    The terrestrial water and carbon cycles interact strongly at various spatio-temporal scales. To elucidate how hydrologic processes may influence carbon cycle processes, differences in terrestrial carbon cycle simulations induced by structural differences in two runoff generation schemes were investigated using the Community Land Model 4 (CLM4). Simulations were performed with runoff generation using the default TOPMODEL-based and the Variable Infiltration Capacity (VIC) model approaches under the same experimental protocol. The comparisons showed that differences in the simulated gross primary production (GPP) are mainly attributed to differences in the simulated leaf area index (LAI) rather than soil moisture availability. More specifically, differences in runoff simulations can influence LAI through changes in soil moisture, soil temperature, and their seasonality that affect the onset of the growing season and the subsequent dynamic feedbacks between terrestrial water, energy, and carbon cycles. As a result of a relative difference of 36% in global mean total runoff between the two models and subsequent changes in soil moisture, soil temperature, and LAI, the simulated global mean GPP differs by 20.4%. However, the relative difference in the global mean net ecosystem exchange between the two models is small (2.1%) due to competing effects on total mean ecosystem respiration and other fluxes, although large regional differences can still be found. Our study highlights the significant interactions among the water, energy, and carbon cycles and the need for reducing uncertainty in the hydrologic parameterization of land surface models to better constrain carbon cycle modeling.

    As one of the first US stages to open its doors to retail electric competition, California offers an important opportunity to assess the effectiveness of green power marketing as a mechanism for supporting renewable energy. This report is an interim assessment of key green power product, industry, and market trends in California. The report identifies and analyzes: the potential size of the green power market in California; the companies participating in the green power market; the green power products being offered and their prices; the impact of the green market on renewable generators and the environment; and the influence of several public policies and non-governmental programs on the market for green power. Data used in this paper have been collected, in large part, from surveys and interviews with green power marketers that took place between December 1997 and April 1998. There remain legitimate concerns over the viability of green power marketing to support significant quantities of renewable energy and provide large environmental gains, and it is far too early to assess the overall strength of customer demand for renewable energy. A critical finding of this report is that, because of the high cost of acquiring and servicing residential customers and the low utility default service price, green power marketing affords new energy service providers one of the only viable entrees to California`s residential marketplace.

    The quantification of carbon fluxes between the terrestrial biosphere and the atmosphere is of scientific importance and also relevant to climate-policy making. Eddy covariance flux towers provide continuous measurements of ecosystem-level exchange of carbon dioxide spanning diurnal, synoptic, seasonal, and interannual time scales. However, these measurements only represent the fluxes at the scale of the tower footprint. Here we used remotely-sensed data from the Moderate Resolution Imaging Spectroradiometer (MODIS) to upscale gross primary productivity (GPP) data from eddy covariance flux towers to the continental scale. We first combined GPP and MODIS data for 42 AmeriFlux towers encompassing a wide range of ecosystem and climate types to develop a predictive GPP model using a regression tree approach. The predictive model was trained using observed GPP over the period 2000-2004, and was validated using observed GPP over the period 2005-2006 and leave-one-out cross-validation. Our model predicted GPP fairly well at the site level. We then used the model to estimate GPP for each 1 km x 1 km cell across the U.S. for each 8-day interval over the period from February 2000 to December 2006 using MODIS data. Our GPP estimates provide a spatially and temporally continuous measure of gross primary production for the U.S. that is a highly constrained by eddy covariance flux data. Our study demonstrated that our empirical approach is effective for upscaling eddy flux GPP data to the continental scale and producing continuous GPP estimates across multiple biomes. With these estimates, we then examined the patterns, magnitude, and interannual variability of GPP. We estimated a gross carbon uptake between 6.91 and 7.33 Pg C yr{sup -1} for the conterminous U.S. Drought, fires, and hurricanes reduced annual GPP at regional scales and could have a significant impact on the U.S. net ecosystem carbon exchange.     Satellite-based Production Efficiency Models (PEMs) often require meteorological reanalysis data such as the North America Regional Reanalysis (NARR) by the National Centers for Environmental Prediction (NCEP) as model inputs to simulate Gross Primary Production (GPP) at regional and global scales. This study first evaluated the accuracies of air temperature (TNARR) and downward shortwave radiation (RNARR) of the NARR by comparing with in-situ meteorological measurements at 37 AmeriFlux non-crop eddy flux sites, then used one PEM – the Vegetation Photosynthesis Model (VPM) to simulate 8-day mean GPP (GPPVPM) at seven AmeriFlux crop sites, and investigated the uncertainties in GPPVPM from climate inputs as compared with eddy covariance-based GPP (GPPEC). Results showed that TNARR agreed well with in-situ measurements; RNARR, however, was positively biased. An empirical linear correction was applied to RNARR, and significantly reduced the relative error of RNARR by ~25% for crop site-years. Overall, GPPVPM calculated from the in-situ (GPPVPM(EC)), original (GPPVPM(NARR)) and adjusted NARR (GPPVPM(adjNARR)) climate data tracked the seasonality of GPPEC well, albeit with different degrees of biases. GPPVPM(EC) showed a good match with GPPEC for maize (Zea mays L.), but was slightly underestimated for soybean (Glycine max L.). Replacing the in-situ climate data with the NARR resulted in a significant overestimation of GPPVPM(NARR) (18.4/29.6% for irrigated/rainfed maize and 12.7/12.5% for irrigated/rainfed soybean). GPPVPM(adjNARR) showed a good agreement with GPPVPM(EC) for both crops due to the reduction in the bias of RNARR. The results imply that the bias of RNARR introduced significant uncertainties into the PEM-based GPP estimates, suggesting that more accurate surface radiation datasets are needed to estimate primary production of terrestrial ecosystems at regional and global scales.

    Citgo Petroleum Corp., the wholly owned subsidiary of Petroleos de Venezuela, S.A. (PDVSA), the Venezuelan national oil company, owns two gasoline producing refineries, a 305,000-b/d system in Lake Charles, La., and a 130,000-b/d facility in Corpus Christi, Texas. Each is considered a deep conversion facility capable of converting heavy, sour crudes into a high percentage of transportation fuels and distillates. Two smaller refineries, one in Paulsboro, N.J., and one in Savannah, GA., have the capacity to process 40,000 b/d and 28,000 b/d of crude, respectively, for asphalt products. In the past two years, Citgo`s light oils refineries operated safely and reliably with a minimum of unscheduled shutdowns. An ongoing emphasis to increase reliability has resulted in extended run lengths at the refineries. Citgo has invested $314 million at its facilities in 1995, much of this toward environmental and regulatory projects, such as the new waste water treatment unit at the Lake Charles refinery. Over the next few years, Citgo expects to complete $1.5 billion in capital spending for major processing units such as a 60,000-b/d FCC feed hydrotreater unit at the Lake Charles refinery and crude expansion at the Corpus Christi refinery. Product exchanges and expanded transport agreements are allowing Citgo to extend its marketing reach.

    A tremendous amount of wet flue-gas desulfurization scrubber sludge (estimated 20 million metric tons per year in the US) is currently being landfilled at a huge cost to utility companies. Scrubber sludge is the solid precipitate produced during desulfurization of flue-gas from burning high sulfur coal. The amount of this sludge is expected to increase in the near future due to ever increasing governmental regulation concerning the amount of sulfur emissions. Scrubber sludge is a fine, grey colored powder that contains calcium sulfite hemihydrate (CaSO{sub 3} {center_dot} 1/2H{sub 2}), calcium sulfate dihydrate (CaSO{sub 4} {center_dot} 2H{sub 2}O), limestone (CaCO{sub 3}), silicates, and iron oxides. This material can continue to be landfilled at a steadily increasing cost, or an alternative for utilizing this material can be developed. This study explores the characteristics of a naturally oxidized wet flue-gas desulfurization scrubber sludge and uses these characteristics to develop alternatives for recycling this material. In order for scrubber sludge to be used as a feed material for various markets, it was necessary to process it to meet the specifications of these markets. A physical separation process was therefore needed to separate the components of this sludge into useful products at a low cost. There are several physical separation techniques available to separate fine particulates. These techniques can be divided into four major groups: magnetic separation, electrostatic separation, physico-chemical separation, and density-based separation. The properties of this material indicated that two methods of separation were feasible: water-only cycloning (density-based separation), and froth flotation (physico-chemical separation). These processes could be used either separately, or in combination. The goal of this study was to reduce the limestone impurity in this scrubber sludge from 5.6% by weight to below 2.0% by weight.     The reduction of sulfur oxides from high sulfur coal burning utility companies has resulted in the production of huge quantities of wet flue-gas desulfurization scrubber sludge. A typical 400 MW power station burning a coal containing 3.5% sulfur by weight and using a limestone absorbent would produce approximately 177,000 tons (dry weight) of scrubber sludge per year. This brownish colored, finely divided material contains calcium sulfite (CaSO{sub 3} {center_dot} 1/2 H{sub 2}O), calcium sulfate (CaSO{sub 4} {center_dot} 2H{sub 2}O), unreacted limestone (CaCO{sub 3}), and various other impurities such as fly-ash and iron oxide particles. The physical separation of the components of scrubber sludge would result in the re-use of this material. The primary use would be conversion to a highly pure synthetic gypsum. This technical report concentrates on the effect of baffle configuration on the separation of calcium sulfite/sulfate from limestone. The position of the baffles as they related to the feed inlet, and the quantity of the baffles were examined. A clean calcium sulfite/sulfate (less than 2.0% limestone by weight) was achieved with the combination of water-only cyclone and horizontally baffled column.

    Several studies are undertaken in R&D Division of EDF in collaboration with ERASME association in order to have a good knowledge of the wind energy production costs. These studies are performed in the framework of a wind energy monitoring project and concern the influence of a few parameters like wind farm capacity, turbine size and wind speed on production costs, through an analysis of the actual market trend. Some 50 manufacturers and 140 different kind of wind turbines are considered for this study. The minimum production cost is situated at 800/900 kW wind turbine rated power. This point will probably move to more important powers in the future. This study is valid only for average conditions and some special parameters like particular climate conditions or lack of infrastructure for a special site the could modify the results shown on the curves. The variety of wind turbines (rated power as a function of rotor diameter, height and specific rated power) in the actual market is analyzed. A brief analysis of the market trend is also performed. 7 refs., 7 figs.

    Hydrogen production cost conclusions are: (1) Steam Methane Reforming (SMR) is the least-cost production option at current natural gas prices and for initial hydrogen vehicle penetration rates, at high production rates, SMR may not be the least-cost option; (2) Unlike coal and nuclear technologies, the cost of natural gas feedstock is the largest contributor to SMR production cost; (3) Coal- and nuclear-based hydrogen production have significant penalties at small production rates (and benefits at large rates); (4) Nuclear production of hydrogen is likely to have large economies of scale, but because fixed O&M costs are uncertain, the magnitude of these effects may be understated; and (5) Given H2A default assumptions for fuel prices, process efficiencies and labor costs, nuclear-based hydrogen is likely to be more expensive to produce than coal-based hydrogen. Carbon taxes and caps can narrow the gap. Hydrogen delivery cost conclusions are: (1) For smaller urban markets, compressed gas delivery appears most economic, although cost inputs for high-pressure gas trucks are uncertain; (2) For larger urban markets, pipeline delivery is least costly; (3) Distance from hydrogen production plant to city gate may change relative costs (all results shown assume 100 km); (4) Pipeline costs may be reduced with system 'rationalization', primarily reductions in service pipeline mileage; and (5) Liquefier and pipeline capital costs are a hurdle, particularly at small market sizes. Some energy and greenhouse gas Observations: (1) Energy use (per kg of H2) declines slightly with increasing production or delivery rate for most components (unless energy efficiency varies appreciably with scale, e.g., liquefaction); (2) Energy use is a strong function of production technology and delivery mode; (3) GHG emissions reflect the energy efficiency and carbon content of each component in a production-delivery pathway; (4) Coal and natural gas production pathways have high energy consumption

    This Western Research Institute (WRI) project was part of a WRI Energy Resource Utilization Program to stimulate pilot-scale improved technologies projects to add value to coal resources in the Rocky Mountain region. The intent of this program is to assess the application potential of emerging technologies to western resources. The focus of this project is on a coal resource near the Wyoming/Colorado border, in Colorado. Energy Fuels Corporation/Kerr Coal Company operates a coal mine in Jackson County, Colorado. The coal produces 10,500 Btu/lb and has very low sulfur and ash contents. Kerr Coal Company is seeking advanced technology for alternate uses for this coal. This project was to have included a significant cost-share from the Kerr Coal Company ownership for a market survey of potential products and technical alternatives to be studied in the Rocky Mountain Region. The Energy Fuels Corporation/Kerr Coal Company and WRI originally proposed this work on a cost reimbursable basis. The total cost of the project was priced at $117,035. The Kerr Coal Company had scheduled at least $60,000.00 to be spent on market research for the project that never developed because of product market changes for the company. WRI and Kerr explored potential markets and new technologies for this resource. The first phase of this project as a preliminary study had studied fuel and nonfuel technical alternatives. Through related projects conducted at WRI, resource utilization was studied to find high-value materials that can be targeted for fuel and nonfuel use and eventually include other low-sulfur coals in the Rocky Mountain region. The six-month project work was spread over about a three-year period to observe, measure, and confirm over time-any trends in technology development that would lead to economic benefits in northern Colorado and southern Wyoming from coal gasification and power generation.
