    The Department of Energy's (DOE's) Sandia National Laboratories-New Mexico (Sandia) develops science-based technologies in support of national security in areas such as nuclear weapons, nonproliferation, military technologies, and homeland security. Sandia's primary mission is ensuring that the U.S. nuclear arsenal is safe, secure, and reliable and can fully support the Nation's deterrence policy. Part of this mission includes systems engineering of nuclear weapons; research, design, and development of non-nuclear components; manufacturing of non-nuclear weapons components; the provision of safety, security, and reliability assessments of stockpile weapons; and the conduct of high-explosives research and development and environmental testing. Sandia Corporation, a subsidiary of Lockheed Martin Corporation, operates Sandia for the National Nuclear Security Administration (NNSA). On May 7, 2004, the Secretary announced that the Department would evaluate missions at DOE sites to consolidate Special Nuclear Material (SNM) in the most secure environments possible. The Administrator of the NNSA said that this effort was a key part of an overall plan to transform the nuclear weapons complex into a smaller, safer, more secure, and more efficient national security enterprise. In February 2008, Sandia was the first site to report it had reduced its on-site inventory of nuclear material below 'Categories I and II' levels, which require the highest level of security to protect material such as plutonium and highly enriched uranium. The Office of Inspector General initiated an inspection to determine if Sandia made appropriate adjustments to its security posture in response to the removal of the Categories I and II SNM. We found that Sandia adjusted its security posture in response to the removal of Categories I and II SNM. For example, security posts were closed; unneeded protective force weapons and equipment were excessed from the site; and, Sandia's Site Safeguards and Security Plan was modified. We also found that some highly enriched uranium in a complex material configuration was not removed from Sandia. This material was designated as Category III material using a methodology for assessing the attractiveness of complex materials that was not specifically addressed in any current DOE directive. Although DOE and NNSA officials believed that this designation was appropriate, the methodology used to support this designation had not, as of the time of our review, been incorporated into the DOE directives system. Historically, the Department has considered the categorization of SNM to be an important national security and public policy issue. Consequently, we believe that expedited action should be taken to formalize this methodology in the DOE directives system and that it be disseminated throughout the Department of Energy complex.

  20. Materials for spallation neutron sources

    The Workshop on Materials for Spallation Neutron Sources at the Los Alamos Neutron Science Center, February 6 to 10, 1995, gathered scientists from Department of Energy national laboratories, other federal institutions, universities, and industry to discuss areas in which work is needed, successful designs and use of materials, and opportunities for further studies. During the first day of the workshop, speakers presented overviews of current spallation neutron sources. During the next 3 days, seven panels allowed speakers to present information on a variety of topics ranging from experimental and theoretical considerations on radiation damage to materials safety issues. An attempt was made to identify specific problems that require attention within the context of spallation neutron sources. This proceedings is a collection of summaries from the overview sessions and the panel presentations.

    A neutron detector system for discriminating fissile material from non-fissile material wherein a digital data acquisition unit collects data at high rate, and in real-time processes large volumes of data directly into information that a first responder can use to discriminate materials. The system comprises counting neutrons from the unknown source and detecting excess grouped neutrons to identify fission in the unknown source. The system includes a graphing component that displays the plot of the neutron distribution from the unknown source over a Poisson distribution and a plot of neutrons due to background or environmental sources. The system further includes a known neutron source placed in proximity to the unknown source to actively interrogate the unknown source in order to accentuate differences in neutron emission from the unknown source from Poisson distributions and/or environmental sources.

Industry with information which will enable rational decisions to be made regarding the commercial value of these technologies. This work is an unedited interim compilation of the deliverables received to date.

    Photonics activities at Sandia National Laboratories are founded on an extensive materials research program. In 1988, the Compound Semiconductor Research Laboratory (CSRL) was established at Sandia to bring together device and materials research and development, in support of Sandia`s role in weapons technologies. Recently, industrial competitiveness has been added as a major mission for the national laboratories. As a result, present photonics programs are not only directed towards internal applications-driven projects, but are increasingly tied to the Department Of Energy`s (DOE`s) Technology Transfer Initiatives (TTIs), Cooperative Research and Development Agreements (CRADAs), and participation in partnerships and consortia. This evolution yields a full range of photonics programs, ranging from materials synthesis and device fabrication to packaging, test, and subsystem development. This paper presents an overview of Sandia`s photonics-program directions, using three applications as examples.

    Several existing and planned facilities, worldwide, use protons at 650-2000 MeV to produce neutrons by spallation reactions. In the advanced spallation neutron sources, materials in the target and blanket structures will be exposed to high-energy proton fluences at 10{sup 25}-10{sup 26}/m{sup 2} per year. Information obtained in fusion reactor studies are being applied to the design of spallation neutron sources. The APT project is sponsoring a materials qualification program including irradiations in the proton beam and neutron field at the Los Alamos Spallation Radiation Damage Facility.

    This report provides the results of the 2011 Radioactive Materials Usage Survey for Unmonitored Point Sources (RMUS), which was updated by the Environmental Protection (ENV) Division's Environmental Stewardship (ES) at Los Alamos National Laboratory (LANL). ES classifies LANL emission sources into one of four Tiers, based on the potential effective dose equivalent (PEDE) calculated for each point source. Detailed descriptions of these tiers are provided in Section 3. The usage survey is conducted annually; in odd-numbered years the survey addresses all monitored and unmonitored point sources and in even-numbered years it addresses all Tier III and various selected other sources. This graded approach was designed to ensure that the appropriate emphasis is placed on point sources that have higher potential emissions to the environment. For calendar year (CY) 2011, ES has divided the usage survey into two distinct reports, one covering the monitored point sources (to be completed later this year) and this report covering all unmonitored point sources. This usage survey includes the following release points: (1) all unmonitored sources identified in the 2010 usage survey, (2) any new release points identified through the new project review (NPR) process, and (3) other release points as designated by the Rad-NESHAP Team Leader. Data for all unmonitored point sources at LANL is stored in the survey files at ES. LANL uses this survey data to help demonstrate compliance with Clean Air Act radioactive air emissions regulations (40 CFR 61, Subpart H). The remainder of this introduction provides a brief description of the information contained in each section. Section 2 of this report describes the methods that were employed for gathering usage survey data and for calculating usage, emissions, and dose for these point sources. It also references the appropriate ES procedures for further information. Section 3 describes the RMUS and explains how the survey results are organized. The RMUS Interview Form with the attached RMUS Process Form(s) provides the radioactive materials survey data by technical area (TA) and building number. The survey data for each release point includes information such as: exhaust stack identification number, room number, radioactive material source type (i.e., potential source or future potential source of air emissions), radionuclide, usage (in curies) and usage basis, physical state (gas, liquid, particulate, solid, or custom), release fraction (from Appendix D to 40 CFR 61, Subpart H), and process descriptions. In addition, the interview form also calculates emissions (in curies), lists mrem/Ci factors, calculates PEDEs, and states the location of the critical receptor for that release point. [The critical receptor is the maximum exposed off-site member of the public, specific to each individual facility.] Each of these data fields is described in this section. The Tier classification of release points, which was first introduced with the 1999 usage survey, is also described in detail in this section. Section 4 includes a brief discussion of the dose estimate methodology, and includes a discussion of several release points of particular interest in the CY 2011 usage survey report. It also includes a table of the calculated PEDEs for each release point at its critical receptor. Section 5 describes ES's approach to Quality Assurance (QA) for the usage survey. Satisfactory completion of the survey requires that team members responsible for Rad-NESHAP (National Emissions Standard for Hazardous Air Pollutants) compliance accurately collect and process several types of information, including radioactive materials usage data, process information, and supporting information. They must also perform and document the QA reviews outlined in Section 5.2.6 (Process Verification and Peer Review) of ES-RN, 'Quality Assurance Project Plan for the Rad-NESHAP Compliance Project' to verify that all information is complete and correct.

    This report concerns irregularities in the use of computer systems at Sandia Laboratories (Sandia) in Albuquerque, New Mexico. Our interest in this subject was triggered when we learned late last year that the Federal Bureau of Investigation (FBI) was planning to undertake an investigation into possible misuse of the computer systems at Sandia. That investigation, which was carried out with the assistance of our staff, disclosed that an employee of Sandia was apparently using the Sandia computer system to assist in running a bookmaking operation for local gamblers. As a result of that investigation, we decided to conduct a separate review of Sandia's computer systems to determine the extent of computer misuse at Sandia. We found that over 200 employees of Sandia had stored games, personal items, classified material, and otherwise sensitive material on their computer files.

    One role of the Intelligent Robotics and System Center (ISRC) at Sandia National Laboratories is to address certain aspects of Sandia`s mission to design, manufacture, maintain, and dismantle nuclear weapon components. Hazardous materials, devices, and environments are often involved. Because of shrinking resources, these tasks must be accomplished with a minimum of prototyping, while maintaining high reliability.     During the late 1970s, in response to a national energy crisis, Sandia proposed to the US Department of Energy (DOE) a new, ambitious program in combustion research. Shortly thereafter, the Combustion Research Facility (CRF) was established at Sandia's Livermore location. Designated a ''user facility,'' the charter of the CRF was to develop and maintain special-purpose resources to support a nationwide initiative-involving US inventories, industry, and national laboratories--to improve our understanding and control of combustion. This report includes descriptions several research projects which have been simulated by working groups and involve the on-site participation of industry scientists. DOE's Industry Technology Fellowship program, supported through the Office of Energy Research, has been instrumental in the success of some of these joint efforts. The remainder of this report presents results of calendar year 1988, separated thematically into eleven categories. Referred journal articles appearing in print during 1988 and selected other publications are included at the end of Section 11. Our traditional'' research activities--combustion chemistry, reacting flows, diagnostics, engine and coal combustion--have been supplemented by a new effort aimed at understanding combustion-related issues in the management of toxic and hazardous materials.

    Sandia`s Institutional Plan is by necessity a large document. As their missions have grown and diversified over the past decades, the variety of technical and site activities has increased. The programs and activities described here cover an enormous breadth of scientific and technological effort--from the creation of new materials to the development of a Sandia-wide electronic communications system. Today, there are three major themes that greatly influence this work. First, every federally funded institution is being challenged to find ways to become more cost effective, as the US seeks to reduce the deficit and achieve a balanced federal spending plan. Sandia is evaluating its business and operational processes to reduce the overall costs. Second, in response to the Galvin Task Force`s report ``Alternative Futures for the Department of Energy National Laboratories``, Sandia and the Department of Energy are working jointly to reduce the burden of administrative and compliance activities in order to devote more of the total effort to their principal research and development missions. Third, they are reevaluating the match between their missions and the programs they will emphasize in the future. They must demonstrate that Sandia`s roles--in national security, energy security, environmental integrity, and national scientific and technology agenda support--fit their special capabilities and skills and thus ensure their place in these missions for the longer planning horizon.     The invention includes a method of separating isotopes from a mixture containing at least two isotopes in a solution. A first isotope is precipitated and is collected from the solution. A daughter isotope is generated and collected from the first isotope. The invention includes a method of producing an actinium-225/bismuth-213 product from a material containing thorium-229 and thorium-232. A solution is formed containing nitric acid and the material and iodate is added to form a thorium iodate precipitate. A supernatant is separated from the thorium iodate precipitate and a second volume of nitric acid is added to the precipitate. The precipitate is stored and a decay product comprising actinium-225 and bismuth-213 is generated in the second volume of nitric acid which is then separated from the thorium iodate precipitate, filtered, and treated using at least one chromatographic procedure. The invention also includes a system for producing an actinium-225/bismuth-213 product.

    Photonic device activities at Sandia National Laboratories are founded on an extensive materials research program that has expanded to include device development, and an applications focus that heavily emphasizes communications and interconnects. The resulting program spans a full range of photonics research, development, and applications projects, from materials synthesis and device fabrication to packaging, test, and subsystem development. The heart of this effort is the Compound Semiconductor Research Laboratory which was established in 1988 to bring together device and materials research and development to support Sandia`s role in weapons technologies. This paper presents an overview of Sandia`s photonics program and its directions, using three communications-based applications as examples.

    A light emitting apparatus includes a source of light for emitting light; a down conversion material receiving the emitted light, and converting the emitted light into transmitted light and backward transmitted light; and an optic device configured to receive the backward transmitted light and transfer the backward transmitted light outside of the optic device. The source of light is a semiconductor light emitting diode, a laser diode (LD), or a resonant cavity light emitting diode (RCLED). The down conversion material includes one of phosphor or other material for absorbing light in one spectral region and emitting light in another spectral region. The optic device, or lens, includes light transmissive material.

    This Institutional Plan is the most comprehensive yearly "snapshot" available of Sandia National Laboratories' major programs, facilities, human resources, and budget. The document's purpose is to provide the above information to the US Department of Energy, key congressional committees, Sandia management, and other present and potential customers. Chapter 2 presents information about Sandia's mission and summarizes our recent revision of Sandia's Strategic Plan.   12. Depleted uranium hexafluoride: The source material for advanced shielding systems

    The U.S. Department of Energy (DOE) has a management challenge and financial liability problem in the form of 50,000 cylinders containing 555,000 metric tons of depleted uranium hexafluoride (UF{sub 6}) that are stored at the gaseous diffusion plants. DOE is evaluating several options for the disposition of this UF{sub 6}, including continued storage, disposal, and recycle into a product. Based on studies conducted to date, the most feasible recycle option for the depleted uranium is shielding in low-level waste, spent nuclear fuel, or vitrified high-level waste containers. Estimates for the cost of disposal, using existing technologies, range between $3.8 and $11.3 billion depending on factors such as the disposal site and the applicability of the Resource Conservation and Recovery Act (RCRA). Advanced technologies can reduce these costs, but UF{sub 6} disposal still represents large future costs. This paper describes an application for depleted uranium in which depleted uranium hexafluoride is converted into an oxide and then into a heavy aggregate. The heavy uranium aggregate is combined with conventional concrete materials to form an ultra high density concrete, DUCRETE, weighing more than 400 lb/ft{sup 3}. DUCRETE can be used as shielding in spent nuclear fuel/high-level waste casks at a cost comparable to the lower of the disposal cost estimates. Consequently, the case can be made that DUCRETE shielded casks are an alternative to disposal. In this case, a beneficial long term solution is attained for much less than the combined cost of independently providing shielded casks and disposing of the depleted uranium. Furthermore, if disposal is avoided, the political problems associated with selection of a disposal location are also avoided. Other studies have also shown cost benefits for low level waste shielded disposal containers.

    This report summarizes the work performed to establish calibration traceability for the instrumentation used by Sandia National Laboratories at the Waste Isolation Pilot Plant (WIPP) during testing from 1980-1985. Identifying the calibration traceability is an important part of establishing a pedigree for the data and is part of the qualification of existing data. In general, the requirement states that the calibration of Measuring and Test equipment must have a valid relationship to nationally recognized standards or the basis for the calibration must be documented. Sandia recognized that just establishing calibration traceability would not necessarily mean that all QA requirements were met during the certification of test instrumentation. To address this concern, the assessment was expanded to include various activities.

    This volume documents model parameters chosen as of July 1992 that were used by the Performance Assessment Department of Sandia National Laboratories in its 1992 preliminary performance assessment of the Waste Isolation Pilot Plant (WIPP). Ranges and distributions for about 300 modeling parameters in the current secondary data base are presented in tables for the geologic and engineered barriers, global materials (e.g., fluid properties), and agents that act upon the WIPP disposal system such as climate variability and human-intrusion boreholes. The 49 parameters sampled in the 1992 Preliminary Performance Assessment are given special emphasis with tables and graphics that provide insight and sources of data for each parameter.

    Recent studies have suggested the possibility of significantly obscuring super-soft X-ray sources in relatively modest amounts of local matter lost from the binaries themselves. If correct, then this would have explained the paucity of observed super-soft X-ray sources and would have significance for the search for single-degenerate type Ia supernova progenitors. We point out that earlier studies of circumbinary obscuration ignored photo-ionisations of the gas by the emission from the super-soft X-ray source. We revisit the problem using a full, self-consistent calculation of the ionisation state of the circumbinary material photo-ionised by the radiation of the central source. Our results show that the circumstellar mass-loss rates required for obcuration of super-soft X-ray sources is about an order of magnitude larger than those reported in earlier studies, for comparable model parameters. Abbott Medical Optics since acquired WaveFront and estimates that one million patients have improved the quality of their vision thanks to its products. ESTT is a valuable tool which allows Sandia to transfer technology to the private sector and Sandia employees to leave the Labs in order to start up new technology companies or help expand existing companies.

    More than a decade ago, in response to a national energy crisis, Sandia proposed to the US Department of Energy a new, ambitious program in combustion research. Our strategy was to apply the rapidly increasing capabilities in lasers and computers to combustion science and technology. Shortly thereafter, the Combustion Research Facility (CRF) was established at Sandia's Livermore location. Designated a ''User Facility,'' the charter of the CRF was to develop and maintain special-purpose resources to support a nationwide initiative--involving US universities, industry, and national laboratories--to improve our understanding and control of combustion. This report includes descriptions of several research projects which have been stimulated by Working Groups and involve the on-site participation of industry scientists. DOE's Industry Technology Fellowship Program has been instrumental in the success of some of the joint efforts. The remainder of this report presents research results of calendar year 1987, separated thematically into nine categories. Refereed journal articles appearing in print during 1987, along with selected other publications, are included at the end of Section 10. In addition to our ''traditional'' research--chemistry, reacting flow, diagnostics, engine combustion, and coal combustion--you will note continued progress in somewhat recent themes: pulse combustion, high temperature materials, and energetic materials, for example. Moreover, we have just started a small, new effort to understand combustion-related issues in the management of toxic and hazardous materials.

    Because of past military operations, lack of upkeep and looting there are now enormous radioactive waste problems in Iraq. These waste problems include destroyed nuclear facilities, uncharacterized radioactive wastes, liquid radioactive waste in underground tanks, wastes related to the production of yellow cake, sealed radioactive sources, activated metals and contaminated metals that must be constantly guarded. Iraq currently lacks the trained personnel, regulatory and physical infrastructure to safely and securely manage these facilities and wastes. In 2005 the International Atomic Energy Agency (IAEA) agreed to organize an international cooperative program to assist Iraq with these issues. Soon after, the Iraq Nuclear Facility Dismantlement and Disposal Program (the NDs Program) was initiated by the U.S. Department of State (DOS) to support the IAEA and assist the Government of Iraq (GOI) in eliminating the threats from poorly controlled radioactive materials. The Iraq NDs Program is providing support for the IAEA plus training, consultation and limited equipment to the GOI. The GOI owns the problems and will be responsible for implementation of the Iraq NDs Program. Sandia National Laboratories (Sandia) is a part of the DOS's team implementing the Iraq NDs Program. This report documents Sandia's support of the Iraq NDs Program, which has developed into three principal work streams: (1) training and technical consultation; (2) introducing Iraqis to modern decommissioning and waste management practices; and (3) supporting the IAEA, as they assist the GOI. Examples of each of these work streams include: (1) presentation of a three-day training workshop on 'Practical Concepts for Safe Disposal of Low-Level Radioactive Waste in Arid Settings;' (2) leading GOI representatives on a tour of two operating low level radioactive waste disposal facilities in the U.S.; and (3) supporting the IAEA's Technical Meeting with the GOI from April 21-25, 2008. As noted in the report, there was significant teaming between the various participants to best help the GOI. On-the-ground progress is the focus of the Iraq NDs Program and much of the work is a transfer of technical and practical skills and knowledge that Sandia uses day-to-day. On-the-ground progress was achieved in July of 2008 when the GOI began the physical cleanup and dismantlement of the Active Metallurgical Testing Laboratory (LAMA) facility at Al Tuwaitha, near Baghdad.

    On July 1--2, 1997, Sandia National Laboratories hosted the External Committee to Evaluate Sandia`s Risk Expertise. Under the auspices of SIISRS (Sandia`s International Institute for Systematic Risk Studies), Sandia assembled a blue-ribbon panel of experts in the field of risk management to assess their risk programs labs-wide. Panelists were chosen not only for their own expertise, but also for their ability to add balance to the panel as a whole. Presentations were made to the committee on the risk activities at Sandia. In addition, a tour of Sandia`s research and development programs in support of the US Nuclear Regulatory Commission was arranged. The panel attended a poster session featuring eight presentations and demonstrations for selected projects. Overviews and viewgraphs from the presentations are included in Volume 1 of this report. Presentations are related to weapons, nuclear power plants, transportation systems, architectural surety, environmental programs, and information systems.

  6. Sandia Explosive Inventory and Information System

    The Explosive Inventory and Information System (EIS) is being developed and implemented by Sandia National Laboratories (SNL) to incorporate a cradle to grave structure for all explosives and explosive containing devices and assemblies at SNL from acquisition through use, storage, reapplication, transfer or disposal. The system does more than track all material inventories. It provides information on material composition, characteristics, shipping requirements; life cycle cost information, plan of use; and duration of ownership. The system also provides for following the processes of explosive development; storage review; justification for retention; Resource, Recovery and Disposition Account (RRDA); disassembly and assembly; and job description, hazard analysis and training requirements for all locations and employees involved with explosive operations. In addition, other information systems will be provided through the system such as the Department of Energy (DOE) and SNL Explosive Safety manuals, the Navy`s Department of Defense (DoD) Explosive information system, and the Lawrence Livermore National Laboratories (LLNL) Handbook of Explosives.

    Sandia`s STP program is a four-part high-temperature superconductor (HTS) research and development program consisting of efforts in powder synthesis and process development, thallium-based HTS film development, wire and tape fabrication, and HTS motor design. The objective of this work is to develop high-temperature superconducting conductors (wire and tape) capable of meeting requirements for high-power electrical devices of interest to industry. The four research efforts currently underway are: (1) process research on the material synthesis of high-temperature superconductors; (2) investigation of the synthesis and processing of thallium-based high-temperature superconducting thick films; (3) process development and characterization of high-temperature superconducting wire and tape, and (4) cryogenic design of a high-temperature superconducting motor. This report outlines the research that has been performed during FY93 in each of these four areas. A brief background of each project is included to provide historical context and perspective. Major areas of research are described, although no attempt has been made to exhaustively include all work performed in each of these areas.

    The Nanoscale Ordered Materials Diffractometer (NOMAD) is neutron time-of-flight diffractometer designed to determine pair dist ribution functions of a wide range of materials ranging from short range ordered liquids to long range ordered crystals. Due to a large neutron flux provided by the Spallation Neutron Source SNS and a large detector coverage neutron count-rates exceed comparable instruments by one to two orders of magnitude. This is achieved while maintaining a relatively high momentum transfer resolution of a $\\delta Q/Q \\sim 0.8\\%$ FWHM (typical), and an achievable $\\delta Q/Q$ of 0.24\\% FWHM (best). The real space resolution is related to the maximum momentum transfer; A maximum momentum transfer of 50\\AA$^{-1}$ can be achieved routinely and the maximum momentum transfer given by the detector configuration and the incident neutron spectrum is 125 \\AA$^{-1}$. High stability of the source and the detector allow small contrast isotope experiments to be performed. A detailed description of the instrument is given and the results of experiments with standard samples are discussed.
