    The City of Lakeland, Florida, Foster Wheeler and the Westinghouse Electric Corporation have embarked on the demonstration of a Clean Coal Technology at the City of Lakeland`s McIntosh Power Station in lakeland, Polk County, Florida. The project will demonstrate the Pressurized Circulating Fluidized Bed Combustion (PCFB) technology developed by Foster Wheeler and Westinghouse. The Lakeland McIntosh Unit 4 Project is a nominal 170 MW power plant designed to burn a range of low- to high-sulfur coals. The combined cycle plant employs a Westinghouse 251B12 gas turbine engine in conjunction with a steam turbine operating in a 2400/1000/1000 steam cycle. The plant will demonstrate both the PCFB and topped PCFB combustion technologies. This paper provides a process description of the Foster Wheeler PCFB and Topped PCFB technologies and their application to the Lakeland McIntosh Unit 4 Project.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify problems or to correct them. Residential commissioning is a solution to this problem. This guide is the culmination of a 30-month project that began in September 1999. The ultimate objective of the project is to increase the number of houses that undergo commissioning, which will improve the quality, comfort, and safety of homes for California citizens. The project goal is to lay the groundwork for a residential commissioning industry in California focused on end-use energy and non-energy issues. As such, we intend this guide to be a beginning and not an end. Our intent is that the guide will lead to the programmatic integration of commissioning with other building industry processes, which in turn will provide more value to a single site visit for people such as home energy auditors and raters, home inspectors, and building performance contractors. Project work to support the development of this guide includes: a literature review and annotated bibliography, which facilitates access to 469 documents related to residential commissioning published over the past 20 years (Wray et al. 2000), an analysis of the potential benefits one can realistically expect from commissioning new and existing California houses (Matson et al. 2002), and an assessment of 107 diagnostic tools for evaluating residential commissioning metrics (Wray et al. 2002). In this guide, we describe the issues that non-experts should consider in developing a commissioning program to achieve the benefits we have identified. We do this by providing specific recommendations about: how to structure the commissioning process, which diagnostics to use, and how to use them to commission new and existing houses. Using examples, we also demonstrate the potential benefits of applying the recommended whole-house commissioning approach to such houses.

    The University of Wisconsin has completed fabrication and commissioning of a low frequency (199.6 MHz) superconducting electron gun based on a quarter wave resonator (QWR) cavity. Its concept was optimized to be the source for a CW free electron laser facility. The gun design includes active tuning and a high temperature superconducting solenoid. We will report on the status of the Wisconsin SRF electron gun program, including commissioning experience and first beam measurements.

    Three new combined heat and power (CHP) sets have recently been commissioned at Harrods, the world-famous department store in the heart of London's fashionable Knightsbridge district. The sets provide all the electricity needed by the store for lighting, heating and air-conditioning and are powered by Ruston 6RK270 turbocharged, charge-air-cooled diesel engines each producing 1392 kW at 750 r/min. These high power-to-weight ratio units were chosen in view of severe engine room space limitations. Low-grade waste heat is extracted from the engine jacket water to preheat water for three new boilers supplying some 1600 kg/h of steam for process heat to the store. The engines drive Brush BJS HW 10 100/8 alternators and are fully automatic in operation through a Regulateurs Europa control system. Some 600 sensors feed data into a Satchwell Building Management System (BMS). In the event of a breakdown, the engine control system can be switched to manual. 5 figs.

    This chapter takes a brief look at the benefits of commissioning and describes a vision of the future where most of the objectives of commissioning will be accomplished automatically by capabilities built into the building systems themselves. Commissioning will become an activity that is performed continuously rather than periodically, and only repairs requiring replacement or overhaul of equipment will require manual intervention. This chapter then identifies some of the technologies that will be needed to realize this vision and ends with a call for all involved in the enterprise of building commissioning and automation to embrace and dedicate themselves to a future of automated commissioning.

    Currently, houses do not perform optimally or even as many codes and forecasts predict, largely because they are field assembled and there is no consistent process to identify deficiencies or to correct them. Solving this problem requires field performance evaluations using appropriate and agreed upon procedures in the form of a new process called residential commissioning. The purpose of this project is to develop and document these procedures and to demonstrate the value that applying them could provide in both new and existing California houses. This project has four specific objectives: to develop metrics and diagnostics for assessing house performance, to provide information on the potential benefits of commissioning using a whole-house approach, to develop programmatic guidelines for commissioning, and to conduct outreach efforts to transfer project results to industry stakeholders. The primary outcomes from this project are the development of residential commissioning guidelines and the analytical confirmation that there are significant potential benefits associated with commissioning California houses, particularly existing ones. In addition, we have made substantial advances in understanding the accuracy and usability of diagnostics for commissioning houses. In some cases, we have been able to work with equipment manufacturers to improve these aspects of their diagnostic tools. These outcomes provide a solid foundation on which to build a residential commissioning program in California. We expect that a concerted effort will be necessary to integrate such a program with existing building industry efforts and to demonstrate its use in the field.

  18. Curriculum for Commissioning Energy Efficient Buildings

    In July 2010, the U.S. Department of Energy (DOE) awarded funding to PECI to develop training curriculum in commercial energy auditing and building commissioning. This program was created in response to the high demand for auditing and commissioning services in the U.S. commercial buildings market and to bridge gaps and barriers in existing training programs. Obstacles addressed included: lack of focus on entry level candidates; prohibitive cost and time required for training; lack of hands-on training; trainings that focus on certifications & process overviews; and lack of comprehensive training. PECI organized several other industry players to create a co-funded project sponsored by DOE, PECI, New York State Energy and Research Development Authority (NYSERDA), California Energy Commission (CEC), Northwest Energy Efficiency Alliance (NEEA) and California Commissioning Collaborative (CCC). After awarded, PECI teamed with another DOE awardee, New Jersey Institute of Technology (NJIT), to work collaboratively to create one comprehensive program featuring two training tracks. NJIT’s Center for Building Knowledge is a research and training institute affiliated with the College of Architecture and Design, and provided e-learning and video enhancements. This project designed and developed two training programs with a comprehensive, energy-focused curriculum to prepare new entrants to become energy auditors or commissioning authorities (CxAs). The following are the key elements of the developed trainings, which is depicted graphically in Figure 1: • Online classes are self-paced, and can be completed anywhere, any time • Commissioning Authority track includes 3 online modules made up of 24 courses delivered in 104 individual lessons, followed by a 40 hour hands-on lab. Total time required is between 75 and 100 hours, depending on the pace of the independent learner. • Energy Auditor track includes 3 online modules made up of 18 courses delivered in 72 individual lessons, followed by a 24 hour hands-on lab. Total time required is between 50 and 70 hours, depending on the pace of the independent learner. • Individual courses can be taken for continuing education credits. • Assessments are included for each course, and a score of at least 80% is required for completion. • Completion of Modules 1 through 3 is prerequisite for participating in the laboratory. More experienced participants have the option to test out of Modules 1 and 2 and complete Module 3 to progress to the laboratory.

    This pamphlet traces the history of the US Atomic Energy Commission's twenty-eight year stewardship of the Nation's nuclear energy program, from the signing of the Atomic Energy Act on August 1, 1946 to the signing of the Energy Reorganization Act on October 11, 1974. The Commission's early concentration on the military atom produced sophisticated nuclear weapons for the Nation's defense and made possible the creation of a fleet of nuclear submarines and surface ships. Extensive research in the nuclear sciences resulted in the widespread application of nuclear technology for scientific, medical and industrial purposes, while the passage of the Atomic Energy Act of 1954 made possible the development of a nuclear industry, and enabled the United States to share the new technology with other nations.

    Ethylene Plant Commissioned at Corpus Christi. Corpus Christi Petrochemical Co. has commissioned its $600 million ethylene plant at Corpus Christi, Tex. Plant capacities include 1.2 billion lb/yr of ethylene, 560 million lb/yr of propylene, 400 million lb/yr of crude butadiene mixture, 60 million gal of benzene, 45 million gal of gasoline blending components, and 50 million gal of fuel oils. The ethylene and propylene will be transported by pipeline to Houston for further processing. At the Corpus Christi facilities, process pressures range from full vacuum to 1800 psig, and process temperatures range from -260/sup 0/ to +1600/sup 0/F. The plant uses gas oil and naphtha as feedstock, but also has some flexibility to use ethane or LPG as feedstock. Stone and Webster Engineering Corp. engineered and Brown and Root Inc. built the plant.

    The Commission to Review the Effectiveness of the National Energy Laboratories (Commission) was convened for its fifth meeting at 10:00 AM on December 15, 2014. Commission Co-Chair Jared Cohon led the meeting. The meeting included two panels: (1) authors of recent reports about the DOE National Labs and (2) a national lab contractor panel. The report authors summarized their respective reports, highlighting concerns related to the relationship between DOE and the labs, research funding and strategy stove-piping, weak links between the labs and market, an inconsistent economic development mission, the difficulty small firms have in accessing labs, the labs’ lack of regional engagement, and DOE and congressional micromanagement of the labs. The lab contractor representatives responded to questions posed by the commissioners related to lab management and the relationship with DOE. Additionally, Patricia Falcone spoke of the important role of the labs in the science and technology enterprise and Alan Leshner talked about the labs and their relationship with the scientific community. Christopher Paine presented his views on transforming the weapons complex. The next meeting will be held February 24 at the Hilton at Mark Center in VA.

    In this report, we identify and describe 24 practical diagnostics that are ready now to evaluate residential commissioning metrics, and that we expect to include in the commissioning guide. Our discussion in the main body of this report is limited to existing diagnostics in areas of particular concern with significant interactions: envelope and HVAC systems. These areas include insulation quality, windows, airtightness, envelope moisture, fan and duct system airflows, duct leakage, cooling equipment charge, and combustion appliance backdrafting with spillage. Appendix C describes the 83 other diagnostics that we have examined in the course of this project, but that are not ready or are inappropriate for residential commissioning. Combined with Appendix B, Table 1 in the main body of the report summarizes the advantages and disadvantages of all 107 diagnostics. We first describe what residential commissioning is, its characteristic elements, and how one might structure its process. Our intent in this discussion is to formulate and clarify these issues, but is largely preliminary because such a practice does not yet exist. Subsequent sections of the report describe metrics one can use in residential commissioning, along with the consolidated set of 24 practical diagnostics that the building industry can use now to evaluate them. Where possible, we also discuss the accuracy and usability of diagnostics, based on recent laboratory work and field studies by LBNL staff and others in more than 100 houses. These studies concentrate on evaluating diagnostics in the following four areas: the DeltaQ duct leakage test, air-handler airflow tests, supply and return grille airflow tests, and refrigerant charge tests. Appendix A describes those efforts in detail. In addition, where possible, we identify the costs to purchase diagnostic equipment and the amount of time required to conduct the diagnostics. Table 1 summarizes these data. Individual equipment costs for the 24 practical diagnostics range from a few hundred dollars to many thousands of dollars. The higher costs are associated with infrared thermography and state-of-the-art automated diagnostic systems. Most tests can be performed in one hour or less, using equipment priced toward the lower end of the cost spectrum.

    MINER{nu}A Main INjector ExpeRiment {nu}-A is a high-statistic neutrino scattering experiment that will ran in the NuMI Beam Hall at Fermilab. To calibrate the energy response of the MINER{nu}A detector, a beamline is being designed for the MINER{nu}A Test Beam Detector (TBD). The TBD is a replica of the full MINER{nu}A detector at small scale for calibration studies of the main detector. The beamline design consists of the following parts: a copper target, used to generate tertiaries from an incoming secondary beam; a steel collimator for tertiaries, which also serves as a dump for the incoming beam; a time of fight system (scintillator planes); four wire chambers, for angle measurements and tracking; and two dipole magnets, used as an spectrometer. During last October, the first commissioning run of the MINER{nu}A Test Beam took place in the Meson Test Beam Facility at Fermilab. We commissioned the target and collimator of the new tertiary beamline.

    The Neutralized Drift Compression Experiment-II (NDCX-II) will generate ion beam pulses for studies of Warm Dense Matter and heavy-ion-driven Inertial Fusion Energy. The machine will accelerate 20-50 nC of Li+ to 1.2-3 MeV energy, starting from a 10.9-cm alumino-silicate ion source. At the end of the accelerator the ions are focused to a sub-mm spot size onto a thin foil (planar) target. The pulse duration is compressed from ~;;500 ns at the source to sub-ns at the target following beam transport in a neutralizing plasma. We first describe the injector, accelerator, transport, final focus and diagnostic facilities. We then report on the results of early commissioning studies that characterize beam quality and beam transport, acceleration waveform shaping and beam current evolution. We present simulation results to benchmark against the experimental measurements.

    Many buildings today use sophisticated building automation systems (BASs) to manage a wide and varied range of building systems. Although the capabilities of the BASs seem to have increased over time, many buildings still are not properly commissioned, operated or maintained. Lack of or improper commissioning, the inability of the building operators to grasp the complex controls, and lack of proper maintenance leads to inefficient operations and reduced lifetimes of the equipment. If regularly scheduled manual maintenance or re-commissioning practices are adopted, they can be expensive and time consuming. Automated proactive commissioning and diagnostic technologies address two of the main barriers to commissioning: cost and schedules. Automated proactive continuous commissioning tools can reduce both the cost and time associated with commissioning, as well as enhance the persistence of commissioning fixes. In the long run, automation even offers the potential for automatically correcting problems by reconfiguring controls or changing control algorithms dynamically. This paper will discuss procedures and processes that can be used to automate and continuously commission the economizer operation and outdoor-air ventilation systems of an air-handling unit.

    The California Energy Commission`s Geothermal Program (Assembly Bill 1905, Bosco) has built cost-shared Research, Development and Demonstration (RD&D) partnerships with over 150 public and private entities. The Geothermal Program promotes the development of new geothermal resources and technologies for both direct-use and electricity generation while protecting the environment and promoting energy independence. This is accomplished by providing financial and technical assistance in the form of contingent awards which, depending on project success, can become either a loan or a grant. Some of the cost-shared RD&D accomplishments are presented. The process and requirements to obtain financial assistance through the Geothermal Program are summarized.

    The purpose of this document is to report the first year accomplishments of two coordinated Laboratory Directed Research and Development (LDRD) projects that utilize a hybrid energy testing laboratory that couples various reactors to investigate system reactance behavior. This work is the first phase of a series of hybrid energy research and testing stations - referred to hereafter as HYTEST facilities – that are planned for construction and operation at the Idaho National Laboratory (INL). A HYTEST Phase I facility was set up and commissioned in Bay 9 of the Bonneville County Technology Center (BCTC). The purpose of this facility is to utilize the hydrogen and oxygen that is produced by the High Temperature Steam Electrolysis test reactors operating in Bay 9 to support the investigation of kinetic phenomena and transient response of integrated reactor components. This facility provides a convenient scale for conducting scoping tests of new reaction concepts, materials performance, new instruments, and real-time data collection and manipulation for advance process controls. An enclosed reactor module was assembled and connected to a new ventilation system equipped with a variable-speed exhaust blower to mitigate hazardous gas exposures, as well as contract with hot surfaces. The module was equipped with a hydrogen gas pump and receiver tank to supply high quality hydrogen to chemical reactors located in the hood.

    The AEgIS Experiment is an international collaboration based at CERN whose aim is to perform the first direct measurement of the gravitational acceleration g of antihydrogen in the gravitational field of the Earth. Cold antihydrogen will be produced with a pulsed charge exchange reaction in a cylindrical Penning trap where antiprotons will be cooled to 100mK. The cold antihydrogen will be produced in an excited Rydberg state and subsequently formed into a beam. The deflection of the antihydrogen beam will be measured by using Moire deflectometer gratings. After being approved in late 2008, AEgIS started taking data in a commissioning phase early 2012. This report presents an overview of the AEgIS experiment, describes its current status and shows the first measurements on antiproton catching and cooling in the 5 T Penning catching trap. We will also present details on the techniques needed for the 100mK antihydrogen production, such as pulsed positronium production and its excitation with lasers.

The database includes wave, tidal, current, and ocean thermal energy, and contains information on the various energy conversion technologies, companies active in the field, and development of projects in the water. Depending on the needs of the user, the database can present a snapshot of projects in a given region, assess the progress of a certain technology type, or provide a comprehensive view of the entire marine and hydrokinetic energy industry. Results are displayed as a list of technologies, companies, or projects. Data can be filtered by a number of criteria, including country/region, technology type, generation capacity, and technology or project stage. The database was updated in 2009 to include ocean thermal energy technologies, companies, and projects.

    SOLEIL is a third generation Synchrotron radiation Source, under construction in France at St Aubin, near Paris. The Storage Ring consists in a 357 m circumference ring, with 16 cells and 24 straight sections (4x12m, 12x7m, 8x3.6m), out of which up to 21 will house insertion devices. The optics, with distributed dispersion, features a low 3.7 nm.rad emittance at the 2.75 GeV operating energy, so as to provide high brilliance, from the VUV up to the hard X ray domain. In order to provide a long lifetime, and beam position stabilities in the micron range, significant attention was paid at each design stage (optics, magnets, beam position monitors, vacuum and RF systems,..), including the design of the building and infrastructure, the construction of which is now complete. This resulted in some unprecedented approaches such as the intensive use of NEG coating Aluminium vessels, or the development of a dedicated superconducting RF cavity and of 190 kW solid state RF amplifiers. The construction, started in 2002, is now completed. The injector system (100 MeV Linac) and the 3 Hz full energy Booster synchrotron have reached nominal operating conditions by fall 2005. The installation of the Storage Ring was just completed and its commissioning started in May 2006. First 9 turns in the ring were achieved on May the 14th, and visible synchrotron radiation was also observed on a CCD camera. Innovative insertion devices were designed and built so as to provide the best possible performances in an energy range as large as 5 eV to 20 keV. These are helical electromagnetic devices with 640 mm and 256 mm periods, APPLE II type undulators with 80 mm period, and in-vacuum hybrid undulators with 20 mm period. Two infra-red beamlines providing both edge and constant dipole field emission are also under construction and a superconducting wiggler is currently being designed in order to provide high flux in the 10 to 50 keV range. A first set of 10 beamlines (out of 24 included in the project) is being built and will be tested from summer 2006 onwards, with the aim of starting Users operation by the beginning of 2007.

    Demand Response (DR) can be defined as actions taken to reduce electric loads when contingencies, such as emergencies and congestion, occur that threaten supply-demand balance, or market conditions raise supply costs. California utilities have offered price and reliability DR based programs to customers to help reduce electric peak demand. The lack of knowledge about the DR programs and how to develop and implement DR control strategies is a barrier to participation in DR programs, as is the lack of automation of DR systems. Most DR activities are manual and require people to first receive notifications, and then act on the information to execute DR strategies. Levels of automation in DR can be defined as follows. Manual Demand Response involves a labor-intensive approach such as manually turning off or changing comfort set points at each equipment switch or controller. Semi-Automated Demand Response involves a pre-programmed demand response strategy initiated by a person via centralized control system. Fully-Automated Demand Response does not involve human intervention, but is initiated at a home, building, or facility through receipt of an external communications signal. The receipt of the external signal initiates pre-programmed demand response strategies. We refer to this as Auto-DR (Piette et. al. 2005). Auto-DR for commercial and industrial facilities can be defined as fully automated DR initiated by a signal from a utility or other appropriate entity and that provides fully-automated connectivity to customer end-use control strategies. One important concept in Auto-DR is that a homeowner or facility manager should be able to 'opt out' or 'override' a DR event if the event comes at time when the reduction in end-use services is not desirable. Therefore, Auto-DR is not handing over total control of the equipment or the facility to the utility but simply allowing the utility to pass on grid related information which then triggers facility defined and programmed strategies if convenient to the facility. From 2003 through 2006 Lawrence Berkeley National Laboratory (LBNL) and the Demand Response Research Center (DRRC) developed and tested a series of demand response automation communications technologies known as Automated Demand Response (Auto-DR). In 2007, LBNL worked with three investor-owned utilities to commercialize and implement Auto-DR programs in their territories. This paper summarizes the history of technology development for Auto-DR, and describes the DR technologies and control strategies utilized at many of the facilities. It outlines early experience in commercializing Auto-DR systems within PG&E DR programs, including the steps to configure the automation technology. The paper also describes the DR sheds derived using three different baseline methodologies. Emphasis is given to the lessons learned from installation and commissioning of Auto-DR systems, with a detailed description of the technical coordination roles and responsibilities, and costs.

    To meet the increasing requirements of synchrotron radiation users, the upgrade project to enhance the performance of Hefei Light Source (HLS), named HLS-II, was launched in 2010, and in 2014 the first commissioning of HLS-II was successfully completed. After the commissioning, the main design goals for the HLS-II storage ring have been achieved, with natural emittance of electron beam lower than 40 nm-rad at 800 MeV, five insertion devices installed in straight sections and root mean square (rms) jitter of closed orbit smaller than 4 {\\mu}m, making HLS-II at a higher level among the same class of machines in the world. This paper reports on the results of the commissioning of the HLS-II storage ring, which includes linear optics correction, compensation of insertion devices effect and closed orbit feedback.

    In May 1995, the California Public Utilities Commission (CPUC) released two proposals for restructuring the state`s electric power industry. The two proposals follow more than a year of testimony and public comment after the CPUC issued the ``Blue Book`` (CPUC 1994a) on April 20, 1994, which called for retail wheeling to be phased in to all customers over 5 years. The majority proposal, supported by three of the four CPUC commissioners (one seat was vacant when the proposals were released), calls for creating a central pool, or ``poolco``; setting electric prices to reflect true costs of service, or ``real-time pricing``; and allowing parties to negotiate ``contracts for differences`` between the pool price and the contract price. The minority proposal, sponsored by Commissioner Jesse Knight, calls for retail wheeling, or ``direct access,`` and for utilities to divest or spin off their generating assets. This paper presents a summary of the major provisions of the two CPUC proposals and the possible implications and issues associated with each. It is aimed at researchers who may be aware that various efforts to restructure the electric power industry are under way and want to known more about California`s proposals, as well as those who want to known the implications of certain restructuring proposals for renewable energy technologies. Presented at the end of the paper is a summary of alternative proposals promoted by various stakeholder in response to the two CPUC proposals.

    This document provides the algorithms for CHP system performance monitoring and commissioning verification (CxV). It starts by presenting system-level and component-level performance metrics, followed by descriptions of algorithms for performance monitoring and commissioning verification, using the metric presented earlier. Verification of commissioning is accomplished essentially by comparing actual measured performance to benchmarks for performance provided by the system integrator and/or component manufacturers. The results of these comparisons are then automatically interpreted to provide conclusions regarding whether the CHP system and its components have been properly commissioned and where problems are found, guidance is provided for corrections. A discussion of uncertainty handling is then provided, which is followed by a description of how simulations models can be used to generate data for testing the algorithms. A model is described for simulating a CHP system consisting of a micro-turbine, an exhaust-gas heat recovery unit that produces hot water, a absorption chiller and a cooling tower. The process for using this model for generating data for testing the algorithms for a selected set of faults is described. The next section applies the algorithms developed to CHP laboratory and field data to illustrate their use. The report then concludes with a discussion of the need for laboratory testing of the algorithms on a physical CHP systems and identification of the recommended next steps.

    Avoidance of poorly installed HVAC systems is best accomplished at the close of construction by having a building and its systems put ''through their paces'' with a well conducted commissioning process. This research project focused on developing key components to enable the development of tools that will automatically detect and correct equipment operating problems, thus providing continuous and automatic commissioning of the HVAC systems throughout the life of a facility. A study of pervasive operating problems reveled the following would most benefit from an automated and continuous commissioning process: (1) faulty economizer operation; (2) malfunctioning sensors; (3) malfunctioning valves and dampers, and (4) access to project design data. Methodologies for detecting system operation faults in these areas were developed and validated in ''bare-bones'' forms within standard software such as spreadsheets, databases, statistical or mathematical packages. Demonstrations included flow diagrams and simplified mock-up applications. Techniques to manage data were demonstrated by illustrating how test forms could be populated with original design information and the recommended sequence of operation for equipment systems. Proposed tools would use measured data, design data, and equipment operating parameters to diagnosis system problems. Steps for future research are suggested to help more toward practical application of automated commissioning and its high potential to improve equipment availability, increase occupant comfort, and extend the life of system equipment.

    A submersible generator was designed as a distinct and critical subassembly of marine hydrokinetics systems, specifically tidal and stream energy conversion. The generator is designed to work with both vertical and horizontal axis turbines. The final product is a high-pole-count, radial-flux, permanent magnet, rim mounted generator, initially rated at twenty kilowatts in a two-meter-per-second flow, and designed to leverage established and simple manufacturing processes. The generator was designed to work with a 3 meter by 7 meter Gorlov Helical Turbine or a marine hydrokinetic version of the FloDesign wind turbine. The team consisted of experienced motor/generator design engineers with cooperation from major US component suppliers (magnetics, coil winding and electrical steel laminations). Support for this effort was provided by Lucid Energy Technologies and FloDesign, Inc. The following tasks were completed: � Identified the conditions and requirements for MHK generators. � Defined a methodology for sizing and rating MHK systems. � Selected an MHK generator topology and form factor. � Completed electromechanical design of submersible generator capable of coupling to multiple turbine styles. � Investigated MHK generator manufacturing requirements. � Reviewed cost implications and financial viability. � Completed final reporting and deliverables

    This report summarizes the progress toward development of International Standards for Marine and Hydrokinetic Renewable Energy, as funded by the U.S. Department of Energy (DOE) under the International Electrotechnical Commission (IEC) Technical Committee 114. The project has three main objectives: 1. Provide funding to support participation of key U.S. industry technical experts in 6 (originally 4) international working groups and/or project teams (the primary standards-making committees) and to attend technical meetings to ensure greater U.S. involvement in the development of these standards. 2. Provide a report to DOE and industry stakeholders summarizing the IEC standards development process for marine and hydrokinetic renewable energy, new international standards and their justifications, and provide standards guidance to industry members. 3. Provide a semi-annual (web-based) newsletter to the marine renewable energy community.     Annex IV is an international collaborative project to examine the environmental effects of marine energy devices among countries through the International Energy Agency’s Ocean Energy Systems Initiative (OES). The U.S. Department of Energy (DOE) serves as the Operating Agent for the Annex, in partnership with the Bureau of Ocean Energy Management (BOEM; formerly the Minerals Management Service), the Federal Energy Regulatory Commission (FERC), and National Oceanographic and Atmospheric Administration (NOAA). Numerous ocean energy technologies and devices are being developed around the world, and the few data that exist about the environmental effects of these technologies are dispersed among countries and developers. The purpose of Annex IV is to facilitate efficient government oversight of the development of ocean energy systems by compiling and disseminating information about the potential environmental effects of marine energy technologies and to identify methods of monitoring for these effects. Beginning in 2010, this three-year effort produced a publicly available searchable online database of environmental effects information (Tethys). It houses scientific literature pertaining to the environmental effects of marine energy systems, as well as metadata on international ocean energy projects and research studies. Two experts’ workshops were held in Dublin, Ireland (September 2010 and October 2012) to engage with international researchers, developers, and regulators on the scope and outcomes of the Annex IV project. Metadata and information stored in the Tethys database and feedback obtained from the two experts’ workshops were used as resources in the development of this report. This Annex IV final report contains three case studies of specific interactions of marine energy devices with the marine environment that survey, compile, and analyze the best available information in one coherent location. These case studies address 1) the physical interactions between animals and tidal turbines; 2) the acoustic impact of marine energy devices on marine animals; and 3) the effects of energy removal on physical systems. Each case study contains a description of environmental monitoring efforts and research studies, lessons learned, and analysis of remaining information gaps.     This paper discusses information systems for building life-cycle performance analysis and the use of computer-based commissioning tools within this context. There are many reasons why buildings do not perform in practice as well as intended at the design stage. One reason is the lack of commissioning. A second reason is that design intent is not well documented, and performance targets for building components and systems are not well specified. Thus, criteria for defining verification and functional tests is unclear. A third reason is that critical information is often lost throughout the building life-cycle, which causes problems such as misunderstanding of operational characteristics and sequences and reduced overall performance. The life-cycle building performance analysis tools project discussed in this paper are focused on chillers and cooling systems.

    The Continuous Electron Beam Accelerator Facility (CEBAF) energy upgrade from 6 GeV to 12 GeV includes the installation of ten new 100 MV cryomodules and RF systems. The superconducting RF cavities are designed to operate CW at a maximum accelerating gradient of 19.3 MV/m. To support the higher gradients and higher Q{sub L} ({approx} 3 x 10{sup 7}), a new RF system has been developed and is being installed to power and control the cavities. The RF system employs digital control and 13 kW klystrons. Recently, two of these cryomodules and associated RF hardware and software have been installed and commissioned in the CEBAF accelerator. Electrons at linac currents up to 540 {micro}A have been successfully accelerated and used for nuclear physics experiments. This paper reports on the commissioning and operation of the RF system and cryomodules.

    The iGp (Integrated Gigasample Processor) is an innovative digital bunch-by-bunch feedback system developed by a KEK / SLAC / INFN-LNF joint collaboration. The processing unit can sample at 500 MHz and compute the bunch-by-bunch output signal for up to {approx}5000 bunches. The feedback gateware code is implemented inside just one FPGA (Field Programmable Gate Array) chip, a Xilinx Virtex-II. The FPGA implements two banks of 16-tap FIR (Finite Impulse Response) filters. Each filter is realtime programmable through the operator interface. At DA{Phi}NE, the Frascati {Phi}-Factory, two iGp units have been commissioned in the April 2007. The iGp systems have substituted the previous betatron feedback systems. This insertion has been very fast and has shown no problems involving just a substitution of the old, less flexible, digital systems, letting unchanged the baseband analog frontend and backend. The commissioning has been very simple, due to the complete and powerful EPICS operator interface, working well in local and remote operations. The software includes also tools for analyzing post processor data. A description of the commissioning with the operations done is reported.

    Purpose: Current commercial treatment planning systems are not able to accurately predict output factors and calculate monitor units for proton fields. Patient-specific field output factors are thus determined by either measurements or empirical modeling based on commissioning data. The objective of this study is to commission output factors for uniform scanning beams utilized at the ProCure proton therapy centers. Methods: Using water phantoms and a plane parallel ionization chamber, the authors first measured output factors with a fixed 10 cm diameter aperture as a function of proton range and modulation width for clinically available proton beams with ranges between 4 and 31.5 cm and modulation widths between 2 and 15 cm. The authors then measured the output factor as a function of collimated field size at various calibration depths for proton beams of various ranges and modulation widths. The authors further examined the dependence of the output factor on the scanning area (i.e., uncollimated proton field), snout position, and phantom material. An empirical model was developed to calculate the output factor for patient-specific fields and the model-predicted output factors were compared to measurements. Results: The output factor increased with proton range and field size, and decreased with modulation width. The scanning area and snout position have a small but non-negligible effect on the output factors. The predicted output factors based on the empirical modeling agreed within 2% of measurements for all prostate treatment fields and within 3% for 98.5% of all treatment fields. Conclusions: Comprehensive measurements at a large subset of available beam conditions are needed to commission output factors for proton therapy beams. The empirical modeling agrees well with the measured output factor data. This investigation indicates that it is possible to accurately predict output factors and thus eliminate or reduce time-consuming patient-specific output measurements for proton treatments.

    The Panel finds that the first criterion, pertaining to whether the accident caused a discharge of radioactive material or levels of radiation offsite as defined in 10 CFR 140.84, has not been met. It further finds that there is presently insufficient information to support any definitive finding as to whether or not the second criterion, relating to damage to persons or property offsite as defined in 10 CFR 140.85, has been met. Since the Panel has not found that both criteria have been met, it recommends that the Commission determine that the accident at Three Mile Island did not constitute an extraordinary nuclear occurrence.

    This report documents the work done under Grant DE-FG36-97GO10209, Innovative Renewable Energy Technology Transfer Program. PEER Consultants, PC, and its subcontractor, PEER Africa (Pty.) Ltd., received an $88,000.00 grant to plan and build two energy efficient homes in the black township of Gugulethu in Cape Town, South Africa. These demonstration homes were given to the people of South Africa as a gesture of goodwill by the US government as part of the Gore-Mbeki Binational Commission (BNC) agreements and cooperation. The BNC is the term used to describe the agreement to work together by the US and the South African governments for economic development of South Africa in the areas of energy, commerce, agriculture, housing, and transportation. The BNC was formed in 1995. This project under the auspices of the BNC started in September 1996. The DOE-funded portion was performed between January 11, 1997 and February 28, 1997.

    The ReA reaccelerator is being added to the National Superconducting Cyclotron Laboratory (NSCL) fragmentation facility in order to provide exotic rare-isotope beams, not available at the Isotope Separation On-Line facilities, in the several-MeV/u energy range. The first stage of the NSCL reaccelerator complex, consisting of an EBIT charge breeder, a room-temperature radiofrequency quadrupole (RFQ) accelerator, and superconducting linear accelerator modules, has been completed and is being put into operation. Commissioning of the EBIT has started by extracting charge-bred residual gas ions, ions created from a Ne gas jet directed across the EBIT's electron beam and ions captured from an external test ion source. Charge-bred ions from the Ne gas jet have been extracted as a pulse and accelerated through the RFQ and the two cryomodules.
