    In 1933 Dayton Miller published in this journal the results of his voluminous observations using his ether drift interferometer, and proclaimed that he had determined the "absolute motion of the earth". This result is in direct conflict with the prediction of Special Relativity, and also with numerous related experiments that found no such signal or "absolute motion". This paper presents a complete explanation for his anomalous result by: a) showing that his results are not statistically significant, b) describing in detail how flaws in his analysis procedure produced a false signal with precisely the properties he expected, and c) presenting a quantitative model of his systematic drift that shows there is no real signal in his data. In short, this is every experimenter's nightmare: he was unknowingly looking at statistically insignificant patterns in his systematic drift that mimicked the appearance of a real signal. An upper limit on "absolute motion" of 6 km/sec is derived from his raw data, fully consistent with similar experimental results and the prediction of Special Relativity. The key point of this paper is the need for a comprehensive and quantitative error analysis. The concepts and techniques used in this analysis were not available in Miller's day, but are now standard. These problems also apply to the famous measurements of Michelson and Morley, and to most if not all similar experiments; appendices are provided discussing several such experiments.

Dr. Miller`s remembrances include wartime work on radiation exposure, Joe Hamilton, Neutron Therapy research, means of obtaining isotopes, consent forms, infinite laminograms, invention of a baby holder to alleviate exposure of radiological technicians in diagnostic procedures involving infants, and several personages.

I am very disappointed with Deval Patrick's decision to support a multi billionaire from Houston to jeopordize everyone in the pipeline's path and beyond. This pipeline is a such a bad idea that it could actually be pushed down people's throats because it's so unthinkably bad, surly some government official would protect us from it !!!!! WRONG , big corporations rule everywhere , even in the town I love so much .I do not support this ridiculous project for so many reasons , I truly don't know where to start. STAR is a radiological facility with an administrative total tritium inventory limit of 1.5g (14,429 Ci) [1]. Research studies with moderate tritium quantities and various radionuclides are performed in STAR. Successful operation of the STAR facility requires the ability to receive, inventory, store, dispense tritium to experiments, and to dispose of tritiated waste while accurately monitoring the tritium inventory in the facility. This paper describes tritium accountancy in the STAR facility. A primary accountancy instrument is the tritium Storage and Assay System (SAS): a system designed to receive, assay, store, and dispense tritium to experiments. Presented are the methods used to calibrate and operate the SAS. Accountancy processes utilizing the Tritium Cleanup System (TCS), and the Stack Tritium Monitoring System (STMS) are also discussed. Also presented are the equations used to quantify the amount of tritium being received into the facility, transferred to experiments, and removed from the facility. Finally, the STAR tritium accountability database is discussed.

    Since 1996, the Mining and Chemical Combine (MCC - formerly known as K-26), and the United States Department of Energy (DOE) have been cooperating under the cooperative Nuclear Material Protection, Control and Accounting (MPC&A) Program between the Russian Federation and the U.S. Governments. Since MCC continues to operate a reactor for steam and electricity production for the site and city of Zheleznogorsk which results in production of the weapons grade plutonium, one of the goals of the MPC&A program is to support implementation of an expanded comprehensive nuclear material control and accounting (MC&A) program. To date MCC has completed upgrades identified in the initial gap analysis and documented in the site MC&A Plan and is implementing additional upgrades identified during an update to the gap analysis. The scope of these upgrades includes implementation of MCC organization structure relating to MC&A, establishing material balance area structure for special nuclear materials (SNM) storage and bulk processing areas, and material control functions including SNM portal monitors at target locations. Material accounting function upgrades include enhancements in the conduct of physical inventories, limit of error inventory difference procedure enhancements, implementation of basic computerized accounting system for four SNM storage areas, implementation of measurement equipment for improved accountability reporting, and both new and revised site-level MC&A procedures. This paper will discuss the implementation of MC&A upgrades at MCC based on the requirements established in the comprehensive MC&A plan developed by the Mining and Chemical Combine as part of the MPC&A Program.

    The invention is a method and apparatus for marking components by inducing a shock wave on the surface that results in an indented (strained) layer and a residual compressive stress in the surface layer. One embodiment of the laser peenmarking system rapidly imprints, with single laser pulses, a complete identification code or three-dimensional pattern and leaves the surface in a state of deep residual compressive stress. A state of compressive stress in parts made of metal or other materials is highly desirable to make them resistant to fatigue failure and stress corrosion cracking. This process employs a laser peening system and beam spatial modulation hardware or imaging technology that can be setup to impress full three dimensional patterns into metal surfaces at the pulse rate of the laser, a rate that is at least an order of magnitude faster than competing marking technologies.

    All Department of Energy contractors who manage accountable quantities of nuclear materials are required to implement an accountability system that tracks, and records the activities associated with those materials. At Los Alamos, the automated accountability system allows data entry on computer terminals and data base updating as soon as the entry is made. It is also able to generate all required reports in a timely Fashion. Over the last several years, the hardware and software have been upgraded to provide the users with all the capability needed to manage a large variety of operations with a wide variety of nuclear materials. Enhancements to the system are implemented as the needs of the users are identified. The system has grown with the expanded needs of the user; and has survived several years of changing operations and activity. The user community served by this system includes processing, materials control and accountability, and nuclear material management personnel. In addition to serving the local users, the accountability system supports the national data base (NMMSS). This paper contains a discussion of several details of the system design and operation. After several years of successful operation, this system provides an operating example of how computer systems can be used to manage a very dynamic data management problem.

    This report summarizes the results of the research performed under the Task Order on computerized accounting methods in a period from 03 August to 31 December 1994. Computerized nuclear material accounting methods are analyzed and evaluated. Selected methods are implemented in a hardware-software complex developed as a prototype of the local network-based CONMIT system. This complex has been put into trial operation for test and evaluation of the selected methods at two selected ``Kurchatov Institute`` Russian Research Center (``KI`` RRC) nuclear facilities. Trial operation is carried out since the beginning of Initial Physical Inventory Taking in these facilities that was performed in November 1994. Operation of CONMIT prototype system was demonstrated in the middle of December 1994. Results of evaluation of CONMIT prototype system features and functioning under real operating conditions are considered. Conclusions are formulated on the ways of further development of computerized nuclear material accounting methods. The most important conclusion is a need to strengthen computer and information security features supported by the operating environment. Security provisions as well as other LANL Client/Server System approaches being developed by Los Alamos National Laboratory are recommended for selection of software and hardware components to be integrated into production version of CONMIT system for KI RRC.

    Marked statistics allow sensitive tests of how galaxy properties correlate with environment, as well as of how correlations between galaxy properties are affected by environment. A halo-model description of marked correlations is developed, which incorporates the effects which arise from the facts that typical galaxy marks (e.g., luminosity, color, star formation rate, stellar mass) depend on the mass of the parent halo, and that massive haloes extend to larger radii and populate denser regions. Comparison with measured marked statistics in semi-analytic galaxy formation models shows good agreement on scales smaller than a Megaparsec, and excellent agreement on larger scales. The halo-model description shows clearly that the behaviour of some low-order marked statistics on these scales encodes information about the mean galaxy mark as a function of halo mass, but is insensitive to mark-gradients within haloes. Higher-order statistics encode information about higher order moments of the distribution of marks within haloes. This information is obtained without ever having to identify haloes or clusters in the galaxy distribution. On scales smaller than a Megaparsec, the halo-model calculation shows that marked statistics allow sensitive tests of whether or not central galaxies in haloes are a special population. A prescription for including more general mark-gradients in the halo-model description is also provided. The formalism developed here is particularly well-suited to interpretation of marked statistics in astrophysical datasets, because it is phrased in the same language that is currently used to interpret more standard measures of galaxy clustering.

    The US Department of Energy (DOE) has clearly defined requirements for nuclear material control and accountability (MC&A) of tritium whereas the International Atomic Energy Agency (IAEA) does not since tritium is not a fissile material. MC&A requirements are expected for tritium fusion machines and will be dictated by the host country or regulatory body where the machine is operated. Material Balance Areas (MBAs) are defined to aid in the tracking and reporting of nuclear material movements and inventories. Material subaccounts (MSAs) are established along with key measurement points (KMPs) to further subdivide a MBA to localize and minimize uncertainties in the inventory difference (ID) calculations for tritium accountancy. Fusion systems try to minimize tritium inventory which may require continuous movement of material through the MSAs. The ability of making meaningful measurements of these material transfers is described in terms of establishing the MSA structure to perform and reconcile ID calculations. For fusion machines, changes to the traditional ID equation will be discussed which includes breading, burn-up, and retention of tritium in the fusion device. The concept of “net” tritium quantities consumed or lost in fusion devices is described in terms of inventory taking strategies and how it is used to track the accumulation of tritium in components or fusion machines.

    DOE Orders and draft orders for nuclear material control and accountability address a complete material control and accountability (MC and A) program for all DOE contractors processing, using, or storing nuclear materials. A critical element of an MC and A program is the accounting system used to track and record all inventories of nuclear material and movements of materials in those inventories. Most DOE facilities use computerized accounting systems to facilitate the task of accounting for all their inventory of nuclear materials. Many facilities still use a mixture of a manual paper system with a computerized system. Also, facilities may use multiple systems to support information needed for MC and A. For real-time accounting it is desirable to implement a single integrated data base management system for a variety of users. In addition to accountability needs, waste management, material management, and production operations must be supported. Information in these systems can also support criticality safety and other safety issues. Modern networked microcomputers provide extensive processing and reporting capabilities that single mainframe computer systems struggle with. This paper describes an approach being developed at Los Alamos to address these problems.

    A time evolution model was developed to study fuel burnup for the TRIGA Mark II reactor at the University of Pavia. The results were used to predict the effects of a complete core reconfiguration and the accuracy of this prediction was tested experimentally. We used the Monte Carlo code MCNP5 to reproduce system neutronics in different operating conditions and to analyse neutron fluxes in the reactor core. The software that took care of time evolution, completely designed in-house, used the neutron fluxes obtained by MCNP5 to evaluate fuel consumption. This software was developed specifically to keep into account some features that differentiate experimental reactors from power ones, such as the daily ON/OFF cycle and the long fuel lifetime. These effects can not be neglected to properly account for neutron poison accumulation.     We study a general filtering problem with marked point process observations. The motivation comes from modeling financial ultra-high frequency data. First, we rigorously derive the unnormalized filtering equation with marked point process observations under mild assumptions, especially relaxing the bounded condition of stochastic intensity. Then, we derive the Poisson chaos expansion for the unnormalized filter. Based on the chaos expansion, we establish the uniqueness of solutions of the unnormalized filtering equation. Moreover, we derive the Poisson chaos expansion for the unnormalized filter density under additional conditions. To explore the computational advantage, we further construct a new consistent recursive numerical scheme based on the truncation of the chaos density expansion for a simple case. The new algorithm divides the computations into those containing solely system coefficients and those including the observations, and assign the former off-line.

    The operation of the University of Durham Mark 6 atmospheric Cerenkov telescope is discussed. The telescope has been used to detect gamma rays at energies {>=}150 GeV and to achieve good discrimination between gamma ray and hadron initiated showers, using both conventional imaging and novel fluctuation measures. The telescope was commissioned in 1995 and a description of its operation is presented. Verification of the performance during observations of PSR B1706-44 is described.

    In this work, the characterization of the full-power steady state of the TRIGA Mark II nuclear reactor of the University of Pavia is performed by coupling Monte Carlo (MC) simulation for neutronics with "Multiphysics" model for thermal-hydraulics. Neutronic analyses have been performed starting from a MC model of the entire reactor system, based on the MCNP5 code, that was already validated in fresh fuel and zero-power configuration (in which thermal effects are negligible) using the available experimental data as benchmark. In order to describe the full-power reactor configuration, the temperature distribution in the core is necessary. To evaluate it, a thermal-hydraulic model has been developed, using the power distribution results from MC simulation as input. The thermal-hydraulic model is focused on the core active region and takes into account sub-cooled boiling effects present at full reactor power. The obtained temperature distribution is then introduced in the MC model and a benchmark analysis is carried out to validate the model in fresh fuel and full-power configuration. The good agreement between experimental data and simulation results concerning full-power reactor criticality, proves the reliability of the adopted methodology of analysis, both from neutronics and thermal-hydraulics perspective.

    Nuclear material accounting (NMA) is the only safeguards system whose benefits are routinely quantified. Process monitoring (PM) is another safeguards system that is increasingly used, and one challenge is how to quantify its benefit. This paper considers PM in the role of enabling frequent NMA, which is referred to as near-real-time accounting (NRTA). We quantify NRTA benefits using period-driven and data-driven testing. Period-driven testing makes a decision to alarm or not at fixed periods. Data-driven testing decides as the data arrives whether to alarm or continue testing. The difference between period-driven and datad-riven viewpoints is illustrated by using one-year andmore »two-year periods. For both one-year and two-year periods, period-driven NMA using once-per-year cumulative material unaccounted for (CUMUF) testing is compared to more frequent Shewhart and joint sequential cusum testing using either MUF or standardized, independently transformed MUF (SITMUF) data. We show that the data-driven viewpoint is appropriate for NRTA and that it can be used to compare safeguards effectiveness. In addition to providing period-driven and data-driven viewpoints, new features include assessing the impact of uncertainty in the estimated covariance matrix of the MUF sequence and the impact of both random and systematic measurement errors.« less

  13. Feasibility Study of Economics and Performance of Solar Photovoltaics at the Former St. Marks Refinery in St. Marks, Florida

    This report presents the results of an assessment of the technical and economic feasibility of deploying a photovoltaics (PV) system on a brownfield site in St. Marks, Florida. The site was assessed for possible PV installations. The cost, performance, and site impacts of different PV options were estimated. The economics of the potential systems were analyzed using an electric rate of $0.08/kWh and incentives offered in the State of Florida and from the two accessible utilities, Progress Energy and the City of Tallahassee. According to the site production calculations, the most cost-effective system in terms of return on investment is the fixed-tilt thin film technology. The report recommends financing options that could assist in the implementation of such a system.

    Grover's algorithm finds one of $k$ "marked" items in an \\emph{unstructured} "database" of size $N$ in time $O(\\!\\sqrt{N/k})$, and the algorithm's parameter(s) and runtime are unchanged no matter which of the $k$ items are marked. For \\emph{structured} search by continuous-time quantum walk, however, we show that rearranging the marked elements can cause the parameter(s) or runtime to vary such that, without prior knowledge of the spatial distribution of the marked elements, a potentially sub-exponential number of configurations would need to be tried, meaning it would be better to not run the search algorithm at all.

    DNA double-strand breaks (DSBs) represent a serious source of damage for all living things and thus there have been many quantitative studies of DSBs both in vivo and in vitro. Despite this fact, the processes that lead to their production have not yet been clearly understood, and there is no established theory that can account for the statistics of their production, in particular, the number of DSBs per base pair per unit Gy, here denoted by P1, which is the most important parameter for evaluating the degree of risk posed by DSBs. Here, using the single-molecule observation method with giant DNA molecules (166 kbp), we evaluate the number of DSBs caused by gamma-ray irradiation. We find that P1 is nearly inversely proportional to the DNA concentration above a certain threshold DNA concentration. A simple model that accounts for the marked decrease of P1 shows that it is necessary to consider the characteristics of giant DNA molecules as semiflexible polymers to interpret the intrinsic mechanism of DSBs.

    In 2009, a National Academy of Sciences report called for investigation into the scienti#12;c basis behind tool mark comparisons (National Academy of Sciences, 2009). Answering this call, Chumbley et al. (2010) attempted to prove or disprove the hypothesis that tool marks are unique to a single tool. They developed a statistical algorithm that could, in most cases, discern matching and non-matching tool marks made at di#11;erent angles by sequentially numbered screwdriver tips. Moreover, in the cases where the algorithm misinterpreted a pair of marks, an experienced forensics examiner could discern the correct outcome. While this research served to con#12;rm the basic assumptions behind tool mark analysis, it also suggested that statistical analysis software could help to reduce the examiner's workload. This led to a new tool mark analysis approach, introduced in this thesis, that relies on 3D scans of screwdriver tip and marked plate surfaces at the micrometer scale from an optical microscope. These scans are carefully cleaned to remove noise from the data acquisition process and assigned a coordinate system that mathematically de#12;nes angles and twists in a natural way. The marking process is then simulated by using a 3D graphics software package to impart rotations to the tip and take the projection of the tip's geometry in the direction of tool travel. The edge of this projection, retrieved from the 3D graphics software, becomes a virtual tool mark. Using this method, virtual marks are made at increments of 5#14; and compared to a scan of the evidence mark. The previously developed statistical package from Chumbley et al. (2010) performs the comparison, comparing the similarity of the geometry of both marks to the similarity that would occur due to random chance. The resulting statistical measure of the likelihood of the match informs the examiner of the angle of the best matching virtual mark, allowing the examiner to focus his/her mark analysis on a smaller range of angles. Preliminary results are quite promising. In a study with both sides of 6 screwdriver tips and 34 corresponding marks, the method distinguished known matches from known non-matches with zero false positive matches and only two matches mistaken for non-matches. For matches, it could predict the correct marking angle within #6;5-10#14;. Moreover, on a standard desktop computer, the virtual marking software is capable of cleaning 3D tip and plate scans in minutes and producing a virtual mark and comparing it to a real mark in seconds. These results support several of the professional conclusions of the tool mark analysis com- munity, including the idea that marks produced by the same tool only match if they are made at similar angles. The method also displays the potential to automate part of the comparison process, freeing the examiner to focus on other tasks, which is important in busy, backlogged crime labs. Finally, the method o#11;ers the unique chance to directly link an evidence mark to the tool that produced it while reducing potential damage to the evidence.

    Near Real Time Accountability (NRTA) of actinides at high precision in reprocessing plants has been a long sought-after goal in the safeguards community. Achieving this goal is hampered by the difficulty of making precision measurements in the reprocessing environment, equipment cost, and impact to plant operations. Thus the design of future reprocessing plants requires an optimization of different approaches. The Separations and Safeguards Performance Model, developed at Sandia National Laboratories, was used to evaluate a number of NRTA strategies in a UREX+ reprocessing plant. Strategies examined include the incorporation of additional actinide measurements of internal plant vessels, more use of process monitoring data, and the option of periodic draining of inventory to key tanks. Preliminary results show that the addition of measurement technologies can increase the overall measurement uncertainty due to additional error propagation, so care must be taken when designing an advanced system. Initial results also show that relying on a combination of different NRTA techniques will likely be the best option. The model provides a platform for integrating all the data. The modeling results for the different NRTA options under various material loss conditions will be presented.

    Four years into the job of building the superconducting Super Collider (SSC)-and in the face of growing political pressure to kill the project-congressional and federal officials are questioning whether the university consortium that run the SSC is up to the job. Universities Research Association Inc. (URA), a group of 80 public and private research universities that also operates Fermilab, was selected as prime contractor in January 1989. But after repeated charges of mismanagement and accounting buses, the Department of Energy (DOE), which funds the project, is contemplating major changes to the contract, including terminating it. DOE Secretary Hazel O'Leary has begun a 30-day review of the project and has laid out three options: terminating the URA contract; awarding separate contracts for science and conventional construction; and renegotiating the existing contract to give DOE a larger oversight role. Sources close to the project predict that O'Leary will pick a variation of the third option and will remove at least one of the managers grilled at last week's hearing.

    In the typical spatial search problems solved by continuous-time quantum walk, changing the location of the marked vertices does not alter the search problem. In this paper, we consider search when this is no longer true. In particular, we analytically solve search on the "simplex of $K_M$ complete graphs" with all configurations of two marked vertices, two configurations of $M+1$ marked vertices, and two configurations of $2(M+1)$ marked vertices, showing that the location of the marked vertices can dramatically influence the required jumping rate of the quantum walk, such that using the wrong configuration's value can cause the search to fail. This sensitivity to the jumping rate is an issue unique to continuous-time quantum walks that does not affect discrete-time ones.

    The MARK-1 detection system was developed by the Idaho National Engineering Laboratory for the US Department of Energy Office of Arms Control and Nonproliferation. The completely portable system was designed for the detection and analysis of intense photon emissions from pulsed ionizing radiation sources. This manual presents the technical design specifications for the MARK-1 detection system and was written primarily to assist the support or service technician in the service, calibration, and repair of the system. The manual presents the general detection system theory, the MARK-1 component design specifications, the acquisition and control software, the data processing sequence, and the system calibration procedure. A second manual entitled: Volume 2: Operations Manual for the MARK-1 Pulsed Ionizing Radiation Detection System (USDOE Report WINCO-1108, September 1992) provides a general operational description of the MARK-1 detection system. The Operations Manual was written primarily to assist the field operator in system operations and analysis of the data.

    Methods for building a consistent interface between hydrodynamic and simulation modules is presented. These methods account for the backflow across the hydrodynamic/simulation hyper-surface. The algorithms are efficient, relatively straight-forward to implement, and account for conservation laws across the hyper-surface.     The two volumes of this report incorporate all lectures and presentations at the International Training Course on Nuclear Materials Accountability and Control for Safeguards Purposes, held May 27-June 6, 1980, at the Bishop's Lodge near Santa Fe, New Mexico. The course, authorized by the US Nuclear Non-Proliferation Act and sponsored by the US Department of Energy in cooperation with the International Atomic Energy Agency, was developed to provide practical training in the design, implementation, and operation of a National system of nuclear materials accountability and control that satisfies both National and IAEA International safeguards objectives. Volume I, covering the first week of the course, presents the background, requirements, and general features of material accounting and control in modern safeguard systems. Volume II, covering the second week of the course, provides more detailed information on measurement methods and instruments, practical experience at power reactor and research reactor facilities, and examples of operating state systems of accountability and control.

    A computerized nuclear material accountability system (NucMAS) has been developed jointly by DuPont at Savannah River Plant (SRP) and Los Alamos National Laboratory (LANL). The SRP is faced with the goal of improving the accuracy and timeliness of nuclear material accountability. Limited manpower, funding, and time led to the decision to develop a single, generic, process-independent computer system for use throughout SRP's separations facilities, rather than traditional process-specific accountability computer systems. The NucMAS system is currently being installed in each of the material balance areas (MBAs) within SRP's separations facilities. It services the basic need for management of nuclear material inventory data to support timely, accurate, and consistent accountability reporting. Data input for NucMAS can come from any combination of manual entries and automated input, such as distributed control systems, laboratory computers, and vault surveillance systems. The system can be operated as a traditional, after-the-fact accountability system or in a near-real-time mode in situations where more timely data input is available and material control functions are desired. The granularity at which the accounting is performed is set by the MBA custodian and the level of detail at which input information is available.

    An important and usual problem is to search all states we want from a database with a large number of states. In such, recall is vital. Grover's original quantum search algorithm has been generalized to the case of multiple solutions, but no one has calculated the query complexity in this case. We will use a generalized algorithm with higher precision to solve such a search problem that we should find all marked states and show that the practical query complexity increases with the number of marked states. In the end we will introduce an algorithm for the problem on a ``duality computer'' and show its advantage over other algorithms.

    This report describes the results of a series of calculations conducted to investigate the response of BWR Mark 2 containments to short-term and long-term station blackout severe accident sequences. The BWR-LTAS, BWRSAR, and MELCOR codes were employed to conduct quantitative accident sequence progression and containment response analyses for several station blackout scenarios. The accident mitigation effectiveness of automatic depressurization system actuation, drywell flooding via containment spray operation, and debris quenching in Mark 2 suppression pools is assessed. 27 refs., 16 figs., 21 tabs.
