    Public Support for the Tennessee Valley Authority`s (TVA) fertilizer research and development program in Muscle Shoals, Alabama, ended in fiscal year 1993. TVA`s research center at Muscle Shoals, formerly known as the National Fertilizer and Environmental Research Center, is now the TVA Environmental Research Center. Efforts at the Center have diversified to include research and support areas of Agricultural Research and Practices, Atmospheric Sciences, Biotechnology, Waste Management, and Remediation, Environmental Site Remediation, Support Services, Environmental Management, and Technology Transfer. ``We`re building on the expertise and success of our earlier research and focusing our new projects on emerging problems of the 21st century,`` TVA`s Chairman Craven Crowell said in prepared remarks to Congress on March 2, 1994. Agricultural Research in TVA has been aligned with corporate objectives to develop solutions to environmental problems of regional, national and international significance because the agency`s business incorporates a broad mix of responsibilities, including power generation, navigation, flood control, shoreline management, recreation, environmental research, and economic development. Agricultural strategies for watershed protection lie at the core of TVA`s new agricultural research agenda. The major influences for this agenda are TVA`s direct stewardship responsibilities for the 60,000 miles of streams that feed the 652-mile-long Tennessee River; the 11,000 miles of shoreline; and 470,000 acres of TVA-managed public land.

The purpose of this assessment is to make a 'first cut' determination of whether there is sufficient potential for geologic carbon sequestration within 200 miles of the plants for TVA and Oak Ridge National Laboratory (ORNL) to proceed with a joint proposal for a larger project with a strong carbon management element.     A number of experimental iron-, nickel-, and cobalt-based weldment materials were exposed in TVA 20MW and Rocketdyne Atmospheric Fluid-bed Combustors at 849{degree}C for 1261 h and 871{degree}C for 1000 h, respectively. The post-exposure analyses were conducted in Argonne National Laboratory. All specimens experienced different degrees of internal oxidation/sulfidation. Among eight filler materials, Marathon 25/35R and Haynes 188 showed the least corrosion attack, which was less than 0.5 mmpy. The high nickel content in the weldment turned out to be unfavorable for the corrosion resistance in AFBC environment. The differences in the coal/bed chemistry induced different corrosion behavior in materials exposed in TVA and Rocketdyne systems. Calcium sulfate deposit on the specimens showed significant effects on the internal oxidation/sulfidation of the alloys. The results of this study would supplement the material database, in particular weldment performance, and aid in materials selection for atmospheric fluidized bed combustor applications. 10 refs., 13 figs., 4 tabs.

    Tennessee Valley Authority`s Cumberland Fossil Plant (CUF) is a Phase I facility listed under the 1990 CAA Amendments. Units 1 & 2 are two 1300 MWe coal fired units which presently bum an eastern bituminous coal containing approximately 2.8% sulfur. The Flue Gas Desulfurization (FGD) system reduces sulfur dioxide (SO{sub 2}) emissions from Units 1 and 2 by means of wet limestone - forced oxidation scrubbing. The absorber modules were provided by ABB Environmental Systems (ABBES) with balance of plant engineering, construction management, and startup provided by Raytheon Engineers and Constructors (RE&C) under a partnership arrangement with TVA. The FGD systems for Unit 1 & 2 were brought on-line October 12, 1994 and December 14, 1994, respectively. This paper will present a brief description of the overall project, the design basis, challenging problems and solutions during construction and initial startup. Specific topics will include: (1) Optimization studies underway; (2) Unique design aspects of the facility; (3) A description of the absorber and supporting systems including the limestone barge unloader, ball mill system for reagent preparation, and draft system upgrades; and (4) Experience gained in management of a large project under the unique partnership agreement.

    The high volume of fertilizer and pesticides funneled through a relatively small number of distribution outlets has made these agribusiness sites potential sources of surface/groundwater contamination in watersheds surrounding the agrichemical facilities. The agrichemical industry came under increased pressures in the mid-1980s to implement environmentally sound management practices and to install containment structures around fertilizer and chemical storage/handling areas to prevent future contamination of existing sites or the movement of contaminants offsite. TVA`s long and successful history of technology transfer to the retail fertilizer industry, as well as the technical expertise of the Agency`s staff, made TVA ideally suited to handle the new environmental challenge. It was during this time period that TVA`s Model Site Demonstration Program (MSD) and Individual Technology Demonstration Program (ITD) were conceived. Since inception, the pollution prevention program and the technologies advanced by it have made a very positive impact on the US agrichemical industry, as well as on other TVA programs. This paper is an attempt to document these impacts, with primary focus being placed on the program`s impact on the agribusiness dealer who implements the pollution prevention technologies/practices recommended by TVA.

    Let us consider the long term environmental, health and safety, and community impacts resulting from the proposed TGP pipeline that slated to cross the state through many small rural communities. As we go forward as a species let us not forget how we depend on the earth and natural world for our survival. Clean air, clean water, forests and wetlands, prime agricultural lands are all essential to the health of this Commonwealth. Western Massachusetts provides the state with rich soils, wildlife, aquifers and forests. Our rural lands help balance the excessive carbon production in other sections of the state. Is it wise to allow a pipeline to transport horizontally drilled fractured gas produced elsewhere just to get it to port to export it to the highest bidder? As I recently heard Senator Ed Markey say in a video posted online, it is not up to our Congresspersons where the gas ultimately goes. It is up to the CEO of the corporations and their bottom line is to satisfy shareholders by making the greatest profit. Ultimately, Massachusetts ratepayers will pay for the pipeline through a tariff. We will pay many times. We will pay with our wallets, with our lack of democracy as we face the possibility of eminent domain, we will pay with the needless degradation of our environment, we will risk injury from potential leaks and explosions and for what gain? Can we be assured that the gas will definitely be used to generate power in Massachusetts, that it will stay in the U.S.?     Please consider the long term environmental, health and safety, and community impacts resulting from the proposed TGP pipeline that slated to cross the state of Massachusetts through many small rural communities. As we go forward as a species let us not forget how we depend on the earth and nature for our survival. Clean air, clean water, forests and wetlands, prime agricultural lands are all essential to the health of this Commonwealth. Western Massachusetts provided the state with rich soils, wildlife, aquifers and forests. Our rural lands help balance the excessive carbon production in other sections of the state. Is it wise to allow a pipeline to transport horizontally drilled fractured gas produced elsewhere just to get it to port to export it to the highest bidder? As Senator Ed Markey said, it is not up to our Congresspersons where the gas ultimately goes. It is up to the CEO of the corporations and their bottom line is to satisfy shareholders by making the greatest profit. Ultimately, Massachusetts ratepayers will pay for the pipeline through a surcharge. We will pay many times. We will pay with our wallets, with our lack of democracy as we face the possibility of eminent domain, we will pay with the thoughtless degradation of our environment, we will risk injury from potential leaks and explosions and for what gain? Can we be assured that the gas will definitely be used to generate power in Massachusetts, that it will stay in the U.S.? May we not instead look to and fund other clean renewable energy policies that will increase the lead Massachusetts already has in this.direction.     Solid particle erosion (SPE) is caused by oxide particles in steam. Hard oxide particles exfoliate from the inside surfaces of boiler tubes and steam lines and are carried by the steam to the turbine where they impact and erode stationary and moving turbine parts (nozzles, moving blades, stationary blades, seal strips, and shrouds around the blades). The first stages of the high pressure (HP) and intermediate pressure (IP) turbines experience the greatest amount of SPE. Though many owners experience erosion in the first stages of both HP (main steam) and IP (reheat steam) turbines, TVA's principal erosion experience is in the IP or reheat steam turbines. This report is limited to the first few stages of IP turbines, referred to as ''first reheat stages.'' Hard chromium carbide plasma coatings have been developed. The coating was installed in Paradise Unit-2 IP turbine, 9th and 10th stages. Pretest inspection report is given.

    The objectives of Task 5 of the Interagency Agreement No. DE-AI05-91OR22007 were to review: (1) the extent of dredging, construction, and other sediment-disturbing activities conducted by the Tennessee Valley Authority (TVA) in potentially contaminated areas of Watts Bar Reservoir, and (2) the disposition of the materials from these activities. This memorandum is the final report for Task 5. This memorandum describes major activities in the Watts Bar Reservoir and Melton Hill Reservoir areas of the Clinch River that possibly resulted in significant disturbance of potentially contaminated sediments. TVA records from the construction of Watts Bar Dam, Kingston Fossil Plant, and Melton Hill Dam were reviewed to facilitate qualitative description of the effect of these activities in disturbing potentially contaminated sediments. The critical period for these activities in disturbing contaminated sediments was during or after 1956 when the peak releases of radioactive contaminants occurred from the Oak Ridge Reservation.

The organisms specified for testing were larval fathead minnows, Pimephales promelas, and the daphnid, Ceriodaphnia dubia. Surface water samples were collected by TVA Field Engineering personnel from Clinch River Mile 9.0 and Poplar Creek Kilometer 1.6 on April 21, 23, and 26. Samples were split and provided to the CR-ERP and TVA toxicology laboratories for testing. Exposure of test organisms to these samples resulted in no toxicity (survival, growth, or reproduction) to either species in testing conducted by TVA. Attachments to this report include: Chain of custody forms -- originals; Toxicity test bench sheets and statistical analyses; Reference toxicant test information; and Personnel training documentation.

    It is shown that the notorious claim by Halpern et al. recently repeated in their comment that the method, logic, and conclusions of our "Falsification Of The CO2 Greenhouse Effects Within The Frame Of Physics" would be in error has no foundation. Since Halpern et al. communicate our arguments incorrectly, their comment is scientifcally vacuous. In particular, it is not true that we are "trying to apply the Clausius statement of the Second Law of Thermodynamics to only one side of a heat transfer process rather than the entire process" and that we are "systematically ignoring most non-radiative heat flows applicable to Earth's surface and atmosphere".
