  1. Background report for the formerly utilized Manhattan Engineer District/Atomic Energy Commission sites program

    The Department of Energy is conducting a program to determine radiological conditions at sites formerly used by the Army Corps of Engineers' Manhattan Engineer District and the Atomic Energy Commission in the early years of nuclear energy development. Also included in the program are sites used in the Los Alamos plutonium development program and the Trinity atomic bomb test site. Materials, equipment, buildings, and land became contaminated, primarily with naturally occurring radioactive nuclides. They were later decontaminated in accordance with the standards and survey methods in use at that time. Since then, however, radiological criteria, and proposed guidelines for release of such sites for unrestricted use have become more stringent as research on the effects of low-level radiation has progressed. In addition, records documenting some of these decontamination efforts cannot be found, and the final radiological conditions of the sites could not be adequately determined from the records. As a result, the Formerly Utilized Sites Program was initiated in 1974 to identify these formerly used sites and to reevaluate their radiological status. This report covers efforts through June 1980 to determine the radiological status of sites for which the existing conditions could not be clearly defined. Principal contractor facilities and associated properties have already been identified and activities are continuing to identify additional sites. Any new sites located will probably be subcontractor facilities and areas used for disposal of contractor waste or equipment; however, only limited information regarding this equipment and material has been collected to date. As additional information becomes available, supplemental reports will be published.

    Phoenix, Arizona is located in the Sonoran desert. Daytime temperatures typically rise to over 100 F during the three summer months. Average and peak temperatures have tended to rise over recent decades. This is generally attributed to what is known as the heat island effect, due to an increase in heat absorbing concrete and a decrease in irrigated farmland in the area. Phoenix is the eighth largest city in the US with a population of just over one million (1,000,000). The metropolitan area is one of the fastest growing in the nation. Over the last ten years its population has increased by over 40%. It is not an exaggeration to say the general availability of refrigerated air conditioning, both for buildings and automobiles has been an important factor enabling growth. The cost of operating public buildings has risen significantly in the last decade. In fiscal year 92/93 the City of Phoenix had energy expenses of over thirty four million dollars ($34,000,000). Because the City was planning a major new construction project, a new high-rise City Hall, it was decided to study and then optimize the design and selection of building systems to minimize long term owning and operating costs. The City Hall was to be constructed in downtown Phoenix. Phoenix presently owns other buildings in the area. A number of large cooling systems serving groups of buildings are currently operating in the Phoenix area. The City requested that the design consultants analyze the available options and present recommendations to the City`s engineering staff.

    The Manhattan Project laboratory constructed at Los Alamos, New Mexico, beginning in 1943, was intended from the start to be temporary and to go up with amazing speed. Because most of those WWII-era facilities were built with minimal materials and so quickly, much of the original infrastructure was torn down in the late '40s and early '50s and replaced by more permanent facilities. However, a few key facilities remained, and are being preserved and maintained for historic significance. Four such sites are visited briefly in this video, taking viewers to V-Site, the buildings where the first nuclear explosive device was pre-assembled in preparation for the Trinity Test in Southern New Mexico. Included is another WWII area, Gun Site. So named because it was the area where scientists and engineers tested the so-called "gun method" of assembling nuclear materials -- the fundamental design of the Little Boy weapon that was eventually dropped on Hiroshima. The video also goes to Pajarito Site, home of the "Slotin Building" and "Pond Cabin." The Slotin Building is the place where scientist Louis Slotin conducted a criticality experiment that went awry in early 1946, leading to his unfortunate death, and the Pond Cabin served the team of eminent scientist Emilio Segre who did early chemistry work on plutonium that ultimately led to the Fat Man weapon.

    This document is the first time that Manhattan Project and Cold War era artifacts from the Hanford Site have been assembled within a publication. The publication presents photographic and written documentation of a number of Manhattan Project and Cold War era artifacts that were identified and tagged during assessment walk throughs of historic buildings on the Hanford Site but which could not be curated within the Hanford collection because they were too large for long-term storage and/or exhibit purposes or were radiologically contaminated. The significance of the artifacts in this publication and a proposed future appendix is based not on the individual significance of any single artifact but on their collective contribution to the science and engineering of creating plutonium and advancing nuclear technology in nuclear fuel and power.

    The Hanford Site began as part of the United States Manhattan Project to research, test and build atomic weapons during World War II. The original 670-square mile Hanford Site, then known as the Hanford Engineer Works, was the last of three top-secret sites constructed in order to produce enriched uranium and plutonium for the world's first nuclear weapons. B Reactor, located about 45 miles northwest of Richland, Washington, is the world's first full-scale nuclear reactor. Not only was B Reactor a first-of-a-kind engineering structure, it was built and fully functional in just 11 months. Eventually, the shoreline of the Columbia River in southeastern Washington State held nine nuclear reactors at the height of Hanford's nuclear defense production during the Cold War era. The B Reactor was shut down in 1968. During the 1980's, the U.S. Department of Energy began removing B Reactor's support facilities. The reactor building, the river pumphouse and the reactor stack are the only facilities that remain. Today, the U.S. Department of Energy (DOE) Richland Operations Office offers escorted public access to B Reactor along a designated tour route. The National Park Service (NPS) is studying preservation and interpretation options for sites associated with the Manhattan Project. A draft is expected in summer 2009. A final report will recommend whether the B Reactor, along with other Manhattan Project facilities, should be preserved, and if so, what roles the DOE, the NPS and community partners will play in preservation and public education. In August 2008, the DOE announced plans to open B Reactor for additional public tours. Potential hazards still exist within the building. However, the approved tour route is safe for visitors and workers. DOE may open additional areas once it can assure public safety by mitigating hazards.

    This report focuses on the Department of Veterans Affairs, VA Manhattan Campus (VA- Manhattan) fleet to identify the daily operational characteristics of select vehicles and report findings on vehicle and mission characterizations to support successful introduction of plug-in electric vehicles (PEVs) into the agency’s fleet. Individual observations of these selected vehicles provide the basis for recommendations related to electric vehicle adoption and whether a battery electric vehicle or plug-in hybrid electric vehicle (collectively called PEVs) can fulfill the mission requirements.

    The Lansing Board of Water and Light (LBWL) began investigating development of a cooling district in the Lansing Downtown in 1989 in order to retain and build summer load for its steam utility. A feasibility study was conducted in conjunction with SFT, Inc. and ZBA, Inc. which addressed many factors such as marketability of the product, impact on the summer steam load, distribution system development, system design, probable capital and operating costs, reliability and environmental and other regulatory impacts on a preliminary feasibility basis. The Phase I study completed in September of 1989 provided highly promising results for establishing a District Cooling System (DCS). An existing chilled water production facility owned by the State of Michigan was identified as a potential location for a DCS plant. With these changes a review of the feasibility with a new set of alternatives and sensitivities was evaluated. This enhancement to the Phase I Study was nearing completion when the LBWL in conjunction with Energy, Mines and Resources Canada proposed to conduct the Phase II project in conjunction with DOE. The project was structured to proceed along a dual track to demonstrate the impact of the application of various innovative technologies.

Remarkably, at a time when the war effort was singularly focused on the development of the atomic bomb, groups working at Oak Ridge and Chicago carried out key measurements and recognized the future utility of neutron diffraction quite independent of its contributions to the measurements of nuclear cross sections. Ernest O. Wollan, Lyle B. Borst, and Walter H. Zinn were all able to observe neutron diffraction in 1944 using the X-10 graphite reactor and the CP-3 heavy water reactor.

    This engineering evaluation/cost analysis (EE/CA) has been prepared in support of the proposed removal action for cleanup of radioactively contaminated concrete and soil beneath a building on privately owned commercial property in Oak Ridge, Tennessee. The property, known as the Elza Gate site, became contaminated with uranium-238, radium-226, thorium-232, thorium-230, and decay products as a result of the Manhattan Engineer District storing uranium ore and ore processing residues at the site in the early 1940s. The US Department of Energy (DOE) has responsibility for cleanup of the property under its Formerly Utilized Sites Remedial Action Program (FUSRAP). The DOE plans to remove the cracked and worn concrete pad and contaminated subsoil beneath the pad, after which the property owner/tenant will provide clean backfill and new concrete. Portions of the pad and subsoil are contaminated and, if stored or disposed of improperly, may represent a potential threat to public health or welfare and the environment. The EE/CA report is the appropriate documentation for the proposed removal action, as identified in guidance from the US Environmental Protection Agency. The objective of the EE/CA report, in addition to identifying the planned removal action, is to document the selection of response activities that will mitigate the potential for release of contaminants from the property into the environment and minimize the related threats to public health or welfare and the environment. 7 refs., 2 figs., 3 tabs.

    The U.S. Department of Energy (USDOE) created the Formerly Utilized Sites Remedial Action Program (FUSRAP) in 1974 to identify, investigate, and cleanup or control radiological contamination at sites used by the Manhattan Engineer District (MED) and the Atomic Energy Commission (AEC) from the 1940s through the 1960s. The USDOE had identified 46 sites in the program and finished remediation at 24 of the smaller ones before the end of 1997. With the passage of the Energy and Water Resources Appropriation Act of 1998 the United States Army Corps of Engineers (USACE) was designated by Congress with responsibility to manage and execute the FUSRAP. The Linde Site located in Tonawanda, New York was operated by the MED from 1942-1946 to extract uranium from several high-grade ores. This natural uranium was subsequently enriched in U-235 elsewhere in the United States and ultimately used to produce energy or weapons. Though in the process of reviewing alternative disposal options by 1995, the USDOE had operated FUSRAP with a strategy requiring virtually all materials remediated be disposed of at only one Nuclear Regulatory Commission licensed facility. The change in management of the FUSRAP in 1997 allowed the disposal policy of low levels of radioactively contaminated materials found at the remaining sites to be reexamined. This paper presents some of the innovative regulatory and technical approaches employed at the Linde Site that are resulting in project cost savings while meeting applicable or relevant and appropriate requirements as well as fulfilling commitments made to the local community.

    Chillers can be driven with cogenerated thermal energy, thereby offering the potential to increase utilization of cogeneration throughout the year. However, cogeneration decreases electric output compared to condensing power generation in power plants using a steam cycle (steam turbine or gas turbine combined cycle plants). The foregone electric production increases with increasing temperature of heat recovery. Given a range of conditions for key variables (such as cogeneration utilization, chiller utilization, cost of fuel, value of electricity, value of heat and temperature of heat recovered), how do technology alternatives for combining district cooling with cogeneration compare? This paper summarizes key findings from a report recently published by the International Energy Agency which examines the energy efficiency and economics of alternatives for combining cogeneration technology options (gas turbine simple cycle, diesel engine, steam turbine, gas turbine combined cycle) with chiller options (electric centrifugal, steam turbine centrifugal one-stage steam absorption, two-stage steam absorption, hot water absorption).

    This study estimates the range of fuel and emissions impact of an automated-vehicle (AV) based transit system that services campus-based developments, termed an automated mobility district (AMD). The study develops a framework to quantify the fuel consumption and greenhouse gas (GHG) emission impacts of a transit system comprised of AVs, taking into consideration average vehicle fleet composition, fuel consumption/GHG emission of vehicles within specific speed bins, and the average occupancy of passenger vehicles and transit vehicles. The framework is exercised using a previous mobility analysis of a personal rapid transit (PRT) system, a system which shares many attributes with envisioned AV-based transit systems. Total fuel consumption and GHG emissions with and without an AMD are estimated, providing a range of potential system impacts on sustainability. The results of a previous case study based of a proposed implementation of PRT on the Kansas State University (KSU) campus in Manhattan, Kansas, serves as the basis to estimate personal miles traveled supplanted by an AMD at varying levels of service. The results show that an AMD has the potential to reduce total system fuel consumption and GHG emissions, but the amount is largely dependent on operating and ridership assumptions. The study points to the need to better understand ride-sharing scenarios and calls for future research on sustainability benefits of an AMD system at both vehicle and system levels.
