    The Petroleum Marketing Annual (PMA) provides information and statistical data on a variety of crude oils and refined petroleum products. The publication presents statistics on crude oil costs and refined petroleum products sales for use by industry, government, private sector analysis, educational institutions, and consumers. Data on crude oil include the domestic first purchase price, the fob and landed cost of imported crude oil, and the refiners` acquisition cost of crude oil. Refined petroleum product sales data include motor gasoline, distillates, residuals, aviation fuels, kerosene, and propane. The Petroleum Marketing Division, Office of Oil and Gas, Energy Information Administration ensures the accuracy, quality, and confidentiality of the published data in the Petroleum Marketing Annual. For this production, all estimates have been recalculated since their earlier publication in the Petroleum Marketing Monthly (PMM). These calculations made use of additional data and corrections that were received after the PMM publication date.

    The Electricity Market Module (EMM) is the electricity supply component of the National Energy Modeling System (NEMS). The EMM represents the generation, transmission, and pricing of electricity. It consists of four submodules: the Electricity Capacity Planning (ECP) Submodule, the Electricity Fuel Dispatch (EFD) Submodule, the Electricity Finance and Pricing (EFP) Submodule, and the Load and Demand-Side Management (LDSM) Submodule. For the Annual Energy Outlook 1998 (AEO98), the EMM has been modified to represent Renewable Portfolio Standards (RPS), which are included in many of the Federal and state proposals for deregulating the electric power industry. A RPS specifies that electricity suppliers must produce a minimum level of generation using renewable technologies. Producers with insufficient renewable generating capacity can either build new plants or purchase {open_quotes}credits{close_quotes} from other suppliers with excess renewable generation. The representation of a RPS involves revisions to the ECP, EFD, and the EFP. The ECP projects capacity additions required to meet the minimum renewable generation levels in future years. The EFD determines the sales and purchases of renewable credits for the current year. The EFP incorporates the cost of building capacity and trading credits into the price of electricity.

    The Annual Energy Review (AER) is a historical data report that tells many stories. It describes, in numbers, the changes that have occurred in US energy markets since the midpoint of the 20th century. In many cases, those markets differ vastly from those of a half-century ago. By studying the graphs and data tables presented in this report, readers can learn about past energy supply and usage in the United States and gain an understanding of the issues in energy and the environment now before use. While most of this year`s report content is similar to last year`s, there are some noteworthy developments. Table 1.1 has been restructured into more summarized groupings -- fossil fuels, nuclear electric power, and renewable energy -- to aid analysts in their examination of the basic trends in those broad categories. Readers` attention is also directed to the electricity section, where considerable reformatting of the tables and graphs has been carried out to help clarify past and recent trends in the electric power industry as it enters a period of radical restructuring. Table 9.1, which summarizes US nuclear generating units, has been redeveloped to cover the entire history of the industry in this country and to provide categories relevant in assessing the future of the industry, such as the numbers of ordered generating units that have been canceled and those that were built and later shut down. In general, the AER emphasizes domestic energy statistics. Sections 1 through 10 and Section 12 are devoted mostly to US data; Section 11 reports on international statistics and world totals. 140 figs., 141 tabs.

    The Uranium Industry Annual 1998 (UIA 1998) provides current statistical data on the US uranium industry`s activities relating to uranium raw materials and uranium marketing. It contains data for the period 1989 through 2008 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data provides a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Data on uranium raw materials activities for 1989 through 1998, including exploration activities and expenditures, EIA-estimated reserves, mine production of uranium, production of uranium concentrate, and industry employment, are presented in Chapter 1. Data on uranium marketing activities for 1994 through 2008, including purchases of uranium and enrichment services, enrichment feed deliveries, uranium fuel assemblies, filled and unfilled market requirements, and uranium inventories, are shown in Chapter 2. The methodology used in the 1998 survey, including data edit and analysis, is described in Appendix A. The methodologies for estimation of resources and reserves are described in Appendix B. A list of respondents to the ``Uranium Industry Annual Survey`` is provided in Appendix C. The Form EIA-858 ``Uranium Industry Annual Survey`` is shown in Appendix D. For the readers convenience, metric versions of selected tables from Chapters 1 and 2 are presented in Appendix E along with the standard conversion factors used.     A series of Energy Conservation Indicators were developed for the Department of Energy to assist in the evaluation of current and proposed conservation strategies. As descriptive statistics that signify current conditions and trends related to efficiency of energy use, indicators provide a way of measuring, monitoring, or inferring actual responses by consumers in markets for energy services. Related sets of indicators are presented in some 40 one-page indicator summaries. Indicators are shown graphically, followed by several paragraphs that explain their derivation and highlight key findings. Indicators are classified according to broad end-use sectors: Aggregate (economy), Residential, Commercial, Industrial, Transportation and Electric Utilities. In most cases annual time series information is presented covering the period 1960 through 1981.

For the first time, the Annual Energy Outlook (AEO) is presented as a shorter edition under a newly adopted two-year release cycle. With this approach, full editions and shorter editions of the AEO will be produced in alternating years. This approach will allow EIA to focus more resources on rapidly changing energy markets both in the United States and internationally, and to consider how they might evolve over the next few years.

    A multiple layer insulation cover for preventing heat loss in, for example, a greenhouse, is disclosed. The cover is comprised of spaced layers of thin foil covered fabric separated from each other by air spaces. The spacing is accomplished by the inflation of spaced air bladders which are integrally formed in the cover and to which the layers of the cover are secured. The bladders are inflated after the cover has been deployed in its intended use to separate the layers of the foil material. The sizes of the material layers are selected to compensate for sagging across the width of the cover so that the desired spacing is uniformly maintained when the cover has been deployed. The bladders are deflated as the cover is stored thereby expediting the storage process and reducing the amount of storage space required.

    The U.S. wind industry experienced a banner year in 2008, again surpassing even optimistic growth projections from years past. At the same time, the last year has been one of upheaval, with the global financial crisis impacting near-term growth prospects for the wind industry, and with federal policy changes enacted to push the industry towards continued aggressive expansion. This rapid pace of development has made it difficult to keep up with trends in the marketplace. Yet, the need for timely, objective information on the industry and its progress has never been greater. This report - the third of an ongoing annual series - attempts to meet this need by providing a detailed overview of developments and trends in the U.S. wind power market, with a particular focus on 2008. As with previous editions, this report begins with an overview of key wind power installation-related trends: trends in wind capacity growth in the U.S., how that growth compares to other countries and generation sources, the amount and percentage of wind in individual states and serving specific utilities, and the quantity of proposed wind capacity in various interconnection queues in the United States. Next, the report covers an array of wind industry trends, including developments in turbine manufacturer market share, manufacturing and supply-chain investments, wind turbine and wind project size, project financing developments, and trends among wind power developers, project owners, and power purchasers. The report then turns to a discussion of wind project price, cost, and performance trends.     A molded, flexible pipe flange cover for temporarily covering a pipe flange and a pipe opening includes a substantially round center portion having a peripheral skirt portion depending from the center portion, the center portion adapted to engage a front side of the pipe flange and to seal the pipe opening. The peripheral skirt portion is formed to include a plurality of circumferentially spaced tabs, wherein free ends of the flexible tabs are formed with respective through passages adapted to receive a drawstring for pulling the tabs together on a back side of the pipe flange.

  11. Climate Effects of Global Land Cover Change

    There are two competing effects of global land cover change on climate: an albedo effect which leads to heating when changing from grass/croplands to forest, and an evapotranspiration effect which tends to produce cooling. It is not clear which effect would dominate in a global land cover change scenario. We have performed coupled land/ocean/atmosphere simulations of global land cover change using the NCAR CAM3 atmospheric general circulation model. We find that replacement of current vegetation by trees on a global basis would lead to a global annual mean warming of 1.6 C, nearly 75% of the warming produced under a doubled CO{sub 2} concentration, while global replacement by grasslands would result in a cooling of 0.4 C. These results suggest that more research is necessary before forest carbon storage should be deployed as a mitigation strategy for global warming. In particular, high latitude forests probably have a net warming effect on the Earth's climate.

We also include perspectives (based on interviews) from utilities, marketers, and regulators involved in developing and implementing these partnerships. From these case studies and interviews, we describe lessons learned about developing effective partnerships, including such issues as respective roles in marketing and administration, product branding, and contract and incentive structures. Based on experience to date, strategic partnerships between utilities and marketers can be an effective approach to marketing green power. Partnerships leverage the sales and resource procurement experience of marketers and the utility?s reputation and access to customers. Further, partnerships can create greater incentives for success because marketers have a vested financial interest in maximizing customer participation and green power sales.

    The Annual Energy Review 2003 is a statistical history of energy activities in the United States in modern times. Data are presented for all major forms of energy by production (extraction of energy from the earth, water, and other parts of the environment), consumption by end-user sector, trade with other nations, storage changes, and pricing. Much of the data provided covers the fossil fuels—coal, petroleum, and natural gas. Fossil fuels are nature’s batteries; they have stored the sun’s energy over millennia past. It is primarily that captured energy that we are drawing on today to fuel the activities of the modern economy. Data in this report measure the extraordinary expansion of our use of fossil fuels from 29 quadrillion British thermal units (Btu) in 1949 to 84 quadrillion Btu in 2003. In recent years, fossil fuels accounted for 86 percent of all energy consumed in the United States. This report also records the development of an entirely new energy industry—the nuclear electric power industry. The industry got its start in this country in 1957 when the Shippingport, Pennsylvania, nuclear electric power plant came on line. Since that time, the industry has grown to account for 20 percent of our electrical output and 8 percent of all energy used in the country. Renewable energy is a third major category of energy reported in this volume. Unlike fossil fuels, which are finite in supply, renewable energy is essentially inexhaustible because it can be replenished. Types of energy covered in the renewable category include conventional hydroelectric power, which is power derived from falling water; wood; waste; alcohol fuels; geothermal; solar; and wind. Together, these forms of energy accounted for about 6 percent of all U.S. energy consumption in recent years.

    This section of the Supplement to the Annual Energy Outlook 1995 present the major assumptions of the modeling system used to generate the projections in the Annual Energy Outlook 1995 (AEO95). In this context, assumptions include general features of the model structure, assumptions concerning energy markets, and the key input data and parameters that are most significant in formulating the model results. Detailed documentation of the modeling system is available in a series of documentation reports listed in Appendix B. A synopsis of the National Energy Modeling System (NEMS), the model components, and the interrelationships of the modules is presented. The NEMS is developed and maintained by the office of Integrated Analysis and Forecasting of the Energy Information Administration (EIA) to provide projection of domestic energy-economy markets in the midterm time period and perform policy analyses requested by various government agencies and the private sector.

    As the cover of our ''2005 Annual Report'' highlights, Lawrence Livermore National Laboratory joined the international science community in celebrating the World Year of Physics in 2005, with special events and science outreach and education programs. Einstein's remarkable discoveries in 1905 provided an opportunity to reflect on how physics has changed the world during the last century and on the promise of future beneficial discoveries. For half of the past century, Lawrence Livermore, which was established to meet an urgent national security need, has been contributing to the advancement of science and technology in a very special way. Co-founder Ernest O. Lawrence was the leading proponent in his generation of large-scale, multidisciplinary science and technology teams. That's Livermore's distinctive heritage and our continuing approach as a national laboratory managed and operated by the University of California for the Department of Energy's National Nuclear Security Administration (DOE/NNSA). We focus on important problems that affect our nation's security and seek breakthrough advances in science and technology to achieve mission goals. An event in 2005 exemplifies our focus on science and technology advances in support of mission goals. In October, distinguished visitors came to Livermore to celebrate the tenth anniversary of the Accelerated Strategic Computing Initiative (now called the Advanced Simulation and Computing Program, or ASC). ASC was launched in 1995 by DOE/NNSA to achieve a million-fold increase in computing power in a decade. The goal was motivated by the need to simulate the three-dimensional performance of a nuclear weapon in sufficient resolution and with the appropriately detailed physics models included. This mission-driven goal is a key part of fulfilling Livermore's foremost responsibility to ensure that the nuclear weapons in the nation's smaller 21st-century stockpile remain safe, reliable, and secure.

    Cap-and-trade environmental markets, where the commodities are tradable pollution rights, are being introduced in several closely watched applications as a potentially more cost-effective way of cleaning up the environment than direct or command-and-control (CAC) regulation. In this study, we examine the evidence on control cost savings provided by price and transactions data from the first few years of activity in two markets designed to reduce atmospheric pollution. Some observers of both markets have argued that prices for tradable permits lower than expected, and transactions fewer than expected, are evidence that the markets are not achieving the hoped for savings. It was found, on the contrary, that observed prices point toward more flexible and improved pollution control choices and that the number of transactions has been steadily increasing as market incentives are incorporated into enterprise decisions. These new markets during their first few years are generating, according to our estimates, control cost savings in the neighborhood of one to two billion dollars annually. However, there is evidence that the markets have not yet reached their full potential. In the course of this study, several obstacles to market performance were found that are worthy of attention by policy makers. 13 refs., 4 figs., 1 tab.

Of the three markets identified (transportation, power production, and village power) papers are presented dealing with the first two. Three parts of the transportation market were covered: cars, trucks, and buses. Progress was reported in both fuel cell and internal combustion engine vehicle propulsion systems. Selected papers have been indexed separately for inclusion in the Energy Science and Technology Database.

    Grid-connected photovoltaic installations grew by 40% in 2009 compared with installations in 2008. California and New Jersey have the largest markets. Growth occurred in the residential and utility markets, but non-residential customer-sited installations did not change compared with the installations in 2008. Two small solar thermal electric plants were connected to the grid in 2009 with a combined capacity of 7 MW. The future prospects for solar thermal electric plants look bright, although developers are not expected to complete any new large plants until at least 2011. Solar water heating and solar space heating annual installations grew by 40% in 2008 compared with 2007. Hawaii, California, Puerto Rico, and Florida dominate this market. Solar pool heating annual installation capacity fell by 1% in 2008 following a dramatic decline of 15% in solar pool heating capacity in 2007 compared with 2006. Florida and California are the largest markets for solar pool heating. The economic decline in the real estate markets in Florida and California likely led to the decrease in pool installations and thus the dramatic decline in capacity installed of solar pool systems in 2007.

    Various factors influence the development of the voluntary 'green' power market--the market in which consumers purchase or produce power from non-polluting, renewable energy sources. These factors include climate policies, renewable portfolio standards (RPS), renewable energy prices, consumers' interest in purchasing green power, and utilities' interest in promoting existing programs and in offering new green options. This report presents estimates of voluntary market demand for green power through 2015 that were made using historical data and three scenarios: low-growth, high-growth, and negative-policy impacts. The resulting forecast projects the total voluntary demand for renewable energy in 2015 to range from 63 million MWh annually in the low case scenario to 157 million MWh annually in the high case scenario, representing an approximately 2.5-fold difference. The negative-policy impacts scenario reflects a market size of 24 million MWh. Several key uncertainties affect the results of this forecast, including uncertainties related to growth assumptions, the impacts that policy may have on the market, the price and competitiveness of renewable generation, and the level of interest that utilities have in offering and promoting green power products.

    The United States Nuclear Regulatory Commission`s Office for Analysis and Evaluation of Operational Data (AEOD) has published reports of its activities since 1984. The first report covered January through June of 1984, and the second report covered July through December of 1984. After those first two semiannual reports, AEOD published annual reports of its activities from 1985 through 1993. Beginning with report for 1986, AEOD Annual Reports have been published as NUREG-1272. Beginning with the report for 1987, NUREG-1272 has been published in two parts, No. 1 covering power reactors and No. 2 covering nonreactors (changed to `nuclear materials` with the 1993 report). AEOD changed its annual report from a calendar year (CY) to a fiscal year report, and added part No. 3 covering technical training, beginning with the combined Annual Report for CY 1994 and fiscal year 1995, NUREG-1272, Vol. 9, Nos. 1-3.     The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    Windage cover plates are secured between the wheels and spacer of a turbine rotor to prevent hot flow path gas ingestion into the wheelspace cavities. Each cover plate includes a linear, axially extending body curved circumferentially with a radially outwardly directed wall at one axial end. The wall defines a axially opening recess for receiving a dovetail lug. The cover plate includes an axially extending tongue received in a circumferential groove of the spacer. The cover plate is secured with the tongue in the groove and dovetail lug in the recess. Lap joints between circumferentially adjacent cover plates are provided.

    Abstract-As energy trading products cover shorter time periods and demand response programs move toward real-time pricing, financial market-based activity impacts ever more directly the physical operation of the system. To begin to understand the complex interactions between the market-driven operation signals, the engineered controlled schemes, and the laws of physics, new system modeling and simulation techniques must be explored. This discussion describes requirements for new simulation tools to address such market transaction control interactions and an approach to capture the dynamic coupling between energy markets and the physical operation of the power system appropriate for dispatcher reaction time frames.
