Fish mercury distribution in Massachusetts, USA lakes

The sediment, water, and three species of fish from 24 of Massachusetts' (relatively) least-impacted water bodies were sampled to determine the patterns of variation in edible tissue mercury concentrations and the relationships of these patterns to characteristics of the water, sediment, and water bodies (lake, wetland, and watershed areas). Sampling was apportioned among three different ecological subregions and among lakes of differing trophic status. The authors sought to partition the variance to discover if these broadly defined concepts are suitable predictors of mercury levels in fish. Average muscle mercury concentrations were 0.15 mg/kg wet weight in the bottom-feeding brown bullheads (Ameriurus nebulosus); 0.31 mg/kg in the omnivorous yellow perch (Perca flavescens); and 0.39 mg/kg in the predaceous largemouth bass (Micropterus salmoides). Statistically significant differences in fish mercury concentrations between ecological subregions in Massachusetts, USA, existed only in yellow perch. The productivity level of the lakes (as deduced from Carlson's Trophic Status Index) was not a strong predictor of tissue mercury concentrations in any species. pH was a highly (inversely) correlated environmental variable with yellow perch and brown bullhead tissue mercury. Largemouth bass tissue mercury concentrations were most highly correlated with the weight of the fish (+), lake size (+), and source area sizes (+). Properties of individual lakes appear more important for determining fish tissue mercury concentrations than do small-scale ecoregional differences. Species that show major mercury variation with size or trophic level may not be good choices for use in evaluating the importance of environmental variables.

Cost effectiveness of the 1995 model energy code in Massachusetts

This report documents an analysis of the cost effectiveness of the Council of American Building Officials` 1995 Model Energy Code (MEC) building thermal-envelope requirements for single-family houses and multifamily housing units in Massachusetts. The goal was to compare the cost effectiveness of the 1995 MEC to the energy conservation requirements of the Massachusetts State Building Code-based on a comparison of the costs and benefits associated with complying with each.. This comparison was performed for three cities representing three geographical regions of Massachusetts--Boston, Worcester, and Pittsfield. The analysis was done for two different scenarios: a ``move-up`` home buyer purchasing a single-family house and a ``first-time`` financially limited home buyer purchasing a multifamily condominium unit. Natural gas, oil, and electric resistance heating were examined. The Massachusetts state code has much more stringent requirements if electric resistance heating is used rather than other heating fuels and/or equipment types. The MEC requirements do not vary by fuel type. For single-family homes, the 1995 MEC has requirements that are more energy-efficient than the non-electric resistance requirements of the current state code. For multifamily housing, the 1995 MEC has requirements that are approximately equally energy-efficient to the non-electric resistance requirements of the current state code. The 1995 MEC is generally not more stringent than the electric resistance requirements of the state code, in fact; for multifamily buildings the 1995 MEC is much less stringent.

In this progress report we summarize the activities of the University of Massachusetts- Amherst group for the three years of this research project. We are fully engaged in research at the energy frontier with the ATLAS experiment at the CERN Large Hadron Collider. We have made leading contributions in software development and performance studies for the ATLAS Muon Spectrometer, as well as on physics analysis with an emphasis on Standard Model measurements and searches for physics beyond the Standard Model. In addition, we have increased our contributions to the Muon Spectrometer New Small Wheel upgrade project.

The results of a radiological survey of the Shpack Landfill, Norton, Massachusetts, are given in this report. The survey was conducted over approximately eight acres which had received radioactive wastes from 1946 to 1965. The survey included measurement of the following: external gamma radiation at the surface and at 1 m (3 ft) above the surface throughout the site; beta-gamma exposure rates at 1 cm (0.4 in.) from the surface throughout the site; concentrations of /sup 226/Ra, /sup 238/U, and /sup 235/U in surface and subsurface soil on the site; and concentrations of /sup 226/Ra, /sup 238/U, /sup 235/U, /sup 230/Th, and /sup 210/Pb in groundwater on the site and in surface water on and near the site. Results indicate that the radioactive contamination is confined to the site and to the swamp immediately adjacent to the site.

The Massachusetts State Briefing Book is one of a series of State briefing books on low-level radioactive waste management practices. It has been prepared to assist State and Federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Massachusetts. The profile is the result of a survey of NRC licensees in Massachusetts. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Massachusetts.

The conversion of an older Massachusetts building into condominiums illustrates a safe, durable, and cost-effective solution for heating and ventilation systems that can potentially benefit millions of multifamily buildings. Merrimack Valley Habitat for Humanity (MVHfH) partnered with U.S. Department of Energy Building America team Building Science Corporation (BSC) to provide high performance affordable housing for 10 families in the retrofit of an existing mass masonry building (a former convent). The original ventilation design for the project was provided by a local engineer and consisted of a single large heat recovery ventilator (HRV) located in a mechanical room in the basement with a centralized duct system providing supply air to the main living space and exhausting stale air from the single bathroom in each apartment. This design was deemed to be far too costly to install and operate for several reasons: the large central HRV was oversized and the specified flows to each apartment were much higher than the ASHRAE 62.2 rate; an extensive system of ductwork, smoke and fire dampers, and duct chases were specified; ductwork required a significant area of dropped ceilings; and the system lacked individual ventilation control in the apartments

The courts ruled in the 1979 Plateau decision that the Secretary of the Interior is obligated to allocate federal royalty oil among all refineries not having their own crude oil source of supply, and can not impose Small Business Administration (SBA) eligibility requirements on potential purchasers of federal royalty oil. The effects of this decision was to derail the government's attempt to make royalty oil produced from Outer Continental Shelf leases and onshore sites available to the same refiners. The Minerals Management Service has yet to adopt final regulations harmonizing the court's ruling with applicable statutory requirements, resulting in actions of dubious legality. 75 references.

Siting of 60 ground receiving stations (rectennas) for the SPS may pose a problem due to the large area per rectenna (15,000 hectares, 38,000 acres) and numerous siting constraints. This study analyzes areas potentially eligible for rectenna sites by mapping, at a national scale, those conditions which would preclude rectenna construction. These exclusion variables which reflect restricted lands, topography, safety, national policy and electromagnetic (microwave) effects, have been computer encoded and tabulated. Subsequent analysis of the nine electric power planning regions that make up the contiguous states indicate an apparently adequate number of nominally eligible sites in all regions in comparison to projected electrical generation. Eligibility in this context means only that areas were not excluded in this national level analysis; more detailed investigation may reveal purely local constraints or smaller scale exclusions. A second major qualification relates to small isolated eligible areas. Eliminating individual eligible clusters with less than nine times the area of one rectenna eliminates much of the Eastern US; a four-to-one adjacent eligible area test poses no such problem. An independant study of the placement of 60 nominal sites in relation to projected load centers reveals that, even with modest transmission distances, the supply of eligible areas is not a key constraint, except perhaps in the Mid-Atlantic (Electric Reliability) Council Region. Even when several less critical (potential) exclusions are considered, more than 19% of the US is eligible; every region except Mid-Atlantic has at least 50 times an many eligible sites as are required.

At the request of the US Department of Energy (DOE), a team from Oak Ridge National Laboratory conducted a radiological survey at 30 Cliff Street, Beverly, Massachusetts. The survey was performed in May 1991. The purpose of the survey was to determine if uranium from work performed under government contract at the former Ventron facility had migrated off-site to neighboring areas. The survey included a surface gamma scan, a beta-gamma scan of paved areas, and the collection of soil samples for radionuclide analyses. Results of the survey demonstrated no radionuclide concentrations or radiation measurements in excess of the DOE Formerly Utilized Sites Remedial Action Program guidelines. The radionuclide distributions were not significantly different from typical background levels in the Beverly, Massachusetts, area.

The principal objective of the PA is to characterize the site accurately and determine the need for ftirther action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies, for the RNGF property, phase I of the Department of Defense Installation Restoration Program (IRP). The scope of this assessment is limited to the facilities under the control of the MAARNG and the past activities contained within that area.

Energy Supply- Production of Fuel from Agricultural and Animal Waste

The Society for Energy and Environmental Research (SEER) was funded in March 2004 by the Department of Energy, under grant DE-FG-36-04GO14268, to produce a study, and oversee construction and implementation, for the thermo-chemical production of fuel from agricultural and animal waste. The grant focuses on the Changing World Technologies (CWT) of West Hempstead, NY, thermal conversion process (TCP), which converts animal residues and industrial food processing biproducts into fuels, and as an additional product, fertilizers. A commercial plant was designed and built by CWT, partially using grant funds, in Carthage, Missouri, to process animal residues from a nearby turkey processing plant. The DOE sponsored program consisted of four tasks. These were: Task 1 Optimization of the CWT Plant in Carthage - This task focused on advancing and optimizing the process plant operated by CWT that converts organic waste to fuel and energy. Task 2 Characterize and Validate Fuels Produced by CWT - This task focused on testing of bio-derived hydrocarbon fuels from the Carthage plant in power generating equipment to determine the regulatory compliance of emissions and overall performance of the fuel. Task 3 Characterize Mixed Waste Streams - This task focused on studies performed at Princeton University to better characterize mixed waste incoming streams from animal and vegetable residues. Task 4 Fundamental Research in Waste Processing Technologies - This task focused on studies performed at the Massachusetts Institute of Technology (MIT) on the chemical reformation reaction of agricultural biomass compounds in a hydrothermal medium. Many of the challenges to optimize, improve and perfect the technology, equipment and processes in order to provide an economically viable means of creating sustainable energy were identified in the DOE Stage Gate Review, whose summary report was issued on July 30, 2004. This summary report appears herein as Appendix 1, and the findings of the report formed the basis for much of the subsequent work under the grant. An explanation of the process is presented as well as the completed work on the four tasks.

The Albany 1/sup 0/ x 2/sup 0/ Quadrangle, Massachusetts, New York, Connecticut, Vermont, and New Hampshire, was evaluated to a depth of 1500 m for uranium favorability using National Uranium Resource Evaluation criteria. Areas of favorable geology and aeroradioactivity anomalies were examined and sampled. Most Triassic and Jurassic sediments in the Connecticut Basin, in the central part of the quadrangle, were found to be favorable for sandstone uranium deposits. Some Precambrian units in the southern Green Mountains of Vermont were found favorable for uranium deposits in veins in metamorphic rocks.

The 2012 International Energy Conservation Code (IECC) yields positive benefits for Massachusetts homeowners. Moving to the 2012 IECC from the 2009 IECC is cost effective over a 30-year life cycle. On average, Massachusetts homeowners will save $10,848 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for the 2012 IECC. Neutronic Analyses for HEU to LEU fuel conversion of the Massachusetts Institute of Technology.

The Massachusetts Institute of Technology (MIT) reactor (MITR-II), based in Cambridge, Massachusetts, is a research reactor designed primarily for experiments using neutron beam and in-core irradiation facilities. It delivers a neutron flux comparable to current LWR power reactors in a compact 6 MW core using Highly Enriched Uranium (HEU) fuel. In the framework of its non-proliferation policies, the international community presently aims to minimize the amount of nuclear material available that could be used for nuclear weapons. In this geopolitical context, most research and test reactors both domestic and international have started a program of conversion to the use of Low Enriched Uranium (LEU) fuel. A new type of LEU fuel based on a mixture of uranium and molybdenum (UMo) is expected to allow the conversion of compact high performance reactors like the MITR-II. This report presents the results of steady state neutronic safety analyses for conversion of MITR-II from the use of HEU fuel to the use of U-Mo LEU fuel. The objective of this work was to demonstrate that the safety analyses meet current requirements for an LEU core replacement of MITR-II.

This is the third year of operations for work under the Cooperative Agreement between the Commonwealth of Massachusetts Photovoltaic Center and the U.S. Department of Energy. As a collaborative effort with shared resources, the activity at the Photovoltaic Center and the University of Lowell Photovoltaic Program has continued to advance the utilization and implementation of photovoltaic-powered systems into society. The programs and activities developed over the past three years have supported strategies that cover both international utilization as well as domestic application. Three major areas of activities have centered around the following themes: (1) The identification of market opportunities to enlarge sales potential for the photovoltaic industry. (2) The development of a knowledgeable infrastructure to support PV diffusion in Massachusetts, in the United States, and around the world. (3) The analysis of the physical, economic, and regulatory environment in which PV must compete with mature energy technologies. This past year has been an experience of contrasts for the Photovoltaic Center. Projects and activities have resulted in the successful completion of programs goals.

The U.S. Army Corps of Engineers, NED, in cooperation with several agencies under the administration of the Technical Subcommittee on Boston Harbor, is directing a segment of the Wastewater Management Study for Eastern Massachusetts which proposed the utilization of land application methods to further treat and make use of conventionally treated wastewaters. The entire wastewater management study for Eastern Massachusetts consisted of five alternatives. Four of the conceptual alternatives are being prepared under the direction of the Metropolitan District Commission (MDC). The land application alternative is labeled Concept 5 and provides land application treatment for effluents from five of the regional waste treatment plant locations described in Concept 4. The report presented herein constitutes the land-oriented treatment system known as Concept 5.

Assessment of Offshore Wind Energy Leasing Areas for the BOEM Massachusetts Wind Energy Area

The U.S. Department of Energy's (DOE) National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to identify and delineate leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM. This report focuses on NREL's development of three delineated leasing area options for the Massachusetts (MA) WEA and the technical evaluation of these leasing areas. The overarching objective of this study is to develop a logical process by which the MA WEA can be subdivided into non-overlapping leasing areas for BOEM's use in developing an auction process in a renewable energy lease sale. NREL worked with BOEM to identify an appropriate number of leasing areas and proposed three delineation alternatives within the MA WEA based on the boundaries announced in May 2012. A primary output of the interagency agreement is this report, which documents the methodology, including key variables and assumptions, by which the leasing areas were identified and delineated.

The National Renewable Energy Laboratory (NREL), under an interagency agreement with the Bureau of Ocean Energy Management (BOEM), is providing technical assistance to BOEM on the identification and delineation of offshore leasing areas for offshore wind energy development within the Atlantic Coast Wind Energy Areas (WEAs) established by BOEM in 2012. This report focuses on NREL's evaluation of BOEM's Rhode Island/Massachusetts (RIMA) WEA leasing areas. The objective of the NREL evaluation was to assess the proposed delineation of the two leasing areas and determine if the division is reasonable and technically sound. Additionally, the evaluation aimed to identify any deficiencies in the delineation. As part of the review, NREL performed the following tasks: 1. Performed a limited review of relevant literature and RIMA call nominations. 2. Executed a quantitative analysis and comparison of the two proposed leasing areas 3. Conducted interviews with University of Rhode Island (URI) staff involved with the URI Special Area Management Plan (SAMP) 4. Prepared this draft report summarizing the key findings.

Building America Case Study: Boiler Control Replacement for Hydronically Heated Multifamily Buildings, Cambridge, Massachusetts (Fact Sheet)

The ARIES Collaborative, a U.S. Department of Energy Building America research team, partnered with NeighborWorks America affiliate Homeowners' Rehab Inc. (HRI) of Cambridge, Massachusetts, to study improvements to the central hydronic heating system in one of the nonprofit's housing developments. The heating controls in the three-building, 42-unit Columbia Cambridge Alliance for Spanish Tenants housing development were upgraded. Fuel use in the development was excessive compared to similar properties. A poorly insulated thermal envelope contributed to high energy bills, but adding wall insulation was not cost-effective or practical. The more cost-effective option was improving heating system efficiency. Efficient operation of the heating system faced several obstacles, including inflexible boiler controls and failed thermostatic radiator valves. Boiler controls were replaced with systems that offer temperature setbacks and one that controls heat based on apartment temperature in addition to outdoor temperature. Utility bill analysis shows that post-retrofit weather-normalized heating energy use was reduced by 10%-31% (average of 19%). Indoor temperature cutoff reduced boiler runtime (and therefore heating fuel consumption) by 28% in the one building in which it was implemented. Nearly all savings were obtained during night which had a lower indoor temperature cut off (68 degrees F) than day (73 degrees F). This implies that the outdoor reset curve was appropriately adjusted for this building for daytime operation. Nighttime setback of heating system supply water temperature had no discernable impact on boiler runtime or gas bills.

A highway accident involving unirradiated nuclear fuel in Springfield, Massachusetts, on December 16, 1991

In the early morning of Dec. 16, 1991, a severe accident occurred when a passenger vehicle traveling in the wrong direction collided with a tractor trailer carrying 24 unirradiated nuclear fuel assemblies in 12 containers on Interstate I-91 in Springfield, Massachusetts. The purpose of this report is to document the mechanical circumstances of the severe accident, confirm the nature and quantity of the radioactive materials involved, and assess the physical environment to which the containers were exposed and the response of the containers and their contents. The report consists of five major sections. The first section describes the circumstances and conditions of the accident and the finding of facts. The second describes the containers, the unirradiated nuclear fuel assemblies, and the tie down arrangement used for the trailer. The third describes the damage sustained during the accident to the tractor, trailer, containers, and unirradiated nuclear fuel assemblies. The fourth evaluates the accident environment and its effects on the containers and their contents. The final section gives conclusions derived from the analysis and fact finding investigation. During this severe accident, only minor injuries occurred, and at no time was the public health and safety at risk.

In response to a request from the Health and Safety Supervisor at the Yankee Nuclear Power Station (SIC-4911), Rowe, Massachusetts, an investigation was begun into ozone (10028156) exposure during plasma arc cutting and welding. Welders had reported chest tightness, dry cough, and throat and bronchial irritation. The nuclear power station was in the process of being decommissioned, and workers were dismantling components using welding and cutting methods. Of the operations observed during the site visit, the highest ozone concentrations were generated during plasma arc cutting, followed by metal inert gas (MIG) welding and arc welding. During plasma arc cutting the average and peak concentrations exceeded the NIOSH ceiling recommended exposure limit of 0.1 part per million. The author concludes that ozone exposure during plasma arc cutting and MIG welding presented a health hazard to welders. The author recommends that improvements be made in the local exhaust ventilation, that nitrogen-dioxide levels be monitored during hot work, and that many exposed workers wear protective clothing, use ultraviolet blocking lotion, and continue the use appropriate shade of eye protection.

Variation of mercury in fish from Massachusetts lakes based on ecoregion and lake trophic status

Twenty-four of the state`s least-impacted waterbodies were sampled for sediment, water, physical characteristics and 3 species of fish to determine the extent of, and patterns of variation in, mercury contamination. Sampling effort was apportioned among three different ecological subregions of the state, as defined by EPA, and among lakes of differing trophic status. The authors sought to partition the variance to discover if these broadly defined concepts are suitable predictors of mercury levels in fish. Mean fish mercury was 0.14 ppm wet weight in samples of 168 of the bottom feeding brown bullheads (Ameriurus nebulosus) (range = 0.01--0.79 ppm); 0.3 ppm in 199 of the omnivorous yellow perch (Perca flavescens) (range = 0.01--0.75 ppm); and 0.4 ppm in samples of 152 of the predaceous largemouth bass (Micropterus salmoides) (range = 0.05--1.1 ppm). Multivariate statistics are employed to determine how mercury concentrations in fish correlate with sediment chemistry, water chemistry, fish trophic status, fish size and age, lake and watershed size, the presence and extent of wetlands in the watershed, and physical characteristics of the lake. The survey design complements ongoing efforts begun in 1983 to test fish in a variety of waters, from which emanated fish advisories for impacted rivers and lakes. The study defines a baseline for fish contamination in Massachusetts lakes and ponds that serves as a template for public health decisions regarding fish consumption.

In 2009, Transformations, Inc. partnered with U.S. Department of Energy (DOE) Building America team Building Science Corporation (BSC) to build new net zero energy houses in three developments in Massachusetts. The company has been developing strategies for cost-effective super-insulated homes in the New England market since 2006. After years of using various construction techniques, it has developed a specific set of assemblies and specifications that achieve a 44.9% reduction in energy use compared with a home built to the 2009 International Residential Code, qualifying the houses for the DOE's Challenge Home. The super-insulated houses provide data for several research topics in a cold climate. BSC studied the moisture risks in double stud walls insulated with open cell spray foam and cellulose. The mini-split air source heat pump (ASHP) research focused on the range of temperatures experienced in bedrooms as well as the homeowners' perceptions of equipment performance. BSC also examined the developer's financing options for the photovoltaic (PV) systems, which take advantage of Solar Renewable Energy Certificates, local incentives, and state and federal tax credits.
