  1. Background report for the formerly utilized Manhattan Engineer District/Atomic Energy Commission sites program

    The Department of Energy is conducting a program to determine radiological conditions at sites formerly used by the Army Corps of Engineers' Manhattan Engineer District and the Atomic Energy Commission in the early years of nuclear energy development. Also included in the program are sites used in the Los Alamos plutonium development program and the Trinity atomic bomb test site. Materials, equipment, buildings, and land became contaminated, primarily with naturally occurring radioactive nuclides. They were later decontaminated in accordance with the standards and survey methods in use at that time. Since then, however, radiological criteria, and proposed guidelines for release of such sites for unrestricted use have become more stringent as research on the effects of low-level radiation has progressed. In addition, records documenting some of these decontamination efforts cannot be found, and the final radiological conditions of the sites could not be adequately determined from the records. As a result, the Formerly Utilized Sites Program was initiated in 1974 to identify these formerly used sites and to reevaluate their radiological status. This report covers efforts through June 1980 to determine the radiological status of sites for which the existing conditions could not be clearly defined. Principal contractor facilities and associated properties have already been identified and activities are continuing to identify additional sites. Any new sites located will probably be subcontractor facilities and areas used for disposal of contractor waste or equipment; however, only limited information regarding this equipment and material has been collected to date. As additional information becomes available, supplemental reports will be published.

    Phoenix, Arizona is located in the Sonoran desert. Daytime temperatures typically rise to over 100 F during the three summer months. Average and peak temperatures have tended to rise over recent decades. This is generally attributed to what is known as the heat island effect, due to an increase in heat absorbing concrete and a decrease in irrigated farmland in the area. Phoenix is the eighth largest city in the US with a population of just over one million (1,000,000). The metropolitan area is one of the fastest growing in the nation. Over the last ten years its population has increased by over 40%. It is not an exaggeration to say the general availability of refrigerated air conditioning, both for buildings and automobiles has been an important factor enabling growth. The cost of operating public buildings has risen significantly in the last decade. In fiscal year 92/93 the City of Phoenix had energy expenses of over thirty four million dollars ($34,000,000). Because the City was planning a major new construction project, a new high-rise City Hall, it was decided to study and then optimize the design and selection of building systems to minimize long term owning and operating costs. The City Hall was to be constructed in downtown Phoenix. Phoenix presently owns other buildings in the area. A number of large cooling systems serving groups of buildings are currently operating in the Phoenix area. The City requested that the design consultants analyze the available options and present recommendations to the City`s engineering staff.

    The Manhattan Project laboratory constructed at Los Alamos, New Mexico, beginning in 1943, was intended from the start to be temporary and to go up with amazing speed. Because most of those WWII-era facilities were built with minimal materials and so quickly, much of the original infrastructure was torn down in the late '40s and early '50s and replaced by more permanent facilities. However, a few key facilities remained, and are being preserved and maintained for historic significance. Four such sites are visited briefly in this video, taking viewers to V-Site, the buildings where the first nuclear explosive device was pre-assembled in preparation for the Trinity Test in Southern New Mexico. Included is another WWII area, Gun Site. So named because it was the area where scientists and engineers tested the so-called "gun method" of assembling nuclear materials -- the fundamental design of the Little Boy weapon that was eventually dropped on Hiroshima. The video also goes to Pajarito Site, home of the "Slotin Building" and "Pond Cabin." The Slotin Building is the place where scientist Louis Slotin conducted a criticality experiment that went awry in early 1946, leading to his unfortunate death, and the Pond Cabin served the team of eminent scientist Emilio Segre who did early chemistry work on plutonium that ultimately led to the Fat Man weapon.

    This document is the first time that Manhattan Project and Cold War era artifacts from the Hanford Site have been assembled within a publication. The publication presents photographic and written documentation of a number of Manhattan Project and Cold War era artifacts that were identified and tagged during assessment walk throughs of historic buildings on the Hanford Site but which could not be curated within the Hanford collection because they were too large for long-term storage and/or exhibit purposes or were radiologically contaminated. The significance of the artifacts in this publication and a proposed future appendix is based not on the individual significance of any single artifact but on their collective contribution to the science and engineering of creating plutonium and advancing nuclear technology in nuclear fuel and power.

    The Hanford Site began as part of the United States Manhattan Project to research, test and build atomic weapons during World War II. The original 670-square mile Hanford Site, then known as the Hanford Engineer Works, was the last of three top-secret sites constructed in order to produce enriched uranium and plutonium for the world's first nuclear weapons. B Reactor, located about 45 miles northwest of Richland, Washington, is the world's first full-scale nuclear reactor. Not only was B Reactor a first-of-a-kind engineering structure, it was built and fully functional in just 11 months. Eventually, the shoreline of the Columbia River in southeastern Washington State held nine nuclear reactors at the height of Hanford's nuclear defense production during the Cold War era. The B Reactor was shut down in 1968. During the 1980's, the U.S. Department of Energy began removing B Reactor's support facilities. The reactor building, the river pumphouse and the reactor stack are the only facilities that remain. Today, the U.S. Department of Energy (DOE) Richland Operations Office offers escorted public access to B Reactor along a designated tour route. The National Park Service (NPS) is studying preservation and interpretation options for sites associated with the Manhattan Project. A draft is expected in summer 2009. A final report will recommend whether the B Reactor, along with other Manhattan Project facilities, should be preserved, and if so, what roles the DOE, the NPS and community partners will play in preservation and public education. In August 2008, the DOE announced plans to open B Reactor for additional public tours. Potential hazards still exist within the building. However, the approved tour route is safe for visitors and workers. DOE may open additional areas once it can assure public safety by mitigating hazards.

    Humankind is confronted with a "nuclear stewardship curse", facing the prospect of needing to manage nuclear products over long time scales in the face of the short-time scales of human polities. I propose a super Manhattan-type effort to rejuvenate the nuclear energy industry to overcome the current dead-end in which it finds itself, and by force, humankind has trapped itself in. A 1% GDP investment over a decade in the main nuclear countries could boost economic growth with a focus on the real world, epitomised by nuclear physics/chemistry/engineering/economics with well defined targets. By investing vigorously to obtain scientific and technological breakthroughs, we can create the spring of a world economic rebound based on new ways of exploiting nuclear energy, both more safely and more durably.

    Material Disposal Area B (MDA B) is the oldest radioactive waste disposal facility at Los Alamos National Laboratory. Operated from 1944-48, MDA B was the disposal facility for the Manhattan Project. Recognized as one of the most challenging environmental remediation projects at Los Alamos, the excavation of MDA B received $110 million from the American Recovery and Reinvestment Act of 2009 to accelerate this complex remediation work. Several factors combined to create significant challenges to remediating the landfill known in the 1940's as the 'contaminated dump'. The secrecy surrounding the Manhattan Project meant that no records were kept of radiological materials and chemicals disposed or of the landfill design. An extensive review of historical documents and interviews with early laboratory personnel resulted in a list of hundreds of hazardous chemicals that could have been buried in MDA B. Also, historical reports of MDA B spontaneously combusting on three occasions -with 50-foot flames and pink smoke spewing across the mesa during the last incident in 1948-indicated that hazardous materials were likely present in MDA B. To complicate matters further, though MDA B was located on an isolated mesa in the 1940's, the landfill has since been surrounded by a Los Alamos commercial district. The local newspaper, hardware store and a number of other businesses are located directly across the street from MDA B. This close proximity to the public and the potential for hazardous materials in MDA B necessitated conducting remediation work within protective enclosures. Potential chemical hazards and radiological inventory were better defined using a minimally intrusive sampling method called direct push technology (DPT) prior to excavation. Even with extensive sampling and planning the project team encountered many surprises and challenges during the project. The one area where planning did not fail to meet reality was safety. There were no serious worker injuries and the minor injuries recorded were those common to construction type activities. Extensive monitoring along the site boundary demonstrated that no hazardous chemicals were released and radiological dose to the public was within administrative limits. More than three years of effort by the LANL project team went into the planning for remediation of Material Disposal Area B. Hundreds of historical documents were reviewed; retired personnel were extensively interviewed and noninvasive techniques were used to characterize the site. The information collected was incorporated into the safety requirements, cost estimate, schedule and primary execution plan for the project. Ultimately the waste volume managed by the project approached 40000 m{sup 3}, more than double the original project estimate. This increase had a major impact on both project cost and schedule. Nuclear safety requirements for the project were based on an estimated MDA B radionuclide inventory of 12 PE-Ci. When excavation was complete over 123 PE-Ci had been removed from the trenches. The radionuclide inventory at MDA B was an order of magnitude higher than estimated. Work at MDA B could not have proceeded without the safety basis exemption from DOE-HQ. The one area where planning did not fail to meet reality was safety. There were no serious worker injuries and the minor injuries recorded were those common to construction type activities. Extensive monitoring along the site boundary demonstrated that no hazardous chemicals were released and radiological dose to the public was within administrative limits. (authors)

    A personal account of work on the Manhattan Project in Chicago by one of the few remaining survivors of the war-time project is given, illustrating, among other things, how absurd things can happen at a time of great stress and concern.. As is well known, Los Alamos was the site specializing in the physics of the bomb while Chicago emphasized metallurgical and chemical research. Nevertheless, physics played a significant role in Chicago, as well. That is where Fermi constructed the worlds first uranium pile under the stands of Stagg field, a site at which this author got seriously irradiated. Some curious events occurring after the bomb was dropped are also related. In addition, at this time of public protest by sincere people who question the ethics of America for dropping the bomb on innocent civilians, certain facts, obviously unknown to the protesters, are presented which place the bombing in a rather different light.

    Chillers can be driven with cogenerated thermal energy, thereby offering the potential to increase utilization of cogeneration throughout the year. However, cogeneration decreases electric output compared to condensing power generation in power plants using a steam cycle (steam turbine or gas turbine combined cycle plants). The foregone electric production increases with increasing temperature of heat recovery. Given a range of conditions for key variables (such as cogeneration utilization, chiller utilization, cost of fuel, value of electricity, value of heat and temperature of heat recovered), how do technology alternatives for combining district cooling with cogeneration compare? This paper summarizes key findings from a report recently published by the International Energy Agency which examines the energy efficiency and economics of alternatives for combining cogeneration technology options (gas turbine simple cycle, diesel engine, steam turbine, gas turbine combined cycle) with chiller options (electric centrifugal, steam turbine centrifugal one-stage steam absorption, two-stage steam absorption, hot water absorption).

    In May of 2000, the Cerro Grande Fire burned approximately 8,000 acres of Department of Energy (DOE) managed land at the Los Alamos National Laboratory (LANL). Although the fire was generally of low intensity, it impacted a significant number of LANL's cultural resources. Historic wooden properties were affected more heavily than prehistoric archaeological sites. This paper will provide an overview of the Homestead and Manhattan Project Periods at LANL and will discuss the effects of the Cerro Grande Fire on historic wooden properties. Post-fire cultural resource management issues will also be discussed.

    This paper describes experiences at Los Alamos National Laboratory during the process of planning and executing decommissioning and decontamination activities on a number of properties constructed as part of the Manhattan project. Many of these buildings had been abandoned for many years and were in deteriorating condition, in addition to being contaminated with asbestos, lead based paints and high explosive residues. Due to the age and use of the structures they were evaluated against criteria for the National Register of Historic Places. This process is briefly reviewed, along with the results, as well as actions implemented as a result of the condition and safety of the structures. A number of the structures have been decontaminated and demolished. Planning is still ongoing for the renovation of one structure, and the photographic and drawing records of the properties is near completion.

    This study estimates the range of fuel and emissions impact of an automated-vehicle (AV) based transit system that services campus-based developments, termed an automated mobility district (AMD). The study develops a framework to quantify the fuel consumption and greenhouse gas (GHG) emission impacts of a transit system comprised of AVs, taking into consideration average vehicle fleet composition, fuel consumption/GHG emission of vehicles within specific speed bins, and the average occupancy of passenger vehicles and transit vehicles. The framework is exercised using a previous mobility analysis of a personal rapid transit (PRT) system, a system which shares many attributes with envisioned AV-based transit systems. Total fuel consumption and GHG emissions with and without an AMD are estimated, providing a range of potential system impacts on sustainability. The results of a previous case study based of a proposed implementation of PRT on the Kansas State University (KSU) campus in Manhattan, Kansas, serves as the basis to estimate personal miles traveled supplanted by an AMD at varying levels of service. The results show that an AMD has the potential to reduce total system fuel consumption and GHG emissions, but the amount is largely dependent on operating and ridership assumptions. The study points to the need to better understand ride-sharing scenarios and calls for future research on sustainability benefits of an AMD system at both vehicle and system levels.

    The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling systems. Twenty-eight communities have received HUD cooperative agreements to aid in a national feasibility assessment of district heating and cooling systems. The HUD/DOE program includes technical assistance provided by Argonne National Laboratory and Oak Ridge National Laboratory. Part of this assistance is a computer program, called the district heating strategy model, that performs preliminary calculations to analyze potential district heating and cooling systems. The model uses information about a community's physical characteristics, current electricity-supply systems, and local economic conditions to calculate heat demands, heat supplies from existing power plants and a new boiler, system construction costs, basic financial forecasts, and changes in air-pollutant emissions resulting from installation of a district heating and cooling system. This report explains the operation of the district heating strategy model, provides simplified forms for organizing the input data required, and describes and illustrates the model's output data. The report is written for three groups of people: (1) those in the HUD/DOE-sponsored communities who will be collecting input data, and studying output data, to assess the potential for district heating and cooling applications in their communiites; (2) those in any other communities who may wish to use the model for the same purpose; and (3) technical-support people assigned by the national laboratories to explain to community personnel how the model is used.

    One man's trash is another man's treasure. Not everything called "waste" is meant for the refuse pile. The mission of the Curation Program is at direct odds with the remediation objectives of the Hanford Site. While others are busily tearing down and burying the Site's physical structures and their associated contents, the Curation Program seeks to preserve the tangible elements of the Site's history from these structures for future generations before they flow into the waste stream. Under the provisions of a Programmatic Agreement, Cultural Resources staff initiated a project to identify and collect artifacts and archives that have historic or interpretive value in documenting the role of the Hanford Site throughout the Manhattan Project and Cold War Era. The genesis of Hanford's modern day Curation Program, its evolution over nearly two decades, issues encountered, and lessons learned along the way -- particularly the importance of upper management advocacy, when and how identification efforts should be accomplished, the challenges of working within a radiological setting, and the importance of first hand information -- are presented.

Dr. Friedell was selected for this interview because of his participation in the early stages of the medical use of radioisotopes, his important role in the Manhattan Engineer District Medical Division, and his distinguished medical career and his involvement in the distribution of isotopes and the approval for their use in humans. After a brief biographical sketch Dr. Friedell discusses his remembrances on a wide range of subjects.     District energy systems are a major part of the energy use and delivery infrastructure of the United States. With nearly 6,000 operating systems currently in place, district energy represents approximately 800 billion BTU per hour of installed thermal production capacity, and provides over 1.1 quadrillion BTU of energy annually -- about 1.3% of all energy used in the US each year. Delivered through more that 20,000 miles of pipe, this energy is used to heat and cool almost 12 billion square feet of enclosed space in buildings that serve a diverse range of office, education, health care, military, industrial and residential needs. This Census is intended to provide a better understanding of the character and extent of district heating, cooling and cogeneration in the United States. It defines a district energy system as: Any system that provides thermal energy (steam, hot water, or chilled water) for space heating, space cooling, or process uses from a central plant, and that distributes the energy to two or more buildings through a network of pipes. If electricity is produced, the system is a cogenerating facility. The Census was conducted through surveys administered to the memberships of eleven national associations and agencies that collectively represent the great majority of the nation`s district energy system operators. Responses received from these surveys account for about 11% of all district systems in the United States. Data in this report is organized and presented within six user sectors selected to illustrate the significance of district energy in institutional, community and utility settings. Projections estimate the full extent of district energy systems in each sector.

    Non-Federally owned radioactively contaminated sites in St. Louis, Missouri are currently being remediated by the St. Louis District Corps of Engineers under the Formerly Utilized Sites Remedial Action Program (FUSRAP). When FUSRAP remediation is complete, inaccessible soils which have levels of contamination greater than unrestricted use standards, will remain. The purpose of this paper is to document the initial challenges facing the project team during its development of the Long Term Stewardship plan for the management of these soils. These soils are located under buildings, roads, railroads and bridges. The Long Term Stewardship plan for the majority of the sites is being developed simultaneously with the remedy selection process. A living document, it will ultimately document the remedial action end state and location of inaccessible soils and implement the plan for ensuring these soils are not a threat to human health and the environment. Although these soils are protective in their current configuration, at some point in time, when activities such as maintenance, utility or property improvement occur, the soils will become accessible and need to be addressed by the federal government. Up until that point in time they will need to be effectively managed to ensure they remain protective. The St. Louis District is in the process of collaboratively developing this plan with its regulators, affected stakeholders and interested parties.

    When the nation's top scientists and military leaders converged on Los Alamos, New Mexico in the 1943, to work on the Manhattan Project, the facilities they used to conduct their top-secret work were quickly constructed and located in the middle of what eventually became the Los Alamos town site. After one of these early facilities caught on fire, it seemed wise to build labs and production facilities farther away from the homes of the town's residents. They chose to build facilities on what was then known as Delta Prime (DP) Mesa and called it Technical Area 21, or TA-21. With wartime urgency, a number of buildings were built at TA-21, some in as little as a few months. Before long, DP Mesa was populated with several nondescript metal and cinder-block buildings, including what became, immediately following the war, the world's first plutonium production facility. TA-21 also housed labs that used hazardous chemicals and analyzed americium, tritium and plutonium. TA-21 was a bustling center of research and production for the next several decades. Additional buildings were built there in the 1960's, but by the 1990's many of them had reached the end of their service lives. Labs and offices were moved to newer, more modern buildings. When Los Alamos National Laboratory received $212 million in funding from the American Recovery and Reinvestment Act in July 2009 for environmental cleanup projects, about $73 million of the funds were earmarked to decontaminate and demolish 21 of the old buildings at TA-21. Although some D and D of TA-21 buildings was performed in the 1990's, many of the facilities at DP Site remained relatively untouched for nearly three decades following their final operational use. In 2006, there were over three dozen buildings or structures on the mesa to be removed so that soil cleanup could be completed (and the land made available for transfer and reuse). The total footprint of buildings across the mesa was approximately 18,580 m{sup 2} (200,000 ft{sup 2}). The initially approved baseline for the ARRA D and D Project was to remove 22 buildings and structures that included approximately 14,680 m{sup 2} (158,000 ft{sup 2}) of footprint. By employing efficiencies during subcontracting, demolition, and waste segregation, the savings allowed an additional 1,580 m{sup 2} (17,000 ft{sup 2}) of footprint to be removed using ARRA funds. Additionally, the lessons learned from this experience were used to apply NNSA funding to the removal of six additional non-contaminated buildings and structures. In the end, 29 buildings and structures, including stacks, cooling towers and tanks, were removed from the mesa. The entire DP East area was cleared of buildings and sub-grade structures and the soils cleaned to residential standards. The total footprint reduction at TA-21 as a result of this effort was in excess of 17,650 m{sup 2} (190,000 ft{sup 2}). The use of a Laboratory self-performance team to start demolition of non-contaminated structures resulted in steady work performance early in the project while subcontracts were being put in place to perform more complicated abatement and contaminated demolition activities. Most importantly, there were no serious worker injuries and the minor injuries recorded were those common to construction type activities. Extensive monitoring along the site boundary demonstrated that no hazardous chemicals or radioactive contamination were released and radiological dose to the public was negligible. The ARRA demolition activities were completed six months in advance of the deadline for employing ARRA funds. Additionally, over 17,585 m{sup 3} (23,000 yds{sup 3}) of building demolition debris was safely removed from DP Mesa. All of the major buildings have been removed, unencumbered access to the SWMUs that are required to be cleaned up by the Consent Order with the state of New Mexico, has been achieved, and a significant portion of the mesa has been prepared to support a process that will eventually transfer this land from federal government control for further use.     Thermoacoustic engines, or acoustic heat engines, are energy-conversion devices that achieve simplicity and concomitant reliability by use of acoustic technology. Their efficiency can be a substantial fraction of Carnot's efficiency. In thermoacoustic prime movers, heat flow from a high-temperature source to a low-temperature sink generates acoustic power (which may be converted to electric power using a transducer). In thermoacoustic heat pumps and refrigerators, acoustic power is used to pump heat from a low-temperature source to a high-temperature sink.     A computer simulation model, GEOCITY, was developed to study the design and economics of district heating and cooling systems. GEOCITY calculates the cost of district heating based on climate, population, energy source, and financing conditions. The principal input variables are minimum temperature, heating degree-days, population size and density, energy supply temperature and distance from load center, and the interest rate. For district cooling, maximum temperature and cooling degree-hours are required. From this input data the model designs the fluid transport and district heating systems. From this design, GEOCITY calculates the capital and operating costs for the entire system. GEOCITY was originally developed to simulate geothermal district heating systems and thus, in addition to the fluid transport and distribution models, it includes a reservoir model to simulate the production of geothermal energy from geothermal reservoirs. The reservoir model can be adapted to simulate the supply of hot water from any other energy source. GEOCITY has been used extensively and has been validated against other design and cost studies. GEOCITY designs the fluid transport and distribution facilities and then calculates the capital and operating costs for the entire system. GEOCITY can simulate nearly any financial and tax structure through varying the rates of return on equity and debt, the debt-equity ratios, and tax rates. Both private and municipal utility systems can be simulated.

    An engine based on a reciprocating piston engine that extracts work from pressurized working fluid. The engine includes a harmonic oscillator inlet valve capable of oscillating at a resonant frequency for controlling the flow of working fluid into of the engine. In particular, the inlet valve includes an inlet valve head and a spring arranged together as a harmonic oscillator so that the inlet valve head is moveable from an unbiased equilibrium position to a biased closed position occluding an inlet. Upon releasing the inlet valve the inlet valve head undergoes a single oscillation past the equilibrium positio to a maximum open position and returns to a biased return position close to the closed position to choke the flow and produce a pressure drop across the inlet valve causing the inlet valve to close. Protrusions carried either by the inlet valve head or piston head are used to bump open the inlet valve from the closed position and initiate the single oscillation of the inlet valve head, and protrusions carried either by the outlet valve head or piston head are used to close the outlet valve ahead of the bump opening of the inlet valve.

    Chillers can be driven with cogenerated thermal energy, thereby offering the potential to increase utilization of cogeneration throughout the year. However, cogeneration decreases electric output compared to condensing power generation. The foregone electric production increases with increasing temperature of heat recovery. The economics of alternatives for combining district cooling with cogeneration depend on many variables, including cogeneration utilization, chiller utilization, value of electricity, value and temperature of heat recovered and other factors.

    The US Department of Housing and Urban Development (HUD) and the US Department of Energy (DOE) cosponsor a program aimed at increasing the number of district heating and cooling (DHC) systems. Such systems can reduce the amount and costs of fuels used to heat and cool buildings in a district. Twenty-eight communities have agreed to aid HUD in a national feasibility assessment of DHC systems. The HUD/DOE program entails technical assistance by Argonne National Laboratory and Oak Ridge National Laboratory. The assistance includes a computer program, called the district heating strategy model (DHSM), that performs preliminary calculations to analyze potential DHC systems. This report describes the general capabilities of the DHSM, provides historical background on its development, and explains the computer installation and operation of the model - including the data file structures and the options. Sample problems illustrate the structure of the various input data files, the interactive computer-output listings. The report is written primarily for computer programmers responsible for installing the model on their computer systems, entering data, running the model, and implementing local modifications to the code.

    On December 1, 1992, the Board of Directors of the Metropolitan Pier and Exposition Authority (MPEA) met on Chicago`s historic Navy Pier and ushered in a new era of competition for energy supply in Chicago. The MPEA, a state agency created for the purposes of promoting and operating fair and exposition facilities within the Chicago area (including the McCormick Place exposition center and Navy Pier), voted to accept a third-party proposal to provide district heating and cooling services to the existing McCormick Place facilities and a million square feet of new exposition space. The winning bidder was a joint venture between Trigen Energy, the nation`s largest provider of district energy services, and Peoples Gas, the gas distribution company which serves Chicago. This vote culminated two years of effort by the Energy Division of Chicago`s Department of Environment to analyze the feasibility and promote the implementation of a district energy system to serve the expanded McCormick Place and its environs in the South Loop neighborhood. Initial services began in November, 1993, with a new hot and cold water piping system interconnecting the three existing exhibition facilities. The final buildout of the system, with a combined peak demand predicted at 160 MMBtu of heating and 15,920 tons of and cooling, is scheduled for completion in the summer of 1997.

    An engine has at least two piston-cylinder assemblies each comprising a cylinder formed in an engine block with a cylinder head and a piston therein in sliding relationship toward and away from the head, a piston rod operatively connected to the piston and to a crankshaft, motion producing member of shape-memory material, e.g. Nitinol, having a transformation temperature range, secured to the cylinder head and the side of the piston opposite from the connecting rod, the motion producing member having a heat treated high temperature extended shape memory position and a low temperature low energy compressed position, the Nitinol member being of hollow tubular form and having pressure and return hoses connected thereto for supplying and removing cooling fluid into and from the Nitinol member, an electrical heating device connected to the Nitinol member, whereby the Nitinol member is easily compressed with relatively little force from the extended shape memory position to the compressed position when cooling fluid is supplied thereto to reduce the temperature of the Nitinol member to or below the lower limit of the transformation temperature range and the Nitinol member is automatically extended with relatively great force from the compressed position to the shape memory position when heated by the heating device to or above the upper limit of the transformation temperature range.

    The major components of this rotary engine are two equal sized rotary units, the housing containing them along with associated ignition and cooling systems. Each of the rotary units consists of a shaft, gear, two outer compressor wheels, and one center power wheel which has twice the axial thickness as the compressor wheel. All the wheels are cylindrical in shape with a lobe section comprising a 180/sup 0/ arc on the periphery of each wheel which forms an expanding and contracting volumetric chamber by means of leading and trailing lips. The lobes of the first rotary unit are situated 180/sup 0/ opposite the lobes of the second adjacent mating rotary unit, thus lobes can intermesh with its corresponding wheel.

    Snohomish County Public Utilities District (the District or Snohomish PUD) provides electricity to about 325,000 customers in Snohomish County, Washington. The District has an incentive programs to encourage commercial customers to improve energy efficiency: the District partially reimburses the cost of approved retrofits if they provide a level of energy performance improvement that is specified by contract. In 2013 the District contracted with Lawrence Berkeley National Laboratory to provide a third-party review of the Monitoring and Verification (M&V) practices the District uses to evaluate whether companies are meeting their contractual obligations. This work helps LBNL understand the challenges faced by real-world practitioners of M&V of energy savings, and builds on a body of related work such as Price et al. (2013). The District selected a typical project for which they had already performed an evaluation. The present report includes the District's original evaluation as well as LBNL's review of their approach. The review is based on the document itself; on investigation of the load data and outdoor air temperature data from the building evaluated in the document; and on phone discussions with Bill Harris of the Snohomish County Public Utilities District. We will call the building studied in the document the subject building, the original Snohomish PUD report will be referred to as the Evaluation, and this discussion by LBNL is called the Review.
