation, prediction, and adaptation in coastal environments to climate- and human-induced threats to the coastal marine resources within the Gulf of Maine. We have completed the development and testing of a "test bed" architecture that is compatible with HydroDesktop and have identified key metadata structures that will enable seamless integration and delivery of environmental, ecological, and human data as well as models to predict threats to end-users. Uniquely this database integrates point as well as model data and so offers capacities to end-users that are unique among databases. Future efforts will focus on the development of integrated environmental-human dimension models that can serve, in near real time, visualizations of threats to coastal resources and habitats.

    Tribal lands owned by Assiniboine and Sioux Tribes on the Fort Peck Indian Reservation, located in Northeastern Montana, overlie large volumes of deep, hot, saline water. Our study area included all the Fort Peck Reservation occupying roughly 1,456 sq miles. The geothermal water present in the Fort Peck Reservation is located in the western part of the Williston Basin in the Madison Group complex ranging in depths of 5500 to 7500 feet. Although no surface hot springs exist on the Reservation, water temperatures within oil wells that intercept these geothermal resources in the Madison Formation range from 150 to 278 degrees F.

    Previous surveys of the nutritional status of young children in NE Thailand suggested that they may benefit from vitamin A (VA) and/or zinc (Zn) supplementation. 140 children, with low plasma retinol concentrations were entered in a double-blind study. They were randomized and supplemented with either VA, Zn, VA + Zn or placebo each weekday for 6 mos. All subjects consumed their usual diet that provided adequate protein, less than recommended calories, fat, Zn and VA. Biochemical indices of VA and Zn status increased significantly. The children had adequate VA liver stores as assessed by relative dose response. Zn supplementation resulted in improvement of vision restoration time in dim light using rapid dark adaptometry. VA and Zn synergistically normalized conjunctival epithelium after a 6 mo supplementation. Data suggest that functional improvements of populations with suboptimal VA and Zn nutriture can be accomplished by supplementation with {lt}2 times of RDA of these nutrients.

    Transcontinental Gas Pipe Line Corp.'s national gas pipeline system from the Gulf Coast producing area (where 75% of its supply lies offshore) extends for 1832 mi along the Gulf Coast through the southeastern Piedmont and north to terminate in New York City. It serves high-priority markets in 11 southern and Atlantic seaboard states with a daily flowing capacity of 3.0 billion cu ft/day and an additional 1.5 billion cu ft/day available from storage. Also discussed are gas conditioning for the removal of hydrogen sulfide, carbon dioxide, water vapor and entrained salt water and solids, and measurement of gas volume with a meter and gravitometer and of heating value with a calorimeter; gas transmission through 9,295 mi of pipeline, made up mostly of four, 30-42 in. dia parallel pipelines with 1,062,452 hp of compression capacity; LNG storage, including unique facilities at the Eminence, Miss., Salt Dome Storage facility and the Carlstadt, N.J., LNG plant; odorization; operations; and pipeline protection against third-party damage and against corrosion.

  18. ASSESSMENT OF HYDROCARBON SEEPAGE DETECTION METHODS ON THE FORT PECK RESERVATION, NORTHEAST MONTANA

    Surface exploration techniques have been employed in separate study areas on the Fort Peck Reservation in northeastern Montana. Anomalies associated with hydrocarbon seepage are documented in all three areas and a variety of surface exploration techniques can be compared. In a small area with established production, Head Gas and Thermal Desorption methods best match production; other methods also map depletion. In a moderate-size area that has prospects defined by 3D seismic data, Head Gas along with Microbial, Iodine, and Eh soil anomalies are all associated with the best hydrocarbon prospect. In a large area that contains many curvilinear patterns observed on Landsat images, that could represent micro-seepage chimneys, results are inconclusive. Reconnaissance mapping using Magnetic Susceptibility has identified a potential prospect; subsequent Soil Gas and Head Gas surveys suggest hydrocarbon potential. In the final year of this project the principle contractor, the Fort Peck Tribes, completed a second survey in the Wicape 3D Seismic Prospect Area (also known as Area 6 in Phase I of the project) and sampled several Landsat image features contained in the Smoke Creek Aeromag Anomaly Area (also known as Area 1 in Phase II of the project). Methods determined to be most useful in Phases I and II, were employed in this final Phase III of the study. The Southwest Wicape seismic anomaly was only partially confirmed. The abundant curvilinears proposed to be possible hydrocarbon micro-seepage chimneys in the Smoke Creek Area were not conclusively verified as such. Insufficient sampling of background data precludes affirmative identification of these mostly topographic Landsat features as gas induced soil and vegetation anomalies. However relatively higher light gas concentrations were found associated with some of the curvilinears. Based on the findings of this work the Assiniboine & Sioux Tribes of the Fort Peck Reservation intend to utilize surface hydrocarbon exploration techniques for future identification and confirmation of oil and gas prospects.

    The strength of feedbacks between a changing climate and future CO2 concentrations are uncertain and difficult to predict using Earth System Models (ESMs). We analyzed emission-driven simulations--in which atmospheric CO2 levels were computed prognostically--for historical (1850-2005) and future periods (RCP 8.5 for 2006-2100) produced by 15 ESMs for the Fifth Phase of the Coupled Model Intercomparison Project (CMIP5). Comparison of ESM prognostic atmospheric CO2 over the historical period with observations indicated that ESMs, on average, had a small positive bias in predictions of contemporary atmospheric CO2. Weak ocean carbon uptake in many ESMs contributed to this bias, based on comparisons with observations of ocean and atmospheric anthropogenic carbon inventories. We found a significant linear relationship between contemporary atmospheric CO2 biases and future CO2 levels for the multi-model ensemble. We used this relationship to create a contemporary CO2 tuned model (CCTM) estimate of the atmospheric CO2 trajectory for the 21st century. The CCTM yielded CO2 estimates of 600 {plus minus} 14 ppm at 2060 and 947 {plus minus} 35 ppm at 2100, which were 21 ppm and 32 ppm below the multi-model mean during these two time periods. Using this emergent constraint approach, the likely ranges of future atmospheric CO2, CO2-induced radiative forcing, and CO2-induced temperature increases for the RCP 8.5 scenario were considerably narrowed compared to estimates from the full ESM ensemble. Our analysis provided evidence that much of the model-to-model variation in projected CO2 during the 21st century was tied to biases that existed during the observational era, and that model differences in the representation of concentration-carbon feedbacks and other slowly changing carbon cycle processes appear to be the primary driver of this variability. By improving models to more closely match the long-term time series of CO2 from Mauna Loa, our analysis suggests uncertainties in future climate projections can be reduced.

A strategy is presented that divides safety technology development into seven program elements, which have been used as the basis for the Work Breakdown Structure (WBS) for the Program. These elements include four lines of assurance (LOAs) involving core-related safety considerations, an element supporting non-core-related plant safety considerations, a safety R and D integration element, and an element for the development of test facilities and equipment to be used in Program experiments: LOA-1 (prevent accidents); LOA-2 (limit core damage); LOA-3 (maintain containment integrity); LOA-4 (attenuate radiological consequences); plant considerations; R and D integration; and facility development.

  5. Report on technical feasibility of underground pumped hydroelectric storage in a marble quarry site in the Northeast United States

    The technical and economic aspects of constructing a very high head underground hydroelectric pumped storage were examined at a prefeasibility level. Excavation of existing caverns in the West Rutland Vermont marble quarry would be used to construct the underground space. A plant capacity of 1200 MW and 12 h of continuous capacity were chosen as plant operating conditions. The site geology, plant design, and electrical and mechanical equipment required were considered. The study concluded that the cost of the 1200 MW underground pumped storage hydro electric project at this site even with the proposed savings from marketable material amounts to between $581 and $595 per kilowatt of installed capacity on a January 1982 pricing level. System studies performed by the planning group of the New England Power System indicate that the system could economically justify up to about $442 per kilowatt on an energy basis with no credit for capacity. To accommodate the plant with the least expensive pumping energy, a coal and nuclear generation mix of approximately 65% would have to be available before the project becomes feasible. It is not expected that this condition can be met before the year 2000 or beyond. It is therefore concluded that the West Rutland underground pumped storage facility is uneconomic at this time. Several variables however could have marked influence on future planning and should be examined on periodic basis.

Part II analyzes the potential use of compressed natural gas (CNG) as a transportation fuel for high mileage vehicles traveling the highway system of Thailand. The study provides an initial estimate of buses and trucks that are potential candidates for converting to natural gas vehicles (NGV). CNG technology is briefly reviewed. The types of refueling stations that may be sited along the highway are discussed. The estimated capital investments and typical layouts are presented. The report also discusses the issues involved in implementing a CNG program in Thailand, such as safety, user acceptability and the government's role.

    Beneficial effects of Va and/or Zn supplementation of children in NE Thailand are described in a companion abstract. In the same study, blastogenic response (BR) of T-lymphocytes to concanavalin-A (ConA) and PPD were assayed in cultures containing mononuclear cells (MNC) or whole blood (WB). Methods were previously described. Children were previously vaccinated with BCG. BR to ConA of MNC or WB from children supplemented with VA, Zn, VA + Zn or placebo were similar. BR to PPD of MNC was higher in children receiving VA + Zn than placebo, but not in children supplemented with VA or Zn alone. Data indicate that children with suboptimal VA and Zn nutriture supplemented with < 2 times RDA of these nutrients showed enhanced cellular immunity to PPD. This observation is relevant to BCG immunization program and thus may benefit public health.

    Threemile Falls Dam (Threemile Dam), located near the town of Umatilla, is the major collection and counting point for adult salmonids returning to the Umatilla River. Returning salmon and steelhead were collected at Threemile Dam from August 30, 1996 to August 26, 1997. A total of 2,477 summer steelhead (Oncorhynchus mykiss); 646 adult, 80 jack, and 606 subjack fall chinook (O. tshawytscha); 618 adult and 24 jack coho (O. kisutch); and 2,194 adult and four jack spring chinook (O. tshawytscha) were collected. All fish were trapped at the east bank facility. Of the fish collected, 22 summer steelhead; 18 adult and two jack fall chinook; five adult coho; and 407 adult and three jack spring chinook were hauled upstream from Threemile Dam. There were 2,245 summer steelhead; 70 adult, 51 jack and 520 subjack fall chinook; 593 adult and 24 jack coho; and 1,130 adult spring chinook released at Threemile Dam I In addition, 110 summer steelhead; 551 adult and 25 jack fall chinook; and 600 adult spring chinook were collected for broodstock. The Westland Canal juvenile facility (Westland), located near the town of Echo at rivermile (RM) 27, is the major collection point for outmigrating juvenile salmonids and steelhead kelts, The canal was open for a total of 210 days between December 16, 1996 and July 30, 1997. During that period, fish were bypassed back to the river 175 days and were trapped on 35 days, An estimated 1,675 pounds of juvenile fish were transported from Westland to the Umatilla River boat ramp (RM 0.5), Approximately 80% of the juveniles transported were salmonids, No steelhead kelts were hauled from Westland this year. The Threemile Dam west bank juvenile bypass was operated from October 4 to November 1, 1996 and from March 26 to July 7, 1997. The juvenile trap was not operated this year. 6 refs., 6 figs., 6 tabs.
