    Please consider the long term environmental, health and safety, and community impacts resulting from the proposed TGP pipeline that slated to cross the state of Massachusetts through many small rural communities. As we go forward as a species let us not forget how we depend on the earth and nature for our survival. Clean air, clean water, forests and wetlands, prime agricultural lands are all essential to the health of this Commonwealth. Western Massachusetts provided the state with rich soils, wildlife, aquifers and forests. Our rural lands help balance the excessive carbon production in other sections of the state. Is it wise to allow a pipeline to transport horizontally drilled fractured gas produced elsewhere just to get it to port to export it to the highest bidder? As Senator Ed Markey said, it is not up to our Congresspersons where the gas ultimately goes. It is up to the CEO of the corporations and their bottom line is to satisfy shareholders by making the greatest profit. Ultimately, Massachusetts ratepayers will pay for the pipeline through a surcharge. We will pay many times. We will pay with our wallets, with our lack of democracy as we face the possibility of eminent domain, we will pay with the thoughtless degradation of our environment, we will risk injury from potential leaks and explosions and for what gain? Can we be assured that the gas will definitely be used to generate power in Massachusetts, that it will stay in the U.S.? May we not instead look to and fund other clean renewable energy policies that will increase the lead Massachusetts already has in this.direction.     Competition in the utility industry forces management to look closely at the cost effectiveness of power plant outage projects. At TVA Fossil and Hydro Power, innovative work measurement is proving effective as a project management tool to do more with less. Labor-hours to complete outage work scopes are reduced by some 20 to 30%, not by working harder or sacrificing safety, or quality, but by working and managing smarter. Fossil power plant outages and shutdowns are costly. They are labor-intensive construction projects, often with expanding work scope, and executed on a fast track. Outage work is inherently complex and dynamic, and often unpredictable. Many activities and tasks must be integrated, coordinated and completed safely and efficiently by multiple crafts and work groups. As a result, numerous productivity factors can influence the cost and schedule of outage completion. This provides owners, contractors and labor with unique opportunities for competitive advantage--by making radical changes in how they manage labor-hours and time.

  12. Concrete growth problems and remedial measures at TVA projects

    Most concrete structures are designed and detailed to provide for a volume decrease without excessive cracking. Occasionally, however, a concrete structure exhibits a long-term increase in volume termed concrete growth. Concrete growth may result from a variety of reactions, such as the hydration of unstable oxides included in the concrete mix, or the oxidation of minerals or from an outside attack of sulfates. The most important reaction creating concrete growth is that between minor alkali hydroxides from cement and the concrete aggregates. Two distinctly different harmful reactions have been recognized: the alkali-silicate and alkali-carbonate reactions. Concrete deteriorating from an alkali-aggregate reaction, regardless of the type, develops an obvious network of cracks called pattern or map cracking. These alkali-aggregate reactions and their accompanying concrete growth have presented numerous problems at TVA's Fontana Dam, Chickamauga Dam and lock, and Hiwassee Dam. Much has been learned about alkali-aggregate reaction since 1940. Most harmful reactions can now be prevented in proposed structures by interpreting the results of standard test methods. It is not possible, however, in existing structures to determine how far the growth phenomenon has progressed, how long the effects will have to be dealt with, or what the future effects will be. A program of close surveillance and monitoring is maintained at these projects, and problems are dealt with as they arise.

    Three large Tennessee Valley Authority (TVA) dams are currently experiencing problems caused by alkali-aggregate reaction (AAR). Since the fall of 1990, engineers in Stone & Webster`s Denver, Colorado office have been working with TVA to evaluate how AAR is affecting the dams and to identify measures for controlling the adverse effects of the concrete growth. This paper provides an overview of how finite element analysis is being used to understand the affects of AAR on these structures and to evaluate alternatives for minimizing the adverse effects of the concrete growth. Work on Hiwassee Dam is essentially complete, while that on the Chickamauga and Fontana Projects is still in progress. Consequently, this paper will focus primarily on Hiwassee Dam. The ongoing work on the other two projects will only be discussed briefly.

    In March 1995, Tennessee Valley Authority (TVA) and Southwest Research Institute (SwRi) conducted testing of a multi-element ultrasonic probe designed to inspect economizer tubing in the Paradise power plant during the spring outage. This evaluation was to determine general loss of wall thickness due to erosion/corrosion and preferential inside diameter (ID) corrosion at butt welds in straight sections of the tube. The erosion/corrosion wall loss occurs during service while the butt weld corrosion occurs out-of-service when water collects in the weld groove during outages and results in localized pitting in the weld groove. The ultrasonic (UT) probe was designed to acquire thickness measurements from the ID of the economizer tubes and to be accurate, very rapid UT inspection. To attain a high rate of speed inside the tubes, an eight-element circular array of transducers were designed into the probe head. Thickness data and location data are collected automatically by a portable computer.

    Chickamauga Dam is a multi-purpose project constructed by the Tennessee Valley Authority (TVA) in the early 1940s. Shortly after construction it was evident there was an alkali-aggregate reaction taking place in the concrete structures. This reaction resulted in a phenomenon of concrete growth; i.e., unchecked expansion of the concrete which causes high stresses, cracking and movement of concrete structures, and undesirable side effects.     This report presents a comparison of the characteristics of some prominent examples of independent government corporations and agencies with respect to the Department of Energy's (DOE) uranium enrichment enterprise. The six examples studied were: the Bonneville Power Administration (BPA); the Tennessee Valley Authority (TVA); the Synthetic Fuels Corporation (SYNFUELS); the Consolidated Rail Corporation (CONRAIL); the British Telecommunications Corporation (British TELECOM); and the Communications Satellite Organization (COMSAT), in order of decreasing levels of government ownership and control. They range from BPA, which is organized as an agency within DOE, to COMSAT, which is privately owned and free from almost all regulations common to government agencies. Differences in the degree of government involvement in these corporations and in many other characteristics serve to illustrate that there are no accepted standards for defining the characteristics of government corporations. Thus, historical precedent indicates considerable flexibility would be available in the development of enabling legislation to reorganize the enrichment enterprise as a government corporation or independent government agency.

  1. Lessons learned from reheater replacements TVA Gallatin Fossil Plant units 1 and 2

    Gallatin Units 1 and 2 have experienced a long history of problems in the reheat front inlet platens and front outlet pendants. Cracks were discovered at lug welds on the reheat inlet platen assemblies after six years of operation. During the next ten years cracking at lugs continued to be a problem in both the inlet platen and front outlet assemblies. Solutions included changing tube material and spacing, and redesigning lugs. None of the solutions were successful. In 1980, a fuel switch to washed coal was made to reduce boiler slagging. Within two years of the fuel change, liquid phase corrosion began to attack the tubes. The corrosion became severe and elements were replaced at seven year intervals. During this time, EPRI sought utilities with boilers experiencing liquid phase corrosion to test new corrosion resistant materials. Gallatin Unit 2 was selected as one of the test units. Probes containing a number of different alloys were inserted into the furnace and subjected to the corrosion attacks. After a five year study, HR3C was selected as the alloy from which to build a complete set of elements for further testing. Reheat assemblies were manufactured from HR3C and installed in Unit 2 and Unit 1 Shortly after Unit 1 returned to service, swages between the front pendant and inlet platen elements failed by brittle fracture due to the cold swaging operation used in fabrication. Cracks were discovered after two years of operation at the tube to lug welds and the new elements were experiencing the same liquid phase corrosion as in the past. The attempt to resolve the liquid phase corrosion problem in Gallatin Units 1 and 2 pendant reheater revealed that past replacements did not address the root cause of the problems. HR3C is a relatively brittle material and manufacturers used traditional methods to design and fabricate the elements. Inadequate fabrication and erection procedures have led to several in-service problems not associated with liquid phase corrosion.

    In April 2001 the Department of Energy (DOE) and the Tennessee Valley Authority (TVA) signed an Interagency Agreement to transfer approximately 33 MT of off-specification (off-spec) highly enriched uranium (HEU) from DOE to TVA for conversion to commercial reactor fuel. Since that time additional surplus off-spec HEU material has been added to the program, making the total approximately 46 MT off-spec HEU. The disposition path for approximately half (23 MT) of this 46 MT of surplus HEU material, was down blending through the H-canyon facility at the Savannah River Site (SRS). The HEU is purified through the H-canyon processes, and then blended with natural uranium (NU) to form low enriched uranium (LEU) solution with a 4.95% U-235 isotopic content. This material was then transported to a TVA subcontractor who converted the solution to uranium oxide and then fabricated into commercial light water reactor (LWR) fuel. This fuel is now powering TVA reactors and supplying electricity to approximately 1 million households in the TVA region. There is still in excess of approximately 10 to 14 MT of off-spec HEU throughout the DOE complex or future foreign and domestic research reactor returns that could be recovered and down blended for use in either currently designed light water reactors, ?5% enriched LEU, or be made available for use in subsequent advanced 'fast' reactor fuel designs, ?19% LEU.     The Conceptual Design Assessment for the Co-Firing of Bio-Refinery Supplied Lignin Project was successfully kicked off on July 23, 2000 during a meeting at the TVA-PPI facility in Muscle Shoals, AL. An initial timeline for the study was distributed, issues of concern were identified and a priority actions list was developed. Next steps include meeting with NETL to discuss de-watering and lignin fuel testing, the development of the mass balance model and ethanol facility design criteria, providing TVA-Colbert with preliminary lignin fuel analysis and the procurement of representative feed materials for the pilot and bench scale testing of the hydrolysis process.

    Dissolved oxygen (DO) concentrations are often used to define the water quality of a stream or reservoir. In the Tennessee Valley, there is a commonly held belief that water quality in general, and DO in particular, is declining in TVA reservoirs. In 1980, TVA conducted a study of DO trends in the tailraces of Tennessee River Dams and found a downward trend in most reservoirs, with the greatest decrease in the downstream reservoirs.     The Department of Energy (DOE) and Tennessee Valley Authority (TVA) entered into an Interagency Agreement to transfer approximately 40 metric tons of highly enriched uranium (HEU) to TVA for conversion to fuel for the Browns Ferry Nuclear Power Plant. Savannah River Site (SRS) inventories included a significant amount of this material, which resulted from processing spent fuel and surplus materials. The HEU is blended with natural uranium (NU) to low enriched uranium (LEU) with a 4.95% 235U isotopic content and shipped as solution to the TVA vendor. The HEU Blend Down Project provided the upgrades needed to achieve the product throughput and purity required and provided loading facilities. The first blending to low enriched uranium (LEU) took place in March 2003 with the initial shipment to the TVA vendor in July 2003. The SRS Shipments have continued on a regular schedule without any major issues for the past 5 years and are due to complete in September 2008. The HEU Blend program is now looking to continue its success by dispositioning an additional approximately 21 MTU of HEU material as part of the SRS Enriched Uranium Disposition Project.

    Protection and enhancement of water quality is essential for attaining the full complement of beneficial uses of TVA reservoirs. The responsibility for improving and protecting TVA reservoir water quality is shared by various federal, state, and local agencies, as well as the thousands of corporations and property owners whose individual decisions affect water quality. TVA's role in this shared responsibility includes collecting and evaluating water resources data, disseminating water resources information, and acting as a catalyst to bring together agencies and individuals that have a responsibility or vested interest in correcting problems that have been identified. This report is one in a series of status reports that will be prepared for each of TVA's reservoirs. The purpose of this status report is to provide an up-to-date overview of the characteristics and conditions of Wheeler Reservoir, including: reservoir purposes and operation; physical characteristics of the reservoir and the watershed; water quality conditions: aquatic biological conditions: designated, actual, and potential uses of the reservoir and impairments of those uses; ongoing or planned reservoir management activities.     The Rhinehart Tire Fire Dump site is located in a 22-acre drainage area of a sparsely populated rural area in western Frederick County, Virginia. Surface water runoff flows into a north-south tributary that discharges to Hogue Creek, which is 4,000 feet downstream. Bedrock is noted to be highly fractured, and the ground water flow in the overburden aquifer is toward Massey Run. From 1972 to 1983, the site owner conducted a tire disposal operation, which consisted of transporting discarded tires from various locations and storing them on a 5-acre wooded slope behind his home. An estimated 5 to 7 million tires that had been accumulated caught on fire in October 1983 and burned until July 1984. As a result of the fire, a free-flowing oily-tar, which contained anthracene, benzene, cadmium, chromium, ethylbenzene, napthalene, nickel, pyrene, toluene, and zinc, began to seep out of the tire pile into Massey Run and on to Hogue Creek.

    Work conducted to demonstrate procedures and equipment to conserve about 83% of fuel oil used for drying and generating steam in the ammoniation-granulation plants is reported. The general mechanism of granulation is examined. Conventional ammoniation-granulation plants are described and the new pipe-cross reactor system is described and schematics of their design are presented. Results of some demonstration tests reveal that an average of 785,000 Btu's per ton of production is eliminated with the installation of the TVA pipe-cross reactor process. It also reduces atmospheric emissions. Data on investment cost and payback period of the installation of a pipe-cross reactor in an existing TVA granulation fertilizer plant are presented.

    Top address a growing national problem with generation of wastes and by-products, TVA has been involved for several years with developing and commercializing environmentally responsible practices for eliminating, minimizing, or utilizing various wastes/by-products. In many cases, reducing waste generation is impractical, but the wastes/by-products can be converted into other environmentally sound products. In some instances, conversion of safe, value-added agricultural products in the best or only practical alternative. TVA is currently involved with a diversity of projects converting wastes/by-products into safe, economical, and agriculturally beneficial products. Environmental improvement projects have involved poultry litter, cellulosic wastes, used battery acid, ammonium sulfate fines, lead smelting effluents, deep-welled sulfuric acid/ammonium bisulfate solutions, wood ash, waste magnesium ammonium sulfate slurry from recording tape production, and ammunition plant waste sodium nitrate/ammonium nitrate streams.

    The objective of the TVA Aquatic Plant Management Program is to support in an environmentally and economically responsible manner, the balanced multiple uses of the water resource of the Tennessee Valley. This is accomplished by following an integrated approach to prevent introduction and spread of noxious species, documenting occurrence and spread of existing species, and suppressing or eliminating problems in designated high use areas. It is not the TVA objective, nor is it biologically feasible and prudent to eliminate all aquatic vegetation. Aerial photography, helicopter reconnaissance, and field surveys are used to assess distributions and abundance of various aquatic macrophytes. Water level fluctuations are supplemented by herbicide applications to control undesirable vegetation. Investigations are conducted to evaluate water level fluctuation schemes, as well as biological, mechanical, and alternative chemical control techniques which offer potential for more environmentally compatible and cost-effective management operations.

    Three of The Tennessee Valley Authority (TVA) major hydroelectric projects are experiencing alkali-aggregate reaction (AAR), These projects include Fontana Dam and Powerhouse, Hiwassee Dam and Powerhouse, and Chickamauga Lock, Dam and Powerhouse, All of these dams are considered {open_quotes}high hazard,{close_quotes} causing significant economic losses from loss of power, replacement of the dam and generation facilities, and loss of life should they fail. This paper presents an overview of the descriptions of each of these projects, including construction and original instrumentation installed in the structure during construction, All of these projects are now 50 to 60 years old and are experiencing problems in one or more locations due to AAR with no indication of any slowing of the concrete growth process, Concrete problems at these projects came as no surprise. Cracks were noted within 5 years of construction, and by 1980 some of these cracks were 1/2 inch in width. continuous monitoring of these projects has always been a priority. This paper will discuss how the growth from AAR has affected each structure, which structures have been affected most, and why. It will discuss how TVA has managed AAR at these projects in the past and how TVA is changing from a reactive to a pro-active approach in its response to AAR.

    Suspected water quality contamination in Watts Bar Reservoir as a result of activities in past decades at the Department of Energy`s (DOE) Oak Ridge facility is of public concern. DOE, the Tennessee Valley Authority (TVA), the State of Tennessee, and other agencies and officials have received many inquiries from the public in recent years concerning this suspected pollution, especially how this potential contamination may affect the health and safety of those persons who use beaches in the area for swimming or other water-body-contact sports. As a result of these concerns, TVA conducted a study in May and June 1991 to obtain data on potential contaminants of concern in the water and sediment of Watts Bar Reservoir. TVA collected water and sediment samples at a total of 29 sites, including 18 recreation areas and 11 water intake locations, located throughout Norris, Melton Hill, and Watts Bar Reservoirs. The samples were analyzed for radionuclides, metals, and organic compounds which could pose a threat to human health.

    This year's annual survey shows not much has changed since last year. The overall population stands at 47 mines operating 53 longwalls. CONSOL Energy remains the leading US longwall operator with 13 installations, followed by Arch Coal (5), Robert E. Murray (5) and Massey Energy (4). West Virginia remains the leading longwall mining state with 14 faces in 2005, followed by Pennsylvania (8), Alabama (7), Utah (7) and Colorado (5).     The Rhinehart (aka Winchester) Tire Fire Site is located near the town of Winchester in Frederick County, Virginia. In October 1983, a fire was started in the tires disposed of on the site. Hot oil was released from the melting and pyrolysis of the tires. This oil made its way to Massey Run, a nearby surface water body. The fire was brought under control within a few days, but continued to smolder for six months. The migration of the oil and the residue from the fire have contaminated the site. The site is of potential public health concern because of the risk to human health resulting from possible exposure to hazardous substances at concentrations that may result in adverse human health effects. Human exposure to heavy metals, polynuclear aromatic hydrocarbons and volatile organic compounds may occur via ingestion, inhalation and dermal absorption of contaminated groundwater, surface water, sediments and soils.
