To achieve this goal, regulations have been written establishing general design requirement for such packagings. Testing Testing Carlos Lopez, (505) 845-9545 Packages transporting the larger "Type B" quantities of radioactive materials must be qualified and certified under Title 10, Code of Federal Regulations, Part 71, or under the equivalent international standard ST-1 issued by the International Atomic Energy Agency. The principal thermal qualification test is the 30 minute pool fire. As part of the National Transportation Program, the Transportation Risk & Packaging Program at Sandia can plan and conduct these tests for DOE and other package suppliers. Test Plans, QA plans and other necessary test documents can be prepared for customer and regulatory approval. Tests may be conducted with a variety of available facilities at Sandia, including large pools, an indoor fire facility, and a radiant heat test

Sandia National Laboratories` high power electromagnetic impulse sources

Three impulse sources have been developed to cover a wide range of peak power, bandwidth and center frequency requirements. Each of the sources can operate in single shot, rep-rate, or burst modes. These devices are of rugged construction and are suitable for field use. This paper will describe the specifications and principals of operation for each source. The sources to be described are: SNIPER (Sub-Nanosecond ImPulsE Radiator), a coaxial Blumlein pulser with an in-line (series) peaking switch; EMBL (EnantioMorphic BLurfflein), a bipolar parallel plate Blumlein with a crowbar type (parallel) peaking switch; and the LCO (L-C Oscillator) a spark-switched L-C oscillator with damped sinusoidal output. SNIPER and EMBL are ultra-wideband (UWB) sources which produce a very fast high voltage transition. When differentiated by the antenna, an impulse whose width corresponds to the transition time is radiated. The LCO operates with a center frequency up to 800 MHz and up to 100 MHz bandwidth. Because the LCO output is relatively narrow band, high gain antennas may be employed to produce very high radiated field strengths.

Proximal potentially seismogenic sources for Sandia National Laboratories, Albuquerque, New Mexico

Recent geologic and geophysical investigations within the Albuquerque Basin have shed light on the potentially seismogenic sources that might affect Sandia National Laboratories, New Mexico (SNL/NM), a multi-disciplinary research and engineering facility of the US Department of Energy (DOE). This paper presents a summary of potentially seismogenic sources for SNL/NM, emphasizing those sources within approximately 8 kilometers (km) of the site. Several significant faults of the central Rio Grande rift transect SNL/NM. Although progress has been made on understanding the geometry and interactions of these faults, little is known of the timing of most recent movement or on recurrent intervals for these faults. Therefore, whether particular faults or fault sections have been active during the Holocene or even the late Pleistocene is undocumented. Although the overall subdued surface expression of many of these faults suggests that they have low to moderate slip rates, the proximity of these faults to critical (e.g., nuclear) and non-critical (e.g., high-occupancy, multistory office/light lab) facilities at SNL/NM requires their careful examination for evaluation of potential seismic hazard.

Sandia Sandia Sandia National Laboratories began in 1945 on Sandia Base in Albuquerque, New Mexico, as Z Division, part of what's now Los Alamos National Laboratory. Both labs were born out of America's atomic bomb development effort-the Manhattan project. Sandia came into being as an ordnance design, testing, and assembly facility, and was located on Sandia Base to be close to an airfield and work closely with the military. In 1949, President Harry Truman wrote a letter to the American Telephone and Telegraph Company president offering the company "an opportunity to render an exceptional service in the national interest" by managing Sandia. A neutron detector system for discriminating fissile material from non-fissile material wherein a digital data acquisition unit collects data at high rate, and in real-time processes large volumes of data directly into information that a first responder can use to discriminate materials. The system comprises counting neutrons from the unknown source and detecting excess grouped neutrons to identify fission in the unknown source. The system includes a graphing component that displays the plot of the neutron distribution from the unknown source over a Poisson distribution and a plot of neutrons due to background or environmental sources. The system further includes a known neutron source placed in proximity to the unknown source to actively interrogate the unknown source in order to accentuate differences in neutron emission from the unknown source from Poisson distributions and/or environmental sources.

In fact, for most manufactured products, source materials represent the largest investment in energy and greenhouse gas emissions of the production process1 (including materials, manufacture, and transport). Sandia designs more than 6,300 parts of a modern nuclear weapon's 6,500 components. Our state-of-the-art laboratories facilitate large-scale testing and computer simulation. During the late 1970s, in response to a national energy crisis, Sandia proposed to the US Department of Energy (DOE) a new, ambitious program in combustion research. Shortly thereafter, the Combustion Research Facility (CRF) was established at Sandia's Livermore location. Designated a ''user facility,'' the charter of the CRF was to develop and maintain special-purpose resources to support a nationwide initiative-involving US inventories, industry, and national laboratories--to improve our understanding and control of combustion. This report includes descriptions several research projects which have been simulated by working groups and involve the on-site participation of industry scientists. DOE's Industry Technology Fellowship program, supported through the Office of Energy Research, has been instrumental in the success of some of these joint efforts. The remainder of this report presents results of calendar year 1988, separated thematically into eleven categories. Referred journal articles appearing in print during 1988 and selected other publications are included at the end of Section 11. Our traditional'' research activities--combustion chemistry, reacting flows, diagnostics, engine and coal combustion--have been supplemented by a new effort aimed at understanding combustion-related issues in the management of toxic and hazardous materials.

Materials for cold neutron sources: Cryogenic and irradiation effects

Materials for the construction of cold neutron sources must satisfy a range of demands. The cryogenic temperature and irradiation create a severe environment. Candidate materials are identified and existing cold sources are briefly surveyed to determine which materials may be used. Aluminum- and magnesium-based alloys are the preferred materials. Existing data for the effects of cryogenic temperature and near-ambient irradiation on the mechanical properties of these alloys are briefly reviewed, and the very limited information on the effects of cryogenic irradiation are outlined. Generating mechanical property data under cold source operating conditions is a daunting prospect. It is clear that the cold source material will be degraded by neutron irradiation, and so the cold source must be designed as a brittle vessel. The continued effective operation of many different cold sources at a number of reactors makes it clear that this can be accomplished. 46 refs., 8 figs., 2 tab.

Recycling Recycling Sandia goes beyond basic recycling of common papers, plastics, and metals. We divert as many waste streams for recycling as feasible. The list of materials diverted grows every year. We regularly re-evaluate processes for efficiency and improved revenues as well. Revenue received from recycling goes back into the program to fund material streams that currently cost to process, and to improve and expand the waste reduction infrastructure. The state of New Mexico has a target to recycle 35% of its waste by 2018. The Department of Energy has a goal of 50% by 2015. Sandia/New Mexico is contributing toward both of these goals by recycling nearly 71% of its waste in FY12. One role of the Intelligent Robotics and System Center (ISRC) at Sandia National Laboratories is to address certain aspects of Sandia`s mission to design, manufacture, maintain, and dismantle nuclear weapon components. Hazardous materials, devices, and environments are often involved. Because of shrinking resources, these tasks must be accomplished with a minimum of prototyping, while maintaining high reliability. In this paper, the authors describe simulation, off-line programming/planning, and related tools which are in use, under development, and being researched to solve these problems at the ISRC.

Synthetic Aperture Radar Programs Synthetic Aperture Radar Programs Sandia National Laboratories has designed, assembled and delivered many different synthetic aperture radar systems and components to a wide variety of customers. A few of the unclassified programs Sandia has participated in are listed below: sar image bullet Miniaturized Synthetic Aperture Radar (MiniSAR) -- At any size/weight, the image quality and resolution demonstrated by Sandia SARs remains unequaled. MiniSAR fills a void in current remote sensing technology by providing unprecedented image quality and resolution while achieving a 4 to 5x reduction in size, weight and cost. MiniSAR will give even small UAVs the ability to see through smoke, dust, clouds, and heavy rain. Similarly, the miniSAR sensor will have broad application to all-weather, precision guided weapons. MiniSAR is an in-development program; the initial version will be flight tested in early 2005.

Giving is a tradition at Sandia. In the 1960s, employees initiated the Shoes for Kids Program. Rather than giving each other gifts during the holidays, employees elected to contribute to a fund to provide new shoes to local elementary school children. The program has provided a new pair of shoes to over 500 Albuquerque-area children for over 50 years. Other annual programs benefiting local students include book and school supply drives.

2011 Radioactive Materials Usage Survey for Unmonitored Point Sources

This report provides the results of the 2011 Radioactive Materials Usage Survey for Unmonitored Point Sources (RMUS), which was updated by the Environmental Protection (ENV) Division's Environmental Stewardship (ES) at Los Alamos National Laboratory (LANL). ES classifies LANL emission sources into one of four Tiers, based on the potential effective dose equivalent (PEDE) calculated for each point source. Detailed descriptions of these tiers are provided in Section 3. The usage survey is conducted annually; in odd-numbered years the survey addresses all monitored and unmonitored point sources and in even-numbered years it addresses all Tier III and various selected other sources. This graded approach was designed to ensure that the appropriate emphasis is placed on point sources that have higher potential emissions to the environment. For calendar year (CY) 2011, ES has divided the usage survey into two distinct reports, one covering the monitored point sources (to be completed later this year) and this report covering all unmonitored point sources. This usage survey includes the following release points: (1) all unmonitored sources identified in the 2010 usage survey, (2) any new release points identified through the new project review (NPR) process, and (3) other release points as designated by the Rad-NESHAP Team Leader. Data for all unmonitored point sources at LANL is stored in the survey files at ES. LANL uses this survey data to help demonstrate compliance with Clean Air Act radioactive air emissions regulations (40 CFR 61, Subpart H). The remainder of this introduction provides a brief description of the information contained in each section. Section 2 of this report describes the methods that were employed for gathering usage survey data and for calculating usage, emissions, and dose for these point sources. It also references the appropriate ES procedures for further information. Section 3 describes the RMUS and explains how the survey results are organized. The RMUS Interview Form with the attached RMUS Process Form(s) provides the radioactive materials survey data by technical area (TA) and building number. The survey data for each release point includes information such as: exhaust stack identification number, room number, radioactive material source type (i.e., potential source or future potential source of air emissions), radionuclide, usage (in curies) and usage basis, physical state (gas, liquid, particulate, solid, or custom), release fraction (from Appendix D to 40 CFR 61, Subpart H), and process descriptions. In addition, the interview form also calculates emissions (in curies), lists mrem/Ci factors, calculates PEDEs, and states the location of the critical receptor for that release point. [The critical receptor is the maximum exposed off-site member of the public, specific to each individual facility.] Each of these data fields is described in this section. The Tier classification of release points, which was first introduced with the 1999 usage survey, is also described in detail in this section. Section 4 includes a brief discussion of the dose estimate methodology, and includes a discussion of several release points of particular interest in the CY 2011 usage survey report. It also includes a table of the calculated PEDEs for each release point at its critical receptor. Section 5 describes ES's approach to Quality Assurance (QA) for the usage survey. Satisfactory completion of the survey requires that team members responsible for Rad-NESHAP (National Emissions Standard for Hazardous Air Pollutants) compliance accurately collect and process several types of information, including radioactive materials usage data, process information, and supporting information. They must also perform and document the QA reviews outlined in Section 5.2.6 (Process Verification and Peer Review) of ES-RN, 'Quality Assurance Project Plan for the Rad-NESHAP Compliance Project' to verify that all information is complete and correct.

Sandia WIPP calibration traceability

This report summarizes the work performed to establish calibration traceability for the instrumentation used by Sandia National Laboratories at the Waste Isolation Pilot Plant (WIPP) during testing from 1980-1985. Identifying the calibration traceability is an important part of establishing a pedigree for the data and is part of the qualification of existing data. In general, the requirement states that the calibration of Measuring and Test equipment must have a valid relationship to nationally recognized standards or the basis for the calibration must be documented. Sandia recognized that just establishing calibration traceability would not necessarily mean that all QA requirements were met during the certification of test instrumentation. To address this concern, the assessment was expanded to include various activities.

Abbott Medical Optics since acquired WaveFront and estimates that one million patients have improved the quality of their vision thanks to its products. ESTT is a valuable tool which allows Sandia to transfer technology to the private sector and Sandia employees to leave the Labs in order to start up new technology companies or help expand existing companies.

This is the only experimental test facility in the world that can cover the full range of pressure (bars to multi-Mbar) for material property study utilizing gas/propellant launchers, ramp-loading pulsers, and ballistic applications. Material Characterization Shock wave experiments are an established technique to determine the equation of state at high pressures and temperature, which can be applied to virtually all materials. This volume documents model parameters chosen as of July 1992 that were used by the Performance Assessment Department of Sandia National Laboratories in its 1992 preliminary performance assessment of the Waste Isolation Pilot Plant (WIPP). Ranges and distributions for about 300 modeling parameters in the current secondary data base are presented in tables for the geologic and engineered barriers, global materials (e.g., fluid properties), and agents that act upon the WIPP disposal system such as climate variability and human-intrusion boreholes. The 49 parameters sampled in the 1992 Preliminary Performance Assessment are given special emphasis with tables and graphics that provide insight and sources of data for each parameter.

On July 1--2, 1997, Sandia National Laboratories hosted the External Committee to Evaluate Sandia`s Risk Expertise. Under the auspices of SIISRS (Sandia`s International Institute for Systematic Risk Studies), Sandia assembled a blue-ribbon panel of experts in the field of risk management to assess their risk programs labs-wide. Panelists were chosen not only for their own expertise, but also for their ability to add balance to the panel as a whole. Presentations were made to the committee on the risk activities at Sandia. In addition, a tour of Sandia`s research and development programs in support of the US Nuclear Regulatory Commission was arranged. The panel attended a poster session featuring eight presentations and demonstrations for selected projects. Overviews and viewgraphs from the presentations are included in Volume 1 of this report. Presentations are related to weapons, nuclear power plants, transportation systems, architectural surety, environmental programs, and information systems.

As part of this mission, the Intelligent Systems and Robotics Center conducts research and development in robotics and intelligent machine technologies. An overview of Sandia`s mobile robotics research is provided. Recent achievements and future directions in the areas of coordinated mobile manipulation, small smart machines, world modeling, and special application robots are presented.
