    The Bender-Dunne basis operators, T{sub ?m,n}=2{sup ?n}?{sub k=0}{sup n}(n/k )q{sup k}p{sup ?m}q{sup n?k} where q and p are the position and momentum operators, respectively, are formal integral operators in position representation in the entire real line R for positive integers n and m. We show, by explicit construction of a dense domain, that the operators T{sub ?m,n}'s are densely defined operators in the Hilbert space L{sup 2}(R)

    The Bakken Formation has been documented as an excellent petroleum source rock within the Williston basin and has, in some localities, been established as a producing zone. Recent exploration in the Daly field of southwestern Manitoba has led to the discovery and subsequent development of several oil pools within the middle member of the Bakken. The 21 active wells within these pools have produced 20,773.8 m/sup 3/ (130,667.2 bbl) of oil (40.2/degrees/ API) as of December 31, 1987. Through much of the Williston basin, the Bakken typically consists of three members: a lower, highly radioactive, black shale member; a middle siltstone member; and an upper black shale member (identical to the lower member). In southwestern Manitoba, the lower member is absent in most areas due to nondeposition and overstep of the overlying middle member. In these areas, the middle member unconformably overlies eroded red dolomitic shales of the Devonian Lyleton (Three Forks) Formation. The middle member is a relatively uniform blanket deposit averaging 4 m (13 ft) thick. It consists of interbedded tan to greenish-gray, very fine to medium-grained, well-sorted dolomitic sandstone and siltstone with angular to subrounded grains. Oil accumulation in the middle member is largely the result of stratigraphic trapping and appears, in part, to be localized where a basal sandstone (associated with middle member thickening) is concentrated in minor erosional lows on the Lyleton surface. The black shales of the upper member form a thin (2 m or 6.6 ft average), uniform cap throughout the map area and are overlain by the carbonates of the Mississippian Lodgepole Formation (Souris Valley Beds). Maximum thickness of the Bakken reaches 32 m (105 ft) in the Waskada field area, where the lower shale member is locally present.

Groundcover is moss (feathermosses and Sphagnum), Labrador Tea, Vaccinium, and willows are a main component of the understory. It was established in 1993 as a BOREAS site.

    The traveler spent six weeks at CERN participating in the 1990 run of the WA80 experiment. The traveler concentrated on trigger electronics for the first two weeks and on operation of the experiment for much of the next four. New electronics designed at ORNL for reading out the new BGO spectrometer were tested with the BGO in beam. Improvements were made, in collaboration with the ORNL engineers who designed the electronics. Plans were made for constructing the electronics in large quantities. Conversations were had with other members of WA80 about the analysis of results from this year's run and our plans for the 1991/1992 runs proposed for CERN. Lengthy conversations were had about the draft of a first paper concerning limits on direct photon production. Finally, the traveler attended an all-day session of the dilepton working group chartered to consider dilepton and photon experiments using heavy-ion beams in CERN's to-be-proposed Large Hadron Collider (LHC). At this meeting the traveler presented recent results from the group working on such a proposal for RHIC and updated his earlier presentation of June 1990 in this working group.

    This Addendum to the Final Environmental Assessment for the Proposed Amendment to Presidential Permit PP-63 and Associated Modifications to 500 kV International Transmission Line: Forbes, Minnesota to Manitoba, Canada (DOE/EA-587) addresses Northern States Power Company's (NSP) proposed expansion of the Forbes Substation. The applicant has requested that the expansion take place on the west side of the substation, within the existing property line, instead of on the north side as originally proposed.     Field measurements of turbulence are pre- sented from two sites in Puget Sound, WA (USA) that are proposed for electrical power generation using tidal current turbines. Rapidly sampled data from multiple acoustic Doppler instruments are analyzed to obtain statistical mea- sures of fluctuations in both the magnitude and direction of the tidal currents. The resulting turbulence intensities (i.e., the turbulent velocity fluctuations normalized by the harmonic tidal currents) are typically 10% at the hub- heights (i.e., the relevant depth bin) of the proposed turbines. Length and time scales of the turbulence are also analyzed. Large-scale, anisotropic eddies dominate the energy spectra, which may be the result of proximity to headlands at each site. At small scales, an isotropic turbulent cascade is observed and used to estimate the dissipation rate of turbulent kinetic energy. Data quality and sampling parameters are discussed, with an emphasis on the removal of Doppler noise from turbulence statistics.

    Northern States Power Company, (NSP), a Minnesota investor owned utility has applied to the Office of Fossil Energy, United States Department of Energy, to amend Presidential Permit PP-63 to allow for alterations to the 500 kV transmission line and as sedated facilities currently regulated by this permit. The alterations proposed for the 500 kV line owned by NSP are part of a long term effort sponsored by NSP to upgrade the existing NSP transmission system to allow for increased exchange of electricity with the Manitoba Hydro-Electric Board. Presidential Permit PP-63 authorized NSP to construct, connect, operate and maintain a 500 kV line at the United States/Canadian border approximately seven-and-a-half miles west of Warroad in Roseau County, Minnesota. This line connects with a 500 kV line owned and operated by the Manitoba Hydro-Electric Board (MHEB), which extends from Dorsey, Manitoba, Canada to the United States/Canadian border. NSP proposes to increase the electricity transfer capability of this transmission facility by constructing a new 80-acre substation on the existing 500 kV line in Roseau County, Minnesota, and upgrading the existing substation at Forbes, Minnesota. The proposed Roseau substation would contain two 41.5 ohm series capacitor banks. In addition, static VAR compensators are to be installed at the existing Forbes Substation. Approximately 5 acres would be added to the 30-acre Forbes site to house the additional equipment. No new lines would enter or exit the facility. NSP proposes to place the new Roseau Substation in service in May 1993 and to complete the upgrading of the Forbes Substation in March 1994. The primary, initial purpose of these modifications is to enable NSP to import 400 megawatts of electric power from MHEB during the summer months to meet peak electrical demand in the Minneapolis-St. Paul area. It is expected that this power transfer would begin in 1993.

    Brookhaven National Laboratory, in order to provide technical assistance to the NRC, has measured a number of physical and chemical characteristics of soils from two currently operating commercial radioactive waste disposal sites; one at Barnwell, SC, and the other near Richland, WA. Soil samples believed to be representative of the soil that will contact the buried waste were collected and analyzed. Earth resistivities (field measurements), from both sites, supply information to identify variations in subsurface material. Barnwell soil resistivities (laboratory measurements) range from 3.6 x 10/sup 5/ ohm-cm to 8.9 x 10/sup 4/ ohm-cm. Soil resistivities of the Hanford sample vary from 3.0 x 10/sup 5/ ohm-cm to 6.6 x 10/sup 3/ ohm-cm. The Barnwell and Hanford soil pH ranges from 4.8 to 5.4 and from 4.0 to 7.2 respectively. The pH of a 1:2 mixture of soil to 0.01 M CaCl/sub 2/ resulted in a pH for the Barnwell samples of 3.9 +- 0.1 and for the Hanford samples of 7.4 +- 0.2. These values are comparable to the pH measurements of the water extract of the soils used for the analyses of soluble ion content of the soils. The exchange acidity of the soils was found to be approximately 7 mg-eq per 100 g of dry soil for clay material from Barnwell, whereas the Hanford soils showed an alkaline reaction. Aqueous extracts of saturated pastes were used to determine the concentrations of the following ions: Ca/sup 2 +/, Mg/sup 2 +/, K/sup +/, Na/sup +/, HCO/sub 3//sup -/, SO/sub 4//sup =/, and Cl/sup -/. The sulfide content of each of the soils was measured in a 1:2.5 mixture of soil to an antioxidant buffer solution. The concentrations of soluble ions found in the soils from both sites are consistent with the high resistivities.

    A Benthic Flux Sampling Device (BFSD) was demonstrated on site to determine the mobility of contaminants in sediments off the Puget Sound Naval Shipyard (PSNS) in Sinclair Inlet, WA. Quantification of toxicant flux from the sediments will support ongoing assessment studies and facilitate the design of appropriate remediation strategies, if required. In general, where release of contaminants was found, the measured rates do not represent a significant source relative to other major inputs such as sewer discharges, nonpoint source runoff, and marinas. They may, however, represent an exposure pathway for benthic biota with a subsequent potential for toxicological effects and/or bioaccumulation.     Soils in the Sudbury mining and smelting region that have been rendered phytotoxic and barren by acidification and particulate copper and nickel contamination can be detoxified and revegetated by the surface application of ground limestone, an approach referred to as minimal amelioration. Soils at Flin Flon, Manitoba have been similarly denuded, in this case by acidification and particulate copper and zinc contamination. Field plot experiments carried out in Flin Flon, a more northerly location than Sudbury, with a more severe climate, have shown that the surface application of ground limestone to barren soil leads to colonization of birches, poplars and willows, as on the Sudbury barrens. Furthermore, it has been shown that the copper/nickel tolerant ecotype of Tufted Hairgrass (Deschampsia caevpitosa) found on the Sudbury barrens can be successfully transplanted onto the Flin Flon barrens, and that the copper/zinc tolerant ecotype of Browntop (Agrostis tenuis) found on the Flin Flon barrens can be successfully transplanted onto phytotoxic soils in Sudbury. The significance of these findings, and the possibility of extending such technology transfer to similar sites, such as the copper/zinc smelters of the Kola Peninsula in Russia, are discussed.

    The YWCA Family Village at Issaquah, Net Zero Energy Approach Project provides a compelling model for how the nation can seriously respond to the critical need for affordable housing while advancing environmental standards and reducing economic inequities. Affordable housing developments for vulnerable members of the community and in today's workforce cannot overlook issues, such as climate impact, energy security and water conservation. This project's advanced building design was based on the goal of creating a 100 year building that could achieve net zero energy usage if funding had been available to support the final pieces of energy generation. The team worked closely with community stakeholders to ensure the baseline components of high quality and efficient building envelopes along with efficient systems were in place to set the stage for future incorporation of energy generating systems such as solar panels. As built, these 146 homes, large child care center and community services areas are proving the value of investing upfront for the benefit of future generations by reducing ongoing utility and maintenance costs with an eye toward environmental stewardship and community/resident education. The DOE award helped fund two critical energy conservation features for the YWCA Family Village at Issaquah campus: 1) super-insulated roof assembly with a continuous air barrier and 2) domestic hot water preheat system. The roof system at the YWCA Family Village at Issaquah project was built to include 6" of Polyiso rigid insulation (R-38) on top of the roof sheathing to provide a super-insulated roof in line with the other green features of the project. Placing the rigid insulation on top of the roof sheathing allows the building to have a continuous layer of insulation and provides a continuous air barrier. The domestic hot water preheat system includes flat panel arrays on roofs of the buildings that heat the water using solar power, which reduces the amount of heating needed from the gas-fired boilers. The flat-plate panels on the roof of the building heats the water using solar power. A heat exchanger transfers heat from water warmed by the panels to potable water for the units. The warmed potable water mixes with the tap water supply to create hot water for the buildings. This boost of water warmed by the solar panels reduces the heating costs for eh project by reducing the need to heat the water via gas-fired boilers. Both of these energy upgrades were chosen because they significantly improve the energy efficiency for the life of the building and are reducing monthly utility costs for both the residents and the owners. Since the owner is a not-for-profit dedicated to long-term ownership and serving households with very-low and low-incomes, the costs savings will ultimately benefit current and future residents as the dollars saved will either be realized directly by the resident or be invested in the project. Technically, the design of these systems is easily understood and the principles could be applied to other projects. The incremental costs depend largely on the existing market rate of the components-none of which are considered "cutting edge" so a market does currently exist.

    Approximately 20 polynuclear aromatic hydrocarbons (PAH) were measured by GC/MS in seawater and whole soft tissues of the intertidal mussel Mytilus sp. collected in July 1991 within and around Puget Sound`s Sinclair Inlet. Low variability was observed in the water concentrations collected over three days at control sites, yielding reliable values for the exposure levels experienced by this bioindicator mollusk. Mean water concentrations of acenaphthene, phenanthrene, and fluoranthene in the control region were 2.7 {+-} 0.8, 2.8 {+-} 0.8, and 3.1 {+-} 0.7 ng/liter, respectively. Levels measured near sites of vessel activity were higher but much more variable; this reduced the reliability of the tissue/water bioconcentration factors (BCF) obtained from these samples. An empirical model relating values of Log BCF and Log Kow for the control zone samples supports the utility of this estuarine bioindicator for monitoring general levels of PAH in nearshore surface waters.

    The U.S. Department of Energy (DOE) Hanford Site in south central Washington State lies along the Columbia River and is one of DOE's largest legacy waste management sites. Enormous radionuclide and chemical inventories exist below-ground. These include Resource Conservation and Recovery Act (RCRA) storage facilities where hazardous and radioactive contaminants were discharged and leaked to the soil surface and to the deep vadose zone and groundwater. The vadose zone is also contaminated from facilities regulated by the RCRA and Comprehensive Environmental Response Compensation and Liability Act (CERCLA) Act. Hanford now contains as much as 28,300 cubic meters of soil contaminated with radionuclides from liquid wastes released near processing facilities. The Hanford Federal Facility Agreement and Consent Order, Tri-Party Agreement (TPA) has set the completion of the cleanup of these sites by 2024. There are numerous technical and regulatory challenges to cleanup of the vadose zone at the Hanford site. This paper attempts to identify the categories of deep vadose zone problem and identifies a few possible regulatory options to clean up the site under the mix of state and federal regulatory authorities. There are four major categories of vadose contamination areas at the Hanford Site. The first is laterally extensive with intermediate depth (ground surface to about 45 meters depth) mostly related to high volume effluent discharge into cribs, ponds and ditches of designated CERCLA facilities. The second is dominated by laterally less extensive mostly related to leaks from RCRA tank farms. The later contamination is often commingled at depth with wastes from adjacent CERCLA facilities. The third category is from the high volume CERCLA facilities extending from the surface to more than 60 meters below ground. Contamination from the later category crosses the entire thickness of the vadose zone and reached groundwater. The fourth category is the lower volume waste sites. There are multiple management options to clean up the above four categories of vadose zones sites. The following are some of the options considered for detailed evaluation: - Maintain separate decision processes for each RCRA and CERCLA units/waste sites with a more accommodating schedule. - Create new vadose zone operable units with limited geographical boundaries regardless of site category/origin and make an integrated decision. - Expand the existing CERCLA groundwater operable units to include the deep vadose zone - Use a combination of the above. Each option has pros and cons and regulatory limitations. Detailed evaluation of these options is required to support a cost effective expedited cleanup. (authors)

    Sinclair Inlet and Dyes Inlets have historically received contaminates from military installations, industrial activities, municipal outfalls, and other nonpoint sources. For the purpose of determining a ?total maximum daily load? (TMDL) of contaminants for the Inlets, a contaminant mass balance for the sediments is being developed. Sediment cores and traps were collected from depositional areas of the Inlets and surface sediment grabs were collected from fluvial deposits associated with major drainage areas into the Inlets. All sediment samples were screened using X-Ray fluorescence (XRF) for metals, UV fluorescence for organics (PAHs), and immunoassay for PCBs. A subset of split-samples was analyzed using ICP/MS for metals and GC/MS for phthalates, PAHs, and PCBs. Sediment cores were age-dated using radionuclides to determine the sedimentation rate and the history of sediment contamination. Streams and storm water outfalls were sampled in both the wet and dry seasons to assess loading from the watershed. Seawater samples collected from the marine waters of the Inlets and boundary passages to central Puget Sound were used to estimate the exchange of contaminates with central Puget Sound. The historical trends from the cores indicate that contamination was at a maximum in the middle of the 1900s and decreased significantly by the late 1900s. The thickness of the contaminated sediment is in the range of 30 to 50 cm.

    Aerosol collections were initiated at several locations by PNNL shortly after the Great East Japan Earthquake of May 2011. Aerosol samples were transferred to laboratory high-resolution gamma spectrometers for analysis. Similar to treaty monitoring stations operating across the Northern hemisphere, iodine and other isotopes which could be volatilized at high temperature were detected. Though these locations are not far apart, they have significant variations with respect to water, mountain-range placement, and local topography. Variation in computed source terms will be shown to bound the variability of this approach to source estimation.

    Strontium isotope compositions (87Sr/86Sr) measured in groundwater samples from 273 wells in the Pasco Basin unconfined aquifer below the Hanford Site show large and systematic variations that provide constraints on groundwater recharge, weathering rates of the aquifer host rocks, communication between unconfined and deeper confined aquifers, and vadose zone-groundwater interaction. The impact of millions of cubic meters of wastewater discharged to the vadose zone (103-105 times higher than ambient drainage) shows up strikingly on maps of groundwater 87Sr/86Sr. Extensive access through the many groundwater monitoring wells at the site allows for an unprecedented opportunity to evaluate the strontium geochemistry of a major aquifer, hosted primarily in unconsolidated sediments, and relate it to both long term properties and recent disturbances. Groundwater 87Sr/86Sr increases systematically from 0.707 to 0.712 from west to east across the Hanford Site, in the general direction of groundwater flow, as a result of addition of Sr from the weathering of aquifer sediments and from diffuse drainage through the vadose zone. The lower 87Sr/86Sr groundwater reflects recharge waters that have acquired Sr from Columbia River Basalts. Based on a steady-state model of Sr reactive transport and drainage, there is an average natural drainage flux of 0-1.4 mm/yr near the western margin of the Hanford Site, and ambient drainage may be up to 30 mm/yr in the center of the site assuming an average bulk rock weathering rate of 10-7.5 g/g/yr.

    For a secure and sustainable energy future, the United States (U.S.) must reduce its dependence on imported oil and reduce its emissions of carbon dioxide (CO{sub 2}) and other greenhouse gases (GHGs). To meet these strategic challenges, the U.S. wiU have to create fundamentally new technologies with performance levels far beyond what is now possible. Developing advanced post-combustion clean coal technologies for capturing CO{sub 2} from existing coal-fired power plants can play a major role in the country's transition to a sustainable energy future, especially when coupled with CO{sub 2}-enhanced oil recovery (CO{sub 2}-EOR). Pursuant to these goals, NRG Energy, Inc. (NRG) submitted an application and entered into a cost-shared collaboration with the U.S. Department of Energy (DOE) under Round 3 of the Clean Coal Power Initiative (CCPI) to advance low-emission coal technologies. The objective of the NRG W A Parish Post-Combustion CO{sub 2} Capture and Sequestration Demonstration Project is to establish the technical feasibility and economic viability of post-combustion CO{sub 2} capture using flue gas from an existing pulverized coal-fired boiler integrated with geologic sequestration via an enhanced oil recovery (EOR) process. To achieve these objectives, the project will be executed in three phases. Each phase represents a distinct aspect of the project execution. The project phases are: • Phase I. Project Definition/Front-End Engineering Design (FEED) • Phase ll. Detailed Engineering, Procurement & Construction • Phase III. Demonstration and Monitoring The purpose of Phase I is to develop the project in sufficient detail to facilitate the decision-making process in progressing to the next stage of project delivery. Phase n. This report provides a complete summary of the FEED study effort, including pertinent project background information, the scope of facilities covered, decisions, challenges, and considerations made regarding configuration and performance of the facility, along with the conceptual design and estimate results. The findings of this report should be considered conceptual in nature and are conditioned on the statements contained herein. The cost of preparing this report (including the FEED study described herein) was funded in part by a $167-million grant provided by the U.S. DOE.

    The Federal Energy Regulatory Commission (FERC) is preparing, with DOE as a cooperating agency, an EIS to analyze the potential environmental impacts of proposals (1) to add liquefaction and export capability to a proposed liquefied natural gas (LNG) import terminal in Warrenton, Oregon, and add 39 miles of new pipeline in Columbia County, Oregon, and Cowlitz County, Washington, to interconnect with the Northwest Pipeline, and (2) to expand the capacity of the Northwest Pipeline by adding 140 miles of 36-inch diameter pipeline in 10 segments and increasing compression at five existing compressor stations. These proposals are connected actions and will be evaluated in the same EIS. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest.
