    The Maryland Department of Natural Resources` Power Plant Research Program has evaluated the environmental effects of acid deposition on Maryland`s air, land, water (especially the Chesapeake Bay), and human resources since the mid-1980`s. Title IV of the Clean Air Act Amendments of 1990 (CAAA90) has focused much attention on the mandated reductions of nitrogen oxides (NO{sub x}) and sulfur dioxide (SO{sub 2}) to control acid deposition. Baseline data on acidic deposition and air emissions/pollution control for NO{sub x} and SO{sub 2} acquired through PPRP studies have proved useful in evaluating the impacts of Title IV on Maryland power plants and resources. Three example programs are discussed: The first is an evaluation of SO{sub 2} emissions on ecosystems through the use of critical loads--the amount of acid rain that an ecosystem can tolerate without continuing to acidify. Results support the use of broadly based emissions trading scenarios: The second study is an evaluation of the potential for reducing nitrate loading in the Chesapeake Bay by reducing NO{sub x} emissions. Results indicate substantial NO{sub x} emission reductions could offer significant reductions in nitrate deposition to the Bay: The final study is a review of the impacts of Title IV on the Maryland coal industry and the prospects for coal cleaning and advanced combustion technologies. Current results indicate that Maryland coal will meet Phase 2 SO{sub 2} emission standards using advanced combustion techniques, such as fluidized bed technologies, but that additional emissions controls, such as a scrubber would be required in a conventional boiler.

    In 1974, the tract of land now known as the Douglas Point Ecology Laboratory was pieced together from approximately 10 smaller pieces by the Potomac Electric Power Company (PEPCO) for the purpose of developing a nuclear power generating station. At that time they decided to leave the bulk of the property in its natural state for ecological research. Douglas Point is reasonably representative of a large section of the Atlantic Coastal plain. Results from research on the site may be applicable to larger coastal plain areas. This section of Charles County is one of the least populated areas in Maryland, and the portion of the county known as Maryland Point, which includes Douglas Point, contains some of the most extensive, continuous forested tracts of land remaining in the state. The present publication is intended to be used as an introduction to Douglas Point, its history, biology, geology, topography, soils, and climatology.

    In response to the Clean Coal II solicitation, Bethlehem Steel Corporation (BSC) submitted a proposal to the DOE in May 1988. The proposal submitted by BSC describes a Unique integration of commercial technologies developed by Davy/Still Otto to clean coke oven gas being produced at its Sparrows Point, Maryland steel plant. This innovative coke oven gas cleaning system combines secondary gas cooling with hydrogen sulfide and ammonia removal, hydrogen sulfide and ammonia recovery, ammonia destruction and sulfur recovery to produce a cleaner fuel gas for plant use. The primary environmental benefit associated with employing this innovative coke oven gas cleaning system is realized when the fuel gas is burned within the steel plant. Emissions of sulfur dioxide are reduced by more than 60 percent. The removal, recovery and destruction of ammonia eliminates the disposal problems associated with an unmarketable ammonium sulfate by-product. Significant reduction in benzene and hydrogen cyanide emissions are also obtained.

    The report provides an environmental assessment of a 70-100 MW gas turbine generating facility which the Southern Maryland Electric Cooperative, Inc. (SMECO) has proposed to construct on the site of Potomac Electric Power Company's (PEPCO) Chalk Point Generating Station. The facility, to be used as a peaking plant, will be SMECO's first generating station. Construction of the facility is expected to begin in March 1990, with completion scheduled for December 1990. Commercial operation is expected to begin prior to January 1, 1991. On the basis of the information available, no deficiencies have been identified which warrant finding the Chalk Point site unsuitable for construction of the proposed SMECO facility. Potential impacts from air emissions, ground water withdrawal, release of contaminants to ground water, noise emissions, discharge of effluent, and disturbance of the site were specifically examined. Recommendations for evaluations following construction are also provided.

    A pollution prevention opportunity assessment (PPOA) was performed during the spring of 1991 which identified areas for waste reduction at the U.S. Department of Agriculture's Beltsville Agricultural Research Center (BARC), Beltsville, Maryland. The areas selected for this joint EPA/USDA study included general hazardous materials handling and usage, total Kjeldahl nitrogen (TKN) analyses, and high performance liquid chromatography (HPLC) analyses. One pollution prevention option applicable to total Kjeldahl analyses involved use of an automated nitrogen analyzer. Acid and base wastes are virtually eliminated and costs for chemicals and labor are reduced significantly. Other pollution prevention options for total Kjeldahl include phenate auto analyzer, micro analysis, and alternate catalyst. Pollution prevention options for HPLC included solid phase extraction, supercritical fluid extraction, solvent recovery, and column/particle size reduction. The approach used to conduct this PPOA is present in EPA's Waste Minimization Opportunity Assessment Manual (EPA/625/7-88/003).

    Commercial Buildings Characteristics 1992 presents statistics about the number, type, and size of commercial buildings in the United States as well as their energy-related characteristics. These data are collected in the Commercial Buildings Energy Consumption Survey (CBECS), a national survey of buildings in the commercial sector. The 1992 CBECS is the fifth in a series conducted since 1979 by the Energy Information Administration. Approximately 6,600 commercial buildings were surveyed, representing the characteristics and energy consumption of 4.8 million commercial buildings and 67.9 billion square feet of commercial floorspace nationwide. Overall, the amount of commercial floorspace in the United States increased an average of 2.4 percent annually between 1989 and 1992, while the number of commercial buildings increased an average of 2.0 percent annually.

    The Maryland Spheromak is a medium size magnetically confined plasma of toroidal shape. Low T{sub e} and higher n{sub e} than expected contribute to produce a radiation dominated short-lived spheromak configuration. A pyroelectric radiation detector and a VUV spectrometer have been used for space and time-resolved measurements of radiated power and impurity line emission. Results from the bolometry and VUV spectroscopy diagnostics have been combined to give the absolute concentrations of the major impurity species together with the electron temperature. The large amount of oxygen and nitrogen ions in the plasma very early in the discharge is seen to be directly responsible for the abnormally high electron density. The dominant power loss mechanisms are found to be radiation (from impurity line emission) and electron convection to the end walls during the formation phase of the spheromak configuration, and radiation only during the decay phase.

    The US Department of Energy is developing an estimate of the undeveloped hydropower potential in the US. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the US, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Maryland.

    This report evaluates the transmission systems used by the four Maryland utilities--Delmarva Power and Light Company (Delmarva), Baltimore Gas and Electric Company (BGE), Potomac Electric Power Company (PEPCO), and Allegheny Power Company (AP)--to provide a cost-effective, reliable source of power to consumers in the State. Maryland utilities use the high-voltage transmission systems in their own service territories and in utility systems in neighboring states to integrate their sources of supply to meet the demand of their customers. Transmission facilities make this possible by allowing Maryland utilities to import their share of remote generation in other states, to gain access to energy markets that reduce day-to-day generating costs, and to reduce the amount of capacity they must hold in reserve. The high-voltage system also permits Maryland utilities to purchase cost-effective energy that may be available in other nearby regions.

    With this new home - which achieved the highest rating possible under the National Green Building Standard - Nexus EnergyHomes demonstrated that green and affordable can go hand in hand. The mixed-humid climate builder, along with the U.S. Department of Energy Building America team Partnership for Home Innovation, embraced the challenge to create a new duplex home in downtown Frederick, Maryland, that successfully combines affordability with state-of-the-art efficiency and indoor environmental quality. To limit costs, the builder designed a simple rectangular shape and kept interesting architectural features such as porches outside the building's structure. This strategy avoided the common pitfall of creating potential air leakage where architectural features are connected to the structure before the building is sealed against air infiltration. To speed construction and limit costs, the company chose factory-assembled components such as structural insulated panel walls and floor and roof trusses. Factory-built elements were key in achieving continuous insulation around the entire structure. Open-cell spray foam at the rim joist and attic roofline completed the insulation package, and kept the heating, ventilating, and air-conditioning system in conditioned space.

Power-One, Inc., has participated in a US Federal Government Technology Reinvestment Project (TRP), entitled {open_quotes}Advanced Power Conversion based on the Aerocapacitor{close_quotes}: the project is a group effort, with Lawrence Livermore National Labs, GenCorp/Aerojet, PolyStor Corp. (a start-up company), and Power-One forming the consortium. The expected resulting technology is the {open_quotes}Aerocapacitor{close_quotes}, which possesses much higher performance levels than the usual capacitors on the market today. Power-One hopes to incorporate the Aerocapacitor into some of its products, hence enhancing their performance, as well as market privately-labeled aerocapacitors through its distribution channels. This document describes the details of Power-One`s plan to bring to market and commercialize the Aerocapacitor and Aerocapacitor-based products. This plan was formulated while Power-One was part of the Oerocap project. It has since pulled out of this project. What is presented in this plan is the work which was developed prior to the business decision to terminate this work.

    This report presents the status at the end of 1989 and the outlook for commercial nuclear capacity and generation for all countries in the world with free market economies (FME). The report provides documentation of the US nuclear capacity and generation projections through 2030. The long-term projections of US nuclear capacity and generation are provided to the US Department of Energy's (DOE) Office of Civilian Radioactive Waste Management (OCRWM) for use in estimating nuclear waste fund revenues and to aid in planning the disposal of nuclear waste. These projections also support the Energy Information Administration's annual report, Domestic Uranium Mining and Milling Industry: Viability Assessment, and are provided to the Organization for Economic Cooperation and Development. The foreign nuclear capacity projections are used by the DOE uranium enrichment program in assessing potential markets for future enrichment contracts. The two major sections of this report discuss US and foreign commercial nuclear power. The US section (Chapters 2 and 3) deals with (1) the status of nuclear power as of the end of 1989; (2) projections of nuclear capacity and generation at 5-year intervals from 1990 through 2030; and (3) a discussion of institutional and technical issues that affect nuclear power. The nuclear capacity projections are discussed in terms of two projection periods: the intermediate term through 2010 and the long term through 2030. A No New Orders case is presented for each of the projection periods, as well as Lower Reference and Upper Reference cases. 5 figs., 30 tabs.

    This report presents the results of the preliminary assessment (PA) conducted by Argonne National Laboratory at the Maryland Army National Guard property near Olney, Maryland. Preliminary assessments of federal facilities are being conducted to compile the information necessary for completing preremedial activities and to provide a basis for establishing corrective actions in response to releases of hazardous substances. The principal objective of the PA is to characterize the site accurately and determine the need for further action by examining site activities, quantities of hazardous substances present, and potential pathways by which contamination could affect public health and the environment. This PA satisfies Phase I of the US Department of Defense Installation Restoration Program for Olney Military Reservation property. Olney Military Reservation is an 8-acre site located in the southwestern portion of Maryland, about six miles northwest of Washington, DC, in Montgomery County. The major facilities included in this PA comprise the administration building, barracks, and motor repair shops. The environmentally significant operations associated with the property are underground and aboveground storage tanks, a vehicle wash rack, a flammable materials storage area (a lean-to structure), and a hazardous materials storage building. The review of both historical and current practices at the property indicates that Olney Military Reservation property poses no immediate threat to human health or the environment. Argonne`s reviewers noted several historical potential threats to the environment that have occurred at the property that installation personnel have corrected or eliminated.

Experiments involving exposure of plants to elevated CO/sub 2/ and attempts to model the productivity of crops as atmospheric CO/sub 2/ increases are described. The scientists quoted in the article are optimistic, emphasizing the beneficial effects of the elevated CO/sub 2/ on crops and speculating that problems caused by associated climate changes can be accommodated by movement of crop regions and by introduction of new varieties.

    A Piper Pawnee, one of the most common agricultural spray aircraft, is currently undergoing Federal Aviation Administration (FAA) certification to allow the use of denatured ethanol as its fuel. This certification is part of a broader effort to introduce ethanol as a replacement for aviation gasoline. Various reasons brought about the choice of an agricultural spray aircraft to be certified on ethanol. One is the minimization of initial fuel distribution problems. Agricultural aviation often requires only single fuel storage since most of the flying is local. Additionally, corn-produced ethanol is the natural fuel of choice for farming operations. The increased power developed on ethanol compared to aviation gasoline (avgas) is very important when operating heavily loaded spray aircraft at very low altitudes. The power-plant, a Lycoming IO-540, is already certified. The aircraft is currently flying on ethanol in order to satisfy the airframe requirements. The effort is being supported by a consortium of organizations of corn-producing states. Upon completion of certification, the aircraft will be demonstrated around the mid-western states. Certification will allow the use of the aircraft in the commercial arena. Many mid-western agricultural spray operations and ag-pilots have already expressed interest in converting their aircraft to ethanol fuel.

    The legal and institutional obstacles to the development of small-scale hydroelectric energy at the state level in Maryland are described. The Federal government also exercises extensive regulatory authority in the area. The dual regulatory system is examined with the aim of creating a more orderly understanding of the vagaries of the system, focusing on the appropriate legal doctrine, the law of pre-emption, application of the law to the case of hydroelectric development, and an inquiry into the practical use of the doctrine by the FERC. In Maryland, by common law rule, title to all navigable waters and to the soil below the high-water mark of those waters is vested in the state as successor to the Lord Proprietary who had received it by grant from the Crown. Rights to non-navigable water, public trust doctrine, and eminent domain are also discussed. Direct and indirect regulations, continuing obligations, loan programs, and regional organizations are described in additional sections.

    In response to a request received from an engineering consultant, an evaluation was undertaken of health hazards at an elevated water storage tank in Annapolis, Maryland where exterior repainting was being carried out by Seaway Painting, Inc. The requestor was concerned about possible hazardous exposures to lead. The 135 foot high elevated water storage tank had an estimated exterior surface area of 35,000 square feet. It had been painted with a red lead primer, and an alkyd lead based paint. During moving and set up of a primary containment structure, personal airborne lead exposures were below the OSHA Permissible Exposure Limit (PEL) of 50 micrograms/cubic meter (microg/cu m). During abrasive blasting operations, levels outside the containment approached the PEL. Airborne lead concentrations in the con tainment ranged from 620 to 3000 microg/cu m. No workers had increased blood lead levels during the job. The authors conclude that a potential health hazard due to lead exposures existed during repainting of the structure; however, the worker protection program in place at the time of the study appeared to adequately protect the workers from the lead. The protection program was a comprehensive one which was in compliance with Maryland requirements.

    This project produced detailed data on the processes that affect methane and nitrous oxide emissions from rice agriculture and their inter-relationships. It defines the shifting roles and potential future of these gases in causing global warming and the benefits and tradeoffs of reducing emissions. The major results include: 1). Mechanisms and Processes Leading to Methane Emissions are Delineated. Our experiments have tested the standard model of methane emissions from rice fields and found new results on the processes that control the flux. A mathematical mass balance model was used to unravel the production, oxidation and transport of methane from rice. The results suggested that when large amounts of organic matter are applied, the additional flux that is observed is due to both greater production and reduced oxidation of methane. 2). Methane Emissions From China Have Been Decreasing Over the Last Two Decades. We have calculated that methane emissions from rice fields have been falling in recent decades. This decrease is particularly large in China. While some of this is due to reduced area of rice agriculture, the bigger effect is from the reduction in the emission factor which is the annual amount of methane emitted per hectare of rice. The two most important changes that cause this decreasing emission from China are the reduced use of organic amendments which have been replaced by commercial nitrogen fertilizers, and the increased practice of intermittent flooding as greater demands are placed on water resources. 3). Global Methane Emissions Have Been Constant For More Than 20 Years. While the concentrations of methane in the atmosphere have been leveling off in recent years, our studies show that this is caused by a near constant total global source of methane for the last 20 years or more. This is probably because as some anthropogenic sources have increased, others, such as the rice agriculture source, have fallen. Changes in natural emissions appear small. 4). Nitrous Oxide Emissions From Rice Fields Increase as Methane Emissions Drop. Inundated conditions favor anaerobic methane production with high emission rates and de-nitrification resulting in modest nitrous oxide emissions. Under drier conditions such as intermittent flooding, methane emissions fall and nitrous oxide emissions increase. Increased nitrogen fertilizer use increases nitrous oxide emissions and is usually accompanied by reduced organic matter applications which decreases methane emissions. These mechanisms cause a generally inverse relationship between methane and nitrous oxide emissions. Reduction of methane from rice agriculture to control global warming comes with tradeoffs with increased nitrous oxide emissions. 5). High Spatial Resolution Maps of Emissions Produced. Maps of methane and nitrous oxide emissions at a resolution of 5 min 5 min have been produced based on the composite results of this research. These maps are necessary for both scientific and policy uses.

    The purpose of this analysis is to specify and document the total and respirable fractions for radioactive materials that could be potentially released from an accident at the repository involving commercial spent nuclear fuel (SNF) in a dry environment. The total and respirable release fractions are used to support the preclosure licensing basis for the repository. The total release fraction is defined as the fraction of total commercial SNF assembly inventory, typically expressed as an activity inventory (e.g., curies), of a given radionuclide that is released to the environment from a waste form. Radionuclides are released from the inside of breached fuel rods (or pins) and from the detachment of radioactive material (crud) from the outside surfaces of fuel rods and other components of fuel assemblies. The total release fraction accounts for several mechanisms that tend to retain, retard, or diminish the amount of radionuclides that are available for transport to dose receptors or otherwise can be shown to reduce exposure of receptors to radiological releases. The total release fraction includes a fraction of airborne material that is respirable and could result in inhalation doses; this subset of the total release fraction is referred to as the respirable release fraction. Accidents may involve waste forms characterized as: (1) bare unconfined intact fuel assemblies, (2) confined intact fuel assemblies, or (3) canistered failed commercial SNF. Confined intact commercial SNF assemblies at the repository are contained in shipping casks, canisters, or waste packages. Four categories of failed commercial SNF are identified: (1) mechanically and cladding-penetration damaged commercial SNF, (2) consolidated/reconstituted assemblies, (3) fuel rods, pieces, and debris, and (4) nonfuel components. It is assumed that failed commercial SNF is placed into waste packages with a mesh screen at each end (CRWMS M&O 1999). In contrast to bare unconfined fuel assemblies, the container that confines the fuel assemblies could provide an additional barrier for diminishing the total release fraction should the fuel rod cladding breach during an accident. This analysis, however, does not take credit for the additional barrier and establishes only the total release fractions for bare unconfined intact commercial SNF assemblies, which may be conservatively applied to confined intact commercial I SNF assemblies.

    Recent advantages in technology are leading to increased interest in agriculture as a source of energy. The replacement of fossil fuels with biomass is quite feasible in the near future. Investigation of renewable energy in Iowa has centered around the use of agricultural crops to generate electrical energy. Switchgrass, a native grass of Iowa, is one of the most promising biomass producers. Chariton Valley RC&D Inc., a USDA sponsored rural development organization based in southern Iowa and IES Utilities, a major Iowa energy company, are leading a statewide coalition of public and private interests to merge Iowa`s agricultural potential with long-term energy requirements to develop a locally sustainable source of biomass fuel. Many of the sois of southern Iowa are best suited to the production of forages and trees. Farm program changes, and the eventual end of the Conservation Reserve Program (CRP) make adding value and establishing long term markets for perennial forage crops vital for the area`s continued prosperity. Ten percent of the total land in the four county Chariton Valley area is in CRP -- 140,000 acres. Thousands more acres of marginal lands not in CRP, have limited production potential and would be available for biomass production. The associated benefits to water quality, sustainable soil capabilities and the local economy are phenomenal. IES Utilities is working with Iowa State University, R.W. Beck and other private industry interests to identify and develop the technology to convert agricultural crops to energy. The long term plan calls for 35 MW of electrical power production using a dedicated supply of biomass to be established in southern Iowa. This facility would use approximately 30,000 to 40,000 acres. Co-firing biomass with coal appears to provide a short cut to commercial use of biomass and will enhance interest in emerging advanced technologies.
