    This report is an overview of the energy market in four West African countries: The Ivory Coast, Morocco, Nigeria, and Senegal. We feel these countries are representative of the West African region. Together they account for 75% of the total energy use in West Africa, 78% of GDP, and 76% of population. The purpose of the study is to analyze the evolution of energy demand in the context of the general socio-economic background of the region. The study also examines energy supply and trade related to the energy sector. The analysis focuses on the study of commercial fuels. Although we have reviewed studies of wood, solar, wind, and agricultural residues, we leave out detailed discussions of these non-commercial energy forms. The first part of the report is an assessment of the trends in energy demand in the four study countries. We discuss the main factors driving energy demand sector by sector. This is followed by a review of the primary energy resources of the countries, and of the capacity for production of secondary fuels. The last section looks at energy trade, with particular emphasis on the role of the United States.

    The chemical compositions and trace element contents (Zn, Cu, Co, Cr, Ni, Pb, Cd, As, B, Hg, Sr, Se, Be, Ba, Mn, Th, V, U) in coal and coal ash samples from Tamnava-Zapadno Polje coal field in Serbia were studied. The coal from this field belongs to lignite. This high volatility coal has high moisture and low S contents, moderate ash yield, and high calorific value. The coal ash is abundant in alumosilicates. Many trace elements such as Ni > Cd > Cr > B > As > Cu > Co > Pb > V > Zn > Mn in the coal and Ni > Cr > As > B > Cu > Co = Pb > V > Zn > Mn in the coal ash are enriched in comparison with Clarke concentrations.

    The content of selected trace and major elements in the river water used for transport, as well as in the subcategories of the waste waters (overflow and drainage) were analyzed in order to establish the influence of transport and dumping of coal ash and slag from the 'Kostolac A' and 'Kostolac B' power plants located 100 km from Belgrade (Serbia). It was found that during transport of coal ash and slag to the dump, the water used for transport becomes enriched with manganese, nickel, zinc, chromium, vanadium, titanium, cobalt, arsenic, aluminum, and silicon, while more calcium, iron, cadmium, and lead are adsorbed by the ash and slag than is released from them. There is also an equilibrium between the release and adsorption processes of copper and magnesium during transport. The vertical penetration of the water used for transport results in a release of calcium, magnesium, manganese, and cadmium to the environment, while iron, nickel, zinc, chromium, copper, lead, vanadium, titanium, cobalt, and arsenic are adsorbed by the fractions of coal ash and slag in the dump.

    On 8 June 2001, on the basis of the mandate given by Council in 1989 to the Director-General to enter into Co-operation Agreements following a defined text model, CERN and the Government of the Republic of Serbia have entered into a Co-operation Agreement on the further development of scientific and technical co-operation in high-energy physics. As usual, the concrete implementation of the Co-operation Agreement is foreseen to take place through the conclusion of Protocols. Agreement has now been reached on the text of a Protocol concerning the Serbian participation in the CMS Collaboration. Annex I to the Protocol, which defines the technical specification of the Serbian contribution, is still under preparation. Although the Protocol contains no concrete financial commitment by CERN, pending a decision by the Committee of Council on procedures for agreements and protocols, the Management proposes that the Finance Committee takes note of the text of the Protocol.

    The radiation exposure of the public in the vicinity of a coal-fired power plant has been studied. The experimental data on uranium, thorium, and potassium content in selected coals from Serbia and Bosnia have been used to calculate the release rates of natural radionuclides from the power plant. A generalized model for analysis of radiological impact of an energy source that includes the two-dimensional version of the cloud model simulates the transport of radionuclides released to the atmosphere. The inhalation dose rates are assessed for various meteorological conditions.

    Active biomonitoring of air quality in Belgrade, Serbia, was performed using the moss Sphagnum girgensohnii. Moss bags were exposed in parallel with and without irrigation respectively for four consecutive 3-month periods at three urban sites. Twenty-nine elements were determined in the exposed moss samples by ENAA and three (Cu, Cd, and Pb) by AAS. The relative accumulation factor (RAF) was greater than 1 for the majority of elements. Elements such as Cl, K, Rb and Cs, however, leached from the moss tissue during the exposure time. For all exposure periods, higher uptake in the irrigated moss bags was evident for Al, Cr, Fe, Cu, Zn, Sr, Pb, and Cd.

    Trace and major elements in coal ash particles from dump of 'Nikola Tesla A' power plant in Obrenovac near Belgrade (Serbia) can cause pollution, due to leaching by atmospheric and surface waters. In order to assess this leaching potential, dump ash samples were subjected to extraction with solutions of decreasing pH values (8.50, 7.00, 5.50, and 4.00), imitating the reactions of the alkaline ash particles with the possible alkaline, neutral, and acidic (e.g., acid rain) waters. The most recently deposited ash represents the greatest environmental threat, while 'aged' ash, because of permanent leaching on the dump, was shown to have already lost this pollution potential. On the basis of the determined leachability, it was possible to perform an estimation of the acidity of the regional rainfalls in the last decades.

Several {beta}-globin gene cluster haplotypes carry the sickle cell gene, and show variable levels of fetal hemoglobin (Hb F) expression in association with DNA sequence differences in HS2, {gamma} and {beta} globin promoters, and {gamma}IVSII: The Senegal (SEN or No. 3) haplotype generally has high (>10%) Hb F, Benin (BEN or No. 19) has intermediate Hb F (but some low and some high), and Banu (BAN or No. 20) generally has low Hb F. Huisman and colleagues have proposed that `factors produced under conditions of hematopoietic stress, together with genetic determinants on the haplotype-3 like LCR sequences, allow for high level expression of {gamma} globin genes`. We have now used slot blot to screen high Hb F (>9.5%) and low Hb F cases for two of the three HS2 point mutations described by Oener et al. Comparing eight high Hb F BEN/BEN with two low Hb F BEN/BEN, all ten had the BEN mutations considered by Oener et al. to be associated with low Hb F. Comparing three high Hb F BEN/BAN with two low Hb F BEN/BAN, all five were heterozygous at three positions; this is consistent with BEN having G and T and BAN having A at both positions. DNA sequencing of HS2 for BAN, which is generally associated with low HB F, showed that the point mutations at all three positions were those seen in SEN (generally high Hb F); only the AT repeat region showed major differences, confirming results of Huisman and colleagues. Hence, if there is any effect of HS2 of the Senegal sickle cell haplotype in causing elevated Hb F under hematopoietic stress, it must be due to specific variation in the AT repeat region, which Oener et al. have suggested may bind a silencer.

    Yugoslavia`s interest in lignite-water fuel (LWF) stems from its involvement in an unusual power project at Kovin in northern Serbia. In the early 1980s, Electric Power of Serbia (EPS) proposed constructing a 600-MW power plant that would be fueled by lignite found in deposits along and under the Danube River. Trial underwater mining at Kovin proved that the dredging operation is feasible. The dredging method produces a coal slurry containing 85% to 90% water. Plans included draining the water from the coal, drying it, and then burning it in the pulverized coal plant. In looking for alternative ways to utilize the ``wet coal`` in a more efficient and economical way, a consortium of Yugoslavian companies agreed to assess the conversion of dredged lignite into a LWF using hot-water-drying (HWD) technology. HWD is a high-temperature, nonevaporative drying technique carried out under high pressure in water that permanently alters the structure of low-rank coals. Changes effected by the drying process include irreversible removal of moisture, micropore sealing by tar, and enhancement of heating value by removal of oxygen, thus, enhancement of the slurry ability of the coal with water. Physical cleaning results indicated a 51 wt % reduction in ash content with a 76 wt % yield for the lignite. In addition, physical cleaning produced a cleaned slurry that had a higher attainable solids loading than a raw uncleaned coal slurry. Combustion studies were then performed on the raw and physically cleaned samples with the resulting indicating that both samples were very reactive, making them excellent candidates for HWD. Bench-scale results showed that HWD increased energy densities of the two raw lignite samples by approximately 63% and 81%. An order-of-magnitude cost estimate was conducted to evaluate the HWD and pipeline transport of Kovin LWF to domestic and export European markets. Results are described.

This correspondence is usually expressed via an all-orders Bohr-Sommerfeld relation, but this neglects non-perturbative effects, the nature of which is very different in the electric, magnetic and dyonic regions. In the gauge theory dyonic region the spectral expansions are divergent, and indeed are not Borel-summable, so they are more properly described by resurgent trans-series in which perturbative and non-perturbative effects are deeply entwined. In the gauge theory electric region the spectral expansions are convergent, but nevertheless there are non-perturbative effects due to poles in the expansion coefficients, and which we associate with worldline instantons. This provides a concrete analog of a phenomenon found recently by Drukker, Marino and Putrov in the large N expansion of the ABJM matrix model, in which non-perturbative effects are related to complex space-time instantons. In this paper we study how these very different regimes arise from an exact WKB analysis, and join smoothly through the magnetic region. This approach also leads to a simple proof of a resurgence relation found recently by Dunne and Unsal, showing that for these spectral systems all non-perturbative effects are subtly encoded in perturbation theory, and identifies this with the Picard-Fuchs equation for the quantized elliptic curve.

    This document describes the contents of a digital database containing maximum potential aboveground biomass, land use, and estimated biomass and carbon data for 1980. The biomass data and carbon estimates are associated with woody vegetation in Tropical Africa. These data were collected to reduce the uncertainty associated with estimating historical releases of carbon from land use change. Tropical Africa is defined here as encompassing 22.7 x 10{sup 6} km{sup 2} of the earth's land surface and is comprised of countries that are located in tropical Africa (Angola, Botswana, Burundi, Cameroon, Cape Verde, Central African Republic, Chad, Congo, Benin, Equatorial Guinea, Ethiopia, Djibouti, Gabon, Gambia, Ghana, Guinea, Ivory Coast, Kenya, Liberia, Madagascar, Malawi, Mali, Mauritania, Mozambique, Namibia, Niger, Nigeria, Guinea-Bissau, Zimbabwe (Rhodesia), Rwanda, Senegal, Sierra Leone, Somalia, Sudan, Tanzania, Togo, Uganda, Burkina Faso (Upper Volta), Zaire, and Zambia). The database was developed using the GRID module in the ARC/INFO{trademark} geographic information system. Source data were obtained from the Food and Agriculture Organization (FAO), the U.S. National Geophysical Data Center, and a limited number of biomass-carbon density case studies. These data were used to derive the maximum potential and actual (ca. 1980) aboveground biomass values at regional and country levels. The land-use data provided were derived from a vegetation map originally produced for the FAO by the International Institute of Vegetation Mapping, Toulouse, France.

    Haplotype analysis of the {beta}-globin gene cluster shows two regions of DNA characterized by nonrandom association of restriction site polymorphisms. These regions are separated by a variable segment containing the repeated sequences (ATTTT){sub n} and (AT){sub x}T{sub y}, which might be involved in recombinational events. Studies of haplotypes linked to the sickle cell gene in Africa provide strong argument for three origins of the mutation: Benin, Senegal, and the Central African Republic. The structure of the variable segment in the three African populations was studied by S1 nuclease mapping of genomic DNA, which allows a comparison of several samples. A 1080-base-pair DNA segment was sequenced for one sample from each population. S1 nuclease mapping confirmed the homogeneity of each population with regard to both (ATTTT){sub n} and (AT){sub x}T{sub y} repeats. The authors found three additional structures for (AT){sub x}T{sub y} correlating with the geographic origin of the patients. Ten other nucleotide positions, 5{prime} and 3{prime} to the (AT){sub x}T{sub y} copies, were found to be variable when compared to homologous sequences from human and monkey DNAs. These results allow us to propose an evolutionary scheme for the polymorphisms in the 5{prime} flanking region of the {beta}-globin gene. The results strongly support the hypothesis of three origins for the sickle mutation in Africa.

    Of 18 nonblack patients with sickle cell disease, 14 had sickle cell anemia, 2 had hemoglobin SC disease, and 2 had hemoglobin S-{beta}{sup o}-thalassemia. The {beta}{sup s} gene cluster haplotypes that were determined in 7 patients were of African origin and were identified as Central African Republic, Central African Republic minor II, Benin, and Senegal. The haplotype Central African Republic minor II was present on the {beta}{sup o}-thalassemia chromosome in 2 patients. None of 10 patients whose {alpha}-gene status was determined had {alpha}-thalassemia-2. These data strongly support the concept that the {beta}{sup s} gene on chromosome 11 of these individuals is of African origin and that the {alpha}-gene locus on chromosome 16 is of white or native American origin. The clinical severity of the disease in these nonblack patients is appropriate to their haplotype without {alpha}-thalassemia-2 and is comparable with that of black patients. All persons with congenital hemolytic anemia should be examined for the presence of sickle cell disease regardless of physical appearance or ethnic background.

We employ a new type of germanium detector to conclusively rule out a standard isothermal galactic halo of weakly interacting massive particles as the explanation for the annual modulation effect leading to the claim. Bounds are similarly imposed on a suggestion that dark pseudoscalars might lead to the effect. We describe the sensitivity to light dark matter particles achievable with our device, in particular, to next-to-minimal supersymmetric model candidates.

    In this work we consider some old hypotheses according to which remarkable mesolithic village Lepenski Vir (9500 -- 5500 BC) at the right (nearly west) Danube riverside in the Iron gate in Serbia was an ancient (one of the oldest) Sun observatory. We use method recently suggested by A. C. Sparavigna, concretely we use "freely available software" or local Sun radiation direction simulation computer programs. In this way we obtain and discuss pictures of the sunrise in the Lepenski Vir during winter and summer solstice and spring and autumn equinox in relation to position of the mountains, especially Treskavac (Trescovat) and Kukuvija at left (nearly east) Danube riverside (in Romania). While mountain Kukuvija represents really the marker for the Sun in date of the winter solstice, mountain Treskavac, in despite to usual opinions, does not represent a real marker for the Sun in date of the summer solstice.     The International Criticality Safety Benchmark Evaluation Project (ICSBEP) was initiated in 1992 by the United States Department of Energy. The ICSBEP became an official activity of the Organization for Economic Cooperation and Development (OECD) -- Nuclear Energy Agency (NEA) in 1995. Representatives from the United States, United Kingdom, France, Japan, the Russian Federation, Hungary, Republic of Korea, Slovenia, Serbia and Montenegro (formerly Yugoslavia), Kazakhstan, Spain, Israel, Brazil, Poland, and the Czech Republic are now participating. South Africa, India, China, and Germany are considering participation. The purpose of the ICSBEP is to identify, evaluate, verify, and formally document a comprehensive and internationally peer-reviewed set of criticality safety benchmark data. The work of the ICSBEP is published as an OECD handbook entitled ''International Handbook of Evaluated Criticality Safety Benchmark Experiments.'' The 2004 Edition of the Handbook contains benchmark specifications for 3331 critical or subcritical configurations that are intended for use in validation efforts and for testing basic nuclear data. New to the 2004 Edition of the Handbook is a draft criticality alarm / shielding type benchmark that should be finalized in 2005 along with two other similar benchmarks. The Handbook is being used extensively for nuclear data testing and is expected to be a valuable resource for code and data validation and improvement efforts for decades to come. Specific benchmarks that are useful for testing structural materials such as iron, chromium, nickel, and manganese; beryllium; lead; thorium; and 238U are highlighted.

  18. Tracing the HIV-1 subtype B mobility in Europe: a phylogeographic approach

    The prevalence and the origin of HIV-1 subtype B, the most prevalent circulating clade among the long-term residents in Europe, have been studied extensively. However the spatial diffusion of the epidemic from the perspective of the virus has not previously been traced. In the current study we inferred the migration history of HIV-1 subtype B by way of a phylogeography of viral sequences sampled from 16 European countries and Israel. Migration events were inferred from viral phylogenies by character reconstruction using parsimony. With regard to the spatial dispersal of the HIV subtype B sequences across viral phylogenies, in most of the countries in Europe the epidemic was introduced by multiple sources and subsequently spread within local networks. Poland provides an exception where most of the infections were the result of a single point introduction. According to the significant migratory pathways, we show that there are considerable differences across Europe. Specifically, Greece, Portugal, Serbia and Spain, provide sources shedding HIV-1; Austria, Belgium and Luxembourg, on the other hand, are migratory targets, while for Denmark, Germany, Italy, Israel, Norway, the Netherlands, Sweden, Switzerland and the UK we inferred significant bidirectional migration. For Poland no significant migratory pathways were inferred. Subtype B phylogeographies provide a new insight about the geographical distribution of viral lineages, as well as the significant pathways of virus dispersal across Europe, suggesting that intervention strategies should also address tourists, travellers and migrants.

    The floristic composition, the abundance, and the cover of pioneer plant species of spontaneously formed plant communities and the content of total phenolics and phenolic acids, as humus constituents, of an ash deposit after 7 years of recultivation were studied. The restoration of both the soil and the vegetation on the ash deposits of the 'Nikola Tesla-A' thermoelectric power plant in Obrenovac (Serbia) is an extremely slow process. Unfavorable physical and chemical characteristics, the toxicity of fly ash, and extreme microclimatic conditions prevented the development of compact plant cover. The abundance and cover of plants increased from the central part of the deposit towards its edges. Festuca rubra L., Crepis setosa Hall., Erigeron canadensis L., Cirsium arvense (L.) Scop., Calamagrostis epigeios (L.) Roth., and Tamarix gallica L. were the most abundant species, thus giving the highest cover. Humus generated during the decomposition process of plant remains represents a completely new product absent in the ash as the starting material. The amount of total phenolics and phenolic acids in fly ash increased from the center of the deposit towards its edges in correlation with the increase in plant abundance and cover. The presence of phenolic acids indicates the ongoing process of humus formation in the ash, in which the most abundant pioneer plants of spontaneously formed plant communities play the main role. Phenolic compounds can serve as reliable bioindicators in an assessment of the success of the recultivation process of thermoelectric power plants' ash deposits.

    In December 1999 representatives from the United States, the Russian Federation, and the International Atomic Energy Agency (IAEA) started discussing a program to return to Russia Soviet- or Russian-supplied highly enriched uranium (HEU) fuel stored at the Russian-designed research reactors outside Russia. Trilateral discussions among the United States, Russian Federation, and the International Atomic Energy Agency (IAEA) have identified more than 20 research reactors in 17 countries that have Soviet- or Russian-supplied HEU fuel. The Global Threat Reduction Initiative's Russian Research Reactor Fuel Return Program is an important aspect of the U.S. Government's commitment to cooperate with the other nations to prevent the proliferation of nuclear weapons and weapons-usable proliferation-attractive nuclear materials. To date, 496 kilograms of Russian-origin HEU have been shipped to Russia from Serbia, Latvia, Libya, Uzbekistan, Romania, Bulgaria, Poland, Germany, and the Czech Republic.   1. Immobilization of uranium in contaminated soil by natural apatite addition

Full text of publication follows: The goal of this study was to evaluate the effectiveness of Serbian natural mineral apatite as soil additive for reducing the migration of uranium from contaminated sediments. In laboratory study we investigated the sorption properties of domestic apatite upon different experimental conditions, such as pH, adsorbent mass, reaction period, concentration of P{sub 2}O{sub 5} in apatite, solid/liquid ratio. In second part of study, we did the quantification of uranium in soil samples, taken from uranium mine site 'Kalna', by sequential extraction method. The same procedure was, also, used for uranium determination in contaminated soil samples after apatite addition, in order to determine the changes in U distribution in soil fraction. The obtained results showed the significant level of immobilization (96.7%) upon certain conditions. Increase of %P{sub 2}O{sub 5} in apatite and process of mechano-chemical activation led to increase of immobilization capacity from 17.50% till 91.64%. The best results for uranium binding were obtained at pH 5.5 and reaction period 60 days (98.04%) The sequential extraction showed the presence of uranium (48.2%) in potentially available soil fractions, but with the apatite addition uranium content in these fractions decreased (30.64%), what is considering environmental aspect significant fact. In situ immobilization of radionuclide using inexpensive sequestering agents, such as apatite, is very adequate for big contaminated areas of soil with low level of contamination. This investigation study on natural apatite from deposit 'Lisina' Serbia was the first one of this type in our country. Key words: apatite, uranium, immobilization, soil, contamination. (authors)

  2. Water Chemistry Control System for Recovery of Damaged and Degraded Spent Fuel

    The International Atomic Energy Agency (IAEA) and the government of Serbia have led the project cosponsored by the U.S, Russia, European Commission, and others to repackage and repatriate approximately 8000 spent fuel elements from the RA reactor fuel storage basins at the VIN?A Institute of Nuclear Sciences to Russia for reprocessing. The repackaging and transportation activities were implemented by a Russian consortium which includes the Sosny Company, Tekhsnabeksport (TENEX) and Mayak Production Association. High activity of the water of the fuel storage basin posed serious risk and challenges to the fuel removal from storage containers and repackaging for transportation. The risk centered on personnel exposure, even above the basin water, due to the high water activity levels caused by Cs-137 leached from fuel elements with failed cladding. A team of engineers from the U.S. DOE-NNSA's Global Threat Reduction Initiative, the Vinca Institute, and the IAEA performed the design, development, and deployment of a compact underwater water chemistry control system (WCCS) to remove the Cs-137 from the basin water and enable personnel safety above the basin water for repackaging operations. Key elements of the WCCS system included filters, multiple columns containing an inorganic sorbent, submersible pumps and flow meters. All system components were designed to be remotely serviceable and replaceable. The system was assembled and successfully deployed at the Vinca basin to support the fuel removal and repackaging activities. Following the successful operations, the Cs-137 is now safely contained and consolidated on the zeolite sorbent used in the columns of the WCCS, and the fuel has been removed from the basins. This paper reviews the functional requirements, design, and deployment of the WCCS.
