The opening section on Energy and Economics discusses the role of transportation energy and vehicle markets on a national scale. The following section examines light-duty vehicle use, markets, manufacture, and supply chains. The discussion of medium and heavy trucks offers information on truck sales and fuel use. The technology section offers information on alternative fuel vehicles and infrastructure, and the policy section concludes with information on recent, current, and near-future Federal policies like the Corporate Average Fuel Economy standards.

After opening with a discussion of energy and economics, this report features a section each on the light-duty vehicle and heavy/medium truck markets, and concluding with a section each on technology and policy. In addition to making this sectional re-alignment, this year s edition of the report also takes a different approach to communicating information. While previous editions relied heavily on text accompanied by auxiliary figures, this third edition relies primarily on charts and graphs to communicate trends. Any accompanying text serves to introduce the trends communication by the graphic and highlight any particularly salient observations.   12. Market penetration scenarios for fuel cell vehicles

    Fuel cell vehicles may create the first mass market for hydrogen as an energy carrier. Directed Technologies, Inc., working with the US Department of Energy hydrogen systems analysis team, has developed a time-dependent computer market penetration model. This model estimates the number of fuel cell vehicles that would be purchased over time as a function of their cost and the cost of hydrogen relative to the costs of competing vehicles and fuels. The model then calculates the return on investment for fuel cell vehicle manufacturers and hydrogen fuel suppliers. The model also projects the benefit/cost ratio for government--the ratio of societal benefits such as reduced oil consumption, reduced urban air pollution and reduced greenhouse gas emissions to the government cost for assisting the development of hydrogen energy and fuel cell vehicle technologies. The purpose of this model is to assist industry and government in choosing the best investment strategies to achieve significant return on investment and to maximize benefit/cost ratios. The model can illustrate trends and highlight the sensitivity of market penetration to various parameters such as fuel cell efficiency, cost, weight, and hydrogen cost. It can also illustrate the potential benefits of successful R and D and early demonstration projects. Results will be shown comparing the market penetration and return on investment estimates for direct hydrogen fuel cell vehicles compared to fuel cell vehicles with onboard fuel processors including methanol steam reformers and gasoline partial oxidation systems. Other alternative fueled vehicles including natural gas hybrids, direct injection diesels and hydrogen-powered internal combustion hybrid vehicles will also be analyzed.

    This article reports that though battery technology is currently limiting the growth of EVs, the search for improvements is spurring innovative engineering developments. As battery makers, automakers, national laboratories, and others continue their search for a practical source of electric power that will make electric vehicles (EVs) more viable, engineers worldwide are making progress in other areas of EV development. Vector control, for example, enables better regulation of motor torque and speed; composite and aluminum parts reduce the vehicle`s weight, which in turn reduces the load on the motor and battery; and flywheel energy storage systems, supercapacitors, regenerative brake systems, and hybrid/electric drive trains increase range and acceleration. Despite efforts to develop an electric vehicle from the ground up, most of the early EVs to be sold in the United States will likely be converted from gasoline-powered vehicles. Chrysler Corp., for example, is expected to sell electric versions of its minivans and build them on the same assembly line as its gasoline-powered vehicles to reduce costs. The pace of engineering development in this field is fast and furious. Indeed, it is virtually impossible to monitor all emerging EV technology. To meet their quotas, the major automakers may even consider buying credits from smaller, innovative EV manufacturers. But whatever stopgap measures vehicle makers take, technology development will be the driving force behind long-term EV growth.

    This issue of Highway Vehicle MPG and Market Shares Report: Model Year 1990 reports the estimated sales-weighted fuel economies, sales, market shares, and other vehicle characteristics of new automobiles and light trucks. The estimates are made on a make and model basis (e.g., Chevrolet is a make and Corsica is a model), from model year 1976 to model year 1990. Vehicle sales data are used as weighting factors in the sales-weighted estimation procedure. Thus, the estimates represent averages of the overall new vehicle fleet, reflecting the composition of the fleet. Highlights are provided on the trends in the vehicle characteristics from one model year to the next. Analyses are also made on fuel economy changes to determine what caused the changes. The new automobile fleet experienced a fuel economy loss of 0.4 mpg from the previous model year, dropping to 27.6 mpg. This is the second consecutive decline in the fuel economy of new automobiles since model year 1983. The main reason for the fuel economy decline in automobiles was that the compact, midsize, and large size classes, which together claimed more than 75% of the new automobile market, each experienced fuel economy declines of 0.4 mpg or more. In contrast, the new light truck fleet showed an increase of 0.3 mpg from the previous year to a current mpg of 20.5. The fuel economy increase in light trucks was primarily due to the fact that the large pickup class, which represents 35.0% of the new 1990 light truck market experienced a gain of 0.7 mpg in its fuel economy. Overall, the sales-weighted fuel economy of the new light-duty vehicle fleet (automobiles and light trucks) dropped to 24.8 mpg in model year 1990, a reduction of 0.2 mpg from model year 1989. 9 refs., 29 figs., 55 tabs.

    Motor vehicles are a major source of greenhouse gases, and the rising numbers of motor vehicles and miles driven could lead to more harmful emissions that may ultimately affect the world`s climate. One approach to curtailing such emissions is to use, instead of gasoline, alternative fuels: LPG, compressed natural gas, or alcohol fuels. In addition to the greenhouse gases, pollutants can be harmful to human health: ozone, CO. The Clean Air Act Amendments of 1990 authorized EPA to set National Ambient Air Quality Standards to control this. The Energy Policy Act of 1992 (EPACT) was the first new law to emphasize strengthened energy security and decreased reliance on foreign oil since the oil shortages of the 1970`s. EPACT emphasized increasing the number of alternative-fuel vehicles (AFV`s) by mandating their incremental increase of use by Federal, state, and alternative fuel provider fleets over the new few years. Its goals are far from being met; alternative fuels` share remains trivial, about 0.3%, despite gains. This report describes current and potential markets for AFV`s; it begins by assessing the total vehicle stock, and then it focuses on current use of AFV`s in alternative fuel provider fleets and the potential for use of AFV`s in US households.

    This issue of the publication reports the sales, market shares, estimated sales-weighted fuel economies, and other estimated sales-weighted vehicle characteristics of automobiles and light trucks for the model year 1984 and for the previous five model years. Comparisons and observations are made on the trends in these vehicles from one model year to the next. An improved methodology is used to allocate the yearly MPG changes among eight components, rather than the four reported in the previous reports. Sales of automobiles showed an increase of 16.6% from model year 1983. An even more striking increase was observed in the sales of light trucks: 30.5% from model year 1983. The 1984 model year experienced a gain of 0.23 mpg in sales-weighted automobile fuel economy. In contrast, light trucks experienced a loss of 0.59 mpg in fuel economy, from 20.50 mpg in model year 1983 to 19.91 mpg in model year 1984.

    The Plug-in Hybrid electric Vehicle (PHEV) Market Introduction Study Final Report identified a range of policies, incentives and regulations designed to enhance the probability of success in commercializing PHEVs as they enter the automotive marketplace starting in 2010. The objective of the comprehensive PHEV Value Proposition study, which encompasses the PHEV Market Introduction Study, is to better understand the value proposition that PHEVs (as well as other plug-in electric vehicle platforms - PEVs) provide to the auto companies themselves, to the consumer and to the public at large as represented by the government and its public policies. In this report we use the more inclusive term PEVs, to include PHEVs, BEVs (battery electric vehicles that operate only on battery) and EREVs (extended range electric vehicles that combine battery electric vehicles with an internal combustion engine that charges the battery as needed). The objective of Taratec's contribution to Phase 2 of the PHEV Value Proposition Study is to develop a clear understanding of the benefits of PEVs to three stakeholders - auto original equipment manufacturers (OEMs), utilities, and the government - and of the technical and commercial challenges and risks to be overcome in order to achieve commercial success for these vehicles. The goal is to understand the technical and commercial challenges in moving from the 'early adopters' at the point of market introduction of these vehicles to a 'sustainable' mainstream market in which PEVs and other PEVs represent a normal, commercially available and attractive vehicle to the mainstream consumer. For the purpose of this study, that sustainable market is assumed to be in place in the 2030 timeframe. The principal focus of the study is to better understand the technical and commercial challenges in the transition from early adopters to a sustainable mainstream consumer market.     This issue of Light-Duty Vehicle MPG and Market Shares Report: Model Year 1988 reports the estimated sales-weighted fuel economies, sales, market shares, and other vehicle characteristics of automobiles and light trucks. The estimates are made on a make and model basis, from model year 1976 to model year 1988. Vehicle sales data are used as weighting factors in the sales-weighted estimation procedure. Thus, the estimates represent averages of the overall new vehicle fleet, reflecting the composition of the fleet. Highlights are provided on the trends in the vehicle characteristics from one model year to the next. Analyses are also made on the fuel economy changes to determine the factors which caused the changes. The sales-weighted fuel economy for the new car fleet in model year 1988 showed an improvement of 0.1 mpg from model year 1987, while light trucks showed a 0.2 mpg loss. The 0.2 mpg loss by the light trucks can be attributed to the fact that every light truck size class experienced either losses or no change in their fuel economies from the previous model year, except for the large van size class. Overall, the sales-weighted fuel economy of the entire light-duty vehicle fleet (automobiles and light trucks combined) has remained relatively stable since model year 1986. Domestic light-duty vehicles began to gain popularity over their import counterparts; and light trucks increased their market shares relative to automobiles. Domestic cars regained 0.3% of the automobile market, reversing the previous trend. Similar to the automobile market, domestic light trucks continued to gain popularity over their import counterparts, partly due to the increasing popularity of domestic small vans. 3 refs., 35 figs., 48 tabs.

    Hydrogen vehicles (H2V), including H2 internal combustion engine, fuel cell and fuel cell plugin hybrid, could greatly reduce petroleum consumption and greenhouse gas (GHG) emissions in the transportation sector. The U.S. Department of Energy has adopted targets for vehicle component technologies to address key technical barriers towidespread commercialization of H2Vs. This study estimates the market acceptance of H2Vs and the resulting societal benefits and subsidy in 41 scenarios that reflect a wide range of progress in meeting these technical targets. Important results include: (1) H2Vs could reach 20e70% market shares by 2050, depending on progress in achieving the technical targets.With a basic hydrogen infrastructure (w5% hydrogen availability), the H2V market share is estimated to be 2e8%. Fuel cell and hydrogen costs are the most important factors affecting the long-term market shares of H2Vs. (2) Meeting all technical targets on time could result in about an 80% cut in petroleumuse and a 62% (or 72% with aggressive electricity de-carbonization) reduction in GHG in 2050. (3) The required hydrogen infrastructure subsidy is estimated to range from $22 to $47 billion and the vehicle subsidy from $4 to $17 billion. (4) Long-term H2V market shares, societal benefits and hydrogen subsidies appear to be highly robust against delay in one target, if all other targets are met on time. R&D diversification could provide insurance for greater societal benefits. (5) Both H2Vs and plug-in electric vehicles could exceed 50% market shares by 2050, if all targets are met on time. The overlapping technology, the fuel cell plug-in hybrid electric vehicle, appears attractive both in the short and long runs, but for different reasons.

Light trucks had an even more striking increase in sales, rising 17.2% from the previous model year. Both new automobile and new light truck fleets experienced fuel economy losses of 0.5 mpg from the previous model year, dropping to 28.0 mpg for automobiles and 20.2 mpg for light trucks. This is the first observed decline in fuel economy of new automobiles since model year 1983 and the largest decline since model year 1976. The main reason for the fuel economy decline in automobiles was that every automobile size class showed either losses or no change in their fuel economies. The fuel economy decline in light trucks was primarily due to the fact that two popular size classes, large pickup and small utility vehicle, both experienced losses in their fuel economies. Overall, the sales-weighted fuel economy of the entire light-duty vehicle fleet (automobiles and light trucks) dropped to 25.0 mpg, a reduction of 0.5 mpg from model year 1988. 9 refs., 32 figs., 50 tabs.

    Oak Ridge National Laboratory (ORNL), Sentech, Inc., Pacific Northwest National Laboratory (PNNL)/University of Michigan Transportation Research Institute (UMTRI), and the U.S. Department of Energy (DOE) have conducted a Plug-in Hybrid Electric Vehicle (PHEV) Market Introduction Study to identify and assess the effect of potential policies, regulations, and temporary incentives as key enablers for a successful market debut. The timeframe over which market-stimulating incentives would be implemented - and the timeframe over which they would be phased out - are suggested. Possible sources of revenue to help fund these mechanisms are also presented. In addition, pinch points likely to emerge during market growth are identified and proposed solutions presented. Finally, modeling results from ORNL's Market Acceptance of Advanced Automotive Technologies (MA3T) Model and UMTRI's Virtual AutoMotive MarketPlace (VAMMP) Model were used to quantify the expected effectiveness of the proposed policies and to recommend a consensus strategy aimed at transitioning what begins as a niche industry into a thriving and sustainable market by 2030. The primary objective of the PHEV Market Introduction Study is to identify the most effective means for accelerating the commercialization of PHEVs in order to support national energy and economic goals. Ideally, these mechanisms would maximize PHEV sales while minimizing federal expenditures. To develop a robust market acceleration program, incentives and policies must be examined in light of: (1) clarity and transparency of the market signals they send to the consumer; (2) expenditures and resources needed to support them; (3) expected impacts on the market for PHEVs; (4) incentives that are compatible and/or supportive of each other; (5) complexity of institutional and regulatory coordination needed; and (6) sources of funding.

    As one of the first US stages to open its doors to retail electric competition, California offers an important opportunity to assess the effectiveness of green power marketing as a mechanism for supporting renewable energy. This report is an interim assessment of key green power product, industry, and market trends in California. The report identifies and analyzes: the potential size of the green power market in California; the companies participating in the green power market; the green power products being offered and their prices; the impact of the green market on renewable generators and the environment; and the influence of several public policies and non-governmental programs on the market for green power. Data used in this paper have been collected, in large part, from surveys and interviews with green power marketers that took place between December 1997 and April 1998. There remain legitimate concerns over the viability of green power marketing to support significant quantities of renewable energy and provide large environmental gains, and it is far too early to assess the overall strength of customer demand for renewable energy. A critical finding of this report is that, because of the high cost of acquiring and servicing residential customers and the low utility default service price, green power marketing affords new energy service providers one of the only viable entrees to California`s residential marketplace.

    This issue of the publication reports the sales, market shares, estimated sales-weighted fuel economies, and other estimated sales-weighted vehicle characteristics of automobiles and light trucks for the first six months of model year 1984 and for the previous five model years. Comparisons and observations are made on the trends in these vehicles from one model year to the next. An improved methodology is used to allocate the yearly mpg changes among eight components, rather than the four reported in the previous reports. Sales of automobiles showed an increase of 21.8% from the first half of model year 1983. An even more striking increase was observed in the sales of light trucks: 42.2% from the first half of model year 1983. The first six months of model year 1984 experienced a gain of 0.21 mpg in sales-weighted automobile fuel economy. In contrast, light trucks experienced a loss of 0.83 mpg in fuel economy, from 20.52 mpg in model year 1983 to 19.69 mpg in the first half of model year 1984.

    The availability of retail stations can be a significant barrier to the adoption of alternative fuel light-duty vehicles in household markets. This is especially the case during early market growth when retail stations are likely to be sparse and when vehicles are dedicated in the sense that they can only be fuelled with a new alternative fuel. For some bi-fuel vehicles, which can also fuel with conventional gasoline or diesel, limited availability will not necessarily limit vehicle sales but can limit fuel use. The impact of limited availability on vehicle purchase decisions is largely a function of geographic coverage and consumer perception. In this paper we review previous attempts to quantify the value of availability and present results from two studies that rely upon distinct methodologies. The first study relies upon stated preference data from a discrete choice survey and the second relies upon a station clustering algorithm and a rational actor value of time framework. Results from the two studies provide an estimate of the discrepancy between stated preference cost penalties and a lower bound on potential revealed cost penalties.

In this report, Pacific Northwest Laboratory reviewed the available information on technology adoption, diffusion, and decision-making processes to provide OBCS with a background and understanding of the type of research that has previously been conducted on this topic. Insight was gained as to the potential decision-making criteria and motivating factors that influence the decision-maker(s) selection of new technologies, and some of the barriers to technology adoption faced by potential markets for OBCS technologies.

    This report examines a measure that may potentially reduce oil use and also more than proportionately reduce carbon emissions from vehicles. The authors present a very preliminary analysis of plug-in hybrid electric vehicles (PHEVs) that can be charged from or discharged to the grid. These vehicles have the potential to reduce gasoline consumption and carbon emissions from vehicles, as well as improve the viability of renewable energy technologies with variable resource availability. This paper is an assessment of the synergisms between plug-in hybrid electric vehicles and wind energy. The authors examine two bounding cases that illuminate this potential synergism.

    Hydrogen production cost conclusions are: (1) Steam Methane Reforming (SMR) is the least-cost production option at current natural gas prices and for initial hydrogen vehicle penetration rates, at high production rates, SMR may not be the least-cost option; (2) Unlike coal and nuclear technologies, the cost of natural gas feedstock is the largest contributor to SMR production cost; (3) Coal- and nuclear-based hydrogen production have significant penalties at small production rates (and benefits at large rates); (4) Nuclear production of hydrogen is likely to have large economies of scale, but because fixed O&M costs are uncertain, the magnitude of these effects may be understated; and (5) Given H2A default assumptions for fuel prices, process efficiencies and labor costs, nuclear-based hydrogen is likely to be more expensive to produce than coal-based hydrogen. Carbon taxes and caps can narrow the gap. Hydrogen delivery cost conclusions are: (1) For smaller urban markets, compressed gas delivery appears most economic, although cost inputs for high-pressure gas trucks are uncertain; (2) For larger urban markets, pipeline delivery is least costly; (3) Distance from hydrogen production plant to city gate may change relative costs (all results shown assume 100 km); (4) Pipeline costs may be reduced with system 'rationalization', primarily reductions in service pipeline mileage; and (5) Liquefier and pipeline capital costs are a hurdle, particularly at small market sizes. Some energy and greenhouse gas Observations: (1) Energy use (per kg of H2) declines slightly with increasing production or delivery rate for most components (unless energy efficiency varies appreciably with scale, e.g., liquefaction); (2) Energy use is a strong function of production technology and delivery mode; (3) GHG emissions reflect the energy efficiency and carbon content of each component in a production-delivery pathway; (4) Coal and natural gas production pathways have high energy consumption

    Electric vehicle batteries use energy and generate environmental residuals when they are produced and recycled. This study estimates, for 4 selected battery types (advanced lead-acid, sodium-sulfur, nickel-cadmium, and nickel-metal hydride), the impacts of production and recycling of the materials used in electric vehicle batteries. These impacts are compared, with special attention to the locations of the emissions. It is found that the choice among batteries for electric vehicles involves tradeoffs among impacts. For example, although the nickel-cadmium and nickel-metal hydride batteries are similar, energy requirements for production of the cadmium electrodes may be higher than those for the metal hydride electrodes, but the latter may be more difficult to recycle.

    Citgo Petroleum Corp., the wholly owned subsidiary of Petroleos de Venezuela, S.A. (PDVSA), the Venezuelan national oil company, owns two gasoline producing refineries, a 305,000-b/d system in Lake Charles, La., and a 130,000-b/d facility in Corpus Christi, Texas. Each is considered a deep conversion facility capable of converting heavy, sour crudes into a high percentage of transportation fuels and distillates. Two smaller refineries, one in Paulsboro, N.J., and one in Savannah, GA., have the capacity to process 40,000 b/d and 28,000 b/d of crude, respectively, for asphalt products. In the past two years, Citgo`s light oils refineries operated safely and reliably with a minimum of unscheduled shutdowns. An ongoing emphasis to increase reliability has resulted in extended run lengths at the refineries. Citgo has invested $314 million at its facilities in 1995, much of this toward environmental and regulatory projects, such as the new waste water treatment unit at the Lake Charles refinery. Over the next few years, Citgo expects to complete $1.5 billion in capital spending for major processing units such as a 60,000-b/d FCC feed hydrotreater unit at the Lake Charles refinery and crude expansion at the Corpus Christi refinery. Product exchanges and expanded transport agreements are allowing Citgo to extend its marketing reach.

    Midas International will obtain LPG carburetion equipment from Century for installation in up to 20,000 RV. The market for gasoline-powered RV has been depressed since the surge in gasoline prices, and the installation of Century's equipment represents an attempt to attract customers by reducing RV operating costs. According to J. Kincaid (Midas Inst.), propane, besides being cheaper than gasoline, is also cheaper than diesel fuel, despite the better mileage obtained with diesel fuel, because the use of diesel fuel requires the installation of a diesel engine, which is far more expensive than installation of LPG carburetion. Although most of the LPG carburetion manufacturers, with a backlog of orders, did not evince interest in Midas' search for conversion equipment for RV, Century responded, at least partly because Midas also manufactures fleet delivery trucks, which represent a potentially much larger market for LPG conversion and use.

    A tremendous amount of wet flue-gas desulfurization scrubber sludge (estimated 20 million metric tons per year in the US) is currently being landfilled at a huge cost to utility companies. Scrubber sludge is the solid precipitate produced during desulfurization of flue-gas from burning high sulfur coal. The amount of this sludge is expected to increase in the near future due to ever increasing governmental regulation concerning the amount of sulfur emissions. Scrubber sludge is a fine, grey colored powder that contains calcium sulfite hemihydrate (CaSO{sub 3} {center_dot} 1/2H{sub 2}), calcium sulfate dihydrate (CaSO{sub 4} {center_dot} 2H{sub 2}O), limestone (CaCO{sub 3}), silicates, and iron oxides. This material can continue to be landfilled at a steadily increasing cost, or an alternative for utilizing this material can be developed. This study explores the characteristics of a naturally oxidized wet flue-gas desulfurization scrubber sludge and uses these characteristics to develop alternatives for recycling this material. In order for scrubber sludge to be used as a feed material for various markets, it was necessary to process it to meet the specifications of these markets. A physical separation process was therefore needed to separate the components of this sludge into useful products at a low cost. There are several physical separation techniques available to separate fine particulates. These techniques can be divided into four major groups: magnetic separation, electrostatic separation, physico-chemical separation, and density-based separation. The properties of this material indicated that two methods of separation were feasible: water-only cycloning (density-based separation), and froth flotation (physico-chemical separation). These processes could be used either separately, or in combination. The goal of this study was to reduce the limestone impurity in this scrubber sludge from 5.6% by weight to below 2.0% by weight. Smith focused on the commercial depot based logistics market, as it represented the market that was most ready for the early adoption of AEV technology. The SDP enabled Smith to accelerate its introduction of vehicles and increase the size of its US supply chain to support early market adoption of AEV’s that were cost competitive, fully met the needs of a diverse set of end users and were compliant with Federal safety and emissions requirements.     The report was commissioned under the Hydrogen Implementing Agreement of the International Energy Agency (IEA) and examines the state of the art in the evolving field of hydrogen-fueled vehicles for road transport. The first phase surveys and analyzes developments since 1989, when a comprehensive review was last published. The report emphasizes the following: problems, especially backfiring, with internal combustion engines (ICEs); operational safety; hydrogen handling and on-board storage; and ongoing demonstration projects. Hydrogen vehicles are receiving much attention, especially at the research and development level. However, there has been a steady move during the past 5 years toward integral demonstrations of operable vehicles intended for public roads. Because they emit few, or no greenhouse gases, hydrogen vehicles are beginning to be taken seriously as a promising solution to the problems of urban air quality. Since the time the first draft of the report was prepared (mid-19 96), the 11th World Hydrogen Energy Conference took place in Stuttgart, Germany. This biennial conference can be regarded as a valid updating of the state of the art; therefore, the 1996 results are included in the current version. The objective of the paper is to provide information of transfer niche of CNG vehicle and equipment production in Beijing.     This report documents a set of case studies developed to estimate the cost of producing, storing, delivering, and dispensing hydrogen for light-duty vehicles for several scenarios involving metropolitan areas in Alabama. While the majority of the scenarios focused on centralized hydrogen production and pipeline delivery, alternative delivery modes were also examined. Although Alabama was used as the case study for this analysis, the results provide insights into the unique requirements for deploying hydrogen infrastructure in smaller urban and rural environments that lie outside the DOE’s high priority hydrogen deployment regions. Hydrogen production costs were estimated for three technologies – steam-methane reforming (SMR), coal gasification, and thermochemical water-splitting using advanced nuclear reactors. In all cases examined, SMR has the lowest production cost for the demands associated with metropolitan areas in Alabama. Although other production options may be less costly for larger hydrogen markets, these were not examined within the context of the case studies.

    This was a two-year project that had two major components: 1) the demonstration of a PV-electrolysis system that has separate PV system and electrolysis unit and the hydrogen generated is to be used to power a fuel cell based vehicle; 2) the development of technologies for generation of hydrogen through photoelectrochemical process and bio-mass derived resources. Development under this project could lead to the achievement of DOE technical target related to PEC hydrogen production at low cost. The PEC part of the project is focused on the development of photoelectrochemical hydrogen generation devices and systems using thin-film silicon based solar cells. Two approaches are taken for the development of efficient and durable photoelectrochemical cells; 1) An immersion-type photoelectrochemical cells (Task 3) where the photoelectrode is immersed in electrolyte, and 2) A substrate-type photoelectrochemical cell (Task 2) where the photoelectrode is not in direct contact with electrolyte.     The reduction of sulfur oxides from high sulfur coal burning utility companies has resulted in the production of huge quantities of wet flue-gas desulfurization scrubber sludge. A typical 400 MW power station burning a coal containing 3.5% sulfur by weight and using a limestone absorbent would produce approximately 177,000 tons (dry weight) of scrubber sludge per year. This brownish colored, finely divided material contains calcium sulfite (CaSO{sub 3} {center_dot} 1/2 H{sub 2}O), calcium sulfate (CaSO{sub 4} {center_dot} 2H{sub 2}O), unreacted limestone (CaCO{sub 3}), and various other impurities such as fly-ash and iron oxide particles. The physical separation of the components of scrubber sludge would result in the re-use of this material. The primary use would be conversion to a highly pure synthetic gypsum. This technical report concentrates on the effect of baffle configuration on the separation of calcium sulfite/sulfate from limestone. The position of the baffles as they related to the feed inlet, and the quantity of the baffles were examined. A clean calcium sulfite/sulfate (less than 2.0% limestone by weight) was achieved with the combination of water-only cyclone and horizontally baffled column.

    Several studies are undertaken in R&D Division of EDF in collaboration with ERASME association in order to have a good knowledge of the wind energy production costs. These studies are performed in the framework of a wind energy monitoring project and concern the influence of a few parameters like wind farm capacity, turbine size and wind speed on production costs, through an analysis of the actual market trend. Some 50 manufacturers and 140 different kind of wind turbines are considered for this study. The minimum production cost is situated at 800/900 kW wind turbine rated power. This point will probably move to more important powers in the future. This study is valid only for average conditions and some special parameters like particular climate conditions or lack of infrastructure for a special site the could modify the results shown on the curves. The variety of wind turbines (rated power as a function of rotor diameter, height and specific rated power) in the actual market is analyzed. A brief analysis of the market trend is also performed. 7 refs., 7 figs.

In recognition of this, the Society of Automotive Engineers has added a TOPTEC on electric vehicles to the series of technical symposia focused on key issues currently facing industry and government. This workshop on the Electric and Hybrid Vehicle provides an opportunity to learn about recent progress in these rapidly changing technologies. Research and development of both the vehicle and battery system has accelerated sharply and in fact, the improved technologies of the powertrain system make the performance of today's electric vehicle quite comparable to the equivalent gasoline vehicle, with the exception of driving range between refueling'' stops. Also, since there is no tailpipe emission, the electric vehicle meets the definition of Zero Emission Vehicle: embodied in recent air quality regulations. The discussion forum will include a review of the advantages and limitations of electric vehicles, where the technologies are today and where they need to be in order to get to production level vehicles, and the service and maintenance requirements once they get to the road. There will be a major focus on the status of battery technologies, the various approaches to recharge of the battery systems and the activities currently underway for developing standards throughout the vehicle and infrastructure system. Intermingled in all of this technology discussion will be a view of the new relationships emerging between the auto industry, the utilities, and government. Since the electric vehicle and its support system will be the most radical change ever introduced into the private vehicle sector of the transportation system, success in the market requires an understanding of the role of all of the partners, as well as the new technologies involved.

LPG, which consists mostly of propane, is already used extensively as a vehicle fuel in the US, but its use has been limited primarily to converted fleet vehicles. Increasing US interest in alternative fuels has raised the possibility of introducing neat ethanol vehicles into the market and expanding the number of LPG vehicles. Use of such vehicles and increased production and consumption of fuel ethanol and LPG will undoubtedly have environmental impacts. If the impacts are determined to be severe, they could act as barriers to the introduction of neat ethanol and LPG vehicles. Environmental concerns include exhaust and evaporative emissions and their impact on ozone formation and global warming, toxic emissions from fuel combustion and evaporation, and agricultural emissions from production of ethanol. The paper is not intended to be judgmental regarding the overall attractiveness of ethanol or LPG compared to other transportation fuels. The environmental concerns are reviewed and summarized, but the only conclusion reached is that there is no single concern that is likely to prevent the introduction of neat ethanol fueled vehicles or the increase in LPG fueled vehicles.

  9. Development of Production-Intent Plug-In Hybrid Vehicle Using Advanced Lithium-Ion Battery Packs with Deployment to a Demonstration Fleet

    The primary goal of this project was to speed the development of one of the first commercially available, OEM-produced plug-in hybrid electric vehicles (PHEV). The performance of the PHEV was expected to double the fuel economy of the conventional hybrid version. This vehicle program incorporated a number of advanced technologies, including advanced lithium-ion battery packs and an E85-capable flex-fuel engine. The project developed, fully integrated, and validated plug-in specific systems and controls by using GM’s Global Vehicle Development Process (GVDP) for production vehicles. Engineering Development related activities included the build of mule vehicles and integration vehicles for Phases I & II of the project. Performance data for these vehicles was shared with the U.S. Department of Energy (DOE). The deployment of many of these vehicles was restricted to internal use at GM sites or restricted to assigned GM drivers. Phase III of the project captured the first half or Alpha phase of the Engineering tasks for the development of a new thermal management design for a second generation battery module. The project spanned five years. It included six on-site technical reviews with representatives from the DOE. One unique aspect of the GM/DOE collaborative project was the involvement of the DOE throughout the OEM vehicle development process. The DOE gained an understanding of how an OEM develops vehicle efficiency and FE performance, while balancing many other vehicle performance attributes to provide customers well balanced and fuel efficient vehicles that are exciting to drive. Many vehicle content and performance trade-offs were encountered throughout the vehicle development process to achieve product cost and performance targets for both the OEM and end customer. The project team completed two sets of PHEV development vehicles with fully integrated PHEV systems. Over 50 development vehicles were built and operated for over 180,000 development miles. The team

    This Western Research Institute (WRI) project was part of a WRI Energy Resource Utilization Program to stimulate pilot-scale improved technologies projects to add value to coal resources in the Rocky Mountain region. The intent of this program is to assess the application potential of emerging technologies to western resources. The focus of this project is on a coal resource near the Wyoming/Colorado border, in Colorado. Energy Fuels Corporation/Kerr Coal Company operates a coal mine in Jackson County, Colorado. The coal produces 10,500 Btu/lb and has very low sulfur and ash contents. Kerr Coal Company is seeking advanced technology for alternate uses for this coal. This project was to have included a significant cost-share from the Kerr Coal Company ownership for a market survey of potential products and technical alternatives to be studied in the Rocky Mountain Region. The Energy Fuels Corporation/Kerr Coal Company and WRI originally proposed this work on a cost reimbursable basis. The total cost of the project was priced at $117,035. The Kerr Coal Company had scheduled at least $60,000.00 to be spent on market research for the project that never developed because of product market changes for the company. WRI and Kerr explored potential markets and new technologies for this resource. The first phase of this project as a preliminary study had studied fuel and nonfuel technical alternatives. Through related projects conducted at WRI, resource utilization was studied to find high-value materials that can be targeted for fuel and nonfuel use and eventually include other low-sulfur coals in the Rocky Mountain region. The six-month project work was spread over about a three-year period to observe, measure, and confirm over time-any trends in technology development that would lead to economic benefits in northern Colorado and southern Wyoming from coal gasification and power generation.

    The Alaskan North Slope (ANS) is one of the largest hydrocarbon reserves in the United States where Gas-to-Liquids (GTL) technology can be successfully implemented. The proven and recoverable reserves of conventional natural gas in the developed and undeveloped fields in the Alaskan North Slope (ANS) are estimated to be 38 trillion standard cubic feet (TCF) and estimates of additional undiscovered gas reserves in the Arctic field range from 64 TCF to 142 TCF. Because the domestic gas market in the continental United States is located thousands of miles from the ANS, transportation of the natural gas from the remote ANS to the market is the key issue in effective utilization of this valuable and abundant resource. The focus of this project is to study the operational challenges involved in transporting the gas in converted liquid (GTL) form through the existing Trans Alaska Pipeline System (TAPS). A three-year, comprehensive research program was undertaken by the Petroleum Development Laboratory, University of Alaska Fairbanks, under cooperative agreement No. DE-FC26-98FT40016 to study the feasibility of transporting GTL products through TAPS. Cold restart of TAPS following an extended winter shutdown and solids deposition in the pipeline were identified as the main transportation issues in moving GTL products through the pipeline. The scope of work in the current project (Cooperative Agreement No. DE-FC26-01NT41248) included preparation of fluid samples for the experiments to be conducted to augment the comprehensive research program.

    The goal of this study is to determine the best available conditions, in terms of market volumes and prices, for the products from a mild gasification facility. A process feasibility study will then have to determine the cost of building and operating a facility to make those products. The study is presented as a summary of the options available to a coal producer for creating added product value. For this reason, three specific coal mines owned by AMAX Inc. were chosen, and the options were analyzed from the viewpoint of increasing the total revenue derived from those coals. No specific mild gasification, or mild devolatilization technology was assumed during the assessment. The analysis considers only product prices, volumes, and specifications. It does not assign any intangible value or national benefit to substituting coal for oil or to producing a cleaner fuel. Although it would be desirable to conceive of a product slate which would be immune from energy price fluctuations, such a goal is probably unattainable and no particular emphasis was placed on it. 76 figs., 75 tabs.

    Interest in alternative motor vehicle fuels has grown tremendously over the last few years. The 1990 Clean Air Act Amendments, the National Energy Policy Act of 1992 and the California Clean Air Act are primarily responsible for this resurgence and have spurred both the motor fuels and vehicle manufacturing industries into action. For the first time, all three U.S. auto manufacturers are offering alternative fuel vehicles to the motoring public. At the same time, a small but growing alternative fuels refueling infrastructure is beginning to develop across the country. Although the recent growth in alternative motor fuels use is impressive, their market niche is still being defined. Environmental regulations, a key driver behind alternative fuel use, is forcing both car makers and the petroleum industry to clean up their products. As a result, alternative fuels no longer have a lock on the clean air market and will have to compete with conventional vehicles in meeting stringent future vehicle emission standards. The development of cleaner burning gasoline powered vehicles has signaled a shift in the marketing of alternative fuels. While they will continue to play a major part in the clean vehicle market, alternative fuels are increasingly recognized as a means to reduce oil imports. This new role is clearly defined in the National Energy Policy Act of 1992. The Act identifies alternative fuels as a key strategy for reducing imports of foreign oil and mandates their use for federal and state fleets, while reserving the right to require private and municipal fleet use as well.

    The status of electric drive technology in the United States as of early 2010 is documented. Rapidly evolving electric drive technologies discussed include hybrid electric vehicles, multiple types of plug-in hybrid electric vehicles, and battery electric vehicles. Recent trends for hybrids are quantified. Various plug-in vehicles entering the market in the near term are examined. The technical and economic requirements for electric drive to more broadly succeed in a wider range of highway vehicle applications are described, and implications for the most promising new markets are provided. Federal and selected state government policy measures promoting and preparing for electric drive are discussed. Taking these into account, judgment on areas where increased Clean Cities funds might be most productively focused over the next five years are provided. In closing, the request by Clean Cities for opinion on the broad range of research needs providing near-term support to electric drive is fulfilled.

    Highlights: • Economic–environmental assessment of combining composting with biogas and biochar in Ghana. • These technologies can save greenhouse gas emissions for up to 0.57 t CO{sub 2} eq/t of waste treated. • Labor intensive, small-scale organic waste management is not viable without financial support. • Carbon markets would make these technologies viable with carbon prices in the range of 30–84 EUR/t. - Abstract: In some areas of Sub-Saharan Africa appropriate organic waste management technology could address development issues such as soil degradation, unemployment and energy scarcity, while at the same time reducing emissions of greenhouse gases. This paper investigates the role that carbon markets could have in facilitating the implementation of composting, anaerobic digestion and biochar production, in the city of Tamale, in the North of Ghana. Through a life cycle assessment of implementation scenarios for low-tech, small scale variants of the above mentioned three technologies, the potential contribution they could give to climate change mitigation was assessed. Furthermore an economic assessment was carried out to study their viability and the impact thereon of accessing carbon markets. It was found that substantial climate benefits can be achieved by avoiding landfilling of organic waste, producing electricity and substituting the use of chemical fertilizer. Biochar production could result in a net carbon sequestration. These technologies were however found not to be economically viable without external subsidies, and access to carbon markets at the considered carbon price of 7 EUR/ton of carbon would not change the situation significantly. Carbon markets could help the realization of the considered composting and anaerobic digestion systems only if the carbon price will rise above 75–84 EUR/t of carbon (respectively for anaerobic digestion and composting).     Project Description: Propane Vehicle Demonstration Grants The Propane Vehicle Demonstration Grants was established to demonstrate the benefits of new propane equipment. The US Department of Energy, the Propane Education & Research Council (PERC) and the Propane Vehicle Council (PVC) partnered in this program. The project impacted ten different states, 179 vehicles, and 15 new propane fueling facilities. Based on estimates provided, this project generated a minimum of 1,441,000 new gallons of propane sold for the vehicle market annually. Additionally, two new off-road engines were brought to the market. Projects originally funded under this project were the City of Portland, Colorado, Kansas City, Impco Technologies, Jasper Engines, Maricopa County, New Jersey State, Port of Houston, Salt Lake City Newspaper, Suburban Propane, Mutual Liquid Propane and Ted Johnson.

    The success of hydrogen vehicles will depend on consumer behavior as well as technology, energy prices and public policy. This study examines the sensitivity of the future market shares of hydrogen-powered vehicles to alternative assumptions about consumers preferences. The Market Acceptance of Advanced Automotive Technologies model was used to project future market shares. The model has 1,458 market segments, differentiated by travel behavior, geography, and tolerance to risk, among other factors, and it estimates market shares for twenty advanced power-train technologies. The market potential of hydrogen vehicles is most sensitive to the improvement of drive train technology, especially cost reduction. The long-run market success of hydrogen vehicles is less sensitive to the price elasticity of vehicle choice, how consumers evaluate future fuel costs, the importance of fuel availability and limited driving range. The importance of these factors will likely be greater in the early years following initial commercialization of hydrogen vehicles.

    This project is in support of our national goal to reduce our dependence on fossil fuels. By supporting efforts that contribute toward the successful mass production of plug-in hybrid electric vehicles, our nation’s transportation-related fuel consumption can be offset with energy from the grid. Over four and a half years ago, when this project was originally initiated, plug-in electric vehicles were not readily available in the mass marketplace. Through the creation of a 21 unit plug-in hybrid vehicle fleet, this program was designed to demonstrate the feasibility of the technology and to help build cross-industry familiarity with the technology and interface of this technology with the grid. Ford Escape PHEV Demonstration Fleet 3 March 26, 2014 Since then, however, plug-in vehicles have become increasingly more commonplace in the market. Ford, itself, now offers an all-electric vehicle and two plug-in hybrid vehicles in North America and has announced a third plug-in vehicle offering for Europe. Lessons learned from this project have helped in these production vehicle launches and are mentioned throughout this report. While the technology of plugging in a vehicle to charge a high voltage battery with energy from the grid is now in production, the ability for vehicle-to-grid or bi-directional energy flow was farther away than originally expected. Several technical, regulatory and potential safety issues prevented progressing the vehicle-to-grid energy flow (V2G) demonstration and, after a review with the DOE, V2G was removed from this demonstration project. Also proving challenging were communications between a plug-in vehicle and the grid or smart meter. While this project successfully demonstrated the vehicle to smart meter interface, cross-industry and regulatory work is still needed to define the vehicle-to-grid communication interface.

    In this report, estimates are provided of the potential, by 2010, to displace conventional light-duty vehicle motor fuels with alternative fuels--compressed natural gas (CNG), liquefied petroleum gas (LPG), methanol from natural gas, ethanol from grain and from cellulosic feedstocks, and electricity--and with replacement fuels such as oxygenates added to gasoline. The 2010 estimates include the motor fuel displacement resulting both from government programs (including the Clean Air Act and EPACT) and from potential market forces. This report also provides an estimate of motor fuel displacement by replacement and alterative fuels in the year 2000. However, in contrast to the 2010 estimates, the year 2000 estimate is restricted to an accounting of the effects of existing programs and regulations. 27 figs., 108 tabs.

    The Natural Gas for Vehicles (NGV) Project in Venezuela describes the development and growth of the NGV project in the country. Venezuela is a prolific oil producer with advanced exploration, production, refining and solid marketing infrastructure. Gas production is 5.2 Bscfd. The Venezuelan Government and the oil state owned company Petroleos de Venezuela (PDVSA), pursued the opportunity of using natural gas for vehicles based on the huge amounts of gas reserves present and produced every day associated with the oil production. A nationwide gas pipeline network crosses the country from south to west reaching the most important cities and serving domestic and industrial purposes but there are no facilities to process or export liquefied natural gas. NGV has been introduced gradually in Venezuela over the last eight years by PDVSA. One hundred forty-five NGV stations have been installed and another 25 are under construction. Work done comprises displacement or relocation of existing gasoline equipment, civil work, installation and commissioning of equipment. The acceptance and usage of the NGV system is reflected in the more than 17,000 vehicles that have been converted to date using the equivalent of 2,000 bbl oil/day.

    Quiet, clean, and efficient, electric vehicles (EVs) may someday become a practical mode of transportation for the general public. Electric vehicles can provide many advantages for the nation's environment and energy supply because they run on electricity, which can be produced from many sources of energy such as coal, natural gas, uranium, and hydropower. These vehicles offer fuel versatility to the transportation sector, which depends almost solely on oil for its energy needs. Electric vehicles are any mode of transportation operated by a motor that receives electricity from a battery or fuel cell. EVs come in all shapes and sizes and may be used for different tasks. Some EVs are small and simple, such as golf carts and electric wheel chairs. Others are larger and more complex, such as automobile and vans. Some EVs, such as fork lifts, are used in industries. In this fact sheet, we will discuss mostly automobiles and vans. There are also variations on electric vehicles, such as hybrid vehicles and solar-powered vehicles. Hybrid vehicles use electricity as their primary source of energy, however, they also use a backup source of energy, such as gasoline, methanol or ethanol. Solar-powered vehicles are electric vehicles that use photovoltaic cells (cells that convert solar energy to electricity) rather than utility-supplied electricity to recharge the batteries. This paper discusses these concepts.

    Hydrogen fueling stations are an essential element in the practical application of hydrogen as a vehicle fuel, and a number of issues such as safety, efficiency, design, and operating procedures can only be accurately addressed by a practical demonstration. Regardless of whether the vehicle is powered by an internal combustion engine or fuel cell, or whether the vehicle has a liquid or gaseous fuel tank, the fueling station is a critical technology which is the link between the local storage facility and the vehicle. Because most merchant hydrogen delivered in the US today (and in the near future) is in liquid form due to the overall economics of production and delivery, we believe a practical refueling station should be designed to receive liquid. Systems studies confirm this assumption for stations fueling up to about 300 vehicles. Our fueling station, aimed at refueling fleet vehicles, will receive hydrogen as a liquid and dispense it as either liquid, high pressure gas, or low pressure gas. Thus, it can refuel any of the three types of tanks proposed for hydrogen-powered vehicles -- liquid, gaseous, or hydride. The paper discusses the fueling station design. Results of a numerical model of liquid hydrogen vehicle tank filling, with emphasis on no vent filling, are presented to illustrate the usefulness of the model as a design tool. Results of our vehicle performance model illustrate our thesis that it is too early to judge what the preferred method of on-board vehicle fuel storage will be in practice -- thus our decision to accommodate all three methods.

The proven and recoverable reserves of conventional natural gas in the developed and undeveloped fields in the Alaskan North Slope (ANS) are estimated to be 38 trillion standard cubic feet (TCF) and estimates of additional undiscovered gas reserves in the Arctic field range from 64 TCF to 142 TCF. Transportation of the natural gas from the remote ANS is the key issue in effective utilization of this valuable and abundance resource. The throughput of oil through the Trans Alaska Pipeline System (TAPS) has been on decline and is expected to continue to decline in future. It is projected that by the year 2015, ANS crude oil production will decline to such a level that there will be a critical need for pumping additional liquid from GTL process to provide an adequate volume for economic operation of TAPS. The pumping of GTL products through TAPS will significantly increase its economic life. Transporting GTL products from the North Slope of Alaska down to the Marine terminal at Valdez is no doubt the great challenge facing the Gas to Liquids options of utilizing the abundant natural gas resource of the North Slope. The primary purpose of this study was to evaluate and assess the economic feasibility of transporting GTL products through the TAPS. Material testing program for GTL and GTL/Crude oil blends was designed and implemented for measurement of physical properties of GTL products. The measurement and evaluation of the properties of these materials were necessary so as to access the feasibility of transporting such materials through TAPS under cold arctic conditions. Results of the tests indicated a trend of increasing yield strength with increasing wax content. GTL samples exhibited high gel strengths at temperatures as high as 20 F, which makes it difficult for cold restart following winter shutdowns. Simplified

    Unlike imports of crude oil to the US, which were up 45.7% between 1977 and 1986, imports of petroleum products have fallen by about 8.6% during the same period. The crude oil price crash of 1986 deepened US dependency on imports of crude, from 21.4% in 1977 to 25.4% in 1986, but reduced the dependency in the case of total refined products from 11.32% in 1977 to 11.13% in 1986. Comparing the first four months of 1987 with 1986, US dependency on imported petroleum products is down 2.73 percentage points; import dependency on OPEC petroleum products is down 4.60 percentage points; dependency on Arab OPEC countries product imports is down 1.88 percentage points; and for Eastern Hemisphere exporters, that dependency has fallen 2.17 percentage points.     In the process of manufacturing and selling vehicles, a manufacturer incurs certain costs. Among these costs are those incurred directly as a part of manufacturing operations and those incurred indirectly in the processes of manufacturing and selling. The indirect costs may be production-related, such as R and D and engineering; business-related, such as corporate staff salaries and pensions; or retail-sales-related, such as dealer support and marketing. These indirect costs are recovered by allocating them to each vehicle. Under a stable, high-volume production process, the allocation of these indirect costs can be approximated as multipliers (or factors) applied to the direct cost of manufacturing. A manufacturer usually allocates indirect costs to finished vehicles according to a corporation-specific pricing strategy. Because the volumes of sales and production vary widely by model within a corporation, the internal corporate percent allocation of various accounting categories (such as profit or corporate overheat) can vary widely among individual models. Approaches also vary across corporations. For these purposes, an average value is constructed, by means of a generic representative method, for vehicle models produced at high volume. To accomplish this, staff at Argonne National Laboratory's (ANL's) Center for Transportation Research analyzed the conventional vehicle cost structure and developed indirect cost multipliers for passenger vehicles. This memorandum summarizes the results of an effort to compare and put on a common basis the cost multipliers used in ANL's electric and hybrid electric vehicle cost estimation procedures with those resulting from two other methodologies.     In this issue, Energy Detente draws from their regular Western and Eastern Hemisphere Fuel Price/Tax Series, each produced monthly, and adds other survey data and analysis for a broad view of 48 countries around the world. They find that seven Latin American nations, including OPEC members Venezuela and Ecuador, are among the ten countries with lowest gasoline prices. In this Fourth Special Price Report, Energy Detente provides a first-time presentation of which prices are government-controlled, and which are free to respond to market forces. South Korea, with fixed prices since 1964, has the highest premium-grade gasoline price in our survey, US $5.38 per gallon. Paraguay, with prices fixed by PETROPAR, the national oil company, has the second highest premium gasoline price, US $4.21 per gallon. Nicaragua, also with government price controls, ranks third highest in the survey, with US $3.38 per gallon for premium gasoline. Kuwait shows the lowest price at US $0.55 per gallon. Several price changes from the previous survey reflect changes in currency exchange as all prices are converted to US dollars. The Energy Detente fuel price/tax series is presented for Western Hemisphere countries.

    The life-cycle energy and fuel-use impacts of US-produced aluminum-intensive passenger cars and passenger trucks are assessed. The energy analysis includes vehicle fuel consumption, material production energy, and recycling energy. A model that stimulates market dynamics was used to project aluminum-intensive vehicle market shares and national energy savings potential for the period between 2005 and 2030. We conclude that there is a net energy savings with the use of aluminum-intensive vehicles. Manufacturing costs must be reduced to achieve significant market penetration of aluminum-intensive vehicles. The petroleum energy saved from improved fuel efficiency offsets the additional energy needed to manufacture aluminum compared to steel. The energy needed to make aluminum can be reduced further if wrought aluminum is recycled back to wrought aluminum. We find that oil use is displaced by additional use of natural gas and nonfossil energy, but use of coal is lower. Many of the results are not necessarily applicable to vehicles built outside of the United States, but others could be used with caution.

    A cloning vehicle comprising: a replication determinant effective for replicating the vehicle in a non-C.sub.1 -utilizing host and in a C.sub.1 -utilizing host; DNA effective to allow the vehicle to be mobilized from the non-C.sub.1 -utilizing host to the C.sub.1 -utilizing host; DNA providing resistance to two antibiotics to which the wild-type C.sub.1 -utilizing host is susceptible, each of the antibiotic resistance markers having a recognition site for a restriction endonuclease; a cos site; and a means for preventing replication in the C.sub.1 -utilizing host. The vehicle is used for complementation mapping as follows. DNA comprising a gene from the C.sub.1 -utilizing organism is inserted at the restriction nuclease recognition site, inactivating the antibiotic resistance marker at that site. The vehicle can then be used to form a cosmid structure to infect the non-C.sub.1 -utilizing (e.g., E. coli) host, and then conjugated with a selected C.sub.1 -utilizing mutant. Resistance to the other antibiotic by the mutant is a marker of the conjugation. Other phenotypical changes in the mutant, e.g., loss of an auxotrophic trait, is attributed to the C.sub.1 gene. The vector is also used to inactivate genes whose protein products catalyze side reactions that divert compounds from a biosynthetic pathway to a desired product, thereby producing an organism that makes the desired product in higher yields.

In addition, the NHA work funded by Westinghouse Savannah River Corporation (WSRC) to explore the opportunities and industry interest in a Hydrogen Research Center is briefly described. Finally, the planned support of and industry input to the Hydrogen Technical Advisory Panel (HTAP) on hydrogen demonstration projects is discussed.
