    A nuclear reactor core fuel element is composed of nanophase high temperature materials. An array of the fuel elements in rod form are joined in an open geometry fuel cell that preferably also uses such nanophase materials for the cell structures. The particular high temperature nanophase fuel element material must have the appropriate mechanical characteristics to avoid strain related failure even at high temperatures, in the order of about 3000 F. Preferably, the reactor type is a pressurized or boiling water reactor and the nanophase material is a high temperature ceramic or ceramic composite. Nanophase metals, or nanophase metals with nanophase ceramics in a composite mixture, also have desirable characteristics, although their temperature capability is not as great as with all-ceramic nanophase material. Combinations of conventional or nanophase metals and conventional or nanophase ceramics can be employed as long as there is at least one nanophase material in the composite. The nuclear reactor so constructed has a number of high strength fuel particles, a nanophase structural material for supporting a fuel rod at high temperature, a configuration to allow passive cooling in the event of a primary cooling system failure, an ability to retain a coolable geometry even at high temperatures, an ability to resist generation of hydrogen gas, and a configuration having good nuclear, corrosion, and mechanical characteristics. 5 figs.

    The purpose of this research is to improve the properties of the current state-of-the-art materials used for solid oxide fuel cells (SOFCs). The objectives are to: (1) develop materials based on modifications of the state-of-the-art materials; (2) minimize or eliminate stability problems in the cathode, anode, and interconnect; (3) Electrochemically evaluate (in reproducible and controlled laboratory tests) the current state-of-the-art air electrode materials and cathode/electrolyte interfacial properties; (4) Develop accelerated electrochemical test methods to evaluate the performance of SOFCs under controlled and reproducible conditions; and (5) Develop and test materials for use in low-temperature SOFCs.

  17. Materials Approach to Fuel Efficient Tires

    The objective of this project was to design, develop, and demonstrate fuel efficient and safety regulation compliant tire filler and barrier coating technologies that will improve overall fuel efficiency by at least 2%. The program developed and validated two complementary approaches to improving fuel efficiency through tire improvements. The first technology was a modified silica-based product that is 15% lower in cost and/or enables a 10% improvement in tread wear while maintaining the already demonstrated minimum of 2% improvement in average fuel efficiency. The second technology was a barrier coating with reduced oxygen transmission rate compared to the state-of-the-art halobutyl rubber inner liners that will provide extended placarded tire pressure retention at significantly reduced material usage. A lower-permeance, thinner inner liner coating which retains tire pressure was expected to deliver the additional 2% reduction in fleet fuel consumption. From the 2006 Transportation Research Board Report1, a 10 percent reduction in rolling resistance can reduce consumer fuel expenditures by 1 to 2 percent for typical vehicles. This savings is equivalent to 6 to 12 gallons per year. A 1 psi drop in inflation pressure increases the tire's rolling resistance by about 1.4 percent.

    The compatibility of aluminum and aluminum alloys with synthetic fuel blends comprised of ethanol and reference fuel C (a 50/50 mix of toluene and iso-octane) was examined as a function of water content and temperature. Commercially pure wrought aluminum and several cast aluminum alloys were observed to be similarly susceptible to substantial corrosion in dry (< 50 ppm water) ethanol. Corrosion rates of all the aluminum materials examined were accelerated by increased temperature and ethanol content in the fuel mixture, but inhibited by increased water content. Pretreatments designed to stabilize passive films on aluminum increased the incubation time for onset of corrosion, suggesting film stability is a significant factor in the mechanism of corrosion.

    Disclosed are solid fuel cells, including solid oxide fuel cells and PEM fuel cells that include nanocrystalline cerium oxide materials as a component of the fuel cells. A solid oxide fuel cell can include nanocrystalline cerium oxide as a cathode component and microcrystalline cerium oxide as an electrolyte component, which can prevent mechanical failure and interdiffusion common in other fuel cells. A solid oxide fuel cell can also include nanocrystalline cerium oxide in the anode. A PEM fuel cell can include cerium oxide as a catalyst support in the cathode and optionally also in the anode.

    Hydrogen is the main fuel for all types of fuel cells except direct methanol fuel cells. Hydrogen can be generated from all manner of fossil fuels, including coal, natural gas, diesel, gasoline, other hydrocarbons, and oxygenates (e.g., methanol, ethanol, butanol, etc.). The presence of carbon oxides in the fuel can cause significant performance problems resulting in decreasing the cell performance of fuel cells, including solid oxide fuel cells (SOFC). In the SOFC, the high (800-1000C) operating temperature yields advantages (e.g., internal fuel reforming) and disadvantages (e.g., material selection and degradation problems). Significant progress in reducing the operating temperature of the SOFC below ~800 C may allow less expensive metallic materials to be used for interconnects. This presentation provides insight on the material performance of ferritic steels in fuels containing carbon oxides and seeks to quantify the extent of possible degradation due to carbon species in the gas stream.

    The goal of this work was to develop a composite proton exchange membrane utilizing 1) readily available, low cost materials 2) readily modified and 3) easily processed to meet the chemical, mechanical and electrical requirements of high temperature PEM fuel cells. One of the primary goals was to produce a conducting polymer that met the criteria for strength, binding capability for additives, chemical stability, dimensional stability and good conductivity. In addition compatible, specialty nanoparticles were synthesized to provide water management and enhanced conductivity. The combination of these components in a multilayered, composite PEM has demonstrated improved conductivity at high temperatures and low humidity over commercially available polymers. The research reported in this final document has greatly increased the knowledge base related to post sulfonation of chemically and mechanically stable engineered polymers (Radel). Both electrical and strength factors for the degree of post sulfonation far exceed previous data, indicating the potential use of these materials in suitable proton exchange membrane architectures for the development of fuel cells. In addition compatible, hydrophilic, conductive nano-structures have been synthesized and incorporated into unique proton exchange membrane architectures. The use of post sulfonation for the engineered polymer and nano-particle provide cost effective techniques to produce the required components of a proton exchange membrane. The development of a multilayer proton exchange membrane as described in our work has produced a highly stable membrane at 170°C with conductivities exceeding commercially available proton exchange membranes at high temperatures and low humidity. The components and architecture of the proton exchange membrane discussed will provide low cost components for the portable market and potentially the transportation market.     A fuel cell stack includes a plurality of fuel cell cassettes each including a fuel cell with an anode and a cathode. Each fuel cell cassette also includes an electrode interconnect adjacent to the anode or the cathode for providing electrical communication between an adjacent fuel cell cassette and the anode or the cathode. The interconnect includes a plurality of electrode interconnect protrusions defining a flow passage along the anode or the cathode for communicating oxidant or fuel to the anode or the cathode. An electrically conductive material is disposed between at least one of the electrode interconnect protrusions and the anode or the cathode in order to provide a stable electrical contact between the electrode interconnect and the anode or cathode. An encapsulating arrangement segregates the electrically conductive material from the flow passage thereby, preventing volatilization of the electrically conductive material in use of the fuel cell stack.

    Solid oxide fuel cells having improved low-temperature operation are disclosed. In one embodiment, an interfacial layer of terbia-stabilized zirconia is located between the air electrode and electrolyte of the solid oxide fuel cell. The interfacial layer provides a barrier which controls interaction between the air electrode and electrolyte. The interfacial layer also reduces polarization loss through the reduction of the air electrode/electrolyte interfacial electrical resistance. In another embodiment, the solid oxide fuel cell comprises a scandia-stabilized zirconia electrolyte having high electrical conductivity. The scandia-stabilized zirconia electrolyte may be provided as a very thin layer in order to reduce resistance. The scandia-stabilized electrolyte is preferably used in combination with the terbia-stabilized interfacial layer. The solid oxide fuel cells are operable over wider temperature ranges and wider temperature gradients in comparison with conventional fuel cells.

    An expert panel was assembled to identify gaps in fuels and materials research prior to licensing sodium cooled fast reactor (SFR) design. The expert panel considered both metal and oxide fuels, various cladding and duct materials, structural materials, fuel performance codes, fabrication capability and records, and transient behavior of fuel types. A methodology was developed to rate the relative importance of phenomena and properties both as to importance to a regulatory body and the maturity of the technology base. The technology base for fuels and cladding was divided into three regimes: information of high maturity under conservative operating conditions, information of low maturity under more aggressive operating conditions, and future design expectations where meager data exist.

    The Technology Readiness Level (TRL) process is used to quantitatively assess the maturity of a given technology. The TRL process has been developed and successfully used by the Department of Defense (DOD) for development and deployment of new technology and systems for defense applications. In addition, NASA has also successfully used the TRL process to develop and deploy new systems for space applications. Advanced nuclear fuels and materials development is a critical technology needed for closing the nuclear fuel cycle. Because the deployment of a new nuclear fuel forms requires a lengthy and expensive research, development, and demonstration program, applying the TRL concept to the advanced fuel development program is very useful as a management and tracking tool. This report provides definition of the technology readiness level assessment process as defined for use in assessing nuclear fuel technology development for the Advanced Fuel Campaign (AFC).

    Severe degraded core cooling accidents, such as occurred at TMI-2 can potentially reach temperatures in excess of cladding melting. When the molten cladding is in contact with UO/sub 2/ fuel, the UO/sub 2/ will be dissolved contributing significantly to the total amount of liquefied material flowing down the rod and eventually freezing in a lower, cooler region of the core. The primary objectives of this paper are to evaluate the relocation and freezing characteristics of liquefied fuel rod material over a wide range of system conditions, physical characteristics of the fuel rod and liquefied material, and material thermo-physical properties to determine the relative influence of the controlling parameters. First the analytical model used in the analysis is briefly reviewed. The results of the analyses are then presented and discussed, and this is followed by the conclusions.

    Integral fuel burnable absorgers (IFBA) are added to some rods in the fuel assembly to counteract excessive reactivity. These IFBA elements (usually boron or gadolinium) are presently incorporated in the U)2 pellets either by mixing in the pellets or as coatings on the pellet surface. In either case, the incorporation of ifba into the fuel has to be performed in a nuclear-regulated facility that is physically separated from the main plant. These operations tend to be costly and can add from 20 to 30% to the manufacturing cost of the fuel. The goal of this NEER research project was to develop an alternative approach that involves incorporation of IFBA element boron at the surface of the fuel cladding material.

    Decommissioning of weapons stockpiles, off-specification production, and upgrading of weapons systems results in a large amount of energetic materials (EM) such as rocket propellant and primary explosives that need to be recycled or disposed of each year. Presently, large quantities of EM are disposed of in a process known as open-burn/open-detonation (OB/OD), which not only wastes their energy content, but may release large quantities of hazardous material into the environment. Here the authors investigate the combustion properties of several types of EM to determine the feasibility of reapplication of these materials as boiler fuels, a process that could salvage the energy content of the EM as well as mitigate any potential adverse environmental impact. Reapplication requires pretreatment of the fuels to make them safe to handle and to feed. Double-base nitrocellulose and nitroglycerin, trinitrotoluene (TNT), nitroguanidine, and a rocket propellant binder primarily composed of polybutidiene impregnated with aluminum flakes have been burned in a 100-kW downfired flow reactor. Most of these fuels have high levels of fuel-bound nitrogen, much of it bound in the form of nitrate groups, resulting in high NO{sub x} emissions during combustion. The authors have measured fuel-bound nitrate conversion efficiencies to NO{sub x} of up to 80%, suggesting that the nitrate groups do not follow the typical path of fuel nitrogen through HCN leading to NO{sub x}, but rather form NO{sub x} directly. They show that staged combustion is effective in reducing NO{sub x} concentrations in the postcombustion gases by nearly a factor of 3. In the rocket binder, measured aluminum particle temperatures in excess of 1700{degrees}C create high levels of thermal NO{sub x}, and also generate concern that molten aluminum particles could potentially damage boiler equipment. Judicious selection of the firing method is thus required for aluminum-containing materials.

Alloy development for FeCrAl is seeking to maintain its steam oxidation resistance to 1475°C, while reducing its Cr content to minimize susceptibility to irradiation assisted Cr-rich α’ formation. The composition effects and critical limits to retaining protective scale formation at >1400°C are still being evaluated.

    This proceedings volume is organized into seven sections that reflect the materials systems and issues of electrochemical materials R and D in batteries, fuel cells, and capacitors. The first three parts are largely devoted to lithium ion rechargeable battery materials since that electrochemical system has received much of the attention from the scientific community. Part 1 discusses cathodes for lithium ion rechargeable batteries as well as various other battery systems. Part 2 deals with electrolytes and cell stability, and Part 3 discusses anode developments, focusing on carbon and metal oxides. Part 4 focuses on another rechargeable system that has received substantial interest, nickel/metal hydride battery materials. The next two parts discuss fuel cells--Part 5 deals with Proton Exchange Membrane (PEM) fuel cells, and Part 6 discusses oxide materials for solid oxide fuel cells. The former has the benefit of operating around room temperature, whereas the latter has the benefit of operating with a more diverse (non-hydrogen) fuel source. Part 7 presents developments in electrochemical capacitors, termed Supercapacitors. These devices are receiving renewed interest and have shown substantial improvements in the past few years. In all, the results presented at this symposium gave a deeper understanding of the relationship between synthesis, properties, and performance of power source materials. Papers are processed separately for inclusion on the data base.

  15. Cornell Fuel Cell Institute: Materials Discovery to Enable Fuel Cell Technologies

    The discovery and understanding of new, improved materials to advance fuel cell technology are the objectives of the Cornell Fuel Cell Institute (CFCI) research program. CFCI was initially formed in 2003. This report highlights the accomplishments from 2006-2009. Many of the grand challenges in energy science and technology are based on the need for materials with greatly improved or even revolutionary properties and performance. This is certainly true for fuel cells, which have the promise of being highly efficient in the conversion of chemical energy to electrical energy. Fuel cells offer the possibility of efficiencies perhaps up to 90 % based on the free energy of reaction. Here, the challenges are clearly in the materials used to construct the heart of the fuel cell: the membrane electrode assembly (MEA). The MEA consists of two electrodes separated by an ionically conducting membrane. Each electrode is a nanocomposite of electronically conducting catalyst support, ionic conductor and open porosity, that together form three percolation networks that must connect to each catalyst nanoparticle; otherwise the catalyst is inactive. This report highlights the findings of the three years completing the CFCI funding, and incudes developments in materials for electrocatalyts, catalyst supports, materials with structured and functional porosity for electrodes, and novel electrolyte membranes. The report also discusses developments at understanding electrocatalytic mechanisms, especially on novel catalyst surfaces, plus in situ characterization techniques and contributions from theory. Much of the research of the CFCI continues within the Energy Materials Center at Cornell (emc2), a DOE funded, Office of Science Energy Frontier Research Center (EFRC).

    The fusion-fission LIFE engine concept provides a path to a sustainable energy future based on safe, carbon-free nuclear power with minimal nuclear waste. The LIFE design ultimately offers many advantages over current and proposed nuclear energy technologies, and could well lead to a true worldwide nuclear energy renaissance. When compared with existing and other proposed future nuclear reactor designs, the LIFE engine exceeds alternatives in the most important measures of proliferation resistance and waste minimization. The engine needs no refueling during its lifetime. It requires no removal of fuel or fissile material generated in the LIFE engine. It leaves no weapons-attractive material at the end of life. Although there is certainly a need for additional work, all indications are that the 'back end' of the fuel cycle does not to raise any 'showstopper' issues for LIFE. Indeed, the LIFE concept has numerous benefits: (1) Per unit of electricity generated, LIFE engines would generate 20-30 times less waste (in terms of mass of heavy metal) requiring disposal in a HLW repository than does the current once-through fuel cycle. (2) Although there may be advanced fuel cycles that can compete with LIFE's low mass flow of heavy metal, all such systems require reprocessing, with attendant proliferation concerns; LIFE engines can do this without enrichment or reprocessing. Moreover, none of the advanced fuel cycles can match the low transuranic content of LIFE waste. (3) The specific thermal power of LIFE waste is initially higher than that of spent LWR fuel. Nevertheless, this higher thermal load can be managed using appropriate engineering features during an interim storage period, and could be accommodated in a Yucca-Mountain-like repository by appropriate 'staging' of the emplacement of waste packages during the operational period of the repository. The planned ventilation rates for Yucca Mountain would be sufficient for LIFE waste to meet the thermal constraints of

  17. Materials for High-Pressure Fuel Injection Systems

    The high-level goal of this multi-year effort was to facilitate the Advanced Combustion Engine goal of 20% improvement (compared to 2009 baseline) of commercial engine efficiency by 2015. A sub-goal is to increase the reliability of diesel fuel injectors by investigating modelbased scenarios that cannot be achieved by empirical, trial and error methodologies alone. During this three-year project, ORNL developed the methodology to evaluate origins and to record the initiation and propagation of fatigue cracks emanating from holes that were electrodischarge machined (EDM), the method used to form spray holes in fuel injector tips. Both x-ray and neutron-based methods for measuring residual stress at four different research facilities were evaluated to determine which, if any, was most applicable to the fuel injector tip geometry. Owing to the shape and small volumes of material involved in the sack area, residual stress data could only be obtained in the walls of the nozzle a few millimeters back from the tip, and there was a hint of only a small compressive stress. This result was consistent with prior studies by Caterpillar. Residual stress studies were suspended after the second year, reserving the possibility of pursuing this in the future, if and when methodology suitable for injector sacks becomes available. The smooth specimen fatigue behavior of current fuel injector steel materials was evaluated and displayed a dual mode initiation behavior. At high stresses, cracks started at machining flaws in the surface; however, below a critical threshold stress of approximately 800 MPa, cracks initiated in the bulk microstructure, below the surface. This suggests that for the next generation for high-pressure fuel injector nozzles, it becomes increasingly important to control the machining and finishing processes, especially if the stress in the tip approaches or exceeds that threshold level.   19. LIFE Materials: Overview of Fuels and Structural Materials Issues Volume 1

    The National Ignition Facility (NIF) project, a laser-based Inertial Confinement Fusion (ICF) experiment designed to achieve thermonuclear fusion ignition and burn in the laboratory, is under construction at the Lawrence Livermore National Laboratory (LLNL) and will be completed in April of 2009. Experiments designed to accomplish the NIF's goal will commence in late FY2010 utilizing laser energies of 1 to 1.3 MJ. Fusion yields of the order of 10 to 20 MJ are expected soon thereafter. Laser initiated fusion-fission (LIFE) engines have now been designed to produce nuclear power from natural or depleted uranium without isotopic enrichment, and from spent nuclear fuel from light water reactors without chemical separation into weapons-attractive actinide streams. A point-source of high-energy neutrons produced by laser-generated, thermonuclear fusion within a target is used to achieve ultra-deep burn-up of the fertile or fissile fuel in a sub-critical fission blanket. Fertile fuels including depleted uranium (DU), natural uranium (NatU), spent nuclear fuel (SNF), and thorium (Th) can be used. Fissile fuels such as low-enrichment uranium (LEU), excess weapons plutonium (WG-Pu), and excess highly-enriched uranium (HEU) may be used as well. Based upon preliminary analyses, it is believed that LIFE could help meet worldwide electricity needs in a safe and sustainable manner, while drastically shrinking the nation's and world's stockpile of spent nuclear fuel and excess weapons materials. LIFE takes advantage of the significant advances in laser-based inertial confinement fusion that are taking place at the NIF at LLNL where it is expected that thermonuclear ignition will be achieved in the 2010-2011 timeframe. Starting from as little as 300 to 500 MW of fusion power, a single LIFE engine will be able to generate 2000 to 3000 MWt in steady state for periods of years to decades, depending on the nuclear fuel and engine configuration.     A study is under progress to examine the feasibility of single stream Molten Salt Actinide Recycling and Transmuting system without and with Th support (MOSART) fuelled with different compositions of actinide tri-fluorides (AnF{sub 3}) from used LWR fuel. New fast-spectrum design options with homogeneous core and fuel salts with high enough solubility for AnF{sub 3} are being examined because of new goals. The flexibility of single fluid MOSART concept with Th support is underlined, particularly, possibility of its operation in self-sustainable mode (Conversion Ratio: CR=1) using different loadings and make up. The paper summarizes the most current status of fuel salt and container material data for the MOSART concept received within ISTC-3749 and ROSATOM-MARS projects. Key physical and chemical properties of various fluoride fuel salts are reported. The issues like salt purification, the electroreduction of U(IV) to U(III) in LiF-ThF{sub 4} and the electroreduction of Yb(III) to Yb(II) in LiF-NaF are detailed.

    This paper examines the attractiveness of material mixtures containing special nuclear materials (SNM) associated with reprocessing and the thorium-based LWR fuel cycle. This paper expands upon the results from earlier studies that examined the attractiveness of SNM associated with the reprocessing of spent light water reactor (LWR) fuel by various reprocessing schemes and the recycle of plutonium as a mixed oxide (MOX) fuel in LWR. This study shows that {sup 233}U that is produced in thorium-based fuel cycles is very attractive for weapons use. Consistent with other studies, these results also show that all fuel cycles examined to date need to be rigorously safeguarded and provided moderate to high levels of physical protection. These studies were performed at the request of the United States Department of Energy (DOE), and are based on the calculation of 'attractiveness levels' that has been couched in terms chosen for consistency with those normally used for nuclear materials in DOE nuclear facilities. The methodology and key findings will be presented.

    The US Nuclear Regulatory Commission amended its regulations to set forth the technical and financial criteria for decommissioning licensed nuclear facilities. These regulations were further amended to establish additional recordkeeping requirements for decommissioning; to establish timeframes and schedules for the decommissioning; and to clarify that financial assurance requirements must be in place during operations and updated when licensed operations cease. Reviews of the Site Decommissioning Management Plan (SDMP) program found that, while the NRC staff was overseeing the decommissioning program at nuclear facilities in a manner that was protective of public health and safety, progress in decommissioning many sites was slow. As a result NRC determined that formal written procedures should be developed to facilitate the timely decommissioning of licensed nuclear facilities. This handbook was developed to aid NRC staff in achieving this goal. It is intended to be used as a reference document to, and in conjunction with, NRC Inspection Manual Chapter (IMC) 2605, ``Decommissioning Inspection Program for Fuel Cycle and Materials Licensees.`` The policies and procedures discussed in this handbook should be used by NRC staff overseeing the decommissioning program at licensed fuel cycle and materials sites; formerly licensed sites for which the licenses were terminated; sites involving source, special nuclear, or byproduct material subject to NRC regulation for which a license was never issued; and sites in the NRC`s SDMP program. NRC staff overseeing the decommissioning program at nuclear reactor facilities subject to regulation under 10 CFR Part 50 are not required to use the procedures discussed in this handbook.

An attritor and a cellobiase reactor are coupled to the agitated hydrolyzer to improve reaction efficiency. The cellulase is recycled by an adsorption process. The resulting crude sugars are converted to dilute product in a fluidized-bed bioreactor utilizing microorganisms. The dilute product is concentrated and purified by utilizing distillation and/or a biparticle fluidized-bed bioreactor system.

These must meet predefined acceptance specifications. Many tests are performed for quality assurance, and many of these correspond to criteria that must be met with specified confidence, based on random samples. This report describes the statistical methods to be used. The properties of the tests are discussed, including the risk of false acceptance, the risk of false rejection, and the assumption of normality. Methods for calculating sample sizes are also described.

    As energy prices skyrocket and interest in alternative, clean energy sources builds, interest in nuclear energy has increased. This increased interest in nuclear energy has been termed the “Nuclear Renaissance”. The performance of nuclear fuels, fuels and reactor materials and waste products are becoming a more important issue as the potential for designing new nuclear reactors is more immediate. The Idaho National Laboratory (INL) Materials and Fuels Complex (MFC) Analytical Laboratory Hot Cells (ALHC) are rising to the challenge of characterizing new reactor materials, byproducts and performance. The ALHC is a facility located near Idaho Falls, Idaho at the INL Site. It was built in 1958 as part of the former Argonne National Laboratory West Complex to support the operation of the second Experimental Breeder Reactor (EBR-II). It is part of a larger analytical laboratory structure that includes wet chemistry, instrumentation and radiochemistry laboratories. The purpose of the ALHC is to perform analytical chemistry work on highly radioactive materials. The primary work in the ALHC has traditionally been dissolution of nuclear materials so that less radioactive subsamples (aliquots) could be transferred to other sections of the laboratory for analysis. Over the last 50 years though, the capabilities within the ALHC have also become independent of other laboratory sections in a number of ways. While dissolution, digestion and subdividing samples are still a vitally important role, the ALHC has stand alone capabilities in the area of immersion density, gamma scanning and combustion gas analysis. Recent use of the ALHC for immersion density shows that extremely fine and delicate operations can be performed with the master-slave manipulators by qualified operators. Twenty milligram samples were tested for immersion density to determine the expansion of uranium dioxide after irradiation in a nuclear reactor.     Proton exchange membrane fuel cells (PEMFCs) are quickly becoming attractive alternative energy sources for transportation, stationary power, and small electronics due to the increasing cost and environmental hazards of traditional fossil fuels. Two main classes of PEMFCs include hydrogen/air or hydrogen/oxygen fuel cells and direct methanol fuel cells (DMFCs). The current benchmark membrane for both types of PEMFCs is Nafion, a perfluorinated sulfonated copolymer made by DuPont. Nafion copolymers exhibit good thermal and chemical stability, as well as very high proton conductivity under hydrated conditions at temperatures below 80 °C. However, application of these membranes is limited due to their high methanol permeability and loss of conductivity at high temperatures and low relative humidities. These deficiencies have led to the search for improved materials for proton exchange membranes. Potential PEMs should have good thermal, hydrolytic, and oxidative stability, high proton conductivity, selective permeability, and mechanical durability over long periods of time. Poly(arylene ether)s, polyimides, polybenzimidazoles, and polyphenylenes are among the most widely investigated candidates for PEMs. Poly(arylene ether)s are a promising class of proton exchange membranes due to their excellent thermal and chemical stability and high glass transition temperatures. High proton conductivity can be achieved through post-sulfonation of poly(arylene ether) materials, but this most often results in very high water sorption or even water solubility. Our research has shown that directly polymerized poly(arylene ether) copolymers show important advantages over traditional post-sulfonated systems and also address the concerns with Nafion membranes.     Following the extensive development work carried out in the 1990's, gas turbine combined-cycle (GTCC) systems burning natural gas represent a reliable and efficient power generation technology widely used in many parts of the world. A critical factor was that, in order to operate at the high turbine entry temperatures required for high efficiency operation, aero-engine technology, i.e., single-crystal blades, thermal barrier coatings, and sophisticated cooling techniques had to be rapidly scaled up and introduced into these large gas turbines. The problems with reliability that resulted have been largely overcome, so that the high-efficiency GTCC power generation system is now a mature technology, capable of achieving high levels of availability. The high price of natural gas and concern about emission of greenhouse gases has focused attention on the desirability of replacing natural gas with gas derived from coal (syngas) in these gas turbine systems, since typical systems analyses indicate that IGCC plants have some potential to fulfil the requirement for a zero-emissions power generation system. In this review, the current status of materials for the critical hot gas path parts in large gas turbines is briefly considered in the context of the need to burn syngas. A critical factor is that the syngas is a low-Btu fuel, and the higher mass flow compared to natural gas will tend to increase the power output of the engine. However, modifications to the turbine and to the combustion system also will be necessary. It will be shown that many of the materials used in current engines will also be applicable to units burning syngas but, since the combustion environment will contain a greater level of impurities (especially sulfur, water vapor, and particulates), the durability of some components may be prejudiced. Consequently, some effort will be needed to develop improved coatings to resist attack by sulfur-containing compounds, and also erosion.

  6. CONVERSION OF LIGNOCELLULOSIC MATERIAL TO CHEMICALS AND FUELS

    A direct conversion of cellulosic wastes, including resin-bonded furniture and building waste, to levulinate esters is being investigated with the view to producing fuels, solvents, and chemical intermediates as well as other useful by-products in an inexpensive process. The acid-catalyzed reaction of cellulosic materials with ethanol or methanol at 200 C gives good yields of levulinate and formate esters, as well as useful by-products, such as a solid residue (charcoal) and a resinous lignin residue. An initial plant design showed reasonable rates of return for production of purified ethyl levulinate and by-products. In this project, investigations have been performed to identify and develop reactions that utilize esters of levulinic acid produced during the acid-catalyzed ethanolysis reaction. We wish to develop uses for levulinate esters that allow their marketing at prices comparable to inexpensive polymer intermediates. These prices will allow a sufficient rate of return to justify building plants for utilizing the waste lignocellulosics. If need is demonstrated for purified levulinate, the initial plant design work may be adequate, at least until further pilot-scale work on the process is performed.

    Thanks to generally less stringent cost constraints, portable power fuel cells, the direct methanol fuel cell (DMFC) in particular, promise earlier market penetration than higher power polymer electrolyte fuel cells (PEFCs) for the automotive and stationary applications. However, a large-scale commercialization of DMFC-based power systems beyond niche applications already targeted by developers will depend on improvements to fuel cell performance and performance durability as well as on the reduction in cost, especially of the portable systems on the higher end of the power spectrum (100-250 W). In this part of the webinar, we will focus on the development of advanced materials (catalysts, membranes, electrode structures, and membrane electrode assemblies) and fuel cell operating concepts capable of fulfilling two key targets for portable power systems: the system cost of $5/W and overall fuel conversion efficiency of 2.0-2.5 kWh/L. Presented research will concentrate on the development of new methanol oxidation catalysts, hydrocarbon membranes with reduced methanol crossover, and improvements to component durability. Time permitted, we will also present a few highlights from the development of electrocatalysts for the oxidation of two alternative fuels for the direct-feed fuel cells: ethanol and dimethyl ether.

    Solid Oxide Fuel Cells (SOFCs) operate under harsh environments, which cause deterioration of anode material properties and service life. In addition to electrochemical performance, structural integrity of the SOFC anode is essential for successful long-term operation. The SOFC anode is subjected to stresses at high temperature, thermal/redox cycles, and fuel gas contaminants effects during long-term operation. These mechanisms can alter the anode microstructure and affect its electrochemical and structural properties. In this research, anode material degradation mechanisms are briefly reviewed and an anode material durability model is developed and implemented in finite element analysis. The model takes into account thermo-mechanical and fuel gas contaminants degradation mechanisms for prediction of long-term structural integrity of the SOFC anode. The proposed model is validated experimentally using a NexTech ProbostatTM SOFC button cell test apparatus integrated with a Sagnac optical setup for simultaneously measuring electrochemical performance and in-situ anode surface deformation.

    Based on the results of ORIGEN2 and a newly developed code called ORMANG, graphical and summary tabular characteristics of spent fuel, high-level waste, and fuel assembly structural material (cladding) waste are presented for a generic pressurized-water reactor (PWR), a liquid-metal fast breeder reactor (LMFBR), and the Fast Flux Test Facility (FFTF). The characteristics include radioactivity, thermal power, and toxicity (water dilution volume). Given are graphs and summary tables containing characteristic totals and the principal nuclide contributors as well as graphs comparing the three reactors for a single material and the three materials for a single reactor.

    The US Department of Energy (DOE) has been engaged in an effort to develop and qualify next generation LWR fuel with enhanced performance and safety and reduced waste generation since 2010. This program, which has emphasized collaboration between the DOE, U.S. national laboratories and nuclear industry, was refocused from enhanced performance to enhanced accident tolerance following the events at Fukushima in 2011. Accident tolerant fuels have been specifically described as fuels that, in comparison with standard UO2-Zircaloy, can tolerate loss of active cooling in the reactor core for a considerably longer time period (depending on the LWR system and accident scenario) while maintaining or improving the fuel performance during normal operations, operational transients, as well as design-basis and beyond design-basis events. The program maintains an ambitious goal to insert a lead test assembly (LTA) of the new design into a commercial power reactor by 2022 .

    This report discusses an analysis of the total cost of ownership of fuel cell-powered and traditional battery-powered material handling equipment (MHE, or more typically 'forklifts'). A number of fuel cell MHE deployments have received funding support from the federal government. Using data from these government co-funded deployments, DOE's National Renewable Energy Laboratory (NREL) has been evaluating the performance of fuel cells in material handling applications. NREL has assessed the total cost of ownership of fuel cell MHE and compared it to the cost of ownership of traditional battery-powered MHE. As part of its cost of ownership assessment, NREL looked at a range of costs associated with MHE operation, including the capital costs of battery and fuel cell systems, the cost of supporting infrastructure, maintenance costs, warehouse space costs, and labor costs. Considering all these costs, NREL found that fuel cell MHE can have a lower overall cost of ownership than comparable battery-powered MHE.

    The catalyst supports exhibit great influence on the cost, performance, and durability of polymer electrolyte membrane (PEM) fuel cells. This review paper is to summarize several important kinds of novel support materials for PEM fuel cells (including direct methanol fuel cell, DMFC): nanostructured carbon materials (carbon nanotubes/carbon nanofibers, mesoporous carbon), conductive doped diamonds and nanodiamonds, conductive oxides (tin oxide/indium tin oxide, titanium oxide, tungsten oxide) and carbides (tungsten carbides). The advantages and disadvantages, the acting mechanism to promote electrocatalysis, and the strategies to improve present catalyst support materials and to search for new ones are discussed. This is expected to throw light on future development of catalyst support for PEM fuel cells.

    The current specifications of the LLNL fusion-fission hybrid proposal, namely LIFE, impose severe constraints on materials, and in particular on the nuclear fissile or fertile nuclear fuel and its immediate environment. This constitutes the focus of the present report with special emphasis on phase formation and phase transformations of the transmutation fuel and their consequences on particle and pebble thermal, chemical, and mechanical integrities. We first review the work that has been done in recent years to improve materials properties under the Gen-IV project, and with in particular applications to HTGR and MSR, and also under GNEP and AFCI in the USA. Our goal is to assess the nuclear fuel options that currently exist together with their issues. Among the options, it is worth mentioning TRISO, IMF, and molten salts. The later option will not be discussed in details since an entire report (Volume 8 - Molten-salt Fuels) is dedicated to it. Then, in a second part, with the specific LIFE specifications in mind, the various fuel options with their most critical issues are revisited with a path forward for each of them in terms of research, both experimental and theoretical. Since LIFE is applicable to very high burn-up of various fuels, distinctions will be made depending on the mission, i.e., energy production or incineration. Finally a few conclusions are drawn in terms of the specific needs for integrated materials modeling and the in depth knowledge on time-evolution thermo-chemistry that controls and drastically affects the performance of the nuclear materials and their immediate environment. Although LIFE demands materials that very likely have not yet been fully optimized, the challenges are not insurmountable, and a well concerted experimental-modeling effort should lead to dramatic advances that should well serve other fission programs such as Gen-IV, GNEP, AFCI as well as the international fusion program, ITER.

    Metallic uranium Spent Nuclear Fuel (SNF) is currently stored within two water filled pools, 105-KE Basin (KE Basin) and 105-KW Basin (KW Basin), at the United States Department of Energy (U.S. DOE) Hanford Site, in southeastern Washington State. The Spent Nuclear Fuel Project (SNF Project) is responsible to DOE for operation of these fuel storage pools and for the 2100 metric tons of SNF materials that they contain. The SNF Project mission includes safe removal and transportation of all SNF from these storage basins to a new storage facility in the 200 East Area. To accomplish this mission, the SNF Project modifies the existing KE Basin and KW Basin facilities and constructs two new facilities: the 100 K Area Cold Vacuum Drying Facility (CVDF), which drains and dries the SNF; and the 200 East Area Canister Storage Building (CSB), which stores the SNF. The purpose of this document is to describe the design basis feed compositions for materials stored or processed by SNF Project facilities and activities. This document is not intended to replace the Hanford Spent Fuel Inventory Baseline (WHC 1994b), but only to supplement it by providing more detail on the chemical and radiological inventories in the fuel (this volume) and sludge. A variety of feed definitions is required to support evaluation of specific facility and process considerations during the development of these new facilities. Six separate feed types have been identified for development of new storage or processing facilities. The approach for using each feed during design evaluations is to calculate the proposed facility flowsheet assuming each feed. The process flowsheet would then provide a basis for material compositions and quantities which are used in follow-on calculations.

  10. A Preliminary Evaluation of Using Fill Materials to Stabilize Used Nuclear Fuel During Storage and Transportation

    This report contains a preliminary evaluation of potential fill materials that could be used to fill void spaces in and around used nuclear fuel contained in dry storage canisters in order to stabilize the geometry and mechanical structure of the used nuclear fuel during extended storage and transportation after extended storage. Previous work is summarized, conceptual descriptions of how canisters might be filled were developed, and requirements for potential fill materials were developed. Elements of the requirements included criticality avoidance, heat transfer or thermodynamic properties, homogeneity and rheological properties, retrievability, material availability and cost, weight and radiation shielding, and operational considerations. Potential fill materials were grouped into 5 categories and their properties, advantages, disadvantages, and requirements for future testing were discussed. The categories were molten materials, which included molten metals and paraffin; particulates and beads; resins; foams; and grout. Based on this analysis, further development of fill materials to stabilize used nuclear fuel during storage and transportation is not recommended unless options such as showing that the fuel remains intact or canning of used nuclear fuel do not prove to be feasible.

    Direct methanol fuel cell membranes were developed using blends of different polyelectrolytes with PVDF. The membranes showed complex relationships between polyelectrolyte chemistry, morphology, and processing. Although the PVDF grade was found to have little effect on the membrane permselectivity, it does impact membrane conductivity and methanol permeation values. Other factors, such as varying the polyelectrolyte polarity, using varying crosslinking agents, and adjusting the equivalent weight of the membranes impacted methanol permeation, permselectivity, and areal resistance. We now understand, within the scope of the project work completed, how these inter-related performance properties can be tailored to achieve a balance of performance.

    Lawrence Livermore National Laboratory (LLNL) has developed a new laser-based machining technology that utilizes ultrashort-pulse (0.1-1.0 picosecond) lasers to cut materials with negligible generation of heat or shock. The ultrashort pulse laser, developed for the Department of Energy (Defense Programs) has numerous applications in operations requiring high precision machining. Due to the extremely short duration of the laser pulse, material removal occurs by a different physical mechanism than in conventional machining. As a result, any material (e.g., hardened steel, ceramics, diamond, silicon, etc.) can be machined with minimal heat-affected zone or damage to the remaining material. As a result of the threshold nature of the process, shaped holes, cuts, and textures can be achieved with simple beam shaping. Conventional laser tools used for cutting or high-precision machining (e.g., sculpting, drilling) use long laser pulses (10{sup -8} to over 1 sec) to remove material by heating it to the melting or boiling point (Figure 1.1a). This often results in significant damage to the remaining material and produces considerable slag (Figure 1.2a). With ultrashort laser pulses, material is removed by ionizing the material (Figure 1.1b). The ionized plasma expands away from the surface too quickly for significant energy transfer to the remaining material. This distinct mechanism produces extremely precise and clean-edged holes without melting or degrading the remaining material (Figures 1.2 and 1.3). Since only a very small amount of material ({approx} <0.5 microns) is removed per laser pulse, extremely precise machining can be achieved. High machining speed is achieved by operating the lasers at repetition rates up to 10,000 pulses per second. As a diagnostic, the character of the short-pulse laser produced plasma enables determination of the material being machined between pulses.     As part of a Collaborative Research and Development Agreement (CRADA) with industry, Idaho National Laboratory (INL) is investigating several options for accident resistant uranium compounds including silicides, and nitrides for use in future light water reactor (LWR) fuels. This work is part of a larger effort to create accident tolerant fuel forms where changes to the fuel pellets, cladding, and cladding treatment are considered. The goal fuel form should have a resistance to water corrosion comparable to UO2, have an equal to or larger thermal conductivity than uranium dioxide, a melting temperature that allows the material to stay solid under power reactor conditions, and a uranium loading that maintains or improves current LWR power densities. During the course of this research, fuel fabricated at INL will be characterized, irradiated at the INL Advanced Test Reactor, and examined after irradiation at INL facilities to help inform industrial partners on candidate technologies.

  16. FRAPCON-3: Modifications to fuel rod material properties and performance models for high-burnup application

    This volume describes the fuel rod material and performance models that were updated for the FRAPCON-3 steady-state fuel rod performance code. The property and performance models were changed to account for behavior at extended burnup levels up to 65 Gwd/MTU. The property and performance models updated were the fission gas release, fuel thermal conductivity, fuel swelling, fuel relocation, radial power distribution, solid-solid contact gap conductance, cladding corrosion and hydriding, cladding mechanical properties, and cladding axial growth. Each updated property and model was compared to well characterized data up to high burnup levels. The installation of these properties and models in the FRAPCON-3 code along with input instructions are provided in Volume 2 of this report and Volume 3 provides a code assessment based on comparison to integral performance data. The updated FRAPCON-3 code is intended to replace the earlier codes FRAPCON-2 and GAPCON-THERMAL-2. 94 refs., 61 figs., 9 tabs.

UST stakeholders generally consider fueling infrastructure materials designed for use with E0 to be adequate for use with E10, and there are no known instances of major leaks or failures directly attributable to ethanol use. It is conceivable that many compatibility issues, including accelerated corrosion, do arise and are corrected onsite and, therefore do not lead to a release. However, there is some concern that higher ethanol concentrations, such as E15 or E20, may be incompatible with current materials used in standard gasoline fueling hardware. In the summer of 2008, DOE recognized the need to assess the impact of intermediate blends of ethanol on the fueling infrastructure, specifically located at the fueling station. This includes the dispenser and hanging hardware, the underground storage tank, and associated piping. The DOE program has been co-led and funded by the Office of the Biomass Program and Vehicle Technologies Program with technical expertise from the Oak Ridge National Laboratory (ORNL) and the National Renewable Energy Laboratory (NREL). The infrastructure material compatibility work has been supported through strong collaborations and testing at Underwriters Laboratories (UL). ORNL performed a compatibility study investigating the compatibility of fuel infrastructure materials to gasoline containing intermediate levels of ethanol. These results can be found in the ORNL report entitled Intermediate Ethanol Blends Infrastructure Materials Compatibility Study: Elastomers, Metals and Sealants (hereafter referred to as the ORNL intermediate blends material compatibility study).   1. Nondestructive assay of special nuclear material for uranium fuel-fabrication facilities

    A high-quality materials accounting system and effective international inspections in uranium fuel-fabrication facilities depend heavily upon accurate nondestructive assay measurements of the facility`s nuclear materials. While item accounting can monitor a large portion of the facility inventory (fuel rods, assemblies, storage items), the contents of all such items and mass values for all bulk materials must be based on quantitative measurements. Weight measurements, combined with destructive analysis of process samples, can provide highly accurate quantitative information on well-characterized and uniform product materials. However, to cover the full range of process materials and to provide timely accountancy data on hard-to-measure items and rapid verification of previous measurements, radiation-based nondestructive assay (NDA) techniques play an important role. NDA for uranium fuel fabrication facilities relies on passive gamma spectroscopy for enrichment and U isotope mass values of medium-to-low-density samples and holdup deposits; it relies on active neutron techniques for U-235 mass values of high-density and heterogeneous samples. This paper will describe the basic radiation-based nondestructive assay techniques used to perform these measurements. The authors will also discuss the NDA measurement applications for international inspections of European fuel-fabrication facilities.

  2. FUNDAMENTAL STUDIES OF THE DURABILITY OF MATERIALS FOR INTERCONNECTS IN SOLID OXIDE FUEL CELLS

    This report describes the result of the first eight months of effort on a project directed at improving metallic interconnect materials for solid oxide fuel cells (SOFCs). The results include cyclic oxidation studies of a group of ferritic alloys, which are candidate interconnect materials. The exposures have been carried out in simulated fuel cell atmospheres. The oxidation morphologies have been characterized and the ASR has been measured for the oxide scales. The effect of fuel cell electric current density on chromia growth rates has been considered The thermomechanical behavior of the scales has been investigated by stress measurements using x-ray diffraction and interfacial fracture toughness measurements using indentation. The ultimate goal of this thrust is to use knowledge of changes in oxide thickness, stress and adhesion to develop accelerated testing methods for evaluating SOFC interconnect alloys. Finally a theoretical assessment of the potential for use of ''new'' metallic materials as interconnect materials has been conducted and is presented in this report. Alloys being considered include materials based on pure nickel, materials based on the ''Invar'' concept, and coated materials to optimize properties in both the anode and cathode gases.

Scanning electron microscopy was used to analyze the morphology of the nanotubes. The average diameter, wall thickness and length of the as-prepared TiO{sub 2} NTs were determined. The photosensitive anode made from the highly ordered TiO{sub 2} NTs has good photo-catalytic property, as proven by the decomposition tests on urea, ammonia, sodium sulfide and automobile engine coolant under ultraviolet (UV) radiation. To improve the efficiency of the fuel cell, doping the TiO{sub 2} NTs with a transition metal oxide, NiO, was performed and the photosensitivity of the doped anode was tested under visible light irradiation. It is found that the NiO-doped anode is sensitive to visible light. Also found is that polyaniline-doped photosensitive anode can harvest photon energy in the visible light spectrum range much more efficiently than the NiO-doped one. It is concluded that the nanostructured photoelectrochemical fuel cell can generate electricity and clean fuel by decomposing hazardous materials under sunlight.

    This investigation addresses the combustion-related aspects of the reapplication of energetic materials as fuels in boilers as an economically viable and environmentally acceptable use of excess energetic materials. The economics of this approach indicate that the revenues from power generation and chemical recovery approximately equal the costs of boiler modification and changes in operation. The primary tradeoff is the cost of desensitizing the fuels against the cost of open burn/open detonation (OB/OD) or other disposal techniques. Two principal combustion-related obstacles to the use of energetic-material-derived fuels are NO{sub x} generation and the behavior of metals. NO{sub x} measurements obtained in this investigation indicate that the nitrated components (nitrocellulose, nitroglycerin, etc.) of energetic materials decompose with NO{sub x} as the primary product. This can lead to high uncontrolled NO{sub x} levels (as high as 2,600 ppm on a 3% O{sub 2} basis for a 5% blend of energetic material in the fuel). NO{sub x} levels are sensitive to local stoichiometry and temperature. The observed trends resemble those common during the combustion of other nitrogen-containing fuels. Implications for NO{sub x} control strategies are discussed. The behavior of inorganic components in energetic materials tested in this investigation could lead to boiler maintenance problems such as deposition, grate failure, and bed agglomeration. The root cause of the problem is the potentially extreme temperature generated during metal combustion. Implications for furnace selection and operation are discussed.

One of the challenges of achieving this goal is to develop fuels capable of reaching extreme burnup levels (e.g. 40%). To achieve such high burnup levels’ fast reactor core materials (cladding and duct) must be able to withstand very high doses (>300 dpa design goal) while in contact with the coolant and the fuel. Thus, these materials must withstand radiation effects that promote low temperature embrittlement, radiation induced segregation, high temperature helium embrittlement, swelling, accelerated creep, corrosion with the coolant, and chemical interaction with the fuel (FCCI). To develop and qualify materials to a total fluence greater than 200 dpa requires development of advanced alloys and irradiations in fast reactors to test these alloys. Test specimens of ferritic/martensitic alloys (T91/HT-9) previously irradiated in the FFTF reactor up to 210 dpa at a temperature range of 350– 750 °C are presently being tested. This includes analysis of a duct made of HT-9 after irradiation to a total dose of 155 dpa at temperatures from 370 to 510 °C. Compact tension, charpy and tensile specimens have been machined from this duct and mechanical testing as well as SANS and Mossbauer spectroscopy are currently being performed. Initial results from compression testing and Charpy testing reveal a strong increase in yield stress (~400 MPa) and a large increase in DBTT (up to 230 °C) for specimens irradiated at 383 °C to a dose of 28 dpa. Less hardening and a smaller increase in DBTT was observed for specimens irradiated at higher temperatures up to 500 °C.   9. Phase Formation and Transformations in Transmutation Fuel Materials for the LIFE Engine Part I - Path Forward

    The current specifications of the LLNL fusion-fission hybrid proposal, namely LIFE, impose severe constraints on materials, and in particular on the nuclear fissile or fertile nuclear fuel and its immediate environment. This constitutes the focus of the present report with special emphasis on phase formation and phase transformations of the transmutation fuel and their consequences on particle and pebble thermal, chemical and mechanical integrities. We first review the work that has been done in recent years to improve materials properties under the Gen-IV project, and with in particular applications to HTGR and MSR, and also under GNEP and AFCI in the USA. Our goal is to assess the nuclear fuel options that currently exist together with their issues. Among the options, it is worth mentioning TRISO, IMF, and molten salts. The later option will not be discussed in details since an entire report is dedicated to it. Then, in a second part, with the specific LIFE specifications in mind, the various fuel options with their most critical issues are revisited with a path forward for each of them in terms of research, both experimental and theoretical. Since LIFE is applicable to very high burn-up of various fuels, distinctions will be made depending on the mission, i.e., energy production or incineration. Finally a few conclusions are drawn in terms of the specific needs for integrated materials modeling and the in depth knowledge on time-evolution thermochemistry that controls and drastically affects the performance of the nuclear materials and their immediate environment. Although LIFE demands materials that very likely have not yet been fully optimized, the challenge are not insurmountable and a well concerted experimental-modeling effort should lead to dramatic advances that should well serve other fission programs such as Gen-IV, GNEP, AFCI as well as the international fusion program, ITER.

    Materials database interoperability has been of great interest in recent years for information exchange in support of research and development (R&D). In response to data and knowledge sharing needs of the GenIV International Forum (GIF) for global collaboration in nuclear energy R&D, the European Commission JRC Institute for Energy and Transport (JRC-IET) and the Oak Ridge National Laboratory (ORNL) have established a materials database interoperability project that develops techniques for automated materials data exchange between systems hosted at the two institutes MatDB Online at JRC IET and the Gen IV Materials Handbook at ORNL, respectively. The work to enable automated exchange of data between the two systems leverages the XML data import and export functionalities of both systems in combination with recently developed standards for engineering materials data. The preliminary results of data communication between the two systems have demonstrated the feasibility and efficiency of materials database interoperability, which constructs an interoperation framework that can be seamlessly integrated into the high-throughput First Principles material databases and thus advance the discovery of novel materials in fuel cell applications.

    A process for the catalytic production of hydrogen, from a wide variety of low heating value fuel gases containing carbon monoxide, comprises circulating a carbonaceous material between two reactors--a carbon deposition reactor and a steaming reactor. In the carbon deposition reactor, carbon monoxide is removed from a fuel gas and is deposited on the carbonaceous material as an active carbon. In the steaming reactor, the reactive carbon reacts with steam to give hydrogen and carbon dioxide. The carbonaceous material contains a metal component comprising from about 75% to about 95% cobalt, from about 5% to about 15% iron, and up to about 10% chromium, and is effective in suppressing the production of methane in the steaming reactor.

  14. Implementation of focused ion beam (FIB) system in characterization of nuclear fuels and materials

    Beginning in 2007, a program was established at the Idaho National Laboratory to update key capabilities enabling microstructural and micro-chemical characterization of highly irradiated and/or radiologically contaminated nuclear fuels and materials at scales that previously had not been achieved for these types of materials. Such materials typically cannot be contact handled and pose unique hazards to instrument operators, facilities, and associated personnel. One of the first instruments to be acquired was a Dual Beam focused ion beam (FIB)-scanning electron microscope (SEM) to support preparation of transmission electron microscopy and atom probe tomography samples. Over the ensuing years, techniques have been developed and operational experience gained that has enabled significant advancement in the ability to characterize a variety of fuel types including metallic, ceramic, and coated particle fuels, obtaining insights into in-reactor degradation phenomena not obtainable by any other means. The following article describes insights gained, challenges encountered, and provides examples of unique results obtained in adapting Dual Beam FIB technology to nuclear fuels characterization.

    Water management in Proton Exchange Membrane, PEM, Fuel Cells is challenging because of the inherent conflicts between the requirements for efficient low and high power operation. Particularly at low powers, adequate water must be supplied to sufficiently humidify the membrane or protons will not move through it adequately and resistance losses will decrease the cell efficiency. At high power density operation, more water is produced at the cathode than is necessary for membrane hydration. This excess water must be removed effectively or it will accumulate in the Gas Diffusion Layers, GDLs, between the gas channels and catalysts, blocking diffusion paths for reactants to reach the catalysts and potentially flooding the electrode. As power density of the cells is increased, the challenges arising from water management are expected to become more difficult to overcome simply due to the increased rate of liquid water generation relative to fuel cell volume. Thus, effectively addressing water management based issues is a key challenge in successful application of PEMFC systems. In this project, CFDRC and our partners used a combination of experimental characterization, controlled experimental studies of important processes governing how water moves through the fuel cell materials, and detailed models and simulations to improve understanding of water management in operating hydrogen PEM fuel cells. The characterization studies provided key data that is used as inputs to all state-of-the-art models for commercially important GDL materials. Experimental studies and microscopic scale models of how water moves through the GDLs showed that the water follows preferential paths, not branching like a river, as it moves toward the surface of the material. Experimental studies and detailed models of water and airflow in fuel cells channels demonstrated that such models can be used as an effective design tool to reduce operating pressure drop in the channels and the associated

  18. Fuel-Cycle and Nuclear Material Disposition Issues Associated with High-Temperature Gas Reactors

    The objective of this paper is to facilitate a better understanding of the fuel-cycle and nuclear material disposition issues associated with high-temperature gas reactors (HTGRs). This paper reviews the nuclear fuel cycles supporting early and present day gas reactors, and identifies challenges for the advanced fuel cycles and waste management systems supporting the next generation of HTGRs, including the Very High Temperature Reactor, which is under development in the Generation IV Program. The earliest gas-cooled reactors were the carbon dioxide (CO2)-cooled reactors. Historical experience is available from over 1,000 reactor-years of operation from 52 electricity-generating, CO2-cooled reactor plants that were placed in operation worldwide. Following the CO2 reactor development, seven HTGR plants were built and operated. The HTGR came about from the combination of helium coolant and graphite moderator. Helium was used instead of air or CO2 as the coolant. The helium gas has a significant technical base due to the experience gained in the United States from the 40-MWe Peach Bottom and 330-MWe Fort St. Vrain reactors designed by General Atomics. Germany also built and operated the 15-MWe Arbeitsgemeinschaft Versuchsreaktor (AVR) and the 300-MWe Thorium High-Temperature Reactor (THTR) power plants. The AVR, THTR, Peach Bottom and Fort St. Vrain all used fuel containing thorium in various forms (i.e., carbides, oxides, thorium particles) and mixtures with highly enriched uranium. The operational experience gained from these early gas reactors can be applied to the next generation of nuclear power systems. HTGR systems are being developed in South Africa, China, Japan, the United States, and Russia.     Oxygen reduction and incorporation into solid electrolytes and the reverse reaction of oxygen evolution play a cru-cial role in Solid Oxide Fuel Cell (SOFC) applications. However a detailed un derstanding of the kinetics of the cor-responding reactions, i.e. on reaction mechanisms, rate limiting steps, reaction paths, electrocatalytic role of materials, is still missing. These include a thorough characterization of the binding potentials experienced by protons in the lattice. We report results of Inelastic Neutron Scattering (INS) measurements of the vibrational state of the protons in Ni- YSZ highly porous composites (75% to 90% ), a ceramic-metal material showing a high electrical conductivity and ther mal stability, which is known to be most effectively used as anodes for solid ox ide fuel cells. The results are compared with INS and Deep Inelastic Neutron Scattering (DINS) experiments on the proton binding states in bulk ice.

    Advances in nuclear reactor technology and the use of gas-cooled fast reactors require the development of new materials that can operate at the higher temperatures expected in these systems. These include refractory alloys base on Nb, Zr, Ta, Mo, W, and Re; ceramics and composites such as those based on silicon carbide (SiCf-SiC); carbon-carbon composites; and advanced coatings. Besides the ability to handle higher expected temperatures, effective heat transfer between reactor componets is necessary for improved efficiency. Improving thermal conductivity of the materials used in nuclear fuels and other temperature critical components can lower the center-line fuel temperature and thereby enhance durability and reduce the risk of premature failure.

    Materials Science and Technology has evaluated materials compatibility for the SNAP (Systems for Nuclear Auxiliary Power) fuel for containment within a 9975 packaging assembly for a shipping period of one year. The evaluation included consideration for potential for water within the convenience can, corrosion from water, galvanic corrosion, tape degradation, and thermal expansion risk. Based on a review of existing literature and assumed conditions, corrosion and/or degradation of the 304 stainless steel (SS) Primary Containment Vessel (PCV) and the 304 stainless steel convenience cans containing the SNAP fuel is not significant to cause failure during the 1 year time shipping period in the 9975 packaging assembly. However, storage beyond the 1 year shipping period has not been validated.

  6. Ferritic Alloys as Accident Tolerant Fuel Cladding Material for Light Water Reactors

    The objective of the GE project is to demonstrate that advanced steels such as iron-chromium-aluminum (FeCrAl) alloys could be used as accident tolerant fuel cladding material in commercial light water reactors. The GE project does not include fuel development. Current findings support the concept that a FeCrAl alloy could be used for the cladding of commercial nuclear fuel. The use of this alloy will benefit the public since it is going to make the power generating light water reactors safer. In the Phase 1A of this cost shared project, GE (GRC + GNF) teamed with the University of Michigan, Los Alamos National Laboratory, Brookhaven National Laboratory, Idaho National Laboratory, and Oak Ridge National Laboratory to study the environmental and mechanical behavior of more than eight candidate cladding materials both under normal operation conditions of commercial nuclear reactors and under accident conditions in superheated steam (loss of coolant condition). The main findings are as follows: (1) Under normal operation conditions the candidate alloys (e.g. APMT, Alloy 33) showed excellent resistance to general corrosion, shadow corrosion and to environmentally assisted cracking. APMT also showed resistance to proton irradiation up to 5 dpa. (2) Under accident conditions the selected candidate materials showed several orders of magnitude improvement in the reaction with superheated steam as compared with the current zirconium based alloys. (3) Tube fabrication feasibility studies of FeCrAl alloys are underway. The aim is to obtain a wall thickness that is below 400 µm. (4) A strategy is outlined for the regulatory path approval and for the insertion of a lead fuel assembly in a commercial reactor by 2022. (5) The GE team worked closely with INL to have four rodlets tested in the ATR. GE provided the raw stock for the alloys, the fuel for the rodlets and the cost for fabrication/welding of the rodlets.     The DOE Hydrogen Storage Program is focused on identifying and developing viable hydrogen storage systems for onboard vehicular applications. The program funds exploratory research directed at identifying new materials and concepts for storage of hydrogen having high gravimetric and volumetric capacities that have the potential to meet long term technical targets for onboard storage. Approaches currently being examined are reversible metal hydride storage materials, reversible hydrogen sorption systems, and chemical hydrogen storage systems. The latter approach concerns materials that release hydrogen in endothermic or exothermic chemical bond-breaking processes. To regenerate the spent fuels arising from hydrogen release from such materials, chemical processes must be employed. These chemical regeneration processes are envisioned to occur offboard the vehicle.

    This project covered one of the main challenges in present-day PEM fuel cell technology: to design a membrane capable of maintaining high conductivity and mechanical integrity when temperature is elevated and water vapor pressure is severely reduced. The DOE conductivity milestone of 0.1 S cm-1 at 120 degrees C and 50 % relative humidity (RH) for designed membranes addressed the target for the project. Our approach presumed to develop a composite membrane with hydrophilic proton-conductive inorganic material and the proton conductive polymeric matrix that is able to “bridge” the conduction paths in the membrane. The unique aspect of our approach was the use of highly functionalized inorganic additives to benefit from their water retention properties and high conductivity as well. A promising result turns out that highly hydrophilic phosphorsilicate gels added in Nafion matrix improved PEM fuel cell performance by over 50% compared with bare Nafion membrane at 120 degrees C and 50 % RH. This achievement realizes that the fuel cell operating pressure can be kept low, which would make the PEM fuel cell much more cost efficient and adaptable to practical operating conditions and facilitate its faster commercialization particularly in automotive and stationary applications.

    A new class of hybrid organic-inorganic materials, and methods of synthesis, that can be used as a proton exchange membrane in a direct methanol fuel cell. In contrast with Nafion.RTM. PEM materials, which have random sulfonation, the new class of materials have ordered sulfonation achieved through self-assembly of alternating polyimide segments of different molecular weights comprising, for example, highly sulfonated hydrophilic PDA-DASA polyimide segment alternating with an unsulfonated hydrophobic 6FDA-DAS polyimide segment. An inorganic phase, e.g., 0.5 5 wt % TEOS, can be incorporated in the sulfonated polyimide copolymer to further improve its properties. The new materials exhibit reduced swelling when exposed to water, increased thermal stability, and decreased O.sub.2 and H.sub.2 gas permeability, while retaining proton conductivities similar to Nafion.RTM.. These improved properties may allow direct methanol fuel cells to operate at higher temperatures and with higher efficiencies due to reduced methanol crossover.

    The focus of this report is the evaluation of various co-precipitation processes for use in the synthesis of mixed oxide feedstock powders for the Ceramic Fuels Technology Area within the Fuels Cycle R&D (FCR&D) Program's Advanced Fuels Campaign. The evaluation will include a comparison with standard mechanical mixing of dry powders and as well as other co-conversion methods. The end result will be the down selection of a preferred sequence of co-precipitation process for the preparation of nuclear fuel feedstock materials to be used for comparison with other feedstock preparation methods. A review of the literature was done to identify potential nitrate-to-oxide co-conversion processes which have been applied to mixtures of uranium and plutonium to achieve recycle fuel homogeneity. Recent studies have begun to study the options for co-converting all of the plutonium and neptunium recovered from used nuclear fuels, together with appropriate portions of recovered uranium to produce the desired mixed oxide recycle fuel. The addition of recycled uranium will help reduce the safeguard attractiveness level and improve proliferation resistance of the recycled fuel. The inclusion of neptunium is primarily driven by its chemical similarity to plutonium, thus enabling a simple quick path to recycle. For recycle fuel to thermal-spectrum light water reactors (LWRs), the uranium concentration can be {approx}90% (wt.), and for fast spectrum reactors, the uranium concentration can typically exceed 70% (wt.). However, some of the co-conversion/recycle fuel fabrication processes being developed utilize a two-step process to reach the desired uranium concentration. In these processes, a 50-50 'master-mix' MOX powder is produced by the co-conversion process, and the uranium concentration is adjusted to the desired level for MOX fuel recycle by powder blending (milling) the 'master-mix' with depleted uranium oxide.     We must anticipate that the day is approaching when details of nuclear weapons design and fabrication will become common knowledge. On that day we must be particularly certain that all special nuclear materials (SNM) are adequately accounted for and protected and that we have a clear understanding of the utility of nuclear materials to potential adversaries. To this end, this paper examines the attractiveness of materials mixtures containing SNM and alternate nuclear materials associated with the plutonium-uranium reduction extraction (Purex), uranium extraction (UREX), coextraction (COEX), thorium extraction (THOREX), and PYROX (an electrochemical refining method) reprocessing schemes. This paper provides a set of figures of merit for evaluating material attractiveness that covers a broad range of proliferant state and subnational group capabilities. The primary conclusion of this paper is that all fissile material must be rigorously safeguarded to detect diversion by a state and must be provided the highest levels of physical protection to prevent theft by subnational groups; no 'silver bullet' fuel cycle has been found that will permit the relaxation of current international safeguards or national physical security protection levels. The work reported herein has been performed at the request of the U.S. Department of Energy (DOE) and is based on the calculation of 'attractiveness levels' that are expressed in terms consistent with, but normally reserved for, the nuclear materials in DOE nuclear facilities. The methodology and findings are presented. Additionally, how these attractiveness levels relate to proliferation resistance and physical security is discussed.

    Advantages of implementation of power plants based on electrochemical reactions are successfully demonstrated in the USA and Japan. One of the msot promising types of fuel cells (FC) is a type of high temperature fuel cells. At present, thanks to the efforts of the leading countries that develop fuel cell technologies power plants on the basis of molten carbonate fuel cells (MCFC) and solid oxide fuel cells (SOFC) are really close to commercialization. One of the problems that are to be solved for practical implementation of MCFC and SOFC is a problem of corrosion of metal components of stacks that are assembled of a number of fuel cells. One of the major components of MCFC and SOFC stacks is a bipolar separator plate (BSP) that performs several functions - it is separation of reactant gas flows sealing of the joints between fuel cells, and current collection from the surface of electrodes. The goal of Task 1 of the project is to develop new cost-effective nickel coatings for the Russian 20X23H18 steel for an MCFC bipolar separator plate using technological processes usually implemented to apply corrosion stable coatings onto the metal parts for products in the defense. There was planned the research on production of nickel coatings using different methods, first of all the galvanic one and the explosion cladding one. As a result of the works, 0.4 x 712 x 1296 mm plates coated with nickel on one side were to be made and passed to ANL. A line of 4 galvanic baths 600 liters was to be built for the galvanic coating applications. The goal of Task 2 of the project is the development of a new material of an MCFC bipolar separator plate with an upgraded corrosion stability, and development of a technology to produce cold roll sheets of this material the sizes of which will be 0.8 x 712x 1296 mm.   19. Release and disposal of materials during decommissioning of Siemens MOX fuel fabrication plant at Hanau, Germany

    In September 2006, decommissioning and dismantling of the Siemens MOX Fuel Fabrication Plant in Hanau were completed. The process equipment and the fabrication buildings were completely decommissioned and dismantled. The other buildings were emptied in whole or in part, although they were not demolished. Overall, the decommissioning process produced approximately 8500 Mg of radioactive waste (including inactive matrix material); clearance measurements were also performed for approximately 5400 Mg of material covering a wide range of types. All the equipment in which nuclear fuels had been handled was disposed of as radioactive waste. The radioactive waste was conditioned on the basis of the requirements specified for the projected German final disposal site 'Schachtanlage Konrad'. During the pre-conditioning, familiar processes such as incineration, compacting and melting were used. It has been shown that on account of consistently applied activity containment (barrier concept) during operation and dismantling, there has been no significant unexpected contamination of the plant. Therefore almost all the materials that were not a priori destined for radioactive waste were released without restriction on the basis of the applicable legal regulations (chap. 29 of the Radiation Protection Ordinance), along with the buildings and the plant site.   3. Demonstration of improved vehicle fuel efficiency through innovative tire design, materials, and weight reduction technologies

    Cooper completed an investigation into new tire technology using a novel approach to develop and demonstrate a new class of fuel efficient tires using innovative materials technology and tire design concepts. The objective of this work was to develop a new class of fuel efficient tires, focused on the “replacement market” that would improve overall passenger vehicle fuel efficiency by 3% while lowering the overall tire weight by 20%. A further goal of this project was to accomplish the objectives while maintaining the traction and wear performance of the control tire. This program was designed to build on what has already been accomplished in the tire industry for rolling resistance based on the knowledge and general principles developed over the past decades. Cooper’s CS4 (Figure #1) premium broadline tire was chosen as the control tire for this program. For Cooper to achieve the goals of this project, the development of multiple technologies was necessary. Six technologies were chosen that are not currently being used in the tire industry at any significant level, but that showed excellent prospects in preliminary research. This development was divided into two phases. Phase I investigated six different technologies as individual components. Phase II then took a holistic approach by combining all the technologies that showed positive results during phase one development.

  4. Process for hydrocracking carbonaceous material to provide fuels or chemical feed stock

    A process is disclosed for hydrocracking coal or other carbonaceous material to produce various aromatic hydrocarbons including benzene, toluene, xylene, ethylbenzene, phenol and cresols in variable relative concentrations while maintaining a near constant maximum temperature. Variations in relative aromatic concentrations are achieved by changing the kinetic severity of the hydrocracking reaction by altering the temperature profile up to and quenching from the final hydrocracking temperature. The relative concentration of benzene to the alkyl and hydroxyl aromatics is increased by imposing increased kinetic severity above that corresponding to constant heating rate followed by immediate quenching at about the same rate to below the temperature at which dehydroxylation and dealkylation reactions appreciably occur. Similarly phenols, cresols and xylenes are produced in enhanced concentrations by adjusting the temperature profile to provide a reduced kinetic severity relative to that employed when high benzene concentrations are desired. These variations in concentrations can be used to produce desired materials for chemical feed stocks or for fuels.

  5. Preliminary Compatibility Assessment of Metallic Dispenser Materials for Service in Ethanol Fuel Blends

    The compatibility of selected metals representative of those commonly used in dispensing systems was evaluated in an aggressive E20 formulation (CE20a) and in synthetic gasoline (Reference Fuel C) in identical testing to facilitate comparison of results. The testing was performed at modestly elevated temperature (nominally 60 C) and with constant fluid flow in an effort to accelerate potential interactions in the screening test. Based on weight change, the general corrosion of all individual coupons exposed in the vapor phase above Reference Fuel C and CE20a as well as all coupons immersed in Reference Fuel C was essentially nil (<0.3 {micro}m/y), with no evidence of localized corrosion such as pitting/crevice corrosion or selective leaching at any location. Modest discoloration was observed on the copper-based alloys (cartridge brass and phosphor bronze), but the associated corrosion films were quite thin and apparently protective. For coupons immersed in CE20a, four different materials exhibited net weight loss over the entire course of the experiment: cartridge brass, phosphor bronze, galvanized steel, and terne-plated steel. None of these exhibited substantial incompatibility with the test fluid, with the largest general corrosion rate calculated from coupon weight loss to be approximately 4 {micro}m/y for the cartridge brass specimens. Selective leaching of zinc (from brass) and tin (from bronze) was observed, as well as the presence of sulfide surface films rich in these elements, suggesting the importance of the role of sulfuric acid in the CE20a formulation. Analysis of weight loss data for the slightly corroded metals indicated that the corrosivity of the test environment decreased with exposure time for brass and bronze and increased for galvanized and terne-plated steel. Other materials immersed in CE20a - type 1020 mild steel, type 1100 aluminum, type 201 nickel, and type 304 stainless steel - each appeared essentially immune to corrosion at the test

  6. Microstructural Characterization of Burnable Absorber Materials Being Evaluated for Application in LEU U-Mo Fuel Plates

    The starting microstructure of a fuel plate will impact how it performs during irradiation. As a result, microstructural characterization has been performed on as-fabricated monolithic fuel plates to determine the changes in fuel plate microstructure that may result from changes in fabrication parameters. Particular focus has been given to the fuel plate U-10Mo/Zr and Zr/AA6061 cladding interfaces, since the integrity of these interfaces will play a big role in determining the overall performance of the fuel plate during irradiation. In addition, burnable absorber materials for potential incorporation into monolithic fuel plates have been characterized to identify their as-fabricated microstructures. This information will be important when trying to understand the PIE data from fuel plates with burnable absorbers that are irradiated in future irradiation experiments. This paper will focus on the microstructures observed using optical metallography, X-ray diffraction, and scanning and transmission electron microscopy for monolithic fuel plates exposed to different fabrication parameters and for as-fabricated burnable absorber materials.

    Material properties required for on-board hydrogen storage in cryogenic sorbents for use with automotive polymer electrolyte membrane (PEM) fuel cell systems are discussed. Models are formulated for physical, thermodynamic and transport properties, and for the dynamics of H-2 refueling and discharge from a sorbent bed. A conceptual storage configuration with in-bed heat exchanger tubes, a Type-3 containment vessel, vacuum insulation and requisite balance-of-plant components is developed to determine the peak excess sorption capacity and differential enthalpy of adsorption for 5.5 wt% system gravimetric capacity and 55% well-to-tank (WTT) efficiency. The analysis also determines the bulk density to which the material must be compacted for the storage system to reach 40 g.L-1 volumetric capacity. Thermal transport properties and heat transfer enhancement methods are analyzed to estimate the material thermal conductivity needed to achieve 1.5 kg.min(-1) H-2 refueling rate. Operating temperatures and pressures are determined for 55% WTT efficiency and 95% usable H-2. Needs for further improvements in material properties are analyzed that would allow reduction of storage pressure to 50 bar from 100 bar, elevation of storage temperature to 175-200 K from 150 K, and increase of WTT efficiency to 57.5% or higher.

  10. Benchmark Evaluation of Fuel Effect and Material Worth Measurements for a Beryllium-Reflected Space Reactor Mockup

    The critical configuration of the small, compact critical assembly (SCCA) experiments performed at the Oak Ridge Critical Experiments Facility (ORCEF) in 1962-1965 have been evaluated as acceptable benchmark experiments for inclusion in the International Handbook of Evaluated Criticality Safety Benchmark Experiments. The initial intent of these experiments was to support the design of the Medium Power Reactor Experiment (MPRE) program, whose purpose was to study “power plants for the production of electrical power in space vehicles.” The third configuration in this series of experiments was a beryllium-reflected assembly of stainless-steel-clad, highly enriched uranium (HEU)-O2 fuel mockup of a potassium-cooled space power reactor. Reactivity measurements cadmium ratio spectral measurements and fission rate measurements were measured through the core and top reflector. Fuel effect worth measurements and neutron moderating and absorbing material worths were also measured in the assembly fuel region. The cadmium ratios, fission rate, and worth measurements were evaluated for inclusion in the International Handbook of Evaluated Criticality Safety Benchmark Experiments. The fuel tube effect and neutron moderating and absorbing material worth measurements are the focus of this paper. Additionally, a measurement of the worth of potassium filling the core region was performed but has not yet been evaluated Pellets of 93.15 wt.% enriched uranium dioxide (UO2) were stacked in 30.48 cm tall stainless steel fuel tubes (0.3 cm tall end caps). Each fuel tube had 26 pellets with a total mass of 295.8 g UO2 per tube. 253 tubes were arranged in 1.506-cm triangular lattice. An additional 7-tube cluster critical configuration was also measured but not used for any physics measurements. The core was surrounded on all side by a beryllium reflector.     This report summarizes the results of three detailed studies of the physical protection systems for the protection of nuclear materials transport in Japan, with an emphasis on the transportation of mixed oxide fuel materials1. The Japanese infrastructure for transporting nuclear fuel materials is addressed in the first section. The second section of this report presents a summary of baseline data from the open literature on the threats of sabotage and theft during the transport of nuclear fuel materials in Japan. The third section summarizes a review of current International Atomic Energy Agency, Japanese and United States guidelines and regulations concerning the physical protection for the transportation of nuclear fuel materials.

  12. Advanced materials for solid oxide fuel cells: Hafnium-Praseodymium-Indium Oxide System

    The HfO/sub 2/-PrO/sub 1.83/-In/sub 2/O/sub 3/ system has been studied at the Pacific Northwest Laboratory to develop alternative, highly electrically conducting oxides as electrode and interconnection materials for solid oxide fuel cells. A coprecipitation process was developed for synthesizing single-phase, mixed oxide powders necessary to fabricate powders and dense oxides. A ternary phase diagram was developed, and the phases and structures were related to electrical transport properties. Two new phases, an orthorhombic PrInO/sub 3/ and a rhombohedral Hf/sub 2/In/sub 2/O/sub 7/ phase, were identified. The highest electronic conductivity is related to the presence of a bcc, In/sub 2/O/sub 3/ solid solution (ss) containing HfO/sub 2/ and PrO/sub 1.83/. Compositions containing more than 35 mol % of the In/sub 2/O/sub 3/ ss have electrical conductivities greater than 10/sup /minus/1/ (ohm-cm)/sup /minus/1/, and the two or three phase structures that contain this phase appear to exhibit mixed electronic-ionic conduction. The high electrical conductivities and structures similar to the Y/sub 2/O/sub 3/-stabilized ZrO/sub 2/(HfO/sub 2/) electrolyte give these oxides potential for use as cathodes in solid oxide fuel cells. 21 refs.

    To preliminarily monitor the relative effect of advanced water chemistry measures on SS structural material and fuel cladding in BWR environments a number of experiments were performed using laboratory equipment (recirculation loop, autoclave with heated electrodes, reference electrodes, etc.). The simulation of the plant condition was done without impurities or crud deposit contribution (clean surfaces). Subsequent testing, performed during 2007 and not yet cleared for release, is considering the effect of combined complex BWR chemistries and crud deposition. The heated Zircaloy fuel cladding tubing was prepared to simulate heat transfer by internal heating at levels existing in BWR (70 W/cm{sup 2}). For comparison purposes additional type SS347 electrode and unheated zirconium was used. A platinum electrode was used to measure the redox potential of the electrolyte. A high temperature Ag/AgCl electrode was used as a reference electrode. The assembly was installed in a recirculation 1 liter autoclave. Present report presents corrosion potential measurements performed under the following BWR water chemistry conditions (at 288 deg. C fluid exit temperature, 86 bar with surface temperature of Zirconium hot finger at 296 deg.     Researchers at Pacific Northwest National Laboratory conducted a flood hazard analysis for the Materials and Fuels Complex (MFC) site located at the Idaho National Laboratory (INL) site in southeastern Idaho. The general approach for the analysis was to determine the maximum water elevation levels associated with the design-basis flood (DBFL) and compare them to the floor elevations at critical building locations. Two DBFLs for the MFC site were developed using different precipitation inputs: probable maximum precipitation (PMP) and 10,000 year recurrence interval precipitation. Both precipitation inputs were used to drive a watershed runoff model for the surrounding upland basins and the MFC site. Outflows modeled with the Hydrologic Engineering Centers Hydrologic Modeling System were input to the Hydrologic Engineering Centers River Analysis System hydrodynamic flood routing model.

    This Process Knowledge Summary Report summarizes the information collected to satisfy the transportation and waste acceptance requirements for the transfer of transuranic (TRU) waste between the Materials and Fuels Complex (MFC) and the Advanced Mixed Waste Treatment Project (AMWTP). The information collected includes documentation that addresses the requirements for AMWTP and the applicable portion of their Resource Conservation and Recovery Act permits for receipt and treatment of TRU debris waste in AMWTP. This report has been prepared for contact-handled TRU debris waste generated by the Idaho National Laboratory at MFC. The TRU debris waste will be shipped to AMWTP for purposes of supercompaction. This Process Knowledge Summary Report includes information regarding, but not limited to, the generation process, the physical form, radiological characteristics, and chemical contaminants of the TRU debris waste, prohibited items, and packaging configuration. This report, along with the referenced supporting documents, will create a defensible and auditable record for waste originating from MFC.

  17. Fundamental Studies of the Durability of Materials for Interconnects in Solid Oxide Fuel Cells

    Ferritic stainless steels are a leading candidate material for use as an SOFC interconnect, but have the problem of forming volatile chromia species that lead to cathode poisoning. This project has focused both on optimization of ferritic alloys for SOFC applications and evaluating the possibility of using alternative materials. The initial efforts involved studying the oxidation behavior of a variety of chromia-forming ferritic stainless steels in the temperature range 700-900 C in atmospheres relevant to solid oxide fuel cell operation. The alloys exhibited a wide variety of oxidation behavior based on composition. A method for reducing the vaporization is to add alloying elements that lead to the formation of a thermally grown oxide layer over the protective chromia. Several commercial steels form manganese chromate on the surface. This same approach, combined with observations of TiO{sub 2} overlayer formation on the chromia forming, Ni-based superalloy IN 738, has resulted in the development of a series of Fe-22 Cr-X Ti alloys (X=0-4 wt%). Oxidation testing has indicated that this approach results in significant reduction in chromia evaporation. Unfortunately, the Ti also results in accelerated chromia scale growth. Fundamental thermo-mechanical aspects of the durability of solid oxide fuel cell (SOFC) interconnect alloys have also been investigated. A key failure mechanism for interconnects is the spallation of the chromia scale that forms on the alloy, as it is exposed to fuel cell environments. Indentation testing methods to measure the critical energy release rate (Gc) associated with the spallation of chromia scale/alloy systems have been evaluated. This approach has been used to evaluate the thermomechanical stability of chromia films as a function of oxidation exposure. The oxidation of pure nickel in SOFC environments was evaluated using thermogravimetric analysis (TGA) to determine the NiO scaling kinetics and a four-point probe was used to measure

This report specifically responds to the requirement of Section 9.2, Item 6, of the Facilities Condition and Hazards Assessment to provide an updated assessment and verification of the residual hazardous materials remaining in the Sodium Processing Facilities processing system. The hazardous materials of concern are sodium and sodium hydroxide (caustic). The information supplied in this report supports the end-point objectives identified in the Transition Plan for Multiple Facilities at the Materials and Fuels Complex, Advanced Test Reactor, Central Facilities Area, and Power Burst Facility, as well as the deactivation and decommissioning critical decision milestone 1, as specified in U.S. Department of Energy Guide 413.3-8, “Environmental Management Cleanup Projects.” Using a tailored approach and based on information obtained through a combination of process knowledge, emergency management hazardous assessment documentation, and visual inspection, this report provides sufficient detail regarding the quantity of hazardous materials for the purposes of facility transfer; it also provides that further characterization/verification of these materials is unnecessary.

  3. Depleted uranium oxides and silicates as spent nuclear fuel waste package fill materials

    A new repository waste package (WP) concept for spent nuclear fuel (SNF) is being investigated that uses depleted uranium (DU) to improve performance and reduce the uncertainties of geological disposal of SNF. The WP would be filled with SNF and then filled with depleted uranium (DU) ({approximately}0.2 wt % {sup 235}U) dioxide (UO{sub 2}) or DU silicate-glass beads. Fission products and actinides can not escape the SNF UO{sub 2} crystals until the UO{sub 2} dissolves or is transformed into other chemical species. After WP failure, the DU fill material slows dissolution by three mechanisms: (1) saturation of AT groundwater with DU and suppression of SNF dissolution, (2) maintenance of chemically reducing conditions in the WP that minimize SNF solubility by sacrificial oxidation of DU from the +4 valence state, and (3) evolution of DU to lower-density hydrated uranium silicates. The fill expansion seals the WP from water flow. The DU also isotopically exchanges with SNF uranium as the SNF degrades to reduce long-term nuclear-criticality concerns.

    In 2008 Oak Ridge National Laboratory began a series of experiments to evaluate the compatibility of fueling infrastructure materials with intermediate levels of ethanol-blended gasoline. Initially, the focus was elastomers, metals, and sealants, and the test fuels were Fuel C, CE10a, CE17a and CE25a. The results of these studies were published in 2010. Follow-on studies were performed with an emphasis on plastic (thermoplastic and thermoset) materials used in underground storage and dispenser systems. These materials were exposed to test fuels of Fuel C and CE25a. Upon completion of this effort, it was felt that additional compatibility data with higher ethanol blends was needed and another round of experimentation was performed on elastomers, metals, and plastics with CE50a and CE85a test fuels. Compatibility of polymers typically relates to the solubility of the solid polymer with a solvent. It can also mean susceptibility to chemical attack, but the polymers and test fuels evaluated in this study are not considered to be chemically reactive with each other. Solubility in polymers is typically assessed by measuring the volume swell of the polymer exposed to the solvent of interest. Elastomers are a class of polymers that are predominantly used as seals, and most o-ring and seal manufacturers provide compatibility tables of their products with various solvents including ethanol, toluene, and isooctane, which are components of aggressive oxygenated gasoline as described by the Society of Automotive Engineers (SAE) J1681. These tables include a ranking based on the level of volume swell in the elastomer associated with exposure to a particular solvent. Swell is usually accompanied by a decrease in hardness (softening) that also affects performance. For seal applications, shrinkage of the elastomer upon drying is also a critical parameter since a contraction of volume can conceivably enable leakage to occur. Shrinkage is also indicative of the removal of one or more

  6. Novel Electrode Materials for Low-Temperature Solid-Oxide Fuel Cells

    Composites electrodes consisting of silver and bismuth vanadates exhibit remarkable catalytic activity for oxygen reduction at 500-550 C and greatly reduce the cathode-electrolyte (doped ceria) resistances of low temperature SOFCs, down to about 0.53 {omega}cm{sup 2} at 500 C and 0.21 {omega}cm{sup 2} at 550 C. The observed power densities of 231, 332, and 443 mWcm-2 at 500, 525 and 550 C, respectively, make it possible to operate SOFCs at temperatures about 500 C. Fuel cell performance depends strongly on the anode microstructure, which is determined by the anode compositions and fabrication conditions. Four types of anodes with two kinds of NiO and GDC powders were investigated. By carefully adjusting the anode microstructure, the GDC electrolyte/anode interfacial polarization resistances reduced dramatically. The interfacial resistance at 600 C decreased from 1.61 {omega} cm{sup 2} for the anodes prepared using commercially available powders to 0.06 {omega} cm{sup 2} for those prepared using powders derived from a glycine-nitrate process. Although steam reforming or partial oxidation is effective in avoiding carbon deposition of hydrocarbon fuels, it increases the operating cost and reduces the energy efficiency. Anode-supported SOFCs with an electrolyte of 20 {micro}m-thick Gd-doped ceria (GDC) were fabricated by co-pressing. A catalyst (1 %wt Pt dispersed on porous Gd-doped ceria) for pre-reforming of propane was developed with relatively low steam to carbon (S/C) ratio ({approx}0.5), coupled with direct utilization of the reformate in low-temperature SOFCs. Propane was converted to smaller molecules during pre-reforming, including H{sub 2}, CH{sub 4}, CO, and CO{sub 2}. A peak power density of 247 mW/cm{sup 2} was observed when pre-reformed propane was directly fed to an SOFC operated at 600 C.   9. Evaluation of Aluminum-Boron Carbide Neutron Absorbing Materials for Interim Storage of Used Nuclear Fuel

    The objective of this work was to understand the corrosion behavior of Boral® and Bortec® neutron absorbers over long-term deployment in a used nuclear fuel dry cask storage environment. Corrosion effects were accelerated by flowing humidified argon through an autoclave at temperatures up to 570°C. Test results show little corrosion of the aluminum matrix but that boron is leaching out of the samples. Initial tests performed at 400 and 570°C were hampered by reduced flow caused by the rapid build-up of solid deposits in the outlet lines. Analysis of the deposits by XRD shows that the deposits are comprised of boron trioxide and sassolite (H3BO3). The collection of boron- containing compounds in the outlet lines indicated that boron was being released from the samples. Observation of the exposed samples using SEM and optical microscopy show the growth of new phases in the samples. These phases were most prominent in Bortec® samples exposed at 570°C. Samples of Boral® exposed at 570°C showed minimal new phase formation but showed nearly the complete loss of boron carbide particles. Boron carbide loss was also significant in Boral samples at 400°C. However, at 400°C phases similar to those found in Bortec® were observed. The rapid loss of the boron carbide particles in the Boral® is suspected to inhibit the formation of the new secondary phases. However, Material samples in an actual dry cask environment would be exposed to temperatures closer to 300°C and less water than the lowest test. The results from this study conclude that at the temperature and humidity levels present in a dry cask environment, corrosion and boron leaching will have no effect on the performance of Boral® and Bortec® to maintain criticality control.

    Mixed metal ferrites have shown much promise in two-step solar-thermochemical fuel production. Previous work has typically focused on evaluating a particular metal ferrite produced by a particular synthesis process, which makes comparisons between studies performed by independent researchers difficult. A comparative study was undertaken to explore the effects different synthesis methods have on the performance of a particular material during redox cycling using thermogravimetry. This study revealed that materials made via wet chemistry methods and extended periods of high temperature calcination yield better redox performance. Differences in redox performance between materials made via wet chemistry methods were minimal andmore » these demonstrated much better performance than those synthesized via the solid state method. Subsequently, various metal ferrite samples (NiFe 2 O 4 , MgFe 2 O 4 , CoFe 2 O 4 , and MnFe 2 O 4 ) in yttria stabilized zirconia (8YSZ) were synthesized via coprecipitation and tested to determine the most promising metal ferrite combination. It was determined that 10 wt.% CoFe 2 O 4 in 8YSZ produced the highest and most consistent yields of O 2 and CO. By testing the effects of synthesis methods and dopants in a consistent fashion, those aspects of ferrite preparation which are most significant can be revealed. More importantly, these insights can guide future efforts in developing the next generation of thermochemical fuel production materials.« less

    This paper reports the continued evaluation of the attractiveness of materials mixtures containing special nuclear materials (SNM) associated with various proposed nuclear fuel cycles. Specifically, this paper examines two closed fuel cycles. The first fuel cycle examined is a thorium fuel cycle in which a pressurized heavy water reactor (PHWR) is fueled with mixtures of plutonium/thorium and {sup 233}U/thorium. The used fuel is then reprocessed using the THOREX process and the actinides are recycled. The second fuel cycle examined consists of conventional light water reactors (LWR) whose fuel is reprocessed for actinides that are then fed to and recycled until consumed in fast-spectrum reactors: fast reactors and accelerator driven systems (ADS). As reprocessing of LWR fuel has already been examined, this paper will focus on the reprocessing of the scheme's fast-spectrum reactors' fuel. This study will indicate what is required to render these materials as having low utility for use in nuclear weapons. Nevertheless, the results of this paper suggest that all reprocessing products evaluated so far need to be rigorously safeguarded and provided high levels of physical protection. These studies were performed at the request of the United States Department of Energy (DOE). The methodology and key findings will be presented.

    This paper is an extension to earlier studies that examined the attractiveness of materials mixtures containing special nuclear materials (SNM) and alternate nuclear materials (ANM) associated with the PUREX, UREX, coextraction, THOREX, and PYROX reprocessing schemes. This study extends the figure of merit (FOM) for evaluating attractiveness to cover a broad range of proliferant State and sub-national group capabilities. This study also considers those materials that will be recycled and burned, possibly multiple times, in LWRs [e.g., plutonium in the form of mixed oxide (MOX) fuel]. The primary conclusion of this study is that all fissile material needs to be rigorously safeguarded to detect diversion by a State and provided the highest levels of physical protection to prevent theft by sub-national groups; no 'silver bullet' has been found that will permit the relaxation of current international safeguards or national physical security protection levels. This series of studies has been performed at the request of the United States Department of Energy (DOE) and is based on the calculation of 'attractiveness levels' that are expressed in terms consistent with, but normally reserved for nuclear materials in DOE nuclear facilities. The expanded methodology and updated findings are presented. Additionally, how these attractiveness levels relate to proliferation resistance and physical security are discussed.

  1. Materials accounting in a fast-breeder-reactor fuels-reprocessing facility: optimal allocation of measurement uncertainties

    This report describes the conceptual design of a materials accounting system for the feed preparation and chemical separations processes of a fast breeder reactor spent-fuel reprocessing facility. For the proposed accounting system, optimization techniques are used to calculate instrument measurement uncertainties that meet four different accounting performance goals while minimizing the total development cost of instrument systems. We identify instruments that require development to meet performance goals and measurement uncertainty components that dominate the materials balance variance. Materials accounting in the feed preparation process is complicated by large in-process inventories and spent-fuel assembly inputs that are difficult to measure. To meet 8 kg of plutonium abrupt and 40 kg of plutonium protracted loss-detection goals, materials accounting in the chemical separations process requires: process tank volume and concentration measurements having a precision less than or equal to 1%; accountability and plutonium sample tank volume measurements having a precision less than or equal to 0.3%, a shortterm correlated error less than or equal to 0.04%, and a long-term correlated error less than or equal to 0.04%; and accountability and plutonium sample tank concentration measurements having a precision less than or equal to 0.4%, a short-term correlated error less than or equal to 0.1%, and a long-term correlated error less than or equal to 0.05%. The effects of process design on materials accounting are identified. Major areas of concern include the voloxidizer, the continuous dissolver, and the accountability tank.

    An electrochemical process and apparatus for the recovery of uranium and plutonium from spent metal clad fuel pins is disclosed. The process uses secondary reactions between U.sup.+4 cations and elemental uranium at the anode to increase reaction rates and improve anodic efficiency compared to prior art processes. In another embodiment of the process, secondary reactions between Cd.sup.+2 cations and elemental uranium to form uranium cations and elemental cadmium also assists in oxidizing the uranium at the anode.

    X-ray microcomputed tomography (µCT) was applied in characterizing the internal structures of a number of irradiated materials, including carbon-carbon fibre composites, nuclear-grade graphite and tristructural isotropic-coated fuel particles. Local cracks in carbon-carbon fibre composites associated with their synthesis process were observed with µCT without any destructive sample preparation. Pore analysis of graphite samples was performed quantitatively, and qualitative analysis of pore distribution was accomplished. It was also shown that high-resolution µCT can be used to probe internal layer defects of tristructural isotropic-coated fuel particles to elucidate the resulting high release of radioisotopes. Layer defects of sizes ranging from 1 to 5 µm and up could be isolated by to-mography. As an added advantage, µCT could also be used to identify regions with high densities of radioisotopes to deter-mine the proper plane and orientation of particle mounting for further analytical characterization, such as materialographic sectioning followed by optical and electron microscopy. Lastly, in fully ceramic matrix fuel forms, despite the highly absorbing matrix, characterization of tristructural isotropic-coated particles embedded in a silicon carbide matrix was accomplished usingµCT and related advanced image analysis techniques.

  5. Thermal performance sensitivity studies in support of material modeling for extended storage of used nuclear fuel

    The work reported here is an investigation of the sensitivity of component temperatures of a storage system, including fuel cladding temperatures, in response to age-related changes that could degrade the design-basis thermal behavior of the system. Three specific areas of interest were identified for this study. degradation of the canister backfill gas from pure helium to a mixture of air and helium, resulting from postulated leakage due to stress corrosion cracking (SCC) of canister welds changes in surface emissivity of system components, resulting from corrosion or other aging mechanisms, which could cause potentially significant changes in temperatures and temperature distributions, due to the effect on thermal radiation exchange between components changes in fuel and basket temperatures due to changes in fuel assembly position within the basket cells in the canister The purpose of these sensitivity studies is to provide a realistic example of how changes in the physical properties or configuration of the storage system components can affect temperatures and temperature distributions. The magnitudes of these sensitivities can provide guidance for identifying appropriate modeling assumptions for thermal evaluations extending long term storage out beyond 50, 100, 200, and 300 years.

    Solid-state nuclear magnetic resonance (NMR) has been used to explore the nanometer-scale structure of Nafion, the widely used fuel cell membrane, and its composites. We have shown that solid-state NMR can characterize chemical structure and composition, domain size and morphology, internuclear distances, molecular dynamics, etc. The newly-developed water channel model of Nafion has been confirmed, and important characteristic length-scales established. Nafion-based organic and inorganic composites with special properties have also been characterized and their structures elucidated. The morphology of Nafion varies with hydration level, and is reflected in the changes in surface-to-volume (S/V) ratio of the polymer obtained by small-angle X-ray scattering (SAXS). The S/V ratios of different Nafion models have been evaluated numerically. It has been found that only the water channel model gives the measured S/V ratios in the normal hydration range of a working fuel cell, while dispersed water molecules and polymer ribbons account for the structures at low and high hydration levels, respectively.

    Described herein is a process for fabricating microfluidic systems with embedded components in which micron-scale features are molded into the polymeric material polydimethylsiloxane (PDMS). Micromachining is used to create a mold master and the liquid precursors for PDMS are poured over the mold and allowed to cure. The PDMS is then removed form the mold and bonded to another material such as PDMS, glass, or silicon after a simple surface preparation step to form sealed microchannels.

  11. Some aspects of the selection of materials for high temperature service in fossil fuel power generation

    The electric power industry, converting heat into electricity, is concerned with two primary parameters, reliability and efficiency. In order to satisfy the reliability criteria, it is preferred to use well known and well tried materials well within their ultimate performance limits. In order to improve the economics of the process, it is attempted first to optimize the process and then to alter the operational parameters in order to increase the efficiency of the cycle used. The efficiency of the thermal cycle used depends primarily on its upper and lower temperature limits. For instance, it is well known that a plant operating in regions where the water supply is cooler demonstrate higher efficiencies than a plant that operates in warmer climates. For practical purposes however, it is the upper temperature limit of the cycle that must be increased to improve efficiency. This immediately requires that materials be selected, for the high temperature components, that can operate safely and continuously under these conditions, that also include aggressive, corrosive atmospheres. The need to consider higher operating temperatures opens up the range of materials being studied to include alloys that are established for high temperature use in other applications as well as new, mainly untried materials. The conditions under which a heat exchanger for electric power generation must operate are so different from other applications that nearly all materials, alternative to those now in use, must be approached as new and undergo extensive testing for coding. Few materials are available for use in this application off the shelf.

  12. Cultural Resource Investigations for the Resumption of Transient Testing of Nuclear Fuels and Material at the Idaho National Laboratory

    The U. S. Department of Energy (DOE) has a need to test nuclear fuels under conditions that subject them to short bursts of intense, high-power radiation called ‘transient testing’ in order to gain important information necessary for licensing new nuclear fuels for use in U.S. nuclear power plants, for developing information to help improve current nuclear power plant performance and sustainability, for improving the affordability of new generation reactors, for developing recyclable nuclear fuels, and for developing fuels that inhibit any repurposing into nuclear weapons. To meet this mission need, DOE is considering alternatives for re-use and modification of existing nuclear reactor facilities to support a renewed transient testing program. One alternative under consideration involves restarting the Transient Reactor Test (TREAT) reactor located at the Materials and Fuels Complex (MFC) on the Idaho National Laboratory (INL) site in southeastern Idaho. This report summarizes cultural resource investigations conducted by the INL Cultural Resource Management Office in 2013 to support environmental review of activities associated with restarting the TREAT reactor at the INL. These investigations were completed in order to identify and assess the significance of cultural resources within areas of potential effect associated with the proposed action and determine if the TREAT alternative would affect significant cultural resources or historic properties that are eligible for nomination to the National Register of Historic Places. No archaeological resources were identified in the direct area of potential effects for the project, but four of the buildings proposed for modifications are evaluated as historic properties, potentially eligible for nomination to the National Register of Historic Places.   13. Simulated Verification of Fuel Element Inventory in a Small Reactor Core Using the Nuclear Materials Identification System (NMIS)

    The International Panel on Climate Change projects that by 2050 the world energy demand may double. Although the primary focus for new nuclear power plants in industrialized nations is on large plants in the 1000-1600 MWe range, there is an increasing demand for small and medium reactors (SMRs). About half of the innovative SMR concepts are for small (<300 MWe) reactors with a 5-30 year life without on-site refueling. This type of reactor is also known as a battery-type reactor. These reactors are particularly attractive to countries with small power grids and for non-electrical purposes such as heating, hydrogen production, and seawater desalination. Traditionally, this type of reactor has been used in a nautical propulsion role. This type of reactor is designed as a permanently sealed unit to prevent the diversion of the uranium in the core by the user. However, after initial fabrication it will be necessary to verify that the newly fabricated reactor core contains the quantity of uranium that initially entered the fuel fabrication plant. In most instances, traditional inspection techniques can be used to perform this verification, but in certain situations the core design will be considered sensitive. Non-intrusive verification techniques must be utilized in these situations. The Nuclear Materials Identification System (NMIS) with imaging uses active interrogation and a fast time correlation processor to characterize fissile material. The MCNP-PoliMi computer code was used to simulate NMIS measurements of a small, sealed reactor core. Because most battery-type reactor designs are still in the early design phase, a more traditional design based on a Russian icebreaker core was used in the simulations. These simulations show how the radiography capabilities of the NMIS could be used to detect the diversion of fissile material by detecting void areas in the assembled core where fuel elements have been removed.

    This document summarizes the technical progress from September 2002 to March 2003 for the program, Material and Process Development Leading to Economical High-Performance Thin-Film Solid Oxide Fuel Cells, contract number DE-AC26-00NT40711. The causes have been identified for the unstable open circuit voltage (OCV) and low performance exhibited by the anode-supported lanthanum gallate based cells from the earlier development. Promising results have been obtained in the area of synthesis of electrolyte and cathode powders, which showed excellent sintering and densification at low temperatures. The fabrication of cells using tapecalendering process for anode-supported thin lanthanum gallate electrolyte cells and their performance optimization is in progress.

  16. Cultural Resource Investigation for the Materials and Fuels Complex Wastewater System Upgrade at the Idaho National Laboratory

    The Materials and Fuels Complex (MFC) located in Bingham County at the Idaho National Laboratory (INL) in southeastern Idaho is considering several alternatives to upgrade wastewater systems to meet future needs at the facility. In April and May of 2010, the INL Cultural Resource Management Office conducted archival searches, archaeological field surveys, and coordination with the Shoshone-Bannock Tribes to identify cultural resources that may be adversely affected by the proposed construction and to provide recommendations to protect any resources listed or eligible for listing on the National Register of Historic Places. These investigations showed that one National Register-eligible archaeological site is located on the boundary of the area of potential effects for the wastewater upgrade. This report outlines protective measures to help ensure that this resource is not adversely affected by construction.

  17. Systems Modeling of Chemical Hydride Hydrogen Storage Materials for Fuel Cell Applications

    A fixed bed reactor was designed, modeled and simulated for hydrogen storage on-board the vehicle for PEM fuel cell applications. Ammonia Borane (AB) was selected by DOE's Hydrogen Storage Engineering Center of Excellence (HSECoE) as the initial chemical hydride of study because of its high hydrogen storage capacity (up to {approx}16% by weight for the release of {approx}2.5 molar equivalents of hydrogen gas) and its stability under typical ambient conditions. The design evaluated consisted of a tank with 8 thermally isolated sections in which H2 flows freely between sections to provide ballast. Heating elements are used to initiate reactions in each section when pressure drops below a specified level in the tank. Reactor models in Excel and COMSOL were developed to demonstrate the proof-of-concept, which was then used to develop systems models in Matlab/Simulink. Experiments and drive cycle simulations showed that the storage system meets thirteen 2010 DOE targets in entirety and the remaining four at greater than 60% of the target.

    A fluid flow plate is preferably formed with three initial sections, for instance, two layers of conductive (e.g., metal) fibers and a barrier material (e.g., metal foil) which is interposed between the two layers. For example, sintering of these three sections can provide electrical path(s) between outer faces of the two layers. Then, the sintered sections can be, for instance, placed in a mold for forming of flow channel(s) into one or more of the outer faces. Next, rigidizing material (e.g., resin) can be injected into the mold, for example, to fill and/or seal space(s) about a conductive matrix of the electrical path(s). Preferably, abrading of surface(s) of the outer face(s) serves to expose electrical contact(s) to the electrical path(s).

  19. Facilities Condition and Hazards Assessment for Materials and Fuel Complex Facilities MFC-799, 799A, and 770C

    The Materials & Fuel Complex (MFC) facilities 799 Sodium Processing Facility (a single building consisting of two areas: the Sodium Process Area (SPA) and the Carbonate Process Area (CPA), 799A Caustic Storage Area, and 770C Nuclear Calibration Laboratory have been declared excess to future Department of Energy mission requirements. Transfer of these facilities from Nuclear Energy to Environmental Management, and an associated schedule for doing so, have been agreed upon by the two offices. The prerequisites for this transfer to occur are the removal of nonexcess materials and chemical inventory, deinventory of the calibration source in MFC-770C, and the rerouting and/or isolation of utility and service systems. This report provides a description of the current physical condition and any hazards (material, chemical, nuclear or occupational) that may be associated with past operations of these facilities. This information will document conditions at time of transfer of the facilities from Nuclear Energy to Environmental Management and serve as the basis for disposition planning. The process used in obtaining this information included document searches, interviews and facility walk-downs. A copy of the facility walk-down checklist is included in this report as Appendix A. MFC-799/799A/770C are all structurally sound and associated hazardous or potentially hazardous conditions are well defined and well understood. All installed equipment items (tanks, filters, etc.) used to process hazardous materials remain in place and appear to have maintained their integrity. There is no evidence of leakage and all openings are properly sealed or closed off and connections are sound. The pits appear clean with no evidence of cracking or deterioration that could lead to migration of contamination. Based upon the available information/documentation reviewed and the overall conditions observed during the facilities walk-down, it is concluded that these facilities may be disposed of

    Representatives of the Department of Energy, the national laboratories, the Waste Isolation Pilot Plant (WIPP), and others gathered to initiate the development of broad-based concepts and strategies for transparency monitoring of nuclear materials at the back end of the fuel/weapons cycle, including both geologic disposal and monitored retrievable storage. The workshop focused on two key questions: ''Why should we monitor?'' and ''What should we monitor?'' These questions were addressed by identifying the range of potential stakeholders, concerns that stakeholders may have, and the information needed to address those concerns. The group constructed a strategic framework for repository transparency implementation, organized around the issues of safety (both operational and environmental), diversion (assuring legitimate use and security), and viability (both political and economic). Potential concerns of the international community were recognized as the possibility of material diversion, the multinational impacts of potential radionuclide releases, and public and political perceptions of unsafe repositories. The workshop participants also identified potential roles that the WIPP may play as a monitoring technology development and demonstration test-bed facility. Concepts for WIPP'S potential test-bed role include serving as (1) an international monitoring technology and development testing facility, (2) an international demonstration facility, and (3) an education and technology exchange center on repository transparency technologies.

  2. Examining Supply Chain Resilience for the Intermodal Shipment of Spent Nuclear Fuel and High Level Radioactive Materials

    The U.S. Department of Energy (DOE) has a significant programmatic interest in the safe and secure routing and transportation of Spent Nuclear Fuel (SNF) and High Level Waste (HLW) in the United States, including shipments entering the country from locations outside U.S borders. In any shipment of SNF/HLW, there are multiple chains; a jurisdictional chain as the material moves between jurisdictions (state, federal, tribal, administrative), a physical supply chain (which mode), as well as a custody chain (which stakeholder is in charge/possession) of the materials being transported. Given these interconnected networks, there lies vulnerabilities, whether in lack of communication between interested stakeholders or physical vulnerabilities such as interdiction. By identifying key links and nodes as well as administrative weaknesses, decisions can be made to harden the physical network and improve communication between stakeholders. This paper examines the parallel chains of oversight and custody as well as the chain of stakeholder interests for the shipments of SNF/HLW and the potential impacts on systemic resiliency. Using the Crystal River shutdown location as well as a hypothetical international shipment brought into the United States, this paper illustrates the parallel chains and maps them out visually.

    The High Flux Isotope Reactor (HFIR) at Oak Ridge National Laboratory (ORNL) does not have a separate materials-irradiation flow loop and requires most materials and all fuel experiments to be placed inside a containment. This is necessary to ensure that internal contaminants such as fission products cannot be released into the primary coolant. As part of the safety basis justification, HFIR also requires that all experiments be able to withstand various accident conditions (e.g., loss of coolant) without generating vapor bubbles on the surface of the experiment in the primary coolant. As with any parallel flow system, HFIR is vulnerable to flow excursion events when vapor is generated in one of those flow paths. The effects of these requirements are to artificially increase experiment temperatures by introducing a barrier between the experimental materials and the HFIR coolant and to reduce experiment heat loads to ensure boiling doesn t occur. A new experimental facility for materials irradiation and testing in the HFIR is currently being developed to overcome these limitations. The new facility is unique in that it will have its own internal cooling flow totally independent of the reactor primary coolant and boiling is permitted. The reactor primary coolant will cool the outside of this facility without contacting the materials inside. The ThermoSyphon Test Loop (TSTL), a full scale prototype of the proposed irradiation facility to be tested outside the reactor, is being designed and fabricated (Ref. 1). The TSTL is a closed system working as a two-phase thermosyphon. A schematic is shown in Fig. 1. The bottom central part is the boiler/evaporator and contains three electric heaters. The vapor generated by the heaters will rise and be condensed in the upper condenser, the condensate will drain down the side walls and be circulated via a downcomer back into the bottom of the boiler.     In 2008, the National Renewable Energy Laboratory (NREL), under contract to the US Department of Energy (DOE), conducted a manufacturing readiness assessment (MRA) of fuel cell systems and fuel cell stacks for back-up power and material handling applications (MHE). To facilitate the MRA, manufacturing readiness levels (MRL) were defined that were based on the Technology Readiness Levels previously established by the US Department of Energy (DOE). NREL assessed the extensive existing hierarchy of MRLs developed by Department of Defense (DoD) and other Federal entities, and developed a MRL scale adapted to the needs of the Fuel Cell Technologies Program (FCTP) and to the status of the fuel cell industry. The MRL ranking of a fuel cell manufacturing facility increases as the manufacturing capability transitions from laboratory prototype development through Low Rate Initial Production to Full Rate Production. DOE can use MRLs to address the economic and institutional risks associated with a ramp-up in polymer electrolyte membrane (PEM) fuel cell production. In 2010, NREL updated this assessment, including additional manufacturers, an assessment of market developments since the original report, and a comparison of MRLs between 2008 and 2010.

    The high resistance of cladding to plastic deformation and burst failure is one of the most essential properties of accident tolerant fuel (ATF) for maintaining structural integrity during a loss-of-coolant accident (LOCA) since the deformation and burst behavior governs the cooling efficiency of flow channels and process of fission product release. To simulate and evaluate such deformation and burst process of thin-walled cladding, an in-situ testing and evaluation method has been developed on the basis of visual imaging and image analysis techniques. The method uses a specialized optics system consisted of a high-resolution video camera, light filtering unit, and monochromatic light sources, and the in-situ testing is performed using a 50 mm long pressurized thin-walled tubular specimen set in a programmable furnace. In this study eleven (11) candidate cladding materials for ATF, i.e., 6 FeCrAl alloys and 5 nanostructured steels, were tested using the newly developed method, and the time-dependent images were analyzed to produce detailed deformation and burst data such as true hoop stress, strain (creep) rate, and failure stress. Relatively soft FeCrAl alloys deformed and burst below 800°C while negligible strain rates were measured for higher strength alloys and/or for relatively thick wall specimens.

Transfer of these facilities from NE to the DOE Office of Environmental Management (EM), and an associated schedule for doing so, have been agreed upon by the two offices. This report documents the completion of pre-transfer stabilization actions, as identified in DOE Guide 430.1-5, “Transition Implementation Guide,” for buildings MFC-799/799A and 770C, and indicates that these facilities are ready for transfer from NE to EM. The facilities are in a known, safe condition and information is provided to support efficient decommissioning and demolition (D&D) planning while minimizing the possibility of encountering unforeseen circumstances during the D&D activities.

    ABSTRACT This renewal application for the Industrial Wastewater Reuse Permit (IWRP) WRU-I-0160-01 at Idaho National Laboratory (INL), Materials and Fuels Complex (MFC) Industrial Waste Ditch (IWD) and Industrial Waste Pond (IWP) is being submitted to the State of Idaho, Department of Environmental Quality (DEQ). This application has been prepared in compliance with the requirements in IDAPA 58.01.17, Recycled Water Rules. Information in this application is consistent with the IDAPA 58.01.17 rules, pre-application meeting, and the Guidance for Reclamation and Reuse of Municipal and Industrial Wastewater (September 2007). This application is being submitted using much of the same information contained in the initial permit application, submitted in 2007, and modification, in 2012. There have been no significant changes to the information and operations covered in the existing IWRP. Summary of the monitoring results and operation activity that has occurred since the issuance of the WRP has been included. MFC has operated the IWP and IWD as regulated wastewater land treatment facilities in compliance with the IDAPA 58.01.17 regulations and the IWRP. Industrial wastewater, consisting primarily of continuous discharges of nonhazardous, nonradioactive, routinely discharged noncontact cooling water and steam condensate, periodic discharges of industrial wastewater from the MFC facility process holdup tanks, and precipitation runoff, are discharged to the IWP and IWD system from various MFC facilities. Wastewater goes to the IWP and IWD with a permitted annual flow of up to 17 million gallons/year. All requirements of the IWRP are being met. The Operations and Maintenance Manual for the Industrial Wastewater System will be updated to include any new requirements.

The review determined long-term corrosion data for copper in a saline groundwater-sodium bentonite slurry and derived a rate equation for a diffusion limited corrosion reaction for comparison with the empirical data. The effects of oxygen, salinity, temperatures, sulfide ions and gamma radiation on copper's corrosion rate were examined and the corrosion products identified.

    A self assessment was conducted of those Hanford facilities that are utilized to store Reactor Irradiated Nuclear Material, (RINM). The objective of the assessment is to identify the Hanford inventories of RINM and the ES & H concerns associated with such storage. The assessment was performed as proscribed by the Project Plan issued by the DOE Spent Fuel Working Group. The Project Plan is the plan of execution intended to complete the Secretary`s request for information relevant to the inventories and vulnerabilities of DOE storage of spent nuclear fuel. The Hanford RINM inventory, the facilities involved and the nature of the fuel stored are summarized. This table succinctly reveals the variety of the Hanford facilities involved, the variety of the types of RINM involved, and the wide range of the quantities of material involved in Hanford`s RINM storage circumstances.   6. Burnup estimation of fuel sourcing radioactive material based on monitored Cs and Pu isotopic activity ratios in Fukushima N. P. S. accident

    After the severe core damage of Fukushima Dai-Ichi Nuclear Power Station, radioactive material leaked from the reactor buildings. As part of monitoring of radioactivity in the site, measurements of radioactivity in soils at three fixed points have been performed for {sup 134}Cs and {sup 137}Cs with gamma-ray spectrometry and for Pu, Pu, and {sup 240}Pu with {alpha}-ray spectrometry. Correlations of radioactivity ratios of {sup 134}Cs to {sup 137}Cs, and {sup 238}Pu to the sum of {sup 239}Pu and {sup 240}Pu with fuel burnup were studied by using theoretical burnup calculations and measurements on isotopic inventories, and compared with the Cs and Pu radioactivity rations in the soils. The comparison indicated that the burnup of the fuel sourcing the radioactivity was from 18 to 38 GWd/t, which corresponded to that of the fuel in the highest power and, therefore, the highest decay heat in operating high-burnup fueled BWR cores.   8. Fuel cell generator with fuel electrodes that control on-cell fuel reformation

    A fuel cell for a fuel cell generator including a housing including a gas flow path for receiving a fuel from a fuel source and directing the fuel across the fuel cell. The fuel cell includes an elongate member including opposing first and second ends and defining an interior cathode portion and an exterior anode portion. The interior cathode portion includes an electrode in contact with an oxidant flow path. The exterior anode portion includes an electrode in contact with the fuel in the gas flow path. The anode portion includes a catalyst material for effecting fuel reformation along the fuel cell between the opposing ends. A fuel reformation control layer is applied over the catalyst material for reducing a rate of fuel reformation on the fuel cell. The control layer effects a variable reformation rate along the length of the fuel cell.

  9. Evaluation of a single cell and candidate materials with high water content hydrogen in a generic solid oxide fuel cell stack test fixture, Part II: materials and interface characterization

    A generic solid oxide fuel cell (SOFC) test fixture was developed to evaluate candidate materials under realistic conditions. A commerical 50 mm x 50 mm NiO-YSZ anode supported thin YSZ electrolyte cell with lanthanum strontium manganite (LSM) cathode was tested to evaluate the stability of candidate materials. The cell was tested in two stages at 800oC: stage I of low (~3% H2O) humidity and stage II of high (~30% H2O) humidity hydrogen fuel at constant voltage or constant current mode. Part I of the work was published earlier with information of the generic test fixture design, materials, cell performance, and optical post-mortem analysis. In part II, detailed microstructure and interfacial characterizations are reported regarding the SOFC candidate materials: (Mn,Co)-spinel conductive coating, alumina coating for sealing area, ferritic stainless steel interconnect, refractory sealing glass, and their interactions with each other. Overall, the (Mn,Co)-spinel coating was very effective in minimizing Cr migration. No Cr was identified in the cathode after 1720h at 800oC. Aluminization of metallic interconnect also proved to be chemically compatible with alkaline-earth silicate sealing glass. The details of interfacial reaction and microstructure development are discussed.

  10. Evaluation of Alternate Materials for Coated Particle Fuels for the Gas-Cooled Fast Reactor. Laboratory Directed Research and Development Program FY 2006 Final Report

    Candidate ceramic materials were studied to determine their suitability as Gas-Cooled Fast Reactor particle fuel coatings. The ceramics examined in this work were: TiC, TiN, ZrC, ZrN, AlN, and SiC. The studies focused on (i) chemical reactivity of the ceramics with fission products palladium and rhodium, (ii) the thermomechanical stresses that develop in the fuel coatings from a variety of causes during burnup, and (iii) the radiation resiliency of the materials. The chemical reactivity of TiC, TiN, ZrC, and ZrN with Pd and Rh were all found to be much lower than that of SiC. A number of important chemical behaviors were observed at the ceramic-metal interfaces, including the formation of specific intermetallic phases and a variation in reaction rates for the different ceramics investigated. Based on the data collected in this work, the nitride ceramics (TiN and ZrN) exhibit chemical behavior that is characterized by lower reaction rates with Pd and Rh than the carbides TiC and ZrC. The thermomechanical stresses in spherical fuel particle ceramic coatings were modeled using finite element analysis, and included contributions from differential thermal expansion, fission gas pressure, fuel kernel swelling, and thermal creep. In general the tangential stresses in the coatings during full reactor operation are tensile, with ZrC showing the lowest values among TiC, ZrC, and SiC (TiN and ZrN were excluded from the comprehensive calculations due to a lack of available materials data). The work has highlighted the fact that thermal creep plays a critical role in the development of the stress state of the coatings by relaxing many of the stresses at high temperatures. To perform ion irradiations of sample materials, an irradiation beamline and high-temperature sample irradiation stage was constructed at the University of Wisconsins 1.7MV Tandem Accelerator Facility. This facility is now capable of irradiating of materials to high dose while controlling sample temperature
