    This report documents the research that has been undertaken as background for preparation of a marketing campaign for middle and high school students to increase interest in national security careers at the National Nuclear Security Administration. This work is a part of the National Security Preparedness Project (NSPP), being performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. Previous research on the development of a properly trained and skilled national security workforce has identified a lack of interest by k-12 students in the STEM (Science, Technology, Engineering, and Mathematics) fields. Further, participation in these careers by women and minority populations is limited and is not increasing. Added to this are low educational achievement levels in New Mexico, where the marketing campaign will be deployed.

    It has been said that necessity is the mother of invention. Another way this can be stated is that market demands create research opportunities. Because of the increasing demand for oil (especially for fueling vehicles utilizing internal combustion engines) and the fact that oil is a depleting (not renewable) energy source, a market need for a renewable source of energy has created significant opportunities for research. This paper addresses the research opportunities associated with producing a market competitive (i.e., high performance, low cost and durable) hydrogen proton exchange membrane (PEM) fuel cell. Of the many research opportunities, the primary ones to be addressed directly are: Alternative membrane materials, Alternative catalysts, Impurity effects, and Water transport. A status of Department of Energy-sponsored research in these areas will be summarized and the impact of each on the ability to develop a market-competitive hydrogen PEM fuel cell powered vehicle will be discussed.     Among investor-owned utilities, financial success has been largely based on success in regulatory proceedings. In the future, however, utility survival will depend much more on success in meeting customer needs in marketplaces. Competition, in its various forms, will likely intensify to the point where utilities will need to make sweeping changes in order to retain their most important customers and to profit from new product and service offerings. As had been discussed in a number of EPRI workshops and studies, utilities with an in-depth understanding of their customers - their needs, values, behavior, etc. - will have a much greater chance of thriving in this new environment. The market research objectives were to: (1) Evaluate market interest and need for a program and tool to offer asset rating and rapidly identify potential energy efficiency measures for the commercial building sector. (2) Identify key input variables and asset rating outputs that would facilitate increased investment in energy efficiency. (3) Assess best practices and lessons learned from existing national and international energy rating programs. (4) Identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to adopt a voluntary asset rating program and, as a consequence, deploy high-performance strategies and technologies across new and existing buildings. (5) Identify leverage factors and incentives that facilitate increased investment in these buildings. To meet these objectives, work consisted of a review of the relevant literature, examination of existing and emergent asset and operational rating systems, interviews with industry stakeholders, and an evaluation of the value implication of an asset label on asset valuation. This report documents the analysis methodology and findings, conclusion, and recommendations. Its intent is to support and inform the DOE Office of Energy Efficiency and Renewable Energy on the market need and potential value impacts of an asset labeling and diagnostic tool to encourage high-performance new buildings and building efficiency retrofit projects.

    Argonne National Laboratory (ANL) has worked closely with Western Area Power Administration (Western) over many years to develop a variety of electric power marketing and transmission system models that are being used for ongoing system planning and operation as well as analytic studies. Western markets and delivers reliable, cost-based electric power from 56 power plants to millions of consumers in 15 states. The Spot Market Agent Research Tool Version 2.0 (SMART II) is an investigative system that partially implements some important components of several existing ANL linear programming models, including some used by Western. SMART II does not implement a complete model of the Western utility system but it does include several salient features of this network for exploratory purposes. SMART II uses a Swarm agent-based framework. SMART II agents model bulk electric power transaction dynamics with recognition for marginal costs as well as transmission and generation constraints. SMART II uses a sparse graph of nodes and links to model the electric power spot market. The nodes represent power generators and consumers with distinct marginal decision curves and varying investment capital as well individual learning parameters. The links represent transmission lines with individual capacities taken from a range of central distribution, outlying distribution and feeder line types. The application of SMART II to electric power systems studies has produced useful results different from those often found using more traditional techniques. Use of the advanced features offered by the Swarm modeling environment simplified the creation of the SMART II model.

    This paper presents the development of a voluntary energy asset rating system, to evaluate the physical characteristics and as-built energy efficiency of new and existing commercial buildings. The energy asset rating system is intended to enable commercial building stakeholders to directly compare expected as-built energy performance among similar buildings and to analyze the potential for capital improvements to increase energy efficiency cost-effectively. Market research has been performed to understand the market demand and how to communicate energy and cost savings to owners, investors, financiers, and others to overcome market barriers and motivate capital investment in building energy efficiency. The paper discusses the findings of the market research. Building owners are concerned about redundancy, conflicting requirements, and cost. They also pointed out a data gap and desire a rating program that identifies improvement opportunities. A meaningful linkage between the energy asset rating and other rating systems is essential. Based on the findings, criteria for a successful energy asset rating program have been developed to direct the program design, including validity of ratings, actionable, cost effective recommendations, effective quality control, integration with other rating systems, and necessary training and education. In addition to the rating system, an asset rating tool is being developed to reduce cost and increase standardization, allowing for consistent and reliable comparisons among and between buildings. The asset rating tool is the first step in the process by which owners can enter information about their building structure and receive information on the buildings modeled performance and recommended efficiency measures.

    This document reports the findings of a market and research review related to state-of-the-art highly insulating window frames. The market review focuses on window frames that satisfy the Passivhaus requirements (window U-value less or equal to 0.8 W/m{sup 2}K ), while other examples are also given in order to show the variety of materials and solutions that may be used for constructing window frames with a low thermal transmittance (U-value). The market search shows that several combinations of materials are used in order to obtain window frames with a low U-value. The most common insulating material seems to be Polyurethane (PUR), which is used together with most of the common structural materials such as wood, aluminum, and PVC. The frame research review also shows examples of window frames developed in order to increase the energy efficiency of the frames and the glazings which the frames are to be used together with. The authors find that two main tracks are used in searching for better solutions. The first one is to minimize the heat losses through the frame itself. The result is that conductive materials are replaced by highly thermal insulating materials and air cavities. The other option is to reduce the window frame area to a minimum, which is done by focusing on the net energy gain by the entire window (frame, spacer and glazing). Literature shows that a window with a higher U-value may give a net energy gain to a building that is higher than a window with a smaller U-value. The net energy gain is calculated by subtracting the transmission losses through the window from the solar energy passing through the windows. The net energy gain depends on frame versus glazing area, solar factor, solar irradiance, calculation period and U-value. The frame research review also discusses heat transfer modeling issues related to window frames. Thermal performance increasing measures, surface modeling, and frame cavity modeling are among the topics discussed. The

At this time, two laser driver technologies are being proposed for IFE: solid-state lasers (SSLs) and KrF gas (excimer) lasers. The electric power and natural gas markets are undergoing fundamental transformations. These transformations include major changes in electric generator fuel sources. Electric generators that use natural gas as a fuel source are rapidly gaining market share. Electric generators using natural gas introduce direct interdependency between the electric power and natural gas markets. The interdependencies between the electric power and natural gas markets introduced by these generators can be investigated using the emergent behavior of CAS model agents.

    The CMS Experiment at the LHC is establishing a global network of inter-connected 'CMS Centres' for controls, operations and monitoring. These support: (1) CMS data quality monitoring, detector calibrations, and analysis; and (2) computing operations for the processing, storage and distribution of CMS data. We describe the infrastructure, computing, software, and communications systems required to create an effective and affordable CMS Centre. We present our highly successful operations experiences with the major CMS Centres at CERN, Fermilab, and DESY during the LHC first beam data-taking and cosmic ray commissioning work. The status of the various centres already operating or under construction in Asia, Europe, Russia, South America, and the USA is also described. We emphasise the collaborative communications aspects. For example, virtual co-location of experts in CMS Centres Worldwide is achieved using high-quality permanently-running 'telepresence' video links. Generic Web-based tools have been developed and deployed for monitoring, control, display management and outreach.

Remote operations and monitoring centres have been established for the CMS experiment in several locations around the world.     The question of how to best design electricity markets to integrate variable and uncertain renewable energy resources is becoming increasingly important as more renewable energy is added to electric power systems. Current markets were designed based on a set of assumptions that are not always valid in scenarios of high penetrations of renewables. In a future where renewables might have a larger impact on market mechanisms as well as financial outcomes, there is a need for modeling tools and power system modeling software that can provide policy makers and industry actors with more realistic representations of wholesale markets. One option includes using agent-based modeling frameworks. This paper discusses how key elements of current and future wholesale power markets can be modeled using an agent-based approach and how this approach may become a useful paradigm that researchers can employ when studying and planning for power systems of the future.

The goal of these new programs is to positively affect the participating rates of all City sponsored community environmental programs with a special emphasis on minority communities. The Minority Marketing Program developed a survey, in conjunction with the University of Arizona, to establish a database of environmental awareness information City-wide but with a special emphasis on an area composed of 10 census tracts within a primarily Hispanic community. This survey was constructed using federal non-proprietary software entitled Questionnaire Programming Language (QPL) and was administered as a computer assisted telephone interview (CATI), as well as a total design method mail-out survey. This approach produced data that is reliable within {+-} 5%. It will also establish a database against which future data can be compared.

    This report documents the marketing campaign that has been designed for middle and high school students in New Mexico to increase interest in participation in national security careers at the National Nuclear Security Administration. This marketing campaign builds on the research that was previously conducted, as well as the focus groups that were conducted. This work is a part of the National Nuclear Security Preparedness Project (NSPP) being performed under a Department of Energy (DOE) / National Nuclear Security Administration (NNSA) grant. Outcome analysis was performed to determine appropriate marketing strategies. The analysis was based upon focus groups with middle school and high school students, student interactions, and surveys completed by students to understand and gauge student interest in Science, Technology, Engineering, and Math (STEM) subjects, interest in careers at NNSA, future job considerations, and student desire to pursue post-secondary education. Further, through the focus groups, students were asked to attend a presentation on NNSA job opportunities and employee requirements. The feedback received from the students was utilized to develop the focus and components of the marketing campaign.

    Green power marketing has been heralded by some as a means to create a private market for renewable energy that is driven by customer demand for green products. This report challenges the premise--sometimes proffered in debates over green markets--that profitable, sizable, credible markets for green products will evolve naturally without supportive public policies. Relying primarily on surveys and interviews of US green power marketers, the article examines the role of specific regulatory and legislative policies in enabling the green market, and searches for those policies that are believed by marketers to be the most conducive or detrimental to the expansion of the green market. The authors find that marketers: (1) believe that profitable green power markets will only develop if a solid foundation of supportive policies exists; (2) believe that establishing overall price competition and encouraging customer switching are the top priorities; (3) are somewhat leery of government-sponsored or mandated public information programs; and (4) oppose three specific renewable energy policies that are frequently advocated by renewable energy enthusiasts, but that may have negative impacts on the green marketers' profitability. The stated preferences of green marketers shed light on ways to foster renewables by means of the green market. Because the interests of marketers do not coincide perfectly with those of society, however, the study also recognizes other normative perspectives and highlights policy tensions at the heart of current debates related to green markets. By examining these conflicts, they identify three key policy questions that should direct future research: (1) to what extent should price competition and customer switching be encouraged at the expense of cost shifting; (2) what requirements should be imposed to ensure credibility in green products and marketing; and (3) how should the green power market and broader renewable energy policies interact?

    This study systematically examined the current and future wood pellet market, estimated the cost of Canadian torrefied pellets, and compared the torrefied pellets with the conventional pellets based on literature and industrial data. The results showed that the wood pellet industry has been gaining significant momentum due to the European bioenergy incentives and the rising oil and natural gas prices. With the new bioenergy incentives in USA, the future pellets market may shift to North America, and Canada can potentially become the largest pellet production centre, supported by the abundant wood residues and mountain pine beetle (MPB) infested trees.

However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    Policymakers have increasingly recognized the structural impediments to effective competition in electricity markets, which has resulted in a renewed emphasis on the need for careful market design and market monitoring in wholesale and retail electricity markets. In this study, we review the market monitoring activities of four Independent System Operators in the United States, focusing on such topics as the organization of an independent market monitoring unit (MMU), the role and value of external market monitors, performance metrics and indices to aid in market analysis, issues associated with access to confidential market data, and market mitigation and investigation authority. There is consensus across the four ISOs that market monitoring must be organizationally independent from market participants and that ISOs should have authority to apply some degree of corrective actions on the market, though scope and implementation differ across the ISOs. Likewise, current practices regarding access to confidential market data by state energy regulators varies somewhat by ISO. Drawing on our interviews and research, we present five examples that illustrate the impact and potential contribution of ISO market monitoring activities to enhance functioning of wholesale electricity markets. We also discuss several key policy and implementation issues that Western state policymakers and regulators should consider as market monitoring activities evolve in the West.

    This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

These calculations made use of additional data and corrections that were received after the PMM publication date.

    This report is about the market for airline travel in northern New Mexico. Interest in developing a northern New Mexico regional airport has periodically surfaced for a number of years. The New Mexico State Legislature passed a memorial during the 1998 Second Session calling for the conduct of a study to determine the feasibility of building a new regional airport in NNM. This report is a study of the passenger market feasibility of such an airport. In addition to commercial passenger market feasibility, there are other feasibility issues dealing with siting, environmental impact, noise, economic impact, intermodal transportation integration, region-wide transportation services, airport engineering requirements, and others. These other feasibility issues are not analyzed in any depth in this report although none were discovered to be show-stoppers as a by-product of the authors doing research on the passenger market itself. Preceding the need for a detailed study of these other issues is the determination of the basic market need for an airport with regular commercial airline service in the first place. This report is restricted to an in-depth look at the market for commercial passenger air service in NNM. 20 figs., 8 tabs.

    In ISO New England and PJM it was assumed that sponsors of new capacity projects would offer them into the newly established forward centralized capacity markets at prices based on their levelized net cost of new entry, or ''Net CONE.'' But the FCCMs have not operated in the way their proponents had expected. To clear up the CONEfusion, FCCM designs should be reconsidered to adapt them to the changing circumstances and to be grounded in realistic expectations of market conduct. (author)
