    Advances in the science of genetics have implications for individuals and society, and have to be taken into account at the policy level. Studies of ethical, legal and social issues related to genomic research have therefore been integrated in the Human Genome Project (HGP) since the earliest days of the project. Since 1990, three to five percent of the HGP annual budget has been devoted to such studies, under the umbrella of the Ethical, Legal, and Social Implications (ELSI) Programs of the National Human Genome Research Institute of the National Institute of Health, and of the Office of Biological and Environmental Research of the U.S. Department of Energy (DOE). The DOE-ELSI budget has been used to fund a variety of projects that have aimed at ?promoting education and help guide the conduct of genetic research and the development of related medical and public policies? (HGP, 2003). As part of the educational component, a significant portion of DOE-ELSI funds have been dedicated to public outreach projects, with the underlying goal of promoting public awareness and ultimately public discussion of ethical, legal, and social issues surrounding availability of genetic information (Drell, 2002). The essential assumption behind these projects is that greater access to information will lead to more knowledge about ethical, legal and social issues, which in turn will lead to enhanced ability on the part of individuals and communities to deal with these issues when they encounter them. Over the same period of time, new concepts of ?public understanding of science? have emerged in the theoretical realm, moving from a ?deficit? or linear dissemination of popularization, to models stressing lay-knowledge, public engagement and public participation in science policy-making (Lewenstein, 2003). The present project uses the base of DOE-funded ELSI educational project to explore the ways that information about a new and emerging area of science that is intertwined with public issues has been used in educational public settings to affect public understanding of science. After a theoretical background discussion, our approach is three-fold. First, we will provide an overview, a ?map? of DOE-funded of outreach programs within the overall ELSI context to identify the importance of the educational component, and to present the criteria we used to select relevant and representative case studies. Second, we will document the history of the case studies. Finally, we will explore an intertwined set of research questions: (1) To identify what we can expect such projects to accomplish -in other words to determine the goals that can reasonably be achieved by different types of outreach, (2) To point out how the case study approach could be useful for DOE-ELSI outreach as a whole, and (3) To use the case study approach as a basis to test theoretical models of science outreach in order to assess to what extent those models accord with real world outreach activities. For this last goal, we aim at identifying what practices among ELSI outreach activities contribute most to dissemination, or to participation, in other words in which cases outreach materials spark action in terms of public participation in decisions about scientific issues.

    The shipment of transuranic (TRU) radioactive waste to the Waste Isolation Pilot Plant (WIPP) in New Mexico raised a serious socioeconomic issue - the potential devaluation of property values due to the transportation of TRU waste from generator sites to the disposal facility. In 1992, the New Mexico Supreme Court held in City of Santa Fe v. Komis that a loss in value from public perception of risk was compensable. This issue has become an extremely important one for the development of the Yucca Mountain repository in Nevada for disposal of spent nuclear fuel and high-level radioactive waste. Much research has been conducted about the potential impacts of transportation of spent fuel and radioactive waste. This paper examines the pertinent studies conducted since the Komis case. It examines how the public debate on radioactive materials transportation continues and is now focused on transportation of high-level waste and spent nuclear fuel to the proposed Yucca Mountain repository. Finally, the paper suggests a path forward DOE can take to address this issue.

    Today every circuit has to face the power consumption issue for both portable device aiming at large battery life and high end circuits avoiding cooling packages and reliability issues that are too complex. It is generally accepted that during logic synthesis power tracks well with area. This means that a larger design will generally consume more power. The multiplier is an important kernel of digital signal processors. Because of the circuit complexity, the power consumption and area are the two important design considerations of the multiplier. In this paper a low power low area architecture for the shift and add multiplier is proposed.     Objective of DOE`s Fossil Energy Advanced Research and Technology Development Materials Program is to conduct research and development on materials for fossil energy applications, with focus on longer-term needs.     The Oak Ridge National Laboratory (ORNL) Fossil Energy Program, organized in FY 1974 as the Coal Technology Program, involves research and development activities that cover a wide range of fossil energy technologies. The principal focus of the Laboratory`s fossil energy activities relates to coal, with current emphasis on materials research and development; environmental, health, and safety research; and the bioprocessing of coal to produce liquid or gaseous fuels. This bibliography covers the period of April 1, 1995, through March 31, 1997, and is a supplement to the earlier bibliographies in this series. The publications listed in this document have been limited to topical reports, open literature publications, full-length papers in published proceedings of conferences, and books and book articles. A major activity of the Fossil Energy Program is the Advanced Research and Technology Development (AR and TD) Materials Program. The objective of the AR and TD Materials Program is to conduct research and development on materials for fossil energy applications, with a focus on the longer-term needs for materials with general applicability to the various fossil fuel technologies. Beginning with this report, publications of the AR and TD Materials Program, previously compiled in separate reports, and publications from non-materials activities of the Fossil Energy Program will be combined in a single report.

    We present and describe a catalog of galaxy photometric redshifts (photo-z) for the Sloan Digital Sky Survey (SDSS) Co-add Data. We use the artificial neural network (ANN) technique to calculate the photo-z and the nearest neighbor error method to estimate photo-z errors for {approx}13 million objects classified as galaxies in the co-add with r < 24.5. The photo-z and photo-z error estimators are trained and validated on a sample of {approx}83,000 galaxies that have SDSS photometry and spectroscopic redshifts measured by the SDSS Data Release 7 (DR7), the Canadian Network for Observational Cosmology Field Galaxy Survey, the Deep Extragalactic Evolutionary Probe Data Release 3, the VIsible imaging Multi-Object Spectrograph-Very Large Telescope Deep Survey, and the WiggleZ Dark Energy Survey. For the best ANN methods we have tried, we find that 68% of the galaxies in the validation set have a photo-z error smaller than {sigma}{sub 68} = 0.031. After presenting our results and quality tests, we provide a short guide for users accessing the public data.

    We demonstrate an add-drop filter based on a dual photonic crystal nanobeam cavity system that emulates the operation of a traveling-wave resonator and drops light on resonance to a single output port. Realized on an advanced SOI CMOS (IBM 45nm SOI) chip without any foundry process modifications, the device shows 16dB extinction in through port and 1dB loss in drop port with a 3dB bandwidth of 64GHz. To the best of our knowledge, this is the first implementation of a four-port add-drop filter based on photonic crystal nanobeam cavities.

    Gravitational scattering in the ADD-model is considered at both sub- and transplanckian energies using a common formalism. By keeping a physical cut-off in the KK tower associated with virtual KK exchange, such as the cut-off implied from a finite brane width, troublesome divergences are removed from the calculations in both energy ranges. The scattering behavior depends on three different energy scales: the fundamental Planck mass, the collision energy and the inverse brane width. The result for energies low compared to the effective cut-off (inverse brane width) is a contact-like interaction. At high energies the gravitational scattering associated with the extra dimensional version of Newton's law is recovered.

    Multicomponent, or hybrid composites are emerging as precursors to porous materials. Sacrifice of an ephemeral phase can be used to generate porosity, the nature of which depends on precursor structure. Retention of an organic constituent, on the other hand, can add desirable toughness to an otherwise brittle ceramic. We use small-angle x-ray and neutron scattering to examine porosity in both simple and hybrid materials. We find that microphase separation controls porosity in almost all systems studied. Pore distributions are controlled by the detailed bonding within and between phases as well as the flexibility of polymeric constituents. Thus hybridization opens new regions of pore distributions not available in simple systems. We look at several sacrificial concepts and show that it is possible to generate multimodal pore size distributions due to the complicated phase structure in the precursor.

    Following a reorganization of the Office of Civilian Radioactive Waste Management in 1990, the Yucca Mountain Project was renamed Yucca Mountain Site Characterization Project. The title of this bibliography was also changed to Yucca Mountain Site Characterization Project Bibliography. Prior to August 5, 1988, this project was called the Nevada Nuclear Waste Storage Investigations. This bibliography contains information on this ongoing project that was added to the Department of Energy`s Energy Science and Technology Database from January 1, 1995, through June 30, 1995. The bibliography is categorized by principal project participating organization. Participant-sponsored subcontractor reports, papers, and articles are included in the sponsoring organization`s list. Another section contains information about publications on the Energy Science and Technology Database that were not sponsored by the project but have some relevance to it.

(APSW) has, in less than two years, reduced material and service costs by 10 percent. The utility plans to cut these costs form 1993 figures by 25 percent before 2000.     As advanced gasification technology is increasingly adopted as an energy source, disposal of the resulting slag will become a problem. We have shown that gasifier slag can be incorporated into foamed glass, which is currently being manufactured as an abrasive and as an insulating material. The slag we add to foamed glass does not simply act as filler, but improves the mechanical properties of the product. Incorporation of gasifier slag can make foamed glass stronger and more abrasion resistant.

    A self-cleaning porous cermet material, filter and system utilizing the same may be used in filtering particulate and gaseous pollutants from internal combustion engines having intermetallic and ceramic phases. The porous cermet filter may be made from a transition metal aluminide phase and an alumina phase. Filler materials may be added to increase the porosity or tailor the catalytic properties of the cermet material. Additionally, the cermet material may be reinforced with fibers or screens. The porous filter may also be electrically conductive so that a current may be passed therethrough to heat the filter during use. Further, a heating element may be incorporated into the porous cermet filter during manufacture. This heating element can be coated with a ceramic material to electrically insulate the heating element. An external heating element may also be provided to heat the cermet filter during use.

    A composite biocompatible hydrogel material includes a porous polymer matrix, the polymer matrix including a plurality of pores and providing a Young's modulus of at least 10 GPa. A calcium comprising salt is disposed in at least some of the pores. The porous polymer matrix can comprise cellulose, including bacterial cellulose. The composite can be used as a bone graft material. A method of tissue repair within the body of animals includes the steps of providing a composite biocompatible hydrogel material including a porous polymer matrix, the polymer matrix including a plurality of pores and providing a Young's modulus of at least 10 GPa, and inserting the hydrogel material into cartilage or bone tissue of an animal, wherein the hydrogel material supports cell colonization in vitro for autologous cell seeding.

The metal strip and the powder are rolled to form a wire containing at least 55% iron and from two to seven additional elements including at least one of C, Si and B. The invention also includes a method of forming a hardened surface on a substrate by processing a solid mass to form a powder, applying the powder to a surface to form a layer containing metallic glass, and converting the glass to a crystalline material having a nanocrystalline grain size.

    Objectives are to enable development and implementation of codes and standards for H{sub 2} containment components: (1) Evaluate data on mechanical properties of materials in H{sub 2} gas - Technical Reference on Hydrogen Compatibility of Materials; (2) Generate new benchmark data on high-priority materials - Pressure vessel steels, stainless steels; and (3) Establish procedures for reliable materials testing - Sustained-load cracking, fatigue crack propagation. Summary of this presentation are: (1) Completed measurement of cracking thresholds (K{sub TH}) for Ni-Cr-Mo pressure vessel steels in high-pressure H{sub 2} gas - K{sub TH} measurements required in ASME Article KD-10 (2) Crack arrest test methods appear to yield non-conservative results compared to crack initiation test methods - (a) Proposal to insert crack initiation test methods in Article KD-10 will be presented to ASME Project Team on Hydrogen Tanks, and (b) Crack initiation methods require test apparatus designed for dynamic loading of specimens in H{sub 2} gas; and (3) Demonstrated ability to measure fatigue crack growth of pressure vessel steels in high-pressure H{sub 2} gas - (a) Fatigue crack growth data in H{sub 2} required in ASME Article KD-10, and (b) Test apparatus is one of few in U.S. or abroad for measuring fatigue crack growth in >100 MPa H{sub 2} gas.

The first section listed citations of reports developed by NIOSH concerning VDTs and possible hazards associated with their use, and contained ordering information for these publications.     A foam material comprises a liquid polymer and a liquid isocyanate which is mixed to make a solution that is poured, injected or otherwise deposited into a corresponding mold. A reaction from the mixture of the liquid polymer and liquid isocyanate inside the mold forms a thermally collapsible foam structure having a shape that corresponds to the inside surface configuration of the mold and a skin that is continuous and unbroken. Once the reaction is complete, the foam pattern is removed from the mold and may be used as a pattern in any number of conventional casting processes.

    The goal of the current project was to help make the US solar industry a world leader in the manufacture of thin film photovoltaics. The overall approach was to leverage ORNL’s unique characterization and processing technologies to gain a better understanding of the fundamental challenges for solar cell processing and apply that knowledge to targeted projects with industry members. ORNL has the capabilities in place and the expertise required to understand how basic material properties including defects, impurities, and grain boundaries affect the solar cell performance. ORNL also has unique processing capabilities to optimize the manufacturing process for fabrication of high efficiency and low cost solar cells. ORNL recently established the Center for Advanced Thin-film Systems (CATS), which contains a suite of optical and electrical characterization equipment specifically focused on solar cell research. Under this project, ORNL made these facilities available to industrial partners who were interested in pursuing collaborative research toward the improvement of their product or manufacturing process. Four specific projects were pursued with industrial partners: Global Solar Energy is a solar industry leader in full scale production manufacturing highly-efficient Copper Indium Gallium diSelenide (CIGS) thin film solar material, cells and products. ORNL worked with GSE to develop a scalable, non-vacuum, solution technique to deposit amorphous or nanocrystalline conducting barrier layers on untextured stainless steel substrates for fabricating high efficiency flexible CIGS PV. Ferro Corporation’s Electronic, Color and Glass Materials (“ECGM”) business unit is currently the world’s largest supplier of metallic contact materials in the crystalline solar cell marketplace. Ferro’s ECGM business unit has been the world's leading supplier of thick film metal pastes to the crystalline silicon PV industry for more than 30 years, and has had operational cells and modules in the field for 25 years. Under this project, Ferro leveraged world leading analytical capabilities at ORNL to characterize the paste-to-silicon interface microstructure and develop high efficiency next generation contact pastes. Ampulse Corporation is developing a revolutionary crystalline-silicon (c-Si) thin-film solar photovoltaic (PV) technology. Utilizing uniquely-textured substrates and buffer materials from the Oak Ridge National Laboratory (ORNL), and breakthroughs in Hot-Wire Chemical Vapor Deposition (HW-CVD) techniques in epitaxial silicon developed at the National Renewable Energy Laboratory (NREL), Ampulse is creating a solar technology that is tunable in silicon thickness, and hence in efficiency and economics, to meet the specific requirements of multiple solar PV applications. This project focused on the development of a high rate deposition process to deposit Si, Ge, and Si1-xGex films as an alternate to hot-wire CVD. Mossey Creek Solar is a start-up company with great expertise in the solar field. The primary interest is to create and preserve jobs in the solar sector by developing high-yield, low-cost, high-efficiency solar cells using MSC-patented and -proprietary technologies. The specific goal of this project was to produce large grain formation in thin, net-shape-thickness mc-Si wafers processed with high-purity silicon powder and ORNL's plasma arc lamp melting without introducing impurities that compromise absorption coefficient and carrier lifetime. As part of this project, ORNL also added specific pieces of equipment to enhance our ability to provide unique insight for the solar industry. These capabilities include a moisture barrier measurement system, a combined physical vapor deposition and sputtering system dedicated to cadmium-containing deposits, adeep level transient spectroscopy system useful for identifying defects, an integrating sphere photoluminescence system, and a high-speed ink jet printing system.     Technological innovation - faster computers, more efficient solar cells, more compact energy storage - is often enabled by materials advances. Yet, it takes an average of 18 years to move new materials discoveries from lab to market. This is largely because materials designers operate with very little information and must painstakingly tweak new materials in the lab. Computational materials science is now powerful enough that it can predict many properties of materials before those materials are ever synthesized in the lab. By scaling materials computations over supercomputing clusters, this project has computed some properties of over 80,000 materials and screened 25,000 of these for Li-ion batteries. The computations predicted several new battery materials which were made and tested in the lab and are now being patented. By computing properties of all known materials, the Materials Project aims to remove guesswork from materials design in a variety of applications. Experimental research can be targeted to the most promising compounds from computational data sets. Researchers will be able to data-mine scientific trends in materials properties.     The present invention is a composite material containing a mix of dosimeter material powder and a polymer powder wherein the polymer is transparent to the photon emission of the dosimeter material powder. By mixing dosimeter material powder with polymer powder, less dosimeter material is needed compared to a monolithic dosimeter material chip. Interrogation is done with excitation by visible light.

    A material-forming tool and a method for forming a material are described including a shank portion; a shoulder portion that releasably engages the shank portion; a pin that releasably engages the shoulder portion, wherein the pin defines a passageway; and a source of a material coupled in material flowing relation relative to the pin and wherein the material-forming tool is utilized in methodology that includes providing a first material; providing a second material, and placing the second material into contact with the first material; and locally plastically deforming the first material with the material-forming tool so as mix the first material and second material together to form a resulting material having characteristics different from the respective first and second materials.

    In many regards the study of materials and minerals by powder diffraction techniques are complimentary, with techniques honed in one field equally applicable to the other. As a long-time materials researcher many of the examples are of techniques developed for materials analysis applied to minerals. However in a couple of cases the study of new minerals was the initiation into techniques later used in materials-based studies. Hopefully they will show that the study of new minerals structures can provide opportunities to add new methodologies and approaches to future problems. In keeping with the AXAA many of the examples have an Australian connection, the materials ranging from organics to battery materials.

  10. Impact Testing of Stainless Steel Material at Cold Temperatures

    Stainless steels are used for the construction of numerous spent nuclear fuel or radioactive material containers that may be subjected to high strains and moderate strain rates during accidental drop events. Mechanical characteristics of these base materials and their welds under dynamic loads in the strain rate range of concern are not well documented. However, a previous paper [1] reported on impact testing and analysis results performed at the Idaho National Laboratory using 304/304L and 316/316L stainless steel base material specimens at room and elevated temperatures. The goal of the work presented herein is to add recently completed impact tensile testing results at -20 degrees F conditions for dual-marked 304/304L and 316/316L stainless steel material specimens (hereafter referred to as 304L and 316L, respectively). Recently completed welded material impact testing at -20 degrees F, room, 300 degrees F, and 600 degrees F is also reported. Utilizing a drop-weight impact test machine and 1/4-inch to 1/2-inch thick dog-bone shaped test specimens, the impact tests achieved strain rates in the 4 to 40 per second range, depending upon the material temperature. Elevated true stress-strain curves for these materials reflecting varying strain rates and temperatures are presented herein.

Material can be moved from the material transporting apparatus hopper structure to the outlet duct configuration through the at least one rotary transporting apparatus, the outlet abutment configuration, and the outlet valve assembly.

    The ground is littered with projects that failed because of strong public opposition, including natural gas and coal power plants proposed in Idaho over the past several years. This joint project , of the Idaho National Laboratory, Boise State University, Idaho State University and University of Idaho has aimed to add to the tool box to reduce project risk through encouraging the public to engage in more critical thought and be more actively involved in public or social issues. Early in a project, project managers and decision-makers can talk with no one, pro and con stakeholder groups, or members of the public. Experience has shown that talking with no one outside of the project incurs high risk because opposition stakeholders have many means to stop most (if not all) energy projects. Talking with organized stakeholder groups provides some risk reduction from mutual learning, but organized groups tend not to change positions except under conditions of a negotiated settlement. Achieving a negotiated settlement may be impossible. Furthermore, opposition often arises outside pre-existing groups. Standard public polling provides some information but does not reveal underlying motivations, intensity of attitudes, etc. Improved methods are needed that probe deeper into stakeholder (organized groups and members of the public) values and beliefs/heuristics to increase the potential for change of opinions and/or out-of-box solutions. The term “heuristics” refers to the mental short-cuts, underlying beliefs, and paradigms that everyone uses to filter and interpret information, to interpret what is around us, and to guide our actions and decisions. This document is the final report of a 3-year effort to test different public discourse methods in the subject area of energy policy decision-making. We analyzed 504 mail-in surveys and 80 participants in groups on the Boise State University campus for their preference, financial support, and evaluations of eight attributes for energy conservation and efficiency, fossil fuels, nuclear energy, hydropower, and renewable energy. All participants saw a 7-person diverse energy expert panel. Some participants attended deliberation sessions; some received a 35-page briefing document that included pros and cons of the different energy options.

Short- and long-term recommendations are also provided.3 DraftDraftDraftExecutive SummaryThe Federal Bureau of Investigation's Hazardous Materials Response Unit currently has hazardous material transport containers for shipping 1-quart paint cans and small amounts of contaminated forensic evidence, but the containers may not be able to maintain their integrity under accident conditions or for some types of hazardous materials. This report provides guidance and recommendations on the availability of packages for the safe and secure transport of evidence consisting of or contaminated with hazardous chemicals or infectious materials. Only non-bulk containers were considered because these are appropriate for transport on small aircraft. This report will addresses packaging and transportation concerns for Hazardous Classes 3, 4, 5, 6, 8, and 9 materials. If the evidence is known or suspected of belonging to one of these Hazardous Classes, it must be packaged in accordance with the provisions of 49 CFR Part 173. The anthrax scare of several years ago, and less well publicized incidents involving unknown and uncharacterized substances, has required that suspicious substances be sent to appropriate analytical laboratories for analysis and characterization. Transportation of potentially hazardous or infectious material to an appropriate analytical laboratory requires transport containers that maintain both the biological and chemical integrity of the substance in question. As a rule, only relatively small quantities will be available for analysis. Appropriate transportation packaging is needed that will maintain the integrity of the substance, will not allow biological alteration, will not react chemically with the substance being shipped, and will otherwise maintain it as nearly as possible in its original condition.The recommendations provided are short-term solutions to the problems of shipping evidence, and have considered only currently commercially available containers. These containers may not be appropriate for all cases.     A method of joining dissimilar materials having different ductility, involves two principal steps: Decoration of the more ductile material's surface with particles of a less ductile material to produce a composite; and, sinter-bonding the composite produced to a joining member of a less ductile material. The joining method is suitable for joining dissimilar materials that are chemically inert towards each other (e.g., metal and ceramic), while resulting in a strong bond with a sharp interface between the two materials. The joining materials may differ greatly in form or particle size. The method is applicable to various types of materials including ceramic, metal, glass, glass-ceramic, polymer, cermet, semiconductor, etc., and the materials can be in various geometrical forms, such as powders, fibers, or bulk bodies (foil, wire, plate, etc.). Composites and devices with a decorated/sintered interface are also provided.

    : Conventional rock mechanics testing techniques typically involve the loading of samples and measurement of displacements or strains on the outer boundary of the specimen surface. Neutron diffraction based strain measurement techniques represent a unique and powerful tool for measuring the strain within geological materials under load. The structural variability and non-uniform crystallinity of geological materials, however, create many complexities in the intensity patterns that must be analyzed to quantify strains within the material. The attenuating and scattering properties of the pressure cell housing the sample further add difficulties to the data analysis. This paper describes the methods and processes used to process neutron scattering data for strain measurement in geological materials. It is intended to provide a primer for those in the rock mechanics community that are interested in utilizing this technique along with additional discussion of neutron diffraction experimental factors that may affect data quality.

    A method and apparatus for nondestructive material characterization, such as identification of material flaws or defects, material thickness or uniformity and material properties such as acoustic velocity. The apparatus comprises a pulsed laser used to excite a piezoelectric (PZ) transducer, which sends acoustic waves through an acoustic coupling medium to the test material. The acoustic wave is absorbed and thereafter reflected by the test material, whereupon it impinges on the PZ transducer. The PZ transducer converts the acoustic wave to electrical impulses, which are conveyed to a monitor.

    The purpose of this document is to identify materials acceptable for use in the US ITER Project Office (USIPO)-supplied components for the ITER Electron cyclotron Heating and Current Drive (ECH&CD) transmission lines (TL), PBS-52. The source of material property information for design analysis shall be either the applicable structural code or the ITER Material Properties Handbook. In the case of conflict, the ITER Material Properties Handbook shall take precedence. Materials selection, and use, shall follow the guidelines established in the Materials Assessment Report (MAR). Materials exposed to vacuum shall conform to the ITER Vacuum Handbook. [Ref. 2] Commercial materials shall conform to the applicable standard (e.g., ASTM, JIS, DIN) for the definition of their grade, physical, chemical and electrical properties and related testing. All materials for which a suitable certification from the supplier is not available shall be tested to determine the relevant properties, as part of the procurement. A complete traceability of all the materials including welding materials shall be provided. Halogenated materials (example: insulating materials) shall be forbidden in areas served by the detritiation systems. Exceptions must be approved by the Tritium System and Safety Section Responsible Officers.

Several salt caverns in Canada have also been permitted for disposal of NOW. In addition, oil and gas agencies in Louisiana and New Mexico are developing cavern disposal regulations. The US Department of Energy (DOE) has funded several studies to evaluate the technical feasibility, legality, economic viability, and risk of disposing of NOW and NORM in caverns. The results of these studies have been disseminated to the scientific and regulatory communities. However, as use of caverns for waste disposal increases, more government and industry representatives and members of the public will become aware of this practice and will need adequate information about how disposal caverns operate and the risks they pose. In anticipation of this need, DOE has fi.mded Argonne National Laboratory to develop a salt cavern public outreach program. Key components of this program are an informational brochure designed for nontechnical persons and a website that provides greater detail on cavern operations and allows downloadable access to the reports on the topic funded by DOE. This paper provides an overview of the public outreach program.

    Tailoring of porous materials involves not only chemical synthetic techniques for tailoring microscopic properties such as pore size, pore shape, pore connectivity, and pore surface reactivity, but also materials processing techniques for tailoring the meso- and the macroscopic properties of bulk materials in the form of fibers, thin films and monoliths. These issues are addressed in the context of five specific classes of porous materials: oxide molecular sieves, porous coordination solids, porous carbons, sol-gel derived oxides, and porous heteropolyanion salts. Reviews of these specific areas are preceded by a presentation of background material and review of current theoretical approaches to adsorption phenomena. A concluding section outlines current research needs and opportunities.

    This document was compiled by a group of about 12 graduate students in the Department of Mechanical Engineering and Material Science at Washington State University and was funded by the U.S. Department of Energy. The literature search resulting in the compilation of this bibliography was designed to be an exhaustive search for research and development work involving the vitrification of mixed wastes, published by domestic and foreign researchers, primarily during 1989-1994. The search techniques were dominated by electronic methods and this bibliography is also available in electronic format, Windows Reference Manager.

    This report has been prepared under a cooperative agreement with DOE`s Office of Civilian Radioactive Waste Management (OCRWM) and is a summary of the lessons learned by southern states regarding the transportation of radioactive materials including High-Level Radioactive Wastes (HLRW) and Spent Nuclear Fuel (SNF). Sources used in this publication include interviews of state radiological health and public safety officials that are members of the Southern States Energy Board (SSEB) Advisory Committee on Radioactive Materials Transportation, as well as the Board`s Transuranic (TRU) Waste Transportation Working Group. Other sources include letters written by the above mentioned committees concerning various aspects of DOE shipment campaigns.

    Technical development in the Advanced Neutron Source (ANS) project is dynamic, and a continuously updated information source is necessary to provide readily usable materials data to the designer, analyst, and materials engineer. The Advanced Neutron Source Materials Databook (AMBK) is being developed as a part of the Advanced Neutron Source Materials Information System (AMIS). Its purpose is to provide urgently needed data on a quick-turnaround support basis for those design applications whose schedules demand immediate estimates of material properties. In addition to the need for quick materials information, there is a need for consistent application of data throughout the ANS Program, especially where only limited data exist. The AMBK is being developed to fill this need as well. It is the forerunner to the Advanced Neutron Source Materials Handbook (AMHB). The AMHB, as reviewed and approved by the ANS review process, will serve as a common authoritative source of materials data in support of the ANS Project. It will furnish documented evidence of the materials data used in the design and construction of the ANS system and will serve as a quality record during any review process whose objective is to establish the safety level of the ANS complex. The information in the AMBK and AMHB is also provided in electronic form in a dial-up computer database known as the ANS Materials Database (AMDB). A single consensus source of materials information prepared and used by all national program participants has several advantages. Overlapping requirements and data needs of various sub-projects and subcontractors can be met by a single document which is continuously revised. Preliminary and final safety analysis reports, stress analysis reports, equipment specifications, materials service reports, and many other project-related documents can be substantially reduced in size and scope by appropriate reference to a single data source.
