    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    For many years, the United States Department of Energy (DOE) richly supported refractory related research to enable greater energy efficiency processes in energy intensive manufacturing industries such as iron and steel, glass, aluminum and other non-ferrous metal production, petrochemical, and pulp and paper. Much of this support came through research projects funded by the former DOE Energy Efficiency and Renewable Energy (EERE) Office of Industrial Technologies (OIT) under programs such as Advanced Industrial Materials (AIM), Industrial Materials of the Future (IMF), and the Industrial Technologies Program (ITP). Under such initiatives, work was funded at government national laboratories such as Oak Ridge National Laboratory (ORNL), at universities such as West Virginia University (WVU) and the Missouri University of Science and Technology (MS&T) which was formerly the University of Missouri Rolla, and at private companies engaged in these manufacturing areas once labeled industries of the future by DOE due to their strategic and economic importance to American industry. Examples of such projects are summarized below with information on the scope, funding level, duration, and impact. This is only a sampling of representative efforts funded by the DOE in which ORNL was involved over the period extending from 1996 to 2011. Other efforts were also funded during this time at various other national laboratories, universities and private companies under the various programs mentioned above. Discussion of the projects below was chosen because I was an active participant in them and it is meant to give a sampling of the magnitude and scope of investments made by DOE in refractory related research over this time period.

    A holographic security label and automated reading machine for marking and subsequently authenticating any object such as an identification badge, a pass, a ticket, a manufactured part, or a package is described. The security label is extremely difficult to copy or even to read by unauthorized persons. The system comprises a holographic security label that has been created with a coded reference wave, whose specification can be kept secret. The label contains information that can be extracted only with the coded reference wave, which is derived from a holographic key, which restricts access of the information to only the possessor of the key. A reading machine accesses the information contained in the label and compares it with data stored in the machine through the application of a joint transform correlator, which is also equipped with a reference hologram that adds additional security to the procedure.

    This study analyzes impacts from energy efficiency standards and labeling in Mexico from 1994 through 2005 for four major products: household refrigerators, room air conditioners, three-phase (squirrel cage) induction motors, and clothes washers. It is a retrospective analysis, seeking to assess verified impacts on product efficiency in the Mexican market in the first ten years after standards were implemented. Such an analysis allows the Mexican government to compare actual to originally forecast program benefits. In addition, it provides an extremely valuable benchmark for other countries considering standards, and to the energy policy community as a whole. The methodology for evaluation begins with historical test data taken for a large number of models of each product type between 1994 and 2005. The pre-standard efficiency of models in 1994 is taken as a baseline throughout the analysis. Model efficiency data were provided by an independent certification laboratory (ANCE), which tested products as part of the certification and enforcement mechanism defined by the standards program. Using this data, together with economic and market data provided by both government and private sector sources, the analysis considers several types of national level program impacts. These include: Energy savings; Environmental (emissions) impacts, and Net financial impacts to consumers, manufacturers and utilities. Energy savings impacts are calculated using the same methodology as the original projections, allowing a comparison. Other impacts are calculated using a robust and sophisticated methodology developed by the Instituto de Investigaciones Electricas (IIE) and Lawrence Berkeley National Laboratory (LBNL), in a collaboration supported by the Collaborative Labeling and Standards Program (CLASP).

    The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually. EWI worked with three industries through public-private partnerships to sew together disparate segments helping to promote overall industry health. To aid the overall advanced energy industry, EWI developed and launched an Ohio chapter of the non-profit Advanced Energy Economy. In this venture, Ohio joins with six other states including Colorado, Connecticut, Illinois, Maine, Massachusetts, New Hampshire, Rhode Island and Vermont to help promote technologies that deliver energy that is affordable, abundant and secure. In a more specific arena, EWI's advanced energy group collaborated with the EWI-run Nuclear Fabrication Consortium to promote the nuclear supply chain. Through this project EWI has helped bring the supply chain up to date for the upcoming period of construction, and assisted them in understanding the demands for the next generation of facilities now being designed. In a more targeted manner, EWI worked with 115 individual advanced energy companies that are attempting to bring new technology to market. First, these interactions helped EWI develop an awareness of issues common to companies in different advanced energy sectors. By identifying and addressing common issues, EWI helps companies bring technology to market sooner and at a lower cost. These visits also helped EWI develop a picture of industry capability. This helped EWI provide companies with contacts that can supply commercial solutions to their new product development challenges. By providing assistance in developing supply chain partnerships, EWI helped companies bring their technology to market faster and at a lower cost than they might have been able to do by themselves. Finally, at the most granular level EWI performed dedicated research and development on new manufacturing processes for advanced energy. During discussions with companies participating in advanced energy markets, several technology issues that cut across market segments were identified. To address some of these issues, three crosscutting technology development projects were initiated and completed with Center support.     After implementing several energy efficiency standards and labels (30 products covered by MEPS, 50 products covered by voluntary labels and 19 products by mandatory labels), the China National Institute of Standardization (CNIS) is now implementing verification and compliance mechanism to ensure that the energy information of labeled products comply with the requirements of their labels. CNIS is doing so by organizing check testing on a random basis for room air-conditioners, refrigerators, motors, heaters, computer displays, ovens, and self -ballasted lamps. The purpose of the check testing is to understand the implementation of the Chinese labeling scheme and help local authorities establishing effective compliance mechanisms. In addition, to ensure robustness and consistency of testing results, CNIS has coordinated a round robin testing for room air conditioners. Eight laboratories (Chinese (6), Australian (1) and Japanese (1)) have been involved in the round robin testing and tests were performed on four sets of samples selected from manufacturer?s production line. This paper describes the methodology used in undertaking both check and round robin testing, provides analysis of testing results and reports on the findings. The analysis of both check and round robin testing demonstrated the benefits of a regularized verification and monitoring system for both laboratories and products such as (i) identifying the possible deviations between laboratories to correct them, (ii) improving the quality of testing facilities, (iii) ensuring the accuracy and reliability of energy label information in order to strength the social credibility of the labeling program and the enforcement mechanism in place.

    In the last five years, China's refrigerator market has grown rapidly, and now urban markets are showing signs of saturation, with ownership rates in urban households reaching 92%. Rural markets continue to grow from a much lower base. As a result of this growth, the Chinese government in 2006 decided to revise the refrigerator standards and its associated efficiency grades for the mandatory energy information label. In the Chinese standards process, the efficiency grades for the information label are tied to the minimum standards. Work on the minimum standards revision began in 2006 and continued through the first half of 2007, when the draft standard was completed under the direction of the China National Institute of Standardization (CNIS). Development of the information label grades required consideration of stakeholder input, continuity with the previous grade classification, ease of implementation, and potential impacts on the market. In this process, CLASP, with the support of METI/IEEJ, collaborated with CNIS to develop the efficiency grades, providing technical input to the process, comment and advice on particular technical issues, and evaluation of the results. After three months of effort and three drafts of the final grade specifications, this work was completed. In addition, in order to effectively evaluate the impact of the label on China's market, CLASP further provided assistance to CNIS to collect data on both the efficiency distribution and product volume distribution of refrigerators on the market. The new information label thresholds to be implemented in 2008 maintain the approach first adopted in 2005 of establishing efficiency levels relative to the minimum standard, but increased the related required efficiency levels by 20% over those established in 2003 and implemented in 2005. The focus of improvement was on the standard refrigerator/freezer (class 5), which constitutes the bulk of the Chinese market. Indeed, the new requirements to achieve grade 1 on the label are now virtually as stringent as those for US Energy Star-qualified or EU A-grade refrigerators. When the energy information label went into effect in March 2005, refrigerator manufacturers were required to display their declared level of efficiency on the label and report it to the China Energy Label Center (CELC), a newly established unit of CNIS responsible for label program management. Because of the visible nature of the label, it was found, through a METI/IEEJ-supported study, that MEPS non-compliance dropped from 4% to zero after the label became mandatory, and that the percentage of higher-grade refrigerators increased. This suggests that the label itself does have potential for shifting the market to higher-efficiency models (Lin 2007). One challenge, however, of assessing this potential impact is the lack of a comprehensive baseline of market efficiency and a program to evaluate the market impact on a yearly basis. As a result, the impact evaluation in this study draws upon the market transformation experience of the related EU energy information label, for which quantitative assessments of its market impact exist. By assuming a parallel process unfolding in China, it is possible to look at the potential impact of the label to 2020. The results of the analysis demonstrates that a robust market transformation program in China focused on the energy information label could save substantial amounts of electricity by 2020, totaling 16.4 TWh annually by that year, compared to a case in which the efficiency distribution of refrigerators was frozen at the 2007 level. Remarkably, the impact of a successful market transformation program with the label would essentially flatten the consumption of electricity for refrigerator use throughout most of the next decade, despite the expectations of continued growth in total stock by nearly 190 million units. At the end of this period, total consumption begins to rise again, as the least efficient of the units have been mostly removed from the market. Such a level of savings would reduce CO{sub

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Manufacturing Laboratory at the Energy Systems Integration Facility. The Manufacturing Laboratory at NREL's Energy Systems Integration Facility (ESIF) focuses on developing methods and technologies that will assist manufacturers of hydrogen and fuel cell technologies, as well as other renewable energy technologies, to scale up their manufacturing capabilities to volumes that meet DOE and industry targets. Specifically, the manufacturing activity is currently focused on developing and validating quality control techniques to assist manufacturers of low temperature and high temperature fuel cells in the transition from low to high volume production methods for cells and stacks. Capabilities include initial proof-of-concept studies through prototype system development and in-line validation. Existing diagnostic capabilities address a wide range of materials, including polymer films, carbon and catalyst coatings, carbon fiber papers and wovens, and multi-layer assemblies of these materials, as well as ceramic-based materials in pre- or post-fired forms. Work leading to the development of non-contact, non-destructive techniques to measure critical dimensional and functional properties of fuel cell and other materials, and validation of those techniques on the continuous processing line. This work will be supported by materials provided by our partners. Looking forward, the equipment in the laboratory is set up to be modified and extended to provide processing capabilities such as coating, casting, and deposition of functional layers, as well as associated processes such as drying or curing. In addition, continuous processes are used for components of organic and thin film photovoltaics (PV) as well as battery technologies, so synergies with these important areas will be explored.

    The Advance Manufacture of Reflectors fact sheet describes a SunShot Initiative project being conducted research team led by the University of Arizona, which is working to develop a novel method for shaping float glass. The technique developed by this research team can drastically reduce the time required for the shaping step. By enabling mass production of solar concentrating mirrors at high speed, this project should lead to improved performance and as much as a 40% reduction in manufacturing costs for reflectors made in very high volume.

    The Materials/Manufacturing Technology subelement is a part of the base technology portion of the Advanced Turbine Systems (ATS) Program. The work in this subelement is being performed predominantly by industry with assistance from national laboratories and universities. Work is currently ongoing on thermal barrier coatings (TBCs), the scale-up of single crystal airfoil manufacturing technologies, materials characterization, and technology information exchange.     Learning is a task that generalizes many of the analyses that are applied to collections of data, and in particular, collections of sensitive individual information. Hence, it is natural to ask what can be learned while preserving individual privacy. [Kasiviswanathan, Lee, Nissim, Raskhodnikova, and Smith; FOCS 2008] initiated such a discussion. They formalized the notion of private learning, as a combination of PAC learning and differential privacy, and investigated what concept classes can be learned privately. Somewhat surprisingly, they showed that, ignoring time complexity, every PAC learning task could be performed privately with polynomially many samples, and in many natural cases this could even be done in polynomial time. While these results seem to equate non-private and private learning, there is still a significant gap: the sample complexity of (non-private) PAC learning is crisply characterized in terms of the VC-dimension of the concept class, whereas this relationship is lost in the constructions of private learners, which exhibit, generally, a higher sample complexity. Looking into this gap, we examine several private learning tasks and give tight bounds on their sample complexity. In particular, we show strong separations between sample complexities of proper and improper private learners (such separation does not exist for non-private learners), and between sample complexities of efficient and inefficient proper private learners. Our results show that VC-dimension is not the right measure for characterizing the sample complexity of proper private learning. We also examine the task of private data release (as initiated by [Blum, Ligett, and Roth; STOC 2008]), and give new lower bounds on the sample complexity. Our results show that the logarithmic dependence on size of the instance space is essential for private data release.

    A review of energy use in Haiti, aimed at identifying possible projects to complement current A.I.D. support for institution building and energy planning within the Ministry of Mines and Energy Resources (MMRE), is presented. Key findings are that: (1) the sugar and manufacturing industries rely heavily on biomass fuels - wood, charcoal, and bagasse (sugar cane residue); and (2) demand for commercial energy and for electricity is growing rapidly despite supply constraints. The report calls for A.I.D. to: initiate a program to reduce biomass consumption (which is causing severe soil erosion and deforestation), especially in the small distilleries called guildives; collaborate with MMRE and the World Bank to develop a detailed workplan to promote energy efficiency in the guildives, focusing on technology development; help MMRE and the private sector to project Haiti's industrial energy and electricity needs through the year 2000; and sponsor a program of energy audits and efficiency improvements in the manufacturing sector.

    As the U.S. Department of Energy's (DOE's) Solar Energy Technologies Program initiates new cost-shared solar energy R&D under the Solar America Initiative (SAI), it is useful to analyze the experience gained from cost-shared R&D projects that have been funded through the program to date. This report summarizes lessons learned from two DOE-sponsored photovoltaic (PV) projects: the Photovoltaic Manufacturing Technology/PV Manufacturing R&D (PVMaT/PVMR&D) project and the Thin-Film PV Partnership project. During the past 10-15 years, these two projects have invested roughly $330 million of government resources in cost-shared R&D and leveraged another $190 million in private-sector PV R&D investments. Following a description of key findings and brief descriptions of the PVMaT/PVMR&D and Thin-Film PV Partnership projects, this report presents lessons learned from the projects.

    The main project objective has been to develop an advanced gravity sag method for molding large glass solar reflectors with either line or point focus, and with long or short focal length. The method involves taking standard sized squares of glass, 1.65 m x 1.65 m, and shaping them by gravity sag into precision steel molds. The method is designed for high volume manufacture when incorporated into a production line with separate pre-heating and cooling. The performance objectives for the self-supporting glass mirrors made by this project include mirror optical accuracy of 2 mrad root mean square (RMS), requiring surface slope errors <1 mrad rms, a target not met by current production of solar reflectors. Our objective also included development of new methods for rapidly shaping glass mirrors and coating them for higher reflectivity and soil resistance. Reflectivity of 95% for a glass mirror with anti-soil coating was targeted, compared to the present ~94% with no anti-soil coating. Our mirror cost objective is ~$20/m2 in 2020, a significant reduction compared to the present ~$35/m2 for solar trough mirrors produced for trough solar plants. During the first year a custom batch furnace was built to develop the method with high power radiative heating to simulate transfer of glass into a hot slumping zone in a production line. To preserve the original high polish of the float glass on both front and back surfaces, as required for a second surface mirror, the mold surface is machined to the required shape as grooves which intersect the glass at cusps, reducing the mold contact area to significantly less than 1%. The mold surface is gold-plated to reflect thermal radiation. Optical metrology of glass replicas made with the system has been carried out with a novel, custom-built test system. This test provides collimated, vertically-oriented parallel beams from a linear array of co-aligned lasers translated in a perpendicular direction across the reflector. Deviations of each reflected beam from the paraboloid focus give a direct measure of surface slope error. Key findings • A gravity sag method for large (2.5 m2) second surface glass solar reflectors has been developed and demonstrated to a uniquely high level of accuracy. Mirror surface slope accuracy of 0.65 mrad in one dimension, 0.85 mrad in 2 dimensions (point focus) has been demonstrated by commercial partner REhnu using this process. This accuracy exceeds by a factor of two current solar reflector accuracy. Our replicas meet the Sunshot accuracy objective of 2 mrad optical, which requires better than 1 mrad rms slope error. • Point-focus as well as line-focus mirrors have been demonstrated at 1.65 m x 1.65 m square – a unique capability. • The new process using simple molds is economical. The molds for the 1.65 m square reflectors are bent and machined steel plates on a counter-weighted flotation support. To minimize thermal coupling by radiative heat transfer, the mold surface is grooved and gilded. The molds are simple to manufacture, and have minimal thermal stresses and distortion in use. Lapping and bending techniques have been developed to obtain better than 1 mrad rms surface mold accuracy. Float glass is sagged into the molds by rapid radiative heating, using a custom high power (350 kW) furnace. The method of manufacture is well suited for small as well as large volume production, and as it requires little capital investment and no high technology, it could be used anywhere in the world to make solar concentrating reflectors. • A novel slope metrology method for full 1.65 aperture has been demonstrated, with 25 mm resolution across the face of the replicas. The method is null and therefore inherently accurate: it can easily be reproduced without high-tech equipment and does not need sophisticated calibration. We find by cross calibration with reference trough reflectors from RioGlass that our null-test laser system yields a measurement accuracy better than 0.4 mrad rms slope error. Our system is inexpensive and could have broad application for test

    The decision to privatize comes from a policy determination that the Government no longer needs particular assets or no longer needs to be in control of all the means by which products or services are obtained or delivered. Most broadly defined, privatization substitutes, in whole or in part, private market mechanisms for the traditional Government role as employer, financier, owner, operator, and/or regulator of a product or service. This definition admits a wide variety of actions, from innovative contractual arrangements to outright divestiture of activities or assets. But all of these actions share common objectives: to remove the agency from those activities that are not inherently governmental functions or core business lines; to improve the management of remaining activities; to reduce the costs of doing business; and to shift greater performance and financial risk to the private sector. This report by the Privatization Working Group provides an indepth analysis of the major issues that surround privatization within the Department of Energy (DOE). The report divides privatization initiatives at the DOE into three major types: divestiture of functions, contracting out, and asset transfers. It includes the results of a survey of the entire DOE system that identifies more than 200 potential privatization opportunities. The report also includes 13 case studies that explore actual DOE privatization efforts over the past 2 years. Additionally, it summarizes the key legal authorities that govern each of the three types of privatization opportunities in the DOE. The report makes a series of recommendations and outlines accompanying actions that will help the DOE seize the opportunities presented by privatization and confront its challenges.

    In this paper we introduce the concept of quantum private channel within the continuous variables framework (CVPQC) and investigate its properties. In terms of CVPQC we naturally define a 'maximally' mixed state in phase space together with its explicit construction and show that for increasing number of encryption operations (which sets the length of a shared key between Alice and Bob) the encrypted state is arbitrarily close to the maximally mixed state in the sense of the Hilbert-Schmidt distance. We bring the exact solution for the distance dependence and give also a rough estimate of the necessary number of bits of the shared secret key (i.e., how much classical resources are needed for an approximate encryption of a generally unknown continuous-variable state). The definition of the CVPQC is analyzed from the Holevo bound point of view which determines an upper bound of information about an incoming state an eavesdropper is able to get from his optimal measurement.

    A manufacturing method of a photonic crystal is provided. In the method, a high-refractive-index material is conformally deposited on an exposed portion of a periodic template composed of a low-refractive-index material by an atomic layer deposition process so that a difference in refractive indices or dielectric constants between the template and adjacent air becomes greater, which makes it possible to form a three-dimensional photonic crystal having a superior photonic bandgap. Herein, the three-dimensional structure may be prepared by a layer-by-layer method.

    A method of manufacturing electrodes for use in a magnetohydrodynamic (MHD) generator is described comprising the steps of preparing a billet having a core of a first metal, a tubular sleeve of a second metal, and an outer sheath of an extrusile metal; evacuating the space between the parts of the assembled billet; extruding the billet; and removing the outer jacket. The extruded bar may be made into electrodes by cutting and bending to the shape required for an MHD channel frame. The method forms a bond between the first metal of the core and the second metal of the sleeve strong enough to withstand a hot and corrosive environment.

Said compact is then anodized to form a dielectric oxide layer and infiltrated with a conductive material such as MnO.sub.2. Wire leads are then attached to form a capacitor to said capacitor is hermetically packaged to form the finished product.

    As the U.S. Department of Energy's (DOE's) Solar Energy Technologies Program prepares to initiate a new cost-shared research and development (R&D) effort on photovoltaic (PV) manufacturing, it is useful to review the experience to date with consortia focused on PV R&D, manufacturing, and testing. Information was gathered for this report by conducting interviews and accessing Web sites of 14 U.S. consortia and four European consortia, each with either a primary focus on or an emerging interest in PV technology R&D, manufacturing, or testing. Additional input was collected from several workshops held by the DOE and National Academy of Sciences (NAS) in 2009, which examined the practical steps -- including public-private partnerships and policy support -- necessary to enhance the United States' capacity to competitively manufacture photovoltaics. This report categorizes the 18 consortia into three groups: university-led consortia, industry-led consortia, and manufacturing and testing facilities consortia. The first section summarizes the organizations within the different categories, with a particular focus on the key benefits and challenges for each grouping. The second section provides a more detailed overview of each consortium, including the origins, goals, organization, membership, funding sources, and key contacts. This survey is a useful resource for stakeholders interested in PV manufacturing R&D, but should not imply endorsement of any of these groups.

    This paper presents a new privacy-preserving smart metering system. Our scheme is private under the differential privacy model and therefore provides strong and provable guarantees. With our scheme, an (electricity) supplier can periodically collect data from smart meters and derive aggregated statistics while learning only limited information about the activities of individual households. For example, a supplier cannot tell from a user's trace when he watched TV or turned on heating. Our scheme is simple, efficient and practical. Processing cost is very limited: smart meters only have to add noise to their data and encrypt the results with an efficient stream cipher.

    We propose a quantum solution to the classical private information retrieval (PIR) problem, which allows one to query a database in a private manner. The protocol offers privacy thresholds and allows the user to obtain information from a database in a way that offers the potential adversary, in this model the database owner, no possibility of deterministically establishing the query contents. This protocol may also be viewed as a solution to the symmetrically private information retrieval problem in that it can offer database security (inability for a querying user to steal its contents). Compared to classical solutions, the protocol offers substantial improvement in terms of communication complexity. In comparison with the recent quantum private queries {[}Phys. Rev. Lett. 100, 230502 (2008)] protocol, it is more efficient in terms of communication complexity and the number of rounds, while offering a clear privacy parameter.     China has had an active program on energy efficiency standards for household appliances since the mid-1990s. Rice cooker is among the first to be subject to such mandatory regulation, since it is one of the most prevalent electric appliances in Chinese households. Since first introduced in 1989, the minimum energy efficiency standard for rice cookers has not been revised. Therefore, the potential for energy saving is considerable. Initial analysis from CNIS indicates that potential carbon savings is likely to reach 7.6 million tons of CO2 by the 10th year of the standard implementation. Since September 2007, CNIS has been working with various groups to develop the new standard for rice cookers. With The Energy Foundation's support, LBNL has assisted CNIS in the revision of the minimum energy efficiency standard for rice cookers that is expected to be effective in 2009. Specifically, work has been in the following areas: assistance in developing consumer survey on usage pattern of rice cookers, review of international standards, review of international test procedures, comparison of the international standards and test procedures, and assessment of technical options of reducing energy use. This report particularly summarizes the findings of reviewing international standards and technical options of reducing energy consumption. The report consists of an overview of rice cooker standards and labeling programs and testing procedures in Hong Kong, South Korea, Japan and Thailand, and Japan's case study in developing energy efficiency rice cooker technologies and rice cooker efficiency programs. The results from the analysis can be summarized as the follows: Hong Kong has a Voluntary Energy Efficiency Labeling scheme for electric rice cookers initiated in 2001, with revision implemented in 2007; South Korea has both MEPS and Mandatory Energy Efficiency Label targeting the same category of rice cookers as Hong Kong; Thailand's voluntary endorsement labeling program is similar to Hong Kong in program design but has 5 efficiency grades; Japan's program is distinct in its adoption of the 'Top Runner' approach, in which, the future efficiency standards is set based on the efficiency levels of the most efficient product in the current domestic market. Although the standards are voluntary, penalties can still be evoked if the average efficiency target is not met. Both Hong Kong and South Korea's tests involve pouring water into the inner pot equal to 80% of its rated volume; however, white rice is used as a load for its tests in Hong Kong whereas no rice is used for tests in South Korea. In Japan's case, water level specified by the manufactures is used and milled rice is used as a load only partially in the tests. Moreover, Japan does not conduct heat efficiency test but its energy consumption measurements tests are much more complex, with 4 different tests are conducted to determine the annual average energy consumption. Hong Kong and Thailand both set Minimum Allowable Heat Efficiency for different rated wattages. The energy efficiency requirements are identical except that the minimum heat efficiency in Thailand is 1 percentage point higher for all rated power categories. In South Korea, MEPS and label's energy efficiency grades are determined by the rice cooker's Rated Energy Efficiency for induction, non-induction, pressure, nonpressure rice cookers. Japan's target standard values are set for electromagnetic induction heating products and non-electromagnetic induction heating products by different size of rice cookers. Specific formulas are used by type and size depending on the mass of water evaporation of the rice cookers. Japan has been the leading country in technology development of various types of rice cookers, and developed concrete energy efficiency standards for rice cookers. However, as consumers in Japan emphasize the deliciousness of cooked rice over other factors, many types of models were developed to improve the taste of cooked rice. This report discusses the general direction of the agile manufacturing initiative, including research programs at the National Institute of Standards and Technology (NIST), the Department of Energy, and other government agencies, but focuses on agile manufacturing from a statistical perspective.     Historically, about one-third of all energy consumed in the United States has been used by manufacturers. About one-quarter of manufacturing energy is used as feedstocks and raw material inputs that are converted into nonenergy products; the remainder is used for its energy content. During 1988, the most recent year for which data are available, manufacturers consumed 15.5 quadrillion British thermal units (Btu) of energy to produce heat and power and to generate electricity. The manufacturing sector also has widespread capabilities to switch from one fuel to another for either economic or emergency reasons. There are numerous ways to define fuel switching. For the purposes of the Manufacturing Energy Consumption Survey (MECS), fuel switching is defined as the capability to substitute one energy source for another within 30 days with no significant modifications to the fuel-consuming equipment, while keeping production constant. Fuel-switching capability allows manufacturers substantial flexibility in choosing their mix of energy sources. The consumption of a given energy source can be maximized if all possible switching into that energy source takes place. The estimates in this report are based on data collected on the 1988 Manufacturing Energy Consumption Survey (MECS), Forms 846 (A through C). The EIA conducts this national sample survey of manufacturing energy consumption on a triennial basis. The MECS is the only comprehensive source of national-level data on energy-related information for the manufacturing industries. The MECS was first conducted in 1986 to collect data for 1985. This report presents information on the fuel-switching capabilities of manufacturers in 1988. This report is the second of a series based on the 1988 MECS. 8 figs., 31 tabs.

    Recent advances in stereolithography and selective laser sintering have had a significant impact on the overall quality of parts produced using these rapid prototyping processes. The development and implementation of 3D System`s QuickCast{sup TM} resin and software for building investment casting patterns have proven to be major steps toward fabricating highly accurate patterns with very good surface finishes. As participants in the Beta test program for QuickCast{sup TM} resin and software, we experienced a steep learning curve and were able to build accurate parts in a short period of time. It is now possible using this technology to produce highly accurate prototype parts as well as acceptable first article and small lot size production parts. We use the Selective Laser Sintering (SLS) process to fabricate prototype wax patterns for investment casting. DTM Corporation recently introduced the use of their polycarbonate material for fabricating investment casting patterns. The polycarbonate material is processed significantly faster with improved strength, dimensional stability, and without a support structure during the build process. Sandia is currently changing from investment casting wax to polycarbonate for the fabrication of investment casting patterns using the SLS process. This report will focus on our successes with these new materials from the standpoints of application, accuracy, surface finish, and post processing. Also presented will be examples of parts manufactured by these processes. 6 refs., 10 figs.

    Additive Manufacturing (AM) enables the creation of complex structures directly from a computer-aided design (CAD). There are limitations that prevent the technology from realizing its full potential. AM has been criticized for being slow and expensive with limited build size. Oak Ridge National Laboratory (ORNL) has developed a large scale AM system that improves upon each of these areas by more than an order of magnitude. The Big Area Additive Manufacturing (BAAM) system directly converts low cost pellets into a large, three-dimensional part at a rate exceeding 25 kg/h. By breaking these traditional barriers, it is possible for polymer AM to penetrate new manufacturing markets.

    In a typical labeling procedure with radiometals, such as Cu-64 and Ga-68; a very large (~ 100-fold) excess of the non-radioactive reactant (precursor) is used to promote rapid and efficient incorporation of the radioisotope into the PET imaging agent. In order to achieve high specific activities, careful control of reaction conditions and extensive chromatographic purifications are required in order to separate the labeled compounds from the cold precursors. Here we propose a microfluidic approach to overcome these problems, and achieve high specific activities in a more convenient, semi-automated fashion and faster time frame. Microfluidic reactors, consisting of a network of micron-sized channels (typical dimensions in the range 10 â�� 300 �¼m), filters, separation columns, electrodes and reaction loops/chambers etched onto a solid substrate, are now emerging as an extremely useful technology for the intensification and miniaturization of chemical processes. The ability to manipulate, process and analyze reagent concentrations and reaction interfaces in both space and time within the channel network of a microreactor provides the fine level of reaction control that is desirable in PET radiochemistry practice. These factors can bring radiometal labeling, specifically the preparation of radio-labeled biomolecules such as antibodies, much closer to their theoretical maximum specific activities.

    In Private Information Retrieval (PIR), a client queries an n-bit database in order to retrieve an entry of her choice, while maintaining privacy of her query value. Chor, Goldreich, Kushilevitz, and Sudan showed that, in the information-theoretical setting, a linear amount of communication is required for classical PIR protocols (and thus that the trivial protocol is optimal). This linear lower bound was shown by Nayak to hold also in the quantum setting. Here, we extend Nayak's result by considering approximate privacy, and requiring security only against "specious" adversaries, which are, in analogy to classical honest-but-curious adversaries, the weakest reasonable quantum adversaries. We show that, even in this weakened scenario, Quantum Private Information Retrieval (QPIR) requires n qubits of communication. From this follows that Le Gall's recent QPIR protocol with sublinear communication complexity is not information-theoretically private, against the weakest reasonable cryptographic adversary.

    Trends in radiopharmaceutical manufacturing have been influenced by the demands of the regulatory agencies, the demands of the customers, and the ever-increasing complexity of new products. Process improvements resulting from automation in the production of radionuclides for diagnostic imaging products, {sup 99m}/Tc generators, {sup 67}Ga, and {sup 201}Tl have been introduced to enhance compliance with current good manufacturing practices and to improve worker safety, both by reducing dose in accord with as low as reasonably achievable levels of radiation and by providing an ergonomically sound environment. Tighter process control has resulted in less lot-to-lot variability and ensures reliability of supply. Reduced manufacturing lapse time for {sup 99m}Tc generators minimizes decay and conserves the supply of {sup 99}Mo. Automation has resulted in an even greater degree of remote operation and has led to reductions in dose, improved process control, and faster throughput in the manufacture of radionuclides.

Manufacturing and testing capabilities include design layout, electrical and mechanical computer simulation and modeling, circuit analysis, component analysis, network fabrication, microelectronic assembly, electrical tester design, electrical testing, materials analysis, and environmental evaluation. This document provides manufacturing guidelines for multichip module-ceramic (MCM-C) microcircuits. Figure 1 illustrates an example MCM-C configuration with the parts and processes that are available. The MCM-C technology is used to manufacture microcircuits for electronic systems that require increased performance, reduced volume, and higher density that cannot be achieved by the standard hybrid microcircuit or printed wiring board technologies. The guidelines focus on the manufacturability issues that must be considered for low-temperature cofired ceramic (LTCC) network fabrication and MCM assembly and the impact that process capabilities have on the overall MCM design layout and product yield. Prerequisites that are necessary to initiate the MCM design layout include electrical, mechanical, and environmental requirements. Customer design data can be accepted in many standard electronic file formats. Other requirements include schedule, quantity, cost, classification, and quality level. Design considerations include electrical, network, packaging, and producibility; and deliverables include finished product, drawings, documentation, and electronic files.

    We propose a quantum solution to the classical private information retrieval (PIR) problem, which allows one to query a database in a private manner. The protocol offers privacy thresholds and allows the user to obtain information from a database in a way that offers the potential adversary, in this model the database owner, no possibility of deterministically establishing the query contents. This protocol may also be viewed as a solution to the symmetrically private information retrieval problem in that it can offer database security (inability for a querying user to steal its contents). Compared to classical solutions, the protocol offers substantial improvement in terms of communication complexity. In comparison with the recent quantum private queries [Phys. Rev. The premise of the CTMP work was to combine Timken's product understanding with its process expertise and knowledge of metallurgical and deformation fundamentals developed during the project to build a predictive process design capability. The CTMP effort succeeded in delivering a pc-based capability in the tube optimization model, with a virtual pilot plant (VPP) feature to represent the desired tube making process to predict the resultant microstructure tailored for the desired application. Additional tasks included a system for direct, online measurement of grain size and demonstration of application of CTMP via robotically enhanced manufacturing.

    The original scope of the project was to research improvements to the processes and materials used in the manufacture of wood-epoxy blades, conduct tests to qualify any new material or processes for use in blade design and subsequently build and test six blades using the improved processes and materials. In particular, ABM was interested in reducing blade cost and improving quality. In addition, ABM needed to find a replacement material for the mature Douglas fir used in the manufacturing process. The use of mature Douglas fir is commercially unacceptable because of its limited supply and environmental concerns associated with the use of mature timber. Unfortunately, the bankruptcy of FloWind in June 1997 and a dramatic reduction in AWT sales made it impossible for ABM to complete the full scope of work. However, sufficient research and testing were completed to identify several promising changes in the blade manufacturing process and develop a preliminary design incorporating these changes.

    The Photovoltaic Manufacturing Technology Project (PVMaT) is a government/industry research and development (R and D) partnership between the US federal government (through the US Department of Energy [DOE]) and members of the US PV industry. The goals of PVMaT are to help the US PV industry improve module manufacturing processes and equipment; accelerate manufacturing cost reductions for PV modules, balance-of-systems components, and integrated systems; increase commercial product performance and reliability; and enhance the investment opportunities for substantial scale-ups of US-based PV manufacturing plant capacities. The approach for PVMaT has been to cost-share risk taking by industry as it explores new manufacturing options and ideas for improved PV modules and other components, advances system and product integration, and develops new system designs, all of which will lead to overall reduced system life-cycle costs for reliable PV end products. The PVMaT Phase 4A module manufac turing R and D projects are just being completed, and initial results for the work directed primarily to module manufacture are reported in this paper. Fourteen new Phase 5A subcontracts have also just been awarded, and planned R and D areas for the ten focused on module manufacture are described. Finally, government funding, subcontractor cost-sharing, and a comparison of the relative efforts by PV technology throughout the PVMaT project are presented.

For technology with limited coherence time, the database vendor can announce the encoding after a suitable delay to allow the user to privately learn one of two items in the database without the ability to also definitely infer the second item. This quantum approach also allows the user to choose to learn other functions of the items, such as the exclusive-or of their bits, but not to gain more information than equivalent to learning one item, on average. This method is especially useful for items consisting of a few bits by avoiding the substantial overhead of conventional cryptographic approaches.

    The mission of the Tank Waste Remediation System (TWRS) Program is to store, treat, immobilize, and dispose, or prepare for disposal, the Hanford radioactive tank waste in an environmentally sound, safe, and cost effective manner. Highly radioactive Hanford waste includes current and future tank waste plus the cesium and strontium capsules. In the TWRS program, as in other Department of Energy (DOE) clean-up activities, there is an increasing gap between the estimated funding required to enable DOE to meet all of its clean-up commitments and level of funding that is perceived to be available. Privatization is one contracting/management approach being explored by DOE as a means to achieve cost reductions and as a means to achieve a more outcome-oriented program. Privatization introduces the element of competition, a proven means of establishing true cost as well as achieving significant cost reduction.

This report analyzes performance, safety, and testing requirements derived from applicable regulations as well as commercial and military standards that would apply to a flow battery energy storage system. System components of a zinc-bromine flow battery energy storage system, including the batteries, inverters, and control and monitoring system, are discussed relative to manufacturing. The issues addressed include costs and component availability and lead times. A service and support model including setup, maintenance and transportation is outlined, along with a description of the safety-related features of the example flow battery energy storage system to promote regulatory and environmental, safety, and health compliance in anticipation of scale manufacturing.
