This report documents the research that has been undertaken as background for preparation of a marketing campaign for middle and high school students to increase interest in national security careers at the National Nuclear Security Administration. This work is a part of the National Security Preparedness Project (NSPP), being performed under a Department of Energy (DOE)/National Nuclear Security Administration (NNSA) grant. Previous research on the development of a properly trained and skilled national security workforce has identified a lack of interest by k-12 students in the STEM (Science, Technology, Engineering, and Mathematics) fields. Further, participation in these careers by women and minority populations is limited and is not increasing. Added to this are low educational achievement levels in New Mexico, where the marketing campaign will be deployed.

It has been said that necessity is the mother of invention. Another way this can be stated is that market demands create research opportunities. Because of the increasing demand for oil (especially for fueling vehicles utilizing internal combustion engines) and the fact that oil is a depleting (not renewable) energy source, a market need for a renewable source of energy has created significant opportunities for research. This paper addresses the research opportunities associated with producing a market competitive (i.e., high performance, low cost and durable) hydrogen proton exchange membrane (PEM) fuel cell. Of the many research opportunities, the primary ones to be addressed directly are: Alternative membrane materials, Alternative catalysts, Impurity effects, and Water transport. A status of Department of Energy-sponsored research in these areas will be summarized and the impact of each on the ability to develop a market-competitive hydrogen PEM fuel cell powered vehicle will be discussed. Also, activities of the International Partnership for the Hydrogen Economy in areas such as advanced membranes for fuel cells and materials for storage will be summarized.

Under contract to Pacific Northwest National Laboratory, HaydenTanner, LLC conducted an in-depth analysis of the potential market value of a commercial building energy asset rating program for the U.S. Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy. The market research objectives were to: (1) Evaluate market interest and need for a program and tool to offer asset rating and rapidly identify potential energy efficiency measures for the commercial building sector. (2) Identify key input variables and asset rating outputs that would facilitate increased investment in energy efficiency. (3) Assess best practices and lessons learned from existing national and international energy rating programs. (4) Identify core messaging to motivate owners, investors, financiers, and others in the real estate sector to adopt a voluntary asset rating program and, as a consequence, deploy high-performance strategies and technologies across new and existing buildings. (5) Identify leverage factors and incentives that facilitate increased investment in these buildings. To meet these objectives, work consisted of a review of the relevant literature, examination of existing and emergent asset and operational rating systems, interviews with industry stakeholders, and an evaluation of the value implication of an asset label on asset valuation. This report documents the analysis methodology and findings, conclusion, and recommendations. Its intent is to support and inform the DOE Office of Energy Efficiency and Renewable Energy on the market need and potential value impacts of an asset labeling and diagnostic tool to encourage high-performance new buildings and building efficiency retrofit projects.

State-of-the-Art Highly Insulating Window Frames - Research and Market Review

This document reports the findings of a market and research review related to state-of-the-art highly insulating window frames. The market review focuses on window frames that satisfy the Passivhaus requirements (window U-value less or equal to 0.8 W/m{sup 2}K ), while other examples are also given in order to show the variety of materials and solutions that may be used for constructing window frames with a low thermal transmittance (U-value). The market search shows that several combinations of materials are used in order to obtain window frames with a low U-value. The most common insulating material seems to be Polyurethane (PUR), which is used together with most of the common structural materials such as wood, aluminum, and PVC. The frame research review also shows examples of window frames developed in order to increase the energy efficiency of the frames and the glazings which the frames are to be used together with. The authors find that two main tracks are used in searching for better solutions. The first one is to minimize the heat losses through the frame itself. The result is that conductive materials are replaced by highly thermal insulating materials and air cavities. The other option is to reduce the window frame area to a minimum, which is done by focusing on the net energy gain by the entire window (frame, spacer and glazing). Literature shows that a window with a higher U-value may give a net energy gain to a building that is higher than a window with a smaller U-value. The net energy gain is calculated by subtracting the transmission losses through the window from the solar energy passing through the windows. The net energy gain depends on frame versus glazing area, solar factor, solar irradiance, calculation period and U-value. The frame research review also discusses heat transfer modeling issues related to window frames. Thermal performance increasing measures, surface modeling, and frame cavity modeling are among the topics discussed. The review shows that the current knowledge gives the basis for improving the calculation procedures in the calculation standards. At the same time it is room for improvement within some areas, e.g. to fully understand the natural convection effects inside irregular vertical frame cavities (jambs) and ventilated frame cavities.

Development of a new technology for commercial application can be significantly accelerated by leveraging related technologies used in other markets. Synergies across multiple application domains attract research and development (R and D) talent - widening the innovation pipeline - and increases the market demand in common components and subsystems to provide performance improvements and cost reductions. For these reasons, driver development plans for inertial fusion energy (IFE) should consider the non-fusion technology base that can be lveraged for application to IFE. At this time, two laser driver technologies are being proposed for IFE: solid-state lasers (SSLs) and KrF gas (excimer) lasers. This document provides a brief survey of organizations actively engaged in these technologies. This is intended to facilitate comparison of the opportunities for leveraging the larger technical community for IFE laser driver development. They have included tables that summarize the commercial organizations selling solid-state and KrF lasers, and a brief summary of organizations actively engaged in R and D on these technologies.

Amine borane (AB) is a very high capacity hydrogen storage material that meets DOE gravimetric and volumetric targets for on-board delivery of hydrogen for fuel cell vehicles (FCVs). This research helped make process toward the ultimate goal of practical generation of spent AB and added to the understanding of materials and processes required to utilize AB in practical applications. In addition, this work helped to enhance our fundamental understanding of the properties of boron materials now being pursued for new frustrated Lewis pair catalyst systems for activation of hydrogen and carbon dioxide, of interest for carbon capture and fuels production. This project included four primary areas of investigation: (1) synthesis of borate esters for use as amine borane regeneration intermediates, (2) spent ammonia borane fuel generation and analysis, (3) spent fuel digestion for production of borate esters, and (4) worldwide borate resource analysis. Significant progress was made in each of these areas during the two-year course of this project, which involved extensive collaborations with partners in the Center of Excellence for Chemical Hydrogen Storage, and particularly with partners at the Pacific Northwest National Laboratory. Results of the boron resource analysis studies indicate that sufficient boron reserves exist within the United States to meet forecast requirements for a U.S. fleet of hydrogen FCVs and sufficient resources are available worldwide for a global fleet of FCVs.

An exploratory experiment asked consumers to verbalize how they chose among a set of hypothetical refrigerators with different initial prices and operating costs. From these verbalizations it was determined that many consumers used a payback criterion whereby they would choose the energy efficient appliance if the increase in initial price was recouped in future operating cost savings within an acceptable period of time. This acceptable period of time is called a payback period. Based on these preliminary results, a field study of 337 respndents was undertaken to estimate the distribution of acceptable payback periods for two energy consuming appliances, air conditioners and refrigerator-freezers. The payback distributions were then used to estimte the percent of consumers (i.e., market shares) who would select the energy efficient appliances for a range of price increases and operating cost savings. Following the field study, 123 consumers participated in a simulated shopping experiment to (a) see if the results of the field survey would hold in a more realistic shopping environment and (b) determine the effects of several market variables on the demand for energy efficiency.

This report documents the preparation of materials for the marketing campaign that has been designed for middle and high school students in New Mexico to increase interest in participation in national security careers at the National Nuclear Security Administration. The materials and the marketing campaign build on the research that was previously completed, as well as the focus groups that were conducted. This work is a part of the National Nuclear Security Preparedness Project (NSPP). Previous research included outcome analysis to determine appropriate marketing strategies. The analysis was based upon focus groups with middle school and high school students, student interactions, and surveys completed by students to understand and gauge student interest in Science, Technology, Engineering, and Math (STEM) subjects, interest in careers at NNSA, future job considerations, and student desire to pursue post-secondary education. Further, through the focus groups, students were asked to attend a presentation on NNSA job opportunities and employee requirements. The feedback received from the students was utilized to develop the focus and components of a marketing campaign divided into DISCO (Discovering Intelligence and Security Career Opportunities) for the middle school age group and DISCO..Your Way! for high school age groups. Both campaigns have an intertwined message that focuses on the education of students in the various national security career opportunities at NNSA using the STEM concepts and the notion that almost any career they can think of has a fit within NNSA. Further, a special emphasis has been placed on the importance of obtaining a national security clearance when working at NNSA and the steps that will need to be taken during middle school, high school, and college to be allowed this opportunity.

The role of public policy in emerging green power markets: An analysis of marketer preferences

Green power marketing has been heralded by some as a means to create a private market for renewable energy that is driven by customer demand for green products. This report challenges the premise--sometimes proffered in debates over green markets--that profitable, sizable, credible markets for green products will evolve naturally without supportive public policies. Relying primarily on surveys and interviews of US green power marketers, the article examines the role of specific regulatory and legislative policies in enabling the green market, and searches for those policies that are believed by marketers to be the most conducive or detrimental to the expansion of the green market. The authors find that marketers: (1) believe that profitable green power markets will only develop if a solid foundation of supportive policies exists; (2) believe that establishing overall price competition and encouraging customer switching are the top priorities; (3) are somewhat leery of government-sponsored or mandated public information programs; and (4) oppose three specific renewable energy policies that are frequently advocated by renewable energy enthusiasts, but that may have negative impacts on the green marketers' profitability. The stated preferences of green marketers shed light on ways to foster renewables by means of the green market. Because the interests of marketers do not coincide perfectly with those of society, however, the study also recognizes other normative perspectives and highlights policy tensions at the heart of current debates related to green markets. By examining these conflicts, they identify three key policy questions that should direct future research: (1) to what extent should price competition and customer switching be encouraged at the expense of cost shifting; (2) what requirements should be imposed to ensure credibility in green products and marketing; and (3) how should the green power market and broader renewable energy policies interact?

Assessing the efficiency of US electricity markets

The recent California's energy crisis has raised doubts about the benefits of energy deregulation. While it is true that the California electricity market is in turmoil, other electricity markets like the Pennsylvania-New Jersey-Maryland (PJM) are doing fine. This paper assesses the mark of efficiency reached by the electricity markets in California, New York, and PJM. It also compares the degree of efficiency across markets (forward vs. real time) and across time. In terms of market efficiency no significant differences between the California and PJM electricity markets were discovered in the year of California's energy crisis (2000). This research suggests that differences in price behavior between these two markets during 2000 did not arise from differences in efficiency. According to our analysis and measure of efficiency, PJM and California electricity markets are more efficient than the New York market. Also, as these markets become more mature over time, their efficiency goes up. We also found evidence that multi-settlement scheduling system leads to higher efficiency.

This paper reports on continuing research into the modelling of an order picking process within a Crossdocking distribution centre using Simulation Optimisation. The aim of this project is to optimise a discrete event simulation model and to understand factors that affect finding its optimal performance. Our initial investigation revealed that the precision of the selected simulation output performance measure and the number of replications required for the evaluation of the optimisation objective function through simulation influences the ability of the optimisation technique. This study examines the market for low-e storm windows based on market data, case studies, and recent experience with weatherization deployment programs. This study systematically examined the current and future wood pellet market, estimated the cost of Canadian torrefied pellets, and compared the torrefied pellets with the conventional pellets based on literature and industrial data. The results showed that the wood pellet industry has been gaining significant momentum due to the European bioenergy incentives and the rising oil and natural gas prices. With the new bioenergy incentives in USA, the future pellets market may shift to North America, and Canada can potentially become the largest pellet production centre, supported by the abundant wood residues and mountain pine beetle (MPB) infested trees.

This paper presents findings from a market assessment performed by Applied Energy Group, Inc. concerning a Photovoltaic (PV) product developed by Delmarva Power in conjunction with AC Battery and Ascension Technology and the University of Delaware, with sponsorship from the U.S. Department of Energy, This research was performed as part of Phase I of Delmarva`s PV:BONUS research project which has as its aim the development and eventual commercialization of a solar peak shaving device for commercial buildings. A second stage of market research will be pursued under Phase II of the PV:BONUS project to further target appropriate markets, identify and secure several demonstration installations, and develop a marketing campaign. This project provides an example of how a utility can leverage outside funding sources, such as the Department of Energy, to help further the dual goals of identifying new market areas as well as meeting a national policy objective -- the development and commercialization of renewable resource technologies. Technology development is, in fact, a major area of focus for the current administration and is seen as an imperative for the U.S.`s ability to compete in the global marketplace. U.S. electric utilities are in an excellent position to pursue this important niche of energy services as they begin to position themselves for an increasingly competitive environment both here and abroad.

A review of market monitoring activities at U.S. independent system operators

Policymakers have increasingly recognized the structural impediments to effective competition in electricity markets, which has resulted in a renewed emphasis on the need for careful market design and market monitoring in wholesale and retail electricity markets. In this study, we review the market monitoring activities of four Independent System Operators in the United States, focusing on such topics as the organization of an independent market monitoring unit (MMU), the role and value of external market monitors, performance metrics and indices to aid in market analysis, issues associated with access to confidential market data, and market mitigation and investigation authority. There is consensus across the four ISOs that market monitoring must be organizationally independent from market participants and that ISOs should have authority to apply some degree of corrective actions on the market, though scope and implementation differ across the ISOs. Likewise, current practices regarding access to confidential market data by state energy regulators varies somewhat by ISO. Drawing on our interviews and research, we present five examples that illustrate the impact and potential contribution of ISO market monitoring activities to enhance functioning of wholesale electricity markets. We also discuss several key policy and implementation issues that Western state policymakers and regulators should consider as market monitoring activities evolve in the West.

For many years it was felt that, when a star collapsed, a white dwarf resulted if the mass of the original star was below the Chandrasekhar limit, a neutron star if the mass was somewhat larger but still less than four or five solar masses, but after that black holes were felt to provide the only possible final state. The extension of this hierarchy to include the possibility of quark, and even sub-quark, stars has been proposed and here is used to offer an alternative explanation for the recently published photograph, credited to Eckart and Genzel, purporting to show stars near the centre of our Galaxy moving at very high speeds. The same basic results are used also to consider the even more recent results of Schodel and collaborators concerning the detailed observations of a stellar orbit very close to the centre of our galaxy.

Data on crude oil include the domestic first purchase price, the fob and landed cost of imported crude oil, and the refiners` acquisition cost of crude oil. Refined petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane. The Petroleum Marketing Division, Office of Oil and Gas, Energy Information Administration ensures the accuracy, quality, and confidentiality of the published data in the Petroleum Marketing Annual. For this production, all estimates have been recalculated since their earlier publication in the Petroleum Marketing Monthly (PMM). These calculations made use of additional data and corrections that were received after the PMM publication date.

Power industry restructuring continues to evolve at multiple levels of system operations. At the bulk electricity level, several organizations charged with regional system operation are implementing versions of a Wholesale Power Market Platform (WPMP) in response to U.S. Federal Energy Regulatory Commission initiatives. Recently the Energy Policy Act of 2005 and several regional initiatives have been pressing the integration of demand response as a resource for system operations. These policy and regulatory pressures are driving the exploration of new market designs at the wholesale and retail levels. The complex interplay among structural conditions, market protocols, and learning behaviors in relation to short-term and longer-term market performance demand a flexible computational environment where designs can be tested and sensitivities to power system and market rule changes can be explored. This paper presents the use of agent-based computational methods in the study of electricity markets at the wholesale and retail levels, and distinctions in problem formulation between these levels.

Effective market transformation from energy centers

In this decade, several energy centers, such as PG and E's Pacific Energy Center in San Francisco have played a particularly interesting role in educating building professionals and utility customers about energy-efficient design and technologies. Energy centers' upstream and mid-market efforts have evolved as practical, effective, and less expensive adjuncts or alternatives to promoting energy efficiency through downstream financial incentives. The centers' roles fit especially well in the context of a nascent deregulated gas and electric marketplace and its multiple market actors. Although California's centers differ in focus and objectives, they serve the common function of technology transfer and provide access to reliable information that balances the opportunism, and even recidivism, the evolving energy marketplace may create. Energy centers can be well-positioned to influence the flow of information among actors in an inherently chaotic, yet rich, building market. In this market, research institutions will continue to evolve new energy-efficient technologies; manufacturers will continue to search for new applications for their products; ESCO's will search for new energy efficiency services to promote; building design professionals will continue to have a pronounced effect on the market penetration of new technologies by adopting (or not adopting) energy-efficient products and practices. Equally important, end-users will continue to want unbiased information about energy-efficiency. This paper summarizes six year's experience with an energy center centered on a public good/energy conservation mission strategically targeted to building professionals. This approach facilitates and rationalizes the movement of information among market actors to transform the marketplace and accelerate implementation of energy efficiency.

The publication provides statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysts, educational institutions, and consumers. Data on crude oil include the domestic first purchase price, the free-on-board (f.o.b.) and landed cost of imported crude oil, and the refiners acquisition cost of crude oil. Sales data for motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane are presented. For this publication, all estimates have been recalculated since their earlier publication in the Petroleum Marketing Monthly (PMM). These calculations made use of additional data and corrections that were received after the PMM publication dates.

Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

Strengthening Building Retrofit Markets

The Business Energy Financing (BEF) program offered commercial businesses in Michigan affordable financing options and other incentives designed to support energy efficiency improvements. We worked through partnerships with Michigan utilities, lenders, building contractors, trade associations, and other community organizations to offer competitive interest rates and flexible financing terms to support energy efficiency projects that otherwise would not have happened. The BEF program targeted the retail food market, including restaurants, grocery stores, convenience stores, and wholesale food vendors, with the goal of achieving energy efficiency retrofits for 2 percent of the target market. We offered low interest rates, flexible payments, easy applications and approval processes, and access to other incentives and rebates. Through these efforts, we sought to help customers strive for energy savings retrofits that would save 20 percent or more on their energy use. This program helped Michigan businesses reduce costs by financing energy efficient lighting, heating and cooling systems, insulation, refrigeration, equipment upgrades, and more. Businesses completed the upgrades with the help of our authorized contractors, and, through our lending partners, we provided affordable financing options.

Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

This report documents a year-long academic project, presenting selected techniques for analysis of market growth, penetration, and forecasting applicable to renewable energy technologies. Existing mathematical models were modified to incorporate the effects of fiscal policies and were evaluated using available data. The modifications were made based on research and classification of current mathematical models used for predicting market penetration. The restricted value dropped slightly to $9.85 per pound U3O8, while the unrestricted market rose slightly to $7.00. The UF6 market was also slow, with a slight decrease in the restricted UF6 value to $31.00 and no change in the unrestricted value ($24.00). The unrestricted transaction value was $7.15 per pound U3O8, and the restricted value was $10.25. In the enrichment services market, the unrestricted SWU value remained fixed at $68.00 per SWU, while the unrestricted value increased by a dollar to $84.00 per SWU. Aerogel commercialization: Technology, markets and costs

Commercialization of aerogels has been slow due to several factors including cost and manufacturability issues. The technology itself is well enough developed as a result of work over the past decade by an international-community of researchers. Several extensive substantial markets appear to exist for aerogels as thermal and sound insulators, if production costs can keep prices in line with competing established materials. The biomass allocation model has been developed and is undergoing testing. Data bases for biomass feedstock and thermochemical products are complete. Simulated data on process efficiency and product costs are being used while more accurate data are being developed. Market analyses data are stored for the biomass allocation model. The modeling activity will assist in providing process efficiency information required for the allocation model. Process models for entrained bed and fixed bed gasifiers based on coal have been adapted to biomass. Fuel product manufacturing costs will be used as inputs for the data banks of the biomass allocations model. Conceptual economics have been generated for seven of the fourteen process configurations via a biomass economic computer program. The PDU studies are designed to demonstrate steady state thermochemical conversions of biomass to fuels in fluidized, moving and entrained bed reactor configurations. Pulse tests in a fluidized bed to determine the effect of particle size on reaction rates and product gas composition have been completed. Two hour shakedown tests using peanut hulls and wood as the biomass feedstock and the fluidized bed reactor mode have been carried out. A comparison was made of the gas composition using air and steam - O/sub 2/. Biomass thermal profiles and biomass composition information shall be provided. To date approximately 70 biomass types have been collected. Chemical characterization of this material has begun. Thermal gravimetric, pyrogaschromatographic and effluent gas analysis has begun on pelletized samples of these biomass species.

Multi-Year SSL Market Development Support Plan

This plan sets out a strategic, five year framework for guiding DOE's market development support activities for high-performance solid-state lighting (SSL) products for the U.S. general illumination market. The market development support activities described in this plan, which span federal fiscal years 2012 to 2016, are intended to affect the types of SSL general illumination products adopted by the market, to accelerate commercial adoption of those products, and to support appropriate application of those products to maximize energy savings. DOE has established aggressive FY16 goals for these activities, including goals for the types of products brought to market, the market adoption of those products, and the energy savings achieved through use of SSL products. These goals are for the combined effect of DOE's SSL market development support and R and D investment, as well as the leveraged activities of its partners. Goals include: (1) inducing the market introduction of SSL products achieving 140 lumens per Watt (lm/W) for warm white products, and 155 lm/W for cool white products, and (2) inducing sales of high-performance SSL products that achieve annual site electricity savings of 21 terawatt hours (0.25 quadrillion Btus primary energy) by FY16. To overcome identified market barriers and to achieve the above five year goals, DOE proposes to carry out the following strategy. DOE will implement a multi-year program to accelerate adoption of good quality, high performance SSL products that achieve significant energy savings and maintain or improve lighting quality. Relying on lessons learned from past emerging technology introductions, such as compact fluorescent lamps, and using newly developed market research, DOE will design its efforts to minimize the likelihood that the SSL market will repeat mistakes that greatly delayed market adoption of earlier emerging technology market introductions. To achieve the maximum effect per dollar invested, DOE will work closely with lighting industry organizations 'such as the Next Generation Lighting Industry Alliance, North American Illuminating Engineering Society, and the International Association of Lighting Designers' and with other government programs seeking to improve lighting energy efficiency. While DOE will work closely with these organizations and others from lighting and electric utility industry, the program will focus primarily on assisting buyers of SSL products and others acting on their behalf because satisfied buyers are essential to the success of SSL market adoption. The work product of DOE's efforts will primarily be information, of the right type, at the right time, and provided efficiently to those who can best use it. A secondary work product of DOE's program will be market opportunities, in which DOE will seek to reduce the risks and costs for manufacturers of SSL products to sell good quality, high performance products to motivated buyers. In short, DOE plans to implement a multi-year program that produces highly useful and widely available information for buyers and their agents, while producing important market opportunities for producers, avoids the mistakes of the past, and is closely coordinated with industry and government. The market needs and the overall strategy were used for deciding which types of programs and projects DOE should create, and what general form they should take. Progress toward achieving plan goals with the above program elements will be monitored and periodically reported.

Both restricted and unrestricted values were also unchanged at $30.00 and $24.50 per kgU as UF6 respectively. The restricted transaction value dropped slightly to $9.45, and the unrestricted value dropped to $7.05. In the enrichment services market, there were six deals reported, with the restricted SWU value rising to $87.00 and the unrestricted SWU value dropping to $67.00. The spot market price for uranium in unrestricted markets weakened further during March, and at month end, the NUEXCO Exchange Value had fallen $0.15, to $7.45 per pound U3O8. The Restricted American Market Penalty (RAMP) for concentrates increased $0.15, to $2.55 per pound U3O8. Ample UF6 supplies and limited demand led to a $0.50 decrease in the UF6 Value, to $25.00 per kgU as UF6, while the RAMP for UF6 increased $0.75, to $5.25 per kgU. Nine near-term uranium transactions were reported, totalling almost 3.3 million pounds equivalent U3O8. This is the largest monthly spot market volume since October 1992, and is double the volume reported in January and February. The March 31 Conversion Value was $4.25 per kgU as UF6. Beginning with the March 31 Value, NUEXCO now reports its Conversion Value in US dollars per kilogram of uranium (US$/kgU), reflecting current industry practice. The March loan market was inactive with no transactions reported. The Loan Rate remained unchanged at 3.0 percent per annum. Low demand and increased competition among sellers led to a one-dollar decrease in the SWU Value, to $65 per SWU, and the RAMP for SWU declined one dollar, to $9 per SWU.

The Effectiveness of the Kozai Mechanism in the Galactic Centre

I examine the effectiveness of Kozai oscillations in the centres of galaxies and in particular the Galactic centre using standard techniques from celestial mechanics. In particular, I study the effects of a stellar bulge potential and general relativity on Kozai oscillations, which are induced by stellar discs. Lockmann et al (2008) recently suggested that Kozai oscillations induced by the two young massive stellar discs in the Galactic centre drives the orbits of the young stars to large eccentricity ($e\\approx 1$). If some of these young eccentric stars are in binaries, they would be disrupted near pericentre, leaving one star in a tight orbit around the central SMBH and producing the S-star population. I find that the {\\it spherical} stellar bulge suppresses Kozai oscillations, when its enclosed mass inside of a test body is of order the mass in the stellar disc(s). Since the stellar bulge in the Galactic centre is much larger than the stellar discs, Kozai oscillations {\\it due to the stellar discs} are likely suppressed. Whether Kozai oscillations are induced from other nonspherical components to the potential (for instance, a flattened stellar bulge) is yet to be determined.

Electricity markets in the western United States

This article introduces the use of rigorous econometric tools to understand the geographic scope of the market for generation services. These tools are applied to data from the current wholesale electricity market in the western United States. The behavior of the current wholesale electricity market and the methods used to assess the expanse of the geographic market in the current wholesale electricity market can go a long way toward informing the discussion of pricing behavior and performance in a restructured electricity industry. First, the current wholesale electricity market is already effectively unregulated and suffers from the same technical complexities that face a retail electricity market. Consequently, understanding the supply and demand conditions that cause the extent of the geographic market for generation services to narrow in the current wholesale electricity market can shed light on which times the geographic expanse of the market may narrow in a restructures electricity market. Second, the techniques developed in this paper to assess the extent of the current wholesale electricity market can be applied readily to a restructured electricity market. Finally, because market conditions in the electricity industry are likely to change significantly in the next few years, as the structure of the electricity sector changes dramatically, this analysis of the geographic expanse of the market can provide a useful benchmark against which to compare post-restructuring wholesale price relationships.

Future market for ceramics in vehicle engines and their impacts

Ceramic engine components have potential to improve vehicle fuel economy. Some recent tests have also shown their environmental benefits, particularly in reducing particulate emissions in heavy-duty diesel engines. The authors used the data from a survey of the US vehicle engine and component manufacturers relating to ceramic engine components to develop a set of market penetration models. The survey identified promising ceramic components and provided data on the timing of achieving introductory shares in light and heavy-duty markets. Some ceramic components will penetrate the market when the pilot-scale costs are reduced to one-fifth of their current values, and many more will enter the market when the costs are reduced to one-tenth of the current values. An ongoing ceramics research program sponsored by the US Department of Energy has the goal of achieving such price reductions. The size and value of the future ceramic components market and the impacts of this market in terms of fuel savings, reduction in carbon dioxide emissions, and potential reduction in other criteria pollutants are presented. The future ceramic components market will be 9 million components worth $29 million within 5 years of introduction and will expand to 692 million components worth $3,484 million within 20 years. The projected annual energy savings are 3.8 trillion Btu by 5 years, increasing to 526 trillion Btu during the twentieth year. These energy savings will reduce carbon dioxide emissions by 41 million tons during the twentieth year. Ceramic components will help reduce particulate emissions by 100 million tons in 2030 and save the nation`s urban areas $152 million. The paper presents the analytical approach and discusses other economic impacts.

Seven uranium transactions totalling nearly three million pounds equivalent U3O8 were reported during May, but only two, totalling less than 200 thousand pounds equivalent U3O8, involved concentrates. As no discretionary buying occurred during the month, and as near-term supply and demand were in relative balance, prices were steady, while both buyers and sellers appeared to be awaiting some new market development to signal the direction of future spot-market prices. The May 31, 1993, Exchange Value and the Restricted American market Penalty (RAMP) for concentrates were both unchanged at $7.10, and $2.95 per pound U3O8, respectively. NUEXCO's judgement was that transactions for significant quantities of uranium concentrates that were both deliverable in and intended for consumption in the USA could have been concluded on May 31 at $10.05 per pound U3O8. Two near-term concentrate transactions were reported in which one US utility purchased less than 200 thousand pounds equivalent U3O8 from two separate sellers. These sales occurred at price levels at or near the May 31 Exchange Value plus RAMP. No long-term uranium transactions were reported during May. Consequently, the UF6 Value decreased $0.20 to $24.30 per kgU as UF6, reflecting some weakening of the UF6 market outside the USA.
