    The European power grid can be divided into several market areas where the price of electricity is determined in a day-ahead auction. Market participants can provide continuous hourly bid curves and combinatorial bids with associated quantities given the prices. The goal of our auction is to maximize the economic surplus of all participants subject to transmission constraints and the existence of linear prices. In general strict linear prices do not exist in non-convex markets. Therefore we enforce the existence of linear prices where no one incurs a loss and only combinatorial bids might see a not realized gain. The resulting optimization problem is an MPEC that can not be solved efficiently by a standard solver. We present an exact algorithm and a fast heuristic for this type of problem. Both algorithms decompose the MPEC into a master MIP and price subproblems (LPs). The modeling technique and the algorithms are applicable to all MIP based combinatorial auctions.

    The correct application of the expansivity and compressibility of brine fluids under the influence of temperature and pressure is needed to calculate the actual hydrostatic pressure in a well. Well operations can benefit by reducing unintentional overbalance, lessening fluid losses, and lowering recommended fluid densities, hence reducing fluid costs. Since the early 1970s, the effects of temperature and pressure on the density of clear brine fluids have been questioned. As early as 1973, studies were started to define density loss with increased temperature in zinc bromide brines. This article describes a continuing study, begun in 1978, which has characterized the expansivity and compressibility of single salt brine solutions, such as are used in workover and completion fluids.

    DOE-RL has set clear expectations for a cost-effective approach for achieving compliance with the Nuclear Safety Management requirements (10 CFR 830, Nuclear Safety Rule) which will ensure long-term benefit to Hanford. To facilitate implementation of these expectations, tools were developed to streamline and standardize safety analysis and safety document development resulting in a shorter and more predictable DOE approval cycle. A Hanford Safety Analysis and Risk Assessment Handbook (SARAH) was issued to standardized methodologies for development of safety analyses. A Microsoft Excel spreadsheet (RADIDOSE) was issued for the evaluation of radiological consequences for accident scenarios often postulated for Hanford. A standard Site Documented Safety Analysis (DSA) detailing the safety management programs was issued for use as a means of compliance with a majority of 3009 Standard chapters. An in-process review was developed between DOE and the Contractor to facilitate DOE approval and provide early course correction. As a result of setting expectations and providing safety analysis tools, the four Hanford Site waste management nuclear facilities were able to integrate into one Master Waste Management Documented Safety Analysis (WM-DSA).

  5. MI Gap Clearing Kicker Magnet Design Review

    The kicker system requirements were originally conceived for the NOvA project. NOvA is a neutrino experiment located in Minnesota. To achieve the desired neutrino flux several upgrades are required to the accelerator complex. The Recycler will be used as a proton pre-injector for the Main Injector (MI). As the Recycler is the same size as the MI, it is possible to do a single turn fill ({approx}11 {micro}sec), minimizing the proton injection time in the MI cycle and maximizing the protons on target. The Recycler can then be filled with beam while the MI is ramping to extract beam to the target. To do this requires two new transfer lines. The existing Recycler injection line was designed for 10{pi} pbar beams, not the 20{pi} proton beams we anticipate from the Booster. The existing Recycler extraction line allows for proton injection through the MI, while we want direct injection from the Booster. These two lines will be decommissioned. The new injection line from the MI8 line into the Recycler will start at 848 and end with injection kickers at RR104. The new extraction line in the RR30 straight section will start with a new extraction kicker at RR232 and end with new MI injection kickers at MI308. Finally, to reduce beam loss activation in the enclosure, a new gap clearing kicker will be used to extract uncaptured beam created during the slip stack injection process down the existing dump line. It was suggested that the MI could benefit from this type of system immediately. This led to the early installation of the gap clearing system in the MI, followed by moving the system to Recycler during NOvA. The specifications also changed during this process. Initially the rise and fall time requirements were 38 ns and the field stability was {+-}1%. The 38 ns is based on having a gap of 2 RF buckets between injections. (There are 84 RF buckets that can be filled from the Booster for each injection, but 82 would be filled with beam. MI and Recycler contain 588 RF buckets.) A rough cost/benefit analysis showed that increasing the number of empty buckets to 3 decreased the kicker system cost by {approx}30%. This could be done while not extending the running time since this is only a 1% reduction in protons per pulse, hence the rise and fall time are now 57 ns. Additionally, the {+-}1% tolerance would have required a fast correction kicker while {+-}3% could be achieved without this kicker. The loosened tolerance was based on experience on wide band damping systems in the MI. A higher power wideband damping system is a better use of the resources as it can be used to correct for multiple sources of emittance growth. Finally, with the use of this system for MI instead of Recycler, the required strength grew from 1.2 mrad to 1.7 mrad. The final requirements for this kicker are listed.

    Extensive mapping of neuronal connections in the central nervous system requires high-throughput um-scale imaging of large volumes. In recent years, different approaches have been developed to overcome the limitations due to tissue light scattering. These methods are generally developed to improve the performance of a specific imaging modality, thus limiting comprehensive neuroanatomical exploration by multimodal optical techniques. Here, we introduce a versatile brain clearing agent (2,2'-thiodiethanol; TDE) suitable for various applications and imaging techniques. TDE is cost-efficient, water-soluble and low-viscous and, more importantly, it preserves fluorescence, is compatible with immunostaining and does not cause deformations at sub-cellular level. We demonstrate the effectiveness of this method in different applications: in fixed samples by imaging a whole mouse hippocampus with serial two-photon tomography; in combination with CLARITY by reconstructing an entire mouse brain with light sheet microscopy...

    We propose a method to distinguish between cloudy, hazy, and clear sky (free of clouds and hazes) exoplanet atmospheres that could be applicable to upcoming large aperture space- and ground-based telescopes such as the James Webb Space Telescope (JWST) and the European Extremely Large Telescope (E-ELT). These facilities will be powerful tools for characterizing transiting exoplanets, but only after a considerable amount of telescope time is devoted to a single planet. A technique that could provide a relatively rapid means of identifying haze-free targets (which may be more valuable targets for characterization) could potentially increase the science return for these telescopes. Our proposed method utilizes broadband observations of refracted light in the out-of-transit spectrum. Light refracted through an exoplanet atmosphere can lead to an increase of flux prior to ingress and subsequent to egress. Because this light is transmitted at pressures greater than those for typical cloud and haze layers, the detection of refracted light could indicate a cloud- or haze-free atmosphere. A detection of refracted light could be accomplished in <10 hr for Jovian exoplanets with JWST and <5 hr for super-Earths/mini-Neptunes with E-ELT. We find that this technique is most effective for planets with equilibrium temperatures between 200 and 500 K, which may include potentially habitable planets. A detection of refracted light for a potentially habitable planet would strongly suggest the planet was free of a global cloud or haze layer, and therefore a promising candidate for follow-up observations.

    Clear sky models estimate the terrestrial solar radiation under a cloudless sky as a function of the solar elevation angle, site altitude, aerosol concentration, water vapor, and various atmospheric conditions. This report provides an overview of a number of global horizontal irradiance (GHI) clear sky models from very simple to complex. Validation of clear-sky models requires comparison of model results to measured irradiance during clear-sky periods. To facilitate validation, we present a new algorithm for automatically identifying clear-sky periods in a time series of GHI measurements. We evaluate the performance of selected clear-sky models using measured data from 30 different sites, totaling about 300 site-years of data. We analyze the variation of these errors across time and location. In terms of error averaged over all locations and times, we found that complex models that correctly account for all the atmospheric parameters are slightly more accurate than other models, but, primarily at low elevations, comparable accuracy can be obtained from some simpler models. However, simpler models often exhibit errors that vary with time of day and season, whereas the errors for complex models vary less over time.

To reduce costs associated with wet FGD, Dravo Lime Company has developed the ThioClear process. ThioClear is an ex-situ forced oxidation magnesium-enhanced lime FGD process. ThioClear process differs from the conventional magnesium-enhanced lime process in that the recycle liquor has minimal suspended solids and the by-products are wallboard quality gypsum and magnesium hydroxide, an excellent reagent for water treatment. The process has demonstrated sulfur dioxide removal efficiencies of +95% in both a vertical spray scrubber tower and a horizontal absorber operating at gas velocities of 16 fps, respectively. This report details the optimization studies and associated economics from testing conducted at Dravo Lime Company`s pilot plant located at the Miami Fort Station of the Cincinnati Gas and Electric Company.

    In competitive electricity markets, the vertically integrated utilities that were responsible for ensuring system reliability in their own service territories, or groups of territories, often cease to exist. Typically, the burden falls to an independent system operator (ISO) to insure that enough ancillary services (AS) are available for safe, stable, and reliable operation of the grid, typically defined, in part, as compliance with officially approved engineering specifications for minimum levels of AS. In order to characterize the behavior of market participants (generators, retailers, and an ISO) in a competitive electricity market with reliability requirements, we model a spot market for electricity and futures markets for both electricity and AS. By assuming that each participant seeks to maximize its expected utility of wealth and that all markets clear, we solve for the optional quantities of electricity and AS traded in each market by all participants, as well as the corresponding market-clearing prices. We show that future prices for both electricity and AS depend on expectations of the spot price, statistical aspects of system demand, and production cost parameters. More important, our model captures the fact that electricity and AS are substitute products for the generators, implying that anticipated changes in the spot market will affect the equilibrium futures positions of both electricity and AS. We apply our model to the California electricity and AS markets to test its viability.

  5. Clear sky atmosphere at cm-wavelengths from climatology data

    We utilise ground-based, balloon-born and satellite climatology data to reconstruct site and season-dependent vertical profiles of precipitable water vapour (PWV). We use these profiles to numerically solve radiative transfer through the atmosphere, and derive atmospheric brightness temperature ($T_{\\rm atm}$) and optical depth ($\\tau$) at the centimetre wavelengths. We validate the reconstruction by comparing the model column PWV, with photometric measurements of PWV, performed in the clear sky conditions towards the Sun. Based on the measurements, we devise a selection criteria to filter the climatology data to match the PWV levels to the expectations of the clear sky conditions. We apply the reconstruction to the location of the Polish 32-metre radio telescope, and characterise $T_{\\rm atm}$ and $\\tau$ year-round, at selected frequencies.     Hourly global and diffuse irradiation and corresponding surface meteorological data have been analyzed for the seven Canadian stations at Edmonton, Goose Bay, Montreal, Port Hardy, Resolute, Toronto, and Winnipeg. The variation of the most probable clear hour values of clearness index k{sub t}, diffuse index k{sub d}, direct beam index k{sub b}, and Angstrom turbidity coefficient {beta} with solar elevation, atmospheric precipitable water, and snow depth are obtained. Values of these quantities are presented which are consistent with the attenuation and scattering of solar radiation by the atmosphere which is expected. The most probable values of {beta} tend to be lower than the average values of {beta} recently reported by Gueymard. The data indicate a drift in the calibration of the instruments used for measurements of the irradiation data for the stations at Goose Bay and Resolute. The data for the other five stations indicate that the instrument calibration is maintained over the years of the data. 4 refs., 8 figs., 5 tabs.

The added thickness of the dielectric layer in selected areas allows lead connections to be made at the selected areas of greater dielectric thickness while substantially eliminating a risk of dielectric breakdown and failure at the lead connections, whereby the benign failure mode is preserved.

    This report describes an intercomparison of three popular broadband clear sky solar irradiance model results with measured data, as well as satellite-based model clear sky results compared to measured clear sky data. The authors conclude that one of the popular clear sky models (the Bird clear sky model developed by Richard Bird and Roland Hulstrom) could serve as a more accurate replacement for current satellite-model clear sky estimations. Additionally, the analysis of the model results with respect to model input parameters indicates that rather than climatological, annual, or monthly mean input data, higher-time-resolution input parameters improve the general clear sky model performance.

The paper summarizes the data for the last two decades: by fuel, by product, and by region. It focuses on OPEC and its members, examining the differences in behavior between its members and non-OPEC producers. The authors find that OPEC is clearly still relevant, if no longer very powerful.     As energy markets begin clearing at sub-hourly rates, their interaction with load control systems becomes a potentially important consideration. A simple model for the control of thermal systems using market-based power distribution strategies is proposed, with particular attention to the behavior and dynamics of electric building loads and distribution-level power markets. Observations of dynamic behavior of simple numerical model are compared to that of an aggregate continuous model. The analytic solution of the continuous model suggests important deficiencies in each. The continuous model provides very valuable insights into how one might design such load control system and design the power markets they interact with. We also highlight important shortcomings of the continuous model which we believe must be addressed using discrete models.

    This study presents BPA's market price forecasts for the Final Proposal, which are based on AURORA modeling. AURORA calculates the variable cost of the marginal resource in a competitively priced energy market. In competitive market pricing, the marginal cost of production is equivalent to the market-clearing price. Market-clearing prices are important factors for informing BPA's power rates. AURORA was used as the primary tool for (a) estimating the forward price for the IOU REP Settlement benefits calculation for fiscal years (FY) 2008 and 2009, (b) estimating the uncertainty surrounding DSI payments and IOU REP Settlements benefits, (c) informing the secondary revenue forecast and (d) providing a price input used for the risk analysis.     In world crude oil markets, 1987 was a year of limited recovery and relative stability after the dramatic price slide of early 1986. Both foreign and domestic crude thereafter, ending the year somewhat higher than a year ago. In contrast, product wholesale markets remained relatively stable throughout the year, while retail prices sustained a fairly steady increase. As has been the case for over a decade, major price movements in international oil markets generally reflected responses to actual or perceived changes in the policies of the Organization of Petroleum Exporting Countries (OPEC) and/or its members. The year began with prices on an upward trend, in reaction to the December 1986 OPEC meeting in which the members resolved to return to an official pricing structure (a departure from the market-based pricing of 1986), and to reduce output quotas. Prices continued to rise until August, when evidence of continued OPEC overproduction appeared to outweigh market optimism, triggering a gradual slide that lasted the remainder of the year. Even with the downturn in the fourth quarter, crude oil markets in 1987, as measured by refiner acquisition costs, finished the year above year-end 1986 levels, and considerably above the lows reached in mid-1986. OPEC's struggle to maintain stable prices and production levels in 1987 reflected the organization's difficulties in reaching and enforcing agreements among its politically and economically diverse membership. 11 figs., 49 tabs.

    Results of experimental attempts to produce an optically clear channel in a water cloud by evaporating the cloud droplets with a CO{sub 2} laser are presented. Using scattered light it is possible to visualize the clear channel produced. Measurements of the fraction of power transmitted through the channel at visible wavelengths give insight into the clearing mechanisms. The present data suggest that the water droplets explode in the process of clearing. A theoretical explanation of why this should occur is presented and predictions of the onset of droplet explosions are made. 4 refs., 5 figs.

    This study relies on extensive, existing survey data and new analyses to develop information that would help design a marketing plan to achieve energy conservation in new manufactured homes. Existing surveys present comprehensive information about regional manufactured home occupants and their homes that are relevant to a potential conservation marketing plan. An independent analysis of the cost-effectiveness of various efficiency improvements provides background information for designing a marketing plan. This analysis focuses on the economic impacts of alternative energy conservation options as perceived by the home owner. Identifying impediments to conservation investments is also very important in designing a marketing plan. A recent report suggests that financial constraints and the need for better information and knowledge about conservation pose the major conservation investment barriers. Since loan interest rates for new manufactured homes typically exceed site-built rates by a considerable amount and the buyers tend to have lower incomes, the economics of manufactured home conservation investments are likely to significantly influence their viability. Conservation information and its presentation directly influences the manufactured home buyer's decision. A marketing plan should address these impediments and their implications very clearly.     This paper develops optimal generator bidding strategies in a competitive electricity market. Starting from a generator’s cost curve, basic bidding concepts such as the break-even bid curve and the maximum profit bid curve can be readily derived. The maximum profit bid curve can be extended to account for generator availability and derating. In addition, multiple-segment block energy bids can be optimized based on the maximum profit curve and the probabilistic distribution of market clearing prices.

    The anticipated increase in variable renewable generation, such as wind and solar power, over the next several years has raised concerns about how system operators will maintain balance between electricity production and demand in the Western Interconnection, especially in its smaller balancing authority areas (BAAs). Given renewable portfolio standards in the West, it is possible that more than 50 gigawatts of wind capacity will be installed by 2020. Significant quantities of solar generation are likely to be added as well. Meanwhile, uncertainties about future load growth and challenges siting new transmission and generation resources may add additional stresses on the Western Interconnection of the future. One proposed method of addressing these challenges is an energy imbalance market (EIM). An EIM is a means of supplying and dispatching electricity to balance fluctuations in generation and load. It aggregates the variability of generation and load over multiple balancing areas (BAs).

    Power marketing refers to wholesale and retail transactions of electric power made by companies other than public power entities and the regulated utilities that own the generation and distribution lines. The growth in power marketing has been a major development in the electric power industry during the last few years, and power marketers are expected to realize even more market opportunities as electric industry deregulation proceeds from wholesale competition to retail competition. This Topical Issues Brief examines the nature of the power marketing business and its relationship with renewable power. The information presented is based on interviews conducted with nine power marketing companies, which accounted for almost 54% of total power sales by power marketers in 1995. These interviews provided information on various viewpoints of power marketers, their experience with renewables, and their respective outlooks for including renewables in their resource portfolios. Some basic differences exist between wholesale and retail competition that should be recognized when discussing power marketing and renewable power. At the wholesale level, the majority of power marketers stress the commodity nature of electricity. The primary criteria for developing resource portfolios are the same as those of their wholesale customers: the cost and reliability of power supplies. At the retail level, electricity may be viewed as a product that includes value-added characteristics or services determined by customer preferences.

    The Business Energy Financing (BEF) program offered commercial businesses in Michigan affordable financing options and other incentives designed to support energy efficiency improvements. We worked through partnerships with Michigan utilities, lenders, building contractors, trade associations, and other community organizations to offer competitive interest rates and flexible financing terms to support energy efficiency projects that otherwise would not have happened. The BEF program targeted the retail food market, including restaurants, grocery stores, convenience stores, and wholesale food vendors, with the goal of achieving energy efficiency retrofits for 2 percent of the target market. We offered low interest rates, flexible payments, easy applications and approval processes, and access to other incentives and rebates. Through these efforts, we sought to help customers strive for energy savings retrofits that would save 20 percent or more on their energy use. This program helped Michigan businesses reduce costs by financing energy efficient lighting, heating and cooling systems, insulation, refrigeration, equipment upgrades, and more. Businesses completed the upgrades with the help of our authorized contractors, and, through our lending partners, we provided affordable financing options.

    Through the SunShot Initiative, the U.S. Department of Energy (DOE) works with manufacturers, communities, states, utilities, and other partners to enable the solar market by reducing non-hardware balance-of-system (BOS) costs, developing a skilled workforce, and eliminating market barriers to widespread adoption of solar technologies. The DOE SunShot Initiative is a collaborative national initiative to make solar energy technologies cost-competitive with other forms of energy by reducing the cost of solar energy systems by about 75% by the end of the decade. Reducing the total installed cost for utility-scale solar electricity to roughly 6 cents per kilowatt hour without subsidies will result in rapid, large-scale adoption of solar electricity across the United States. Reaching this goal will re-establish American technological leadership, improve the nation's energy security, and strengthen U.S. economic competitiveness in the global clean energy race. SunShot will work to bring down the full cost of solar - including the costs of solar cells and installation by focusing on four main pillars: (1) Technologies for solar cells and arrays that convert sunlight to energy; (2) Electronics that optimize the performance of the installation; (3) Improvements in the efficiency of solar manufacturing processes; and (4) Installation, design, and permitting for solar energy systems.

    The Oil Market Simulation (OMS) model is a LOTUS 1-2-3 spreadsheet that simulates the world oil market. OMS is an annual model that projects the world oil market through the year 2010 from a data base that begins in 1979. The geographic coverage includes all market economies, with net imports from the centrally planned economies taken as an assumption. The model estimates the effects of price changes on oil supply and demand and computes an oil price path over nine that allows supply and demand to remain in balance within the market economies area as a whole. The input assumptions of OMS are highlighted (in color) on the spreadsheet and include the following: The capacity of the OPEC countries to produce petroleum liquids (crude oil, natural gas liquids, condensates, refinery gains); a reference case projection of regional oil supply and demand at some arbitrary reference path of oil prices over time. The reference case provided with this diskette is that used for EIA's latest base case in the International Energy Outlook 1992 DOE/EIA-0484(92). The demonstration requires an IBM PC (or compatible), preferably with a color monitor. The demonstration diskette is self-contained, with all the files needed to run the demonstration. It does not, however, have the DOS system files, so this diskette cannot be used to start (boot) the computer.

    The spot market price for uranium in unrestricted markets weakened further during March, and at month end, the NUEXCO Exchange Value had fallen $0.15, to $7.45 per pound U3O8. The Restricted American Market Penalty (RAMP) for concentrates increased $0.15, to $2.55 per pound U3O8. Ample UF6 supplies and limited demand led to a $0.50 decrease in the UF6 Value, to $25.00 per kgU as UF6, while the RAMP for UF6 increased $0.75, to $5.25 per kgU. Nine near-term uranium transactions were reported, totalling almost 3.3 million pounds equivalent U3O8. This is the largest monthly spot market volume since October 1992, and is double the volume reported in January and February. The March 31 Conversion Value was $4.25 per kgU as UF6. Beginning with the March 31 Value, NUEXCO now reports its Conversion Value in US dollars per kilogram of uranium (US$/kgU), reflecting current industry practice. The March loan market was inactive with no transactions reported. The Loan Rate remained unchanged at 3.0 percent per annum. Low demand and increased competition among sellers led to a one-dollar decrease in the SWU Value, to $65 per SWU, and the RAMP for SWU declined one dollar, to $9 per SWU.

    Los Alamos National Laboratory is currently planning to implement an americium recovery program. The americium, ordinarily isotopically pure 241Am, would be extracted from existing Pu materials, converted to an oxide and shipped to support fabrication of americium oxide-beryllium neutron sources. These operations would occur in the currently proposed Chloride Extraction and Actinide Recovery (CLEAR) line of glove boxes. This glove box line would be collocated with the currently-operational Experimental Chloride Extraction Line (EXCEL). The focus of this document is to provide an in-depth assessment of the currently planned radiation protection measures and to determine whether or not further design work is required to satisfy design-goal and ALARA requirements. Further, this document presents a history of americium recovery operations in the Department of Energy and high-level descriptions of the CLEAR line operations to provide a basis of comparison. Under the working assumptions adopted by this study, it was found that the evaluated design appears to mitigate doses to a level that satisfies the ALARA-in-design requirements of 10 CFR 835 as implemented by the Los Alamos National Laboratory procedure P121. The analyses indicate that extremity doses would also meet design requirements. Dose-rate calculations were performed using the radiation transport code MCNP5 and doses were estimated using a time-motion study developed in consort with the subject matter expert.     This is the final report of the project ''Integrated Outcrop and Subsurface Studies of the Interwell Environment of Carbonate Reservoirs: Clear Fork (Leonardian-Age) Reservoirs, West Texas and New Mexico'', Department of Energy contract no. DE-AC26-98BC15105 and is the third in a series of similar projects funded jointly by the U.S. Department of Energy and The University of Texas at Austin, Bureau of Economic Geology, Reservoir Characterization Research Laboratory for Carbonates. All three projects focus on the integration of outcrop and subsurface data for the purpose of developing improved methods for modeling petrophysical properties in the interwell environment. The first project, funded by contract no. DE-AC22-89BC14470, was a study of San Andres outcrops in the Algerita Escarpment, Guadalupe Mountains, Texas and New Mexico, and the Seminole San Andres reservoir, Permian Basin. This study established the basic concepts for constructing a reservoir model using sequence-stratigraphic principles and rock-fabric, petrophysical relationships. The second project, funded by contract no. DE-AC22-93BC14895, was a study of Grayburg outcrops in the Brokeoff Mountains, New Mexico, and the South Cowden Grayburg reservoir, Permian Basin. This study developed a sequence-stratigraphic succession for the Grayburg and improved methods for locating remaining hydrocarbons in carbonate ramp reservoirs. The current study is of the Clear Fork Group in Apache Canyon, Sierra Diablo Mountains, West Texas, and the South Wasson Clear Fork reservoir, Permian Basin. The focus was on scales of heterogeneity, imaging high- and low-permeability layers, and the impact of fractures on reservoir performance. In this study (1) the Clear Fork cycle stratigraphy is defined, (2) important scales of petrophysical variability are confirmed, (3) a unique rock-fabric, petrophysical relationship is defined, (4) a porosity method for correlating high-frequency cycles and defining rock-fabric flow layers is described, (5) Clear Fork fractures are described and geomechanical modeling of fractures is investigated, and (6) most importantly, new statistical methods are developed for scaleup of petrophysical properties from the core to the layer scale and for retaining stratigraphic layering in simulation models.

    Global markets trading rights to emit greenhouse gases are now actively considered by the United Nations. This leads to a new phenomenon: environmental markets in a global scale. Is this new, or are these markets simply a global manifestation of a trend towards market solutions? This paper will show that there is a fundamental difference between global environmental markets and standard stock exchanges. Because the atmosphere of the planet is one and the same for all, these markets trade {open_quotes}public goods{close_quotes} which are, however, privately produced. These are different from all the goods that are traded in markets today. Efficiency in these markets dictates different rules, involving a more equitable allocation of property rights on environmental use, and this requires new institutional arrangements. There is a need for a new institution, an International Bank for Environmental Settlements (IBES), which can lead to organized trading and ensures market integrity and efficiency.

    Seven uranium transactions totalling nearly three million pounds equivalent U3O8 were reported during May, but only two, totalling less than 200 thousand pounds equivalent U3O8, involved concentrates. As no discretionary buying occurred during the month, and as near-term supply and demand were in relative balance, prices were steady, while both buyers and sellers appeared to be awaiting some new market development to signal the direction of future spot-market prices. The May 31, 1993, Exchange Value and the Restricted American market Penalty (RAMP) for concentrates were both unchanged at $7.10, and $2.95 per pound U3O8, respectively. NUEXCO's judgement was that transactions for significant quantities of uranium concentrates that were both deliverable in and intended for consumption in the USA could have been concluded on May 31 at $10.05 per pound U3O8. Two near-term concentrate transactions were reported in which one US utility purchased less than 200 thousand pounds equivalent U3O8 from two separate sellers. These sales occurred at price levels at or near the May 31 Exchange Value plus RAMP. No long-term uranium transactions were reported during May. Consequently, the UF6 Value decreased $0.20 to $24.30 per kgU as UF6, reflecting some weakening of the UF6 market outside the USA.

    An inexpensive, optical position sensor for measuring a position or length, x, along a one-dimensional curvilinear, coordinate system. The sensor can be used, for example, to determine the position of an interface between a clear and an opaque fluid (such as crude oil and water). In one embodiment, the sensor utilizes the principle of dual-fluorescence, where a primary fiber emits primary fluorescent light and a parallel secondary fiber collects a portion of the primary fluorescent light that is not blocked by the opaque fluid. This, in turn, excites secondary fluorescence in the secondary fiber at a longer wavelength. A light detector measures the intensity of secondary fluorescence emitted from an end of the secondary fiber, which is used to calculate the unknown position or length, x. Side-emitting fibers can be used in place of, or in addition to, fluorescent fibers. The all-optical sensor is attractive for applications involving flammable liquids.

    We describe the cryogenic half-wave plate rotation mechanisms built for and used in Spider, a polarization-sensitive balloon-borne telescope array that observed the Cosmic Microwave Background at 95 GHz and 150 GHz during a stratospheric balloon flight from Antarctica in January 2015. The mechanisms operate at liquid helium temperature in flight. A three-point contact design keeps the mechanical bearings relatively small but allows for a large (305 mm) diameter clear aperture. A worm gear driven by a cryogenic stepper motor allows for precise positioning and prevents undesired rotation when the motors are depowered. A custom-built optical encoder system monitors the bearing angle to an absolute accuracy of 0.1 degrees. The system performed well in Spider during its successful 16 day flight.

    Transmission spectroscopy to date has detected atomic and molecular absorption in Jupiter-sized exoplanets, but intense efforts to measure molecular absorption in the atmospheres of smaller (Neptune-sized) planets during transits have revealed only featureless spectra. From this it was concluded that the majority of small, warm planets evolve to sustain high mean molecular weights, opaque clouds, or scattering hazes in their atmospheres, obscuring our ability to observe the composition of these atmospheres. Here we report observations of the transmission spectrum of HAT-P-11b (~4 Earth radii) from the optical to the infrared. We detected water vapour absorption at 1.4 micrometre wavelength. The amplitude of the water absorption (approximately 250 parts-per- million) indicates that the planetary atmosphere is predominantly clear down to ~1 mbar, and sufficiently hydrogen-rich to exhibit a large scale height.   1. Demand Response in U.S. Electricity Markets: Empirical Evidence

    Empirical evidence concerning demand response (DR) resources is needed in order to establish baseline conditions, develop standardized methods to assess DR availability and performance, and to build confidence among policymakers, utilities, system operators, and stakeholders that DR resources do offer a viable, cost-effective alternative to supply-side investments. This paper summarizes the existing contribution of DR resources in U.S. electric power markets. In 2008, customers enrolled in existing wholesale and retail DR programs were capable of providing ~;;38,000 MW of potential peak load reductions in the United States. Participants in organized wholesale market DR programs, though, have historically overestimated their likely performance during declared curtailments events, but appear to be getting better as they and their agents gain experience. In places with less developed organized wholesale market DR programs, utilities are learning how to create more flexible DR resources by adapting legacy load management programs to fit into existing wholesale market constructs. Overall, the development of open and organized wholesale markets coupled with direct policy support by the Federal Energy Regulatory Commission has facilitated new entry by curtailment service providers, which has likely expanded the demand response industry and led to product and service innovation.
