    This paper presents the results of energy market analysis sponsored by the Department of Energy's (DOE) Weatherization and International Program (WIP) within the Office of Energy Efficiency and Renewable Energy (EERE). The analysis was conducted by a team of DOE laboratory experts from the National Renewable Energy Laboratory (NREL), Oak Ridge National Laboratory (ORNL), and Pacific Northwest National Laboratory (PNNL), with additional input from Lawrence Berkeley National Laboratory (LBNL). The analysis was structured to identify those markets and niches where government can create the biggest impact by informing management decisions in the private and public sectors. The analysis identifies those markets and niches where opportunities exist for increasing energy efficiency and renewable energy use.

    The potential economic benefits of the growing renewable energy sector have led to increased federal, state, and local investments in solar industries, including federal grants for expanded workforce training for U.S. solar installers. However, there remain gaps in the data required to understand the size and composition of the workforce needed to meet the demand for solar power. Through primary research on the U.S. solar installation employer base, this report seeks to address that gap, improving policymakers and other solar stakeholders understanding of both the evolving needs of these employers and the economic opportunity associated with solar market development. Included are labor market data covering current U.S. employment, expected industry growth, and employer skill preferences for solar installation-related occupations. This study offers an in-depth look at the solar installation sectors. A study published by the Solar Foundation in October 2011 provides a census of labor data across the entire solar value chain.

    Reducing greenhouse gas (GHG) emissions also influences air quality. We simulate the co-benefits of global GHG reductions on air quality and human health via two mechanisms: a) reducing co-emitted air pollutants, and b) slowing climate change and its effect on air quality. Relative to a reference scenario, global GHG mitigation in the RCP4.5 scenario avoids 0.50.2, 1.30.6, and 2.21.6 million premature deaths in 2030, 2050, and 2100, from changes in fine particulate matter and ozone. Global average marginal co-benefits of avoided mortality are $40-400 (ton CO2)-1, exceeding marginal abatement costs in 2030 and 2050, and within the low range of costs in 2100. East Asian co-benefits are 10-80 times the marginal cost in 2030. These results indicate that transitioning to a low-carbon future might be justified by air quality and health co-benefits.

    he focus of this report is TRL/MRL analysis of hydrogen storage; it documents the methodology and results of an effort to identify hydrogen storage technologies technical and manufacturing readiness for early market motive and non-motive applications and to provide a path forward toward commercialization. Motive applications include materials handling equipment (MHE) and ground support equipment (GSE), such as forklifts, tow tractors, and specialty vehicles such as golf carts, lawn mowers and wheel chairs. Non-motive applications are portable, stationary or auxiliary power units (APUs) and include portable laptops, backup power, remote sensor power, and auxiliary power for recreational vehicles, hotels, hospitals, etc. Hydrogen storage technologies assessed include metal hydrides, chemical hydrides, sorbents, gaseous storage, and liquid storage. The assessments are based on a combination of Technology Readiness Level (TRL) and Manufacturing Readiness Level (MRL) designations that enable evaluation of hydrogen storage technologies at varying levels of development. The manufacturing status could be established from eight risk elements: Technical Maturity, Design, Materials, Cost & Funding, Process Capability, Personnel, Facilities and Manufacturing Planning. This approach provides a logical methodology and roadmap to enable the identification of hydrogen storage technologies, their advantages/disadvantages, gaps and R&D needs on an unbiased and transparent scale that is easily communicated to interagency partners. This technology readiness assessment (TRA) report documents the process used to conduct the TRA/MRA (technology and manufacturing readiness assessment), reports the TRL and MRL for each assessed technology and provides recommendations based on the findings.     A number of important conclusions can be drawn as a result of this broad, first-phase market evaluation. The more important conclusions include the following: (1) A very significant market opportunity will exist for specialized outdoor air-handling units (SOAHUs) as more construction and renovation projects are designed to incorporate the recommendations made by the ASHRAE 62-1989 standard. Based on this investigation, the total potential market is currently $725,000,000 annually (see Table 6, Sect. 3). Based on the market evaluations completed, it is estimated that approximately $398,000,000 (55%) of this total market could be served by DBC systems if they were made cost-effective through mass production. Approximately $306,000,000 (42%) of the total can be served by a non-regenerated, desiccant-based total recovery approach, based on the information provided by this investigation. Approximately $92,000,000 (13%) can be served by a regenerated desiccant-based cooling approach (see Table 7, Sect. 3). (2) A projection of the market selling price of various desiccant-based SOAHU systems was prepared using prices provided by Trane for central-station, air-handling modules currently manufactured. The wheel-component pricing was added to these components by SEMCO. This resulted in projected pricing for these systems that is significantly less than that currently offered by custom suppliers (see Table 4, Sect. 2). Estimated payback periods for all SOAHU approaches were quite short when compared with conventional over-cooling and reheat systems. Actual paybacks may vary significantly depending on site-specific considerations. (3) In comparing cost vs benefit of each SOAHU approach, it is critical that the total system design be evaluated. For example, the cost premium of a DBC system is very significant when compared to a conventional air handling system, yet the reduced chiller, boiler, cooling tower, and other expense often equals or exceeds this premium, resulting in a

    In this paper, an agent-based modeling and simulation (ABMS) approach is used to model the German wholesale electricity market. The spot market prices in the European Energy Exchange (EEX) are studied as the wholesale market prices. Each participant in the market is modeled as an individual rationality-bounded agent whose objective is to maximize its own profit. By simulating the market clearing process, the interaction among agents is captured. The market clearing price formed by agentspsila production cost bidding is regarded as the reference marginal cost. The gap between the marginal cost and the real market price is measured as an indicator of possible market power exertion. Various bidding strategies such as physical withholding and economic withholding can be simulated to represent strategic bidding behaviors of the market participants. The preliminary simulation results show that some generation companies (GenCos) are in the position of exerting market power by strategic bidding.

Relying primarily on surveys and interviews of US green power marketers, the article examines the role of specific regulatory and legislative policies in enabling the green market, and searches for those policies that are believed by marketers to be the most conducive or detrimental to the expansion of the green market. The authors find that marketers: (1) believe that profitable green power markets will only develop if a solid foundation of supportive policies exists; (2) believe that establishing overall price competition and encouraging customer switching are the top priorities; (3) are somewhat leery of government-sponsored or mandated public information programs; and (4) oppose three specific renewable energy policies that are frequently advocated by renewable energy enthusiasts, but that may have negative impacts on the green marketers' profitability. The stated preferences of green marketers shed light on ways to foster renewables by means of the green market. Because the interests of marketers do not coincide perfectly with those of society, however, the study also recognizes other normative perspectives and highlights policy tensions at the heart of current debates related to green markets. By examining these conflicts, they identify three key policy questions that should direct future research: (1) to what extent should price competition and customer switching be encouraged at the expense of cost shifting; (2) what requirements should be imposed to ensure credibility in green products and marketing; and (3) how should the green power market and broader renewable energy policies interact?

    China will account for about half of the new construction globally in the coming decade. Its floorspace doubled from 1996 to 2011, and Chinese rural buildings alone have as much floorspace as all of U.S. residential buildings. Building energy consumption has also grown, increasing by over 40% since 1990. To curb building energy demand, the Chinese government has launched a series of policies and programs. Combined, this growth in buildings and renovations, along with the policies to promote green buildings, are creating a large market for energy efficiency products and services. This report assesses the impact of China’s policies on building energy efficiency and on the market for energy efficiency in the future. The first chapter of this report introduces the trends in China, drawing on both historical analysis, and detailed modeling of the drivers behind changes in floorspace and building energy demand such as economic and population growth, urbanization, policy. The analysis describes the trends by region, building type and energy service. The second chapter discusses China’s policies to promote green buildings. China began developing building energy codes in the 1980s. Over time, the central government has increased the stringency of the code requirements and the extent of enforcement. The codes are mandatory in all new buildings and major renovations in China’s cities, and they have been a driving force behind the expansion of China’s markets for insulation, efficient windows, and other green building materials. China also has several other important policies to encourage efficient buildings, including the Three-Star Rating System (somewhat akin to LEED), financial incentives tied to efficiency, appliance standards, a phasing out of incandescent bulbs and promotion of efficient lighting, and several policies to encourage retrofits in existing buildings.     While it has been recognized that actions reducing greenhouse gas (GHG) emissions can have significant positive and negative impacts on human health through reductions in ambient fine particulate matter (PM2.5) concentrations, these impacts are rarely taken into account when analyzing specific policies. This study presents a new framework for estimating the change in health outcomes resulting from implementation of specific carbon dioxide (CO2) reduction activities, allowing comparison of different sectors and options for climate mitigation activities. Our estimates suggest that in the year 2020, the reductions in adverse health outcomes from lessened exposure to PM2.5 would yield economic benefits in the range of $6 to $14 billion (in 2008 USD), depending on the specific activity. This equates to between $40 and $93 per metric ton of CO2 in health benefits. Specific climate interventions will vary in the health co-benefits they provide as well as in potential harms that may result from their implementation. Rigorous assessment of these health impacts is essential for guiding policy decisions as efforts to reduce GHG emissions increase in scope and intensity.

    The purpose of this report is to fully assess the heating fuel crisis from a broader and longer-term perspective. Using EIA final, monthly data, in conjunction with credible information from non-government sources, the pricing phenomena exhibited by heating fuels in late December 1989 and early January 1990 are described and evaluated in more detail and more accurately than in the interim report. Additionally, data through February 1990 (and, in some cases, preliminary figures for March) make it possible to assess the market impact of movements in prices and supplies over the heating season as a whole. Finally, the longer time frame and the availability of quarterly reports filed with the Securities and Exchange Commission make it possible to weigh the impact of revenue gains in December and January on overall profits over the two winter quarters. Some of the major, related issues raised during the House and Senate hearings in January concerned the structure of heating fuel markets and the degree to which changes in this structure over the last decade may have influenced the behavior and financial performance of market participants.     In large part, FERC's determination of market power is based on an analysis that focuses on the ability of power suppliers to foreclose' other potential power suppliers by withholding transmission access to the buyer. The authors believe that this analysis is flawed because the conditions it considers are neither necessary nor sufficient for the existence of market power. That is, it is possible that market-based rates can be subject to market power even if no transmission supplier has the ability to foreclose some power suppliers; conversely, it is possible that no market power exists despite the ability to foreclose other suppliers. This paper provides a critical analysis of FERC's market-power determinations. The concept of market power is defined and its relationship to competition is discussed in Section 1, while a framework for evaluating the existence of market power is presented in Section 2. In Section 3, FERC's recent order in Terra Comfort is examined using this framework. A brief preview of FERC's order in TECO Power Services comprises Section 4. It addresses four main issues: the efficiency of the operation of American oil markets during oil supply crises; the problems of both economic efficiency and social equity which arise during the American adaptation process; the propriety of the Federal government's past policy responses to these problems; and the relationship between perceptions of the problems caused by world oil crises and the real economic natures of these problems. Specifically, Chapter 1 presents a theoretical discussion of the effects of a world supply disruption on the price level and supply availability of the world market oil to any consuming country including the US Chapter 2 provides a theoretical and empirical analysis of the efficiency of the adaptations of US oil product markets to higher world oil prices.     Demand response and dynamic pricing programs are expected to play increasing roles in the modern Smart Grid environment. While direct load control of end-use loads has existed for decades, price driven response programs are only beginning to be explored at the distribution level. These programs utilize a price signal as a means to control demand. Active markets allow customers to respond to fluctuations in wholesale electrical costs, but may not allow the utility to control demand. Transactive markets, utilizing distributed controllers and a centralized auction can be used to create an interactive system which can limit demand at key times on a distribution system, decreasing congestion. With the current proliferation of computing and communication resources, the ability now exists to create transactive demand response programs at the residential level. With the combination of automated bidding and response strategies coupled with education programs and customer response, emerging demand response programs have the ability to reduce utility demand and congestion in a more controlled manner. This paper will explore the effects of a residential double-auction market, utilizing transactive controllers, on the operation of an electric power distribution system.

    In an attempt to reproduce and study the dynamics of financial markets, a random agent-based financial price model is developed and investigated by the finite-range multitype contact dynamic system, in which the interaction and dispersal of different types of investment attitudes in a stock market are imitated by viruses spreading. With different parameters of birth rates and finite-range, the normalized return series are simulated by Monte Carlo simulation method and numerical studied by power-law distribution analysis and autocorrelation analysis. To better understand the nonlinear dynamics of the return series, a q-order autocorrelation function and a multi-autocorrelation function are also defined in this work. The comparisons of statistical behaviors of return series from the agent-based model and the daily historical market returns of Shanghai Composite Index and Shenzhen Component Index indicate that the proposed model is a reasonable qualitative explanation for the price formation process of stock market systems.

    In late summer 1996, in response to relatively low inventory levels and tight world oil markets, prices for crude oil, natural gas, and products derived from both began to increase rapidly ahead of the winter heating season. Various government and private sector forecasts indicated the potential for supply shortfalls and sharp price increases, especially in the event of unusually severe winter weather. Following a rapid runup in gasoline prices in the spring of 1996, public concerns were mounting about a possibly similar situation in heating fuels, with potentially more serious consequences. In response to these concerns, the Energy Information Administration (EIA) participated in numerous briefings and meetings with Executive Branch officials, Congressional committee members and staff, State Energy Offices, and consumers. EIA instituted a coordinated series of actions to closely monitor the situation and inform the public. This study constitutes one of those actions: an examination of propane supply, demand, and price developments and trends.

    Electricity is a vital part of our daily life; therefore it is important to avoid irregularities such as the California Electricity Crisis of 2000 and 2001. In this work, we seek to predict anomalies using advanced machine learning algorithms. These algorithms are effective, but computationally expensive, especially if we plan to apply them on hourly electricity market data covering a number of years. To address this challenge, we significantly accelerate the computation of the Gaussian Process (GP) for time series data. In the context of a Change Point Detection (CPD) algorithm, we reduce its computational complexity from O($n^{5}$) to O($n^{2}$). Our efficient algorithm makes it possible to compute the Change Points using the hourly price data from the California Electricity Crisis. By comparing the detected Change Points with known events, we show that the Change Point Detection algorithm is indeed effective in detecting signals preceding major events.

  9. Investigation into the use of market segmentation analysis in transportation energy planning

    This research explores the application of market-segmentation analysis in transportation energy planning. The study builds on the concepts of market segmentation developed in the marketing literature to suggest a strategy of segmentation analysis for use in transportation planning. Results of the two statewide telephone surveys conducted in 1979 and 1980 for the New York State Department of Transportation are used as the data base for identifying target segments. Subjects in these surveys were asked to indicate which of 18 energy conservation actions had been implemented over the prior year to conserve gasoline. These responses serve as the basis for segmentation. Two alternative methods are pursued in identifying target market segments for purposes of transportation energy planning. The first approach consists of the application of conventional multivariate analysis procedures. The second method exploits the principles of latent trait or modern test theory. Results of the conventional analysis suggest that the data collected can be divided into eight segments. Results of the application of latent trait theory identify three market segments. Results of this study may be used to design future responses to energy shortages in addition to suggesting strategies to be pursued in measuring consumer response.

One can also perform more limited optimizations along either the two dimensional spending/reliability or spending/utilization frontiers. Although the authors mainly discuss optimizing existing domestic plants, frontier analysis could easily be applied to an electric producer's plants or acquisition targets internationally.     During the past decade, the U.S. has experienced a surplus gas supply. Future prospects are brightening because of increased estimates of the potential size of undiscovered gas reserves. At the same time, U.S. oil reserves and production have steadily declined, while oil imports have steadily increased. Reducing volume growth of crude oil imports was a key objective of the Energy Policy Act of 1992. Natural gas could be an important alternative energy source to liquid products derived from crude oil to help meet market demand. The purpose of this study was to (1) analyze three energy markets to determine whether greater use could be made of natural gas or its derivatives and (2) determine whether those products could be provided on an economically competitive basis. The following three markets were targeted for possible increases in gas use: transportation fuels, power generation, and chemical feedstock. Gas-derived products that could potentially compete in these three markets were identified, and the economics of the processes for producing those products were evaluated. The processes considered covered the range from commercial to those in early stages of process development. The analysis also evaluated the use of both high-quality natural gas and lower-quality gases containing CO{sub 2} and N{sub 2} levels above normal pipeline quality standards.

    Does large scale penetration of renewable generation such as wind and solar power pose economic and operational burdens on the electricity system? A number of studies have pointed to the potential benefits of renewable generation as a hedge against the volatility and potential escalation of fossil fuel prices. Research also suggests that the lack of correlation of renewable energy costs with fossil fuel prices means that adding large amounts of wind or solar generation may also reduce the volatility of system-wide electricity costs. Such variance reduction of system costs may be of significant value to consumers due to risk aversion. The analysis in this report recognizes that the potential value of risk mitigation associated with wind generation and natural gas generation may depend on whether one considers the consumer's perspective or the investor's perspective and whether the market is regulated or deregulated. We analyze the risk and return trade-offs for wind and natural gas generation for deregulated markets based on hourly prices and load over a 10-year period using historical data in the PJM Interconnection (PJM) from 1999 to 2008. Similar analysis is then simulated and evaluated for regulated markets under certain assumptions.

    This report provides supplemental information to the assessment of target markets provided in Appendix A of the 2012 Next Generation Nuclear Plant (NGNP) Industry Alliance (NIA) business plan [NIA 2012] for deployment of High Temperature Gas-Cooled Reactors (HTGRs) in the 2025 – 2050 time frame. This report largely reiterates the [NIA 2012] assessment for potential deployment of 400 to 800 HTGR modules (100 to 200 HTGR plants with 4 reactor modules) in the 600-MWt class in North America by 2050 for electricity generation, co-generation of steam and electricity, oil sands operations, hydrogen production, and synthetic fuels production (e.g., coal to liquids). As the result of increased natural gas supply from hydraulic fracturing, the current and historically low prices of natural gas remain a significant barrier to deployment of HTGRs and other nuclear reactor concepts in the U.S. However, based on U.S. Department of Energy (DOE) Energy Information Agency (EIA) data, U.S. natural gas prices are expected to increase by the 2030 – 2040 timeframe when a significant number of HTGR modules could be deployed. An evaluation of more recent EIA 2013 data confirms the assumptions in [NIA 2012] of future natural gas prices in the range of approximately $7/MMBtu to $10/MMBtu during the 2030 – 2040 timeframe. Natural gas prices in this range will make HTGR energy prices competitive with natural gas, even in the absence of carbon-emissions penalties. Exhibit ES-1 presents the North American projections in each market segment including a characterization of the market penetration logic. Adjustments made to the 2012 data (and reflected in Exhibit ES-1) include normalization to the slightly larger 625MWt reactor module, segregation between steam cycle and more advanced (higher outlet temperature) modules, and characterization of U.S. synthetic fuel process applications as a separate market segment.

The NAC/NACx/NAX process can convert aqueous radioactive nitrate-laden waste to a glass, ceramic, or grout solid waste form. The tasks include, but are not limited to, the following: Identify current commercial technologies to meet hazardous and radiological waste disposal requirements. The technologies may be thermal or non-thermal but must be all inclusive (i.e., must convert a radionuclide-containing nitrate waste with a pH around 12 to a stable form that can be disposed at permitted facilities); evaluate and compare DOE-sponsored vitrification, grouting, and minimum additive waste stabilization projects for life-cycle costs; compare the technologies above with respect to material costs, capital equipment costs, operating costs, and operating efficiencies.     Meaningful competition in electric energy will be achieved only if roadblocks to operation of competitive markets at the federal and state levels are removed. The Schaefer bill has stimulated helpful activity among the states, but it adds impediments as it removes them and would frustrate the functioning of open markets. The movement away from government regulation of the electric power industry is a worldwide phenomenon, which, increasingly, is being driven by technological factors that are conducive to competition. Electricity markets have increased in size, bringing in new competitors and reducing concentration. Moreover, the development of low-cost, small-scale generation technologies makes entry easy and the exercise of market power difficult. Thus, the electricity market is ready for real deregulation. The introduction of competition into this market offers the promise of billions of dollars annually in economic benefits for electricity consumers.

    The market for small wind systems in the United States, often defined as systems less than or equal to 100 kW that produce power on the customer side of the meter, is small but growing steadily. The installed capacity of domestic small wind systems in 2002 was reportedly 15-18 MW, though the market is estimated to be growing by as much as 40 percent annually (AWEA, 2002). This growth is driven in part by recent technology advancements and cost improvements and, perhaps more importantly, by favorable policy incentives targeted at small wind systems that are offered in several states. Currently, over half of all states have incentive policies for which residential small wind installations are eligible. These incentives range from low-interest loan programs and various forms of tax advantages to cash rebates that cover as much as 60 percent of the total system cost for turbines 10 kW or smaller installed in residential applications. Most of these incentives were developed to support a ran ge of emerging renewable technologies (most notably photovoltaic systems), and were therefore not specifically designed with small wind systems in mind. As such, the question remains as to which incentive types provide the greatest benefit to small wind systems, and how states might appropriately set the level and type of incentives in the future. Furthermore, given differences in incentive types and levels across states, as well as variations in retail electricity rates and other relevant factors, it is not immediately obvious which states offer the most promising markets for small wind turbine manufacturers and installers, as well as potential residential system owners. This paper presents results from a Berkeley Lab analysis of the impact of existing and proposed state and federal incentives on the economics of grid-connected, residential small wind systems.     The Western Area Power Administration (Western) was founded by the Department of Energy Organization Act of 1977 to market and transmit federal hydroelectric power in 15 western states outside the Pacific Northwest, which is served by the Bonneville Power Administration. Western is divided into four independent Customer Service Regions including the Sierra Nevada Region (Sierra Nevada), the focus of this report. The Central Valley Project (CVP) and the Washoe Project provide the primary power resources marketed by Sierra Nevada. Sierra Nevada also purchases and markets power generated by the Bonneville Power Administration, Pacific Gas and Electric (PG&E), and various power pools. Sierra Nevada currently markets approximately 1,480 megawatts of power to 77 customers in northern and central California. These customers include investor-owned utilities, public utilities, government agencies, military bases, and irrigation districts. Methods and conclusions from an economic analysis are summarized concerning distributional effects of alternative actions that Sierra Nevada could take with it`s new marketing plan.

  4. Review of U.S. ESCO industry market trends: An empirical analysis of project data

    This article summarizes a comprehensive empirical analysis of U.S. Energy Service Company (ESCO) industry trends and performance. We employ two parallel analytical approaches: a comprehensive survey of firms to estimate total industry size and a database of {approx}1500 ESCO projects, from which we report target markets and typical project characteristics, energy savings and customer economics. We estimate that industry investment for energy-efficiency related services reached US $2 billion in 2000 following a decade of strong growth. ESCO activity is concentrated in states with high economic activity and strong policy support. Typical projects save 150-200 MJ/m2/year and are cost-effective with median benefit/cost ratios of 1.6 and 2.1 for institutional and private sector projects. The median simple payback time is 7 years among institutional customers; 3 years is typical in the private sector. Reliance on DSM incentives has decreased since 1995. Preliminary evidence suggests that state enabling policies have boosted the industry in medium-sized states. ESCOs have proven resilient in the face of restructuring and will probably shift toward selling ''energy solutions,'' with energy efficiency part of a package. We conclude that a private sector energy-efficiency services industry that targets large commercial and industrial customers is viable and self-sustaining with appropriate policy support both financial and non-financial.

Both of these systems are fully integrated with the energy usage of the building and have potential for significant market penetration in the US. (KEI) in order to help the Department of Energy (DOE) determine the merit of continued biosorption research funding. However, in the event that funding is continued, it is also intended to help the researchers in their efforts to develop a better uranium-removal process. This report (1) provides a comparison of DOE sites that may utilize aqueous-stream, uranium-removal biosorption technology, (2) presents a comparison of the biosorption and ion exchange processes, and (3) establishes performance criteria by which the project can be measured. It also attempts to provide focus for biosorbent ground-water-remediation research and to ask questions that need to be answered. This report is primarily a study of the US market for technologies that remove uranium from aqueous streams, but it also addresses the international market-particularly for Germany. Because KEI`s access to international market information is extremely limited, the material presented in this report represents a best effort to obtain this data. Although uranium-contaminated aqueous streams are a problem in other countries as well, the scope of this report is primarily limited to the US and Germany for two reasons: (1) Germany is the country of the biosorbent-CRADA partner and (2) time constraints.

    Understanding the diverse PHEV purchase behaviors among prospective new car buyers is key for designing efficient and effective policies for promoting new energy vehicle technologies. The ORNL MA3T model developed for the U.S. Department of Energy is described and used to project PHEV purchase probabilities by different consumers. MA3T disaggregates the U.S. household vehicle market into 1458 consumer segments based on region, residential area, driver type, technology attitude, home charging availability and work charging availability and is calibrated to the EIA s Annual Energy Outlook. Simulation results from MA3T are used to identify the more likely PHEV buyers and provide explanations. It is observed that consumers who have home charging, drive more frequently and live in urban area are more likely to buy a PHEV. Early adopters are projected to be more likely PHEV buyers in the early market, but the PHEV purchase probability by the late majority consumer can increase over time when PHEV gradually becomes a familiar product.   16. Hydrogen production and delivery analysis in US markets : cost, energy and greenhouse gas emissions.

    Hydrogen production cost conclusions are: (1) Steam Methane Reforming (SMR) is the least-cost production option at current natural gas prices and for initial hydrogen vehicle penetration rates, at high production rates, SMR may not be the least-cost option; (2) Unlike coal and nuclear technologies, the cost of natural gas feedstock is the largest contributor to SMR production cost; (3) Coal- and nuclear-based hydrogen production have significant penalties at small production rates (and benefits at large rates); (4) Nuclear production of hydrogen is likely to have large economies of scale, but because fixed O&M costs are uncertain, the magnitude of these effects may be understated; and (5) Given H2A default assumptions for fuel prices, process efficiencies and labor costs, nuclear-based hydrogen is likely to be more expensive to produce than coal-based hydrogen. Carbon taxes and caps can narrow the gap. Hydrogen delivery cost conclusions are: (1) For smaller urban markets, compressed gas delivery appears most economic, although cost inputs for high-pressure gas trucks are uncertain; (2) For larger urban markets, pipeline delivery is least costly; (3) Distance from hydrogen production plant to city gate may change relative costs (all results shown assume 100 km); (4) Pipeline costs may be reduced with system 'rationalization', primarily reductions in service pipeline mileage; and (5) Liquefier and pipeline capital costs are a hurdle, particularly at small market sizes. Some energy and greenhouse gas Observations: (1) Energy use (per kg of H2) declines slightly with increasing production or delivery rate for most components (unless energy efficiency varies appreciably with scale, e.g., liquefaction); (2) Energy use is a strong function of production technology and delivery mode; (3) GHG emissions reflect the energy efficiency and carbon content of each component in a production-delivery pathway; (4) Coal and natural gas production pathways have high energy consumption

    Hydrogen fuel cells can potentially reduce greenhouse gas emissions and the United States dependence on foreign oil, but issues with hydrogen storage are impeding their widespread use. To help overcome these challenges, this study analyzes opportunities for their near-term deployment in five categories of non-motive equipment: portable power, construction equipment, airport ground support equipment, telecom backup power, and man-portable power and personal electronics. To this end, researchers engaged end users, equipment manufacturers, and technical experts via workshops, interviews, and electronic means, and then compiled these data into meaningful and realistic requirements for hydrogen storage in specific target applications. In addition to developing these requirements, end-user benefits (e.g., low noise and emissions, high efficiency, potentially lower maintenance costs) and concerns (e.g., capital cost, hydrogen availability) of hydrogen fuel cells in these applications were identified. Market data show potential deployments vary with application from hundreds to hundreds of thousands of units.

    If commercialization of new technologies is the primary objective of the Department of Energy's Research, Development and Demonstration (RD and D) programs, the ultimate measure of benefit from RD and D programs is the extent of commercial acceptance of the developed technologies. Uncertainty about barriers to commercialization - government policy, fuel supply, etc. - make the task of estimating this acceptance very difficult. However, given that decisions must be made regarding allocation of RD and D funds, the best information available, with due regard for uncertainty, should serve as input to these decisions. An approach is presented for quantifying the range of market potential for new technologies (specifically in the utility sector) based on historical information and known plans for the future.

    The Northwest Power Pool (NWPP) Market Assessment Committee (MC) Initiative, which was officially launched on March 19, 2012, set out to explore a range of alternatives that could help the Balancing Authorities and scheduling utilities in the NWPP area address growing operational and commercial challenges affecting the regional power system. The MC formed an Analytical Team with technical representatives from each of the member Balancing Areas in the NWPP and with staff of Pacific Northwest National Laboratory (PNNL). This Analytical Team was instructed to conduct extensive studies of intra-hour operation of the NWPP system in the year 2020 and of the NWPP region with 14,671 MW of wind penetration. The effort utilized a sub-hourly production cost model (the PLEXOS® computer model) that inputs data from the Western Electricity Coordinating Council (WECC)-wide Production Cost Model (PCM) to evaluate potential production cost savings. The Analytical Team was given two general options to evaluate: •Energy Imbalance Market (EIM): establishment of an automated, organized NWPP area market for economically supplying energy imbalance within the hour. •Enhanced Market-Operational Tools (EMT) that might augment or replace an EIM. The Analytical The Analytical Team built on the WECC-wide PCM data from prior work done in the WECC and carried forward the evolution of the original WECC Transmission Expansion Planning Policy Committee (TEPPC) 2020 PC0 data base. A large number of modifications and improvements were made to this case and the data were subjected to extensive review by the team members to improve the model representation of the Northwest (NW). MC meetings that were open to the public were held for interested parties to review and provide input to the study.     A preliminary study was made of the potential for geothermal direct heat use in Arizona, California, Hawaii, and Nevada (Federal Region IX). The analysis for each state was performed by a different team, located in that state. For each state, the study team was asked to: (1) define the resource, based on the latest available data; (2) assess the potential market growth for geothermal energy; and (3) estimate the market penetration, projected to 2020. Each of the four states of interest in this study is unique in its own way. Rather than impose the same assumptions as to growth rates, capture rates, etc. on all of the study teams, each team was asked to use the most appropriate set of assumptions for its state. The results, therefore, should reflect the currently accepted views within each state. The four state reports comprise the main portion of this document.     This report discusses the examination of potential overseas markets for using small-scale, US-developed, advanced coal-combustion technologies (ACTs). In previous work, member countries of the Organization for Economic Cooperation and Development (OECD) were rated on their potential for using ACTs through a comprehensive screening methodology. The three most promising OECD markets were found to be Spain, Italy, and Turkey. This report provides in-depth analyses of these three selected countries. First, it addresses changes in the European Community with particular reference to the 1992 restructuring and its potential effect on the energy situation in Europe, specifically in the three subject countries. It presents individual country studies that examine demographics, economics, building infrastructures, and energy-related factors. Potential niches for ACTs are explored for each country through regional analyses. Marketing channels, strategies, and the trading environments in each country are also discussed. The information gathered indicates that Turkey is a most promising market, Spain is a fairly promising market, and Italy appears to be a somewhat limited market for US ACTs. 76 refs., 16 figs., 14 tabs.

    This study addresses the delineation of US coal market regions and their evolution since the 1973 Arab oil embargo. Dichotomizing into compliance (low sulfur) and high sulfur coal deliveries, market regions are generated for 1973, 1977, and 1983. Focus is restricted to steam coal shipments to electric utilities, which currently account for over 80% of the total domestic market. A two-stage method is used. First, cluster analyses are performed on the origin-destination shipments data to generate baseline regions. This is followed by multiple regression analyses on CIF delivered price data for 1983. Sensitivity analysis on the configuration of the regions is also conducted, and some thoughts on the behavior of coal markets conclude the paper. 37 references, 6 figures, 2 tables.

    This report documents the marketing campaign that has been designed for middle and high school students in New Mexico to increase interest in participation in national security careers at the National Nuclear Security Administration. This marketing campaign builds on the research that was previously conducted, as well as the focus groups that were conducted. This work is a part of the National Nuclear Security Preparedness Project (NSPP) being performed under a Department of Energy (DOE) / National Nuclear Security Administration (NNSA) grant. Outcome analysis was performed to determine appropriate marketing strategies. The analysis was based upon focus groups with middle school and high school students, student interactions, and surveys completed by students to understand and gauge student interest in Science, Technology, Engineering, and Math (STEM) subjects, interest in careers at NNSA, future job considerations, and student desire to pursue post-secondary education. Further, through the focus groups, students were asked to attend a presentation on NNSA job opportunities and employee requirements. The feedback received from the students was utilized to develop the focus and components of the marketing campaign.

    To examine how the financial crisis has impacted expectations of photovoltaic production, demand and pricing over the next several years, we surveyed the market forecasts of industry analysts that had issued projections in 2008 and 2009. We find that the financial crisis has had a significant impact on the PV industry, primarily through increasing the cost and reducing the availability of investment into the sector. These effects have been more immediately experienced by PV installations than by production facilities, due to the different types and duration of investments, and thus PV demand has been reduced by a greater proportion than PV production. By reducing demand more than production, the financial crisis has accelerated previously expected PV overcapacity and resulting price declines.

    This project examined the impact of renewable energy sources, which have zero incremental energy costs, on the sustainability of conventional generation. This “missing money” problem refers to market outcomes in which infra-marginal energy revenues in excess of operations and maintenance (O&M) costs are systematically lower than the amortized costs of new entry for a marginal generator. The problem is caused by two related factors: (1) conventional generation is dispatched less, and (2) the price that conventional generation receives for its energy is lower. This lower revenue stream may not be sufficient to cover both the variable and fixed costs of conventional generation. In fact, this study showed that higher wind penetrations in the Electric Reliability Council of Texas (ERCOT) system could cause many conventional generators to become uneconomic.

    This report documents a set of case studies developed to estimate the cost of producing, storing, delivering, and dispensing hydrogen for light-duty vehicles for several scenarios involving metropolitan areas in Alabama. While the majority of the scenarios focused on centralized hydrogen production and pipeline delivery, alternative delivery modes were also examined. Although Alabama was used as the case study for this analysis, the results provide insights into the unique requirements for deploying hydrogen infrastructure in smaller urban and rural environments that lie outside the DOE’s high priority hydrogen deployment regions. Hydrogen production costs were estimated for three technologies – steam-methane reforming (SMR), coal gasification, and thermochemical water-splitting using advanced nuclear reactors. In all cases examined, SMR has the lowest production cost for the demands associated with metropolitan areas in Alabama. Although other production options may be less costly for larger hydrogen markets, these were not examined within the context of the case studies.

    Because the futures market in petroleum products is a relatively recent phenomenon, the implications of public policies formulated for that market have not yet been fully explored. To provide the Office of Competition of the Department of Energy (DOE) with sufficient information to assess policy alternatives, Resource Planning Associates, Inc. (RPA) was asked to analyze the development of the futures market in No. 2 oil, assess the potential for futures markets in other petroleum products, and identify policy alternatives available to DOE. To perform this analysis, the criteria for a viable futures market was established first. Then, the experience to date with the 18-month-old futures market in No. 2 oil was examined, and the potential for viable futures markets in No. 6 oil, gasoline, jet fuel, and crude oil was assessed. Finally, how existing DOE regulations and prospective actions might affect petroleum futures market development was investigated.

    This report summarizes the methods and conclusions of an economic analysis of the distributional effects of alternative actions that Sierra Nevada could take with its new marketing plan. These alternatives are summarized in the agency`s Environmental Impact Statement (EIS), and this study directly supports the findings in the EIS. The study evaluates the potential economic impacts projected to occur across the northern and central California area currently serviced by Sierra Nevada`s customers. A standard input-output estimation approach was used to calculate impacts on regional output, labor income, and employment. The IMPLAN regional economic modeling system was used to develop regional models for the analysis. Individual regional models were developed for the overall area, the San Francisco Consolidated Metropolitan Statistical Area, the Sacramento Consolidated Metropolitan Statistical Area, the Redding Metropolitan Statistical Area, and the Bakersfield Metropolitan Statistical Area. The analysis relies on information about the effect of Sierra Nevada`s alternative actions on overall system power costs for the year 2005 developed by RW Beck and Associates (Beck-1996). This information is used as input to the 2005 benchmarked IMPLAN regional economic models. The resulting economic impact estimates are inextricably linked to this input information about changes in system power costs, and the estimates reported here are of similar relative magnitude to those estimates. The potential economic effects of Sierra Nevada`s actions are extremely small in relation to the size of the economies potentially affected, and, although they are calculable, they are not significant and often difficult to separate from random error present in the models.

    A test program, performed in cooperation with Dominion Power and the Babcock and Wilcox Co., was executed at Dominion Power's Mount Storm power plant in Grant County, W. Va. The program was focused on both the selective catalytic reduction (SCR) catalyst capability to oxide mercury as well as the scrubber's capability to capture and retain the oxidized mercury. This article focuses on the SCR catalyst performance aspects. The Mount Storm site consists of three units totaling approximately 1,660 MW. All units are equipped with SCR systems for NOx control. A full-scale test to evaluate the effect of the SCR was performed on Unit 2, a 550 MWT-fired boiler firing a medium sulfur bituminous coal. This test program demonstrated that the presence of an SCR catalyst can significantly affect the mercury speciation profile. Observation showed that in the absence of an SCR catalyst, the extent of oxidation of element a mercury at the inlet of the flue gas desulfurization system was about 64%. The presence of a Cornertech SCR catalyst improved this oxidation to levels greater than 95% almost all of which was captured by the downstream wet FGD system. Cornertech's proprietary SCR Hg oxidation model was used to accurately predict the field results. 1 ref., 2 figs., 1 tab.

    This article is the October 1995 uranium market summary. In this reporting period, there were four transactions in the natural uranium market, no activity in the spot UF6 market, no activity in the spot conversion market, and only a single activity in the enrichment services market. Spot uranium volume dropped sharply, and active uranium supply rose. The rise in demand, however, more than offset this increase. Unrestricted exchange prices rose slightly, as did the unrestricted UF6 value. All other prices remained steady.

    In this study, we evaluated the impacts of producing HOF with a RON of 100, using a range of ethanol blending levels (E10, E25, and E40), vehicle efficiency gains, and HOF market penetration scenarios (3.4% to 70%), on WTW petroleum use and GHG emissions. In particular, we conducted LP modeling of petroleum refineries to examine the impacts of different HOF production scenarios on petroleum refining energy use and GHG emissions. We compared two cases of HOF vehicle fuel economy gains of 5% and 10% in terms of MPGGE to baseline regular gasoline vehicles. We incorporated three key factors in GREET — (1) refining energy intensities of gasoline components for the various ethanol blending options and market shares, (2) vehicle efficiency gains, and (3) upstream energy use and emissions associated with the production of different crude types and ethanol — to compare the WTW GHG emissions of various HOF/vehicle scenarios with the business-as-usual baseline regular gasoline (87 AKI E10) pathway.

    In ISO New England and PJM it was assumed that sponsors of new capacity projects would offer them into the newly established forward centralized capacity markets at prices based on their levelized net cost of new entry, or ''Net CONE.'' But the FCCMs have not operated in the way their proponents had expected. To clear up the CONEfusion, FCCM designs should be reconsidered to adapt them to the changing circumstances and to be grounded in realistic expectations of market conduct. (author)

    Policymakers have increasingly recognized the structural impediments to effective competition in electricity markets, which has resulted in a renewed emphasis on the need for careful market design and market monitoring in wholesale and retail electricity markets. In this study, we review the market monitoring activities of four Independent System Operators in the United States, focusing on such topics as the organization of an independent market monitoring unit (MMU), the role and value of external market monitors, performance metrics and indices to aid in market analysis, issues associated with access to confidential market data, and market mitigation and investigation authority. There is consensus across the four ISOs that market monitoring must be organizationally independent from market participants and that ISOs should have authority to apply some degree of corrective actions on the market, though scope and implementation differ across the ISOs. Likewise, current practices regarding access to confidential market data by state energy regulators varies somewhat by ISO. Drawing on our interviews and research, we present five examples that illustrate the impact and potential contribution of ISO market monitoring activities to enhance functioning of wholesale electricity markets. We also discuss several key policy and implementation issues that Western state policymakers and regulators should consider as market monitoring activities evolve in the West.

The electric power industry is one of China`s most important industries. To adopt energy efficiency through high technology and utilizing energy adequately is an important technological policy for the development of China`s electric power industry in the future. After briefly describing the achievements of China`s electric power industry, this report defines the target areas and policies for the development of hydroelectricity and nuclear electricity in the 2000s in China, presents the strategic position of China`s electric power industry as well as objectives and relevant plans of development for 2000--2050. This report finds that with the discovery of superconducting electricity, the discovery of new high-temperature superconducting (HTS) materials, and progress in materials techniques, the 21st century will be an era of superconductivity. Applications of superconductivity in the energy field, such as superconducting storage, superconducting transmission, superconducting transformers, superconducting motors, its application in Magneto-Hydro-Dynamics (MHD), as well as in nuclear fusion, has unique advantages.     The pace at which vendors are developing and marketing gas turbines and reciprocating engines for small-scale applications may signal the widespread growth of distributed generation. Loosely defined to refer to applications in which power generation equipment is located close to end users who have near-term power capacity needs, distributed generation encompasses a broad range of technologies and load requirements. Disagreement is inevitable, but many industry observers associate distributed generation with applications anywhere from 25 kW to 25 MW. Ten years ago, distributed generation users only represented about 2% of the world market. Today, that figure has increased to about 4 or 5%, and probably could settle in the 20% range within a 3-to-5-year period, according to Michael Jones, San Diego, Calif.-based Solar Turbines Inc. power generation marketing manager. The US Energy Information Administration predicts about 175 GW of generation capacity will be added domestically by 2010. If 20% comes from smaller plants, distributed generation could account for about 35 GW. Even with more competition, it`s highly unlikely distributed generation will totally replace current market structures and central stations. Distributed generation may be best suited for making market inroads when and where central systems need upgrading, and should prove its worth when the system can`t handle peak demands. Typical applications include small reciprocating engine generators at remote customer sites or larger gas turbines to boost the grid. Additional market opportunities include standby capacity, peak shaving, power quality, cogeneration and capacity rental for immediate demand requirements. Integration of distributed generation systems--using gas-fueled engines, gas-fired combustion engines and fuel cells--can upgrade power quality for customers and reduce operating costs for electric utilities.
