  11. Maryland's efforts to develop regulations creating an air emissions offset trading program

    Under the federal Clean Air Act's New Source Review program, many companies located in or planning to locate in areas that do not meet federal air quality standards or in the Northeast Ozone Transport Region (northern Virginia to Maine) must obtain emission reductions (called offsets) of volatile organic compounds and nitrogen oxides that are greater than the new emissions that will be released. This offset requirement allows growth in industry while protecting air quality against deterioration. Despite the federal offset requirement, a formal banking and trading program is not mandated by the Clean Air Act Amendments of 1990. Still, a mechanism is needed to ensure that emission reduction credits (ERCs) are available for sources to use to meet the offset requirement. Currently, Maryland does not have regulations covering the sale or transfer of ERCs from one facility to another. Maryland works with industry on a case-by-case basis to identify potential sources of ERCs and to assist in obtaining them. Then, the offset requirement and the ERCs used to meet the offsets are incorporated into individual permits using various permitting mechanisms. Desiring certainty and stability in the banking and trading process, Maryland's business community has pressed for regulations to formalize Maryland's procedures. Working over several years through a stakeholder process, Maryland has developed concepts for a trading program and a draft regulation. This paper describes Maryland's current case-by-case banking and trading procedure and traces efforts to develop a regulation to formalize the process. The paper discusses complex policy issues related to establishing a banking and trading program, describes the principal elements of Maryland's draft regulation, and summarizes elements of other states' emissions banking and trading programs.

    The Power Plant Siting Act of 1971 established the Power Plant Research Program to insure that demands for electric power would be met in a timely manner at a reasonable cost while assuring that the associated environmental impact would be acceptable. The scope of the Program extends to estimating the impact of proposed new generating facilities, evaluating the acceptability of proposed tranmission line routes, assessing the impact of existing generation facilities, and investigating generic issues related to power plant site evaluation and associated environmental and land use considerations. The bibliography is a compilation of all the studies performed for and or by the Power Plant and Environmental Review Division since its inception.

    Data obtained on persons who purchased solar water heaters with HUD grants from 1977 to 1979 in the states of Florida, Delaware and Maryland are compiled. A total of more than 2600 consumers are profiled. The following variables are included in the consumer profile: type of present hot water system, site location by county, family composition and type of installation. This study represents the largest marketing profile of solar hot water system purchasers to date. It has significance both to private industry and the government for it details what type of person participated in the HUD grant program. It is found that the largest number of solar installations cluster around large metropolitan areas in neighborhoods that are predominantly white, upper-class, and less than five persons in the household.

    Cogeneration is a name given to energy systems that produce both electric power and useful thermal energy such as steam. While cogeneration markets have flourished in California, Texas, and some states, those in Maryland have not. A primary reason is that the industries that have been targeted in other states--e.g., oil refining, pulp and paper, chemicals, food processing--are not major elements of Maryland's industrial base. The study estimates the potential for future cogeneration in Maryland, both large units and small packaged systems, and assesses the potential impact of cogeneration systems on Maryland's energy needs between now and 2005. The study is presented in three volumes. Because of significant differences between large- and small-scale cogeneration, the analysis of these two systems was performed separately. This volume is a summary document presenting the findings from both studies.

    The US Department of Energy (DOE) has been conducting, through several of its operating contractors, an evaluation and testing program to qualify Type A radioactive material packagings per US Department of Transportation (DOT) Specification 7A (DOT-7A) of the Code of Federal Regulations (CFR), Title 49, Part 178 (49 CFR 178). The program is currently administered by the DOE, Office of Facility Safety Analysis, DOE/EH-32, at DOE-Headquarters (DOE-HQ) in Germantown, Maryland.     The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level in Maryland are described. The Federal government also exercises extensive regulatory authority in the area. The dual regulatory system is examined with the aim of creating a more orderly understanding of the vagaries of the system, focusing on the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and an inquiry into the practical use of the doctrine by the FERC. In Maryland, by common law rule, title to all navigable waters and to the soil below the high-water mark of those waters is vested in the state as successor to the Lord Proprietary who had received it by grant from the Crown. Rights to non-navigable water, public trust doctrine, and eminent domain are also discussed. Direct and indirect regulations, continuing obligations, loan programs, and regional organizations are described in additional sections.

    The Maryland Department of Natural Resources (DNR) Power Plant Research Program (PPRP) manages the consolidated review of environmental, engineering, socioeconomic, cost, and need issues that new and modified power plants in Maryland must address as part of the power plant licensing process. Power plant licensing cases in Maryland have included the addition or replacement of small diesel or combustion turbine electrical generation units, or the addition of new, larger simple-cycle combustion turbine units. Air quality modeling, including an assessment of the effects of building downwash, is often a part of the licensing process. The Electric Power Research Institute (EPRI) has sponsored the development of an improved building downwash model through its PRIME (Plume Rise Model Enhancements) project, involving the design and development of algorithms intended to address deficiencies in the widely used ISCST3. EPA recently provided a version of ISC that incorporates the PRIME model (ISC-PRIME) for review and comment by the public prior to deciding on the suitability and regulatory status of ISC-PRIME. The present paper focuses on a systematic evaluation of ISC-PRIME as it relates to short stacks with exhaust characteristics similar to diesel generators and combustion turbines, using both routine hourly meteorology and synthesized meteorological data covering a wide variety of stability and wind speed combinations. The goals of the paper are two-fold: first, to understand and explain the implications of this new model for power plant licensing decisions in the State of Maryland; and second, to broaden the experience base of the potential ISC-PRIME user community with information on model performance details that are not otherwise readily available.

    This report was prepared by Argonne National Laboratory (ANL) to document the results of a contamination source review for Building E3163 at the Aberdeen Proving Ground (APG) in Maryland. This report may be used to assist the US Army in planning for the future use or disposition of this building. The review included a historical records search, physical inspection, photographic documentation, and geophysical investigation. The field investigations were performed by ANL during 1994 and 1995. Building E3163 (APG designation) is part of the Medical Research Laboratories E3160 Complex. This research laboratory complex is located west of Kings Creek, east of the airfield and Ricketts Point Road, and south of Kings Creek Road in the Edgewood Area of APG. The original structures in the E3160 Complex were constructed during World War II. The complex was originally used as a medical research laboratory. Much of the research involved wound assessment. Building E3163, constructed in 1946, was used for toxicological studies on animals until 1965. All agent testing was done using laboratory-scale quantities of agents. All operational data were destroyed; total quantities and types of agents used during the testing are unknown. No experimentation has been conducted in the building since 1965. However, the building was used as overflow office space until the late 1980s. Since that time, the building has been unoccupied.

    Geophysical studies at Beach Point Peninsula, in the Edgewood area of Aberdeen Proving Ground, Maryland, provide diagnostic signatures of the hydrogeologic framework and possible contaminant pathways. These studies permit construction of the most reasonable scenario linking dense, nonaqueous-phase liquid contaminants introduced at the surface with their pathway through the surficial aquifer. Subsurface geology and contaminant presence were identified by drilling, outcrop mapping, and groundwater sampling and analyses. Suspected sources of near-surface contaminants were defined by magnetic and conductivity measurements. Negative conductivity anomalies may be associated with unlined trenches. Positive magnetic and conductivity anomalies outline suspected tanks and pipes. The anomalies of greatest concern are those spatially associated with a concrete slab that formerly supported a mobile clothing impregnating plant. Resistivity and conductivity profiling and depth soundings were used to identify an electrical anomaly extending through the surficial aquifer to the basal pleistocene unconformity, which was mapped by using seismic reflection methods. The anomaly may be representative of a contaminant plume connected to surficial sources. Major activities in the area included liquid rocket fuel tests, rocket fuel fire suppression tests, pyrotechnic material and smoke generator tests, and the use of solvents at a mobile clothing impregnating plant.

    With this new home - which achieved the highest rating possible under the National Green Building Standard - Nexus EnergyHomes demonstrated that green and affordable can go hand in hand. The mixed-humid climate builder, along with the U.S. Department of Energy Building America team Partnership for Home Innovation, embraced the challenge to create a new duplex home in downtown Frederick, Maryland, that successfully combines affordability with state-of-the-art efficiency and indoor environmental quality. To limit costs, the builder designed a simple rectangular shape and kept interesting architectural features such as porches outside the building's structure. This strategy avoided the common pitfall of creating potential air leakage where architectural features are connected to the structure before the building is sealed against air infiltration. To speed construction and limit costs, the company chose factory-assembled components such as structural insulated panel walls and floor and roof trusses. Factory-built elements were key in achieving continuous insulation around the entire structure. Open-cell spray foam at the rim joist and attic roofline completed the insulation package, and kept the heating, ventilating, and air-conditioning system in conditioned space.

    The Environmental Management Division (EMD) of Aberdeen Proving Ground (APG), Maryland, is conducting a remedial investigation and feasibility study (RI/FS) of the J-Field area at APG pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA), as amended. J-Field is within the Edgewood Area of APG in Harford County, Maryland (Figure 1. 1). Since World War II activities in the Edgewood Area have included the development, manufacture, testing, and destruction of chemical agents and munitions. These materials were destroyed at J-Field by open burning and open detonation (OB/OD). Considerable archival information about J-Field exists as a result of efforts by APG staff to characterize the hazards associated with the site. Contamination of J-Field was first detected during an environmental survey of the Edgewood Area conducted in 1977 and 1978 by the US Army Toxic and Hazardous Materials Agency (USATHAMA) (predecessor to the US Army Environmental Center [AEC]). As part of a subsequent USATHAMA -environmental survey, 11 wells were installed and sampled at J-Field. Contamination at J-Field was also detected during a munitions disposal survey conducted by Princeton Aqua Science in 1983. The Princeton Aqua Science investigation involved the installation and sampling of nine wells and the collection and analysis of surficial and deep composite soil samples. In 1986, a Resource Conservation and Recovery Act (RCRA) permit (MD3-21-002-1355) requiring a basewide RCRA Facility Assessment (RFA) and a hydrogeologic assessment of J-Field was issued by the US Environmental Protection Agency (EPA). In 1987, the US Geological Survey (USGS) began a two-phased hydrogeologic assessment in data were collected to model, groundwater flow at J-Field. Soil gas investigations were conducted, several well clusters were installed, a groundwater flow model was developed, and groundwater and surface water monitoring programs were established that continue today.

    An ecological survey was conducted on M-Field, at the Edgewood Area, Aberdeen Proving Ground, Maryland. M-Field is used routinely to test army smokes and obscurants, including brass flakes, carbon fibers, and fog oils. The field has been used for testing purposes for the past 40 years, but little documented history is available. Under current environmental regulations, the test field must be assessed periodically to document the presence or potential use of the area by threatened and endangered species. The M-Field area is approximately 370 acres and is part of the US Army's Edgewood Area at Aberdeen Proving Ground in Harford County, Maryland. The grass-covered field is primarily lowlands with elevations from about 1.0 to 8 m above sea level, and several buildings and structures are present on the field. The ecological assessment of M-Field was conducted in three stages, beginning with a preliminary site visit in May to assess sampling requirements. Two field site visits were made June 3--7, and August 12--15, 1991, to identify the biota existing on the site. Data were gathered on vegetation, small mammals, invertebrates, birds, large mammals, amphibians, and reptiles.

    We have #12;finished the third year of a three year grant cycle with the U.S. Department of Energy for which we were given a #12;five month extension (U.S. D.O.E. Grant No. DEFG02-96ER41015). This document is the fi#12;nal report for this grant and covers the period from November 1, 2010 to April 30, 2013. The Maryland program is administered as a single task with Professor Nicholas Hadley as Principal Investigator. The Maryland experimental HEP group is focused on two major research areas. We are members of the CMS experiment at the LHC at CERN working on the physics of the Energy Frontier. We are also analyzing the data from the Babar experiment at SLAC while doing design work and R&D towards a Super B experiment as part of the Intensity Frontier. We have recently joined the LHCb experiment at CERN. We concluded our activities on the D#31; experiment at Fermilab in 2009.

    This report presents the results of a rock mechanics instrumentation program designed to determine the rock mass response due to longwall mining a thick coal seam utilizing shield-type supports at the York Canyon Mine near Raton, New Mexico. The data collected during this study is unique in that it represents the results from mining three adjacent longwall panels varying from sub-critical to super-critical in a known geologic environment with cross- and along-panel topographic variations. Data from the program indicated the following: (1) Topography significantly influenced the magnitude and distribution of surface movements. (2) The study failed to substantiate the theory that the angle of draw decreased as the depth of overburden increased. (3) Subsidence started when the face was an average of 0.33h (h = overburden depth) from a given surface point and was essentially completed when the face was 0.9h beyond the surface point. (4) Underground mining activity produced almost instantaneous surface movement and major surface subsidence ceased almost as soon as mining ceased. (5) Topography influenced shield loading patterns only where the overburden depth was thin. (6) The width of the pressure abutment was apparently related to the depth of overburden. (7) The type of roof rock controlled the amount of roof-sag. (8) With longwall face advance, the roof tended to move away from surface topographic highs and towards the caved area. (9) Roof-floor convergence at the mining face was approximately one percent of extracted seam height. (10) The magnitude of roof-floor convergence out ahead of the mining face could be related to the face distance with a logarithmic curve function.

    This report presents the results of the remedial investigation (RI) conducted at J-Field in the Edgewood Area of Aberdeen Proving Ground (APG), a U.S. Army installation located in Harford County, Maryland. Since 1917, activities in the Edgewood Area have included the development, manufacture, and testing of chemical agents and munitions and the subsequent destruction of these materials at J-Field by open burning and open detonation. These activities have raised concerns about environmental contamination at J-Field. This RI was conducted by the Environmental Conservation and Restoration Division, Directorate of Safety, Health and Environmental Division of APG, pursuant to requirements outlined under the Comprehensive Environmental Response, Compensation, and Liability Act, as amended (CERCLA). The RI was accomplished according to the procedures developed by the U.S. Environmental Protection Agency (EPA 1988). The RI provides a comprehensive evaluation of the site conditions, nature of contaminants present, extent of contamination, potential release mechanisms and migration pathways, affected populations, and risks to human health and the environment. This information will be used as the basis for the design and implementation of remedial actions to be performed during the remedial action phase, which will follow the feasibility study (FS) for J-Field.

    With this new home—which achieved the highest rating possible under the National Green Building Standard—Nexus EnergyHomes demonstrated that green and affordable can go hand in hand. The mixed-humid climate builder, along with the U.S. Department of Energy Building America team Partnership for Home Innovation, embraced the challenge to create a new duplex home in downtown Frederick, Maryland, that successfully combines affordability with state-of-the-art efficiency and indoor environmental quality. To limit costs, the builder designed a simple rectangular shape and kept interesting architectural features such as porches outside the building’s structure. This strategy avoided the common pitfall of creating potential air leakage where architectural features are connected to the structure before the building is sealed against air infiltration. To speed construction and limit costs, the company chose factory-assembled components such as structural insulated panel walls and floor and roof trusses. Factory-built elements were key in achieving continuous insulation around the entire structure. Open-cell spray foam at the rim joist and attic roofline completed the insulation package, and kept the heating, ventilating, and air-conditioning system in conditioned space.

  13. Environmental geophysics at the Southern Bush River Peninsula, Aberdeen Proving Ground, Maryland

    Geophysical studies have been conducted at five sites in the southern Bush River Peninsula in the Edgewood Area of Aberdeen Proving Ground, Maryland. The goals of the studies were to identify areas containing buried metallic objects and to provide diagnostic signatures of the hydrogeologic framework of the site. These studies indicate that, during the Pleistocene Epoch, alternating stands of high and low sea level resulted in a complex pattern of channel-fill deposits. Paleochannels of various sizes and orientations have been mapped throughout the study area by means of ground-penetrating radar and EM-31 techniques. The EM-31 paleochannel signatures are represented onshore either by conductivity highs or lows, depending on the depths and facies of the fill sequences. A companion study shows the features as conductivity highs where they extend offshore. This erosional and depositional system is environmentally significant because of the role it plays in the shallow groundwater flow regime beneath the site. Magnetic and electromagnetic anomalies outline surficial and buried debris throughout the areas surveyed. On the basis of geophysical measurements, large-scale (i.e., tens of feet) landfilling has not been found in the southern Bush River Peninsula, though smaller-scale dumping of metallic debris and/or munitions cannot be ruled out.

    This report was prepared by Argonne National Laboratory (ANL) to document the results of a contamination source review of Building E3180 at the Aberdeen Proving Ground (APG) in Maryland. The report may be used to assist the US Army in planning for the future use or disposition of this building. The review included a historical records search, physical inspection, photographic documentation, geophysical investigation, collection of air samples, and review of available records regarding underground storage tanks associated with Building E3180. The field investigations were performed by ANL during 1994. Building,E3180 (current APG designation) is located near the eastern end of Kings Creek Road, north of Kings Creek, and about 0.5 miles east of the airstrip within APG`s Edgewood Area. The building was constructed in 1944 as a facsimile of a Japanese pillbox and used for the development of flame weapons systems until 1957 (EAI Corporation 1989). The building was not used from 1957 until 1965, when it was converted and used as a flame and incendiary laboratory. During the 1970s, the building was converted to a machine (metal) shop and used for that purpose until 1988.

    This report was prepared by Argonne National Laboratory (ANL) to document the results of a contamination source review of Building E1489 at the Aberdeen Proving Ground (APG) in Maryland. This report may be used to assist the U.S. Army-in planning for the future use or disposition of this building. The review included a historical records search, physical inspection, photographic documentation, and geophysical investigation. The field investigations were performed in 1994-1995. Building E1489 located in J-Field on the Gunpowder Peninsula in APG`s Edgewood Area housed a power generator that supplied electricity to a nearby observation tower. Building E1489 and the generator were abandoned in 1974, demolished by APG personnel and removed from real estate records. A physical inspection and photographic documentation of Building E1489 were completed by ANL staff during November 1994. In 1994, ANL staff conducted geophysical surveys in the immediate vicinity of Building E1489 by using several nonintrusive methods. Survey results suggest the presence of some underground objects near Building E1489, but they do not provide conclusive evidence of the source of geophysical anomalies observed during the survey. No air monitoring was conducted at the site, and no information on underground storage tanks associated with Building E1489 was available.

    Under this project, the BA-PIRC research team evaluated the installation, measured performance, and cost-effectiveness of efficiency upgrade measures for a tenant-in-place deep energy retrofit at the Bay Ridge multifamily development in Annapolis, Maryland. The design and construction phase of the Bay Ridge project was completed in August 2012. This case study summarizes system commissioning, short-term test results, utility bill data analysis, and analysis of real-time data collected over a one-year period after the retrofit was complete.

    For many years, the U.S. Department of Energy (DOE) has supported and sponsored various types of water research relating to the oil and gas industry through its Office of Fossil Energy and its National Energy Technology Laboratory (NETL). In early 2005, the Petroleum Environmental Research Forum (PERF) submitted a proposal to DOE for funding an upcoming PERF meeting that would feature water research in the petroleum industry. PERF is a nonprofit organization created in 1986 to provide a stimulus to and a forum for the collection, exchange, and analysis of research information related to the development of technology concerning the petroleum industry, and a mechanism for establishing joint research projects in that field. Additional information on PERF can be accessed at http://www.perf.org. DOE agreed to provide funding to hold a review of its water research program in conjunction with the fall 2005 PERF meeting. Argonne National Laboratory (Argonne) was asked to coordinate and host the meeting, which was referred to as the DOE/PERF Water Program Review. The program review was held on November 1-4, 2005, in Annapolis, Maryland, at the Historic Inns of Annapolis. The purpose of the program review was to provide a forum for sharing information, reviewing current programs (especially recent unpublished research), and reviewing industry and regulatory needs regarding water use and reuse issues. PERF and DOE/NETL can use this information to plan for future water-related research projects. The water program review provided a unique opportunity in several ways. First, DOE was able to have all of the contractors currently receiving DOE funds for water research present in one room at the same time. Each contractor described his or her research and was able to learn about the research being conducted by the other researchers. Second, this forum allowed representatives of many large oil and gas companies to hear about the DOE research projects and offer their reactions to DOE and the researchers. Third, most oil and gas meetings focus on either upstream (the exploration and production sector) or downstream (the refining sector) issues. Typically, there is little overlap in content between the two industry sectors. At the program review, attendees with upstream and downstream orientations were able to spend much of their time in joint sessions and could learn more about the other sector.

    This report summarizes a public workshop that was held on April 27, 1999, in Rockville, Maryland. The workshop was conducted as part of the US Nuclear Regulatory Commission's (NRC) efforts to further develop its understanding of the risks associated with low power and shutdown operations at US nuclear power plants. A sufficient understanding of such risks is required to support decision-making for risk-informed regulation, in particular Regulatory Guide 1.174, and the development of a consensus standard. During the workshop the NRC staff discussed and requested feedback from the public (including representatives of the nuclear industry, state governments, consultants, private industry, and the media) on the risk associated with low-power and shutdown operations.

This report looked at the performance of three linear (T8) LED lamps chosen primarily based on their luminous intensity distributions (narrow, medium, and wide beam angles) as well as a benchmark fluorescent lamp in five different troffer types. Also included are the results of a subjective evaluation. Results show that linear (T8) LED lamps can improve luminaire efficiency in K12-lensed and parabolic-louvered troffers, effect little change in volumetric and high-performance diffuse-lensed type luminaires, but reduce efficiency in recessed indirect troffers. These changes can be accompanied by visual appearance and visual comfort consequences, especially when LED lamps with clear lenses and narrow distributions are installed. Linear (T8) LED lamps with diffuse apertures exhibited wider beam angles, performed more similarly to fluorescent lamps, and received better ratings from observers. Guidance is provided on which luminaires are the best candidates for retrofitting with linear (T8) LED lamps.

    Nuclear fusion - the process that powers the sun - offers an environmentally benign, intrinsically safe energy source with an abundant supply of low-cost fuel. It is the focus of an international research program, including the ITE R fusion collaboration, which involves seven parties representing half the world's population. The realization of fusion power would change the economics and ecology of energy production as profoundly as petroleum exploitation did two centuries ago. The 21st century finds fusion research in a transformed landscape. The worldwide fusion community broadly agrees that the science has advanced to the point where an aggressive action plan, aimed at the remaining barriers to practical fusion energy, is warranted. At the same time, and largely because of its scientific advance, the program faces new challenges; above all it is challenged to demonstrate the timeliness of its promised benefits. In response to this changed landscape, the Office of Fusion Energy Sciences (OFES ) in the US Department of Energy commissioned a number of community-based studies of the key scientific and technical foci of magnetic fusion research. The Research Needs Workshop (ReNeW) for Magnetic Fusion Energy Sciences is a capstone to these studies. In the context of magnetic fusion energy, ReNeW surveyed the issues identified in previous studies, and used them as a starting point to define and characterize the research activities that the advance of fusion as a practical energy source will require. Thus, ReNeW's task was to identify (1) the scientific and technological research frontiers of the fusion program, and, especially, (2) a set of activities that will most effectively advance those frontiers. (Note that ReNeW was not charged with developing a strategic plan or timeline for the implementation of fusion power.) This Report presents a portfolio of research activities for US research in magnetic fusion for the next two decades. It is intended to provide a strategic framework for realizing practical fusion energy. The portfolio is the product of ten months of fusion-community study and discussion, culminating in a Workshop held in Bethesda, Maryland, from June 8 to June 12, 2009. The Workshop involved some 200 scientists from Universities, National Laboratories and private industry, including several scientists from outside the US. Largely following the Basic Research Needs model established by the Office of Basic Energy Sciences (BES ), the Report presents a collection of discrete research activities, here called 'thrusts.' Each thrust is based on an explicitly identified question, or coherent set of questions, on the frontier of fusion science. It presents a strategy to find the needed answers, combining the necessary intellectual and hardware tools, experimental facilities, and computational resources into an integrated, focused program. The thrusts should be viewed as building blocks for a fusion program plan whose overall structure will be developed by OFES , using whatever additional community input it requests. Part I of the Report reviews the issues identified in previous fusion-community studies, which systematically identified the key research issues and described them in considerable detail. It then considers in some detail the scientific and technical means that can be used to address these is sues. It ends by showing how these various research requirements are organized into a set of eighteen thrusts. Part II presents a detailed and self-contained discussion of each thrust, including the goals, required facilities and tools for each. This Executive Summary focuses on a survey of the ReNeW thrusts. The following brief review of fusion science is intended to provide context for that survey. A more detailed discussion of fusion science can be found in an Appendix to this Summary, entitled 'A Fusion Primer.'

    This paper examines the structure of cost-effectiveness tests to illustrate how they can accurately reflect the costs and benefits of CHP systems. This paper begins with a general background discussion on cost-effectiveness analysis of DER and then describes how cost-effectiveness tests can be applied to CHP. Cost-effectiveness results are then calculated and analyzed for CHP projects in five states: Arkansas, Colorado, Iowa, Maryland, and North Carolina. Based on the results obtained for these five states, this paper offers four considerations to inform regulators in the application of cost-effectiveness tests in developing CHP programs.

    The Environmental Management Division of Aberdeen Proving Ground (APG), Maryland, is conducting a remedial investigation and feasibility study of the J-Field area at APG pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act, as amended (CERCLA). J-Field is located within the Edgewood Area of APG in Harford County, Maryland. Since World War II, activities in the Edgewood Area have included the development, manufacture, testing, and destruction of chemical agents and munitions. These materials were destroyed at J-Field by open burning/open detonation.     On May 19, 1992, the Secretary of Energy signed the revised DOE Order 1300.2A, Department of Energy Technical Standards Program, which set the policy and assigned responsibility for activities within the program. The purpose of the revision to the order was to place greater emphasis on the use of technical standards for design, construction, testing, modification, operation, decommissioning, decontamination, and remediation of DOE`s facilities and activities. Within the context of this order, Standards Managers have been assigned for each DOE Secretarial office, each DOE Field Office, and each management and operating (M&O) contractor or site manager to be responsible for and provide the appropriate amount of emphasis on consistent use of standards at DOE facilities. Office of Management and Budget (OMB) Circular A-119 also stresses the importance of the use of standards within Government facilities and directs that activities first attempt to locate and adopt non-Government standards (NGSs) for DOE use. If an NGS is not complete enough for the intended application, it should be adopted for the activity and tailored for the need by development of a Government (DOE) standard. When these NGS documents are unavailable, DOE components will develop an appropriate Government standard to satisfy the need. This expanded DOE program will provide all the information necessary to adopt, tailor, or develop these standards and track the activities. A key to the proper implementation of technical standards and governing requirements is establishing a culture of knowledge and commitment. The workshop provided an in-depth orientation on the Technical Standards Program to participating DOE and M&O Standards Managers.

    Largely in anticipation of a possible nuclear renaissance, there has been an enthusiastic renewal of interest in the fusion-fission hybrid concept, driven primarily by some members of the fusion community. A fusion-fission hybrid consists of a neutron-producing fusion core surrounded by a fission blanket. Hybrids are of interest because of their potential to address the main long-term sustainability issues related to nuclear power: fuel supply, energy production, and waste management. As a result of this renewed interest, the U.S. Department of Energy (DOE), with the participation of the Office of Fusion Energy Sciences (OFES), Office of Nuclear Energy (NE), and National Nuclear Security Administration (NNSA), organized a three-day workshop in Gaithersburg, Maryland, from September 30 through October 2, 2009. Participants identified several goals. At the highest level, it was recognized that DOE does not currently support any R&D in the area of fusion-fission hybrids. The question to be addressed was whether or not hybrids offer sufficient promise to motivate DOE to initiate an R&D program in this area. At the next level, the workshop participants were asked to define the research needs and resources required to move the fusion-fission concept forward. The answer to the high-level question was given in two ways. On the one hand, when viewed as a standalone concept, the fusion-fission hybrid does indeed offer the promise of being able to address the sustainability issues associated with conventional nuclear power. On the other hand, when participants were asked whether these hybrid solutions are potentially more attractive than contemplated pure fission solutions (that is, fast burners and fast breeders), there was general consensus that this question could not be quantitatively answered based on the known technical information. Pure fission solutions are based largely on existing both fusion and nuclear technology, thereby prohibiting a fair side-by-side comparison. Another important issue addressed at the conference was the time scale on which long-term sustainability issues must be solved. There was a wide diversity of opinion and no consensus was possible. One group, primarily composed of members of the fission community, argued that the present strategies with respect to waste management (on-site storage) and fuel supply (from natural uranium) would suffice for at least 50 years, with the main short-term problem being the economics of light water reactors (LWRs). Many from the fusion community believed that the problems, particularly waste management, were of a more urgent nature and that we needed to address them sooner rather than later. There was rigorous debate on all the issues before, during, and after the workshop. Based on this debate, the workshop participants developed a set of high-level Findings and Research Needs and a companion set of Technical Findings and Research Needs. In the context of the Executive Summary it is sufficient to focus on the high-level findings which are summarized.

    Under this project, Newport Partners (as part of the BA-PIRC research team) evaluated the installation, measured performance, and cost-effectiveness of efficiency upgrade measures for a tenant-in-place DER at the Bay Ridge multifamily (MF) development in Annapolis, Maryland. The design and construction phase of the Bay Ridge project was completed in August 2012. This report summarizes system commissioning, short-term test results, utility bill data analysis, and analysis of real-time data collected over a one-year period after the retrofit was complete. The Bay Ridge project is comprised of a "base scope" retrofit which was estimated to achieve a 30%+ savings (relative to pre-retrofit) on 186 apartments, and a "DER scope" which was estimated to achieve 50% savings (relative to pre-retrofit) on a 12-unit building. The base scope was applied to the entire apartment complex, except for one 12-unit building which underwent the DER scope. A wide range of efficiency measures was applied to pursue this savings target for the DER building, including improvements/replacements of mechanical equipment and distribution systems, appliances, lighting and lighting controls, the building envelope, hot water conservation measures, and resident education. The results of this research build upon the current body of knowledge of multifamily retrofits. Towards this end, the research team has collected and generated data on the selection of measures, their estimated performance, their measured performance, and risk factors and their impact on potential measures.

    Case Study with WIPP program overview, information regarding eligibility, and successes from Pennsylvania's Commission on Economic Opportunity (CEO) that demonstrate innovative approaches that maximize the benefit of the program. The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) recently launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of homes of low-income families. Since 2010, WIPP has helped weatherization service providers as well as new and nontraditional partners leverage non-federal financial resources to supplement federal grants, saving taxpayer money. WIPP complements the Weatherization Assistance program (WAP), which operates nation-wide, in U.S. territories and in three Native American tribes. 16 grantees are implementing weatherization innovation projects using experimental approaches to find new and better ways to weatherize homes. They are using approaches such as: (1) Financial tools - by understanding a diverse range of financing mechanisms, grantees can maximize the impact of the federal grant dollars while providing high-quality work and benefits to eligible low-income clients; (2) Green and healthy homes - in addition to helping families reduce their energy costs, grantees can protect their health and safety. Two WIPP projects (Connecticut and Maryland) will augment standard weatherization services with a comprehensive green and healthy homes approach; (3) New technologies and techniques - following the model of continuous improvement in weatherization, WIPP grantees will continue to use new and better technologies and techniques to improve the quality of work; (4) Residential energy behavior change - Two grantees are rigorously testing home energy monitors (HEMs) that display energy used in kilowatt-hours, allowing residents to monitor and reduce their energy use, and another is examining best-practices for mobile home energy efficiency; (5) Workforce development and volunteers - with a goal of creating a self-sustaining weatherization model that does not require future federal investment, three grantees are adapting business models successful in other sectors of the home performance business to perform weatherization work. Youthbuild is training youth to perform home energy upgrades to eligible clients and Habitat for Humanity is developing a model for how to incorporate volunteer labor in home weatherization. These innovative approaches will improve key weatherization outcomes, such as: Increasing the total number of homes that are weatherized; Reducing the weatherization cost per home; Increasing the energy savings in each weatherized home; Increasing the number of weatherization jobs created and retained; and Reducing greenhouse gas emissions.

    The Northeast Regional Biomass Program (NRBP) is comprised of the following states: Connecticut. Delaware, Maine, Maryland, Massachusetts, New Hampshire, New Jersey, New York, Pennsylvania, Rhode Island and Vermont. It is managed for the Department of Energy (DOE) by the CONEG Policy Research Center, Inc. The Northeast states face several near-term barriers to the expanded use of biomass energy. Informational and technical barriers have impeded industrial conversions, delaying the development of a wood energy supply infrastructure. Concern over the environmental impacts on resources are not well understood. Public awareness and concern about safety issues surrounding wood energy use has also grown to the point of applying a brake to the trend of increases in residential applications of biomass energy. In addition, many residential, industrial, and commercial energy users are discouraged from using biomass energy because of the convenience factor. Regardless of the potential for cost savings, biomass energy sources, aside from being perceived as more esoteric, are also viewed as more work for the user. The Northeast Regional Biomass Program (NRBP) is designed to help the eleven Northeastern states overcome these obstacles and achieve their biomass energy potentials. The objective of this program in the current and future years is to increase the role of biomass fuels in the region`s energy mix by providing the impetus for states and the private sector to develop a viable Northeast biomass fuels market.

    Cylinders containing depleted uranium hexafluoride (UF{sub 6}) in storage at the Department of Energy (DOE) gaseous diffusion plants, managed by Martin Marietta Energy Systems, Inc., are being evaluated to determine their expected storage life. Cylinders evaluated recently have been in storage service for 30 to 40 years. In the present environment, the remaining life for these storage cylinders is estimated to be 30 years or greater. The group of cylinders involved in recent tests will continue to be monitored on a periodic basis, and other storage cylinders will be observed as on a statistical sample population. The program has been extended to all types of large capacity UF{sub 6} cylinders.

    University Park, Maryland (“UP”) is a small town of 2,540 residents, 919 homes, 2 churches, 1 school, 1 town hall, and 1 breakthrough community energy efficiency initiative: the Small Town Energy Program (“STEP”). STEP was developed with a mission to “create a model community energy transformation program that serves as a roadmap for other small towns across the U.S.” STEP first launched in January 2011 in UP and expanded in July 2012 to the neighboring communities of Hyattsville, Riverdale Park, and College Heights Estates, MD. STEP, which concluded in July 2013, was generously supported by a grant from the U.S. Department of Energy (DOE). The STEP model was designed for replication in other resource-constrained small towns similar to University Park - a sector largely neglected to date in federal and state energy efficiency programs. STEP provided a full suite of activities for replication, including: energy audits and retrofits for residential buildings, financial incentives, a community-based social marketing backbone and local community delivery partners. STEP also included the highly innovative use of an “Energy Coach” who worked one-on-one with clients throughout the program. Please see www.smalltownenergy.org for more information. In less than three years, STEP achieved the following results in University Park: • 30% of community households participated voluntarily in STEP; • 25% of homes received a Home Performance with ENERGY STAR assessment; • 16% of households made energy efficiency improvements to their home; • 64% of households proceeded with an upgrade after their assessment; • 9 Full Time Equivalent jobs were created or retained, and 39 contractors worked on STEP over the course of the project. Estimated Energy Savings - Program Totals kWh Electricity 204,407 Therms Natural Gas 24,800 Gallons of Oil 2,581 Total Estimated MMBTU Saved (Source Energy) 5,474 Total Estimated Annual Energy Cost Savings $61,343 STEP clients who had a home energy upgrade invested on average $4,500, resulting in a 13% reduction in annual energy use and utility bill savings of $325. Rebates and incentives covered 40%-50% of retrofit cost, resulting in an average simple payback of about 7 years. STEP has created a handbook in which are assembled all the key elements that went into the design and delivery of STEP. The target audiences for the handbook include interested citizens, elected officials and municipal staff who want to establish and run their own efficiency program within a small community or neighborhood, using elements, materials and lessons from STEP.

    An accelerator complex that can produce ultra-intense beams of muons presents many opportunities to explore new physics. A facility of this type is unique in that, in a relatively straightforward way, it can present a physics program that can be staged and thus move forward incrementally, addressing exciting new physics at each step. At the request of the US Department of Energy's Office of High Energy Physics, the Neutrino Factory and Muon Collider Collaboration (NFMCC) and the Fermilab Muon Collider Task Force (MCTF) have recently submitted a proposal to create a Muon Accelerator Program that will have, as a primary goal, to deliver a Design Feasibility Study for an energy-frontier Muon Collider by the end of a 7 year R&D program.
