    The Yakima Urban Growth Area (UGA) is a developing and growing urban area in south-central Washington. Despite increased development, the Yakima River and its tributaries within the UGA continue to support threatened populations of summer steelhead and bull trout as well as a variety of non-listed salmonid species. In order to provide for the maintenance and recovery of these species, while successfully planning for the continued growth and development within the UGA, the City of Yakima has undertaken the Yakima Habitat Improvement Project. The overall goal of the project is to maintain, preserve, and restore functioning fish and wildlife habitat within and immediately surrounding the Yakima UGA over the long term. Acquisition and protection of the fish and wildlife habitat associated with key properties in the UGA will prevent future subdivision along riparian corridors, reduce further degradation or removal of riparian habitat, and maintain or enhance the long term condition of aquatic habitat. By placing these properties in long-term protection, the threat of development from continued growth in the urban area will be removed. To most effectively implement the multi-year habitat acquisition and protection effort, the City has developed this Master Plan. The Master Plan provides the structure and guidance for future habitat acquisition and restoration activities to be performed within the Yakima Urban Area. The development of this Master Plan also supports several Reasonable and Prudent Alternatives (RPAs) of the NOAA Fisheries 2000 Biological Opinion (BiOp), as well as the Water Investment Action Agenda for the Yakima Basin, local planning efforts, and the Columbia Basin Fish and Wildlife Authority's 2000 Fish and Wildlife Program. This Master Plan also provides the framework for coordination of the Yakima Habitat Improvement Project with other fish and wildlife habitat acquisition and protection activities currently being implemented in the area.     DOE O 413 measures a project's progress to plan by the consumption of funding, the passage of time, and the meeting of milestones. In March of 2003, then Under Secretary, Energy, Science, Card received a memo directing the implementation of Project Management and the Project Management Manual, including the Integrated Master Plan and Integrated Master Schedule. This directive states 'the integrated master plan and schedule tie together all project tasks by showing their logical relationships and any constraints controlling the start or finish of each task. This process results in a hierarchy of related functional and layered schedules derived from the Work Breakdown Structure that can be used for monitoring and controlling project progress'. This paper shows how restoring the IMP/IMS paradigm to DOE program management increases the probability of program success in ways not currently available using DOD O 413 processes alone. Using DOE O 413 series guidance, adding the Integrated Master Plan and Integrated Master Schedule paradigm would provide a hierarchical set of performance measures for each 'package of work,' that provides measurable visibility to the increasing maturity of the project. This measurable maturity provides the mechanism to forecast future performance of cost, schedule, and technical outcomes in ways not available using just the activities in DOE O 413. With this information project managers have another tool available to address the issues identified in GAO-07-336 and GAO-09-406. (authors)

    Pollution prevention managers need to select the best environmental projects for an installation within a constrained budget but have no standard way of selecting the optimal mix of projects. This thesis proposes a decision tool to aid decision makers in choosing this optimal mix. The model was built using decision analysis theory which provides a framework to aid the decision maker. Criteria sed in the model for selection was determined using a questionnaire sent to base-level pollution prevention managers. The model ses DPL, a software package designed to build, analyze, and conduct sensitivity analysis of decision problems to perform the quantitative analysis. Built in functions of DPL(TM) allow the decision maker to see the optimal decision policy based on the values entered into the model and to run sensitivity analysis to determine which values are the most critical to the outcome of the model. Decision analysis can be used to create a dominance curve that shows all optimal strategies based on the willingness of the decision maker to make tradeoffs between attributes. This model provides analytical data that can be used to justify decisions made by the pollution prevention manager when selecting the optimal mix of pollution prevention projects for implementation.

    The primary purpose of this project is to validate the HVAC*2 Toolkit calculations for a cooling coil in high humidity conditions. A total of 19 experimental runs at different entering air temperature and humidity conditions were performed at the Joint Center for Energy Management HVAC Laboratory that exposed a cooling coil to temperature and humidity conditions that are typically found in the southern United States. The inlet conditions and manufacturer's coil rating data was used as input to the HVAC*2 Toolkit simple cooling coil subroutine (CCSIM). The predicted results from the toolkit were then compared to the experimental results.

    Clean-coal technology by-products are used in a highway embankment demonstration project. This research chronicles the procedures used in the process and analyzes the stability of a repaired highway embankment. The reconstructed slope is analyzed using an Intelligent Discussion Support System that was developed from a slope stability program. Water quality studies are performed and an instrumentation plan is suggested. The calculated factors of safety and the observed embankment performance give indications that the field demonstration project was a success. Long-term monitoring will be the best barometer for determining embankment gross movement and the future of FGD by-products as a stabilizing material.

  15. Constructing Predictive Estimates for Worker Exposure to Radioactivity During Decommissioning: Analysis of Completed Decommissioning Projects - Master Thesis

    An analysis of completed decommissioning projects is used to construct predictive estimates for worker exposure to radioactivity during decommissioning activities. The preferred organizational method for the completed decommissioning project data is to divide the data by type of facility, whether decommissioning was performed on part of the facility or the complete facility, and the level of radiation within the facility prior to decommissioning (low, medium, or high). Additional data analysis shows that there is not a downward trend in worker exposure data over time. Also, the use of a standard estimate for worker exposure to radioactivity may be a best estimate for low complete storage, high partial storage, and medium reactor facilities; a conservative estimate for some low level of facility radiation facilities (reactor complete, research complete, pits/ponds, other), medium partial process facilities, and high complete research facilities; and an underestimate for the remaining facilities. Limited data are available to compare different decommissioning alternatives, so the available data are reported and no conclusions can been drawn. It is recommended that all DOE sites and the NRC use a similar method to document worker hours, worker exposure to radiation (person-rem), and standard industrial accidents, injuries, and deaths for all completed decommissioning activities.

The motors can be remotized by incorporating a set of bellows on the motors and can be connected through a computer controller that will allow one to be a master and the other one to be a slave. Position information from the master can be used to control the slave. Forces of interaction of the slave with its environment can be reflected back to the motor control of the master to provide a sense of force sensed by the slave. Forces import onto the master by the operator can be fed back into the control of the slave to reduce the forces required to move it.

These features resulted in increased inertia, friction, and backlash relative to tape-driven manipulators.     In 1989, Congress provided funding to start a five-year comprehensive project to manage aquatic plants in Guntersville Reservoir, to be jointly implemented by the US Army Corps of Engineers (Corps) and Tennessee Valley Authority (TVA). TVA serves as the overall project coordinator and is the lead agency for this project. Known as the Joint Agency Guntersville Project (JAGP), the project will test and demonstrate innovative management technologies, and incorporate the most effective technologies into a comprehensive aquatic plant management plan for Guntersville Reservoir. The JAGP is intended to serve as a National Demonstration Project for aquatic plant management. As part of this JAGP, the Master Plan for Aquatic Plant Management for the Guntersville Reservoir Project, Alabama-Tennessee is authorized by Corps Contract Number DACW62-90-C-0067.

This is a follow-on project, funded by CH2M Hill Plateau Remediation Company, LLC (CHPRC), to the Fluor Hanford, Inc. Columbia River Protection Project. The work scope consists of a number of CHPRC funded, related projects that are managed under a master project (project number 55109). All contract releases associated with the Fluor Hanford Columbia River Project (Fluor Hanford, Inc. Contract 27647) and the CHPRC Columbia River Project (Contract 36402) will be collected under this master project. Each project within the master project is authorized by a CHPRC contract release that contains the project-specific statement of work. This Quality Assurance Project Plan provides the quality assurance requirements and processes that will be followed by the Columbia River Project staff.

    unique features make this work a significant step forward toward the objective of incorporating of wind, solar, load, and other uncertainties into power system operations. Currently, uncertainties associated with wind and load forecasts, as well as uncertainties associated with random generator outages and unexpected disconnection of supply lines, are not taken into account in power grid operation. Thus, operators have little means to weigh the likelihood and magnitude of upcoming events of power imbalance. In this project, funded by the U.S. Department of Energy (DOE), a framework has been developed for incorporating uncertainties associated with wind and load forecast errors, unpredicted ramps, and forced generation disconnections into the energy management system (EMS) as well as generation dispatch and commitment applications. A new approach to evaluate the uncertainty ranges for the required generation performance envelope including balancing capacity, ramping capability, and ramp duration has been proposed. The approach includes three stages: forecast and actual data acquisition, statistical analysis of retrospective information, and prediction of future grid balancing requirements for specified time horizons and confidence levels. Assessment of the capacity and ramping requirements is performed using a specially developed probabilistic algorithm based on a histogram analysis, incorporating all sources of uncertainties of both continuous (wind and load forecast errors) and discrete (forced generator outages and start-up failures) nature. A new method called the “flying brick” technique has been developed to evaluate the look-ahead required generation performance envelope for the worst case scenario within a user-specified confidence level. A self-validation algorithm has been developed to validate the accuracy of the confidence intervals.

    The purpose of this document is to define the system requirements for the Master Equipment List (MEL) Phase 1 project. The intended audience for this document includes Data Automation Engineering (DAE), Configuration Management Improvement and Control Engineering (CMI and CE), Data Administration Council (DAC), and Tank Waste Remedial System (TWRS) personnel. The intent of Phase 1 is to develop a user-friendly system to support the immediate needs of the TWRS labeling program. Phase 1 will provide CMI and CE the ability to administrate, distribute, and maintain key information generated by the labeling program. CMI and CE is assigning new Equipment Identification Numbers (EINs) to selected equipment in Tank Farms per the TWRS Data Standard ``Tank Farm Equipment Identification Number``. The MEL Phase 1 system will be a multi-user system available through the HLAN network. It will provide basic functions such as view, query, and report, edit, data entry, password access control, administration and change control. The scope of Phase 1 data will encompass all Tank Farm Equipment identified by the labeling program. The data will consist of fields from the labeling program`s working database, relational key references and pointers, safety class information, and field verification data.

    Environmental surveillance of the Hanford Site and surrounding areas is conducted by the Pacific Northwest Laboratory (PNL) for the US Department of Energy (DOE). This document contains the planned schedule for routine sample collection for the Surface Environmental Surveillance Project (SESP) and Ground-Water Monitoring Project. The routine sampling plan for the SESP has been revised this year to reflect changing site operations and priorities. Some sampling previously performed at least annually has been reduced in frequency, and some new sampling to be performed at a less than annual frequency has been added. Therefore, the SESP schedule reflects sampling to be conducted in calendar year 1991 as well as future years. The ground-water sampling schedule is for 1991. This schedule is subject to modification during the year in response to changes in Site operation, program requirements, and the nature of the observed results. Operational limitations such as weather, mechanical failures, sample availability, etc., may also require schedule modifications. Changes will be documented in the respective project files, but this plan will not be reissued. The purpose of these monitoring projects is to evaluate levels of radioactive and nonradioactive pollutants in the Hanford evirons.

    Environmental surveillance of the Hanford Site and surrounding areas is conducted by the Pacific Northwest Laboratory (PNL) for the U.S. Department of Energy (DOE). This document contains the planned 1994 schedules for routine collection of samples for the Surface Environmental Surveillance Project (SESP), Drinking Water Project, and Ground-Water Surveillance Project. Samples are routinely collected for the SESP and analyzed to determine the quality of air, surface water, soil, sediment, wildlife, vegetation, foodstuffs, and farm products at Hanford Site and surrounding communities. The responsibility for monitoring onsite drinking water falls outside the scope of the SESP. PNL conducts the drinking water monitoring project concurrent with the SESP to promote efficiency and consistency, utilize expertise developed over the years, and reduce costs associated with management, procedure development, data management, quality control, and reporting. The ground-water sampling schedule identifies ground-water sampling .events used by PNL for environmental surveillance of the Hanford Site. Sampling is indicated as annual, semi-annual, quarterly, or monthly in the sampling schedule. Some samples are collected and analyzed as part of ground-water monitoring and characterization programs at Hanford (e.g. Resources Conservation and Recovery Act (RCRA), Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), or Operational). The number of samples planned by other programs are identified in the sampling schedule by a number in the analysis column and a project designation in the Cosample column. Well sampling events may be merged to avoid redundancy in cases where sampling is planned by both-environmental surveillance and another program.

The master controller includes a plurality of drive trains comprising a plurality of sheave arrangements and cables for controlling upper and lower degrees of master movement. The cables and sheaves of the master controller are arranged to effect kinematic duplication of the slave servo-manipulator, despite mechanical differences therebetween. A method for kinematically matching a master controller to a slave servo-manipulator is also disclosed.

    Argonne National Laboratory has prepared a master environmental plan (MEP) for Fort Devens, Massachusetts, for the US Army Toxic and Hazardous Materials Agency. The MEP is an assessment based on environmental laws and regulations of both the federal government and the Commonwealth of Massachusetts. The MEP assess the physical and environmental status of 58 potential hazardous waste sites, including 54 study areas (SAs) that pose a potential for releasing contamination into the environment and 4 areas of concern (AOCs) that are known to have substantial contamination. For each SA or AOC, this MEP describes the known history and environment, identifies additional data needs, and proposes possible response actions. Most recommended response actions consist of environmental sampling and monitoring and other characterization studies. 74 refs., 63 figs., 50 tabs.

    The Nez Perce Tribe has a desire and a goal to reintroduce and restore coho salmon to the Clearwater River Subbasin at levels of abundance and productivity sufficient to support sustainable runs and annual harvest. Consistent with the Clearwater Subbasin Plan (EcoVista 2003), the Nez Perce Tribe envisions developing an annual escapement of 14,000 coho salmon to the Clearwater River Subbasin. In 1994, the Nez Perce Tribe began coho reintroduction by securing eggs through U.S. v. Oregon; by 1998 this agreement provided an annual transfer of 550,000 coho salmon smolts from lower Columbia River hatchery facilities for release in the Clearwater River Subbasin. In 1998, the Northwest Power and Conservation Council authorized the Bonneville Power Administration to fund the development of a Master Plan to guide this reintroduction effort. This Master Plan describes the results of experimental releases of coho salmon in the Clearwater River Subbasin, which have been ongoing since 1995. These data are combined with results of recent coho reintroduction efforts by the Yakama Nation, general coho life history information, and historical information regarding the distribution and life history of Snake River coho salmon. This information is used to assess a number of alternative strategies aimed at restoring coho salmon to historical habitats in the Clearwater River subbasin. These data suggest that there is a high probability that coho salmon can be restored to the Clearwater River subbasin. In addition, the data also suggest that the re-establishment of coho salmon could be substantially aided by: (1) the construction of low-tech acclimation facilities; (2) the establishment of a 'localized' stock of coho salmon; and (3) the construction of hatchery facilities to provide a source of juvenile coho salmon for future supplementation activities.     This paper describes the work performed to develop a Master Logic Diagram (MLD) for the operations phase of the International Thermonuclear Experimental Reactor (ITER). The MLD is a probabilistic risk assessment tool used to identify the broad set of potential initiating events that could lead to an offsite radioactive or toxic chemical release from the facility under study. The MLD described here is complementary to the failure modes and effects analyses (FMEAs) that have been performed for ITER`s major plant systems in the engineering evaluation of the facility design. While the FMEAs are a bottom-up or component level approach, the MLD is a top-down or facility level approach to identifying the broad spectrum of potential events. Strengths of the MLD are that it analyzes the entire plant, depicts completeness in the accident initiator process, provides an independent method for identification, and can also identify potential system interactions. MLDs have been used successfully as a hazard analysis tool. This paper describes the process used for the ITER MLD to treat the variety of radiological and toxicological source terms present in the ITER design. One subtree of the nineteen page MLD is shown to illustrate the levels of the diagram.

    The invention is a method for the fabrication of an imprint tool master. The process begins with a metallic substrate. A layer of photoresist is placed onto the metallic substrate and a image pattern mask is then aligned to the mask. The mask pattern has opaque portions that block exposure light and "open" or transparent portions which transmit exposure light. The photoresist layer is then exposed to light transmitted through the "open" portions of the first image pattern mask and the mask is then removed. A second layer of photoresist then can be placed onto the first photoresist layer and a second image pattern mask may be placed on the second layer of photoresist. The second layer of photoresist is exposed to light, as before, and the second mask removed. The photoresist layers are developed simultaneously to produce a multi-level master mandrel upon which a conductive film is formed. A tool master can now be formed onto the conductive film. An imprint tool is then produced from the tool master. In one embodiment, nickel is electroplated onto the tool master to produce a three-dimensional imprint tool.

There are 54,963 field records in this year's Oil and Gas Field Code Master List (FCML). This amounts to 467 more than in last year's report. As it is maintained by EIA, the Master List includes: Field records for each state and county in which a field resides; field records for each offshore area block in the Gulf of Mexico in which a field resides;field records for each alias field name; fields crossing state boundaries that may be assigned different names by the respective state naming authorities.

    An in-depth analysis of the expenses incurred with five soil venting petroleum remediation projects was accomplished. The data was obtained from receipts provided by a major United States petroleum refiner and distributor. Cost categories were designed that incorporated all costs and provided a method to analyze the data. The five cost categories used were: permits, equipment, management, utilities, and analysis. Further analysis showed trends and described the behavior of the costs related to remediation events. The relative percentile for each cost category was found to be consistent among the projects. Many costs were also found to be very linear through out the life of the project from discovery to final cleanup. These linear costs for each cost category were also found to have similar slopes when comparing different projects.

    Disposal of about 1750 tons of solid wastes per day is the result of a rapid population growth in the province of Khuzestan in the south west of Iran. Most of these wastes, especially hospital solid wastes which have contributed to the pollution of the environment in the study area, are not properly managed considering environmental standards and regulations. In this paper, the framework of a master plan for managing hospital solid wastes is proposed considering different criteria which are usually used for evaluating the pollution of hospital solid waste loads. The effectiveness of the management schemes is also evaluated. In order to rank the hospitals and determine the share of each hospital in the total hospital solid waste pollution load, a multiple criteria decision making technique, namely analytical hierarchy process (AHP), is used. A set of projects are proposed for solid waste pollution control and reduction in the proposed framework. It is partially applied for hospital solid waste management in the province of Khuzestan, Iran. The results have shown that the hospitals located near the capital city of the province, Ahvaz, produce more than 43% of the total hospital solid waste pollution load of the province. The results have also shown the importance of improving management techniques rather than building new facilities. The proposed methodology is used to formulate a master plan for hospital solid waste management.

    We propose a semi-phenomenological Markovian Master equation for describing the quantum dynamics of atom-surface scattering. It embodies the Lindblad-like structure and can describe both damping and pumping of energy between the system and the bath. It preserves positivity and correctly accounts for the vanishing of the interaction of the particle with the surface when the particle is distant from the surface. As a numerical test, we apply it to a model of an Ar atom scattered from a LiF surface, allowing for interaction only in the vertical direction. At low temperatures, we find that the quantum mechanical average energy loss is smaller than the classical energy loss. The numerical results obtained from the space dependent friction master equation are compared with numerical simulations for a discretized bath, using the multi-configurational time dependent Hartree methodology. The agreement between the two simulations is quantitative.

    Spring chinook salmon populations in the Imnaha and Grande Ronde rivers are listed as threatened under the Endangered Species Act (ESA) and are at high risk of extirpation. The Nez Perce Tribe, the Confederated Tribes of the Umatilla Indian Reservation, and Oregon Department of Fish and Wildlife, are co-managers of conservation/restoration programs for Imnaha and Grande Ronde spring chinook salmon that use hatchery supplementation and conventional and captive broodstock techniques. The immediate goal of these programs is to prevent extirpation and provide the potential for restoration once factors limiting production are addressed. These programs redirect production occurring under the Lower Snake River Compensation Plan (LSRCP) from mitigation to conservation and restoration. Both the Imnaha and Grande Ronde conservation/restoration programs are described in ESA Section 10 permit applications and the co-managers refer to the fish production from these programs as the Currently Permitted Program (CPP). Recently, co-managers have determined that it is impossible to produce the CPP at Lookingglass Hatchery, the LSRCP facility intended for production, and that without additional facilities, production must be cut from these conservation programs. Development of new facilities for these programs through the Columbia Basin Fish and Wildlife Program is considered a new production initiative by the Northwest Power Planning Council (NPPC) and requires a master plan. The master plan provides the NPPC, program proponents and others with the information they need to make sound decisions about whether the proposed facilities to restore salmon populations should move forward to design. This master plan describes alternatives considered to meet the facility needs of the CPP so the conservation program can be fully implemented. Co-managers considered three alternatives: modify Lookingglass Hatchery; use existing facilities elsewhere in the Basin; and use new facilities in

    We test the Sinc function representation, a novel method for numerically evaluating Feynman diagrams, by using it to evaluate the three-loop master diagrams. Analytical results have been obtained for all these diagrams, and we find excellent agreement between our calculations and the exact values. The Sinc function representation converges rapidly, and it is straightforward to obtain accuracies of 1 part in 10{sup 6} for these diagrams and with longer runs we found results better than 1 part in 10{sup 12}. Finally, this paper extends the Sinc function representation to diagrams containing massless propagators.

    Phytoremediation is a recent addition to the numerous methods used today to remediate ground water contaminants. It is proving more effective and efficient compared to existing remediation techniques. The use of phreatophytes, or water seeking trees, has great potential for phytoremediation. These trees are fast growing, long lived, grow their roots down to the ground water table, transpire large amounts of water, and are proven to actively remove contaminants from the soil horizon. The purpose of this research is to develop quantitative concepts for understanding the dynamics of TCE uptake and transpiration by phreatophytic trees over a short rotation woody crop time frame. This will he done by constructing a system dynamics model of this process and running it over a wide range of conditions. This research will offer managers a tool to simulate long-term uptake and transpiration of TCE at potential sites. The results of this study indicate that TCE is actively removed from the soil horizon by phreatophytic trees and a significant proportion of this TCE is then transpired. Changes in soil horizon parameters, xylem flow rates, and variables in the uptake equation greatly influence TCE uptake rates as well as transpiration. Also, parameters used in equations representing flows in and out of the leaf greatly influence transpiration. Better understanding of these processes is essential for managers to accurately predict the amount of TCE removed and transpired during potential phytoremediation projects.

    The skill of the Mesoscale Eta Model is evaluated over a 6-month period from October 1, 1994 to March 31, 1995 over the western United States. This model will continue to undergo changes until and after its projected operational release in July 1995. Many diagnostics and error statistics are created to evaluate its performance as forecasts are received and archived at the University of Utah. These statistics are available on the Internet allowing researchers and operational forecasters access to them in near real-time. The Mesoscale Eta Model forecast initialized at 1200 UTC, 9 November 1994 is used as a case study to introduce many of the diagnostics developed to evaluate the model. A systematic evaluation of the average and root-mean-squared error over months and seasons reveals little significant bias in upper tropospheric fields such as 300 mb wind or 500 mb geopotential height. Moderate average errors are evident in lower tropospheric temperature. Accumulated precipitation over months and seasons indicates the model`s spinup of precipitation during the first 12 hours of the forecast cycle.

    The CUPID is a component-scale thermal hydraulics code which is aimed for the analysis of transient two-phase flows in nuclear reactor components such as the reactor vessel, steam generator, containment. This code adopts a three-dimensional, transient, two-phase and three-field model, and includes physical models and correlations of the interfacial mass, momentum, and energy transfer for the closure. In the present paper, a multi-physics simulation was performed by coupling CUPID with a three dimensional neutron kinetics code, MASTER. MASTER is merged into CUPID as a dynamic link library (DLL). The APR1400 reactor core during a control rod drop/ejection accident was simulated as an example by adopting a porous media approach to employ a fuel assembly. The following sections present the numerical modeling for the reactor core, coupling of the kinetics code, and the simulation results. And also, a preliminary study for multi-scale simulation between CUPID and system-scaled thermal hydraulics code, MARS will be introduced as well. (authors)

  9. Thermodynamics of the polaron master equation at finite bias

    We study coherent transport through a double quantum dot. Its two electronic leads induce electronic matter and energy transport and a phonon reservoir contributes further energy exchanges. By treating the system-lead couplings perturbatively, whereas the coupling to vibrations is treated non-perturbatively in a polaron-transformed frame, we derive a thermodynamic consistent low-dimensional master equation. When the number of phonon modes is finite, a Markovian description is only possible when these couple symmetrically to both quantum dots. For a continuum of phonon modes however, also asymmetric couplings can be described with a Markovian master equation. We compute the electronic current and dephasing rate. The electronic current enables transport spectroscopy of the phonon frequency and displays signatures of Franck-Condon blockade. For infinite external bias but finite tunneling bandwidths, we find oscillations in the current as a function of the internal bias due to the electron-phonon coupling. Furthermore, we derive the full fluctuation theorem and show its identity to the entropy production in the system.
