    To Whom It May Concern, Thank you for your work on infrastructure siting. I have been developing several wind projects in Wyoming for the last seven years. The state of Wyoming is blessed with incredible amounts of fantastic wind and natural gas resources that if developed, could provide the cleanest and lowest cost incremental additions of electricity available to California.....even without the PTC. However, it is generally accepted that due to the significant challenges in siting the Gateway and TransWest Transmission Projects, there may not be any room to build new transmission lines out of Wyoming in the future without impacting other visual and environmental resources. This fact can be confirmed by the BLM officials here in Wyoming. Furthermore, these projects may not even be built to their full capacity due to the restrictions on incumbent utilities ability to rate base investments and a lack of investors with a long enough time horizon. If nothing is done, in ten years when the aforementioned transmission projects are at their capacity, there will be no way to access the remaining generation resources in Wyoming and they will be stranded for decades to come. These big transmission lines take decades to develop and no one will start a new project until this perceived situation is altered. This would be a major setback for the American, and more specifically, the California economy if we knowingly limited our access to the western grid's cheapest and cleanest resources. Something should be done sooner rather than later. This is a looming crisis that has been forgotten as the focus has remained on just getting the current ones across the finish line. There are many ways that this situation can be addressed, such as allowing permitting agencies such as the BLM more latitude when it comes to evaluating impacts from critical transmission corridors. Alternatively, the federal government could find ways to encourage owners of existing and planned transmission lines to upgrade the corridors for maximum transmission capacity and to facilitate that process with both the investment of federal dollars as well as easing rate basing restrictions.     An Office of Inspector General Hotline allegation was received from an anonymous complainant regarding a July 1994 Martin Marietta Corporation Team`s health and safety review at three Department of Energy sites managed and operated by the then Martin Marietta Energy Systems. Inc. (Energy Systems), at Oak Ridge, Tennessee. We determined that the President of Energy Systems had requested a Corporate review at the three sites because of his concerns about safety incidents and accidents during the late Spring and early Summer of 1994. The Corporate Team`s charter was to determine if root causes existed for these safety incidents and accidents and to produce recommendations for the reduction or prevention of future safety incidents or accidents.

    Frequency domain measurements with Martin-Puplett interferometer is one of a few techniques capable of bunch length measurements at the level of ~ 100 fs. As the bunch length becomes shorter, it is important to know and be able to measure the limitations of the instrument in terms of shortest measurable bunch length. In this paper we describe an experiment using a blackbody source with the modified Martin-Puplett interferometer that is routine- ly used for bunch length measurements at the JLab FEL, as a way to estimate the shortest, measurable bunch length. The limitation comes from high frequency cut-off of the wire-grid polarizer currently used and is estimated to be 50 fs RMS. The measurements are made with the same Golay cell detector that is used for beam measure- ments. We demonstrate that, even though the blackbody source is many orders of magnitude less bright than the coherent transition or synchrotron radiation, it can be used for the measurements and gives a very good signal to noise ratio in combination with lock-in detection. We also compare the measurements made in air and in vacuum to characterize the very strong effect of the atmospheric absorption.

    Actions taken and planned at four Lockheed Martin Corporation (LMC) facilities to comply with the Aerospace MACT Standard are reviewed. Many LMC sites have taken proactive steps to reduce emissions and implement low VOC coating technology. Significant administrative, facility, and material challenges remain to achieve compliance with the upcoming NESHAP and Control Technology Guideline (CTG) standards. The facilities discussed herein set up programs to develop and implement compliance strategies. These facilities manufacture military aircraft, missiles, satellites, rockets, and electronic guidance and communications systems. Some of the facilities are gearing up for new production lines subject to new source MACT standards. At this time the facilities are reviewing compliance status of all primers, topcoats, maskants and solvents subject to the standard. Facility personnel are searching for the most efficient methods of satisfying the recordkeeping, reporting and monitoring, sections of the standards while simultaneously preparing or reviewing their Title V permit applications. Facility decisions on paint booths are the next highest priority. Existing dry filter paint booths will be subject to the filtration standard for existing paint booths which requires the use of two-stage filters. Planned paint booths for the F-22 program, and other new booths must comply with the standard for new and rebuilt booths which requires three stage or HEPA filters. Facilities looking to replace existing water wash paint booths, and those required to retrofit the air handling equipment to accommodate the two-stage filters, are reviewing issues surrounding the rebuilt source definition.

    Using the Schwarzschild coordinate frame for a static cyclic symmetric metric in 2+1 gravity coupled minimally to a dilaton logarithmically depending on the radial coordinate in the presence of an exponential potential, by solving first order linear Einstein equations, the general solution is derived and it is identified with the ChanMann dilaton solution. In these coordinates, a new stationary dilaton solution is obtained; it does not allow for a de SitterAnti-de Sitter limit at spatial infinity, where its structural functions increase indefinitely. On the other hand, it is horizonless and allows for a naked singularity at the origin of coordinates; moreover, one can identify at a large radial coordinate a (quasi-local) mass parameter and in the whole space a constant angular momentum. Via a general SL(2,R)transformation, applied on the static cyclic symmetric metric, a family of stationary dilaton solutions has been generated. A particular SL(2,R)transformation is identified, which gives rise to the rotating ChanMann dilaton solution. All the exhibited solutions have been characterized by their quasi-local energy, mass, and momentum through their series expansions at spatial infinity. The algebraic structure of the Riccienergy-momentum, and Cotton tensors is given explicitly.

    This plan contains the most recent revisions (as of April 1, 1985) identifying and resolving environmental problems during the next five years at the four installations managed for DOE by Martin Marietta Energy Systems, Inc. (Energy Systems). These installations are Oak Ridge National Laboratory (ORNL), Oak Ridge Gaseous Diffusion Plant (ORGDP), Oak Ridge Y-12 Plant (Y-12), and Paducah Gaseous Diffusion Plant (PGDP).     This edition of the Lockheed Martin Energy Systems, Inc., (Energy Systems) Groundwater Program Annual Report summarizes the work carried out by the Energy Systems Groundwater Program Office (GWPO) for fiscal year (FY) 1994. The GWPO is responsible for coordination and oversight for all components of the groundwater programs at the three Oak Ridge facilities [Oak Ridge National Laboratory (ORNL), the Oak Ridge Y-12 Plant, and the Oak Ridge K-25 Site], as well as the Paducah and Portsmouth Gaseous Diffusion Plants (PGDP and PORTS, respectively.) This report describes the administrative framework of the GWPO including staffing, organization, and funding sources. In addition, summaries are provided of activities involving the Technical Support staff at the five facilities. Finally, the results of basic investigations designed to improve our understanding of the major processes governing groundwater flow and contaminant migration on the Oak Ridge Reservation (ORR) are reported. These investigations are conducted as part of the Oak Ridge Reservation Hydrology and Geology Studies (ORRHAGS) program. The relevance of these studies to the overall remediation responsibilities of Energy Systems is discussed.

Part of the absorbed energy is converted into electric output. Conversion efficiency is maximized by reducing the absorption of non-convertible energy with some form of spectral control. In a TPV system, many technology options exist. The development efforts have concentrated on flat-plate geometries with greybody radiators, low bandgap quaternary diodes, front surface tandem filters and a multi-chip module (MCM) approach that allows selective fabrication processes to match diode performance. Recently, the authors achieved conversion efficiencies of about 20% (radiator 950 C, diodes 22 C) for a module in a prototypic cavity test environment. These tests employed InGaAsSb diodes with 0.52 eV bandgap and front surface filters for spectral control. This paper provides details of the individual system components and describes the measurement technique used to record these efficiencies.

Recently, we discontinued development of GaInAsSb quaternary cell semiconductor material in favor of ternary GaInAs material. In our last publication (Ref. 1), the authors reported conversion efficiencies of about 20% (radiator 950 C, cells 22 C) for small modules (1-4 cm{sup 2}) tested in a prototypic cavity test environment. Recently, we have achieved measured conversion efficiencies of about 12.5% in larger ({approx}100 cm{sup 2}) test arrays. The efficiency reduction in the larger arrays was probably due to quality and variation of the cells as well as non-uniform illumination from the hot radiator to the cold plate. Modules in these tests used GaInAsSb cells with 0.52 eV bandgap and front surface filters for spectral control. This paper provides details of the individual system components and the rationale for our technical decisions. It also describes the measurement techniques used to record these efficiencies.

    The Portsmouth plant is one of two U.S. Department of Energy (DOE)-owned, contractor-managed uranium enrichment facilities in operation. As of July 1, 1993, responsibility for implementing environmental compliance at the facility was split between DOE, as site owner, and the United States Enrichment Corporation (USEC), a government-owned corporation formed by the National Energy Policy Act of 1992, to operate the nation`s uranium enrichment business. The management contractor for DOE is Lockheed Martin Energy Systems (formerly Martin Marietta Energy Systems), which is responsible for waste management, environmental restoration, removal of highly enriched uranium (HEU), and operation of nonleased facilities at the Portsmouth Gaseous Diffusion Plant (DOE/PORTS). Lockheed Martin Utility Services (formerly Martin Marietta Utility Services) provides management services for USEC. The Nuclear Regulatory Commission will assume direct oversight of USEC operations in 1997. Until then, DOE will provide oversight of nuclear safety and safeguards and security. DOE/PORTS is located on about six square miles in Pike County, Ohio. The County has approximately 24,250 residents. The total population within 50 miles of the plant is about 900,000. The main process at PORTS has been the separation of uranium isotopes through gaseous diffusion. Uranium is no longer enriched by DOE at PORTS. The uranium enrichment production operation facilities at the site are leased to USEC and are managed and operated by Lockheed Martin Utility Services.

    Intra-arterial injection of drug-eluting beads loaded with irinotecan (DEBIRI) is a new treatment option being investigated, with encouraging results, for unresectable colorectal liver metastases that are refractory to systemic chemotherapy (Martin et al., Ann Surg Oncol 18:192-198, 2011). Toxicity related to DEBIRI has also been described (Martin et al., Cardiovasc Intervent Radiol 33:960-966, 2010). Nevertheless, experience and literature related to DEBIRI remain limited, and experience with this treatment is expected to increase. The purpose of this article is to describe bradycardia occurring during DEBIRI administration, which has not been reported thus far.

  1. ANNUAL SUMMARY OF THE INTEGRATED DISPOSAL FACILITY PERFORMANCE ASSESSMENT FOR 2004

    As required by the US. Department of Energy (DOE) order on radioactive waste management (DOE 1999a) and as implemented by the ''Maintenance Plan for the Hanford Immobilized Low-Activity Tank Waste Performance Assessment'' (Mann 2004), an annual summary of the adequacy of the Hanford Immobilized Low-Activity Tank Waste Performance Assessment (ILAW PA) is necessary in each year in which a performance assessment is not issued. A draft version of the 2001 ILAW PA was sent to the DOE Headquarters (DOE/HQ) in April 2001 for review and approval. The DOE approved (DOE 2001) the draft version of the 2001 ILAW PA and issued a new version of the Hanford Site waste disposal authorization statement (DAS). Based on comments raised during the review, the draft version was revised and the 2001 ILAW PA was formally issued (Mann et al. 2001). The DOE (DOE 2003a) has reviewed the final 2001 ILAW PA and concluded that no changes to the DAS were necessary. Also as required by the DOE order, annual summaries have been generated and approved. The previous annual summary (Mann 2003b) noted the change of mission from ILAW disposal to the disposal of a range of solid waste types, including ILAW. DOE approved the annual summary (DOE 2003c), noting the expanded mission. Considering the results of data collection and analysis, the conclusions of the 2001 ILAW PA remain valid as they pertain to ILAW disposal. The new data also suggest that impacts from the disposal of the other solid waste will be lower than initially estimated in the ''Integrated Disposal Facility Risk Assessment'' (Mann 2003a). A performance assessment for the Integrated Disposal Facility (IDF) will be issued in the summer of 2005.

    Murray Gell-Mann, after co-inventing QCD, recognized the interplay of the scale anomaly, the renormalization group, and the origin of the strong scale, {Lambda}{sub QCD}. I tell a story, then elaborate this concept, and for the sake of discussion, propose a conjecture that the physical world is scale invariant in the classical, {h_bar}, limit. This principle has implications for the dimensionality of space-time, the cosmological constant, the weak scale, and Planck scale.

    Oak Ridge Associated Universities (ORAU), under the Oak Ridge Institute for Science and Education (ORISE) contract, collected split surface water samples with Nuclear Fuel Services (NFS) representatives on August 21, 2013. Representatives from the U.S. Nuclear Regulatory Commission (NRC) and the Tennessee Department of Environment and Conservation were also in attendance. Samples were collected at four surface water stations, as required in the approved Request for Technical Assistance number 11-018. These stations included Nolichucky River upstream (NRU), Nolichucky River downstream (NRD), Martin Creek upstream (MCU), and Martin Creek downstream (MCD). Both ORAU and NFS performed gross alpha and gross beta analyses, and the comparison of results using the duplicate error ratio (DER), also known as the normalized absolute difference, are tabulated. All DER values were less than 3 and results are consistent with low (e.g., background) concentrations.

    Insitu borehole P- and S-wave velocity measurements were collected in three borings located within the Waste Treatment Plant (WTP) boundaries at the Hanford Site, southeastern Washington. Geophysical data acquisition was performed between August and October of 2006 by Rob Steller, Charles Carter, Antony Martin and John Diehl of GEOVision. Data analysis was performed by Rob Steller and John Diehl, and reviewed by Antony Martin of GEOVision, and report preparation was performed by John Diehl and reviewed by Rob Steller. The work was performed under subcontract with Battelle, Pacific Northwest Division with Marty Gardner as Battelles Technical Representative and Alan Rohay serving as the Technical Administrator for Pacific Northwest National Laboratory (PNNL). This report describes the field measurements, data analysis, and results of this work.

    A historical perspective is given for Sandia National Laboratories from its beginnings as a small engineering group at an offshoot of Los Alamos Laboratory to a facility of 7000 people at its main facility in Albuquerque, another 1000 people in Livermore, California and test ranges in Tonopah, Nevada and Kauai, Hawaii. The Sandia army base became the Z division of Los Alamos and $25 million construction program began the structures that would carry out a test program for nuclear weapons during the cold war. Bell System/AT&T stewardship of the site continued from 1949 to 1993, when Martin Marietta (now Lockheed Martin) was chosen as the new contractor. Management decisions, personnel, and political aspects of the Laboratory are presented up to 1997 and forecasts are given for future policy and programs of Sandia.

    The Paducah Environmental Advisory Committee was formed as: (1) an outgrowth of other Environmental Advisory Committees already in existence at Oak Ridge and other Martin Marietta Energy Systems plants; (2) a result of public concern following significant nuclear incidents at Bhopal and Chernobyl; (3) a result of the new direction and commitment of the management of the Paducah Gaseous Diffusion Plant following contract acquisition by Martin Marietta Energy Systems; and (4) a means of reducing and/or preventing local and/or public concern regarding the activities of and potential risks created by PGDP. This report discusses the following issues and concerns of the Committee arrived at through a series of meetings: (1) groundwater monitoring; (2) long-range tails storage; C-404, scrap yrads, and PCB and TCE cleanup; nuclear criticality plan and alarm systems; documentation of historical data regarding hazardous waste burial grounds; dosimeter badges; and asbestos handling and removal.
