Comments on the question of the discovery of element 112 as early as 1971

There are two independent claims for the discovery of element 112: The claim by Hofmann et al. from 1996 and the older claim from 1971 by Marinov et al. This Comment will not challenge the experimental results of Hofmann et al., but it will discuss one aspect of the claimed discovery of element 112 by Marinov et al., as their experiment has never been reproduced in exactly the form in which the original experiment has been carried out. The reasons for this deficiency may not be found in the field of science, but possibly in radioprotection restrictions for researchers who want to carry out such an experiment. However, such is not a sufficient reason to exclude the original claim from all considerations of the responsible international authorities, who have to settle such priority questions. It may be in agreement with scientific traditions, that when the responsible international committees do not feel to be able to come to a positive decision on the "1971" claim, they could keep the priority problem unsettled for the time being.

On August 29, 1988, the US Nuclear Regulatory Commission (NRC) issued an Advance Notice of Proposed Rulemaking on nuclear plant license renewal and solicited public comments on NUREG-1317, ''Regulatory Options for Nuclear Plant License Renewal.'' NUREG-1317 presents a discussion of fifteen topics involving technical, environmental, and procedural issues and poses a set of related questions. As part of its ongoing task for the NRC, The MITRE Corporation has summarized and analyzed the public comments received. Fifty-three written comments were received. Of these, 83 percent were from nuclear industry representatives; the remaining comments represented federal and state agencies, public interest groups, and a private citizen.

The comment by Semenov et al. has called into question our derivation of the outflow velocity in asymmetric magnetic reconnection. We present three reasons that the analysis presented in the comment is incorrect. Most importantly, the authors of the comment have incorrectly applied results from one-dimensional shock theory to the problem of conservation through a two-dimensional dissipation region. For completeness, we compare their predictions to numerical simulation results, finding that their theory does not describe the data. We conclude the analysis in the comment is without merit.

Some open questions in hydrodynamics

When speaking of unsolved problems in physics, this is surprising at first glance to discuss the case of fluid mechanics. However, there are many deep open questions that come with the theory of fluid mechanics. In this paper, we discuss some of them that we classify in two categories, the long term behavior of solutions of equations of hydrodynamics and the definition of initial (boundary) conditions. The first set of questions come with the non-relativistic theory based on the Navier-Stokes equations. Starting from smooth initial conditions, the purpose is to understand if solutions of Navier-Stokes equations remain smooth with the time evolution. Existence for just a finite time would imply the evolution of finite time singularities, which would have a major influence on the development of turbulent phenomena. The second set of questions come with the relativistic theory of hydrodynamics. There is an accumulating evidence that this theory may be relevant for the description of the medium created in high energy heavy-ion collisions. However, this is not clear that the fundamental hypotheses of hydrodynamics are valid in this context. Also, the determination of initial conditions remains questionable. The purpose of this paper is to explore some ideas related to these questions, both in the non-relativistic and relativistic limits of fluid mechanics. We believe that these ideas do not concern only the theory side but can also be useful for interpreting results from experimental measurements.

Answering Key Fuel Cycle Questions

The Advanced Fuel Cycle Initiative (AFCI) program has both “outcome” and “process” goals because it must address both waste already accumulating as well as completing the fuel cycle in connection with advanced nuclear power plant concepts. The outcome objectives are waste geological repository capacity and cost, energy security and sustainability, proliferation resistance, fuel cycle economics, and safety. The process objectives are readiness to proceed and adaptability and robustness in the face of uncertainties. A classic decision-making approach to such a multi-attribute problem would be to weight individual quantified criteria and calculate an overall figure of merit. This is inappropriate for several reasons. First, the goals are not independent. Second, the importance of different goals varies among stakeholders. Third, the importance of different goals is likely to vary with time, especially the “energy future.” Fourth, some key considerations are not easily or meaningfully quantifiable at present. Instead, at this point, we have developed 16 questions the AFCI program should answer and suggest an approach of determining for each whether relevant options improve meeting each of the program goals. We find that it is not always clear which option is best for a specific question and specific goal; this helps identify key issues for future work. In general, we suggest attempting to create as many win-win decisions (options that are attractive or neutral to most goals) as possible. Thus, to help clarify why the program is exploring the options it is, and to set the stage for future narrowing of options, we have developed 16 questions, as follows: · What are the AFCI program goals? · Which potential waste disposition approaches do we plan for? · What are the major separations, transmutation, and fuel options? · How do we address proliferation resistance? · Which potential energy futures do we plan for? · What potential external triggers do we plan for? · Should we separate uranium? · If we separate uranium, should we recycle it, store it or dispose of it? · Is it practical to plan to fabricate and handle “hot” fuel? · Which transuranic elements (TRU) should be separated and transmuted? · Of those TRU separated, which should be transmuted together? · Should we separate and/or transmute Cs and Sr isotopes that dominate near-term repository heating? · Should we separate and/or transmute very long-lived Tc and I isotopes? · Which separation technology? · What mix of transmutation technologies? · What fuel technology best supports the above decisions?

This hypothesis is that superconductivity requires that the pairing gap locates around the Fermi level. Comment on "Can there be a quark-matter core in a magnetar?"

We comment on the paper by Tanusri Ghosh and Somenath Chakrabarty, Phys. Rev. D63, 043006 (2001). In that paper it was argued that a first-order transition to quark matter in the core of a magnetar is absolutely forbidden if its magnetic field strength exceeds $10^{15}$ G. However, we show in this comment that if the quark anomalous magnetic moment and the population of higher Landau levels is taken into account, it may still be possible for a first-order phase transition from nuclear matter to quark matter to occur in the core of a magnetar. These effects may also obscure the question of whether beta equilibrium favors strange quark matter in the core of a magnetar.

Research in Question Answering has focused on the quality of information retrieval or extraction using the metrics of precision and recall to judge success; these metrics drive toward finding the specific best answer(s) and are best supportive of a lookup type of search. These do not address the opportunity that users? natural language questions present for exploratory interactions. In this paper, we present an integrated Question Answering environment that combines a visual analytics tool for unstructured text and a state-of-the-art query expansion tool designed to compliment the cognitive processes associated with an information analysts work flow. Analysts are seldom looking for factoid answers to simple questions; their information needs are much more complex in that they may be interested in patterns of answers over time, conflicting information, and even related non-answer data may be critical to learning about a problem or reaching prudent conclusions. In our visual analytics tool, questions result in a comprehensive answer space that allows users to explore the variety within the answers and spot related information in the rest of the data. The exploratory nature of the dialog between the user and this system requires tailored evaluation methods that better address the evolving user goals and counter cognitive biases inherent to exploratory search tasks.

In an effort to promote communication between the formal and phenomenological branches of the high-energy theory community, we provide a description of some important issues in supersymmetric and string phenomenology. We describe each within the context of string constructions, illustrating them with specific examples where applicable. Each topic culminates in a set of questions that we believe are amenable to direct consideration by string theorists, and whose answers we think could help connect string theory and phenomenology.

To Whom It May Concern: I want to state upfront that my name is the only thing I want disclosed in my comments--please do not disclose my address or any other personal contact information to the extent to the law. I attended the QER in North Dakota, and want to thank the entire delegation for coming to North Dakota. I found it very interesting and informative. I would like to support the basic idea of a complete energy package that includes oil, coal, wind, solar and bio-fuels. I understand that coal and oil are under a lot of scrutiny for environmental affects. However, we (as a country) are not in a position to stop the use of any of our energy resources. At this point in time, to do so, in my opinion, would be harmful to our country's national security. I feel the dramatic mandates being placed on coal to make other energy resources competitive, is counter-intuitive to national security and future development of alternative energy resources. North Dakota has lead the nation in environmental strategies for clean air, clean water, and clean environment. We also produce a lot of energy from coal. I think the national energy policy should take common sense steps towards the national energy policy that includes all energy resources, instead of knee-jerk reactions from misunderstood and lop-sided actions. Jack Reed, below and attached are my comments on energy policy for now and the future: ***************************************************************************** AN OUTLINE FOR PRACTICAL & FRUITFUL ENERGY DEVELOPMENT WITH SPECIAL ATTENTION TO SENSIBLE PUBLIC INVESTMENT (Thoughts on intelligent action for energy that is abundant, affordable, associated with many jobs and economic health in New England and the nation) ** CLINGING TO OUTMODED & DESTRUCTIVE TECHNOLOGIES – WE DON'T NEED TO ARGUE ABOUT CLIMATE CHANGE TO SEE THE WAY FORWARD 1. Fossil fuels and nuclear have clear and present dangers and damaging effects, on human and environmental health. This includes the uncontestable pollution involved in production and use, and the risks of greater disasters, along with concerns about toxic waste that can contaminate our water and more. 2. Renewable sources offer a vast number of possibilities for energy production for a variety of uses. To not explore them is wasteful. To stick to same-old, same-old is foolish, and will leave us at the rear of the pack re: future energy development. **SMALL IS BEAUTIFUL – LESS RISKY – MORE PRODUCTIVE – MORE LOCAL 1 Solyndra is the bad apple that makes the point. Because something costs millions, or even billions of dollars doesn't mean it is the way to achieve huge results. The only thing that is huge about propping up mega-corporations is the risk. 2 Making the money available in far smaller amounts to a variety of solar efforts is both less risky and more promising – gives more chance of positive results. And, to anyone who can do the math – millions of small installations is as productive as one giant. 3 Smaller projects tend to be more labor-intensive – and offer local employment in a bunch of different places, benefiting the economies of all. **BENEFICIAL INNOVATION IS NOT BORN IN A CORPORATE THINK TANK, BUT IN THE MINDS OF INDIVIDUAL GENIUSES. 1. History tells us that great inventions have been developed by unknowns working in garages, bike shops, etc. We need to look beyond the elite in corporate money tanks and prestigious academia to find the gems in our own backyards. 2. One such, Paul Klinkman, has at least 50 inventions on hand, is developing several, has one patent and a few more in process, most related to alternative energy production. 3. The point is that we would find many like him – if we would only look. 4. Also, we should be seeking not just new technologies, but new business models. Check out the example from our greenhouse flyer, below. **SAVVY INVESTORS DON'T PUT THE BULK OF THEIR FORTUNES IN JUST A COUPLE OF STOCKS. THEY SPREAD THE RISK BY DIVERSIFYING. LET US BE LIKEWISE SMART IN USE OF PUBLIC MONEY 1 "Renewable energy" is not just about electricity, or even that and hot water. It is not even just those and wind, and certainly more than "solar panels". 2 We need to explore and use the many different types of alternatives, just as we do in most other aspects of our society. 3 Taking the kind of money that was allocated to Solyndra (or even to 38 Studios here in Rhode Island, and instead investing it in even 10 small projects, is a much wiser choice than betting it on another big boondoggle. **WHAT TO DO? PUT OUR MONEY INTO SUPPORT FOR WIDESPREAD USE OF CURRENT "GREEN" ENERGY TECHNOLOGY, AND EVALUATION & DEVELOPMENT OF NEW, TRULY INNOVATIVE OPTIONS 1 Make renewable energy credits available for all solar, wind and other technologies that show promise for meeting our energy needs. 2 Consider setting up an Important Innovations Center like the one described on the other side. TWO EXAMPLES OF NEW & EXCITING RESEARCH & BUSINESS MODELS A. PROPOSED NEW KSD NON-PROFIT IMPORTANT INNOVATIONS CENTER PURPOSES **Provide a place where small inventors can get help in evaluating and developing their ideas. **Provide a place which will focus specifically on inventions that have the potential to benefit the world and its people. **Provide a place which will especially focus on solutions to energy needs – and to environmental pollution and other

Properties of the phase space of the standard map with memory are investigated. This map was obtained from a kicked fractional differential equation. Depending on the value of the parameter of the map and the fractional order of the derivative in the original differential equation this nonlinear dynamical system demonstrates attractors (fixed points, stables periodic trajectories, slow converging and slow diverging trajectories, ballistic trajectories, and fractal-like structures) and/or chaotic trajectories. At least one type of fractal-like sticky attractors in the chaotic sea was observed.

For quantum systems described by finite matrices, linear and affine maps of matrices are shown to provide equivalent descriptions of evolution of density matrices for a subsystem caused by unitary Hamiltonian evolution in a larger system; an affine map can be replaced by a linear map, and a linear map can be replaced by an affine map. There may be significant advantage in using an affine map. The linear map is generally not completely positive, but the linear part of an equivalent affine map can be chosen to be completely positive and related in the simplest possible way to the unitary Hamiltonian evolution in the larger system.

QER- Comment of Martha Tirk

I write as a concerned citizen from Ashfield, one of the rural western Massachusetts towns that would be affected by the proposed installation of a gas pipeline along the existing electrical power grid by Kinder Morgan/TGP. My property abuts easements for these high tension lines. My concerns are threefold: 1. The valuation of my property, and that of others affected by this proposed pipeline, would decrease substantially should this installation become a reality. This will negatively impact the tax basis and in aggregate, reduced tax revenues for our town will have a significant negative effect on schools, public safety, road maintenance and other services. 2. I question the ability to adequately insure my property in the event of this installation becoming a reality. The risks associated with the transport and storage of gas are frightening and real, particularly "fracked' gas with the additives - known and unknown - that become a part of its composition through the shale drilling process and through reactions with the steel pipe in which its carried. My insurance policy, a standard one, will not cover losses that could foreseeably be incurred as a result of leakage, explosion, fire, or other distinctly possible incidents along the pipeline route. 3. The salability of my property will be negatively impacted by this pipeline. In fact, the mere proposal has already had an affect. My immediate neighbor, an older woman who has been living in and maintaining an historic 200+ year old farm house for over 30 years, has recently lost the sale of her home as news of Kinder Morgan's intent has become widespread. We live in a small and rural town. Our quality of life is as precious to us as our natural and community resources - clean water, clean air, rich farmland, and neighbors who take the time to be educated about the impact of proposed large-scale energy generating and transmission projects because we care deeply about preserving all of it. I don't pretend to understand all of the science and nuance involved, but it's clear to me that safety and environmental risks, and the financial risks to our entire community, are significant. What's not clear is how any of us would benefit from the presence of this pipeline in our town and in our region. I am opposed to "fracking" in the first place, and concerned that the real problem is continued dependence on fossil fuels as opposed to renewable and clean energy. Apart from my concerns about "fracked" gas, I do not believe we need more fossil fuel infrastructure. What we do need is a public-private partnership that promotes sustainable, renewable energy sources and the development of storage capacity for electricity generated by those sources. I cannot attend either of your meetings tomorrow in Hartford or Providence but wanted to express my concerns. Thank you.

A recent paper studies a modification of Einstein-aether theory in which the aether vector is restricted, at the level of the action, to be the gradient of a scalar. In this comment we note that this scalar version of Einstein-aether theory is equivalent to the projectable version of the IR limit of Ho\\v{r}ava gravity when the potential for the scalar is constant. This provides a generally covariant formulation for projectable Ho\\v{r}ava gravity.

Russia's energy policy: A framing comment

A prominent specialist on the Russian economy provides a framing comment on two preceding papers entitled 'Russia's Energy Policy' (by Vladimir Milov, Leonard Coburn, and Igor Danchenko) and 'Russia's Energy Policy: A Divergent View' (by Matthew J. Sagers). The author argues that Russia's current energy policy should be viewed as an outcome of competition between three overlapping programs. In this context, he identifies three policy models - the old Soviet, the liberal or oligarchic, and the most recent state capitalist. The latter is currently supported by President Putin, who prioritizes diversification of the country's economy at the expense of diminished investments in the oil and gas sector.

Two kinds of maps that describe evolution of states of a subsystem coming from dynamics described by a unitary operator for a larger system, maps defined for fixed mean values and maps defined for fixed correlations, are found to be quite different for the same unitary dynamics in the same situation in the larger system. An affine form is used for both kinds of maps to find necessary and sufficient conditions for inverse maps. All the different maps with the same homogeneous part in their affine forms have inverses if and only if the homogeneous part does. Some of these maps are completely positive; others are not, but the homogeneous part is always completely positive. The conditions for an inverse are the same for maps that are not completely positive as for maps that are. For maps defined for fixed mean values, the homogeneous part depends only on the unitary operator for the dynamics of the larger system, not on any state or mean values or correlations. Necessary and sufficient conditions for an inverse are stated several different ways: in terms of the maps of matrices, basis matrices, density matrices, or mean values. The inverse maps are generally not tied to the dynamics the way the maps forward are. A trace-preserving completely positive map that is unital can not have an inverse that is obtained from any dynamics described by any unitary operator for any states of a larger system.

CAERs's mine mapping program and Kentucky's mine mapping initiative

Since 1884 the Kentucky Department of Mines and Minerals (KDMM now OMSL) has had a mine mapping function as it relates to mine safety. The CAER's Mine Mapping Program has provided this service to that agency since 1972. The program has been in continuous operation under the current staff and management over that period. Functions include operating the Mine Map Repository/Mine Map Information Center of the OMSL; and receiving and processing all annual coal mine license maps, old maps, and related data. The Kentucky Mine Mapping Initiative's goal is to ensure that every underground and surface mine map in Kentucky is located, digitized and online. The Kentucky mine mapping website plays a vital role in the safety of Kentuckians. The purpose of the web service is to make available electronic maps of mined out areas and approximately 32,000 engineering drawings of operating or closed mines that are located in the state. Future phases of the project will include the archival scanning of all submitted mine maps; the recovery from outside sources of maps that were destroyed in a 1948 fire; and the development of further technology to process maps and related data. 7 photos.

We provide a partial classification of positive linear maps in matrix algebras which is based on a family of spectral conditions. This construction generalizes celebrated Choi example of a map which is positive but not completely positive. We present a method for bridging the gap between the Dirac effective field theory and atomistic simulations in graphene based on the Husimi projection, allowing us to depict phenomena in graphene at arbitrary scales. This technique takes the atomistic wavefunction as an input, and produces semiclassical pictures of quasiparticles in the two Dirac valleys. We use the Husimi tech- nique to produce maps of the scattering behavior of boundaries, giving insight into the properties of wavefunctions at energies both close to and far from the Dirac point. Boundary conditions play a significant role to the rise of Fano resonances, which we examine using the Husimi map to deepen our understanding of bond currents near resonance.

Comment on 'Nonlocality, Counterfactuals and Quantum Mechanics'

A recent proof [H. P. Stapp, Am. J. Phys. 65, 300 (1997)], formulated in the symbolic language of modal logic, claims to show that contemporary quantum theory, viewed as a set of rules that allow us to calculate statistical predictions among certain kinds of observations, cannot be imbedded in any rational framework that conforms to the principles that (1) the experimenters' choices of which experiments they will perform can be considered to be free choices, (2) outcomes of measurements are unique, and (3) the free choices just mentioned have no backward-in-time effects of any kind. This claim is similar to Bell's theorem, but much stronger, because no reality assumption alien to quantum philosophy is used. The paper being commented on [W. Unruh, Phys. Rev. A 59, 126 (1999)] argues that some such reality assumption has been ''smuggled'' in. That argument is examined here and shown, I believe, to be defective.

Shortcomings of a momentum-space treatment of strong absorption, as discussed in the previous Comment [nucl-th/9611025], are only of concern at low projectile energies, $\\gamma$< 1.5. At intermediate and high energies, for which the quantum-mechanical equivalent-photon spectrum is intended, the quantum-mechanical cross sections are reduced relative to the semi-classical results whether one treats strong effects via a momentum-space or an impact-parameter (spatial) cut-off. At these energies the origin of the discrepancy between the predictions of full quantuym-mechanical and the semi-classical calulations cannot be traced to differences in the treatment of strong-interaction effects. Rather, they arise from quantum effects neglected in the semi-classical calculations.

NUREG/CR-6204 is a collection of questions and answers that were originally issued in seven sets and which pertain to revised 10 CFR Part 20. The questions came from both outside and within the NRC. The answers were compiled and provided by NRC staff within the offices of Nuclear Reactor Regulation, Nuclear Material Safety and Safeguards, Nuclear Regulatory Research, the Office of State Programs, and the five regional offices. Although all of the questions and answers have been reviewed by attorneys in the NRC Office of the General Counsel, they do not constitute official legal interpretations relevant to revised 10 CFR Part 20. The questions and answers do, however, reflect NRC staff decisions and technical options on aspects of the revised 10 CFR Part 20 regulatory requirements. This NUREG is being made available to encourage communication among the public, industry, and NRC staff concerning the major revisions of the NRC`s standards for protection against radiation.

Apparatus for detecting and mapping defects in the surfaces of polycrystalline materials in a manner that distinguishes dislocation pits from grain boundaries includes a laser for illuminating a wide spot on the surface of the material, a light integrating sphere with apertures for capturing light scattered by etched dislocation pits in an intermediate range away from specular reflection while allowing light scattered by etched grain boundaries in a near range from specular reflection to pass through, and optical detection devices for detecting and measuring intensities of the respective intermediate scattered light and near specular scattered light. A center blocking aperture or filter can be used to screen out specular reflected light, which would be reflected by nondefect portions of the polycrystalline material surface. An X-Y translation stage for mounting the polycrystalline material and signal processing and computer equipment accommodate rastor mapping, recording, and displaying of respective dislocation and grain boundary defect densities. A special etch procedure is included, which prepares the polycrystalline material surface to produce distinguishable intermediate and near specular light scattering in patterns that have statistical relevance to the dislocation and grain boundary defect densities. 20 figures.

Non-gaussianity in the foreground-reduced CMB maps

[Abridged]: A detection or nondetection of primordial non-Gaussianity by using the CMB data is crucial not only to discriminate inflationary models but also to test alternative scenarios. Non-Gaussianity offers, therefore, a powerful probe of the physics of the primordial universe. The extraction of primordial non-Gaussianity is a difficult enterprise since several effects of non-primordial nature can produce non-Gaussianity. Most of the Gaussianity analyses of CMB data have been performed by using part-sky frequency, where masks are used to deal with the galactic diffuse foreground emission. However, full-sky map seems to be potentially more appropriate to test for Gaussianity of the CMB data. On the other hand, masks can induce bias in some non-Gaussianity analyses. Here we use two recent large-angle non-Gaussianity indicators, based on skewness and kurtosis of large-angle patches of CMB maps, to examine the question of non-Gaussianity in the available full-sky five-year and seven-year WMAP maps. We show that these full-sky foreground-reduced maps present a significant deviation from Gaussianity of different levels, which vary with the foreground-reducing procedures. We also make a Gaussianity analysis of the foreground-reduced five-year and seven-year WMAP maps with a KQ75 mask, and compare with the similar analysis performed with the full-sky foreground-reduced maps. This comparison shows a significant reduction in the levels of non-Gaussianity when the mask is employed, which provides indications on the suitability of the foreground-reduced maps as Gaussian reconstructions of the full-sky CMB.

Wave maps on a wormhole

We consider equivariant wave maps from a wormhole spacetime into the three-sphere. This toy-model is designed for gaining insight into the dissipation-by-dispersion phenomena, in particular the soliton resolution conjecture. We first prove that for each topological degree of the map there exists a unique static solution (harmonic map) which is linearly stable. Then, using the hyperboloidal formulation of the initial value problem, we give numerical evidence that every solution starting from smooth initial data of any topological degree evolves asymptotically to the harmonic map of the same degree. The late-time asymptotics of this relaxation process is described in detail.

This document provides the results of a comparison of building energy efficient elements of the ICC-700 National Green Building Standard, LEED for Homes, and ENERGY STAR versions 2, 2.5, and 3.0 to the 2009 International Energy Conservation Code (2009 IECC). This comparison will provide a tool for states and local municipalities as they consider adoption of these programs. The comparison is presented in a series of appendices. The first appendix provides a summary chart that visually represents the comprehensive comparison of the programs to the 2009 IECC topic areas. Next there are a series of individual tables (one appendix for each program) that include the specific program mapping to the 2009 IECC elements with comments that briefly discuss how well the elements mapped. Finally, a comprehensive table is included that shows all five of the programs mapped to the 2009 IECC elements to allow a detailed comparison.

The paper describes a technique to use patent information available online (at the US Patent and Trademark Office) for the generation of Google Maps that indicate both the quantity and quality of patents granted at the city level. The resulting maps are relevant for technological innovation policies and R&D management because the US market can be considered as the leading market for patenting and patent competition. Quantitative data is made available by the mapping routines for more detailed statistical analysis, and the non-parametric statistics for significance testing are specified. The new mapping approach is explored for the cases of the emerging technologies of "RNA interference" and "nanotechnology" as specific examples. Perspectives for further developments of this technique (other databases and network analysis of co-inventions) are specified.

Hello DOE, Thanks for accepting my comments on the Quadrennial Energy Review by e-mail. There will be those who wish to promote nuclear energy as a source of electricity for future use in the USA. I speak against this form of energy. Because it creates long-lived radioactive wastes, nuclear power is incompatible with the biological world in which we live and from which we evolved. The lasting nature of these wastes creates a moral quandry for us in this generation, as we leave behind such biological poisons for our descents to manage, in ways which we do not yet know. A further problem with nucler energy is that any fission reaction creates plutonium, the stuff of nuclear weapons. If nuclear power reactors were to be spread around the world, inevitably the proliferation of nuclear weapons would follow. So-called '4th generation' or 'thorium' reactors suffer from a similar problem, for although they may generate less plutonium, their fuel cycle involves creation of large amounts of U-233 which carries a similar proliferation risk to plutonium-239. I advocate crafting an energy future for our nation bsed on the natural flows of renewable energy, coupled with a diversified structure which generates electricity at many smaller sources. Implicit in any modern energy system is the increased efficiency of energy usage which will continue to lower the bulk amounts of energy, particularly electricity, which our society uses to satisfy our industrial, military, commercial, and personal needs. Clearly as a nation we must participate in the worldwide effort to control the buildup of carbon dioxide gases and other pollutants which threaten the stability of the earth's climate. We have produced a new conformal map of the universe illustrating recent discoveries, ranging from Kuiper belt objects in the Solar system, to the galaxies and quasars from the Sloan Digital Sky Survey. This map projection, based on the logarithm map of the complex plane, preserves shapes locally, and yet is able to display the entire range of astronomical scales from the Earth s neighborhood to the cosmic microwave background. The conformal nature of the projection, preserving shapes locally, may be of particular use for analyzing large scale structure. Prominent in the map is a Sloan Great Wall of galaxies 1.37 billion light years long, 80 percent longer than the Great Wall discovered by Geller and Huchra and therefore the largest observed structure in the universe.

We present the development of the idea to use dynamics in the space of contact maps as a computational approach to the protein folding problem. We first introduce two important technical ingredients, the reconstruction of a three dimensional conformation from a contact map and the Monte Carlo dynamics in contact map space. We then discuss two approximations to the free energy of the contact maps and a method to derive energy parameters based on perceptron learning. Finally we present results, first for predictions based on threading and then for energy minimization of crambin and of a set of 6 immunoglobulins. The main result is that we proved that the two simple approximations we studied for the free energy are not suitable for protein folding. Perspectives are discussed in the last section.

Schmidt states and positivity of linear maps

Using pure entangled Schmidt states, we show that m-positivity of a map is bounded by the ranks of its negative Kraus matrices. We also give an algebraic condition for a map to be m-positive. We interpret these results in the context of positive maps as entanglement witnesses, and find that only 1-positive maps are needed for testing entanglement.

A dynamical map is a map which takes one density operator to another. Such a map can be written in an operator-sum representation (OSR) using a spectral decomposition. The method of the construction applies to more general maps which need not be completely positive. The OSR not unique; there is a freedom to choose the set of operators in the OSR differently, yet still obtain the same map. Here we identify all maps which are equivalent to a given map. Whereas the freedom for completely positive maps is unitary, the freedom for maps which are not necessarily completely positive is pseudo-unitary.
