    The Plug-In Hybrid Electric Vehicle (PHEV) Market Introduction Study Workshop was attended by approximately forty representatives from various stakeholder organizations. The event took place at the Hotel Helix in Washington, D.C. on December 1-2, 2008. The purpose of this workshop was to follow-up last year s PHEV Value Proposition Study, which showed that indeed, a viable and even thriving market for these vehicles can exist by the year 2030. This workshop aimed to identify immediate action items that need to be undertaken to achieve a successful market introduction and ensuing large market share of PHEVs in the U.S. automotive fleet.

This annual workshop provides a focal point for government, industry, energy efficiency organizations, utilities, municipalities, designers, specifiers, retailers, distributors, and others to share updates and insights on the successful market introduction of high-quality, energy-efficient SSL solutions.

The objectives of the workshop were to communicate within the energy storage community regarding the costs, benefits, and technical status of various technology options; to explore and elucidate the evolving roles of energy storage in a more dynamic and competitive power and energy marketplace; and to discuss the optimum federal role in this area. The goals of the workshop were fully realized through knowledgeable and insightful presentations and vigorous discussion, which are summarized.

    Oak Ridge National Laboratory (ORNL), Sentech, Inc., Pacific Northwest National Laboratory (PNNL)/University of Michigan Transportation Research Institute (UMTRI), and the U.S. Department of Energy (DOE) have conducted a Plug-in Hybrid Electric Vehicle (PHEV) Market Introduction Study to identify and assess the effect of potential policies, regulations, and temporary incentives as key enablers for a successful market debut. The timeframe over which market-stimulating incentives would be implemented - and the timeframe over which they would be phased out - are suggested. Possible sources of revenue to help fund these mechanisms are also presented. In addition, pinch points likely to emerge during market growth are identified and proposed solutions presented. Finally, modeling results from ORNL's Market Acceptance of Advanced Automotive Technologies (MA3T) Model and UMTRI's Virtual AutoMotive MarketPlace (VAMMP) Model were used to quantify the expected effectiveness of the proposed policies and to recommend a consensus strategy aimed at transitioning what begins as a niche industry into a thriving and sustainable market by 2030. The primary objective of the PHEV Market Introduction Study is to identify the most effective means for accelerating the commercialization of PHEVs in order to support national energy and economic goals. Ideally, these mechanisms would maximize PHEV sales while minimizing federal expenditures. To develop a robust market acceleration program, incentives and policies must be examined in light of: (1) clarity and transparency of the market signals they send to the consumer; (2) expenditures and resources needed to support them; (3) expected impacts on the market for PHEVs; (4) incentives that are compatible and/or supportive of each other; (5) complexity of institutional and regulatory coordination needed; and (6) sources of funding.

    The U.S. Department of Energy/National Nuclear Security Administration (DOE/NNSA) hosted a workshop from May 4-22, 2009, on the fundamental elements of international safeguards. Entitled "A Technical Training Workshop on International Safeguards," the workshop introduced post-graduate students from Malaysia, Vietnam, Indonesia, Thailand, Morocco, Egypt, Algeria and Tunisia to the fundamental issues and best practices associated with international safeguards and encouraged them to explore potential career paths in safeguards. Workshops like these strengthen the international safeguards regime by promoting the development of a "safeguards culture" among young nuclear professionals within nascent nuclear countries. While this concept of safeguards culture is sometimes hard to define and even harder to measure, this paper will demonstrate that the promotion of safeguards cultures through workshops like these justifies the investment of U.S. taxpayer dollars.

The workshop was held as part of a multiyear effort sponsored by the California Institute for Energy Efficiency, and the California Energy Commission. It is part of a project that concentrates on improving energy efficiency in Laboratory type facilities including cleanrooms. The project targets the broad market of laboratory and cleanroom facilities, and thus cross-cuts many different industries and institutions.     Recent progress with fuel cell electric vehicles (FCEVs) has focused attention on hydrogen infrastructure as a critical commercialization barrier. With major automakers focused on 2015 as a target timeframe for global FCEV commercialization, the window of opportunity is short for establishing a sufficient network of hydrogen stations to support large-volume vehicle deployments. This report describes expert feedback on the market readiness of hydrogen infrastructure technology from two activities.

    On June 11, 2003, representatives from universities, federal and state government agencies, Department of Energy national laboratories, and the private sector attended a one-day workshop in Washington, DC. The objective of the workshop was to review and provide input into DOE's assessment of the market for advanced sensors and controls technology and potential R&D pathways to enhance their success in the buildings market place. The workshop consisted of two sessions. During the morning session, participants were given an overview on the following topics: market assessment, current applications and strategies for new applications, sensors and controls, networking, security, and protocols and standards, and automated diagnostics, performance measurement, commissioning and optimal control and tools. In the sessions, workshop participants were asked to review the potential R&D pathways, identify high priority activities, and outline a five year path for each of these activities. Priorities were as follows: largest and quickest impact; best use of finite resources; greatest likelihood for market penetration; and ability to replicate results. The participants identified several promising R&D opportunities.

    The Quantitative Risk Assessment (QRA) Toolkit Introduction Workshop was held at Energetics on June 11-12. The workshop was co-hosted by Sandia National Laboratories (Sandia) and HySafe, the International Association for Hydrogen Safety. The objective of the workshop was twofold: (1) Present a hydrogen-specific methodology and toolkit (currently under development) for conducting QRA to support the development of codes and standards and safety assessments of hydrogen-fueled vehicles and fueling stations, and (2) Obtain feedback on the needs of early-stage users (hydrogen as well as potential leveraging for Compressed Natural Gas [CNG], and Liquefied Natural Gas [LNG]) and set priorities for %E2%80%9CVersion 1%E2%80%9D of the toolkit in the context of the commercial evolution of hydrogen fuel cell electric vehicles (FCEV). The workshop consisted of an introduction and three technical sessions: Risk Informed Development and Approach; CNG/LNG Applications; and Introduction of a Hydrogen Specific QRA Toolkit.

    The paper and presentations compiled in this volume form the Proceedings of the fourth in a series of Workshops sponsored by Solar Energy Research Institute (SERI/DOE) under the general theme of photovoltaic module reliability during the period 1986--1990. The reliability Photo Voltaic (PV) modules/systems is exceedingly important along with the initial cost and efficiency of modules if the PV technology has to make a major impact in the power generation market, and for it to compete with the conventional electricity producing technologies. The reliability of photovoltaic modules has progressed significantly in the last few years as evidenced by warranties available on commercial modules of as long as 12 years. However, there is still need for substantial research and testing required to improve module field reliability to levels of 30 years or more. Several small groups of researchers are involved in this research, development, and monitoring activity around the world. In the US, PV manufacturers, DOE laboratories, electric utilities and others are engaged in the photovoltaic reliability research and testing. This group of researchers and others interested in this field were brought together under SERI/DOE sponsorship to exchange the technical knowledge and field experience as related to current information in this important field. The papers presented here reflect this effort.

    On April 9--11, 1997, the Department of Energy`s Office of Worker and Community Transition convened its fifth National Stakeholder Workshop. The workshop addressed a wide range of work force restructuring and community transition issues critical to the future success of the Department. Two important elements of the meeting were: (1) reviewing progress made on the challenges identified during the March 1996f stakeholder`s meeting in Atlanta, Georgia; and (2) identifying areas that needed priority attention during the early months of the second Clinton Administration. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues.     Biopower is electricity produced from a wide range of biomass (organic materials found in wood, plants, agricultural waste and other materials). Biomass is a base load renewable energy source with high availability for electricity production. To explore opportunities for biopower in the United States, the U.S. Department of Energy (DOE), Office of Energy Efficiency and Renewable Energy Biomass Program conducted the Biopower Technical Strategy Workshop in Denver, Colorado, on December 2–3, 2009. This report summarizes the results of the workshop, which focused on challenges to the expanded use of biopower and the possible solutions, including technology research, development, and demonstration (RD&D) as well as policies and other market transformation mechanisms.

    On June 17--18, 1998, the Department of Energy`s (DOE) Office of Worker and Community Transition convened its sixth National Stakeholder Workshop at the Ramada Plaza Hotel Old Town in Alexandria, Virginia. Approximately 325 stakeholders attended representing DOE headquarters and field offices, contractors, labor organizations, state and local government, education and community interest groups. The meeting addressed the progress made on the issues and challenges identified at the last stakeholder`s meeting in Oakland, California on April 9--11, 1997. Also discussed were the full range of the Department`s work force issues and creative solutions to the inherent challenges of simultaneously implementing the Department`s post Cold-War mission, work force restructuring guidance, contract reform objectives, asset disposition, performance-based management requirements, and business process improvement policies. The format of the Workshop included several plenary sessions and a number of small group discussion sessions. The small group sessions focused on topics related to labor issues, work force restructuring, work force planning, community transition, and employee concerns. The sessions provided a wide range of views on worker and community transition issues. The plenary sessions of the Workshop included presentations on the following topics: welcome and introductions; opening remarks; building a better labor-management relationship; keynote speech from Secretary of Energy Federico Pena; meeting tomorrow`s challenges (early site closures); harnessing the contracting process to encourage local growth; and, the British experience in economic conversion.

    The US Department of Energy (DOE) and the California Energy Commission (CEC) held a program planning workshop on March 4--5, 1997 in Sacramento, California on the subject of a flexible, midsize gas turbine (FMGT). The workshop was also co-sponsored by the Electric Power Research Institute (EPRI), the Gas Research Institute (GRI), the Gas Turbine Association (GTA), and the Collaborative Advanced Gas Turbine Program (CAGT). The purpose of the workshop was to bring together a broad cross section of knowledgeable people to discuss the potential benefits, markets, technical attributes, development costs, and development funding approaches associated with making this new technology available in the commercial marketplace. The participants in the workshop included representatives from the sponsoring organizations, electric utilities, gas utilities, independent power producers, gas turbine manufacturers, gas turbine packagers, and consultants knowledgeable in the power generation field. Thirteen presentations were given on the technical and commercial aspects of the subject, followed by informal breakout sessions that dealt with sets of questions on markets, technology requirements, funding sources and cost sharing, and links to other programs.

    Since the November 1993 Flywheel Workshop, there has been a major surge of interest in Flywheel Energy Storage. Numerous flywheel programs have been funded by the Advanced Research Projects Agency (ARPA), by the Department of Energy (DOE) through the Hybrid Vehicle Program, and by private investment. Several new prototype systems have been built and are being tested. The operational performance characteristics of flywheel energy storage are being recognized as attractive for a number of potential applications. Programs are underway to develop flywheels for cars, buses, boats, trains, satellites, and for electric utility applications such as power quality, uninterruptible power supplies, and load leveling. With the tremendous amount of flywheel activity during the last two years, this workshop should again provide an excellent opportunity for presentation of new information. This workshop is jointly sponsored by ARPA and DOE to provide a review of the status of current flywheel programs and to provide a forum for presentation of new flywheel technology. Technology areas of interest include flywheel applications, flywheel systems, design, materials, fabrication, assembly, safety & containment, ball bearings, magnetic bearings, motor/generators, power electronics, mounting systems, test procedures, and systems integration.     This is the summary report of the third annual Optical Networking Testbed Workshop (ONT3), which brought together leading members of the international advanced research community to address major challenges in creating next generation communication services and technologies. Networking research and development (R&D) communities throughout the world continue to discover new methods and technologies that are enabling breakthroughs in advanced communications. These discoveries are keystones for building the foundation of the future economy, which requires the sophisticated management of extremely large qualities of digital information through high performance communications. This innovation is made possible by basic research and experiments within laboratories and on specialized testbeds. Initial network research and development initiatives are driven by diverse motives, including attempts to solve existing complex problems, the desire to create powerful new technologies that do not exist using traditional methods, and the need to create tools to address specific challenges, including those mandated by large scale science or government agency mission agendas. Many new discoveries related to communications technologies transition to wide-spread deployment through standards organizations and commercialization. These transition paths allow for new communications capabilities that drive many sectors of the digital economy. In the last few years, networking R&D has increasingly focused on advancing multiple new capabilities enabled by next generation optical networking. Both US Federal networking R&D and other national R&D initiatives, such as those organized by the National Institute of Information and Communications Technology (NICT) of Japan are creating optical networking technologies that allow for new, powerful communication services. Among the most promising services are those based on new types of multi-service or hybrid networks, which use new optical networking technologies. Several years ago, when many of these optical networking research topics were first being investigated, they were the subject of controversial debate. The new techniques challenged many long-held concepts related to architecture and technology. However, today all major networking organizations are transitioning toward infrastructure that incorporates these new concepts. This progress has been assisted through the series of Optical Networking Testbed Workshops (ONT). The first (ONT1) outlined a general framework of key issues and topics and developed a series of recommendations (www.nren.nasa.gov/workshop7). The second (ONT2) developed a common vision of optical network technologies, services, infrastructure, and organizations (www.nren.nasa.gov/workshop8). Processes that allow for a common vision encourage widespread deployment of these types of resources among advanced networking communities. Also, such a shared vision enables key concepts and technologies to migrate from basic research testbeds to wider networking communities. The ONT-3 workshop built on these earlier activities by expanding discussion to include additional considerations of the international interoperability and of greater impact of optical networking technology on networking in general. In accordance with this recognition, the workshop confirmed that future-oriented research and development is indispensable to fundamentally change the current Internet architecture to create a global network incorporating completely new concepts. The workshop also recognized that the first priority to allow for this progress is basic research and development, including international collaborative activities, which are important for the global realization of interoperability of a new generation architecture.

    The Advanced Power Electronics Interfaces for Distributed Energy Workshop, sponsored by the California Energy Commission Public Interest Energy Research program and organized by the National Renewable Energy Laboratory, was held Aug. 24, 2006, in Sacramento, Calif. The workshop provided a forum for industry stakeholders to share their knowledge and experience about technologies, manufacturing approaches, markets, and issues in power electronics for a range of distributed energy resources. It focused on the development of advanced power electronic interfaces for distributed energy applications and included discussions of modular power electronics, component manufacturing, and power electronic applications.

    The extended abstracts which are submitted here present a summary of the proceedings of the 6th International Workshop/12th LH Gray Workshop: Microbeam Probes of Cellular Radiation Response, held at St. Catherine's College, University of Oxford, UK on March, 29th-31st, 2003. In 1993 the 4th LH Gray Workshop entitled ''Microbeam Probes of Cellular Radiation Response'' was held at the Gray Cancer Institute in Northwood. This was organized by Prof BD Michael, Dr M. Folkard and Dr KM Prise and brought together 40 participants interested in developing and applying new microbeam technology to problems in radiation biology (1). The workshop was an undoubted success and has spawned a series of subsequent workshops every two years. In the past, these workshops have been highly successful in bringing together groups interested in developing and applying micro-irradiation techniques to the study of cell and tissue damage by ionizing radiations. Following the first microbeam workshop, there has been a rapid growth in the number of centres developing radiobiology microbeams, or planning to do so and there are currently 15-20 worldwide. Much of the recent research using microbeams has used them to study low-dose effects and ''non-targeted'' responses such bystander effects, genomic instability and adaptive responses. The goal of the 6th workshop was to build on our knowledge of the development of microbeam approaches and the application to radiation biology in the future with the meeting stretching over a 3 day period. Over 80 participants reviewed the current state of radiobiology microbeam research worldwide and reported on new technological developments both in the fields of physics and biology.

    The workshop was held to discuss the status of marketing ocean energy information and to develop an understanding of information needs and how to satisfy them. Presentations were made by the Solar Energy Research Institute (SERI) staff and media consultants about the effective use of audio-visual and print products, the mass media, and audience needs. Industry and government representatives reported on current efforts in each of their communication programs and outlined future plans. Four target audiences (DOE contractors, researchers, influencers, and general public) were discussed with respect to developing priorities for projects to enhance the commercialization of ocean energy technology.

    The most recent conceptual design manual for the Relativistic Heavy Ion Collider (RHIC) at Brookhaven was published in May 1986 (BNL 51932). The purpose of this workshop was to review the design specifications in this RHIC reference manual, and to discuss in detail possible improvements in machine performance by addressing four main areas. These areas are beam-beam interactions, stochastic cooling, rf and bunch instabilities. The contents of this proceedings are as follows. Following an overview of the workshop, in which the motivation and goals are discussed in detail, transcripts of the first day talks are given. Many of these transcripts are copies of the original transparencies presented at the meeting. The following four sections contain contributed papers, that resulted from discussions at the workshop within each of the four working groups. In addition, there is a group summary for each of the four working groups at the beginning of each section. Finally, a list of participants is given.

    At the request of the Department of Energy (DOE) Office of Science (SC), Lawrence Livermore National Laboratory (LLNL) hosted a two-day Risk Management Techniques and Practice (RMTAP) workshop held September 18-19 at the Hotel Nikko in San Francisco. The purpose of the workshop, which was sponsored by the SC/Advanced Scientific Computing Research (ASCR) program and the National Nuclear Security Administration (NNSA)/Advanced Simulation and Computing (ASC) program, was to assess current and emerging techniques, practices, and lessons learned for effectively identifying, understanding, managing, and mitigating the risks associated with acquiring leading-edge computing systems at high-performance computing centers (HPCCs). Representatives from fifteen high-performance computing (HPC) organizations, four HPC vendor partners, and three government agencies attended the workshop. The overall workshop findings were: (1) Standard risk management techniques and tools are in the aggregate applicable to projects at HPCCs and are commonly employed by the HPC community; (2) HPC projects have characteristics that necessitate a tailoring of the standard risk management practices; (3) All HPCC acquisition projects can benefit by employing risk management, but the specific choice of risk management processes and tools is less important to the success of the project; (4) The special relationship between the HPCCs and HPC vendors must be reflected in the risk management strategy; (5) Best practices findings include developing a prioritized risk register with special attention to the top risks, establishing a practice of regular meetings and status updates with the platform partner, supporting regular and open reviews that engage the interests and expertise of a wide range of staff and stakeholders, and documenting and sharing the acquisition/build/deployment experience; and (6) Top risk categories include system scaling issues, request for proposal/contract and acceptance testing, and vendor technical or business problems. HPC, by its very nature, is an exercise in multi-level risk management. Every aspect of stewarding HPCCs into the petascale era, from identification of the program drivers to the details of procurement actions and simulation environment component deployments, represents unprecedented challenges and requires effective risk management. The fundamental purpose of this workshop was to go beyond risk management processes as such and learn how to weave effective risk management practices, techniques, and methods into all aspects of migrating HPCCs into the next generation of leadership computing systems. This workshop was a follow-on to the Petascale System Integration Workshop hosted by Lawrence Berkeley National Laboratory (LBNL)/NERSC last year. It was intended to leverage and extend the risk management experience of the participants by looking for common best practices and unique processes that have been especially successful. This workshop assessed the effectiveness of tools and techniques that are or could be helpful in HPCC risk management, with a special emphasis on how practice meets process. As the saying goes: 'In theory, there is no difference between theory and practice. In practice there is'. Finally, the workshop brought together a network of experts who shared information as technology moves into the petascale era and beyond.

Their vital work in the field of Occupational Medicine encompasses medical qualification examinations, injury and illness management, disability management, workers’ compensation, and much more.

    The attendance at the Workshop was similar to last year's with 123 registered participants of which 22 represented 8 foreign countries. A record number of technical papers (about 60) were submitted for presentation at the Workshop. The Program Committee, therefore, decided to have several parallel sessions to accommodate most of the papers. This format proved unpopular and will not be repeated. Many of the participants felt that the Workshop lost some of its unique qualities by having parallel sessions. The Workshop has always been held near the middle of December during examination week at Stanford. This timing was reviewed in an open discussion at the Workshop. The Program Committee subsequently decided to move the Workshop to January. The Tenth Workshop will be held on January 22-24, 1985. The theme of the Workshop this year was ''field developments worldwide''. The Program Committee addressed this theme by encouraging participants to submit field development papers, and by inviting several international authorities to give presentations at the Workshop. Field developments in at least twelve countries were reported: China, El Salvador, France, Greece, Iceland, Italy, Japan, Kenya, Mexico, New Zealand, the Philippines, and the United States. There were 58 technical presentations at the Workshop, of which 4 were not made available for publication. Several authors submitted papers not presented at the Workshop. However, these are included in the 60 papers of these Proceedings. The introductory address was given by Ron Toms of the U.S. Department of Energy, and the banquet speaker was A1 Cooper of Chevron Resources Company. An important contribution was made to the Workshop by the chairmen of the technical sessions.     This Conference, which was the sixth held since 1984, is a key technology-transfer activity supported by the ongoing Combustion Equipment Technology program at BNL, and is aimed at providing a forum for the exchange of information among international researchers, engineers, manufacturers, and marketers of oil-fired space-conditioning equipment. The objectives of the Conference were to: Identify and evaluate the state-of-the-art and recommend; new initiatives to satisfy consumer needs cost-effectively, reliably, and safely; Foster cooperation among federal and industrial representatives with the common goal of national security via energy conservation. The 1991 Oil Technology Conference comprised: (a) two plenary sessions devoted to presentations and summations by public and private sector representatives from the United States, Europe, and Canada; and, (b) four workshops which focused on mainstream issues in oil-heating technology.
