    This study was conducted to obtain baseline data on use of the proposed Simpson Ridge Wind Resource Area (SRWRA) in Carbon County, Wyoming by greater sage-grouse. The first two study years were designed to determine pre-construction seasonally selected habitats and population-level vital rates (productivity and survival). The presence of an existing wind energy facility in the project area, the PacifiCorp Seven Mile Hill (SMH) project, allowed us to obtain some information on initial sage-grouse response to wind turbines the first two years following construction. To our knowledge these are the first quantitative data on sage-grouse response to an existing wind energy development. This report presents results of the first two study years (April 1, 2009 through March 30, 2011). This study was selected for continued funding by the National Wind Coordinating Collaborative Sage-Grouse Collaborative (NWCC-SGC) and has been ongoing since March 30, 2011. Future reports summarizing results of this research will be distributed through the NWCC-SGC. To investigate population trends through time, we determined the distribution and numbers of males using leks throughout the study area, which included a 4-mile radius buffer around the SRWRA. Over the 2-year study, 116 female greater sage-grouse were captured by spotlighting and use of hoop nets on roosts surrounding leks during the breeding period. Radio marked birds were located anywhere from twice a week to once a month, depending on season. All radio-locations were classified to season. We developed predictor variables used to predict success of fitness parameters and relative probability of habitat selection within the SRWRA and SMH study areas. Anthropogenic features included paved highways, overhead transmission lines, wind turbines and turbine access roads. Environmental variables included vegetation and topography features. Home ranges were estimated using a kernel density estimator. We developed resource selection functions (RSF) to estimate probability of selection within the SRWRA and SMH. Fourteen active greater sage-grouse leks were documented during lek surveys Mean lek size decreased from 37 in 2008 to 22 in 2010. Four leks located 0.61, 1.3, 1.4 and 2.5 km from the nearest wind turbine remained active throughout the study, but the total number of males counted on these four leks decreased from 162 the first year prior to construction (2008), to 97 in 2010. Similar lek declines were noted in regional leks not associated with wind energy development throughout Carbon County. We obtained 2,659 sage-grouse locations from radio-equipped females, which were used to map use of each project area by season. The sage-grouse populations within both study areas are relatively non-migratory, as radio-marked sage-grouse used similar areas during all annual life cycles. Potential impacts to sage-grouse from wind energy infrastructure are not well understood. The data rom this study provide insight into the early interactions of wind energy infrastructure and sage-grouse. Nest success and brood-rearing success were not statistically different between areas with and without wind energy development in the short-term. Nest success also was not influenced by anthropogenic features such as turbines in the short-term. Additionally, female survival was similar among both study areas, suggesting wind energy infrastructure was not impacting female survival in the short-term; however, further analysis is needed to identify habitats with different levels of risk to better understand the impact of wind enregy development on survival. Nest and brood-rearing habitat selection were not influenced by turbines in the short-term; however, summer habitat selection occurred within habitats closer to wind turbines. Major roads were avoided in both study areas and during most of the seasons. The impact of transmission lines varied among study areas, suggesting other landscape features may be influencing selection. The data provided in this report are preliminary and are not meant to provide a basis for forming any conclusions regarding potential impacts of wind energy development on sage-grouse. Although the data collected during the initial phases of this study indicate that greater sage-grouse may continue to use habitats near wind-energy facilities, research conducted on greater sage-grouse response to oil and gas development has found population declines may not occur until 2-10 years after development. Therefore, long-term data from several geographic areas within the range of the sage-grouse will likely be required to adequately assess impacts of wind-energy development on greater sage-grouse.

    This report describes the results made in fulfillment of contract DE-FG26-00BC15190, ''3-D Reservoir and Stochastic Fracture Network Modeling for Enhanced Oil Recovery, Circle Ridge Phosphoria/Tensleep Reservoir, Wind River Reservation, Arapaho and Shoshone Tribes, Wyoming''. The goal of this project is to improve the recovery of oil from the Tensleep and Phosphoria Formations in Circle Ridge Oilfield, located on the Wind River Reservation in Wyoming, through an innovative integration of matrix characterization, structural reconstruction, and the characterization of the fracturing in the reservoir through the use of discrete fracture network models. Fields in which natural fractures dominate reservoir permeability, such as the Circle Ridge Field, often experience sub-optimal recovery when recovery processes are designed and implemented that do not take advantage of the fracture systems. For example, a conventional waterflood in a main structural block of the Field was implemented and later suspended due to unattractive results. It is estimated that somewhere less than 20% of the OOIP in the Circle Ridge Field have been recovered after more than 50 years' production. Marathon Oil Company identified the Circle Ridge Field as an attractive candidate for several advanced IOR processes that explicitly take advantage of the natural fracture system. These processes require knowledge of the distribution of matrix porosity, permeability and oil saturations; and understanding of where fracturing is likely to be well-developed or poorly developed; how the fracturing may compartmentalize the reservoir; and how smaller, relatively untested subthrust fault blocks may be connected to the main overthrust block. For this reason, the project focused on improving knowledge of the matrix properties, the fault block architecture and to develop a model that could be used to predict fracture intensity, orientation and fluid flow/connectivity properties. Knowledge of matrix properties was greatly extended by calibrating wireline logs from 113 wells with incomplete or older-vintage logging suites to wells with a full suite of modern logs. The model for the fault block architecture was derived by 3D palinspastic reconstruction. This involved field work to construct three new cross-sections at key areas in the Field; creation of horizon and fault surface maps from well penetrations and tops; and numerical modeling to derive the geometry, chronology, fault movement and folding history of the Field through a 3D restoration of the reservoir units to their original undeformed state. The methodology for predicting fracture intensity and orientation variations throughout the Field was accomplished by gathering outcrop and subsurface image log fracture data, and comparing it to the strain field produced by the various folding and faulting events determined through the 3D palinspastic reconstruction. It was found that the strains produced during the initial folding of the Tensleep and Phosphoria Formations corresponded well without both the orientations and relative fracture intensity measured in outcrop and in the subsurface. The results have led to a 15% to 20% increase in estimated matrix pore volume, and to the plan to drill two horizontal drain holes located and oriented based on the modeling results. Marathon Oil is also evaluating alternative tertiary recovery processes based on the quantitative 3D integrated reservoir model.

    The calculus of residue is applied to evaluate certain integrals in the range (-{infinity} to {infinity}) using the Maple symbolic code. These integrals are of the form {integral}{sub -{infinity}}{sup {infinity}} cos(x)/[(x{sup 2} + a{sup 2})(x{sup 2} + b{sup 2}) (x{sup 2} + c{sup 2})]dx and similar extensions. The Maple code is also applied to expressions in maximum likelihood estimator moments when sampling from the negative binomial distribution. In general the Maple code approach to the integrals gives correct answers to specified decimal places, but the symbolic result may be extremely long and complex.

    The feasibility of utilizing cant-sawn hardwood lumber, which would not usually be desired for furniture manufacture, was studied for the manufacture of structural glue-laminated (glulam) timber. Two red maple beam combinations were evaluated. Test results of 42 red maple glulam beams showed that it was feasible to develop structural glulam timber from cant-swan lumber. The glulam combinations made from E-rated lumber exceeded the target design bending stress of 2,400 lb/in 2 and met the target modulus of elasticity (MOE) of 1.8 x 106 lb/in 2.

    Anthropogenic N deposition alters patterns of C and N cycling in temperate forests, where forest floor litter decomposition is a key process mediated by a diverse community of bacteria and fungi. To track forest floor decomposer activity we generated metatranscriptomes that simultaneously surveyed the actively expressed bacterial and eukaryote genes in the forest floor, to compare the impact of N deposition on the decomposers in two natural maple forests in Michigan, USA, where replicate field plots had been amended with N for 16 years. Site and N amendment responses were compared using about 74,000 carbohydrate active enzyme transcript sequences (CAZymes)more » in each metatranscriptome. Parallel ribosomal RNA (rRNA) surveys of bacterial and fungal biomass and taxonomic composition showed no significant differences in either biomass or OTU richness between the two sites or in response to N. Site and N amendment were not significant variables defining bacterial taxonomic composition, but they were significant for fungal community composition, explaining 17 and 14% of the variability, respectively. The relative abundance of expressed bacterial and fungal CAZymes changed significantly with N amendment in one of the forests, and N-response trends were also identified in the second forest. Although the two ambient forests were similar in community biomass, taxonomic structure and active CAZyme profile, the shifts in active CAZyme profiles in response to N-amendment differed between the sites. One site responded with an over-expression of bacterial CAZymes, and the other site responded with an over-expression of both fungal and different bacterial CAZymes. Both sites showed reduced representation of fungal lignocellulose degrading enzymes in N-amendment plots.     Crowley's Ridge is a 320 km long topographic ridge that extends from Thebes, Illinois to Helena, Arkansas. The ridge has been interpreted as an erosional remnant formed during Quaternary incision of the ancestral Mississippi and Ohio rivers; however, the Reelfoot Rift COCORP line identified a down-to-the-west fault bounding the western margin of Crowley's Ridge south of Jonesboro, Arkansas. Subsequent Mini-Sosie seismic reflection profiles confirmed the COCORP data and identified additional faults beneath other margins of the ridge. In each case the faults lie beneath the base of the ridge scarp. The Mini-Sosie data did not resolve the uppermost 150 m and so it was not possible to determine if the faults displace the near-surface Claiborne Group (middle Eocene). A shotgun source seismic reflection survey was subsequently conducted to image the uppermost 250 m across the faulted margins. The shotgun survey across the western margin of the ridge south of Jonesboro reveals displaced reflectors as shallow as 30 m depth. Claiborne Group strata are displaced approximately 6 m and it appears that some of the topographic relief of Crowley's Ridge at this location is due to post middle Eocene fault displacement. Based on the reflection data, the authors suggest that Crowley's Ridge is tectonic in origin.

It reports the results of a comprehensive, year-round program to monitor the impact of operations at the three major US Department of Energy (DOE) production and research installations in Oak Ridge on the immediate areas' and surrounding region's groundwater and surface waters, soil, air quality, vegetation and wildlife, and through these multiple and varied pathways, the resident human population.     A wind turbine of the type having an airfoil blade (15) mounted on a flexible beam (20) and a pitch governor (55) which selectively, torsionally twists the flexible beam in response to wind turbine speed thereby setting blade pitch, is provided with a limiter (85) which restricts unwanted pitch change at operating speeds due to torsional creep of the flexible beam. The limiter allows twisting of the beam by the governor under excessive wind velocity conditions to orient the blades in stall pitch positions, thereby preventing overspeed operation of the turbine. In the preferred embodiment, the pitch governor comprises a pendulum (65,70) which responds to changing rotor speed by pivotal movement, the limiter comprising a resilient member (90) which engages an end of the pendulum to restrict further movement thereof, and in turn restrict beam creep and unwanted blade pitch misadjustment.

    This document outlines the activities necessary to conduct a Remedial Investigation (RI) of the Chestnut Ridge Security Pits (CRSP) at the Oak Ridge Y-12 Plant. The CRSP, also designated Chestnut Ridge Operable Unit (OU) 1, is one of four OUs along Chestnut Ridge on the Oak Ridge Reservation (ORR). The purpose of the RI is to collect data to (1) evaluate the nature and extent of known and suspected contaminants, (2) support an Ecological Risk Assessment (ERA) and a Human Health Risk Assessment (HHRA), (3) support the feasibility study in the development and analysis of remedial alternatives, and (4) ultimately, develop a Record of Decision (ROD) for the site. This chapter summarizes the regulatory background of environmental investigation on the ORR and the approach currently being followed and provides an overview of the RI to be conducted at the CRSP. Subsequent chapters provide details on site history, sampling activities, procedures and methods, quality assurance (QA), health and safety, and waste management related to the RI.

    This investigation of roof damage caused by Hurricane Katrina is a joint effort of the Roofing Industry Committee on Weather Issues, Inc. (RICOWI) and the Oak Ridge National Laboratory/U.S. Department of Energy (ORNL/DOE). The Wind Investigation Program (WIP) was initiated in 1996. Hurricane damage that met the criteria of a major windstorm event did not materialize until Hurricanes Charley and Ivan occurred in August 2004. Hurricane Katrina presented a third opportunity for a wind damage investigation in August 29, 2005. The major objectives of the WIP are as follows: (1) to investigate the field performance of roofing assemblies after major wind events; (2) to factually describe roofing assembly performance and modes of failure; and (3) to formally report results of the investigations and damage modes for substantial wind speeds The goal of the WIP is to perform unbiased, detailed investigations by credible personnel from the roofing industry, the insurance industry, and academia. Data from these investigations will, it is hoped, lead to overall improvement in roofing products, systems, roofing application, and durability and a reduction in losses, which may lead to lower overall costs to the public. This report documents the results of an extensive and well-planned investigative effort. The following program changes were implemented as a result of the lessons learned during the Hurricane Charley and Ivan investigations: (1) A logistics team was deployed to damage areas immediately following landfall; (2) Aerial surveillance--imperative to target wind damage areas--was conducted; (3) Investigation teams were in place within 8 days; (4) Teams collected more detailed data; and (5) Teams took improved photographs and completed more detailed photo logs. Participating associations reviewed the results and lessons learned from the previous investigations and many have taken the following actions: (1) Moved forward with recommendations for new installation procedures; (2) Updated and improved application guidelines and manuals from associations and manufacturers; (3) Launched certified product installer programs; and (4) Submitted building code changes to improve product installation. Estimated wind speeds at the damage locations came from simulated hurricane models prepared by Applied Research Associates of Raleigh, North Carolina. A dynamic hurricane wind field model was calibrated to actual wind speeds measured at 12 inland and offshore stations. The maximum estimated peak gust wind speeds in Katrina were in the 120-130 mph range. Hurricane Katrina made landfall near Grand Isle, Louisiana, and traveled almost due north across the city of New Orleans. Hurricane winds hammered the coastline from Houma, Louisiana, to Pensacola, Florida. The severe flooding problems in New Orleans made it almost impossible for the investigating teams to function inside the city. Thus the WIP investigations were all conducted in areas east of the city. The six teams covered the coastal areas from Bay Saint Louis, Mississippi, on the west to Pascagoula, Mississippi, on the east. Six teams involving a total of 25 persons documented damage to both low slope and steep slope roofing systems. The teams collected specific information on each building examined, including type of structure (use or occupancy), wall construction, roof type, roof slope, building dimensions, roof deck, insulation, construction, and method of roof attachment. In addition, the teams noted terrain exposure and the estimated wind speeds at the building site from the Katrina wind speed map. With each team member assigned a specific duty, they described the damage in detail and illustrated important features with numerous color photos. Where possible, the points of damage initiation were identified and damage propagation described. Because the wind speeds in Katrina at landfall, where the investigations took place, were less than code-specified design speeds, one would expect roof damage to be minimal.     This Remedial Investigation (RI) Work Plan specifically addresses Chestnut Ridge Operable Unit 1, (OU1) which consists of the Chestnut Ridge Security Pits (CRSP). The CRSP are located {approximately}800 ft southeast of the central portion of the Y-12 Plant atop Chestnut Ridge, which is bounded to the northwest by Bear Creek Valley and to the southeast by Bethel Valley. Operated from 1973 to 1988, the CRSP consisted of a series of trenches used for the disposal of classified hazardous and nonhazardous waste materials. Disposal of hazardous waste materials was discontinued in December 1984, while nonhazardous waste disposal ended on November 8, 1988. An RI is being conducted at this site in response to CERCLA regulations. The overall objectives of the RI are to collect data necessary to evaluate the nature and extent of contaminants of concern (COC), support an ecological risk assessment (ERA) and a human health risk assessment (HHRA), support the evaluation of remedial alternatives, and ultimately develop a Record of Decision for the site. The purpose of this Work Plan is to outline RI activities necessary to define the nature and extent of suspected contaminants at Chestnut Ridge OU1. Potential migration pathways also will be investigated. Data collected during the RI will be used to evaluate the overall risk posed to human health and the environment by OU1.

    This study establishes a basis for long-range land-use planning to accommodate both present and projected DOE program requirements in Oak Ridge. In addition to technological requirements, this land-use plan incorporates in-depth ecological concepts that recognize multiple uses of land as a viable option. Neither environmental research nor technological operations need to be mutually exclusive in all instances. Unique biological areas, as well as rare and endangered species, need to be protected, and human and environmental health and safety must be maintained. The plan is based on the concept that the primary use of DOE land resources must be to implement the overall DOE mission in Oak Ridge. This document, along with the base map and overlay maps, provides a reasonably detailed description of the DOE Oak Ridge land resources and of the current and potential uses of the land. A description of the land characteristics, including geomorphology, agricultural productivity and soils, water courses, vegetation, and terrestrial and aquatic animal habitats, is presented to serve as a resource document. Essentially all DOE land in the Oak Ridge area is being fully used for ongoing DOE programs or has been set aside as protected areas.

    As the United States dramatically expands wind energy deployment, the industry is challenged with developing a skilled workforce and addressing public resistance. Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school. This poster provides an overview of the first two years of the Wind for Schools project, primarily supporting activities in Colorado, Kansas, Nebraska, South Dakota, Montana, and Idaho.

    This environmental baseline survey (EBS) report documents the baseline environmental conditions of five land parcels located near the U.S. Department of Energy?s (DOE?s) East Tennessee Technology Park (ETTP), including West Black Oak Ridge, East Black Oak Ridge, McKinney Ridge, West Pine Ridge, and Parcel 21d. Preparation of this report included the detailed search of federal government records, title documents, aerial photos that may reflect prior uses, and visual inspections of the property and adjacent properties. Interviews with current employees involved in, or familiar with, operations on the real property were also conducted to identify any areas on the property where hazardous substances and petroleum products, or their derivatives, and acutely hazardous wastes may have been released or disposed. In addition, a search was made of reasonably obtainable federal, state, and local government records of each adjacent facility where there has been a release of any hazardous substance or any petroleum product or their derivatives, including aviation fuel and motor oil, and which is likely to cause or contribute to a release of any hazardous substance or any petroleum product or its derivatives, including aviation fuel or motor oil, on the real property. A radiological survey and soil/sediment sampling was conducted to assess baseline conditions of Parcel 21d that were not addressed by the soils-only no-further-investigation (NFI) reports. Groundwater sampling was also conducted to support a Parcel 21d decision. Based on available data West Black Oak Ridge, East Black Oak Ridge, McKinney Ridge, and West Pine Ridge are not impacted by site operations and are not subject to actions per the Federal Facility Agreement (FFA). This determination is supported by visual inspections, records searches and interviews, groundwater conceptual modeling, approved NFI reports, analytical data, and risk analysis results. Parcel 21d data, however, demonstrate impacts from site operations, specifically as associated with lead in surface soil at the abandoned water tank and nickel in surface soils over the northern portion of the parcel from former Bldg. K-1037 smelting operations. Low level detections of organics are also reported in some surface soils including Polycyclic aromatic hydrocarbons (PAHs) near Blair Road and common laboratory contaminants at randomly distributed locations. However, human health risk from site-related contaminants of potential concern (COPCs) are acceptable?though maximum concentrations of lead and nickel and the screening-level ecological risk assessment (SLERA) demonstrate no further ecological evaluation is warranted. The weight of evidence leads to the conclusion Parcel 21d does not require any actions per the FFA.

    The Oak Ridge Comprehensive Integrated Plan is intended to assist the US Department of Energy (DOE) and contractor personnel in implementing a comprehensive integrated planning process consistent with DOE Order 430.1, Life Cycle Asset Management and Oak Ridge Operations Order 430. DOE contractors are charged with developing and producing the Comprehensive Integrated Plan, which serves as a summary document, providing information from other planning efforts regarding vision statements, missions, contextual conditions, resources and facilities, decision processes, and stakeholder involvement. The Comprehensive Integrated Plan is a planning reference that identifies primary issues regarding major changes in land and facility use and serves all programs and functions on-site as well as the Oak Ridge Operations Office and DOE Headquarters. The Oak Ridge Reservation is a valuable national resource and is managed on the basis of the principles of ecosystem management and sustainable development and how mission, economic, ecological, social, and cultural factors are used to guide land- and facility-use decisions.     The goal of the Oak Ridge National Laboratory (ORNL) Waste Management Program is the protection of workers, the public, and the environment. A vital aspect of this goal is to comply with all applicable state, federal, and DOE requirements. Waste management requirements for DOE radioactive wastes are detailed in DOE Order 5820.2A, and the ORNL Waste Management Program encompasses all elements of this order. The requirements of this DOE order and other appropriate DOE orders, along with applicable Tennessee Department of Environment and Conservation (TDEC) and US Environmental Protection Agency (EPA) rules and regulations, provide the principal source of regulatory guidance for waste management operations at ORNL. The objective of the Oak Ridge National Laboratory Waste Management Plan is to compile and to consolidate information annually on how the ORNL Waste Management is to compile and to consolidate information annually on how the ORNL Waste Management Program is conducted, which waste management facilities are being used to manage wastes, what forces are acting to change current waste management systems, what activities are planned for the forthcoming fiscal year (FY), and how all of the activities are documented.
