    This Sampling and Analysis Plan (SAP) provides direction for the first sampling of sludge from the K East Basin spent fuel canisters. The specially developed sampling equipment used removes representative samples of sludge while maintaining the radioactive sample underwater in the basin pool (equipment is described in WHC-SD-SNF-SDD-004). Included are the basic background logic for sample selection, the overall laboratory analyses required and the laboratory reporting required. These are based on requirements put forth in the data quality objectives (WHC-SD-SNF-DQO-008) established for this sampling and characterization activity.

    All of the major international oil companies have extensive operations in the Far East, and in most cases, these operations account for a significant part of their worldwide earnings. In the refining and marketing end of the business, near-term profitability could be hampered by problems in the Singapore refining center. An expansion of Indonesian refining capacity has reduced profits from processing arrangements, and new Saudi product exports will enter Singapore starting this year. Longer term, however, the strong economic growth in the region renders it a highly attractive area in which to operate. On the producing end, rising output will boost profits for the international oil companies in Indonesia and Malaysia. Caltex (a 50/50 joint venture between Chevron and Texaco) is one of the largest marketers in the Far East. It will not initially be affected greatly by the Singapore refinery problem, as its production from this area goes directly into its own marketing system rather than into the open market. Exxon is a medium-size marketer with especially strong positions in Japan, Malaysia and Thailand. However, the company could be vulnerable to near-term problems in Singapore. Mobil, another medium-size marketer, has a very strong position in Japan but problems in Australia. As those problems are corrected, earnings should grow over time. The Royal Dutch Shell Group is one of the largest marketers in the Far East, with good positions in Singapore, Malaysia and Australia. Shell will have difficulty adjusting to the changing conditions in Singapore, but once this is complete, downstream earnings growth should resume. British Petroleum (BP) has a smaller upstream and downstream presence than the other international oils. Estimated 1983 Far East earnings are tabulated for these five companies. 5 figures.

    East spar is a gas/condensate field 25 miles west of Barrow Island, offshore Western Australia. Proved plus probable reserves at the time of development were estimated at 430 Bcf gas and 28 million bbl of condensate. The field was discovered in early 1993 when the Western Australia gas market was deregulated and the concept of a gas pipeline to the gold fields was proposed. This created a window of opportunity for East Spar, but only if plans could be established quickly. A base-case development plan was established to support gas marketing while alternative plans could be developed in parallel. The completed East Spar facilities comprise two subsea wells, a subsea gathering system, and a multiphase (gas/condensate/water) pipeline to new gas-processing facilities. The subsea facilities are controlled through a navigation, communication, and control (NCC) buoy. The control room and gas-processing plant are 39 miles east of the field on Varanus Island. Sales gas is exported through a pre-existing gas-sales pipeline to the Dampier-Bunbury and Goldfields Gas Transmission pipelines. Condensate is stored in and exported by use of pre-existing facilities on Varanus Island. Field development from approval to first production took 22 months. The paper describes its field development.

    The East Siberian region, which comprises nearly 43% of Russia`s territory (including the Sakha (Yakut) republic), has substantial hydrocarbon potential that is impeded by significant logistical problems, the daunting physical environment, and technical challenges posed by the geological complexity of the region. The area`s three major oil and gas provinces are the Lena-Tunguska (with the greatest potential), Lena-Vilyuy, and Yenisey-Anabar. The paper focuses on assessment of reserves, production potential, and history, as well as joint-venture activity involving foreign capital. Foreign investment is targeting gas deposits in the Vilyuy basin and elsewhere in the Sakha republic and small oil deposits serving local markets in the Yakutsk and Noril`sk areas. Forecasts do not envisage substantial production of oil from the region before the year 2010. Future gas production levels are less predictable despite the ambitious plans to export gas from Sakha to South Korea. 14 refs., 1 fig., 1 tab.

    The location of the solar dynamo is discussed in the context of new insights into the theory of nonlinear turbulent dynamos. It is argued that, from a dynamo-theoretic point of view, the bottom of the convection zone is not a likely location and that the solar dynamo may be distributed over the convection zone. The near surface shear layer produces not only east-west field alignment, but it also helps the dynamo disposing of its excess small scale magnetic helicity.

    This invention provides a device which includes a locator, a kinematic mount positioned on a conventional tooling machine, a part carrier disposed on the locator and a retainer ring. The locator has disposed therein a plurality of steel balls, placed in an equidistant position circumferentially around the locator. The kinematic mount includes a plurality of magnets which are in registry with the steel balls on the locator. In operation, a blank part to be machined is placed between a surface of a locator and the retainer ring (fitting within the part carrier). When the locator (with a blank part to be machined) is coupled to the kinematic mount, the part is thus exposed for the desired machining process. Because the locator is removably attachable to the kinematic mount, it can easily be removed from the mount, reversed, and reinserted onto the mount for additional machining. Further, the locator can likewise be removed from the mount and placed onto another tooling machine having a properly aligned kinematic mount. Because of the unique design and use of magnetic forces of the present invention, positioning errors of less than 0.25 micrometer for each machining process can be achieved. 7 figs.

    The blackout that impacted the U.S. and Canada on August 14, 2003, was notable for its extent, complexity, and impact. It triggered a massive review of operating records to determine what happened, why it happened, and how to avoid it in future operations. Much of this work was done at NERC level, through the U.S.-Canada Power System Outage Task Force. Additional background information concerning the event was gathered together by a group of utilities that, collectively, have been developing a wide area measurement system (WAMS) for the eastern interconnection. Like its counterpart in the western interconnection, "WAMS East" has a primary backbone of synchronized phasor measurements that are continuously recorded at central locations. Operational data have been critical for understanding and responding to the August 14 Blackout. Records collected on WAMS East demonstrate the contributions that well synchronized data offer in such efforts, and the value of strategically located continuous recording systems to facilitate their integration. This paper examines overall performance of the WAMS East backbone, with a brief assessment of the technology involved.

    Prompted by the contemporaneous spike in coal, oil, and natural gas prices, this paper evaluates the degree of market integration both within and between crude oil, coal, and natural gas markets. Our approach yields parameters that can be readily tested against a priori conjectures. Using daily price data for five very different crude oils, we conclude that the world oil market is a single, highly integrated economic market. On the other hand, coal prices at five trading locations across the United States are cointegrated, but the degree of market integration is much weaker, particularly between Western and Eastern coals. Finally, we show that crude oil, coal, and natural gas markets are only very weakly integrated. Our results indicate that there is not a primary energy market. Despite current price peaks, it is not useful to think of a primary energy market, except in a very long run context.

    A research program has been undertaken in an effort to better characterize the composition and the precipitation characteristic of the geothermal fluids produced by the HGP-A geothermal well located on the Kilauea East Rift Zone on the Island of Hawaii. The results of these studies have shown that the chemical composition of the fluids changed over the production life of the well and that the fluids produced were the result of mixing of at least two, and possibly three, source fluids. These source fluids were recognized as: a sea water composition modified by high temperature water-rock reactions; meteoric recharge; and a hydrothermal fluid that had been equilibrated with high temperature reservoir rocks and magmatic volatiles. Although the major alkali and halide elements show clearly increasing trends with time, only a few of the trace transition metals show a similar trend. The rare earth elements, were typically found at low concentrations and appeared to be highly variable with time. Studies of the precipitation characteristics of silica showed that amorphous silica deposition rates were highly sensitive to fluid pH and that increases in fluid pH above about 8.5 could flocculate more than 80% of the suspended colloidal silica in excess of its solubility. Addition of transition metal salts were also found to enhance the recovery fractions of silica from solution. The amorphous silica precipitate was also found to strongly scavenge the alkaline earth and transition metal ions naturally present in the brines; mild acid treatments were shown to be capable of removing substantial fractions of the scavenged metals from the silica flocs yielding a moderately pure gelatinous by-product. Further work on the silica precipitation process is recommended to improve our ability to control silica scaling from high temperature geothermal fluids or to recover a marketable silica by-product from these fluids prior to reinjection.

Mathematical constants used in Biot-Savart superposition equations are determined for the electrical device, the orientation of the apparatus, and relative magnitude of the current vector and the input current, and the apparatus utilizes magnetic field sensors oriented to a sensing plane to provide current vector location based on the solution of the Biot-Savart superposition equations. Description of required orientations between the apparatus and the electrical device are disclosed and various methods of determining the mathematical constants are presented.

    The focus of this report is the U.S. solar electricity market, including photovoltaic (PV) and concentrating solar power (CSP) technologies. The report is organized into five chapters. Chapter 1 provides an overview of global and U.S. installation trends. Chapter 2 presents production and shipment data, material and supply chain issues, and solar industry employment trends. Chapter 3 presents cost, price, and performance trends. Chapter 4 discusses policy and market drivers such as recently passed federal legislation, state and local policies, and developments in project financing. Chapter 5 provides data on private investment trends and near-term market forecasts. Highlights of this report include: (1) The global PV industry has seen impressive growth rates in cell/module production during the past decade, with a 10-year compound annual growth rate (CAGR) of 46% and a 5-year CAGR of 56% through 2008. (2) Thin-film PV technologies have grown faster than crystalline silicon over the past 5 years, with a 10-year CAGR of 47% and a 5-year CAGR of 87% for thin-film shipments through 2008. (3) Global installed PV capacity increased by 6.0 GW in 2008, a 152% increase over 2.4 GW installed in 2007. (4) The United States installed 0.34 GW of PV capacity in 2008, a 63% increase over 0.21 GW in 2007. (5) Global average PV module prices dropped 23% from $4.75/W in 1998 to $3.65/W in 2008. (6) Federal legislation, including the Emergency Economic Stabilization Act of 2008 (EESA, October 2008) and the American Recovery and Reinvestment Act (ARRA, February 2009), is providing unprecedented levels of support for the U.S. solar industry. (7) In 2008, global private-sector investment in solar energy technology topped $16 billion, including almost $4 billion invested in the United States. (8) Solar PV market forecasts made in early 2009 anticipate global PV production and demand to increase fourfold between 2008 and 2012, reaching roughly 20 GW of production and demand by 2012. (9) Globally, about 13 GW of CSP was announced or proposed through 2015, based on forecasts made in mid-2009. Regional market shares for the 13 GW are about 51% in the United States, 33% in Spain, 8% in the Middle East and North Africa, and 8% in Australasia, Europe, and South Africa. Of the 6.5-GW project pipeline in the United States, 4.3 GW have power purchase agreements (PPAs). The PPAs comprise 41% parabolic trough, 40% power tower, and 19% dish-engine systems.

    Executive Summary Oak Ridge National Laboratory (ORNL) is furthering residential energy retrofit research in the mixed-humid climate of East Tennessee by selecting 10 homes and guiding the homeowners in the energy retrofit process. The homeowners pay for the retrofits, and ORNL advises which retrofits to complete and collects post-retrofit data. This effort is in accordance with the Department of Energy s Building America program research goal of demonstrating market-ready energy retrofit packages that reduce home energy use by 30 50%. Through this research, ORNL researchers hope to understand why homeowners decide to partake in energy retrofits, the payback of home energy retrofits, and which retrofit packages most economically reduce energy use. Homeowner interviews help the researchers understand the homeowners experience. Information gathered during the interviews will aid in extending market penetration of home energy retrofits by helping researchers and the retrofit industry understand what drives homeowners in making positive decisions regarding these retrofits. This report summarizes the selection process, the pre-retrofit condition, the recommended retrofits, the actual cost of the retrofits (when available), and an estimated energy savings of the retrofit package using EnergyGauge . Of the 10 households selected to participate in the study, only five completed the recommended retrofits, three completed at least one but no more than three of the recommended retrofits, and two households did not complete any of the recommended retrofits. In the case of the two homes that did none of the recommended work, the pre-retrofit condition of the homes and the recommended retrofits are reported. The five homes that completed the recommended retrofits are monitored for energy consumption of the whole house, appliances, space conditioning equipment, water heater, and most of the other circuits with miscellaneous electric loads (MELs) and lighting. Thermal comfort is also monitored, with temperature and humidity measured in all conditioned zones, attics, crawlspaces, and unconditioned basements. In some homes, heat flux transducers are installed on the basement walls to help determine the insulating qualities of the technologies and practices. EnergyGauge is used to estimate the pre-retrofit and post-retrofit home energy rating system (HERS) index and reduction in energy consumption and energy bill. In a follow-up report, data from the installed sensors will be presented and analyzed as well as a comparison of the post-retrofit energy consumption of the home to the EnergyGauge model of the post-retrofit home. Table ES1 shows the retrofits that were completed at the eight households where some or all of the recommended retrofits were completed. Home aliases are used to keep the homeowners anonymous. Some key findings of this study thus far are listed as follows. Some homeowners (50%) are not willing to spend the money to reach 30 50% energy savings. Quality of retrofit work is significantly variable among contractors which impact the potential energy savings of the retrofit. Challenges exist in defining house volume and floor area. Of the five homes that completed all the recommended retrofits, energy bill savings was not the main driver for energy retrofits. In no case were the retrofits cost neutral given a 15 year loan at 7% interest for the retrofit costs.

    Sgr A East is a supernova remnant located within few parsecs from the Galactic Centre (GC). There are good reasons to believe that this object is the source of the gamma-ray excess detected by HESS in the direction of the GC meaning that Sgr A East is likely to be an efficient Cosmic Ray accelerator. Some observations suggest that strong magnetic fields may be present in that region allowing the acceleration of composite nuclei in Sgr A East beyond the EeV. We show that, if this is case, EeV neutrons should be effectively produced by the photo-disintegration of Ultra High Energy nuclei onto the IR photon background (with temperature $\\sim 40$ K) in which Sgr A East is embedded. Neutrons with such an energy can reach the Earth before decaying and may be detectable under the form of a CR point-like excess in the direction of the GC. We determine the expected energy spectrum and the amplitude of this signal showing that it may be measurable by the AUGER observatory.

    A neutron detector based on EJ301 liquid scintillator has been employed at EAST to measure the neutron energy spectrum for D-D fusion plasma. The detector was carefully characterized in different quasi-monoenergetic neutron fields generated by a 4.5 MV Van de Graaff accelerator. In recent experimental campaigns, due to the low neutron yield at EAST, a new shielding device was designed and located as close as possible to the tokamak to enhance the count rate of the spectrometer. The fluence of neutrons and gamma-rays was measured with the liquid neutron spectrometer and was consistent with 3He proportional counter and NaI (Tl) gamma-ray spectrometer measurements. Plasma ion temperature values were deduced from the neutron spectrum in discharges with lower hybrid wave injection and ion cyclotron resonance heating. Scattered neutron spectra were simulated by the Monte Carlo transport Code, and they were well verified by the pulse height measurements at low energies.

    The Spent Nuclear Fuel Path Forward Project (SNF Project) has been established to develop engineered methods for the expedited removal of the irradiated uranium fuel from the K East (KE) and K West (KW) Basins. As specified by the SNF Project, the SNF will be removed from the K Basins, conditioned for dry storage and placed in a long term interim storage facility located in the 200 East Area. The SNF primarily consists of Zircaloy-2 clad uranium fuel discharged from the N-Reactor. A small portion of the SNF is Single Pass Reactor (SPR) Fuel, which is aluminum clad uranium fuel. The SNF will be loaded into Multi-Canister Overpacks (MCOs) at the K Basins, transferred to the Cold Vacuum Drying (CVD) facility for initial fuel conditioning, and transported to the Canister Storage Building (CSB) for staging, final fuel conditioning, and dry storage. The MCO is a transportation, conditioning, and storage vessel. The MCO consists of a 24 inch pipe with a welded bottom closure and a top closure that is field welded after the MCO is loaded with SNF. The MCO is handled and transported in the vertical orientation during all operations. Except for operations within the CSB, the MCO is always within the transportation cask which primarily provides radiological shielding and structural protection of the MCO. The MCO closure operations location study provides a relative evaluation of location options at the K Basins and the CVD Facility and recommends that the MCO closure weld be performed, inspected, and repaired at the CVD Facility.

    In world crude oil markets, 1987 was a year of limited recovery and relative stability after the dramatic price slide of early 1986. Both foreign and domestic crude thereafter, ending the year somewhat higher than a year ago. In contrast, product wholesale markets remained relatively stable throughout the year, while retail prices sustained a fairly steady increase. As has been the case for over a decade, major price movements in international oil markets generally reflected responses to actual or perceived changes in the policies of the Organization of Petroleum Exporting Countries (OPEC) and/or its members. The year began with prices on an upward trend, in reaction to the December 1986 OPEC meeting in which the members resolved to return to an official pricing structure (a departure from the market-based pricing of 1986), and to reduce output quotas. Prices continued to rise until August, when evidence of continued OPEC overproduction appeared to outweigh market optimism, triggering a gradual slide that lasted the remainder of the year. Even with the downturn in the fourth quarter, crude oil markets in 1987, as measured by refiner acquisition costs, finished the year above year-end 1986 levels, and considerably above the lows reached in mid-1986. OPEC's struggle to maintain stable prices and production levels in 1987 reflected the organization's difficulties in reaching and enforcing agreements among its politically and economically diverse membership. 11 figs., 49 tabs.

The 1990:0090 forecast calls for a 7.8% boost to 22,316 wells (excluding the USSR, Eastern Europe and North Korea), and every region expects to see a net increase. Figures provided by governmental agencies, operating companies and other sources indicate Middle Eastern drilling last year hit a new high for the 1980's with 948 wells. These figures are also given for Western Europe, the Far East, Africa, South America, Canada, Mexico, Costa Rica, and Guatemala.

    The solar industry in the United States is at a turning point; the cost of PV hardware has declined substantially in recent years, placing new attention on reducing the balance of system (BOS) costs of solar that now contribute to a growing percentage of installation expenses. How states address these costs through the creation of a favorable policy and regulatory environment is proving to be a critical determinant of a thriving statewide solar market. This report addresses the permitting and tax issues that may stimulate the solar market growth in Michigan. By making PV installations easier to complete through reduced BOS costs, Michigan would become a more attractive location for manufacturers and installers. As PV module costs decline and BOS costs make up a greater share of the cost of solar, action taken today on these issues will prove beneficial in the long term, providing Michigan an opportunity to establish a leadership position in the solar industry.

    Waste heat to power (WHP) is the process of capturing heat discarded by an existing process and using that heat to generate electricity. In the industrial sector, waste heat streams are generated by kilns, furnaces, ovens, turbines, engines, and other equipment. In addition to processes at industrial plants, waste heat streams suitable for WHP are generated at field locations, including landfills, compressor stations, and mining sites. Waste heat streams are also produced in the residential and commercial sectors, but compared to industrial sites these waste heat streams typically have lower temperatures and much lower volumetric flow rates. The economic feasibility for WHP declines as the temperature and flow rate decline, and most WHP technologies are therefore applied in industrial markets where waste heat stream characteristics are more favorable. This report provides an assessment of the potential market for WHP in the industrial sector in the United States.

The analysis was conducted by a team of DOE laboratory experts from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL), and Pacific Northwest National Laboratory (PNNL), with additional input from Lawrence Berkeley National Laboratory (LBNL). This specific marketing communication strategy is commonly referred as viral marketing. Due to this similarity between an epidemic and the viral marketing process and because the understanding of the critical factors to this communications strategy effectiveness remain largely unknown, the mathematical models in epidemiology are presented in this marketing specific field.     Nine parabolic trough power plants located in the California Mojave Desert represent the only commercial development of large-scale solar power plants to date. Although all nine plants continue to operate today, no new solar power plants have been completed since 1990. Over the last several years, the parabolic trough industry has focused much of its efforts on international market opportunities. Although the power market in developing countries appears to offer a number of opportunities for parabolic trough technologies due to high growth and the availability of special financial incentives for renewables, these markets are also plagued with many difficulties for developers. In recent years, there has been some renewed interest in the U.S. domestic power market as a result of an emerging green market and green pricing incentives. Unfortunately, many of these market opportunities and incentives focus on smaller, more modular technologies (such as photovoltaics or wind power), and as a result they tend to exclude or are of minimum long-term benefit to large-scale concentrating solar power technologies. This paper looks at what is necessary for large-scale parabolic trough solar power plants to compete with state-of-the-art fossil power technology in a competitive U.S. power market.

One receiver provides a synchronizing gating pulse to itself and all the other receivers. The rate of the synchronizing gating pulse is slightly offset from the rate of the radar bursts themselves, so that each sample collects one finely-detailed piece of information about the time-of-flight of the radar pulse to each receiver each pulse period. Thousands of sequential pulse periods provide corresponding thousand of pieces of information about the time-of-flight of the radar pulse to each receiver, in expanded, not real time. Therefore the signal processing can be done with relatively low-frequency, inexpensive components. A conventional microcomputer is then used to find the position of the transmitter by geometric triangulation based on the relative time-of-flight information. 5 figs.

    When deploying alternative fuels, it is paramount to match the right fuel with the right location, in accordance with local market conditions. We used six market indicators to evaluate the existing and potential regional market health for each of the five most commonly deployed alternative fuels: electricity (used by plug-in electric vehicles), biodiesel (blends of B20 and higher), E85 ethanol, compressed natural gas (CNG), and propane. Each market indicator was mapped, combined, and evaluated by industry experts. This process revealed the weight the market indicators should be given, with the proximity of fueling stations being the most important indicator, followed by alternative fuel vehicle density, gasoline prices, state incentives, nearby resources, and finally, environmental benefit. Though markets vary among states, no state received 'weak' potential for all five fuels, indicating that all states have an opportunity to use at least one alternative fuel. California, Illinois, Indiana, Pennsylvania, and Washington appear to have the best potential markets for alternative fuels in general, with each sporting strong markets for four of the fuels. Wyoming showed the least potential, with weak markets for all alternative fuels except for CNG, for which it has a patchy market. Of all the fuels, CNG is promising in the greatest number of states--largely because freight traffic provides potential demand for many far-reaching corridor markets and because the sources of CNG are so widespread geographically.

    In some areas of the U.S. transmission constraints are a limiting factor in deploying new wind and concentrating solar power (CSP) plants. Texas is an example of one such location, where the best wind and solar resources are in the western part of the state, while major demand centers are in the east. The low capacity factor of wind is a compounding factor, increasing the relative cost of new transmission per unit of energy actually delivered. A possible method of increasing the utilization of new transmission is to co-locate both wind and concentrating solar power with thermal energy storage. In this work we examine the benefits and limits of using the dispatachability of thermal storage to increase the capacity factor of new transmission developed to access high quality solar and wind resources in remote locations.

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    The worldwide LPG industry continues to expand faster than the petroleum industry -- 4%/year for LPG vs. 2%/year for petroleum in 1995 and less than 1%/year in the early 1990s. This rapid expansion of LPG markets is occurring in virtually every region of the world, including such developing countries as China. The Far East is the focus of much of the LPG industry`s attention, but many opportunities exist in other regions such as the Indian subcontinent, Southeast Asia, and Latin America. The investment climate is improving in all phases of downstream LPG marketing, including terminaling, storage, and wholesale and retail distribution. The world LPG supply/demand balance has been relatively tight since the Gulf War and should remain so. Base demand (the portion of demand that is not highly price-sensitive) is expanding more rapidly than supplies. As a result, the proportion of total LPG supplies available for price-sensitive petrochemical feedstock markets is declining, at least in the short term. The paper discusses importers, price patterns, world LPG demand, world LPG supply, US NGL supply, US gas processing, ethane and propane supply, butane, isobutane, and natural gasoline supply, and US NGL demand.

    This report documents the baseline environmental conditions of the U. S. Department of Energy's (DOE's) K-1251 Barge Facility, which is located at the East Tennessee Technology Park (ETTP). DOE is proposing to lease the facility to the Community Reuse Organization of East Tennessee (CROET). This report provides supporting information for the use, by a potential lessee, of government-owned facilities at ETTP. This report is based upon the requirements of Sect. 120(h) of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). The lease footprint is slightly over 1 acre. The majority of the lease footprint is defined by a perimeter fence that surrounds a gravel-covered area with a small concrete pad within it. Also included is a gravel drive with locked gates at each end that extends on the east side to South First Avenue, providing access to the facility. The facility is located along the Clinch River and an inlet of the river that forms its southern boundary. To the east, west, and north, the lease footprint is surrounded by DOE property. Preparation of this report included the review of government records, title documents, historic aerial photos, visual and physical inspections of the property and adjacent properties, and interviews with current and former employees involved in the operations on the real property to identify any areas on the property where hazardous substances and petroleum products or their derivatives and acutely hazardous wastes were known to have been released or disposed. Radiological surveys were conducted and chemical samples were collected to assess the facility's condition.

    The Business Energy Financing (BEF) program offered commercial businesses in Michigan affordable financing options and other incentives designed to support energy efficiency improvements. We worked through partnerships with Michigan utilities, lenders, building contractors, trade associations, and other community organizations to offer competitive interest rates and flexible financing terms to support energy efficiency projects that otherwise would not have happened. The BEF program targeted the retail food market, including restaurants, grocery stores, convenience stores, and wholesale food vendors, with the goal of achieving energy efficiency retrofits for 2 percent of the target market. We offered low interest rates, flexible payments, easy applications and approval processes, and access to other incentives and rebates. Through these efforts, we sought to help customers strive for energy savings retrofits that would save 20 percent or more on their energy use. This program helped Michigan businesses reduce costs by financing energy efficient lighting, heating and cooling systems, insulation, refrigeration, equipment upgrades, and more. Businesses completed the upgrades with the help of our authorized contractors, and, through our lending partners, we provided affordable financing options.

    Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

    This article investigates the correlation structure of the global crude oil market using the daily returns of 71 oil price time series across the world from 1992 to 2012. We identify from the correlation matrix six clusters of time series exhibiting evident geographical traits, which supports Weiner's (1991) regionalization hypothesis of the global oil market. We find that intra-cluster pairs of time series are highly correlated while inter-cluster pairs have relatively low correlations. Principal component analysis shows that most eigenvalues of the correlation matrix locate outside the prediction of the random matrix theory and these deviating eigenvalues and their corresponding eigenvectors contain rich economic information. Specifically, the largest eigenvalue reflects a collective effect of the global market, other four largest eigenvalues possess a partitioning function to distinguish the six clusters, and the smallest eigenvalues highlight the pairs of time series with the largest correlation coefficie...

The unrestricted transaction value was $7.15 per pound U3O8, and the restricted value was $10.25. In the enrichment services market, the unrestricted SWU value remained fixed at $68.00 per SWU, while the unrestricted value increased by a dollar to $84.00 per SWU.     The 105-K East (KE) Basin Ion Exchange Column (IXC) cells, lead caves, and the surrounding vault are to be removed as necessary components in implementing ''Hanford Federal Facility Agreement and Consent Order'' (Ecology et al. 2003) milestone M-034-32 (Complete Removal of the K East Basin Structure). The IXCs consist of six units located in the KE Basin, three in operating positions in cells and three stored in a lead cave. Methods to remove the IXCs from the KE Basin were evaluated in KBC-28343, ''Disposal of K East Basin Ion Exchange Column Evaluation''. The method selected for removal was grouting the six IXCs into a single monolith for disposal at the Environmental Restoration Disposal Facility (ERDF). Grout will be added to the IXC cells, IXC lead caves containing spent IXCs, and in the spaces between the lead cave walls and metal skin, to immobilize the contaminants, provide self-shielding, minimize void space, and provide a structurally stable waste form. The waste to be offered for disposal is the encapsulated monolith defined by the exterior surfaces of the vault and the lower surface of the underlying slab. This document presents summary of the data quality objective (DQO) process establishing the decisions and data required to support decision-making activities for the disposition of the IXC monolith. The DQO process is completed in accordance with the seven-step planning process described in EPA QA/G-4, ''Guidance for the Data Quality Objectives Process'', which is used to clarify and study objectives; define the appropriate type, quantity, and quality of data; and support defensible decision-making. The DQO process involves the following steps: (1) state the problem; (2) identify the decision; (3) identify the inputs to the decision; (4) define the boundaries of the study; (5) develop a decision rule (DR); (6) specify tolerable limits on decision errors; and (7) optimize the design for obtaining data.

    A comprehensive analysis is presented of industrial markets potential for direct use of geothermal energy by a total of six industry sectors: food and kindred products; tobacco manufactures; textile mill products; lumber and wood products (except furniture); chemicals and allied products; and leather and leather products. A brief statement is presented regarding sectors of the economy and major manufacturing processes which can readily utilize direct geothermal energy. Previous studies on plant location determinants are summarized and appropriate empirical data provided on plant locations. Location determinants and potential for direct use of geothermal resources are presented. The data was gathered through interviews with 30 senior executives in the six sectors of economy selected for study. Probable locations of plants in geothermal resource areas and recommendations for geothermal resource marketing are presented. Appendix A presents factors which impact on industry location decisions.     This report presents results from a study conducted to determine the toxicity of Mercury in soils sediments samples. Mice were fed via diet, soils and sediment, from various locations along the East Fork Poplar creek. Tissue distribution of pollutants was determined at various intervals. The tissue level relative to toxicity was used to determine the effect of a complex matrix on the gastrointestinal absorption and tissue distribution of the pollutants (other pollutants included cadmium and selenium).

    A helicopter magnetic survey was conducted in August 2007 over 15.6 sq mi at the Naval Petroleum Reserve No. 3’s (NPR-3) Teapot Dome Field near Casper, Wyoming. The survey’s purpose was to accurately locate wells drilled there during more than 90 years of continuous oilfield operation. The survey was conducted at low altitude and with closely spaced flight lines to improve the detection of wells with weak magnetic response and to increase the resolution of closely spaced wells. The survey was in preparation for a planned CO2 flood for EOR, which requires a complete well inventory with accurate locations for all existing wells. The magnetic survey was intended to locate wells missing from the well database and to provide accurate locations for all wells. The ability of the helicopter magnetic survey to accurately locate wells was accomplished by comparing airborne well picks with well locations from an intense ground search of a small test area.

Offshore tracts in the deepwater Jurassic trend that stretches along the edge of the Baltimore Canyon trough captured the interest and most of the high bids. The tracts offered for the sale occupy 1.4 million acres of offshore territory located between 64 to 113 miles off Atlantic City to Virginia's Assateaque Island. Recent USGS estimates have reported there may be 962 million barrels of oil and 7.6 trillion cubic feet of natural gas in the 253 tracts on sale. Far to the south the giant power plants around Leipzig pour more dust and sulfur dioxide into the air than in any other country in Europe. More than 90% of the country's electricity comes from brown coal, accompanied by prodigious quantities of dust and sulfur dioxide: almost 6 million tones of sulfur dioxide and more than 2 million tones of dust in 1988. East Germany enjoys some of the cheapest energy in the world, and the world's third highest energy consumption per capita, behind the United States, and Canada.     A new type of toroidal long Radiation Stripline Antenna (RSA) is presented, which can effectively improve antenna radiation, leading in reduction of max voltage on transmission line and decrease of the sensitivity to ELM's of the ICRF system at some frequencies. Based on the new concept, a 4-straps RSA is proposed for EAST device. Using 3-D computing simulator code (HFSS), RF current distribution, S-parameters and electromagnetic field distribution on and near the RSA ICRF antenna are analyzed and compared with present ICRF antenna on EAST.
