    One of the fundamental aspects of robot teleoperation is the ability to successfully navigate a robot through an environment. We define successful navigation to mean that the robot minimizes collisions and arrives at the destination in a timely manner. Often video and map information is presented to a robot operator to aid in navigation tasks. This paper addresses the usefulness of map and video information in a navigation task by comparing a side-by-side (2D) representation and an integrated (3D) representation in both a simulated and a real world study. The results suggest that sometimes video is more helpful than a map and other times a map is more helpful than video. From a design perspective, an integrated representation seems to help navigation more than placing map and video side-by-side.

    Methods of generating a three dimensional representation of an object in a reference plane from a depth map including distances from a reference point to pixels in an image of the object taken from a reference point. Weights are assigned to respective voxels in a three dimensional grid along rays extending from the reference point through the pixels in the image based on the distances in the depth map from the reference point to the respective pixels, and a height map including an array of height values in the reference plane is formed based on the assigned weights. An n-layer height map may be constructed by generating a probabilistic occupancy grid for the voxels and forming an n-dimensional height map comprising an array of layer height values in the reference plane based on the probabilistic occupancy grid.

    Federal agencies, states and resource managers have control and stewardship responsibility over a significant inventory of natural resources. A number of federal regulations require the review, protection and preservation of natural resource protection. Examples of such actions include the reauthorization of the Clean Water Act and the modification of the National Contingency Plan to incorporate the requirements of the Oil Pollution Act of 1990. To successfully preserve conserve and restore natural resources on federal reservations, and state and private lands, and to comply with Federal regulations designed to protect natural resources located on their sites, and the type of information on these resources required by environmental regulations. This paper presents an approach using a computerized, graphical information management system to catalogue and track data for the management of natural resources under Federal and state regulations, and for promoting resource conservation, preservation and restoration. The system is designed for use by Federal facility resource managers both for the day-to-day management of resources under their control, and for the longer-term management of larger initiatives, including restoration of significant or endangered resources, participation in regional stewardship efforts, and general ecosystem management. The system will be valuable for conducting natural resource baseline inventories an implementing resource management plans on lands other than those controlled by the Federal government as well. The system can provide a method for coordinating the type of natural resource information required by major federal environmental regulations--thereby providing a cost-effective means for managing natural resource information.

    Bridged polysilsesquioxanes are a class of hybrid organic-inorganic materials that permit molecular engineering of bulk properties including porosity. Prepared by sol-gel polymerization of monomers with two or more trialkoxysilyl groups, the materials are highly cross-linked amorphous polymers that are readily obtained as gels. The bridging configuration of the hydrocarbon group insures that network polymers are readily formed and that the organic functionality is homogeneously distributed throughout the polymeric scaffolding at the molecular level. This permits the bulk properties, including surface area, pore size, and dielectric constant to be engineered through the selection of the bridging organic group. Numerous bridging groups have been incorporated. This presentation will focus on the effects that the length, flexibility, and substitution geometry of the hydrocarbon bridging groups have on the properties of the resulting bridged polysilsesquioxanes. Details of the preparation, characterization, and some structure property relationships of these bridged polysilsesquioxanes will be given.

    We report the discovery of a young stellar bridge that forms a continuous connection between the Magellanic Clouds. This finding is based on number density maps for stellar populations found in data gathered by OGLE-IV that fully cover over 270 deg{sup 2} of the sky in the Magellanic Bridge area. This is the most extensive optical survey of this region to date. We find that the young population is present mainly in the western half of the MBR, which, together with the newly discovered young population in the eastern Bridge, form a continuous stream of stars connecting both galaxies along ? ? 73.5 deg. The young population distribution is clumped, with one of the major densities close to the SMC and the other fairly isolated and located approximately mid-way between the Clouds, which we call the OGLE island. These overdensities are well matched by H I surface density contours, although the newly found young population in the eastern Bridge is offset by ?2 deg north from the highest H I density contour. We observe a continuity of red clump stars between the Magellanic Clouds which represent an intermediate-age population. Red clump stars are present mainly in the southern and central parts of the Magellanic Bridge, below its gaseous part, and their presence is reflected by a strong deviation from the radial density profiles of the two galaxies. This may indicate either a tidal stream of stars, or that the stellar halos of the two galaxies overlap. On the other hand, we do not observe such an overlap within an intermediate-age population represented by the top of the red giant branch and the asymptotic giant branch stars. We also see only minor mixing of the old populations of the Clouds in the southern part of the Bridge, represented by the lowest part of the red giant branch.

    The Oregon Department of Transportation (Oregon DOT) maintains more than 120 coastal bridges; many are reinforced concrete structures over 15 m (50 ft) in length. Twelve of these bridges are historic structures. Oregon DOT is concerned about the ongoing deterioration of these bridges, rising maintenance and repair costs, and the need to protect Oregons large investment in coastal bridges. Over 80,000 m2 (850,000 ft2) of coastal bridge surface have been repaired and protected from further chloride-induced corrosion damage by using conductive coating anodes. Most of the anode area is thermal-sprayed (TS) Zn. Other anode materials include TS Ti, Zn-hydrogel, and conductive carbon paint. TS Zn anodes are estimated to have a service life exceeding 25 years but exhibit increasing anode polarization with age. Catalyzed TS Ti anodes develop no significant anode polarization and have exhibited stable long-term performance over 8 years of service. Galvanic Zn-hydrogel anodes produce a stable protection current with no evidence of aging effects over 6 years of service. The conductive carbon paint anode operates at a low anode current density and consumption rate with a low rate of acidification at the anode-concrete interface, which has contributed to a stable protection current over 17 years of service.

    New Mexico State University organized an effort to perform static and dynamic damage-detection tests on the Interstate-40 bridge over the Rio Grande at Albuquerque. The opportunity was available because the 425-ft-long bridge was soon to be replaced. Sandia National Laboratories was asked to provide and operate a shaker that could exert 1000-lb peak amplitude forces for both sinusoidal and random excitations between 2 and 20 Hz. Two Sandia departments collaborated to design and build the shaker, using existing major components connected with Sandia-designed and -fabricated hardware. The shaker was installed and operated successfully for a series of five modal and sinusoidal response tests.

  14. Non-destructive inspection protocol for reinforced concrete barriers and bridge railings

    Reinforced concrete highway barriers and bridge railings serve to prevent errant vehicles from departing the travel way at grade separations. Despite the important role that they play in maintaining safety and their ubiquitous nature, barrier inspection rarely moves beyond visual inspection. In August 2008, a tractor-trailer fatally departed William Preston Lane, Jr. Memorial Bridge after it dislodged a section of the bridge barrier. Investigations following the accident identified significant corrosion of the anchor bolts attaching the bridge railing to the bridge deck. As a result of the information gathered during its investigation of the accident, the National Transportation Safety Board (NTSB) made recommendations to the Federal Highway Administration concerning Non-Destructive Evaluation (NDE) of concrete bridge railings. The Center for nondestructive evaluation (NDE) at Turner Fairbank Highway Research Center in McLean, VA is currently evaluating feasibility of using four technologies - ground penetrating radar (GPR), ultrasonic pulse-echo, digital radiography and infrared thermal imaging methods to develop bridge inspection methods that augment visual inspections, offer reliable measurement techniques, and are practical, both in terms of time and cost, for field inspection work. Controlled samples containing predefined corrosion levels in reinforcing steel were embedded at barrier connection points for laboratory testing. All four NDE techniques were used in the initial phase I testing. An inspection protocol for detecting and measuring the corrosion of reinforced steel embedded in the anchorage system will be developed as part of phase II research. The identified technologies shall be further developed for field testing utilizing a structure with a barrier in good condition and a structure with a barrier in poor condition.

    Semiconductor bridges (SCBs) are finding increased use as initiators for explosive and pyrotechnic devices. They offer advantages in reduced voltage and energy requirements, coupled with excellent safety features. The design of explosive systems which implement either SCBs or metal bridgewires can be facilitated through the use of electrical simulation software such as the PSpice{reg_sign} computer code. A key component in the electrical simulation of such systems is an electrical model of the bridge. This report has two objectives: (1) to present and characterize electrical data taken in tests of detonators which employ SCBs with BNCP as the explosive powder; and (2) to derive appropriate electrical models for such detonators. The basis of such models is a description of the resistance as a function of energy deposited in the SCB. However, two important features which must be added to this are (1) the inclusion of energy loss through such mechanisms as ohmic heating of the aluminum lands and heat transfer from the bridge to the surrounding media; and (2) accounting for energy deposited in the SCB through heat transfer to the bridge from the explosive powder after the powder ignites. The modeling procedure is entirely empirical; i.e., models for the SCB resistance and the energy gain and loss have been estimated from experimental data taken over a range of firing conditions. We present results obtained by applying the model to the simulation of SCB operation in representative tests.

    A "cast-in-place" monolithic microporous polymer salt bridge for conducting electrical current in microfluidic devices, and methods for manufacture thereof is disclosed. Polymeric salt bridges are formed in place in capillaries or microchannels. Formulations are prepared with monomer, suitable cross-linkers, solvent, and a thermal or radiation responsive initiator. The formulation is placed in a desired location and then suitable radiation such as UV light is used to polymerize the salt bridge within a desired structural location. Embodiments are provided wherein the polymeric salt bridges have sufficient porosity to allow ionic migration without bulk flow of solvents therethrough. The salt bridges form barriers that seal against fluid pressures in excess of 5000 pounds per square inch. The salt bridges can be formulated for carriage of suitable amperage at a desired voltage, and thus microfluidic devices using such salt bridges can be specifically constructed to meet selected analytical requirements.

    The human is estimated to have at least 50,000 expressed genes (gene loci). Some information is available concerning about 5,000 of these gene loci and about 1,900 have been mapped, i.e., assigned to specific chromosomes (and in most instances particular chromosome regions). Progress has been achieved by a combination of physical mapping (e.g., study of somatic cell hybrids and chromosomal in situ hybridization) and genetic mapping (e.g., genetic linkage studies). New methods for both physical and genetic mapping are expanding the armamentarium. The usefulness of the mapping information is already evident; the spin-off from the Human Genome Project (HGP) begins immediately. the complete nucleotide sequence is the ultimate map of the human genome. Sequencing, although already under way for limited segments of the genome, will await further progress in gene mapping, and in particular creation of contig maps for each chromosome. Meanwhile the technology of sequencing and sequence information handling will be developed.

    Map labeling is of fundamental importance in cartography and geographical information systems and is one of the areas targeted for research by the ACM Computational Geometry Impact Task Force. Previous work on map labeling has focused on the problem of placing maximal uniform, axis-aligned, disjoint rectangles on the plane so that each point feature to be labeled lies at the corner of one rectangle. Here, we consider a number of variants of the map labeling problem. We obtain three general types of results. First, we devise constant-factor polynomial-time-approximation algorithms for labeling point features by rectangular labels, where the feature may lie anywhere on the boundary of its label region and where labeling rectangles may be placed in any orientation. These results generalize to the case of elliptical labels. Secondly, we consider the problem of labeling a map consisting of disjoint rectilinear fine segments. We obtain constant-factor polynomial-time approximation algorithms for the general problem and an optimal algorithm for the special case where all segments are horizontal. Finally, we formulate a bicriteria version of the map-labeling problem and provide bicriteria polynomial- time approximation schemes for a number of such problems.

    This report describes the process and results of a demonstration of solid-state lighting (SSL) technology conducted in 2009 at the recently reconstructed I-35W bridge in Minneapolis, MN. The project was supported under the U.S. Department of Energy (DOE) Solid-State Lighting GATEWAY Technology Demonstration Program. Other participants in the demonstration project included the Minnesota Department of Transportation (Mn/DOT), Federal Highways Administration (FHWA), and BetaLED™ (a division of Ruud Lighting). Pacific Northwest National Laboratory (PNNL) conducted the measurements and analysis of the results. DOE has implemented a three-year evaluation of the LED luminaires in this installation in order to develop new longitudinal field data on LED performance in a challenging, real-world environment. This document provides information through the initial phase of the I-35W bridge project, up to and including the opening of the bridge to the public and the initial feedback received on the LED lighting installation from bridge users. Initial findings of the evaluation are favorable, with minimum energy savings level of 13% for the LED installation relative to the simulated base case using 250W high-pressure sodium (HPS) fixtures. The LEDs had an average illuminance level of 0.91 foot candles compared to 1.29 fc for the HPS lamps. The LED luminaires cost $38,000 more than HPS lamps, yielding a lengthy payback period, however the bridge contractor had offered to include the LED luminaires as part of the construction package at no additional cost. One potentially significant benefit of the LEDs in this installation is avoiding rolling lane closures on the heavily-traveled interstate bridge for the purpose of relamping the HPS fixtures. Rolling lane closures involve multiple crew members and various maintenance and safety vehicles, diversion of traffic, as well as related administrative tasks (e.g., approvals, scheduling, etc.). Mn/DOT records show an average cost of relamping fixtures along interstate roadways of between $130-150 per pole. The previous bridge saw a lamp mortality rate of approximately 50% every two years, though the new bridge was designed to minimize many of the vibration issues. A voluntary Web-based feedback survey of nearly 500 self-described bridge users showed strong preference for the LED lighting - positive comments outnumbered negative ones by about five-to-one.

    The Yaquina Bay Bridge in Newport, Oregon, was designed by Conde B. McCullough and built in 1936. The 3,223-foot (982 m) structure is a combination of concrete arch approach spans and a steel through arch over the shipping channel. Cathodic protection is used to prevent corrosion damage to the concrete arches. The Oregon Department of Transportation (Oregon DOT) installed a carbon anode coating (DAC-85) on two of the north approach spans in 1985. This anode was operated at a current density of 6.6 mA/m2(0.6 mA/ft2). No failure of the conductive anode was observed in 1990, five years after application, or in 2000, 15 years after application. Thermal-sprayed zinc anodes 20 mils (0.5 mm) thick were applied to half the south approach spans beginning in 1990. Thermal-sprayed zinc anodes 15 mils (0.4 mm) thick were applied to the remaining spans in 1996. These anodes were operated at a current density of 2.2 mA/m2(0.2 mA/ft2). In 1999, four zones on the approach spans were included in a two-year field trial of humectants to improve zinc anode performance. The humectants LiNO3 and LiBr were applied to two zones; the two adjacent zones were left untreated as controls. The humectants substantially reduced circuit resistance compared to the controls.

    In the course of a failure investigation, corrosion of the lands was occasionally found in developmental lots of semiconductor bridge (SCB) detonators and igniters. Evidence was found in both detonators and igniters of the gold layer being deposited on top of a corroded aluminum layer, but inspection of additional dies from the same wafer did not reveal any more corroded parts. In some detonators, evidence was found that corrosion of the aluminum layer also happened after the gold was deposited. Moisture and chloride must both be present for aluminum to corrode. A likely source for chloride is the adhesive used to bond the die to the header. Inspection of other SCB devices, both recently manufactured and manufactured about ten years ago, found no evidence for corrosion even in devices that contained SCBs with aluminum lands and no gold. Several manufacturing defects were noted such as stains, gouges in the gold layer due to tooling, and porosity of the gold layer. Results of atmospheric corrosion experiments confirmed that devices with a porous gold layer over the aluminum layer are susceptible to extensive corrosion when both moisture and chlorine are present. The extent of corrosion depends on the level of chlorine contamination, and corrosion did not occur when only moisture was present. Elimination of the gold plating on the lands eliminated corrosion of the lands in these experiments. Some questions remain unanswered, but enough information was gathered to recommend changes to materials and procedures. A second lot of detonators was successfully built using aluminum SCBs, limiting the use of Ablebond{trademark} adhesive, increasing the rigor in controlling exposure to moisture, and adding inspection steps.

    In this study, a reliability-based method for predicting the initiation time of reinforced concrete bridge beams with load-induced cracks exposed to de-icing salts is presented. A practical model for predicting the diffusion coefficient of chloride ingress into load-induced cracked concrete is proposed. Probabilistic information about uncertainties related to the surface chloride content and the threshold chloride concentration has been estimated from a wide review of previous experimental or statistical studies. Probabilistic analysis to estimate the time to corrosion initiation with/without considering the effect of the load-induced cracks on the chloride ingress into concrete has been carried out. Results of the analysis demonstrate the importance of considering the effect of the load-induced cracks for correct prediction of corrosion initiation in RC bridge beams exposed to chlorides.

    We report the first extensive ovine genetic linkage map covering 2070 cM of the sheep genome. The map was generated from the linkage analysis of 246 polymorphic markers, in nine three-generation full-sib pedigrees, which make up the AgResearch International Mapping Flock. We have exploited many markers from cattle so that valuable comparisons between these two ruminant linkage maps can be made. The markers, used in the segregation analyses, comprised 86 anonymous microsatellite markers derived from the sheep genome, 126 anonymous microsatellites from cattle, one from deer, and 33 polymorphic markers of various types associated with known genes. The maximum number of informative meioses within the mapping flock was 22. The average number of informative meioses per marker was 140 (range 18-209). Linkage groups have been assigned to all 26 sheep autosomes. 102 refs., 8 figs., 5 tabs.

    Cartographic production laboratories produce large volumes of maps for diverse customers. Turnaround time and consistency are key concerns. The Rapid Mapping Tool is an ArcMap based tool that enables rapid creation of maps to meet customer needs. This tool was constructed using VB/VBA, ArcObjects, and ArcGIS templates. The core capability of ArcMap is extended for custom map production by storing specifications associated with a map or template in a companion XML document. These specifications include settings and preferences used to create custom maps. The tool was developed as a component of an enterprise GIS, which enables spatial data management and delivery using ArcSDE, ArcIMS, Oracle, and a web-based request tracking system.

    Silica and bridged polysilsesquioxane aerogels are low density materials that are attractive for applications such as, thermal insulation, porous separation media or catalyst supports, adsorbents. However, aerogels are notoriously weak and brittle making it difficult to handle and machine monoliths into desired forms. This prevents the development of many applications that would otherwise benefit from the use of the low density materials. We will describe our efforts to chemically modify and mechanically enhance silica-based aerogels using chemical vapor techniques without sacrificing their characteristic low densities. Monolithic silica and organically bridged polysilsesquioxane aerogels were prepared by sol-gel polymerization of the respective methoxysilane monomers followed by supercritical carbon dioxide drying of the gels. Reactive modification of the gels with volatile silylating compounds during and after the drying process and these effects on the mechanical properties and density of the aerogels will be described.

    The photoisomerization mechanisms of bridged azobenzene are investigated by means of surface hopping dynamics simulations based on the Zhu-Nakamura theory. In the geometry optimizations and potential energy surface calculations, four minimum-energy conical intersections between the ground state and the lowest excited state are found to play important roles in the trans-cis and cis-trans isomerization processes. The trans-cis photoisomerization proceeds through two minimum-energy conical intersections. Ultrafast pedal motion of the N atoms and twisting of phenyl rings around their N-C bonds allows the molecule to move to a minimum-energy conical intersection, after which surface hopping from S{sub 1} to S{sub 0} occurs. In the S{sub 0} state, further rotation occurs around the N=N bond and two N-C bonds until the azo moiety and phenyl rings complete their isomerization. Finally, the cis form is achieved by subsequent adjustment of the ethylene bridge. In the cis-trans photodynamics, there is one rotational pathway, in the middle of which two CIs are responsible for the surface hopping to the S{sub 0} state. After the nonadiabatic transition, the molecule reaches the trans form through a barrierless pathway and the two phenyl rings and the additional bridge complete their reorientation almost at the same time.

    The Great Basin Center for Geothermal Energy, part of the University of Nevada, Reno, conducts research towards the establishment of geothermal energy as an economically viable energy source within the Great Basin. The Center specializes in collecting and synthesizing geologic, geochemical, geodetic, geophysical, and tectonic data, and using Geographic Information System (GIS) technology to view and analyze this data and to produce favorability maps of geothermal potential. The interactive maps are built with layers of spatial data that are also available as direct file downloads (see DDE00299).     This is the AmeriFlux version of the carbon flux data for the site US-Ced Cedar Bridge. Site Description - Wildfires and prescribed fires are a common occurrence in the NJ Pinelands. Prior to a 1995 nonstand replacing wildfire, the stand was last burned in the very large wildfire in 1963. Plow lines were installed for fire control in December of 2007, followed by a prescribed burns in 2008 and 2013, conducted by the New Jersey Forest Fire Service. Pine looper defoliated the stand in 1998, and Gypsy moth defoliated the understory and deciduos oaks in 2007. Pitch Pines are largely unaffected by defoliation by Gypsy moth.

    Several hybridization-based methods used to delineate single copy or repeated DNA sequences in larger genomic intervals take advantage of the increased resolution and sensitivity of free chromatin, i.e., chromatin released from interphase cell nuclei. Quantitative DNA fiber mapping (QDFM) differs from the majority of these methods in that it applies FISH to purified, clonal DNA molecules which have been bound with at least one end to a solid substrate. The DNA molecules are then stretched by the action of a receding meniscus at the water-air interface resulting in DNA molecules stretched homogeneously to about 2.3 kb/{micro}m. When non-isotopically, multicolor-labeled probes are hybridized to these stretched DNA fibers, their respective binding sites are visualized in the fluorescence microscope, their relative distance can be measured and converted into kilobase pairs (kb). The QDFM technique has found useful applications ranging from the detection and delineation of deletions or overlap between linked clones to the construction of high-resolution physical maps to studies of stalled DNA replication and transcription.

    Silica and bridged polysilsesquioxane aerogels are low-density materials that are attractive for applications such as thermal insulation, porous separation media or catalyst supports, adsorbents, and cometary dust capture agents. However, aerogels are notoriously weak and brittle making it difficult to handle and machine monoliths into desired forms. This complication prevents the development of many applications that would otherwise benefit from the use of the low-density materials. Here, we will describe our efforts to chemically modify and mechanically enhance silica-based aerogels using chemical vapor techniques without sacrificing their characteristic low densities. Monolithic silica and organic-bridged polysilsesquioxane aerogels were prepared by sol-gel polymerization of the respective methoxysilane monomers followed by supercritical carbon dioxide drying of the gels. Then the gels were reactively modified with silylating agents to demonstrate the viability of CVD modification of aerogels, and to determine the effects of silylation of surface silanols on the morphology, surface area, and mechanical properties of the resulting aerogels.

    Solvent-based acrylic carbon paint anodes were installed on the north approach spans of the Yaquina Bay Bridge (Newport OR) in 1985. The anodes continue to perform satisfactorily after more than 15 years service. The anodes were inexpensive to apply and field repairs are easily made. Depolarization potentials are consistently above 100 mV with long-term current densities around 2 mA/m 2. Bond strength remains adequate, averaging 0.50 MPa (73 psi). Some deterioration of the anode-concrete interface has occurred in the form of cracks and about 4% of the bond strength measurements indicated low or no bond. Carbon anode consumption appears low. The dominant long-term anode reaction appears to be chlorine evolution, which results in limited further acidification of the anode-concrete interface. Chloride profiles were depressed compared to some other coastal bridges suggesting chloride extraction by the CP system. Further evidence of outward chloride migration was a flat chloride profile between the anode and the outer rebar.

    The study of the behavior of quantum systems whose classical limit exhibits chaos defines the problem of quantum chaos. One would naturally ask how quantum mechanics approaches the classical limit [h bar] = 0, and how the chaotic motion in classical systems manifests itself in the corresponding quantum counterparts. Semiclassical mechanics is the bridge between quantum mechanics and classical mechanics. For studying the quantum mechanics corresponding to generic classical motion it is desirable to use the simplest possible model. The model system the authors use is the kicked rotator. Detailed computations of both classical and quantum mechanics are feasible for this system. The relationship between invariant classical phase space structures and quantum eigenfunctions has been the focus of recent semiclassical studies. The authors study the eigenstates of the quantum standard map associated with both integrable and non-integrable regions in classical phase space. The coherent-state representation is used to make the correspondence between the quantum eigenstates and the classical phase space structure. The importance of periodic orbits in the quantum eigenstates of classically chaotic Hamiltonians has become a popular topic in study of semiclassical limits of the systems. Periodic orbits arise without any assumption in the trace formula developed by Gutzwiller. The authors calculate the semiclassical coherent-state propagator. Since computing all the complex stationary orbits is not practical, the authors make a further assumption which the authors call the periodic point dominance (PPD). The authors present arguments and evidence to show that the PPD approximation works well in hard chaos regions where the full semiclassical approximation is not practical to use. The method fails in some boundary regions where both stable and unstable points are present, but the full semiclassical approximation is not a much better method than the PPD in many situations.

    A composition for hydrogen storage includes a source of hydrogen atoms, a receptor, and a chemical bridge formed between the source and the receptor. The chemical bridge is formed from a precursor material. The receptor is adapted to receive hydrogen spillover from the source.

    Numerous meetings have been held and a debate has developed in the biological community over the merits of mapping and sequencing the human genome. In response a committee to examine the desirability and feasibility of mapping and sequencing the human genome was formed to suggest options for implementing the project. The committee asked many questions. Should the analysis of the human genome be left entirely to the traditionally uncoordinated, but highly successful, support systems that fund the vast majority of biomedical research. Or should a more focused and coordinated additional support system be developed that is limited to encouraging and facilitating the mapping and eventual sequencing of the human genome. If so, how can this be done without distorting the broader goals of biological research that are crucial for any understanding of the data generated in such a human genome project. As the committee became better informed on the many relevant issues, the opinions of its members coalesced, producing a shared consensus of what should be done. This report reflects that consensus.

    The efficiency of Eu3+ luminescence by energy transfer from an antenna ligand can be strongly dependent on the metal ion coordination geometry. The geometric component of the Eu(III) sensitization has been probed using series of tetradentate 1,2-HOPO derivatives that are connected by bridges of varying length and geometry. The ligands are N,N'-(1,2-phenylene)bis(1-hydroxy-6-oxo-1,6-dihydropyridine-2-carboxamide) for the ligand (L{sup 1}), 1-hydroxy-N-(2-(1-hydroxy-6-oxo-1,6-dihydropyridine-2-carboxamido)benzyl)-6-oxo-1,6-dihydropyridine-2-carboxamide (L{sup 2}) and N,N'-(1,2-phenylenebis(methylene))bis(1-hydroxy-6-oxo-1,6-dihydropyridine-2-carboxamide) (L{sup 3}). Spectroscopic characterization of both the Gd(III) and Eu(III) metal complexes, TD-DFT analysis of model compounds and evaluation of the kinetic parameters for the europium emission were completed. Some striking differences were observed in the luminescence quantum yield by altering the bridging unit. The [Eu(L{sup 2}){sub 2}]{sup -} derivative shows efficient sensitization coupled with good metal centered emission. For [Eu(L{sup 3}){sub 2}]{sup -}, the large quenching of the luminescence quantum yield compared to [Eu(L{sup 2}){sub 2}]{sup -} is primarily a result of one inner sphere water molecule bound to the europium cation while for [Eu(L{sup 1}){sub 2}]{sup -}, the low luminescence quantum yield can be attributed to inefficient sensitization of the europium ion.

    We have produced a new conformal map of the universe illustrating recent discoveries, ranging from Kuiper belt objects in the Solar system, to the galaxies and quasars from the Sloan Digital Sky Survey. This map projection, based on the logarithm map of the complex plane, preserves shapes locally, and yet is able to display the entire range of astronomical scales from the Earth s neighborhood to the cosmic microwave background. The conformal nature of the projection, preserving shapes locally, may be of particular use for analyzing large scale structure. Prominent in the map is a Sloan Great Wall of galaxies 1.37 billion light years long, 80 percent longer than the Great Wall discovered by Geller and Huchra and therefore the largest observed structure in the universe.

    In the 1960`s and 1970`s over 2500 bridges were built in the U.S. with a design similar to those on Interstate 40 over the Rio Grande in Albuquerque, New Mexico. These bridges were built without structural redundancy and typically have only two plate girders carrying the entire dead and live loads. Failure of either girder is assumed to produce catastrophic failure of the bridge, hence these bridges are referred to as fracture-critical bridges. The Federal Highway Administration (FHWA) and the National Science Foundation (NSF) have provided funds to New Mexico State University (NMSU) through the New Mexico State Highway and Transportation Department (NMSH&TD) and The Alliance For Transportation Research (ATR) for evaluation and testing of the existing fracture critical bridges over the Rio Grande. Because the 1-40 bridges over the Rio Grande were to be razed during the summer of 1993, the investigators were able to introduce simulated fatigue cracks, similar to those observed in the field, into the structure in order to test various damage identification methods and to observe the changes in load paths through the structure caused by the cracking. To support this research effort, NMSU contracted Los Alamos National Laboratory (LANL) to perform experimental modal analyses, and to develop experimentally verified numerical models of the bridge. Scientists from the LANL`s Condensed Matter and Thermal Physics Group (P-10) applied state-of-the-art sensors and data acquisition software to the modal tests. Engineers from the LANL`s Advanced Engineering Technology Group (MEE-13) conducted ambient and forced vibration tests to verify detailed and simplified finite element models of the bridge. Forced vibration testing was done in conjunction with engineers from Sandia National Laboratory (SNL) who provided and operated a hydraulic shaker.

    Groundwater is a vital natural resource in the US and around the world. In order to manage and protect this often threatened resource one must better understand its occurrence, extent, and susceptibility to contamination. Geologic mapping is a fundamental approach to developing more detailed and accurate assessments of groundwater resources. The stratigraphy and lithology of earth materials provide the framework for groundwater systems, whether they are deep confined aquifers or shallow, water table environments. These same earth materials control, in large part, the rates of migration of water and contaminants into and through groundwater systems thus establishing the potential yields of the systems and their vulnerability to contamination. Geologic mapping is used to delineate and display the vertical sequencing of earth materials either in cross-section or over lateral areas as in the stack-unit geologic map. These geologic maps, along with supportive hydrogeologic information, are used to identify the three-dimensional positioning and continuity of aquifer and non-aquifer earth materials. For example, detailed stack-unit mapping to a depth of 30 meters has been completed for a portion of a northern Illinois county. Groundwater contamination potentials were assigned to various vertical sequences of materials. Where aquifers are unconfined, groundwater contamination potentials are greatest. Conversely, other considerations being equal, the thicker the confining unit, the lower the contamination potential. This information is invaluable for land use decision-making; water supply assessment, development, and management; and environmental protection planning.

    Risk assessment can be thought of as a conceptual approach to bridge the gap between the available data and the ultimate goal of characterizing the risk or hazard associated with a particular environmental problem. To lend consistency to and to promote quality in the process, the US Environmental Protection Agency (EPA) published Guidelines for Risk Assessment of Carcinogenicity, Developmental Toxicity, Germ Cell Mutagenicity and Exposure Assessment, and Risk Assessment of Chemical Mixtures. The guidelines provide a framework for organizing the information, evaluating data, and for carrying out the risk assessment in a scientifically plausible manner. In the absence of sufficient scientific information or when abundant data are available, the guidelines provide alternative methodologies that can be employed in the risk assessment. 4 refs., 3 figs., 2 tabs.

When the dimensions of the bridge are identical to those of main wires, we observed a quantum platform of the thermal conductance, even in the presence of interface scattering. When the dimensions of the bridge are smaller than those of main wires, however, we could not observe the quantum platform. We also revealed other interesting physical properties, such as universal quantum thermal conductance and resonant transmission. A brief analysis of these results is given.

    This paper describes an automated wireless structural monitoring system installed at the New Carquinez Bridge (NCB). The designed system utilizes a dense network of wireless sensors installed in the bridge but remotely controlled by a hierarchically designed cyber-environment. The early efforts have included performance verification of a dense network of wireless sensors installed on the bridge and the establishment of a cellular gateway to the system for remote access from the internet. Acceleration of the main bridge span was the primary focus of the initial field deployment of the wireless monitoring system. An additional focus of the study is on ensuring wireless sensors can survive for long periods without human intervention. Toward this end, the life-expectancy of the wireless sensors has been enhanced by embedding efficient power management schemes in the sensors while integrating solar panels for power harvesting. The dynamic characteristics of the NCB under daily traffic and wind loads were extracted from the vibration response of the bridge deck and towers. These results have been compared to a high-fidelity finite element model of the bridge.

    The fourth annual BrainMap workshop was held at La Mansion del Rio Hotel in San Antonio December 3--4, 1995. The conference title was ``Human Brain Mapping and Modeling.`` The meeting was attended by 137 registered participants and 30 observers from 82 institutions representing 12 countries. The meeting focused on the technical issues associated with brain mapping and modeling. A total of 23 papers were presented covering the following topics: spatial normalization and registration; functional image analysis; metanalysis and modeling; and new horizons in biological databases. The full program with abstracts was available on the Research Imaging Center`s web site. A book will be published by John Wiley and Sons prior to the end of 1998.

    Geometries for organ scale and multiscale simulations of organ function are now routinely derived from imaging data. However, medical images may also contain spatially heterogeneous information other than geometry that are relevant to such simulations either as initial conditions or in the form of model parameters. In this manuscript, we present an algorithm for the efficient and robust mapping of such data to imaging based unstructured polyhedral grids in parallel. We then illustrate the application of our mapping algorithm to three different mapping problems: 1) the mapping of MRI diffusion tensor data to an unstuctured ventricular grid; 2) the mapping of serial cyro-section histology data to an unstructured mouse brain grid; and 3) the mapping of CT-derived volumetric strain data to an unstructured multiscale lung grid. Execution times and parallel performance are reported for each case.

    The alarming effects, concerns, and even the insights into long-range energy planning that grew out of the OPEC oil embargo of 1973 are fading from the view of a shortsighted public. The enthusiastic initiatives taken in many countries for the development of alternative energy sources have withered due to lack of economic and/or ideological incentive. The events since December 1985, when the members of OPEC decided to increase production in an effort to capture their share of market, have brought down the prices of a barrel of crude to less than US $11 and have made any rational analysis very complex. This has made even the proponents of the alternative energy sources pause and think. The US has, as usual, oscillated from panic to complacency. The Libyan crisis, however, has brought the dangers of complacency into sharp focus. The first commercial coal gasification plant, constructed with a capital investment of over US $2 billion, was abandoned by the owners and is being operated by the US Department of Energy temporarily. In their effort to find a private owner, the US Department of Energy has set the date of auction of this prestigious plant for May 28, 1986. And if an appropriate bid is not forthcoming, the plant faces a very uncertain future. Coal, considered by the World Coal Study (WOCOL) at MIT in 1980, to be a bridge to a global energy future, seems to have lost its luster due to the oil glut which we all know is temporary. This was evident when the bill to grant the Right of Eminent Domain for transportation of coal was defeated. This conference was organized to bring together experts in different areas from various countries to discuss the state of the art and the rate of progress in different alternative energy forms. The recent accident at the Chernobyl nuclear power plant in USSR has brought home the need of diversification of the alternative energy sources.

    Most of the fieldwide fluid movement monitoring techniques under utilize available computer resources. This paper discusses an approach reservoir management engineers use to monitor fluid movement in reservoirs with a multitude of wells. This approach allows the engineer to maintain up-to-date fluid movement studies and incorporate the latest information from data acquisition programs into the day to day decision-making process. The approach uses several in-house database applications and makes extensive use of commercially available software products to generate and visualize cross-sections, maps, and 3-d models. This paper reviews the computerized procedures to create cross-sections that display the current fluid contacts overlaying the lithology. It also reviews the mapping procedures nd presents examples of water encroachment maps by layer at specific time periods. 3-D geologic modeling software greatly enhances the visualization of the reservoir. This software can also be used to interpret and model fluid movement, given the appropriate engineering constraints.

    We study the possibility of performing quantum state reconstruction from a measurement record that is obtained as a sequence of expectation values of a Hermitian operator evolving under repeated application of a single random unitary map, U{sub 0}. We show that while this single-parameter orbit in operator space is not informationally complete, it can be used to yield surprisingly high-fidelity reconstruction. For a d-dimensional Hilbert space with the initial observable in su(d), the measurement record lacks information about a matrix subspace of dimension {>=}d-2 out of the total dimension d{sup 2}-1. We determine the conditions on U{sub 0} such that the bound is saturated, and show they are achieved by almost all pseudorandom unitary matrices. When we further impose the constraint that the physical density matrix must be positive, we obtain even higher fidelity than that predicted from the missing subspace. With prior knowledge that the state is pure, the reconstruction will be perfect (in the limit of vanishing noise) and for arbitrary mixed states, the fidelity is over 0.96, even for small d, and reaching F>0.99 for d>9. We also study the implementation of this protocol based on the relationship between random matrices and quantum chaos. We show that the Floquet operator of the quantum kicked top provides a means of generating the required type of measurement record, with implications on the relationship between quantum chaos and information gain.

    A signal digitizing system and method based on analog-to-time optical mapping, optically maps amplitude information of an analog signal of interest first into wavelength information using an amplitude tunable filter (ATF) to impress spectral changes induced by the amplitude of the analog signal onto a carrier signal, i.e. a train of optical pulses, and next from wavelength information to temporal information using a dispersive element so that temporal information representing the amplitude information is encoded in the time domain in the carrier signal. Optical-to-electrical conversion of the optical pulses into voltage waveforms and subsequently digitizing the voltage waveforms into a digital image enables the temporal information to be resolved and quantized in the time domain. The digital image may them be digital signal processed to digitally reconstruct the analog signal based on the temporal information with high fidelity.

    In the 1960s and 1970s numerous bridges were built in the US with a design similar to those on Interstate 40 (I-40) over the Rio Grande in Albuquerque, New Mexico. The Federal Highway Administration (FHWA) and the National Science Foundation (NSF) have provided funds to New Mexico State University (NMSU) through the New Mexico State Highway and Transportation Department (NMSH and TD) and The Alliance For Transportation Research (ATR) for evaluation and testing of the existing fracture-critical bridges over the Rio Grande. Because the I-40 Bridges over the Rio Grande were to be razed during the summer of 1993, the investigators were able to introduce damage into the structure in order to test various damage identification methods and to observe the changes in load paths through the structure caused by the cracking. To support this research effort, NMSU contracted Los Alamos National Laboratory (LANL) to perform experimental modal analyses, and to develop experimentally verified numerical models of the bridge. A previous report (LA-12767-MS) summarizes the results of the experimental modal analyses. This report summarizes the numerical analyses of the bridges and compares the results of these analyses to the experimental results.

    Cartographic production laboratories produce large volumes of maps for diverse customers. Turnaround time and consistency are key concerns. The Rapid Mapping Tool is an ArcMap based tool that enables rapid creation of maps to meet customer needs. This tool was constructed using VB/VBA, ArcObjects, and ArcGIS templates. The core capability of ArcMap is extended for custom map production by storing specifications associated with a map or template in a companion XML document. These specifications include settings and preferences used to create custom maps. The tool was developed as a component of an enterprise GIS, which enables spatial data management and delivery using ArcSDE, ArcIMS, Oracle, and a web-based request tracking system.

Simply having more compute platforms does not provide a means of addressing challenging problems in the big data era. Rather, alternative processing approaches are needed and the application of machine learning to big data is hugely important. The MapReduce programming paradigm is an alternative to conventional supercomputing approaches, and requires less stringent data passing constrained problem decompositions. Rather, MapReduce relies upon defining a means of partitioning the desired problem so that subsets may be computed independently andmore » recom- bined to yield the net desired result. However, not all machine learning algorithms are amenable to such an approach. Game-theoretic algorithms are often innately distributed, consisting of local interactions between players without requiring a central authority and are iterative by nature rather than requiring extensive retraining. Effectively, a game-theoretic approach to machine learning is well suited for the MapReduce paradigm and provides a novel, alternative new perspective to addressing the big data problem.   4. Bridging the PSI Knowledge Gap: A Multi-Scale Approach

    Plasma-surface interactions (PSI) pose an immense scientific hurdle in magnetic confinement fusion and our present understanding of PSI in confinement environments is highly inadequate; indeed, a recent Fusion Energy Sciences Advisory Committee report found that 4 out of the 5 top five fusion knowledge gaps were related to PSI. The time is appropriate to develop a concentrated and synergistic science effort that would expand, exploit and integrate the wealth of laboratory ion-beam and plasma research, as well as exciting new computational tools, towards the goal of bridging the PSI knowledge gap. This effort would broadly advance plasma and material sciences, while providing critical knowledge towards progress in fusion PSI. This project involves the development of a Science Center focused on a new approach to PSI science; an approach that both exploits access to state-of-the-art PSI experiments and modeling, as well as confinement devices. The organizing principle is to develop synergistic experimental and modeling tools that treat the truly coupled multi-scale aspect of the PSI issues in confinement devices. This is motivated by the simple observation that while typical lab experiments and models allow independent manipulation of controlling variables, the confinement PSI environment is essentially self-determined with few outside controls. This means that processes that may be treated independently in laboratory experiments, because they involve vastly different physical and time scales, will now affect one another in the confinement environment. Also, lab experiments cannot simultaneously match all exposure conditions found in confinement devices typically forcing a linear extrapolation of lab results. At the same time programmatic limitations prevent confinement experiments alone from answering many key PSI questions. The resolution to this problem is to usefully exploit access to PSI science in lab devices, while retooling our thinking from a linear and de-coupled extrapolation to a multi-scale, coupled approach. The PSI Plasma Center consisted of three equal co-centers; one located at the MIT Plasma Science and Fusion Center, one at UC San Diego Center for Energy Research and one at the UC Berkeley Department of Nuclear Engineering, which moved to the University of Tennessee, Knoxville (UTK) with Professor Brian Wirth in July 2010. The Center had three co-directors: Prof. Dennis Whyte led the MIT co-center, the UCSD co-center was led by Dr. Russell Doerner, and Prof. Brian Wirth led the UCB/UTK center. The directors have extensive experience in PSI and material research, and have been internationally recognized in the magnetic fusion, materials and plasma research fields. The co-centers feature keystone PSI experimental and modeling facilities dedicated to PSI science: the DIONISOS/CLASS facility at MIT, the PISCES facility at UCSD, and the state-of-the-art numerical modeling capabilities at UCB/UTK. A collaborative partner in the center is Sandia National Laboratory at Livermore (SNL/CA), which has extensive capabilities with low energy ion beams and surface diagnostics, as well as supporting plasma facilities, including the Tritium Plasma Experiment, all of which significantly augment the Center. Interpretive, continuum material models are available through SNL/CA, UCSD and MIT. The participating institutions of MIT, UCSD, UCB/UTK, SNL/CA and LLNL brought a formidable array of experimental tools and personnel abilities into the PSI Plasma Center. Our work has focused on modeling activities associated with plasma surface interactions that are involved in effects of He and H plasma bombardment on tungsten surfaces. This involved performing computational material modeling of the surface evolution during plasma bombardment using molecular dynamics modeling. The principal outcomes of the research efforts within the combined experimental – modeling PSI center are to provide a knowledgebase of the mechanisms of surface degradation, and the influence of the surface on plasma conditions.

    An improved raster magnet driver for a linear particle beam is based on an H-bridge technique. Four branches of power HEXFETs form a two-by-two switch. Switching the HEXFETs in a predetermined order and at the right frequency produces a triangular current waveform. An H-bridge controller controls switching sequence and timing. The magnetic field of the coil follows the shape of the waveform and thus steers the beam using a triangular rather than a sinusoidal waveform. The system produces a raster pattern having a highly uniform raster density distribution, eliminates target heating from non-uniform raster density distributions, and produces higher levels of beam current.

    The U.S. Department of Energy released a GATEWAY Demonstration report on the longer-term performance of an LED lighting system that was installed on the I-35W Bridge in Minneapolis in September 2008 and represents one of the country’s oldest continuously operated exterior LED lighting installations. Prior to installation, two of the LED luminaires were tested, along with a third luminaire that was not installed on the bridge but was tested for 6,000 hours in a laboratory for comparison purposes.
