  1. Testing for market integration crude oil, coal, and natural gas

    Prompted by the contemporaneous spike in coal, oil, and natural gas prices, this paper evaluates the degree of market integration both within and between crude oil, coal, and natural gas markets. Our approach yields parameters that can be readily tested against a priori conjectures. Using daily price data for five very different crude oils, we conclude that the world oil market is a single, highly integrated economic market. On the other hand, coal prices at five trading locations across the United States are cointegrated, but the degree of market integration is much weaker, particularly between Western and Eastern coals. Finally, we show that crude oil, coal, and natural gas markets are only very weakly integrated. Our results indicate that there is not a primary energy market. Despite current price peaks, it is not useful to think of a primary energy market, except in a very long run context.

    The residential market stands as the next frontier for natural gas unbundling. In California, Illinois, Maryland, Massachusetts, New Jersey, New York, Ohio, Pennsylvania and elsewhere, states have introduced pilot programs and other unbundling efforts to target residential gas consumers. These efforts are hardly surprising. The residential market, presently dominated by the regulated local distribution companies, appears lucrative. In 1995, the residential sector of the U.S. natural gas industry consumed 4,736 trillion Btu of natural gas or 32 percent of all natural gas delivered by LDCs in that year. U.S. residential consumers accounted for $28.7 billion or 59 percent of the gas utility industry`s total revenues. Nevertheless, despite all the enthusiasm industry representatives have recently expressed in trade publications and public forums, the creation of a competitive residential market may prove a very slow process. Marketers appear cautious in taking the responsibility of serving residential consumers, and for very good reasons. Gaining a sizable portion of this market requires substantial investment in mass marketing, development of name recognition, acquisition of appropriate technology and employment of skillful personnel. Moreover, residential customers do not behave rationally in a {open_quotes}neoclassical{close_quotes} economic sense. They react not only to a price but to several qualitative factors that have yet to be studied by LDCs and marketers. This article offers results from creating a software program and model that answer two basic questions: (1) What share of the residential natural gas market can be realistically captured by non-regulated suppliers? (2) Will residential unbundling increase total throughput for gas utilities? If so, by how much?

    This issue of Highway Vehicle MPG and Market Shares Report: Model Year 1990 reports the estimated sales-weighted fuel economies, sales, market shares, and other vehicle characteristics of new automobiles and light trucks. The estimates are made on a make and model basis (e.g., Chevrolet is a make and Corsica is a model), from model year 1976 to model year 1990. Vehicle sales data are used as weighting factors in the sales-weighted estimation procedure. Thus, the estimates represent averages of the overall new vehicle fleet, reflecting the composition of the fleet. Highlights are provided on the trends in the vehicle characteristics from one model year to the next. Analyses are also made on fuel economy changes to determine what caused the changes. The new automobile fleet experienced a fuel economy loss of 0.4 mpg from the previous model year, dropping to 27.6 mpg. This is the second consecutive decline in the fuel economy of new automobiles since model year 1983. The main reason for the fuel economy decline in automobiles was that the compact, midsize, and large size classes, which together claimed more than 75% of the new automobile market, each experienced fuel economy declines of 0.4 mpg or more. In contrast, the new light truck fleet showed an increase of 0.3 mpg from the previous year to a current mpg of 20.5. The fuel economy increase in light trucks was primarily due to the fact that the large pickup class, which represents 35.0% of the new 1990 light truck market experienced a gain of 0.7 mpg in its fuel economy. Overall, the sales-weighted fuel economy of the new light-duty vehicle fleet (automobiles and light trucks) dropped to 24.8 mpg in model year 1990, a reduction of 0.2 mpg from model year 1989. 9 refs., 29 figs., 55 tabs.

    This issue updates the Energy Detente 7/09/82, which tracked US oil imports since the Arab Oil Embargo. Since then, the phrase oil glut became common even among cautious market analysts as many exporters, hard-pressed for petrodollars, produced much more than the market was prepared to absorb. To examine how the US import market has adjusted to this continued buyers market, the top seven suppliers of 1982 are tracked backwards through time. A graph shows the 1982 reversal of Mexico's and Saudi Arabia's positions in this market. The three main reasons for Mexico's strong present position in the US market are: crude costs and corresponding refined value; proximity to US refining centers; and strategic importance of Mexico's economic stability through oil sales. Interviews with various US refiners and other market observers confirm that these elements will persist during 1983, regardless of significant price cuts among OPEC and other producers. It is believed that the profitability of running heavy Maya crude in sophisticated plants will continue to look optimistic, and that Mexican crude sales to the Strategic Petroleum Reserve implies US government interest in Mexico's economic recovery, and in its stability in the light of civil wars being waged in Central America.     This issue of the publication reports the sales, market shares, estimated sales-weighted fuel economies, and other estimated sales-weighted vehicle characteristics of automobiles and light trucks for the model year 1984 and for the previous five model years. Comparisons and observations are made on the trends in these vehicles from one model year to the next. An improved methodology is used to allocate the yearly MPG changes among eight components, rather than the four reported in the previous reports. Sales of automobiles showed an increase of 16.6% from model year 1983. An even more striking increase was observed in the sales of light trucks: 30.5% from model year 1983. The 1984 model year experienced a gain of 0.23 mpg in sales-weighted automobile fuel economy. In contrast, light trucks experienced a loss of 0.59 mpg in fuel economy, from 20.50 mpg in model year 1983 to 19.91 mpg in model year 1984.

    Two constructive forces are laying the foundation for a destructive situation: (1) lower oil prices for now-abundant conventional crude have shrunk the light-heavy oil price differential to destroy the incentive to invest in refinery upgrading with deep conversion facilities, while (2) the powerful movement to environmental protection will require massive investments by refiners for compliance with emerging regulations. It is the process technology sector that is left holding the bag, as this issue, continuing coverage of two refining meetings, shows. This issue also includes: (1) ED asphalt export prices to USA (1986 to date); (2) ED US posted asphalt price series, May 1986; and (3) US asphalt imports by country of origin, Jan., Feb., March, 1986.     This issue of Light-Duty Vehicle MPG and Market Shares Report: Model Year 1988 reports the estimated sales-weighted fuel economies, sales, market shares, and other vehicle characteristics of automobiles and light trucks. The estimates are made on a make and model basis, from model year 1976 to model year 1988. Vehicle sales data are used as weighting factors in the sales-weighted estimation procedure. Thus, the estimates represent averages of the overall new vehicle fleet, reflecting the composition of the fleet. Highlights are provided on the trends in the vehicle characteristics from one model year to the next. Analyses are also made on the fuel economy changes to determine the factors which caused the changes. The sales-weighted fuel economy for the new car fleet in model year 1988 showed an improvement of 0.1 mpg from model year 1987, while light trucks showed a 0.2 mpg loss. The 0.2 mpg loss by the light trucks can be attributed to the fact that every light truck size class experienced either losses or no change in their fuel economies from the previous model year, except for the large van size class. Overall, the sales-weighted fuel economy of the entire light-duty vehicle fleet (automobiles and light trucks combined) has remained relatively stable since model year 1986. Domestic light-duty vehicles began to gain popularity over their import counterparts; and light trucks increased their market shares relative to automobiles. Domestic cars regained 0.3% of the automobile market, reversing the previous trend. Similar to the automobile market, domestic light trucks continued to gain popularity over their import counterparts, partly due to the increasing popularity of domestic small vans. 3 refs., 35 figs., 48 tabs.

Both new automobile and new light truck fleets experienced fuel economy losses of 0.5 mpg from the previous model year, dropping to 28.0 mpg for automobiles and 20.2 mpg for light trucks. This is the first observed decline in fuel economy of new automobiles since model year 1983 and the largest decline since model year 1976. The main reason for the fuel economy decline in automobiles was that every automobile size class showed either losses or no change in their fuel economies. The fuel economy decline in light trucks was primarily due to the fact that two popular size classes, large pickup and small utility vehicle, both experienced losses in their fuel economies. Overall, the sales-weighted fuel economy of the entire light-duty vehicle fleet (automobiles and light trucks) dropped to 25.0 mpg, a reduction of 0.5 mpg from model year 1988. 9 refs., 32 figs., 50 tabs.

  10. Well-to-Wheels Greenhouse Gas Emissions Analysis of High-Octane Fuels with Various Market Shares and Ethanol Blending Levels

    In this study, we evaluated the impacts of producing HOF with a RON of 100, using a range of ethanol blending levels (E10, E25, and E40), vehicle efficiency gains, and HOF market penetration scenarios (3.4% to 70%), on WTW petroleum use and GHG emissions. In particular, we conducted LP modeling of petroleum refineries to examine the impacts of different HOF production scenarios on petroleum refining energy use and GHG emissions. We compared two cases of HOF vehicle fuel economy gains of 5% and 10% in terms of MPGGE to baseline regular gasoline vehicles. We incorporated three key factors in GREET — (1) refining energy intensities of gasoline components for the various ethanol blending options and market shares, (2) vehicle efficiency gains, and (3) upstream energy use and emissions associated with the production of different crude types and ethanol — to compare the WTW GHG emissions of various HOF/vehicle scenarios with the business-as-usual baseline regular gasoline (87 AKI E10) pathway.

    This issue of the publication reports the sales, market shares, estimated sales-weighted fuel economies, and other estimated sales-weighted vehicle characteristics of automobiles and light trucks for the first six months of model year 1984 and for the previous five model years. Comparisons and observations are made on the trends in these vehicles from one model year to the next. An improved methodology is used to allocate the yearly mpg changes among eight components, rather than the four reported in the previous reports. Sales of automobiles showed an increase of 21.8% from the first half of model year 1983. An even more striking increase was observed in the sales of light trucks: 42.2% from the first half of model year 1983. The first six months of model year 1984 experienced a gain of 0.21 mpg in sales-weighted automobile fuel economy. In contrast, light trucks experienced a loss of 0.83 mpg in fuel economy, from 20.52 mpg in model year 1983 to 19.69 mpg in the first half of model year 1984.

    Unlike imports of crude oil to the US, which were up 45.7% between 1977 and 1986, imports of petroleum products have fallen by about 8.6% during the same period. The crude oil price crash of 1986 deepened US dependency on imports of crude, from 21.4% in 1977 to 25.4% in 1986, but reduced the dependency in the case of total refined products from 11.32% in 1977 to 11.13% in 1986. Comparing the first four months of 1987 with 1986, US dependency on imported petroleum products is down 2.73 percentage points; import dependency on OPEC petroleum products is down 4.60 percentage points; dependency on Arab OPEC countries product imports is down 1.88 percentage points; and for Eastern Hemisphere exporters, that dependency has fallen 2.17 percentage points.     The scheme couples distillation and ion exchange and solid liquid chromatography in an attempt to prepare narrow-boiling, chemically unique fractions, which can be analyzed further or can supply data for process development. For evaluation of the separation approach, a Cerro Negro crude from the Venezuelan Orinoco basin has been studied in a cooperative program between the United States Department of Energy and the Institute de Tecnologico del Venezolana Petroleo. These fractions may be analyzed by ir, uv, fluorescence, and nuclear magnetic resonance spectroscopy, as well as various mass spectroscopy methods.     The paper gives an assay of West Texas Intermediate, one of the world's market crudes. The price of this crude, known as WTI, is followed by market analysts, investors, traders, and industry managers around the world. WTI price is used as a benchmark for pricing all other US crude oils. The 41[degree] API < 0.34 wt % sulfur crude is gathered in West Texas and moved to Cushing, Okla., for distribution. The WTI posted prices is the price paid for the crude at the wellhead in West Texas and is the true benchmark on which other US crudes are priced. The spot price is the negotiated price for short-term trades of the crude. And the New York Mercantile Exchange, or Nymex, price is a futures price for barrels delivered at Cushing.

    Mexico is under great pressure to maintain oil export revenue levels if it is to avoid a reversal in its economic recovery program. Comparisons are presented of the market value of five crude oils refined in the US Gulf Coast: West Texas Intermediate (or WTI, a 40/sup 0/ API, light), Arabian Light and Isthmus (both 34/sup 0/ medium-light), Alaska North Slope (or ANS, a 27/sup 0/ API, a medium), and Maya (22/sup 0/ API, medium-heavy). In this mix, the heavier the crude, the greater is the refining margin (except for Arabian Light, for which freight cost and product yield provide lower margins than those derived from WTI). The sacrifice by OPEC and other producers cutting crude oil prices was to the benefit to refiners' improved margins during the first half of 1983. Those cuts were on the lighter-quality oils. But prices for heavier Venezuelan, Californian, and Mexican crudes increased during the second half of 1983, due to developing refinery technologies in extracting favorable product yields from them. This issue of Energy Detente presents their fuel price/tax series and industrial fuel prices for December 1983 for countries of the Western Hemisphere.

    Of six crudes refined in the US Gulf Coast, heavy Venezuelan crude Lagunillas (15/sup 0/ API) provides the best margin per barrel. Data for end of December 1983 and the first three weeks of January show that margins on all crudes are on the rise in this market, due to a turnaround in product prices. The lighter crudes are showing the greatest increase in Gross Product Worth. This is having a modest shrinking effect on the margin differential between light and heavy crudes in this market. The domestic crude West Texas Intermediate, at 40/sup 0/ API, provides the highest GPW in this crude slate sample, over US $31 per barrel, compared to GPW of under US $28 per barrel for Lagunillas. Still, as Lagunillas cost about US $8 less than does WTI, refiners with sufficient residue conversion capacity can be earning about US $3.50 more in margin per barrel than they can with WTI. Although few refiners would be using a 15/sup 0/ API crude exclusively for any length of time, heavier oil's inclusion in modern refiners' diets is enhancing their competitive position more than any other single factor. This issue of Energy Detente presents the fuel price/tax series and industrial fuel prices for January 1984 for countries of the Western Hemisphere.

    One of the natural by-products of ethylene manufacture is a mixture of C4`s containing butadiene, butenes and butane. This C4 stream is the predominant feed stock for producing pure butadiene by an extraction process. The demand growth for ethylene far exceeds that for butadiene resulting in a world wide surplus of butadiene. The ethylene producer has a number of options available to process the crude C4 stream if the market price does not justify isolation of the pure butadiene. The first option is recycle the crude C4 stream back to the ethylene cracker and co-crack with fresh feed. A second option that has become popular in the last few years has been the partial or complete hydrogenation of the butadiene and butenes in the crude C4 stream. Partial or selective hydrogenation is preferred when there is a market for iso-butene which finds use in MTBE manufacture. Full hydrogenation is used when cracker feed stock is limited, there is excess hydrogen and no cost effective outlets exist for butenes. Full hydrogenation produces butanes that are excellent crack feed stock. Both selective and full hydrogenation require low to moderate capital expenditure. Both of these options are currently being practiced to remove excess butadiene from the market. The crude C4 to styrene process developed by Dow offers an attractive, high value alternative to an olefins producer. This process selectively upgrades butadiene in C4 streams to styrene monomer and produces raffinate-1 as a by-product. The process is currently being operated at the 18--40 lb/hr scale in a Dow Texas pilot plant.

    Iraq will soon start exporting crude oil through a 550 mi, 500,000 bbl/day capacity pipeline from Iraq to Banias, Syria, on the Mediterranean. Iraq has already been transporting a reported 400,000 bbl/day in a 700,000 bbl/day capacity pipeline that goes to Dortyol, Turk., on the Mediterranean. Iraq's theoretical export capacity will soon reach 1.2 million bbl/day (compared with 3.2 million bbl/day before the war), assuming that the facilities are undamaged. Iran has been exporting some crude from its Kharg Island terminal, presumably by Iranian boat to the Lavan Island terminal at the southern end of the gulf, where it would be transported along with crude from offshore fields in the area. The exports apparently had been large enough to keep spot-market prices from rising much above the $40/bbl level, and in Dec. 1980, the spot-market prices eased to just under the $40 mark. Indonesia has raised the premium on its Sumatran light crude by $1/bbl, bringing the total to $35.20. Other producers have not yet raised their prices correspondingly. The agenda of the Dec. 1980 price-fixing meeting in Indonesia (assuming it takes place as planned) is discussed.

Although all oils consist of hydrocarbons and their derivatives, the proportions of various types of compounds differ greatly. This makes some oils more suitable than others for specific refining processes and uses. To take advantage of this diversity, one needs access to information in a large database of crude oil analyses. The Crude Oil Analysis Database (COADB) currently satisfies this need by offering 9,056 crude oil analyses. Of these, 8,500 are United States domestic oils. The database contains results of analysis of the general properties and chemical composition, as well as the field, formation, and geographic location of the crude oil sample.     Present legislation effectively bans the export of crude oil produced in the United States. The ban has been in effect for years and is particularly stringent with respect to crude oil produced in Alaska, particularly on the North Slope. The Alaska crude export ban is specifically provided for in the Trans-Alaska Pipeline Authorization Act of 1973 and in other legislation. It was imposed for two reasons. The first was to reduce US dependence on imported crude oil. The Arab oil embargo had been imposed shortly before the Act was passed and a greater measure of energy independence was considered imperative at that time. The second reason was to assure that funds expended in building an Alaskan pipeline would benefit domestic users rather than simply employed to facilitate shipments to other countries. The main objective of this report is to estimate the potential impacts on crude oil prices that would result from lifting the export ban Alaskan crude oil. The report focuses on the Japanese market and the US West Coast market. Japan is the principal potential export market for Alaskan crude oil. Exports to that market would also affect the price of Alaskan crude oil as well as crude oil and product prices on the West Coast and the volume of petroleum imported in that area. 3 figs., 8 tabs.

    This paper reports on preliminary work leading to permitting efforts for a 171 mile pipeline to move low gravity crude from giant fields of California to the Los Angeles area. The 20 in., unheated pipeline would cost $180-190 million and could go on stream in 3-3 1/2 years. The project has the backing of partners in development of giant Point Arguello field in the Santa Maria basin off Santa Barbara County, a project blocked from start-up for more than 3 years by permitting wrangles. Pipeline sponsors also have proposed moving oil production from development of Santa Ynez Unit in the Santa Barbara Channel. Point Arguello production is expected to start this year with flow limited to 20,000 b/d, moving moved by pipeline to refineries outside Los Angeles. Point Arguello partners want to ship full Arguello production of 80,000-100,00 b/d by tanker until the PPC project is complete, which the county opposes. The group has appealed the county's denial of an interim tankering permit to the California Coastal Commission, which is expected to hold a hearing on the matter this month. The controversy has been further complicated by other, competing projects designed to move Point Arguello crude to market.

    The pricing of natural gas on a parity with crude oil has become an important issue in the international energy market. A prime example of the hostility that can arise over this issue is the ongoing argument between the US and Algeria over the price of SONATRACH's LNG exports to El Paso Co. Because LNG shipping and regasification costs add substantially to its delivered (c.i.f.) cost, price parity at the point of export (f.o.b.) would put LNG's price far above that of crude oil or natural gas. Other LNG exporters, such as Indonesia and Libya, seem to be adopting Algeria's pricing stance. Most European LNG customers believe that if f.o.b. price parity - or even some of the c.i.f. price-calculation methods - becomes the established formula, LNG will be priced out of many industrial markets. Without the big contracts from industry, existing LNG projects might not be economical.

    Over the 1995-2005 period, crude oil prices and U.S. natural gas prices tended to move together, which supported the conclusion that the markets for the two commodities were connected. Figure 26 illustrates the fairly stable ratio over that period between the price of low-sulfur light crude oil at Cushing, Oklahoma, and the price of natural gas at the Henry Hub on an energy-equivalent basis.

    Ten (10) ampoules of the Wilmington crude oil material have been analyzed by gas chromatography/mass spectrometry (GC/MS). The measurements were made directly on samples of the diluted oil by GC/MS with selected ion monitoring (SIM). The mass spectrometer was operated in the chemical ionization mode using methane as the reagent gas, and the method of internal standards was used for the quantitative measurements. The analytes determined in the Wilmington crude oil are shown in Table 1. For most of the analytes, the quasi-molecular ion (M+H)/sup +/ was the species on which the SIM measurements were made. For measurements on the second set of ampoules, m/z 252 (M)/sup +/ was monitored for the benzo(a)pyrene, benzo(e)pyrene, and perylene. The ion(s) monitored for each of the analytes is also shown in Table 1. 4 tabs.

    The Second International Conference on Heavy Crude and Tar Sands clearly demonstrated that the world has abundant heavy and extra heavy crudes that will sustain the petroleum age for decades. Perhaps even more important for many developed and developing countries is that these resources are widely distributed throughout the world, for deposits are known to exist in at least forty-nine countries. Moreover, the rapid expansion over the last two and a half years of knowledge of the magnitude of these resources suggests there is much more to be added to the world's list of useful energy assets. The current ample supply of crude oil does not appear to have lessened the resolve to develop heavy crude and tar sands. Major industrial countries are eager to develop their heavy oil resources to free themselves from dependence on OPEC and the developing nations hope to reduce their cash outflows for imported oil which they can ill afford. Venezuela and Canada, which both have massive heavy crude reserves, are intent on developing their resources to supplement declining supplies of light oil. Despite the weakening international price of oil, the economics for many heavy crude ventures seem favorable. Statistics quoted at the conference suggest considerable heavy crude production can be brought on stream at costs approaching the finding costs of light conventional crude. At the same time, it has to be acknowledged that those large tar sands projects, like Alberta's multi-billion dollar ventures, are sufficiently marginal that they may be held back by current soft oil demand. This summary report covers the following areas: resources; international cooperation; production; environment; technological developments; upgrading and refining; marketing; and future of heavy crude oil and tar sands.

  12. Exporting Alaskan North Slope crude oil: Benefits and costs

    The Department of Energy study examines the effects of lifting the current prohibitions against the export of Alaskan North Slope (ANS) crude. The study concludes that permitting exports would benefit the US economy. First, lifting the ban would expand the markets in which ANS oil can be sold, thereby increasing its value. ANS oil producers, the States of California and Alaska, and some of their local governments all would benefit from increased revenues. Permitting exports also would generate new economic activity and employment in California and Alaska. The study concludes that these economic benefits would be achieved without increasing gasoline prices (either in California or in the nation as a whole). Lifting the export ban could have important implications for US maritime interests. The Merchant Marine Act of 1970 (known as the Jones Act) requires all inter-coastal shipments to be carried on vessels that are US-owned, US-crewed, and US-built. By limiting the shipment of ANS crude to US ports only, the export ban creates jobs for the seafarers and the builders of Jones Act vessels. Because the Jones Act does not apply to exports, however, lifting the ban without also changing US maritime law would jeopardize the jobs associated with the current fleet of Jones Act tankers. Therefore the report analyzes selected economic impacts of several maritime policy alternatives, including: Maintaining current law, which allows foreign tankers to carry oil where export is allowed; requiring exports of ANS crude to be carried on Jones Act vessels; and requiring exports of ANS crude to be carried on vessels that are US-owned and US-crewed, but not necessarily US-built. Under each of these options, lifting the export ban would generate economic benefits.

    A technical task force created by owner companies of the Trans-Alaska Pipeline System (TAPS) including BP Pipelines (Alaska), and Arco Transportation Alaska, Inc., and Alyeska Pipeline Service Company (APSC), the operator of TAPS, have investigated new technology for measuring the saturated liquid bubble point vapor pressure (BPVP) of crude oils. This technology is based on Pressure-Volume-Temperature (PVT) Cell study methods and consists of an on-line Vapor Pressure Analyzer (VPA) developed by Arco Oil & Gas Company and marketed by Fluid Data (TVP-1000), and a mercury-free automated PVT lab system (RUSKA 2370 Lab System) marketed by Ruska Instrument Corporation and modified to meet APSC requirements. In this methodology, the BPVP for the multicomponent fluid crude oil is defined and approximated by the intersection of the liquid compressibility and two phase lines on the isothermal pressure-volume (PV) curve for the fluid. The Task Force finds that this new technology provides saturated liquid bubble point vapor pressure values of TAPS crude oils which differ by 15 to 95 kPa from True Vapor Pressure (TVP) values obtained using API Publication 2517, Figure 18B-Equation for of Crude Oils With A Reid Vapor Pressure of 2-15 Pounds per Square Inch and corresponding RVP data from the crude oils tested. The range in difference between the BPVP and the TVP for each of five different TAPS crude oils tested was found to be due to differences in crude oil composition. 3 refs., 1 fig., 1 tab.

    Misinterpretation of the laws of the marketplace have already brought Nigeria to the brink of a catastrophe in 1978, when the government had built up heavy stocks expecting a substantial increase in price. When it did not materialize and the production had to be dropped to 50% of the previous rate, in a country where crude constitutes 90% of the export revenues, the system was changed. The new plan is intended to reduce the dependence of Nigeria on oil exports. The production rate is set at between 2.2 and 2.5 million bpd. Due to a significant increase in domestic demand, the 2 existing refineries cannot fill the gap; 2 more refineries are planned. There also are substantial gas reserves; the associated gas, now flared, is to be recovered. A gas liquefaction plant also is in operation, with one-half of the output going to Europe and one-half to the US. Some of the oil and gas is earmarked for local petrochemical plants.

    If oil and natural gas were perfect substitutes in all markets where they are used, market forces would be expected to drive their delivered prices to near equality on an energy-equivalent basis. The price of West Texas Intermediate (WTI) crude oil generally is denominated in terms of barrels, where 1 barrel has an energy content of approximately 5.8 million Btu. The price of natural gas (at the Henry Hub), in contrast, generally is denominated in million Btu. Thus, if the market prices of the two fuels were equal on the basis of their energy contents, the ratio of the crude oil price (the spot price for WTI, or low-sulfur light, crude oil) to the natural gas price (the Henry Hub spot price) would be approximately 6.0. From 1990 through 2007, however, the ratio of natural gas prices to crude oil prices averaged 8.6; and in the Annual Energy Outlook 2009 projections from 2008 through 2030, it averages 7.7 in the low oil price case, 14.6 in the reference case, and 20.2 in the high oil price case.

    A method for producing a crude product is disclosed. Formation fluid is produced from a subsurface in situ heat treatment process. The formation fluid is separated to produce a liquid stream and a first gas stream. The first gas stream includes olefins. The liquid stream is fractionated to produce one or more crude products. At least one of the crude products has a boiling range distribution from 38.degree. C. and 343.degree. C. as determined by ASTM Method D5307. The crude product having the boiling range distribution from 38.degree. C. and 343.degree. C. is catalytically cracked to produce one or more additional crude products. At least one of the additional crude products is a second gas stream. The second gas stream has a boiling point of at most 38.degree. C. at 0.101 MPa.

    The design of electrostatic desalters for crudes lighter than 30 API is well established and is no longer considered a problem. However, since 1970, the number of desalting applications involving heavy crudes (less than 20 API), syncrudes, and residual fuels has increased markedly. These stocks present unique problems that require additional design considerations. All produced crude oils, including synthetic crude from shale, tar sands, and coal liquefaction, contain impurities that adversely affect production and refining processes, the equipment used in these processes, and the final products. The most common of these impurities are water, salt, solids, metals, and sulfur. The desalting process consists of (1) adding water with a low salt content (preferably fresh) to the feedstock; (2) adequately mixing this added water with the feedstock, which already contains some quantities of salty water, sediment, and/or crystalline salt; and (3) extracting as much water as possible from the feedstock.

    Estimates of final model year 1983 new car and new light truck MPG are provided. ORNL has modified the procedure for calculating new car MPG. The new procedure takes into account the sales mix of engine size, engine type (gasoline or diesel), and transmission type within a nameplate (car line). For example, the new ORNL method takes into account that over 60 percent of the Chevettes in 1983 were the gasoline version (98 CID engine displacement) with a 3-speed automatic transmission. Also, the three diesel model types accounted for only about 1 percent of the Chevette sales. This new method estimated the Chevette MPG for 1983 to be 33.2, nearly 5 MPG lower than the estimate based on the old method. Since this report contains revised new car MPG estimates for every year, the fuel economy estimates in this report are not comparable to those in any previous ORNL report. The estimates of new light truck MPG have not been revised, however.

    This paper reports on new short contact time carbon rejection technology developed for upgrading residual oils and converting heavier crudes into high-quality synthetic crudes. The process, called discriminatory destructive distillation, or 3D, has been demonstrated in a Kansas refinery on feedstocks ranging from 13.5 to 30.6{degrees} API. For the past year, Coastal Derby Refining Co. has been operating a revolutionary, according to Bartholic, circulating fluid solids processing apparatus that can be run as either a 3D process unit, to virtually eliminate the residual oil component of crude, or as an MSCC process unit, to upgrade VGO residual oils. Because both of these processes circulate a fluid solid in a manner similar to the well known and commercially accepted fluid catalytic cracking (FCC) process, existing FCC-type units can be easily and economically converted to either 3D or MSCC operation. The 3D process is a low-pressure, carbon-rejection residual oil treating process for preparation of gas oils for fluid catalytic cracking (or MSCC), hydrotreating, mild hydrocracking, or full hydrocracking, says Bartholic. The process is also applicable, he says to upgrading heavy crudes or tar sands bitumen to high-quality reconstituted crudes for world markets.

    Light, sweet Kutubu crude from near Lake Kutubu in Papua New Guinea has been assayed. Production of the 44[degree]-gravity, 0.04-wt% sulfur crude-Papua New Guinea's first commercial oil-began in June 1992. Most of the early production will likely be sold to refineries in Sydney and Brisbane. Production of Kutubu is expected to reach 100,000 b/d, and possibly 140,000 b/d. The paper lists the properties of the whole crude and the following boiling point ranges (C): 21--70; 70--140; 140--190; 140--230; 190--230; 230--360; 360--540; 360+; and 540+.

    Compared to Isthmus and Maya, Olmeca crude is the lightest of the Mexican export. It has fewer contaminants, and its 540{degrees} C. TBP distillation produces the largest quantity of distillate. The Olmeca fractions also have the lowest total sulfur content. The Maya crude is heavy, with an API gravity of 22.2{sup {degrees}}. It has a high contaminant content that induces corrosion in process equipment and causes low running times in thermal cracking units, such as visbreakers and cokers. A proposed refining scheme for the bottom of the Maya barrel consists of atmospheric distillation, vacuum distillation, the Impex process, and visbreaking.
