    Policy makers and program designers in the U.S. and abroad are deeply concerned with the question of how to scale up energy efficiency to a level that is commensurate both to the scale of the energy and climate challenges we face, and to the potential for energy savings that has been touted for decades. When policy makers ask what energy efficiency can do, the answers usually revolve around the technical and economic potential of energy efficiency - they rarely hone in on the element of energy demand that matters most for changing energy usage in existing homes: the consumer. A growing literature is concerned with the behavioral underpinnings of energy consumption. We examine a narrower, related subject: How can millions of Americans be persuaded to divert valued time and resources into upgrading their homes to eliminate energy waste, avoid high utility bills, and spur the economy? With hundreds of millions of public dollars flowing into incentives, workforce training, and other initiatives to support comprehensive home energy improvements, it makes sense to review the history of these programs and begin gleaning best practices for encouraging comprehensive home energy improvements. Looking across 30 years of energy efficiency programs that targeted the residential market, many of the same issues that confronted past program administrators are relevant today: How do we cost-effectively motivate customers to take action? Who can we partner with to increase program participation? How do we get residential efficiency programs to scale? While there is no proven formula - and only limited success to date with reliably motivating large numbers of Americans to invest in comprehensive home energy improvements, especially if they are being asked to pay for a majority of the improvement costs - there is a rich and varied history of experiences that new programs can draw upon.     The residential market stands as the next frontier for natural gas unbundling. In California, Illinois, Maryland, Massachusetts, New Jersey, New York, Ohio, Pennsylvania and elsewhere, states have introduced pilot programs and other unbundling efforts to target residential gas consumers. These efforts are hardly surprising. The residential market, presently dominated by the regulated local distribution companies, appears lucrative. In 1995, the residential sector of the U.S. natural gas industry consumed 4,736 trillion Btu of natural gas or 32 percent of all natural gas delivered by LDCs in that year. U.S. residential consumers accounted for $28.7 billion or 59 percent of the gas utility industry`s total revenues. Nevertheless, despite all the enthusiasm industry representatives have recently expressed in trade publications and public forums, the creation of a competitive residential market may prove a very slow process. Marketers appear cautious in taking the responsibility of serving residential consumers, and for very good reasons. Gaining a sizable portion of this market requires substantial investment in mass marketing, development of name recognition, acquisition of appropriate technology and employment of skillful personnel. Moreover, residential customers do not behave rationally in a {open_quotes}neoclassical{close_quotes} economic sense. They react not only to a price but to several qualitative factors that have yet to be studied by LDCs and marketers. This article offers results from creating a software program and model that answer two basic questions: (1) What share of the residential natural gas market can be realistically captured by non-regulated suppliers? (2) Will residential unbundling increase total throughput for gas utilities? If so, by how much?

    Cogeneration is a name given to energy systems that produce both electric power and useful thermal energy such as steam. While cogeneration markets have flourished in California, Texas, and some states, those in Maryland have not. A primary reason is that the industries that have been targeted in other states--e.g., oil refining, pulp and paper, chemicals, food processing--are not major elements of Maryland's industrial base. The study estimates the potential for future cogeneration in Maryland, both large units and small packaged systems, and assesses the potential impact of cogeneration systems on Maryland's energy needs between now and 2005. The study is presented in three volumes. Because of significant differences between large- and small-scale cogeneration, the analysis of these two systems was performed separately. This volume is a summary document presenting the findings from both studies.

In this gas forum, Public Utilities Fortnightly highlights developments across the nation. UtiliCorp United, Inc., a leader in noncore gas markets, plans to step into the residential market for the first time, and appears to have Maryland and Massachusetts in its sights. Wyoming, meanwhile, is already considering changes to its recently launched residential natural gas pilot. In New Jersey, taxes, among other issues, raised their head during noncore unbundling. Georgia is taking another route. A failed attempt at a legislative solution to gas deregulation now pins hopes on consensus between utilities, marketers, industrials, and others. Hopefully, at least for those who plan to enter the residential market, Georgia will avoid the learning curve of Wyoming and New Jersey.

    The EmPOWER Maryland Energy Efficiency Act of 2008 sets the statewide goal of a 15% reduction in both electricity and peak demand by 2015. This policy initiative was motivated by several factors, which include, but are not limited to, electricity rate increases, a potential capacity shortage, and concerns about CO2 emissions and climate change. The goals set forth by the governor and state legislature correlated closely to DOE’s Better Buildings, Better Plants program goal of reducing energy intensity in the industrial sector 25% in 10 years. For the past several years, Maryland has participated in efforts to reduce energy consumption in the state. As part of these efforts, industrial customers are recognizing more and more the importance of energy efficiency. Maryland was clearly a suitable candidate to take part in activities related to industrial energy efficiency, and the Better Buildings, Better Plants approach is one of the most proven means for delivering results to industry.

    In most countries, residential electricity consumption typically ranges from 20% to 40% of total electricity consumption. This energy is used for heating, cooling, refrigeration and other end-uses. Significant energy savings are possible if new appliance purchases are for models with higher efficiency than that of existing models. There are several ways to ensure or encourage such an outcome, for example, appliance rebates, innovative procurement, and minimum efficiency standards. This paper focuses on the latter approach. At the present time, the US is the only country with comprehensive appliance energy efficiency standards. However, many other countries, such as Australia, Canada, the European Community (EC), Japan and Korea, are considering enacting standards. The greatest potential impact of minimum efficiency standards for appliances is in the developing countries (e.g., China and India), where saturations of household appliances are relatively low but growing rapidly. This paper discusses the potential savings that could be achieved from global appliance efficiency standards for refrigerators and freezers. It also could be achieved from global appliance efficiency standards for refrigerators and freezers. It also discusses the impediments to establishing common standards for certain appliance types, such as differing test procedures, characteristics, and fuel prices. A methodology for establishing global efficiency standards for refrigerators and freezers is described.

    A flow chart depicting energy flow in the residential sector of the United States economy in 2005 has been constructed from publicly available data and estimates of national energy use patterns. Approximately 11,000 trillion British Thermal Units (trBTUs) of electricity and fuels were used throughout the United States residential sector in lighting, electronics, air conditioning, space heating, water heating, washing appliances, cooking appliances, refrigerators, and other appliances. The residential sector is powered mainly by electricity and natural gas. Other fuels used include petroleum products (fuel oil, liquefied petroleum gas and kerosene), biomass (wood), and on-premises solar, wind, and geothermal energy. The flow patterns represent a comprehensive systems view of energy used within the residential sector.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to

    This report details progress made in improving the performance of No. 2 heating oil in residential applications. Previous research in this area is documented in papers published in the Brookhaven Oil Heat Technology Conference Proceedings in 1993, 1994 and 1996. By way of review we have investigated a number of variables in the search for improved fuel system performance. These include the effect of various additives designed to address stability, dispersion, biotics, corrosion and reaction with metals. We have also investigated delivery methods, filtration, piping arrangements and the influence of storage tank size and location. As a result of this work Santa Fuel Inc. in conjunction with Mobile Oil Corporation have identified an additive package which shows strong evidence of dramatically reducing the occurrence of fuel system failures in residential oil burners. In a broad market roll-out of the additized product we have experienced a 29% reduction in fuel related service calls when comparing the 5 months ending January 1997 to the same period ending January 1996.

    The National Residential Efficiency Measures Database is a publicly available, centralized resource of residential building retrofit measures and costs for the U.S. building industry. Specific tasks performed include assigning emission rates for total suspended particulates (TSP) and benzo(a)pyrene (BaP) from wood burning stoves, estimating the impact on ambient air quality from residential wood combustion and elucidating the policy options available to Northeastern states in their effort to limit any detrimental effects resulting from residential wood combustion.     The paper presents methods of evaluation of energy and economy related effects of different actions aimed at conservation in residential buildings. It identifies also the method of selecting the most effective way of distribution funds assigned to weatherization as well as necessary improvements to be implemented within the heating node and the internal heating system of the building. The analysis of data gathered for four 11-stories high residential buildings of {open_quotes}Zeran{close_quotes} type being subject of the Conservation Demonstrative Project, included a differentiated scope of weatherization efforts and various actions aimed at system upgrading. Basing upon the discussion of the split of heat losses in a building as well as the established energy savings for numerous options of upgrading works, the main problem has been defined. It consists in optimal distribution of financial means for the discussed measures if the total amount of funds assigned for modifications is defined. The method based upon the principle of relative increments has been suggested. The economical and energy specifications of the building and its components, required for this method have also been elaborated. The application of this method allowed to define the suggested optimal scope of actions within the entire fund assigned for the comprehensive weatherization.

    Arguably the most exciting aspect of the smart grid vision is the full participation of end-use resources with all forms of generation and energy storage in the reliable and efficient operation of an electric power system. Engaging all of these resources in a collaborative manner that respects the objectives of each resource, is sensitive to the system and local constraints of electricity flow, and scales to the large number of devices and systems participating is a grand challenge. Distributed decision-making system approaches have been presented and experimentation is underway. This paper reports on the preliminary findings of a residential demand response demonstration that uses the bidding transactions of supply and end-use air conditioning resources communicating with a real-time, 5 minute market to balance the various needs of the participants on a distribution feeder. The nature of the demonstration, the value streams being explored, and the operational scenarios implemented to characterize the system response are summarized along with preliminary findings.

    SERI-RES performs thermal energy analysis of residential or small commercial buildings and has the capability of modeling passive solar equipment such as rock beds, trombe walls, and phase change material. The analysis is accomplished by simulation. A thermal model of the building is created by the user and translated into mathematical form by the program. The mathematical equations are solved repeatedly at time intervals of one hour or less for the period of simulation. A combination of forward finite differences, Jacobian iteration, and constrained optimization techniques is used to obtain a solution. An auxiliary interactive editing program, EDITOR, is included for creating building descriptions. EDITOR checks the validity of the input data and also provides facilities for storing and referencing several types of building description files.     The Environmental Management Division of Aberdeen Proving Ground (APG), Maryland, is conducting a remedial investigation and feasibility study of the J-Field area at APG pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act, as amended (CERCLA). J-Field is located within the Edgewood Area of APG in Harford County, Maryland. Since World War II, activities in the Edgewood Area have included the development, manufacture, testing, and destruction of chemical agents and munitions. These materials were destroyed at J-Field by open burning/open detonation. Portions of J-Field continue to be used for the detonation and disposal of unexploded ordnance (UXO) by open burning/open detonation under authority of the Resource Conservation and Recovery Act.

    This report presents the results of the remedial investigation (RI) conducted at J-Field in the Edgewood Area of Aberdeen Proving Ground (APG), a U.S. Army installation located in Harford County, Maryland. Since 1917, activities in the Edgewood Area have included the development, manufacture, and testing of chemical agents and munitions and the subsequent destruction of these materials at J-Field by open burning and open detonation. These activities have raised concerns about environmental contamination at J-Field. This RI was conducted by the Environmental Conservation and Restoration Division, Directorate of Safety, Health and Environmental Division of APG, pursuant to requirements outlined under the Comprehensive Environmental Response, Compensation, and Liability Act, as amended (CERCLA). The RI was accomplished according to the procedures developed by the U.S. Environmental Protection Agency (EPA 1988). The RI provides a comprehensive evaluation of the site conditions, nature of contaminants present, extent of contamination, potential release mechanisms and migration pathways, affected populations, and risks to human health and the environment. This information will be used as the basis for the design and implementation of remedial actions to be performed during the remedial action phase, which will follow the feasibility study (FS) for J-Field.

  17. Maximizing Information from Residential Measurements of Volatile Organic Compounds

    Continually changing materials used in home construction and finishing can introduce new chemicals or changes in the VOC profile in residential air and the trend towards tighter homes can lead to higher exposure concentrations for many indoor sources. However, the complex mixture of VOCs in residential air makes it difficult to discover emerging contaminants and/or trends in pollutant profiles. The purpose of this study is to prepare a comprehensive library of chemicals found in homes, along with a semi-quantitative approach to maximize the information gained from VOC measurements. We carefully reviewed data from 108 new California homes and identified 238 individual compounds. The majority of the identified VOCs originated indoors. Only 31% were found to have relevant health based exposure guidelines and less than 10% had a chronic reference exposure level (CREL). The finding highlights the importance of extending IAQ studies to include a wider range of VOCs

    Seven residential utility-interactive inverters for photovoltaic power systems have been evaluated at MIT Laboratory and at the Northeast Residential Experiment Station (NE RES). Two, a Windworks Gemini and an Abacus Sunverter, have been reported on previously. Reviewed here are five other inverters: Windworks Gemini 8-kW (dc) model with an ac filter to improve the output current waveform and power factor; Acheval Wind Electronics 10-kW (ac) model, Helionetics 6-kW (dc) model; and American Power Conversion 2-kW and 4-kW (ac) models. Input and output power, power factor, current waveform distortion, audio noise and radio frequency interference measurements were made at the NE RES and the results are presented.

    Even though new homes constructed with hydronic heat comprise only 3% of the market (US Census Bureau 2009), of the 115 million existing homes in the United States, almost 14 million of those homes (11%) are heated with steam or hot water systems according to 2009 US Census data. Therefore, improvements in hydronic system performance could result in significant energy savings in the US. When operating properly, the combination of a gas-fired condensing boiler with baseboard convectors and an indirect water heater is a viable option for high-efficiency residential space heating in cold climates. Based on previous research efforts, however, it is apparent that these types of systems are typically not designed and installed to achieve maximum efficiency. Furthermore, guidance on proper design and commissioning for heating contractors and energy consultants is hard to find and is not comprehensive. Through modeling and monitoring, CARB sought to determine the optimal combination(s) of components - pumps, high efficiency heat sources, plumbing configurations and controls - that result in the highest overall efficiency for a hydronic system when baseboard convectors are used as the heat emitter. The impact of variable-speed pumps on energy use and system performance was also investigated along with the effects of various control strategies and the introduction of thermal mass.

    Residential customers in California's Pacific Gas and Electric (PG&E) territory have seen several electricity rate structure changes in the past decade. This poster: examines the history of the residential pricing structure and key milestones; summarizes and analyzes the usage between 2006 and 2009 for different baseline/climate areas; discusses the residential electricity Smart Meter roll out; and compares sample bills for customers in two climates under the current pricing structure and also the future time of use (TOU) structure.
